Emergency Funds Approved for Pebble Beach Drive

The Crescent City Council acted expediently and decisively at Monday’s meeting when it unanimously ratified and passed several items relating to the Pebble Beach Stabilization Emergency.

• The Council unanimously reaffirmed the need to declare an emergency for the continuous slide activity between 7th and 8th Streets along Pebble Beach Drive.

• The Council ratified and executed the Emergency Force Account (EFA) between the City and Tidewater Contractors for construction of a temporary restoration of Pebble Beach Drive.

• Ratified an Agreement between the City and COWI Engineering for a feasibility study for the temporary and permanent restoration projects.

• Approved two Resolutions establishing A New Fund for the Pebble Beach Drive Bank Stabilization Project and the amending of the 2024/24 City Budget.

Despite shouldering an enormous near- $800,000 annual debt payments for the next decade, Harbor commissioners voted unanimously to give Harbormaster Tim Petrick a three percent raise and a cost of living adjustment raise of just over four percent. The total increase package is 7.2 percent. With ardent financial watchdog commissioner Brian Stone absent from Tuesday’s meeting, commissioners Wes White and Gerhard Weber joined commissioners/ secretary Rick Shepherd

and president Harry Adams in approving the increase in base salary and incentive. Petrick’s annual remuneration increased from $125,000 to a little over $134,000 per annum. The increase was amended from six percent to three percent after the Commission tabled the item at the previous harbor meeting. Petrick holds a Bachelor’s and Master’s degrees in Maritime Transportation. The incident was thwarted when Officer Valero expediently responded and appeared at the Union office.

Seeking no additional recognition, Valero was presented with the Chief’s Certificate of Commendation and deep appreciation from the community. CCPD Officer Magnolia Valero responded, “ I was just doing my job.” …And a job well done.

In a recent article about the horrific accident on July 4th at South Beach in Del Norte County, the story quoted Del Norte County Sheriff as stating that the State Parks Dept. owns 90 percent of the beaches. To clarify, the State Parks do not have any jurisdiction over South Beach according to a spokesperson with the state parks. The Del Norte Triplicate is happy to set the record straight.

Del Norte County: What is a Vital Service?

Even though I write this commentary thousands of miles from Del Norte, I continue to have keen interest in just exactly how Del Norte County spends its revenue. The current projected budget is $182 million, a decline of $29 million from the last 2023/24 budget. While in the remaining days of the process, it will no doubt increase the dollar amount somewhat, in final form by

October 1, a full quarter has elapsed through the current budget cycle.

August will be the time of “budget workshops” that have already begun, to shape this final version as well as providing some avenue for the public to have a shot at injecting some of their own ideas into the mix.

These ideas will likely be ignored, the unwashed after all, but the concept of transparency is the object of the workshop “show” and not in anyway

to determine what in the budget is truly worthy of the expenditure of taxpayer dollar, or what is being left out.

Over the course of the next budget cycle 2024/25 how exactly the County spends the money will vary due to “unexpected needs” will no doubt magically appear to satisfy the “critical need” that nobody really cares about or needs. How does money in various department budgets get spent when employee vacancies exist? Transfer it

elsewhere? For what, who knows? While the general framework might be kept, the actual expenditures what the bureaucracy desires to spend at any given moment.

Currently, the County is sitting on $3.7 million of Measure R funds that were advertised to be spent on supporting “vital” public services. It would seem to any reasonable person, “vital” would indicate some form of urgency.

Finally, Del Norte’s budget of $182 million covers 26,000 folks. Neighboring Curry County will operate on a budget of just under $65 million, serving 23,000 Curry residents. Apples to oranges? WHY AM I RECEIVING THIS NOTICE?

On August 1, 2024, Pacific Power filed an application with the California Public Utilities Commission (CPUC) requesting an overall increase to electric rates. This application addressed the Energy Cost Adjustment Clause (ECAC), greenhouse gas (GHG) allowance costs, and the California Climate Credit. If this application is approved, this would result in a rate increase of $8.7 million or 6.0%, effective January 1, 2025. This will impact your monthly bill.

WHY IS PACIFIC POWER REQUESTING THIS RATE INCREASE?

• Annually, Pacific Power compares actual and forecast costs of providing electricity to customers (ECAC rate) and the costs of purchasing GHG allowances to comply with the California Cap and Trade program.

• The ECAC rate allows Pacific Power to recover costs related to producing electricity such as fuel expenses, power purchased from third parties, and energy transmission expenses. This application requests an ECAC rate increase of $7.0 million due to power costs being more than the amount of revenue collected in current rates to cover those costs.

• The GHG rate allows Pacific Power the opportunity to recover costs related to purchasing allowances to comply with the state’s Cap and Trade program. This application requests a GHG rate increase of $1.7 million due to actual allowance costs being higher than previously forecasted.

• This application also requests approval for Pacific Power customers to receive the California Climate Credit on their bills, resulting from the sale of greenhouse gas allowances. If approved, residential and small business customers will receive a credit of $259.36, in April and October 2025. This application will be reviewed by the CPUC to determine if the costs are reasonable and eligible for recovery from customers before any rate increase is potentially approved.

HOW COULD THIS AFFECT MY MONTHLY ELECTRIC RATES?

If Pacific Power’s rate request is approved by the CPUC, the average residential monthly bill using 850 kWh per month would increase by approximately $10.01 or 5.6% per month in 2025. A summary of the estimated rate impact is provided below. This table does not include the Climate Credit which will be provided to customers.

Work on the Dr. Fine Bridge over the Smith River continues on schedule. 101 traffic continues north and south on the temporary bridge. Speed limit is 25 mph. The Bridge is undergoing demolition to allow construction of a new bridge. This past June, in-water work began in-

cluding pile driving which may be loud. The noise work will be conducted during daylight hours with night shifts for beam placement. The season’s in-water phase should be completed in October. Demolition should be completed by year’s end. Barring unforeseen circumstances, construc-

tion of the new bridge will be complete by the end of 2025.

The old structure, dating back to 1940, was approaching the end of its useful life. The new bridge will better accommodate vehicles, pedestrians and bicyclists, enhancing overall safety and efficiency.

HOW DOES THE REST OF THIS PROCESS WORK?

This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process.

The Administrative Law Judge will issue a proposed decision that may adopt Pacific Power’s application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting.

Pebble Beach Motoring Classic Makes Pit Stop in Crescent City

The 19th Annual Pebble Beach Motoring Classic stopped in Crescent City, this past week-end.

The exotic procession of exotic vehicles left Kirkland, Washington, Monday August 5 en route to the Pebble Beach Concours d’Elegance on the 18th fairway of the iconic Pebble Beach Golf Course in Carmel, celebrating Pebble Beach Automotive Week.

The journey of 27 fabulously expensive and exotic cars included two service vehicles to make certain all the vehicles arrived last week at Casa Palmero on 17 Mile Drive at Pebble Beach, California.

While having lunch at the Oceanfront Lodge at Battery Point, spokesperson for the motoring group Al McEwan told The Trip-

This is California’s

Most Affordable Coastal County

Living near California’s beautiful coastline is simply too far out of reach for most homebuyers.

According to January 2024 data from the Califonia Association of Realtors (CAR), the median single-family home price is over $1 million in the San Francisco Bay Area, Santa Barbara County, Santa Cruz County and Orange County, and just shy of a million bucks in San Diego. However, home prices in one of the Golden State’s most beautiful coastal counties is still surprisingly cheap by comparison.

The sand, surf and sunsets often come at a steep cost with home prices soaring into the seven digits in many communities.

Nestled at the very top of California is the appropriately named Del Norte County where the median price of a home is just $295,000, second lowest in the State behind (inland) Lassen County ($229,000).

Tourism officials tout Del Norte County’s towering redwoods, rugged seaside cliffs, picturesque lighthouses and endless adventures in hiking, camping and whitewater rafting.

The message on its marketing website is that “(This) is a place for spirited independence where we encourage entertaining yourself and getting lost in wonder as part of the journey.”

The coastal, yet rural lifestyle might not be for everyone. The county has just one incorporated City, Crescent City, where you can find homes just blocks from the ocean in the $200,000-$300,000 range, according to Zillow.

The “Living Wage” needed to support a family of four in Del Norte County is $39.47 per hour, or $82,097 per year based on MIT’s calculations, far less than it’s Coastal counterparts to the south.

For comparison, in Santa Barbara County, where the median home price is $1.28 million, the living wage of a family of four us $54.08 per hour, or $112,486 per year. In Santa Cruz County, it’s $64.15 per hour ($133,432/ year).
