Illegal Fireworks Suspects

The two suspects accused in a series of felonies involving an explosion of illegal fireworks on South Beach July 4th evening, have been arraigned in Del Norte Superior Court, Judge Robert Cochran presiding Levi Mills,33 and Megan Warner,32 both from Crescent were charged with possession of illegal explosives, selling illegal fireworks, Willful Cruelty to a Child, Use of Unclassed Fireworks, Possession of Fireworks without a Permit, Discharge of Fireworks: likely to Injure. Mills and Warner were assigned separate public defenders by Judge Cochran, after each declared they were unable to afford private counsel. 14 victims were located and transported to Sutter Coast Hospital. Seriously harmed was three year old William Lupan
( Baby Billy) who was transferred to pediatric intensive care in Portland where medical staff over several weeks, saved the toddler’s life. The Lupan family reports Baby B has been medically discharged and is slowly recovering while being treated for skin, lung and back injuries.
Both Mills and Warner are due back in Court Tuesday. September 17, 1:30pm in Dept Two.
Should ALL Fireworks be Banned From the Harbor?

In the Aftermath of the July 4th illegal fireworks tragedy, nearly killing a toddler and injuring several more along South Beach, ensuing discussion and solutions continue to be sought.
The Crescent City Harbor District (CCHD) brought up the agendized item at its recent meeting.
CCHD president Harry Adams first words, “ I want to ban all fireworks from the harbor. It’s an accident waiting to happen.” Commissioner Rick Shepherd expediently followed with 100 percent concurrence with Adams. “We can do something about it. There’s only one way
into the Harbor and we should let visitors know no fireworks is allowed within the Harbor.” Both commissioners cited imminent fire peril to ban all fireworks within CCHD jurisdiction. Shepherd cautioned vessels have as much as a thousand gallons of fuel on each craft.

“Crescent City is a failing community based in part to a welfare mentality.” (Harbor Commissioner Rick Shepherd). In an effort to stimulate desperately needed revenue for the beleaguered Crescent City Harbor, commissioners voted unanimously to partially fund a $30,000 Federal Emergency Management Agency (FEMA) grant designed to attract new business and establish a viable harbor vision. Ad Hoc Commissioners Rick Shepherd and Wes White reported their meeting with Commercial Real Estate Development Enterprises (CREDE) and underscored no Harbor funds would be utilized for the grant proposal in the wake of massive long-term debt for the next decade. The dim economic outlet has been caused by the loss of the arbitration hearing involving the now vacated Fashion Blacksmith tenancy and repay-
ment of the Dept. of Agriculture debt for Tsunami repairs, years back. Debt service is almost $800,000 over the next nine years. Commissioners voted to allocate $10,000 to economic consultant CREDE. With the initial approval, CREDE will seek to develop an effective economic strategy and vision for the Harbor Front project. Managing Director Steve Opp will head the CREDE team as an extension of the Crescent City Harbor District (CCHD). The menu of deliverables is extensive and formidable in developing a plan to turn around the impending consequences of unsuccessful efforts to improve the economic outlook, to address the bleak long-term debt service facing the Harbor and how best to utilize existing real estate to sustain the Crescent City Harbor and benefit the public. Del Norte County Awarded Grant to Expand Internet Access

Last week, the California Public Utilities Commission awarded Del Norte County $4.8 million to expand internet access. The funding is part of the $2 billion Last Mile Federal Funding Account Grant Program which aims to enhance internet connectivity in undeserved and unserved communities across the Golden State. The latest round of funding includes recommendations for $174.4 million in broadband infrastructure five northern counties, including Del Norte. Grants have also been awarded to the Tolowa Deeni’ Nation, Karuk Tribe and the Yurok Telecommunications Corporation.

Apparently, there continues to be a dearth of candidates filing papers to run for many offices. This regrettable dynamic is not new.
Two years ago, three City Councilors were up for election. Two of the terms were full, four year terms. One term was an abbreviated two year term when Beau Smith submitted his resignation to vie for one of three newly created fire captain positions on the Crescent Fire Protection District. No, Nothing is Free!
I recently read an on-line article claiming that “ free” wifi at a Café or restaurant was a “Human Right.” It seems a customer, having purchased an $8 cup of coffee, felt entitled to believe the customer could occupy the cafés table, set up a computer and proceed to stay all day using said café owner’s wifi for free.
Imagine the disbelief and ire of the entitled customer when the owner had the intestinal fortitude to begin charging for what was

The three filings became official after the extended time period expired. Not unlike 2022, no additional candidates chose to throw their berets into the candidate ring. The three candidates, after the election results have been certified by County Elections Clerk Alissia Northrup, will take their Oaths and assume their councilor duties. The City will cough up the cost and that will that. Unfortunate!

The lack of affordable housing and a higher crime rate than national averages are both factors making it more difficult to recruit for our many vacant teaching, health services and law enforcement positions. Measure S funds and the millions of dollars of grant funding successfully awarded to the City through the outstanding efforts of our City management team. My vision is a community actively engaged in ensuring lives will be made better by the decision (the Council) makes and creating a place where our youth thrive as children and are given equitable opportunities and resources to succeed as adults.
• Daran Dooley: “I’d like to start with simple goals and do what I can to realize them, as one of five. First, Crescent City owns numerous parcels of land that we are hardly using. I think we should transfer
ownership of some of these pieces to businesses that may be able to bring jobs or tourism. The idea has been discussed before, but so far as I can tell, we’ve yet to do anything with it. Secondly, Crescent City still has an unacceptable high crime rate; it stands to reason the police department will need more resources that it has presently ans there are always program-level tweeks to consider. Lastly, our Roads can use work; potholes are a notorious of complaints. My vision for the City can be described in one word: Revitalization. I recently moved to Crescent City. I’d like to be an example to others, in that regard. Sometimes the perspective of an outsider helps. We already have a great economic plan in place; I’d simply like to do what I can to contribute my own ideas to our future, without stepping on the toes of the excellent work others have already begun implementing.”
The Del Norte School District held two races for Areas Three and Four. No non-incumbent candidate filings were recorded.
Frank Magarino in Area Three was unopposed.

Election Day is Tuesday, November 5.
Are “Human Rights” Free?

I’m reporting this as an example of human behavior that never in the history of this planet was it ever considered “OK” for it to be considered a “ Human Right” or to not compensate for a service that was not freely given. It is too often the case today that things we consider something everyone should aspire to and work towards has now become a Human Right where none had existed before. In the new world of Human Rights, many now consider just about any basic human need be considered a Right. First food,
then water, then a roof, now free Wi-Fi and just about anything imaginable is fair game for the Human Rights crowd. At what point will there no longer be anyone to pay for all of the Human Rights which come at a cost?
Naturally, our Federal, State and local governments are on board for all the “new rights,” after all, they don’t have to pay for them; the taxpaying public has that burden to shoulder.
At a recent Board of Supervisors meeting, a report delivering the ins and outs of the County’s new Micro Village and emergency shelter. The $10.8 million
taxpayer burden is another one of this inexplicable human rights that has developed out of thin air to house a tiny fraction of those that claim to be unable to provide a roof over their collective heads. The County has now assumed ownership of yet another huge taxpayer should things not go as expected, further encumbering the beleaguered, local taxpayer. Keeping in that $10.8 million is just the tip of the iceberg. A further $4 million and change will be required to set this monstrosity in motion. After all, a roof does not solve the underlying problems that each member of the new
village and shelter may have.
Staffing, services and maintenance are set to cost an additional $7 million per year at the outset, sure to increase over time.
Of those who’ve become frustrated by the endless virtue signaling, human rights spewing mob in the State of California and have had enough, escape has become a reality for e en those that never envisioned looking elsewhere. Will the last of those who pay for all this free stuff, please turn off the lights when you leave.
Folks, a sober reminder: Nothing is free.

Crescent City Harbor District Provides Key Updates on Strategic Development Plan

– The Crescent City Harbor District (CCHD) is pleased to share the draft of its Strategic Development Plan for public comment.
The Plan is an initiative designed to promote growth and sustainability within the harbor. Its primary goals are to identify the potential areas and types of development that will be encouraged within the harbor.
“Our focus is to ensure the harbor remains a vital contributor to the Del Norte County economy, while preserving

The dilemma of how to address a repeat of the tragedy incident was palpable. The Ordinance to consider involves similar Ordinance for contiguous jurisdictions.
The 2X2x2 Ad Hoc will continue to report to the full City Council, Harbor Commission and Board of Supervisors, of progress made and exchange of
different interventions.
Some supported a complete ban of all fireworks, some felt some flexibility should be afforded for safe and sane interventions. All commissioners agreed the fireworks dilemma, illegal and safe’sane cannot be ignored.

Apparent Suicide on 199 in Gasquet

The Del Norte Sheriff’s Department reported a death on 199 south, in Gasquet, Thursday.
On August 22 at 9:30am the Del Norte Sheriff Office received a report of a single vehicle accident involving a motorcycle immediately south of Gasquet. The California Highway Patrol, Gasquet Fire, Del Norte Ambulance and the DNSO expediently responded. Witnesses in the area advised the motorcyclist was operating the motorcyclist without a helmet, was in possession of a handgun and had possibly shot himself while traveling on 199.
Upon arrival, first responders observed the motorcyclist was located down an embankment about 50 feet from the roadway. Among multiple injuries, it appeared he
had suffered a self-inflicted gunshot wound. A handgun was recovered from the scene, according the Sheriff’s Department.
The cyclist was transported via Ambulance to Sutter Coast Hospital where he succumbed to his injuries.
The incident is being
investigated as a suicide
The decedent has been identified as 59 year old Andrew Scott Picciau, Sr. of Crescent City.
The Del Norte Sheriff Office extends deep condolences to the Picciau family.
Tri-Agency Officially Dissolves

Pending payment of residual legal fees estimated to be less than $10,000, the Tri-Agency Economic Authority will officially dissolve.
In separate actions, The Harbor District, the City Council and the Board of Supervisors agreed to divide those costs equally in thirds.
The three governances could not agree to a com-
mon version of the revised Joint Powers agreement.
The breakup of Tri-Agency centered about the discussion of ocean wind generation and the inability of the three members to agree to common ground on including wind power in its governing document.
Tri-Agency was created in 1975 as an independent governance with a purpose to implement, coordinate and administer specific and general Economic
programs within Del Norte County. Decisions made in recent years created unsustainable debt conditions and dysfunction that compromised any productive activity benefiting the County.
With little comment, the City Council in a Special Meeting, last Monday and the Board of Supervisors, this past Tuesday joined the Harbor District in separating from the defunct agency this breaking up Tri-Agency.
