New research indicates that the pathogen causing Snake Fungal Disease (SFD) is occurring in more locations and impacting more snakes in California than previously known. The California Department of Fish and Wildlife’s (CDFW) Snake Fungal Disease project is conducting a three-year study of SFD in California. In the first year of statewide surveillance, scientists discovered new cases of the fungal pathogen.
“Early results of our study are in, and they paint a different picture than what we understood before. Prior to this project, we had only two instances of the pathogen in California,” said CDFW Scientific Aid Raquel Elander.
CDFW’s Snake Fungal Disease project is funded by a State Wildlife Grant from the U.S. Fish and Wildlife Service and undertaken in collaboration with the Wildlife Epidemiology Lab at the Univer-
sity of Illinois College of Veterinary Medicine and partners in the wildlife rehabilitation and herpetological communities. The study was initiated after CDFW confirmed the first two detections of SFD in California in 2019. Those detections were found in a California kingsnake (Lampropeltis californiae) and an invasive Florida banded watersnake (Nerodia fasciata pictiventris).
To date, the fungal pathogen that causes SFD, Ophidiomyces ophidiicola, has been detected in seven additional species from two families, Viperidae and Colubridae.
The detections were found in common, threatened, endangered and non-native species. Positive cases were detected from skin swab samples collected between July 2021 and October 2022 from 10 counties throughout the Sacramento Valley, San Francisco Bay Area and the San Diego area.
Skin swabs collected from the following species tested positive for presence of the pathogen: Northern Pacific rattlesnake (Crotalus oreganus oreganus), Western yellow-bellied racer (Coluber constrictor mormon), Pacific gophersnake (Pituophis catenifer catenifer), Valley gartersnake (Thamnophis sirtalis fitchi), giant gartersnake (T. gigas), San Francisco gartersnake (T. sirtalis tetrataenia) and a non-native milksnake (L. triangulatum). Ophidiomyces ophidiicola was also detected on additional California kingsnakes. Since 2008, SFD has been detected in free-ranging and captive snakes from more than 30 species worldwide. Signs of SFD infections may appear as scabs, crusty or flaking scales, open wounds or severe facial swelling and may result in death. Snakes may carry the fungus without showing signs of infection.

In the event that the Deed of Trust described in this Notice of Trustee’s Sale is secured by real property containing one to four single-family residences, the following notices are provided pursuant to the provisions of Civil Code section 2924f. Notice to potential bidders: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. Bidders at the trustee auction must make cashier’s checks payable to WT Capital Lender Services. Third party cashier’s checks will not be accepted. Notice to property owner: The sale
date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 559-228-8393 or visit this internet website www. wtcap.com, using the file number assigned to this case 23-14014-102.
Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet website. The best way to verify postponement information is to attend the scheduled sale.
Notice to tenant: Effective January 1, 2021, you may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (559) 228-8393, or visit this internet website www. wtcap.com, using the file number assigned to this case 23-14014-102 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. NOTICE

NOTICE OF PRELIMINARY PERMIT APPLICATION ACCEPTED FOR FILING AND SOLICITING COMMENTS, MOTIONS TO INTERVENE, AND COMPETING APPLICATIONS
(June 12, 2023)
On May 5, 2023, Rye Development, LLC, on behalf of Neptune Pumped Storage 1, LLC (the Applicant), filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Elephant Rock Pumped Storage Project to be located in Curry County, Oregon, near the Sixes River, approximately 12.5 miles east-northeast of Port Orford, Oregon. The sole purpose of a preliminary permit is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’
express permission. The project would require constructing new water storage, water conveyance, and generation facilities at off-channel locations where no such facilities exist. It would consist of the following: (1) an upper reservoir with a surface area of 51.5 acres and a storage volume of 3,605 acre-feet at a maximum water-surface elevation of 2,070 feet mean sea level (MSL); (2) an 820-footlong, 24-foot diameter vertical shaft that connects the upper reservoir to a 4,200-foot-long horizontal power tunnel, having a horse-shoe-shaped cross section approximately 450 square-foot in area, leading to the powerhouse;
(3) a 60-ft high, 40-footdiameter steel surge tower connected to the power tunnel upstream of the powerhouse;
(4) a 100-foot-wide, 500-foot-long, 100-foothigh reinforced-concrete powerhouse with four 79.5 megawatt (MW) Francis pump-turbine units, with a combined installed capacity of 318 MW, that discharge into the lower reservoir;
(5) a lower reservoir, located adjacent to the powerhouse, with a surface area of 51.5 acres and a storage volume of 3,605 acre-feet at a maximum water-surface elevation of 1,150 feet MSL; (6) and
a 15-mile-long, 230 kV overhead transmission line extending from the powerhouse to the existing substation on Elk River Road, approximately 3 miles northeast of Port Orford. Both the upper and lower reservoirs would be created by zoned rockfill embankment dikes approximately 70 feet high and 7,200 feet in circumference. The project would have an annual generation capacity of 929,000 megawatt-hours.

At 1 p.m., the city conducted a waterball training exercise on Front Street between Crescent Fire Protection Districts firemen teams and following that event CFPD
Fire Chief Kevin Carey and City Manager Eric Wier staged a Jaws of Life extraction exercise as the public looked on. A big thanks to Bruce Gates of A1 Auto Salvage for donating two vehicles for the training exercise. The evening was concluded by the Lucky 7 sponsored Fireworks show from the Jetty. Abuse of authority
I have always been in favor of law enforcement, however this 4th of July I observed a complete abuse of authority. Two deputies called to Pebble Beach let certain persons smoke marijuana then later vandalized a families belongings by throwing the items into a fire, then rolled the logs on fire down to the water.
Afterwards the vandals were confronted without altercation by the family, however these vandals called and used the sheriff’s office by making a false statement with pretty outlandish claims. When the deputies arrived on scene they followed the family to their residence without any evidence witnesses or proof just hearsay. Instead of asking about any incident the two deputies abused their authority by staying at the residence and staring at the family for quite a long period of time. I couldn’t believe what I was witnessing. Instead of going after the vandals the two deputies stood at the front of the residence with the hands on their guns and kept trying to provoke the family that left the scene to avoid conflict. One deputy asked if the family wanted to go to jail, then ordered them to stay at the residence completely abusing their authority. Small children were present while these deputies made quite a scene. The sheriff was appointed and not elected and is failing at his job. Do we want another San Francisco where vandals get a free pass or should we re elect a sheriff that works for the businesses and respectable people such as the family on the beach trying to celebrate the constitutional rights and Liberty, our 4th of July, without subjecting small children to the stench of marijuana or intimidation by simply asking the smokers to move on.

It is always gratifying for me to talk to people who read my column. As I mentioned in an earlier column, there is no point for me to write a column every week if no one is reading it.
I tell audience members that compliment me on a musical performance with Tsunami Swing or the North Coast Chorale, “the music needs people to hear it to be complete.” With my column, it’s all about the readers.
Fourth of July
I ventured downtown on the 4th of July and engaged in our family’s bedrock traditions of parade and pie. I wanted to see the parade because my daughter and her husband were in town from San Francisco, and they marched with the impressive local volunteer marching band.
This was reported to be the largest marching band ever pulled together from local musicians. I saw they have been branded, “The Nick and Lisa Rail Community Band.” This seems so well deserved considering the Rail’s generous donations of instruments to local music programs and aspiration to build a performing arts center.
The parade was fun and the post-parade reward of pie and ice cream at the Del Norte County Historical Museum was the perfect complement. This annual fundraiser for the Del Norte County Historical Society is a mainstay of our 4th of July experience. On the way to pie I ran into a few people that I have not seen lately.
I spoke with two old friends that I had not seen in a while. It made me feel more connected to them when they told me that they read my column. I respect their opinions and
appreciate their encouragement to continue.
The Word is Out
Now and then I am approached by a random stranger, who asks me if I am the person that writes the column for the Triplicate. Occasionally this happens because they recognize my face from the photo that is published along with my column. This always leads to positive comments on something that I have written.
At times I am not sure which column they are referring to because of the timing of the publication as it relates to my production schedule. By the time my last column has been published I have already finished the column for the following week. However, I am always happy to meet them and thank them for reading.
Due to the miracle of the internet and the online publication of the Triplicate, my column is read by people who do not live here. There is a reader who lives in Sacramento who sends me very detailed emails regarding policy issues in response to something I have written. We have never met but have had some very interesting online conversations.
It is fascinating to me to see how my words can spread beyond our county borders.
Most Surprising I am glad that I include my email address at the bottom of each column. This has enabled readers to contact me with feedback. The most surprising email that I have received is from a former professional associate John Brooks. I first met John more almost 30 years ago when I was on an interview panel that hired him to work for
the Regional Council of Rural Counties. For the last 14 years he has been a sustainability analyst for the City of Thousand Oaks working on water policy.
John read my column, “Where Does Our Water Go?” He saw it on a website called Mavens Notebook, which he described as the best source of water news in California. I am not sure how my column got there, but it makes me a little uneasy to think about actual water professionals reading something that I have written.
John’s feedback was, “That is a nice start to a very complex question. I travel to the SoCal region, including Imperial County and the water waste in that area is frightening.” Water waste is not something that I mentioned in either of my water columns, but it has a significant impact on water sustainability.
Let’s Meet Up I enjoy meeting and speaking with the people who read my column. I would welcome the opportunity to meet more of you, therefore I extend to you this invitation. I will be speaking at the Grand Opening of the new office of the Del Norte County Democratic Party.
I am planning to address many of the issues that I have written about and suggest actions that we can take as a community to improve.
This casual free event is scheduled on Saturday, July 22 from 1 to 4 PM at 285 L Street, Crescent City (next to Fog Bank). Light refreshments will be served. Live music will be provided by my wife, editor, proofreader, pianist and singer, Jill Dovre. If you have ever heard Jill play piano and sing, you know you are in for a treat. It would be excellent to speak to you in person. I hope that you will come to this event.

Recent events illustrate how the political popularity of renewables has driven many countries in Europe to rush blindly into their energy transitions. Traditional energy sources like oil and gas still play an essential role in modern economies. Germany provides an apt example of how overreliance on energy imports from a limited number of foreign sources can place a country in a dangerous position that risks economic hardship and outsized foreign influence.
For Germany, overreliance on Russian-sourced energy coupled with an ambitious renewable energy agenda has come at a heavy price. One of Germany’s most glaring missteps was enforcing broad mandates for green technologies without considering the economic toll it would place on its population and industry.
Germany’s plan to phase out traditional oil and gas heating systems and replace them with climate-friendly heat pumps is estimated to cost up to $14,000 per household. Mandates like this may speed along a transition to green energy, but they put an

undue burden on citizens that negatively affect their lives and economy.
Germany is the world’s largest natural gas importer, covering more than a quarter of its primary energy consumption in 2021. Until recently, more than half of Germany’s gas imports came from Russia. Germany’s lack of energy security has cost the country. The country is paying 40 percent more for energy in 2023 than in 2021 — an increase that is undoubtedly passed on to consumers and impedes the German economy.
These costs would have likely been even higher if the United States had not stepped in to help our allies by drastically increasing the amount of liquefied natural gas it exports to Europe.
Germany’s rushed push toward renewable energy provides a cautionary tale. It offers Americans a look into the future as we shape domestic energy policy. While renewable energy holds much promise, compelled adoption of renewables and reduced access to fossil fuels will prove costly and create significant economic and strategic vulnerabilities. Sadly, warnings from U.S. politicians regarding Germany’s growing dependence on Russian energy

were laughed off by the country’s delegation just a few years ago. Yet, Germany’s vulnerability became glaringly apparent after Russia invaded Ukraine.
Western European countries were forced to contend with two dangerous extremes after the invasion. Decoupling their reliance on Russian energy would put their energy supply at risk, and maintaining the status quo would indirectly help fund Russia’s war efforts. While Germany was able to maneuver gas and oil resources from other European countries and the United States for the short term, there were strong concerns last winter that Europe could run out of energy to heat homes and businesses.
Renewable energy is not reliable and accessible enough to fully replace traditional fuels like oil and gas. With the world’s fragile geopolitical state, the renewable industry faces many challenges in creating and implementing their projects, particularly in securing stable prices for raw materials. The scarcity and volatility of materials are, in turn, raising prices, making them inaccessible to most of the world. When looking toward America, the U.S. energy plan to transition to renewable energy is neglecting
key factors that could leave the American people dependent on foreign resources, such as what we see in Germany.
As reflected in his energy plan, President Biden overlooks the intricacies and repercussions of a rushed transition to renewables without the infrastructure to support it. The administration has undermined the nation’s energy production by challenging or shutting down major projects like the Keystone XL pipeline and Energy Transfer’s Lake Charles LNG export facility while enforcing excessive permitting regulations that impede access to reliable and affordable energy.
Additionally, in Biden’s plan, proposed projects like a national network of half a million electric vehicle charging stations depend on fossil fuels to create large lithium-ion batteries that serve as its baseload power. The plan is simply half-baked, and these rash decisions not only cast an uncertain shadow over the nation’s security but harm many lower- and middle-class families that depend on the oil and gas industry for their income.
Instead of following this flawed approach, the United States should adopt an all-of-theabove approach to energy policy
to complement the administration’s climate goals. Diversity of energy options is critical. With its availability, adaptability and low carbon footprint, natural gas has allowed significant emission reductions while keeping energy costs down. Natural gas is a vital adjunct to renewable energy, ensuring reliability, affordability and minimal environmental impact.
With this in mind, premature and artificial mandates that force an immediate transition to renewables without adequate technological advancements create strategic and economic risks. Pragmatism must prevail over politics. The United States should not allow energy to be weaponized by authoritarians such as Russian president Vladimir Putin. Germany’s experience with its renewable energy transition offers valuable lessons. Achieving a delicate balance between renewable energy aspirations and the significance of domestic energy sources is crucial.
