Commission allows McGuire named Dunes City mayor home to be built By TONY REED Siuslaw News
Neighbors expressed frustration during a lengthy Planning Commission discussion regarding a request to build a manufactured home at 7th and Laurel Streets while keeping a travel trailer nearby to serve as a temporary residence. The property is located at the corner of 7th and Laurel Streets in Florence and is divided into two 2,500 square foot parcels. Property owner Brian “Bud” Castleman asked for a conditional use permit without a design review, a temporary conditional use permit and variance request. His plan is to construct a manufactured home on the east parcel and park a travel trailer on the west parcel during construction. Staff explained that single use dwellings are exempt from design review but need a conditional use permit and that the proposed unit is in compliance with local rules. The request to use an RV also meets code requirements if it’s not blocking other uses. After a lengthy explanation of variance requests and measurements, staff said the project would meet local requirements and a variance to reduce front and rear yard sizes is the most practical solution based on the small lot size. An alley entrance is also the only feasible solution, for the same reason, according to staff reports. Since manufactured homes come in set sizes and shapes, many will not fit on the small lot without variance and setback adjustments. “The variances do not create special privileges for the lot or the property owner, they are to get minimum required items on the lot,” planner Clare Kurth said. While staff recommended approval of the requests, neighbors had other issues with the way the property owner has been using the lots for over a year. When asked, staff said the RV currently parked there is not in compliance with city codes. His plans Castleman said he has been staying in a travel trailer parked on the property and has paid all necessary fees for hookups there but still doesn’t have water or power. Asked for his inten-
tions, Castleman said he wants to put a new manufactured home on the small lot, with a slight front deck and a carport out back. “The carport and driveway will be pretty much out of sight,” he said, noting that he wanted to get the house on site as soon as possible. When asked, he said the RV and onsite building materials would go away when the home is installed, possibly until the end of April. Neighbors weigh in Neighbor Pat Oliver said she submitted photos of the property and another lot owned by Castleman, where she said travel trailers have been parked. Oliver said he has been living in the unpermitted travel trailer and said the proposed porch would be too close to the sidewalk. Sarah Long expressed concern over the word “temporary,” saying people have been coming and going from the property and several trailers have been located there over the past year to 18 months. She said old building material has been collected onsite and “It looks like a junkyard over there.” Long said a possible “outhouse” has been built on the property and neighbors are tired of the traffic and smells. “How long is temporary?” she asked. “This has been going on for way too long.” Deena and David Lapore said while they’re not against the building of a home, trash in lots looks bad and prompts homeless persons to stop and look through it. David said police have been called to the property before. He questioned where the toilet waste from the RV goes. “Just do something,” he said. “Be part of the neighborhood, not the issue of the neighborhood.” Deena said the original permit to divide the lot said nothing about using it for materials storage and asked for a definition of what “temporary” will look like. “Isn’t this what city codes are for? Dunes City swore in Ed McGuire as mayor at its Nov. 15 City Council meeting. McGuire, also a Dunes City Planning commissioner, was chosen through interviews conducted by an ad hoc committee. Commission to continue Dollar General application By TONY REED Siuslaw News The Florence Planning Commission seemed close to approving a design review for a 10,640 square-foot Dollar General Store on Highway 101, but delayed the process a month for further consideration. The proposed location is between Burger King and Chen’s Restaurant on Highway 101 on the northeast corner of 35th St. At its Nov. 14 meeting, the commission heard a report from Planner Roxanne Johnston, who noted that the original application came in June 19 and has since been locally published.
