Harbor Commission Stands Alone in Conducting an Election

No incumbents seek re-election

The Crescent City-Del Norte County Harbor Commission will go it alone as the sole local election, this November.

Long-term commissioners

Wes White, Brian Stone and current Harbor president/ commissioner Harry Adams chose not to file for re-election, a disturbing but not surprising inaction of the long-troubled, financially strapped Agency. The candidate filing period was extended an additional three days to accommodate late candidate submissions. Five candidates have filed papers for the three open vacancies. The Triplicate is offering each of the candidates the opportunity to

Public Views First Look at Encampment Resolution Funding Project

The Board of Supervisors listened to a presentation from Health and Human Services (DHHS), then authorized the County‘s largest agency to purchase all fixed assets at the proposed homeless shelter located off Williams Drive. The Encampment Resolution Funding project requires the acquisition of all assets.

The total cost of the Project is $10,283 724. Designed for 60 (50 Micro Village units) occupants, the breakdown is $180,300 for each resident.

The fiscal year 2024/25 approved budget includes the Pallet Homes ($800,000), Bathroom facilities ($160,000,

Del Norte High’s Japan Club Visits Rikuzentakata

Del Norte’s Japan Club and the Kamome Foundation sent a student delegation this past summer, rekindling the Sister-City program that was interrupted by the Pandemic. In 2019. Students and community members fundraised for the

10 day trip to Rikunzentakata, Japan. The Delegation included DN Seniors, Stephanie Calte, Alyssa Ruiz-Cortez, Karina Cruz-Jimenez, and Joselyn Ferrer, along with two chaperones, Carol Zocchi (English teacher) and Diane Wiese (District Testing Coordinator). The 16 hour flight from San Fransisco to Tokyo was followed by a bullet train to Sister City Rikuzentakata. Host families were organized and anxious to meet their hosts for the eight days, escort of the City and the Museum which housed the celebrated Kamome vessel. Other highlights of the trip included the

Kitchen Facility ($170,000) fixed asset amounts. The fixed asset purchase price of $6.585 million adds the Shelter Building ($2.814 million, modular building renovation ($210,533), Storage Facility and Site work ($187,200 and updates the amount of the Pallet Home/ Micro Village which includes the Pallet homes, Community Room, Laundry Facilities and Bathroom Facilities to $3.059 million and the Kitchen Facility to $314,160.

GRAND JURY RESPONSE

Your Honor, This letter is a response to the 2023/124 Del Norte County Grand Jury report regarding a complaint received by the Jury and in compliance with Penal Code §933. I want to recognize the difficult task that the Jury undertakes and acknowledge the effort that was given for the betterment of our community. However, I am greatly disturbed by the flawed investigative practice that has led to their report. In their zeal to protect the confidentiality of the complainant, the Jury failed to inform me of the specific allegations that were made, choosing instead to ask broad and general questions regarding the

operation of Juvenile Probation and the detention of youth now that the Juvenile Hall is closed. They declined to offer specific information when I requested it of them in my interview. Naturally, the Jury was provided with general information in response to their general questions and when I was asked who else they should speak to I did not refer them to Assistant Chief Anderson who oversees the Reentry Unit and transport of youth, as well as being well informed of juvenile detention practices as the previous Facility Manager of the Juvenile Hall. Nor did I refer them to Supervising Deputy Probation Officer Johnson who oversees the Juvenile Services Unit and interacts regularly with our detained youth and their attorneys, typically being the representative of the Department in all juvenile court proceedings.

As a result of their flawed practices, the Jury received skewed information regard-

ing the heart of the complaint: a deprivation of the right to counsel for Del Norte County juvenile offenders which then led to flawed findings and recommendations.

Now knowing the specific complaint, I would categorically disagree that the Department is denying this fundamental right to our youth and the Jury’s conclusion that the complaint has merit.

While my response to the specific findings and recommendations are listed below, there are several other points I believe are critical to the discussion. First, it is an attorney’s responsibility to provide legal counsel to their client, not the Department’s. Beyond the basic rights that youth are informed of when they are detained by us and which are required by law and regulation, we are not the appropriate party to provide legal guidance. While we should, and have worked to facilitate in-person meetings for youth when they

The Democratic Party’s Fixer and Its Wreckage

From its inception, Joe Biden’s re-election campaign seemed fraught with issues. Questions surrounding his health, his son’s questionable corporate dealings, and a troubling lack of transparency cast long shadows over his candidacy. Despite these red flags, the Democratic Party chose to sidestep these concerns, opting instead for a strategy that ignored the principles of democracy and fair competition.

Rather than allowing an open primary process or fostering robust debates, the party effectively anointed Biden as its candidate. This lack of transparency and reluctance to engage in democratic processes only fueled skepticism and resentment among voters. Now, with Biden’s decision to withdraw from the race, it’s clear that this insular approach has not only failed to address the core issues but has deepened the party’s crisis.

Biden’s withdrawal, followed by the delegation of his candidacy to Kamala Harris, underscores a troubling trend. It appears that the Democratic Party has become less a beacon of democratic ideals and more a self-serving entity, concerned with maintaining power rather than representing the will of the people. The choice of Harris as a replacement—who has her own share of controversies and criticisms—does little to restore faith in the party’s leadership.

This situation reveals a party in disarray, marked by a troubling pattern of backroom dealings and a lack

of accountability. The Democratic Party’s decision to sideline democratic processes and its apparent disregard for transparency have only compounded its problems, leaving voters disillusioned and questioning the integrity of their political system.

In the end, the Democratic Party’s approach to this election cycle seems more about managing a political machine than addressing the substantive concerns of the electorate. The result is a political landscape fraught with uncertainty and dissatisfaction, with the party’s internal dysfunction becoming increasingly apparent.

Discussion on 4th of July safety sparks controversy among local officials

A little over four weeks after the 4th of July incident that left several people injured, 16 officials, including CEOs, and two attorneys, convened at the wastewater treatment plant to discuss public safety measures for next year’s holiday. The meeting which was held today became contentious almost immediately due to a dispute over media presence.

Supervisor Valerie Starkey opposed the presence of this journalist, arguing that coverage could cause public chaos if discussions were not followed by concrete votes. Despite her objections, the journalist was permitted to

are in the county for court or other appointments, it is incumbent upon the attorney to communicate with the Department what their needs are and to put in as much effort to that end as the Department. In addition, while in-person meetings are needed and preferred, attorneys always have access to their clients through phone or the use of Zoom or other virtual meeting programs. Second, while the Jury makes no recommendations regarding communication between the Department and attorneys, I have always recognized that this is the most challenging component of coordinating meetings between youth and their counsel. To streamline and clarify that communication, we will be implementing an online form that can be used both by attorneys and parents/guardians to request the facilitation of a visit with youth. That form will be live

stay, given that the meeting had been publicly listed as a 2x2 meeting rather than an ad hoc session by the city, and had been announced at a former meeting by the Harbor District. The journalist’s attendance was also supported by a prior statement from Darin Short regarding journalist access to ad hoc meetings, during a county meeting where homeless issues had been discussed.

The discussion, which lasted for an hour and a half, revealed a troubling outlook for public safety improvements by July 4th 2025. Sheriff Scott indicated that preparations would not be ready in time, casting a shadow over the prospects for enhanced safety measures. The struggle of elected leaders to devise a robust safety plan for such a significant event was evident. One promising proposal came from the Harbor District, which is considering a complete ban on fireworks for its jurisdiction, this idea was brought forth by Harbormaster Tim Petrick.

Additionally, Blake Inscore highlighted the severe impact fireworks on veterans with PTSD, noting that some individuals found the recent 4th of July experience More distressing than their tour in Afghanistan.

Kelly Schellong played a crucial role in maintaining focus during the meeting, Emphasizing the need for effective communication. The group agreed to Increase public awareness through radio advertisements, signage, pamphlets, And newspaper articles to inform residents and visitors about prohibition of Illegal fireworks.

The meeting ended on a sour note when city attorney Martha Rice announced. No public members or journalists were allowed to attend future meetings.

California’s congressional policy makers continue giving themselves additional Holidays, while working class Californian’s are being priced out of their homes. The State of California’s economic and political climate of unsustainable delinquent debt, run-away inflation, and wrap-around services make California’s budget a “smoke and mirrors” attempt to validate a State’s inability to complete tasks. the continued delays and gross under-budgeting of California’s high speed rail, to the delivery of State Mandated Electric Vehicles, to the economic promise of unproven Floating Wind Turbines off our coast, the homeless humanitarian crisis assaulting our streets, Governor Newsom continues the Nancy Pelosi enterprize of ruining our State. Not to mention the communist imposition of CoVid! Locally, most of our neighbors that work for various Government entities will be entitled with another day off. With the exemption of the Roads, Public Works, and Maintenance department employees, all other service providers will be gifted a paid Holiday to celebrate when America “use” to accomplish tasks. Instead we see critical infrastructure improvements to Last Chance Grade, and Highway 199 continuous-

ly delayed. We see NO private economic development, only the promotion of more Government, and more services provided to those who don’t pay taxes.

As the Del Norte County Board of Supervisors continue voting 5-0 on Consent Agenda’s items loaded with influential policy and predominantly mandated from the State, we must engage in difficult conversations. Conversations that have been currently ignored by returning Supervisors Howard, Short, and Starkey. Conversations about Justice in our Courts, accountability in our law enforcement (including fire fighters, and emergency responders), responsibility in our budgets, and a return of progressive projects.

The Board of Supervisors continue degrading “labor” for the promotion of Governor Newsom’s sanctuary of tolerance. For many reasons,

people and businesses in California are being forced to relocate. The inflation rate in California does not adequately resemble the increased cost of living. From gas, and grocery prices, to government funded pharmaceuticals, profit driven insurance practices, and unobtainable real estate prices, the Government collects more taxes, increases more fees, and takes more holidays. We need more accountability with our locally elected Supervisors. They have been wonderful at writing letters in support of Government Services, or expressing objections to diminished

funding, but their results have been minimal. Recent accomplishments by the Board to develop a Strategic Plan, and improve Budget transparency are a step in the right direction. But, their influence is greater than their accomplishments, and our community needs MORE. More work, less Government. While Supervisors are responsible for the policy of Government Employees, they should not be expanding Government to provide health care and wellness. Spending money without producing tangible results is unsustainable. Similar to a separation between

church and State, there should also be a separation between the health care industry and Government. As we celebrate our history of Men and Women laboriously working to progress society, let us also recognize how we are connected to our debt. That much of our “labor” force doesn’t get the day off. Recognize, we can not continue spending money without delivering results. Let us celebrate the need for labor over therapy, and get back to work producing tangible, timely projects!

BCRAA Director Ryan Cooley praised the Announcement. “This project represents a commitment to ensuring that our Airport remains a reliable, modern facility that supports the diverse needs now and in the future.”

The project rehabilitates almost one mile ( 5,002 ft))of existing paved Runway 18/36 to maintain the structural integrity and minimize foreign object debris to extend its useful life.

for the fiscal year 2024-25 are now due and payable and will become delinquent if not paid or postmarked by September 3, 2024. After this date, a 10% penalty + a $10.00 collection fee will be added.

Unsecured Personal Property tax is assessed on various types of property including business property, boats, boat slips, mining claims and possessory interests in leased property.

Each year, many tax bills are returned because the property owner moved and failed to notify the Del Norte County Assessor’s Office. It is the taxpayer’s responsibility to notify the Tax Collector if a bill is not received. Failure to receive a tax bill is not sufficient reason for non-payment.

The Crescent City Harbor District is inviting proposals for a comprehensive Phase I Environmental Site Assessment (ESA) and potentially a Phase II ESA for the 2.42-acre property located at 121 Starfish Way, Crescent City, California. This assessment is a crucial step in evaluating the property’s suitability for future use.

The site, which was previously occupied by a boat repair facility for 46 years, includes a 9,000 sq. ft. repair building, a 1,000 sq. ft. shop, a 7,000 sq. ft. drainage basin, and a 135’ x 40’ synchrolift. The facility has been inactive for the past two years, and the site may have environmental concerns due to past operations including sandblasting, painting, and other maintenance activities.

Rick Beal is on a mission!

For the past 15 years, rain or shine, Beal has been feeding and caring for the stray cats along Howe Drive and Battery Point at sunset every night. The 15-20 feral felines have grown to trust, depend on and love Beal for his effort and dedication.

Besides feeding the cats since 2009, Beal has been trapping and spaying/ neutering these critters with the assistance of the Humane Society. The Purple Cat, Humboldt Wildlife and good Samaritans have helped Beal with dry cat food donations. This night, Rick was busy helping feline friends Thomas and Sylvester. He recently claims he rescued an orange Tabby he affectionately called Trump.

Beal’s experiences with the cats is humbling. Recently, Beal rescued

Some of Beal’s experiences have been heartbreaking. He said, “ many folks bring their dogs down to where the cats shelter down with the intent to harass the cats, just for entertainment. It’s awful the way some folks are so mean and cruel.”

Recently, Beal retrieved a deceased cat who was hanged, again, cruel human and felony criminal behavior.

on the Department’s website within the week. It will provide a consistent and standard method of communication for attorneys who wish to schedule visits with their clients outside of the time that we have set aside as a matter of standard practice.

FINDINGS:

F1. – I disagree with the finding.

The Grand Jury states that “Insufficient preparation time is provided before court appearances for the incarcerated youth to meet with their legal counsel.”

The Department’s standard practice is to have youth in the holding facility one hour before court hearings to make them available for visits with counsel or others. The Department is willing and able to facilitate more time for meetings with counsel, however, this must be requested by counsel prior to the transport day so that alternate arrangements can be made.

F2. – I disagree with the finding.

The Grand Jury states that “The incarcerated youths are being transported back to The Facilities imme-

diately after court appearances in Del Norte County without an opportunity for an exit interview with their legal counsel.”

There is no such thing in law or practice as an “exit interview” with youth after a court hearing. The Department is willing and able to facilitate time for meetings with counsel, however, this must be requested by counsel prior to the transport day so that arrangements can be made. The Department has been as flexible as possible to facilitate meetings with counsel after court when requested, but these will be dependent on the safety and security of the youth in our custody as well as other factors that may be case-dependent.

F3. – I disagree partially with the finding. The Grand Jury states that there “...is a breakdown in communication between the Del Norte County Probation Department and legal counsel for the incarcerated.” Communication is always challenging in systems with multiple moving parts, and the same applies to this situation. Although there is always room for improvement, I would contend that the Department’s staff have consistently communicated with counsel regarding

transport schedules and been available to make adjustments if requests are made. There have been few to no requests made.

F4. – I disagree with the finding.

The Grand Jury states that “There is no particular space reserved for confidential attorney-client meetings.”

In this finding, the Jury blatantly ignores the information I provided them during their investigation. I walked them through the holding and processing section of the Juvenile Services / Youth Opportunity Center building and discussed the fact that we hold youth in that space both during processing after a new arrest

as well as during transports. The holding space consists of 3 holding rooms, an interview/processing room, and a pre-booking room. All of these can be and have been utilized by counsel to meet with their clients.

RECOMMENDATIONS:

R1. – This recommendation has been previously implemented.

The Grand Jury recommends that the “Del Norte County Probation should transport the incarcerated youths to arrive at the Del Norte Juvenile Hall with adequate time before court, which is agreed upon by both probation and legal counsel, so the attorneys can have proper, adequate,

The quartet of students were adorned in traditional kimono attire to attend a formal welcoming tea ceremony. The students addressed the Board of Supervisor last week and shared their experiences.

After visiting five well known Del Norte locations, students shared their English with their hosts and Japanese students conducted an English lesson and learned some Japanese.

As stated previously, there is no such thing in

New: North Coast Chorale Community Choir

Starting August 21st, the North Coast Chorale Community Choir will begin rehearsals for the upcoming concert on December 4th and 5th at Crescent Elk Auditorium.

They meet at the Del Norte High School Band room. Rehearsals run weekly through December 3rd.

If you love to sing and enjoy hanging out with some very fun and talented people, come and join the group. There is a fee for the season to pay for music royalties, directors, and musicians.

The singing promptly begins at 7:00 each Wednesday evening. This year, the director will be Greg Goode as well as Frank Allard for the ensemble group. Past Del Norte and Brookings Madrigals and choir members, you have skills that would benefit the group! Tenors and basses are especially encouraged to join. Bridges, along with other artists, on the Smith River August 31st and September 1, 2024. Breathing Bridges is essentially a love letter to water and women that will take you on what is intended to be a heART opening adventure. This is a truly unique form of performance art of vertical dance. If you know of Lauren’s talent, you will want to attend this event.
