With Gratitude As I step back from writing a column for the Del Norte Triplicate, I am filled with gratitude for the opportunity to share my insights on local issues. I want to thank the series of editors for Country Media Inc. that I have worked with along the way, including Dan Schmidt, David Rupkalvis, David Thornberry and Joe Warren.
It was Dan Schmidt who first approached me in 2022 inviting me to participate in a dueling banjos counter column with Roger Gitlin. I was surprised when he said that Gitlin recommended me for this assignment. I am not sure if Roger regrets
this suggestion, but I thank him for the introduction.
In the process of researching and writing my columns I have learned more detailed information about a variety of subjects that I would not have otherwise gleaned from regular news sources. This was its own reward.

I want to thank all the people who have read my columns, starting with my wife and senior editor Jill Dovre. Every week Jill reads multiple drafts of my column to ensure that it is ready to share with the world. Over the years I have occasionally received
appreciative and supportive responses to my columns including emails from people who do not live in Del Norte County. This positive feedback has always been appreciated. If I inspired one person to get involved with changing the world for the better, it was all worth it.
Unresolved Issues
Many of the issues that I have written about remain unresolved, including the future of economic development, housing shortages, unrestricted vacation rentals, poverty, homelessness, unemployment, climate change, extreme weather, drought, wildfires, insurance cancellations,
offshore wind, and looming local, state and federal budget deficits. There is cause for pessimism, but we must persevere. I encourage responsible citizens to continue to pay attention to what’s going on. Stay involved, be informed, show up, speak up and vote! I am not sure if my advocacy has had any effect, but I tried to help people be more aware of how government agency’s decisions affect them. I will continue to inform myself and remain active in supporting policies and programs that improve people’s lives, but I will let others write about it, for now.

In the wake of the law suit filed against the Harbor on which Fashion Blacksmith prevailed back in March, 2023, the Harbor has saddled itself in massive long-term debt for the next decade. Fashion will be compensated $2.6 million in tenthly payments at five percent interest. The
first payment of $531,000 was paid to Fashion Blacksmith, this past April. The settlement also included a lease buyout with 12 years remaining and anticipated profits realized during the remainder of the lease.
Harbormaster Tim Petrick shared with the public, the status of the soon to be vacated building. “As per the Agreement, Fashion Blacksmith will vacate
by June 30. The Harbor has preliminary plans to remove and replace the building and completely remodel the lot, syncrolift and drainage into a boat yard that meets current environmental standards and the future needs of our vessel owners. This is all dependent on the state of the yard when we take possession and acquire funding. The District is
exploring leasing the boat yard in an “as is” condition to a tenant who would be willing to work with us while we acquire funding and complete improvements so that we (the Harbor) are able to keep some functionality in the meantime.”
Petrick estimated restoration costs at about $8 million.
The Long family and
principal Ted Long issued no statement on the settlement. The Arbitration Panel found in favor of Fashion on the basis of the Harbor’s inability and failure to dredge the inner harbor by October 31, 2023. The dredging underneath the Fashion pier was ordered by the Panel to a depth to at least 18 feet, allowing larger vessels to access the syncrolift to
raise and lower vessels to the water’s surface. The Harbor had not dredged under the syncrolift since 2015. Other Arbitration issues involved the Harbor’s failure to maintain the facility housing tenant Fashion’s structure. Further inquiries are directed to Harbormaster Petrick, tpetrick@ccharbor.com.
City awarded Curb / Crosswalk Grant
BY ROGER GITLIN Country Media, IncThe Crescent City Council has given the green light to enter Agreements with Cal Trans for a Highway Safety Improvement Program (HSIP). With the assistance of PlanWest Partners of Arcata, the City applied for and was awarded a $225,000 HSIP grant, May 15. Per grant requirements the City must contribute $25,000, or ten percent of the $250,000 project. Measure S funds will be utilized for this project.
Three years ago, Crescent City developed a Local Road Safety Plan (LRSP) that utilized the best available data related to roadway incidents. The LRSP identified pedestrians as one of six challenge/ emphasis areas. As a result, pedestrian crossing was identified as a systematic countermeasure that could be implemented citywide.
In addition to the LRSP, The Del Norte County Safe Routes to School Survey identified Safety of Intersections and Crossings as one of the top reasons why children do not walk or bike to school. The Survey reveals the implementation of advanced pedestrian crossings along Gary Street near Joe Hamilton School would improve walking and biking routes for children.
According to the LRSP report, the Gary Street neighborhood and the 9th and A Street collector streets were the highest priority to receive advanced pedestrian crossing improvements including America with Disabilities compliant curb ramps, new road signs and updated pavement markings.
The scope of the project includes 16 different sites to be completed by December 31, 2025.

The National Guard Bureau is preparing an Environmental Impact Statement (EIS) to evaluate the potential impacts associated with the replacement of 26 F-15C/D aircraft with 24 F-35A aircraft at the 173d Fighter Wing (173 FW) at Kingsley Field in Klamath Falls, Oregon. The 30-day scoping period allows the public opportunity to provide input on potential alternatives, information on resources, and the analyses to be considered in the EIS preparation.
The public is invited to attend an open-house scoping meeting at: Crater Lake-Klamath Regional Airport, 3000 Airport Way, Klamath Falls, OR 97603, on Wednesday, June 26, 2024, 5:00-7:00 p.m. PDT. Concurrent with the NEPA process, NGB is conducting National Historic Preservation Act (NHPA) Section 106 consultation regarding potential effects of the proposed action on historic properties. During the scoping meetings, the NGB will hold NHPA Section 106 information sessions in a separate area where subject matter experts will explain the NHPA Section 106 process and solicit public input on the effects of the proposed action on historic properties.
While comments will be accepted at any time during analysis preparation, to ensure they are considered in the Draft EIS written comments are requested by July 11, 2024 and may be submitted by:

to Visit Redwood National and State Parks

The beauty of the Coastal Redwoods has inspired artists for centuries. Ada Limon, the country’s 24th Poet Laureate will celebrate that legacy at a special event in the Park Sunday, June 23.
Redwood National and State Parks was selected by Limon among six other National Parks, as part of her signature project, “You are Here: Poetry in the Parks.” The initiative is a partnership between the National

Sheriff Garrett Scott announced renovation of E Tank Dormitory 2 has been completed. The work was performed by County Building and Maintenance. The opening of this dorm will increase custody capacity to 100 inmates. Currently the Jail detains 85-95 inmates. Sheriff Scott plans to keep eight beds available for serious, violent offenders. Scott shared his custody challenge with a dire need for additional corrections officers, “…we have a long way to go but we’re making progress.”

Loving daughter, wife, mother, sister and friend. She was preceded in death by son Robert Reiner and loving husband Donald Roberts.
A memorial service will be held Saturday June 22 at 1 pm at the Kingdom Hall of Jehovah’s Witnesses in Crescent City, CA.
Loretta L Tower 1935-2024
Loretta unexpectedly passed away March 10, 2024 in Crescent City California at the age of 88. She was born in Dallas, Texas on December 9, 1935. Loretta is survived by her husband James Tower of 67 years, two daughters, one son, five grandchildren and four great granddaughters. Loretta was a wonderful person, wife, mother, homemaker and friend to all. She was a resident of Del Norte County for 29 years. There will be no services.

California Achieves Another Unwanted First

The United States Postal Service (USPS), Crescent City Post Office and the Crescent City Police Department sponsored a National Dog Bite Awareness event earlier this month.
The campaign included a demonstration bringing attention to the long-standing problem of dog bites upon postal letter carriers.
The demonstration offered safety tips and emphasized the need for increased owner responsibility in the prevention of dog attacks. The need is palpable in the Golden State.
USPS reports California ranks first with the number of dog bite attacks in the Nation. Last year, there were 727 dog attacks on postal letter carriers far exceeding Texas with 411 incidents In 2023.

Amos shared personal stories of dog attacks on their person while delivering the mail and shared their training involved in combating this chronic problem.
Dog owners are asked to keep their pets inside the home or behind a secured fence, away from a door or on a secured leash.
Pet owners also should remind children not to take mail from a letter carrier as the dog may view the carrier as a threat. Stay informed, See the mail before it arrives.
If your pet is deemed a threat or nuisance to the letter carrier, you may be declined mail delivery service and compelled to have your mail placed on hold. Long-term dog issues may mandate you to rent a postal mailbox.
