BOLO: bicycle tour coming through Crescent City

BE ON THE LOOKOUT, folks. Up to 300 bike riders and 50 crew from Bicycle Rides Northwest will be coming to Crescent City, starting today and departing Thursday, July 13.

Executive Director Jim Moore said, “BRNW is conducting bike tours across the northwest for 35 years and this is our first visit to Crescent City. We are very excited about visiting Del Norte County.”

The challenge has and remains keeping riders safe as the tour heads east up Highway 199. The CHP will close one lane eastbound on 199, Thursday

morning From 8-8:30 a.m., as bike riders gather at Parkway Drive and 199 just north of the 101. The CHP will escort riders to Jedidiah Smith State Park for a mandatory stop.

Farther up 199, starting at Patrick Creek, riders will use vehicle turnouts to let cars pass by. Thursday riders will camp for the evening at Lake Selmac.

Moore respectfully asks drivers to be patient and not pass riders except when they pull over or in the multiple passing lane sections. BRNW will provide a shuttle for riders who choose not to ride bikes up the 199. The shuttle will deliver bikes and riders through the Collier tunnel.

The riders are expected to be

on 199 from about 8 a.m.-noon.

While visiting Crescent City, riders will stay Tuesday and Wednesday nights at Beachfront Park. Wednesday, riders may take an optional out and back route that will follow Howland Hill Road, then Southfork Road to Stephen Bridge before turning around. Riders are expected to be off the road by 2 p.m.

Bicycle Rides Northwest reaped huge praise and appreciation to the Crescent City/ Del Norte County Chamber of Commerce, the city at the CCPD, the county and the DNSD, Del Norte Transportation Commission and the Highway Patrol and awaits meeting as many local folks as possible during this tour.

Schaad signs of letter of intent with wrestling team

Del Norte graduate Adenne Schaad has become one of the first-ever recruits for the new College of the Redwoods women’s wrestling program, which will begin competition in the spring of 2024.

The H-DNL’s only ever four-time girls wrestling champion recently committed her future to the Corsairs at a letter signing ceremony in front of friends and family.

But it almost never happened for the Warriors standout.

“It was a pretty tough decision,”

she admitted. “Honestly, I had my heart set on (Southern Oregon University), and the week I was trying to figure out which school to go to, (CR coach) Brandon (Benvenuti) gave me a call and it just seemed so perfect, being close to home and being a part of something new. It just seemed the perfect fit.”

Schaad began competing in the sport seven years ago as a sixth grader and says she immediately took to it.

And she has her younger brother Colton Schaad to thank for the introduction.

• When will the Harbor fix the Fashion Blacksmith building?

• What is the plan to dredge underneath the Fashion Blacksmith pier?

• When will the harbor pay the judgment to Fashion Blacksmith?

These and other pressing questions were not clarified or definitively answered in the recent public statement from harbor commissioners.

The Crescent City Harbor District (CCHD) released its initial statement concerning the arbitration decision. Fashion Blacksmith was awarded nearly $1.3 million. The lawsuit addressed the Harbor’s failure to fix the roof and siding of the premises Fashion occupies, rebate of rent and the failure to dredge below the Fashion syncrolift, allowing ingress and egress for larger vessels needing repair within the inner harbor.

Kirsten was tragically killed May 31 when, driving alone, she attempted to merge her vehicle onto the northbound 101 at Kristian lane. Her Toyota was struck by a timber truck heading south. Kirsten was pronounced deceased upon arrival at Sutter Coast Hospital.

Kirsten was soon to start the nursing program at College of the Redwoods and worked full-time at Sea View Memory Care in Brookings.

“Cherish the moments we shared with Kirsten and carry forward the love and compassion she embodied,” says her mom, Mandy Bloomfield.

To help defray funeral costs, relative Chris Carpenter opened a Go Fund Me account, The KIRSTEN KING FUNERAL ACCOUNT EXPENSES. The family expressed its deep appreciation to Kirsten’s adopted community.

Kirsten’s mom lamented, “May Kirsten’s spirit guide us as we navigate the journey of grief.”

The Triplicate In a special meeting last Wednesday, county supervisors authorized an increase in sewer user fees attached to the individual property owner’s tax bill. The vote was 3-1, with 3rd District supervisor Chris Howard absent on county business in Japan. Supervisors Joey Borges, Chairman Darrin Short and Valerie Starkey voted to raise the fees. Supervisor Dean Wilson voted NO, citing his reason that property owners may not have been properly noticed and reported constituents’ confusion on the actual monthly fees for sewer usage would increase. In the interim, CCHD invited the public to “join the conversation,“ a July 12 meeting at the Ocean View Inn, from 4-5:30 p.m. inviting feedback on the proposed new Citizen’s Dock.

The Harbor is in process of receiving a $970,000 grant from the California Coastal Conservancy for construction of a new citizens dock.

Adenne admits that both her father and grandfather have been big influences on her wrestling career.

The Del Norte graduate also competed in tennis all four years in high school as well as one year of H-DNL golf and she says she likes the one-on-one competition of wrestling.

“I like that it’s an individual sport, and it’s you

against your opponent,” she said. “And it makes you a stronger person, mentally and physically.”

Adenne closed out her high school career in style.

One week after clinching her fourth straight league title at the H-DNL Championships in Fortuna, she placed seventh at the North Coast Section championships.

But that’s not all she will remember from her time competing for Del Norte High School.

“I’ll remember being a part of a great community,” she said. “And I’m really grateful to everyone in my community who helped me out. I had tons of support from my family and friends.”

Benvenuti, who was hired as the head coach of the new CR men’s and women’s programs in early June, has been busy recruiting since then and says he is looking forward to working with Adenne Schaad.

“I like her commitment and her passion for the sport,” he said.

Adenne, who is a 4.0 student, intends on majoring in Nursing and says she would like to wrestle for a four-year college program after her time at CR.

It is with a heavy heart that we announce the passing of Roberta Grace Young, after a long illness.

Roberta was born June 6, 1936, and passed away in her sleep June 7, 2023, at the age of 87.

In her younger years

Roberta loved to roller skate. It was at a skating rink that she met the love of her life Raymond Young. He worked there part-time while he was serving in the Navy. Dad always said, “she was the prettiest girl there”. They soon married and had their first of 4 sons. After being discharged they moved to Crescent City, California to work at his family’s business Glen’s Bakery.

Joseph “Joe” Carr left us unexpectedly on February 13, 2023, in Eureka, California at the age of 78.

Joe is survived by his wife Marnie Carr (Eureka); children, Amy (Chris) Hansen (Eureka), Joe C. (Cami) Carr (Elko, NV); stepchildren, Josh Thomason (Reno), Windy Thomason (Reno); grandchildren, Mason (Elko, NV), Grace (Elko, NV), Riley (Elko, NV), Lillian Hansen (Eureka); siblings, Walter (Maryland) and Phillip (Wyoming). He is preceded in death by his parents Pauline and Walter H. Carr.

Joe was born on July 5, 1944, in the city of War, West Virginia. Joe graduated from Big Creek High School in 1962. After Highschool Joe attended College at Emory and Henry College, in Emory

they bought the business from his parents Glen and Rachel where they operated it for many more years.

Roberta loved to help people and it showed. Being a classroom mother helping with class parties and field trips, cub scout den mother, past president of the downtown business improvement district (BID), and a former Grand Marshall of the Fourth of July parade to name a few. She was also known for her big house on Lauff Street that she would elaborately decorate every year for Christmas. Also known as the lady that gave out the big candy bars at Halloween. She loved the Lord, her family, friends, and her community.

Virginia. Later, Joe joined the Navy as a Medic during the Vietnam war (68-72). After 1972, Joe came to California and graduated from Long Beach State University with a bachelor’s in microbiology and later obtained his degree in Nursing from College of the Redwoods. He married Marnie, a fellow caregiver and best friend in 1989. Joe made his career in Crescent City as a Nurse working for A Street Clinic, Crescent City Convalescent and retired after many years of working at Pelican Bay Prison in 2014. Joe and Marnie lovingly raised their 2 children in Crescent City and enjoyed all the area had to offer. Joe enjoyed fishing and spending his time at home with his wife, their dog, and cats, reading books and watching sports.

Steven Walter Hendricks was born on November 29, 1953, and he left us on June 26, 2023, at the age of 69 years old. (Team Drink!) He graduated from Del Norte High School in 1971. As a standout athlete in baseball and wrestling, he was drafted by the Kansas City Royals and given the opportunity to play Triple A ball for a short time.

In 1980 while working at Kacy’s market he met his wife, Doris Patton. Steve and Doris were married in March of 1980 and welcomed two daughters, Stefanie, and Staci in 1980 and 1982.

The new family moved to Modesto, CA in 1985 and Steve began his career in insurance. He worked for CalFarm and owned his own agency, Johnson’s

Insurance, before working with Western Valley and relocating back to Crescent City in 2000 to open an office in his hometown.

Steve was preceded in death by his parents, Almer Jesse “Bud” Hendricks, and Gladys Ruth Hendricks. Steve is survived by his loving wife of 43 years, Doris; daughters Stefanie (Jesse) Marvin and Staci Hendricks; grandchildren Dryden Willson, Daniel Willson, and Aylee Marvin; sister Cindy (Bill) Galatioto; brother, Ron (Sandy) Hendricks; aunts, uncles, cousins, nieces, nephews and lifelong friends.

Children have rights I write to express my firm belief that children, including LGBTQI+ youth and transgender youths, have the inherent right to privacy and bodily autonomy. Additionally, I strongly advocate for the necessary access to abortion for child rape victims or survivors of incest. In matters of a child’s bodily autonomy and reproductive health, parental consent should not be imposed, especially in cases involving sexual or reproductive violence.

While I acknowledge the importance of parental involvement and guidance in a child’s life, it is my opinion that certain decisions should be deferred until the child reaches an age of maturity, ideally 18 or 21. This includes elective cosmetic or modification surgeries, even for gender-affirming care. The developing nature of a child’s brain calls for careful consideration and the ability to make informed choices later in life.

However, I firmly believe that family planning services should be easily accessible to all individuals, regardless of age. Adolescents and young adults should have equitable access to contraception and reproductive healthcare services. By making these services readily available, we promote responsible decision-making and ensure that young people can exercise control over their own bodies.

We must also acknowledge the existence and unique needs of transgender youths. Their experiences of body dysphoria and gender dysphoria require compassion and understanding. It is the responsibility of the parent-child relationship to have open and honest discussions about these issues, without fear of intervention from religious or governmental entities. Respecting the autonomy of children

and adolescents is crucial to fostering a supportive and inclusive society.

In conclusion, children are deserving of privacy, bodily autonomy, and reproductive healthcare rights. While certain decisions may need to wait until a later stage in life; it is key to have understanding discussions and dialogue.

The lead article in last week’s Del Norte Triplicate is not journalism. The author states his opinion outfront after a baiting headline. Then he goes on to cite 5 individuals who support his viewpoint, with interpretive commentary following. No statistics. No description of the laws that ‘tie the hands’ of law enforcement, or of their intent or effect in the state. No counterpoint. No conclusion other than another opinion. Honestly, and the cover picture – some abandoned materials on a Del Norte County roadside? Publishers, have you no pride?

Strong Crescent City

The Other Side of the Issue

I attended the Crescent City Harbor District (CCHD ) Board of Commissioners meeting (6/20) when they scheduled a closed session to discuss the judgement against the harbor to pay $1.9 million to Fashion Blacksmith.

Three Questions

At the meeting Roger Gitlin put on his reporter hat and asked the Commissioners three questions.

• “When do you plan to agendize, either in a special meeting or regular meeting, the $2 million lawsuit decision against the Harbor?”

• “When do you plan to discuss the arbitrators mandate to repair the CCHD building occupied by tenant Fashion Blacksmith, by the September 15 deadline?”

• “When do you plan to discuss the mandate by arbitrators to dredge the inner harbor underneath the FB syncrolift, by October 31?”

In his Triplicate story (6/28), “Harbor Commission remains mum on arbitration decision,” Gitlin observed, “This item has been referred to closed session at least a dozen occasions but the CCHD has never reported out discussion or decisions by the public commissioners on this matter.”

One thing Gitlin and I agree on is the value of transparency in government decision making.

Different Sides

As I left the meeting, Gitlin said to me, “We are on different sides of this Fashion Blacksmith issue.”

My first response was to defend my objectivity on harbor issues. Then I considered whether I have taken a side.

Admittedly, I have been a big booster of the Harbor District’s success in securing grant funding for infrastructure improvements, but this doesn’t mean that I will not criticize the actions of the Harbor District when it is warranted.

My second thought on Gitlin’s statement is that a newsperson has an obligation not to take sides. They should be objective

and cover different sides of an issue. Reporters are supposed to report the news, not editorialize.

As an opinion journalist I reserve more latitude to express opinions, but I place a high value on reporting the facts accurately. Accordingly, I will reflect on both sides of this conflict.

Harbor Impact

In another Triplicate story (June 21), “Arbitrator decides for Fashion Blacksmith,” Gitlin printed a statement from Fashion Blacksmith. There was no discussion of what this means for the financial viability of the Harbor District. That is the other side of this story.

It’s hard to blame Gitlin for not covering the Harbor’s side of the story when the only statement he got from the Harbor District is, “CCHD is analyzing its options and working to find a solution to these issues.”

I have questions that deserve answers. Can the Harbor District survive paying this $1.9 million judgement? The district only has about $1 million in total cash assets. If they drain their coffers, will they have enough funding to match the many grants that they have secured for rebuilding the harbor?

There is value to the harbor if there is a boat repair business like Fashion Blacksmith. They are needed to help fishermen who need repairs in the middle of the fishing season. Lost time is lost money.

However, if I had to prioritize one over the other, I would argue that the harbor is a primary community asset and Fashion Blacksmith is a secondary private asset. The harbor can exist without a boatyard, but the boatyard cannot exist without the harbor.

Why We Don’t Know

At this point it is hard for a member of the public to know for sure how this mess happened. Virtually all the discussions that the Commissioners had regarding Fashion Blacksmith were behind closed doors. But it seems that the Harbor Commissioners may

have made some mistakes.

It is tempting for elected boards to retire behind closed doors to discuss difficult and controversial issues, without public scrutiny. But there are strict rules over what can and cannot be discussed in a closed session.

If there is a vote or decision made in closed session, there is a requirement to report this to the public and record the decision in the minutes of that meeting.

Generally, it is not allowed for an elected official to disclose the content of discussions in closed session. One exception to this rule is a “whistle blower” provision that allows an official who witnesses a violation of closed session rules to report this complaint outside of closed session confidentiality requirements.

One penalty for closed session meeting violations is a court order to record all closed session discussions.

Lease Renewed

The Harbor District laments that the Fashion Blacksmith lease was signed during a time when it was easier to dredge without permits. The Harbor District had permits but allowed them to expire. Without permits, there is no legal way that the Harbor can dredge the inner harbor near Fashion Blacksmith.

The Harbor District claims that they are stuck with an old lease that was approved decades ago. However, it appears this

lease was renewed by the current board two or three years ago. It is difficult to tell precisely when this occurred because all the discussion was held in closed session.

At some point at least three of the current Harbor Commissioners had to vote to extend this lease, but I have found no record of this vote. This extension was likely approved out of fear of being sued. Ultimately this didn’t work out since they were sued anyway for failure to meet the lease terms.

More Transparency I have pieced together this information from available sources, but if I got any of the details wrong, I invite the Harbor District to provide clarification.

In the future, I urge the Harbor District to be more transparent and judicious in their use of closed sessions. This is a government agency, not a private club. The public has a right to know what they are doing.

On May 5, 2023, Rye Development, LLC, on behalf of Neptune Pumped Storage

1, LLC (the Applicant), filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Elephant Rock Pumped Storage Project to be located in Curry County, Oregon, near the Sixes River, approximately 12.5 miles east-northeast of Port Orford, Oregon. The sole purpose of a preliminary permit is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.

The project would require constructing new water storage, water conveyance, and generation facilities at off-channel locations where no such facilities exist. It would consist of the following: (1) an upper reservoir with a surface area of 51.5 acres and a storage volume of 3,605 acre-feet at a maximum water-surface elevation of 2,070 feet mean sea level (MSL); (2) an 820-foot-long, 24-foot diameter vertical shaft that connects the upper reservoir to a 4,200-foot-long horizontal power tunnel, having a horse-shoe-shaped cross section approximately 450 square-foot in area, leading to the powerhouse; (3) a 60-ft high, 40-foot-diameter steel surge tower connected to the power tunnel upstream of the powerhouse; (4) a 100-foot-wide, 500-foot-long, 100-foothigh reinforced-concrete powerhouse with four 79.5 megawatt (MW) Francis pump-turbine units, with a combined installed capacity of 318 MW, that discharge into the lower reservoir; (5) a lower reservoir, located adjacent to the powerhouse, with a surface area of 51.5 acres and a storage volume of 3,605 acre-feet at a maximum water-surface elevation of 1,150 feet MSL; (6) and a 15-mile-long, 230 kV overhead transmission line extending from the powerhouse to the existing substation on Elk River Road, approximately 3 miles northeast of Port Orford. Both the upper and lower reservoirs would be created by zoned rockfill embankment dikes approximately 70 feet high and 7,200 feet in circumference. The project would have an annual generation capacity of 929,000 megawatt-hours.

Measure R Oversight Committee updates supervisors

Measure R Oversight committee chairman David Jones addressed the Board of Supervisors and updated the status of Measure R funds.

Measure R was passed by county voters in 2020, increasing the general sales tax from 7.25 percent to 8.25 percent. The funds are set in a stand-alone account designated for vital services. The definition of vital services has yet to ve clarified by the board.

Auditor Controller Clinton Schaad reports Measure R revenue for fiscal year 2022/23 to be $1,450,000. Anticipated rollover from the previous fiscal period was $383,500. Total expenditures for the 2023/ 24 are anticipated to be $$1,833,500.

Jones reported to the board that he and members of the committee have toured the Del Norte Coun-

ty Sheriff ‘s jail facility and animal control and received updated reports from county departments. Jones responded to the following questions: During the fiscal year being reviewed were all Measure R funds spent on vital local services? Jones reported yes. *The Sheriff received $591,800 to continue wage adjustments in patrol staff, jail staff and dispatch staff. One dispatch position and records clerk position are being funded by Measure R. Animal Control was transferred to the Sheriff in January. The animal services supervisor position was created by Measure R. Salary increases were implemented for animal control officers.

* Del Norte County Office of Emergency services received $82,500 to continue funding the OES coordinator and assist the emergency services manager in meeting prepared-

ness needs.

* Del Norte County probation received funding mitigating salary disparity with other counties across the north state. Probation plans to use Measure R funding in an amount yet to be determined on replacing aging transportation van.

* The District Attorney is addressing the pay disparity of investigators. Measure R funds have reduced the disparity but the funds allocated was not disclosed.

*Community Development and Code Enforcement has allocated $95,000 to fund the salary and benefits of the second code enforcement officer. $50,000 was allocated to the public nuisance budget.CDD anticipates using Measure R funds for homeless housing options. Code Enforcement averages nearly 400 calls per year. An additional $20,000 for abatement costs to illegal dump sites

had been provided by Measure R funding * A second planner was hired last year. Expanded duties for this new hire will utilize an undetermined amount of Measure R funds.

2) If any Measure R funds were not spent on “vital local services what the funds spent on? The committee did not identify any misspending or misuse.

3) Was any Measure R funding used to supplant or displace another funding source in any department’s budget. Measure R funds are not added to the general fund. The committee reported no Measure R funding was used to supplant or displace another funding source. The Committee supports capital improvements in Animal Control, the jail, and heretofore mentioned vehicle acquisitions for code enforcement and probation.

Economist Van Dither displayed a bar graph showing projected expenses usurping anticipated revenue commencing in 2024 and continuing indefinitely. The new assessment will bolster infrastructure reserves exceeding $500,000 after 2028. The newly-implemented assessment will effectuate July 1.

senting to re-organize the department of health and Human Services.

Though not cemented in final form, the proposed balanced budget is $187.673 million with a general discretionary fund of $39.198 million. Both pass-through and general funds may be adjusted prior to formal adoption the last week of September.

The new budget effectuated July 1.
