You’re quietly driving along 199 north of Gasquet, eyes focused on the road and suddenly, in what was previously you recall a large pull off area from the Highway, observe a massive wood chip pile, neatly nestled near the incline of the canyon mountain. Wow! What’s going on with that?
In the wake of the Smith River Complex fires, last year a major focus of the gargantuan cleanup was to ensure Highway 199 was safe for motorists to travel on.
As a result, fire-weakened trees were felled. Trees marked as non-marketable or not suitable for firewood were chipped and used for erosion control in strategic locations along the corridor. A substantial amount of chips remained (7,600 tons of wood chips).

Councilors voted unanimously to permit the City to enter into agreements for pool HVAC boilers replacement and the pool locker room and flooring projects. Adams Commercial General contractor will perform the HVAC work. Specialty Flooring
will handle the Locker Room Project. The replacement cost of rhe aging boilers and associated labor is $1.72 million. Specialty Flooring’s low bid of two bidders totaled just over $215,000 which includes decorative Quartz finishing.
The Fred Endert Pool HVAC and Flooring project is covered predominantly by Measure S funding and and an approximate $70,000 allocation from the General Fund. The Fund balance, according to the City is approximately $693,000, above the Reserve requirement.
The Council voted unanimously to transfer the $70,000 from the General Fund to the HVAC / Flooring project.
In an unrelated agenda item, the City elected not to purchase a $40,000 Street Crack Fill machine, thus bolstering the General Fund balance. It is anticipated the Pool will close to the public for eight to 12 weeks, late Summer / early Autumn.
The Fred Endert Pool members who have annual passes will have their memberships extended during the interruption of service.
Our U.S. Constitution was ratified in 1788 and went into effect the next year. Since adoption the U.S. Constitution has been amended 27 times beginning with the bill of rights - the first 10 amendments, which were ratified in 1791. Since then, corrections have been made to ensure the rights of “We the People.”
The 13th Amendment abolished slavery. The 15th Amendment states, “The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.”
The 19th Amendment further clarified that women have the right to vote and the 26th Amendment gave citizens the right to vote at 18 years old. Not only has the text of the constitution changed through amendments, over time the rights guaranteed in the constitution have been modified by the courts’ interpretation of intent.
California Constitution California became a state in 1850 and the California Constitution was ratified in 1879. According to Wikipedia, “The Constitution of California is one of the longest collections
of laws in the world, largely due to additions by California ballot proposition and voter initiatives, which take the form of constitutional amendments.”
“Constitutional amendments may be proposed by the California Legislature or by popular petition through the exercise of the initiative power by the voters, giving California one of the most flexible legal systems and the eighth longest constitution in the world.”
In California, the initiative process has existed since 1911 and reflects the power of the electorate to propose statutes and amendments to the California Constitution. In addition, the legislature can propose bond measures to provide funding for specific programs or projects.
New Propositions
This year there may be up to 15 propositions on the November ballot. Four of these initiatives are Assembly Constitutional Amendments (ACA) that have been proposed by the California Assembly. In order to qualify for the ballot, two thirds of the members in both the Assembly and Senate must approve.

The recent report indicating that 653,100 Americans are experiencing homelessness is a stark reminder of the Federal Government’s alarming neglect of this crisis. This includes vulnerable populations such as veterans, at-risk youths, and individuals with disabilities or mental illnesses. The 12% increase in homelessness from 2022 to 2023 is unacceptable and highlights the urgent need for comprehensive legislative action at the federal level.

California. According to the Legislative Counsel Digest, “The California Constitution provides that only a marriage between a man and a woman is valid or recognized in California, and federal law permanently enjoins the state from enforcing this constitutional provision.”
“This measure would repeal this unenforceable constitutional provision and would instead provide that the right to marry is a fundamental right.” I was surprised to hear that this restriction on marriage still exists in the California Constitution. It would be prudent to clean this up in case federal laws change.
ACA 5
The specific text of this bill makes the following findings, “Courts have recognized that same-sex couples and interracial couples have the right to marry; and this measure, if approved by the voters, would repeal language in the California Constitution stating marriage is only between a man and woman.”
“This measure, if approved by the voters, would amend the California Constitution to include the fundamental right to marry as furthering the rights to enjoy life, liberty, safety, happiness, and privacy, and the rights to

Without a sustained commitment to affordable housing and supportive services, these temporary fixes are merely a bandaid on a gaping wound.

equal protection and due process.” The California Democratic Party has voted to support ACA 5.
The San Francisco Chronicle (5/21/24) reported the California Republican Party “voted to be neutral on ACA 5, even though the party bylaws still view marriage as only between a man and a woman. This measure is expected to pass easily in a state that overwhelmingly supports same sex marriage. Even a majority of Republicans support gay nuptials.”

Everyone in America is guaranteed by the U.S. Constitution to life, liberty and the pursuit of happiness. The California Constitution and laws further protect the rights of minority groups, but we must individually accept our responsibility to recognize and respect the diversity and rights of our fellow citizens.

This art show is hosted by the Del Norte LGBTQ Resource Project with this mission statement, “This art show provides a creative outlet for the LGBTQ+ community and allies to fully express their feelings and attitudes surrounding sexuality and gender in a productive and positive way.”

In group chats that have Android (using SMS and not iMessage) I often do not receive them or receive them much later. If I forget to start my navigation on Google Maps before I leave my WiFi coverage I have to wait until I get close to town to try again. Surely I’m not the only Verizon customer with this very frustrating problem. If the planning commission or council cannot approve the desired location, why are they not providing an alternative location(s) to address this rather than force Verizon into a “bring me a rock” situation?

Chaplain Tim Stahl shared an emotional tribute to Cpl. Jason Dunham who was awarded the Nation’s highest recognition, The
Medal of Honor for throwing his helmet and body over an exploding grenade in April, 2004. Cpl. Dunham died eight days later in Bethesda Naval Hospital. His action saved the lives of his 3rd Battalion, 7th Marine platoon.
The gripping account of Cpl. Dunham’s ultimate sacrifice humbled the silent audience.

Del Norte Sheriff Garrett Scott released the latest accounting from the asset forfeiture drug cash bust of February, 2023. Under state Health and Safety Code 11489, the Sheriff seized $375,000. From the total asset forfeiture seizure, the following disbursements were made:
• State of California, $90,000 sent the General Fund
• State of California Environmental Enforcement, $3,750.
• Del Norte District Attorney, $37,500
• Del Norte Sheriff, $187,000
• Del Norte Sheriff (special narcotics prevention only), $56,250. Expenditures include the following:
• Drug Incinerator, $7500
• Canine Vehicle (fully upfitted), $85,000
• UTV Search and Rescue vehicle, $40,000
• UTV Trailer (Match with Office of Emergency Services funds), $25,000.
Total funds remaining within the DNSO was $243,250, expenses noted, leaves a residual balance of $93,250 from the asset forfeiture.

Today, U.S. Representative Val Hoyle announced her selected community projects that were submitted to the U.S. House Appropriations Committee as candidates to receive funding for Fiscal Year 2025.
“These 15 projects reflect the priorities of local communities who know their needs best,” said Rep. Hoyle. “If funded, these projects will support the construction of affordable housing, promote workforce development, advance public safety and more.”
Each House Member was allowed to submit 15 Community Projects to be considered for federal funding on behalf of their congressional district to the U.S. House Appropriations Committee. This committee will now begin the work to consider what projects to include in future appropriations bills. The projects the congresswoman selected had strong community support and were able to demonstrate to her office their value and
benefit to Oregon’s Fourth Congressional District.

This effort mitigated the fire hazard of spontaneous combustion while disposing of potentially pathogen-infected material in am environmentally friendly matter. The approximate 160,000 lbs of wood chips generated some 3,000 megawatt hours of electricity capable of powering 1800 average size American homes for a
period of two months. The coordination of the massive operation was facilitated by Cal Trans, in conjunction with the US Forest Service, BioMass One, Bettendorf and Tidewater trucking contractors. The partners worked together to transport the chips to BioMass, in White City. A total of 53 free use chip permits were issued to general public and Tribal members, aiding in the removal of an estimated 116 green tons of material l Cal Trans will handle the small chip pile that remains to ensure public safety and minimize disruption of operations at the curtain burner, scheduled over the next two months.
