Shirley passed away peacefully at her home in Greentrees on December 5, 2023. She was loved by so many and will be missed by all who knew her. She is survived by her daughter, Sharon Grove of Florence; sonin-law, Terry Reed of Rolette, ND; sister, Noreen Parkhurst (Van) of Riverton, WY; brother, Hugh Currah (Joan); four grandchildren; nine great-grandchildren; three great-great grandchildren; and many nieces and nephews.

Preceding her in death was her husband, Kenneth; daughter; Mary Beth Reed; her parents; brother, Thomas (Bud) Currah; brother, Gayle Currah; and son-in-law, Thomas (Tom Grove). At

At the heart of Robert’s life was his spirituality and art. As a father, Robert was a pillar of strength, offering guidance, encouragement, humanitarian values, and spiritual education. His children, daughter Ashley Rose and stepson Jared Hill, enriched his life and he mentioned them often even after he relocated to Venice Beach, California.

Robert found joy in simple pleasures. An avid tournament gambler and outdoorsman, he shared his enthusiasm with family and friends, creating lasting memories. Robert was an intellectual, artist and philosopher and was very well read, and shared this love of learning with his daughter Ashley as he helped raise her.

Robert was an active member of his community and was well liked at the call center he worked at. Always quick with a joke and wanting to bring happiness into his coworkers’ lives, he was well liked and had many friends. He raised money

for Sierra Club.

Robert’s legacy is one of artistry, intellectualism, love, and compassion.

He touched the lives of all who knew him, leaving an enduring imprint on the hearts of family, friends, and colleagues.

In lieu of flowers, the family requests that donations be made to Sierra Club.

The Rose family extends their gratitude for any prayers of love and support during this difficult time. Please join us in remembering and honoring the life of Robert Micheal Rose. Merkley joins bipartisan legislation to protect fishermen

Oregon Senator Jeff Merkley joined U.S. Senators Edward J. Markey (D-MA) and Dan Sullivan (R-AK) in the introduction of the Fishing Industry Safety, Health, and Wellness Improvement (FISH Wellness) Act, bipartisan legislation that would build upon the success of the Commercial Fishing Occupational Safety Research & Training Program to better address the range of occupational safety and health risks facing fishermen in this highly strenuous and dangerous industry, including worker fatigue and substance use disorder. “We have a homeless problem,” Teter said. “We spend a lot of resources on it, managing it and we as providers, are involved.

We want to see a moving of the needle to get people put of homelessness and stable, but in this presentation, you are going to see why that is so challenging.”

Saying that the group looks at the year-round unhoused community as neighbors, Teter noted that many live and work here, grew up here or got caught up in the system.

“They’re still here and they are part of our community,” he said. “We know it has a huge impact on our resources and our community’s health. My frustration as a provider is that we spend so much on just managing a problem that is just getting worse and worse.”

County statistics Countywide, last year, 4,657 people in Lane County contacted a government agency to ask for services in one month, according to the Homeless Information Management System. As much as 70 percent of that group are “literally living on the streets,” and 25 percent are living in emergency shelters, 2 percent are in transitional housing and 3 percent have found other arrangements, such as camping with permission on private property, Teter said.

Who they are Teter said SOS’s database shows that 611 people were living outdoors in Florence last year.

“Of that 611, about 200 are here year-round,” he said, noting that a measurable number also come to the coast following the Country Fair, and come to his office for showers, bus tickets and amenities. “[Also,] of that 611, and this may surprise you, 40 percent are seniors and/or are disabled, meaning they are receiving some kind of social security income.”

Another 40 percent is “undefined” but 17 percent are veterans and 3 percent are children.

As many as 60 percent are considered chronically unhoused, meaning they have had at least three periods of homelessness in the last year.

Teter said 17 percent are locally employed but cannot find affordable housing. An estimated 20 percent are fleeing domestic violence, which is the leading cause of homelessness for women and children in the state of Oregon. According to Teter, another 3 percent are exiting the state’s prison system.

Drivers of homelessness Teter said the average rent in Florence has increased more than 70 percent in the last five years and more than 100 percent in the last 10 years.

“I’ve had some conversations with some landlords about what’s driving it,” he said. “Part of it is greed, because they can.”

He said that in 2016,

Oregon capped rental increases at 10 percent in a 12-month period, with 90 days’ notice.

“Then COVID hit and there was a moratorium,” he said. “Everything got frozen, a lot of landlords were upset, and when the moratorium was lifted, the State of Oregon compromised and said ‘14 percent.’” Teter said almost all landlords immediately raised rents to the maximum 14 percent and some were going far above that, causing the state to reduce the amount to 7 percent.

“How a lot of landlords are getting around that is that they are evicting people, raising the rent 20 to 30 percent and bringing someone else in,” Teter said. “I have two employees who have had to move because, basically, their rent was being raised illegally. I contacted Oregon Law Center and they said, ‘It’s so out of control that we can’t even get a grasp on it, so we’re only handling cases of people who have been wrongly evicted.’”

Reynolds interjected to say supply and demand plays a part, since Florence has a scarce supply of housing.

“We just say a zero percent vacancy rate,” she said. “There are not rentals available. Buying a home is nearly not an option, when you find your average home price in Florence is $469,000 with an interest rate of about 7 or 8 percent, that monthly mortgage alone is above what you’d be paying in rent… even if there was a home to buy. There are very few that are habitable in a price range people can afford.”

tation for owners to sell second and third homes for top dollar has reduced rental stock even further, resulting in an imbalance of available housing units of all types.

Reynolds said that during the natural turnover of tenants, landlords will reset rental prices to the increased market rate.

She said the few mediocre rentals in the area are in the $2,000 per month range. Teter concurred, saying his staff has a hard time finding anything under $1,500 per month.

“Landlords recognize that because there is a demand, they can charge whatever they want,” Teter said. “People are going to be desperate.”

Teter noted that before the pandemic, minimum wages had gone up, with fast food franchises offering $17 an hour to start.

“We saw this spike but it’s really leveled out,” he said about income, “but when you think about the math, if most businesses pay a cost of living increase, that’s only a 2 percent growth, so it doesn’t even compare to the rent rate, so we see a lot of people being forced out to the streets, particularly those on Social Security income.”

Teter said 83 percent of renters are at 60 percent or below the area mean income,” he noted, “and 50 percent is considered extremely low, that’s below the federal poverty level.”

He said those families are spending more than 50 percent of their income on rent alone. Teter said some employers don’t like to offer full-time employment because of insurance requirements, so people are trying to find two or three

part-time jobs just to cover living expenses.

“44 percent of our population is at or below the federal poverty line,” he said. “Oregon is now one of the poorest states in the country. Lane County is the poorest county in the state.”

Reynolds added that property management companies have to cover high mortgages as well, so any properties purchased to rent will still have high rental prices to pay for them.

Asked about subsidized apartments currently under construction in Florence, Teter said rents will be affordable, defined as 33 percent of one’s income. He said the expected development of 63 households will have a measurable benefit to local housing. He said 10 of those families will be moving in soon, but they had to be literally homeless to qualify.

“It’s not just someone moving from an unaffordable rental to a lower [rate],” he said. “This is supposed to be addressing the homeless problem.”

He said that since most homeless families don’t have furniture or amenities, the Governor’s All-In program allows SOS to buy basic furnishings for the apartments. However, funding runs out at the end of the month and it’s hoped funding will continue, even if at a lower rate.

Other subsidized and low-rent units are coming and more may become available to families by the end of February, Teter estimated. Reynolds added that while a majority of local homeless are individuals, state programs are

focused on getting families into three-bedroom homes.

“It’s another example of one-size-fits-all for the entire state,” she said.

According to SOS data, the average two-bedroom rental in the county is $1,480 per month and average move-in costs come to $3,700.

“That’s average,” Teter said, “We’ve seen as much as $6,500 to move into a rental. You might as well put a down payment on a house at that rate.”

Compounded by a lack of living-wage jobs, Oregon has the highest rate of diagnosed mental illness or addiction in the country and ranks last in treatment programs. Teter said wages for addiction and mental health treatment jobs are also unattractive.

“Those counselors don’t make livable wages,” he said. “There’s not enough funding for those programs and the cost of education for them is high. Most of those social service workers? They might be making $30,000 a year.”

Teter called it “frightening” that seniors are one of the fastest –growing homeless demographics in Oregon, having increased 27 percent in the last year.

Chronically homeless people are ten times more likely to develop severe mental illness, he said.

“We are driving the mental illness problem in Oregon due to housing,” Teter said. “Schizophrenia is now directly linked to years of lack of sleep because the brain is getting overloaded. Information is not being downloaded to the long-term memory because they are not reaching that REM (Rapid Eye Movement) sleep state; they have to sleep with one eye open because they don’t know if they are going to get robbed or See HOMELESS page 7A

“Then we allow the mentally ill people to self-medicate with drugs,” Mayor Rob Ward interjected. “It’s a spiral.” Teter added that drugs are currently cheaper than food and one can survive a reasonably long time on drugs alone.

“We want to point fingers, you know, [and say] ‘those people chose that lifestyle,’” Teter said, “but we created this system col-

lectively. We’ve created this problem.”

“We have 30 to 40 people come through our door every day asking for some kind of assistance,” he said. “I don’t care what they’re saying about how nationally, the economy is getting better. It’s not. It’s getting worse.”

“Lane County governments and nonprofits spent $55 million on services to manage the homeless problem in 2022,” the presentation states.

“Siuslaw Outreach Services spends on average $350,000 to $400,000 in rent assistance and $145,000 to $175,000 annually in utility bill assistance to keep low-income families housed each year.

Siuslaw Outreach Services spends on average $85,000 on basic need vouchers for unhoused individuals each year. Volunteerism in social service organizations are down 80 percent.” Teter predicted that assistance costs in the coming year may top $1 million.

Teter suggested that “there is money to be

made on homelessness,” saying that increased homeless numbers generate more federal dollars.

“I think the state is playing a little bit of a game,” he said.

Ideas in practice Teter noted a program in Houston, Tex., where a collective plan was hatches by many agencies to buy up vacant buildings and homes, renovated them and hired onsite case managers to move people off the streets and into those homes.

“Within, I think, 18 months, they reduced homelessness 60 percent,” he said, “and they spent 40 percent less than they were spending before, just managing the problem.”

The collective also receives assistance from Helping Hands Coalition, Food Share, Boys & Girls Club, Looking Glass, Florence United Methodist Church Free Lunch, Siuslaw Vision and Emergence.

The Florence Housing Resource Team’s goal is to provide comprehensive wrap-around services in a case-conferencing model to identified unhoused

community members to help them overcome barriers to secure stable housing It’s also to educate Florence and surrounding communities about the issues, challenges and possible solutions regarding homelessness.

“We’re not here to supplement a lifestyle choice,” he said. “We want people who want to do the work to get out of homelessness and be ok with whatever plan we come up with together.”

The council took no action on the presentation, as it was a work session and not a public hearing.

Objection Commissioner Debbie Ubnoske said she didn’t feel the application complied with zoning codes.

She said added articulations barely made a difference in the overall look of the building. She objected to faux windows which are not transparent from either side. She said required breaks in the wall plane, varying roof lines, offsets, projections and recessed entrances

were not included in the application. She said the business lettering is a primary and dayglow color, both of which are prohibited, while other required features were left off. She said the development is a “continuation of a linear pattern of development,” as prohibited by the code.

“It’s just one building after another,” she said, later noting that off-highway businesses are required to blend with scenic and aesthetic features in city entrances.

“This is an entrance to our city,” she said. “To me, this architecture, this use, is not appropriate on this piece of property.”

Young said that while she could see Ubnoske’s points, she had to trust that staff made a sound

recommendation and that she saw no sufficient reason to deny the design review.

Planning Director Wendy Farley-Campbell explained that trademarked business signage is off-limits to design changes and would require a separate process in the building department.

Passed After some discussion about window requirements and reuse of existing buildings, commissioners voted 3 to 1, with Ubnoske voting no, to approve to design review.

Three other commissioners were absent from the meeting.

Farley-Campbell later explained the next step is for staff to prepare and

mail the notice of decision to the applicant and those who testified at meetings.

[Applicants] will then have a 12-day appeal period starting from the date of mailing.

“After our department receives a letter of intent to appeal we prepare a notice of hearing for the City Council.

Council would then hold a public hearing after the 20-day appeal notice is mailed.

The hearing is confined to the record,” she said.

“After the appeal period has passed without receiving any letters of intent to appeal the decision is considered final and the applicant can file for and pull building permits in accordance with the conditions of approval.”

CBPD seeking info on Coos Bay homicide From Coos Bay Police Department The Coos Bay Police Department (CBPD) is investigating a homicide after a man was found deceased outside a business along Ocean Blvd in Coos Bay. On December 12, 2023, at 6:24 a.m., the North Coos 9-1-1 Center received a 9-1-1

call that a man had been found with a gunshot wound near Umpqua Dairy, 2640 Ocean Blvd in Coos Bay. CBPD officers responded to the area at 6:27 a.m. and found the man was deceased.

CBPD began an initial investigation and activated the Coos County Major Crimes Team to assist, a team that includes

members from local law enforcement agencies. Officers are early into their investigation and are canvassing the surrounding neighborhood to gather more information.

We have not yet identified the male victim or a suspect.

We believe this to be an isolated criminal act, and there is no evidence to support the idea

that there is a current danger to the public. Further updates will be made when there is more information available.

Rep. Hoyle’s bill, H.R. 2839, will allow the Siletz Tribe to return to federal court to request the termination or modification of the consent decree from 1980 that unfairly forced the Siletz to give up their traditional hunting and fishing activities as a condition for having their land and status restored. While the Oregon Fish & Wildlife Commission recently approved a historic new hunting and fishing agreement with the Siletz Tribe, the State of Oregon can choose or be forced by litigation to return to the previous unconscionable agreement. The legislation is necessary to invalidate the consent decree.

The Confederated Tribes of Siletz Indians have over 5,000 enrolled members and are headquartered on Oregon’s coast. The Confederated Tribes of Siletz Indians and the Confederated Tribes of Grand Ronde are the only tribes in the country that have consent decrees that legally prevent them from negotiating for traditional hunting and fishing activities on their land. Rep. Hoyle also supports similar legislation, H.R. 2850, which would address the consent decree that restricts the Grand Ronde Tribe. Merkley also leads the Senate version of that bill.

ODF grants to help with stream habitat projects The Oregon Department of Forestry (ODF) is accepting grant applications for the new Small Forestland Investment in Stream Habitat (SFISH) Program.

SFISH program coordinator Josh Hanson said, “Our goal is to improve fish habitat and water quality while helping small forestland owners fix their roads which are essential for the management of their forestlands.”

According to ODF, the SFISH Program is a grant program established to help small forestland owners (SFOs) with road improvement projects that increase fish habitat connectivity or minimize sediment delivery to streams.

“The grant program will provide more than $6 million to fund the replacement of culverts or fords in fish streams, repair abandoned roads, and fix roads with perched fill that pose a significant hazard to fish-bearing streams,” said Hanson.

“The program can fund 100 percent of the cost of a project, including project design and construction.”

SFISH is just one of the incentive programs developed and funded to help support landowners with the many changes

to the Forest Practices Act brought about by the landmark Private Forest Accord (PFA). The PFA provides better protection for aquatic wildlife and regulatory certainty for forestland owners.

The legislation accompanying the PFA included establishing the Small Forestland Owner (SFO) Office to provide technical assistance, supporting services, and the management of incentives programs for SFOs. One of the programs managed

by ODF’s SFO Office is the SFISH program.

The application process includes filling out a form and completing a Road Condition Assessment.

“There is no deadline for applications,” said Hanson. “But to have your project considered for the first round of funding that is anticipated to occur in Spring 2024, applications should be submitted as soon as possible.”

Elks Lodge brings home the holidays

About 200 kids and adults reportedly made their way through the Florence Elks Lodge Dec. 9. for its annual Children’s Christmas Party.

Of Course, Santa was also on hand to hear holiday wishes from kids, adults and even

seniors. Kids got to choose from a wide variety of stuffed animals and stuffed themselves on food provided by the club. Elks coordinators said at one point, it was standing-room-only as kids and parents waited to get a photo taken with Santa.

Winter Whale Watch Week returns to the Oregon Coast Oregon State Parks will once again host Winter Whale Watch Week at 15 sites along the Oregon Coast Wednesday, Dec. 27 to Sunday, Dec. 31.

Every year thousands of gray whales migrate south through Oregon’s waters at the end of December, and state parks invites visitors to the coast to see their journey.

Trained volunteers will be stationed at 15 sites to help visitors spot whales, share information and answer questions from 10 a.m. to 1 p.m. daily.

Volunteer opportunities are still available along the north and south coast if you register by Dec. 11 at https://orwhalewatch. org/volunteer/ The Whale Watch Week sites are some of the best places to spot whales on the Oregon Coast.

“We are excitedly waiting for the migration of the gray whales to come

down from Alaska,” said Park Ranger Peter McBride.

“We really enjoy sharing the experience with visitors,” he said, “It’s been a tradition at Oregon State Parks for more than 40 years.”

Oregon State working on bridging gaps in understanding community resilience to wildfire

By Steve Lundeberg Guest Article Wildfire researchers from Oregon State University have received $750,000 for multiple projects to bridge a knowledge gap between forestry and engineering regarding how communities are affected by major fire events.

The projects aim to advance the science of wildfire risk and resilience while training a new generation of scientists better able to translate research findings into tangible outcomes for communities with a high likelihood of wildfire impact.

The strategies include embedding a doctoral student in Ashland, Oregon, the site in 2020 of the largest primarily urban blaze in Oregon history; planning a global center for transdisciplinary wildfire research on community resilience; and creating a wildfire risk and resilience graduate program jointly advised by faculty in OSU’s colleges of Engineering and Forestry.

“We’re really thinking about how these fires’ impacts on communities need to be studied,” said Chris Dunn of the College of Forestry. “The Forest Service isn’t the only entity to solve this problem, and it’s the same in academia – the College of Forestry is not the only entity. It’s not just forest ecologists and forest managers. We have to look at this across engineering, forestry, the social sciences, public policy.”

The new dual-major program will lead to a combined doctorate in civil engineering and forest engineering, resources and management.

“This immersive, transdisciplinary experience will be the only such program in the world that we know of,” said the College of Engineering’s Erica Fischer, who will lead the global center effort and co-advise the doctoral program with Dunn.

The Forest Service has provided a $500,000 grant to fund the program of the embedded student, who will spend summer 2025 in Ashland, the site of the 2020 Almeda Fire.

Starting as a small brush fire, the blaze accounted for only 3,000 of the 1.2 million acres that burned in Oregon in 2020, but it damaged more than 2,500 homes and 600 businesses.

“Ashland approached us and said they knew they couldn’t do business as usual from a fire standpoint,” said Dunn, an expert in fire management and wildfire risk science. “They recognize the need to blend the wildland side of the equation with the resilience side.

There is a significant need to bridge the gap between research on wildland fire and research on the ignitability and combustibility of homes, which are presently separated by disciplinary approach between the natural and engineering sciences.”

The National Science Foundation has awarded a two-year, $250,000 planning grant to lay the groundwork for a global center on transdisciplinary wildfire research focused on community resilience. In addition to OSU, the grant includes researchers from around the Northwest.

The center will also include universities in Australia (the University of Melbourne, RMIT Uni-

versity, the University of Adelaide and the University of Victoria) and Imperial College in the United Kingdom. The goal is for the center to contribute to solving societal challenges in mitigating, adapting to and recovering from the effects of wildfires on phys-

ical, social and economic infrastructure, Fischer said.

“Our infrastructure was not designed for wildfires,” she said. “Community wildfire risk assessments are increasingly needed to support mitigation and emergency planning and to ensure that resources go to where they are needed most.”

Historically, Dunn notes, wildfire impacts were primarily in the wildland environment. That’s changed over the past two decades.

“One of the most consequential climate change-related outcomes in the western United States is the rapid increase in wildfire frequency and size,” he said. “Wildfires are increasingly moving from wildlands into human communities.”

wildfires in 2020, 2021 and 2022 – more than half of them residences. As recently as 2019, wildfires burned fewer than 1,000 structures.

“Traditionally, wildfire research has been conducted by experts in ecology and combustion,” Fischer said. “Recently, other research has yielded frameworks for reducing the risk of home losses from wildfires. We’re trying to close gaps in knowledge of methods for reducing the risk of infrastructure losses and for clearing the multiple barriers to mitigation actions that could be taken by land management agencies, local government and residents.”

Dunn noted that Oregon is ahead of some fire-prone states by having passed in 2021 legislation authorizing more than $220 million for improving wildfire preparedness.

“That was some really forward-looking legislation to adapt to the changing fire environment, including a focus on the built environment,” he said. “About the same time the Forest Service created the Wildfire Crisis Strategy, and the federal Bipartisan Infrastructure Deal became law, providing funding to implement the wildfire strategy and enhance community resilience.

“Oregon is a good place to invest federal dollars since the wildfire challenge, based on science, is best achieved by adapting our natural spaces and built environment simultaneously,” Dunn added.

“Since managing the home ignition zone is so critical, and Oregon has taken steps in that direction, we are a strong investment more likely to lead to desired outcomes.”

2. You can’t predict the future: Remember that no one can predict the future with one hundred percent certainty. Even if the thing that you are afraid of does happen, there are circumstances and factors that you can’t predict which can be used to your advantage.

6. Things change over time: Regardless of your circumstances, your current situation will not stay the same. Everything changes

How to discuss your mental health with others ers: It is important that you do not get into arguments with those who are giving you a tough time. It is not your job to worry about how others may view your circumstances. Focus on managing your mental health rather than trying to get everyone’s approval.

3. Choose your friends wisely: Distance yourself from those who won’t make an effort to help understand what you are going through. You need to surround yourself with positive and supportive people. If you have problems or issues with a particular person, then its best to keep your distance and hang out with those people are more supportive.

4. Attend a mental health support group: There are many mental health awareness support groups in any given area. Many hospitals, churches, and counselors in your area will be able to provide you with a list of

Merkley, Wyden, Hoyle announce over $5 Million for Coastal Fish Habitat Restoration Oregon’s U.S. Senators Jeff Merkley and Ron Wyden, along with U.S. Representative Val Hoyle (OR-04), announced a total of nearly $5.5 million in federal investments is heading to Oregon organizations for coastal climate resilience projects and restoring fish habitats. The funding comes from the National Fish and Wildlife Foundation’s National Coastal Resilience Fund, which supports the design and implementation of projects around the country to enhance the resilience of coastal communities and improve habitat for fish and wildlife.

“Our waterways and fish are the lifeblood of the Northwest, particularly coastal communities,” said Merkley. “This critical federal support will prepare our region to better withstand more frequent extreme weather events caused by climate chaos. These projects will help strengthen natural infrastructure while also enhancing habitat for fish populations, including our beloved coho salmon and other native fish species.”

“Protecting Oregon’s coastal wetlands, floodplains and estuaries not only helps fight the devastating effects of climate change, but also helps increase resiliency of coastal communities against extreme weather,” Wyden said. “This investment is a big win for Oregon’s coastal communities, and I will continue to support successful programs proven to help protect and restore our bountiful coastal habitat.”

Wild Salmon Center and the McKenzie River Trust’s work to restore and protect estuaries and wetlands on the Oregon Coast,” said Rep. These funds will support projects that will reconnect floodplains, which are vital for our threatened salmon populations, while at the same time mitigating risks associated with climate change. This dual approach of species conservation, paired with climate change resilience, will positively benefit both fish and human communities.

Oregon project descriptions and award amounts are below: $3,791,657.49: Wild Salmon Center – Florence and Coos Bay Extreme weather events threaten human lives and infrastructure, public and private properties, and ecosystems due to the increased severity and frequency of storms. Wild Salmon Center will increase climate resilience in the Coos and Siuslaw watersheds through nine restoration projects that will result in 257.5 acres of restored floodplain and 7.47 miles of restored instream habitat. The project will reduce flood hazards in coastal communities by reducing peak flows and slowing water velocities, improve water retention and quality, and recover economically vital salmon

populations. $1,012,692.18: McKenzie River Trust – Siuslaw River’s estuary and watershed near Florence Coastal communities and habitats are under increasing threats from coastal hazards, such as sea level rise, storm intensification, and other environmental stressors. The McKenzie River Trust will advance final design and permitting to restore the tidal exchange within the currently flow-restricted areas on four properties in the Siuslaw River’s estuary, increasing the availability and protection of vital rearing and feeding habitat for coho salmon and other native fish species. The project will finalize designs to restore a total of 500 acres over the next four years that will enhance the estuary’s ability to absorb the increased sea level impact of storm swells, king tides, and flooding. $651,021.88: Wild Salmon Center – Nehalem, Lincoln City, Waldport, and Alsea Flood hazards pose a serious risk to urban areas, emergency road infrastruc-

ture, and vulnerable rural communities on the Oregon coast. Coastal resiliency to sea level rise and climate change depends upon conserving estuaries and wetlands through restoration of key ecological processes and functions including hydrological connectivity, nutrient cycling, and sediment transport. Wild Salmon Center will create final designs and secure permitting for five wetland systems

across three watersheds in Nehalem, Siletz, and Alsea estuaries on the Oregon coast. The project will result in fully designed plans for 249 acres of floodwater storage, seven fish passage improvements across four miles of stream, and the restoration of 30 freshwater wetland acres and 219 acres of tidal wetlands to mitigate flood hazards, reduce erosion, and restore habitat for salmon.

Merkley: “The longer menthol cigarettes remain on the market, the more harm the public will face” Last week, following the Biden administration’s announcement of a delay in finalizing a federal rule to ban menthol cigarettes, Oregon’s U.S. Senator Jeff Merkley issued the following statement: “I’m deeply disappointed that the Biden administration is dragging its feet in finalizing a critical rule banning menthol cigarettes. The longer menthol cigarettes remain on the market, the more harm the public will face.

“Ten years ago, the FDA released a report that found menthol cigarette use is associated with more youth and young adults starting to smoke, greater signs of nicotine dependence, and less success in stopping smoking. Yet, these products are still

allowed on the market, harming consumers and disproportionately impacting Black smokers, who are almost three times as likely to use menthol cigarettes as non-Hispanic white smokers.

“This is a public health crisis and the administration must center the health and safety of consumers in its decision-making process and finalize this rule by the end of the year.”

Past attempts at regulating menthol cigarettes have seen an alarming trend of stalled action from the Food and Drug Administration (FDA). In both 2013 and 2018, the FDA published a notice of proposed rulemaking to obtain information related to the poten-

tial regulation of menthol in cigarettes. In March 2019, the FDA announced that it was considering removing flavored cigars that were on the market as of August 8, 2016. And finally, in April 2022, the FDA announced its intention to ban menthol as a characterizing flavor in cigarettes, and all flavored cigars.

In April 2023, on the one year anniversary of the FDA’s announcement of its intention to ban menthol cigarettes, Merkley led 21 senators in a letter to the FDA Commissioner Robert Califf, urging the agency to promptly finalize its April 28, 2022 announced proposed rules to end the sale of menthol flavor in cigarettes and all flavors in cigars.

Stranded Sea Turtle Catches Flight to San Diego

A recently-stranded Olive Ridley sea turtle caught a flight to SeaWorld San Diego after receiving care at the Oregon Coast Aquarium in Newport.

On Nov. 19, Aquarium staff responded to reports of a stranded turtle at Beachside State Recreational Site near Waldport, Oregon. Staff transported the animal to the aquarium for immediate triage, where it was identified as a cold-stunned adult male. Dubbed Sir Acha for his “spicy” personality, the turtle required round-the-clock care.

At just below 60°F, his body temperature was 15° below the norm.

Cold-stunning occurs when sea turtles are exposed to cold temperatures, rendering them weak and inactive. These turtles are at the mercy of the waves until they wash

ashore. Aquarium staff transferred the turtle to increasingly warm baths to raise his temperature without shocking his system. Blood samples and x-rays were taken to assess the turtle’s internal status, and once given the all-clear from veterinary staff, a transport plan unfolded. The turtle would go to SeaWorld San Diego for long-term care and rehabilitation.

Sir Acha’s flight was made possible by the non-profit organization Turtles Fly Too. The network coordinates the use of general aviation and volunteer pilots to transport endangered species, critical response teams, and to educate the community on marine life conservation. In preparation for his journey, Sir Acha was covered in lubricant to prevent dehydration and strapped into a custom stretcher de-

signed to keep him warm and secure. Staff wished him the best as they loaded him on board. SeaWorld staff will continue to assess Sir Acha and work toward his eventual release.

Olive Ridley sea turtles are currently listed under the Endangered Species Act; the reintroduction of even one turtle is enough to impact the overall population. Thanks to the combined efforts of dedicated volunteers and staff, this individual has a second chance at survival.
