At its May 6 meeting, the Florence City Council authorized the sale of two parcels of City property, to be used for the construction of an affordable rental complex and an early learning child care center.
“The interested parties are Our Coastal Village, Inc. for Parcel 1, with the intention to build an Affordable Apartment Rental Complex, and Chestnut Management, LLC. for Parcel 2, with the intention to build an Early Learning and Child Care Center, the printed staff report states. “The
interested buyer has proposed purchasing the city-owned property as described and shown above to create the Elm Park Planned Unit Development (PUD) and build an Affordable Apartment Rental Complex and an Early Learning and Child Care Center. The vision at this time is to break the PUD up into two distinct parcels.”
According to staff reports, the property is located between Greenwood Street and the undeveloped platted rights-of-way of Fir, 10th, and 11th Streets, north of 9th St. City Manager Erin Reynolds explained that while the May 6
meeting was the first of three public hearings, the council had already held three confidential executive session meetings on the topic.
The property is just northwest of the police department on Greenwood St. and is currently undeveloped and contains only trees and shrubs. It’s 1.48 acres in size and is zoned professional office district and was deemed a surplus property in 2018.
“You might ask what happened in 2018 that made us deem it as surplus property,” Reynolds said. “Back in the decades prior to the last 20 years or so, the City really thought that we would end up moving and consolidating all City operations around

the Florence Justice Center, so when the Florence Justice Center was built in the 1990s, we knew we needed a newer City Hall and actually needed a home for Public Works.” She said while working out details, it was decided the location wasn’t suitable, and a process in 2018 led to the remodel of the City Hall building that’s used today.
“The concept at this time is to build a multi-unit, affordable rental apartment complex,” Reynolds said, “of approximately 36 units, varying in size from 2 and 3 bedrooms, and would be named Elm Park Apartments.”
Reynolds explained that the smaller parcel would host an early learning facility for about 50 kids of various ages up to five years old. However, the project will be seen as one development called Elm Park, she said.
“At its most basic terms the sales price agreed by the City Council is for Parcel 1 at $266,000 and Parcel 2 at $71,000,” Reynolds said, noting that the $5.27 per square foot price was arrived at through comparable sales numbers of recent years.

While going over specific terms of the sale, Reynolds said the Escrow process is expected to take a long time.
She said all proceeds from the sale go into the City’s general fund to support housing and economic development.
The buyer will have to do all environmental, geotechnical, and other studies and other plans, reports, and applications at their own expense.
Reynolds also said that within the next 180 days, the city will be deemed qualified for SB1530 infrastructure project funding that incentivizes housing development and offers $1.9 million to the city to do infrastructure work around the neighborhood to stimulate housing development.
Reynolds said a “bit of matchmaking” was occurring between the childcare facility developers and Head Start of Lane County, which has previously expressed great need for childcare facilities in the area. A Memorandum of Understanding would state that the facility would be used for some Head Start children but have no financial commitment from the City.
Reynolds said after 180 days, and a contingency period that could last up to a year, the city would move
to close on the transaction and construction can begin, if the buyer has checked all the applicable boxes.
“Construction is to be completed within 1 year of closing or by Dec. 21, 2026,”
Reynolds said, explaining that council approval will not result in the immediate opening of an affordable housing complex and child care facility. “There is a lot of work yet to be done but this is a significant step toward that.” She said the learning facility completion deadline is December 31, 2027, and the city is expected to meet its infrastructure deadline of June 30, 2025.
On behalf Representing the buyers, Layne Morrill, an attorney practicing tax law for 48 years, said he moved to Yachats in 2005 and spends half a year there and the other half in Arizona. He said he partnered with locals to work toward affordable workforce housing at a site in Yachats. He said as owners of a small area to be developed, he and others were in the same position as the City of Florence regarding the 9th Street transaction. A small apartment complex was completed in 2010 there, inspiring him to learn more and plan and complete further projects.
“I got too many people mad in Yachats about affordable housing, so I had to move south,” he remarked, “to see if I could find a more receptive community- and did I ever.” He said his organization started at Oak Manor
Apartments in Florence in 2021 and was completed in April and March of this year.
Showing a site plan for the proposed Elm Park development, Morrill said residents and clients would enter through a center alley driveway and buildings in the upper parcel are expected to be three stories tall with a single-story office building.
“We’re envisioning a family-centers apartment project,” he said. “These will be primarily 2- and 3-bedrooms, with a few one-bedroom [units] thrown in. The idea is to get children in there so they can walk across the sidewalk to Head Start or the Early Learning Center.”
He said eligible families must not make more than 60 percent of the area median income and the rent will be “extremely low.”
As for the Early Learning Center, Morrill said Head Start will determine the programming needs and how the space will be set up and utilized.
“There is a long road between here and there and I believe we have a good chance of doing it again,” Morrill said. “We’re looking at a total of about $18 million for the apartment complex and about $12.2 million for the early learning center, so that’s a lot of grants to come up with and we are in the process of starting down that road, and lining all those up to make it work.”
Council comment
Councilor Robert Carp praised the safety aspects
that went into the planning and relationship between the learning center and the apartments. Councilor Sally Wantz said she has seen the projects Morrill spoke of and called them “a class act.” Councilor Bill Meyer said he also appreciated the developments in Yachats and said the Florence project is well thought out.
Councilor Jo Beaudreau said the project serves as “an incredible example of partnerships” that will serve many aspects of the community.
Mayor Rob Ward said the project was the first he’d seen with an early learning center included, calling it “an incredible idea that’s so needed” and will make a positive difference in Florence.
Public comment
Under public comment, Childcare Sector Strategist for Lane County, Holly MarConte, said she has been working to develop childcare with several partner agencies on childcare, and Florence is at the forefront of that effort. She spoke of the urgency for childcare development, specifically in Florence by noting that an estimated 114 childcare spaces are open for over 640 children in the birthto-5-year age group.
“Only 69 of those are licensed childcare and provide full daycare for children and families, she said. “That means there’s access for about 10 percent of the children in the Siuslaw Region.” She said no centers provide care for children under 2 and there are fewer options outside the region. Noting several constraints to childcare development, Mar-Conte said the proposed project is “incredibly exciting” and said all of the partner agencies she works will are willing to help.
Charleen Strauch Executive Director of Lane County Head Start, said the project would meet low-income housing and
childcare needs together. She said the placement of the two next to each other is “a perfect setting.” She said Head Start has been trying to get 0-3 year-old centers for many years and has a long wait list. “To know that there’s an opportunity to find a location to actually serve those younger kids is very exciting,” she said. “I’m in complete support.”
After little further discussion, the Council voted unanimously to authorize the execution of the property sale.

I want to thank the entire staff of Spruce Point Assisted Living and Memory Care Center for the compassionate and competent care they recently provided for my father-in-law. We had to move him here from Florida at the age of 97 after the death of his wife of 65 years. Within days of moving him to Spruce Point he entered hospice care due to a multitude of medical conditions and dementia. The
staff at Spruce Point were consistently caring and kind, adapting their care methods to meet the specific needs of my father-in-law. They always treated him with respect and never-ending patience. We are so grateful to have such a quality care facility in our small town.

As our community and region celebrates our beautiful rhododendron flower with the long-standing annual festival, I am reminded of an inquiry forwarded to me in 2013 by then-editor of the Siuslaw News, Theresa Baer, when I served as Executive Director of the Florence Area Chamber of Commerce. It was sent by a reader, challenging the claim that we were celebrating the 106th anniversary of the Rhody Festival that year. Fast forward that to today and it would be the 117th festival.
However, even though the Rhododendron Festival began celebrating our community and the beautiful flower associated therewith back in 1908, the festival itself has not been held each of those years – interrupted multiple during those years as a result of WWI and WWII,
the Depression and even a pandemic.
The Rhody Festival enjoyed early success in the early 1900’s but as the front page of The West, predecessor to our Siuslaw News of today, reported in its May 19, 1916 edition: “On account of conditions the committee in charge of arrangements for the Rhododendron Carnival at Florence which was set for May 27, 1916 has decided to postpone the Carnival til some future date.”1917-era editions reported that WWI continued and in place of articles about pageantry, were articles about registration for the military draft and authorities going after ‘slackers’. 1918 front page stories reported the war nearing an end, again with stories about Siuslaw boys in the draft, U-boats at work and plans to recruit nurses.
While the Great War had ended, we celebrated no Rhododendron Festival again from 1919 all the way until 1934, presumably as a result of the stock market crash as well, enjoying the tradition again annually until 1940 when war clouds once again threatened our nation. In 1941, a limited celebration was held, but from 1942 through 1946, the Siuslaw Oar again reported not on the annual Rhody Festival but instead reported on scrap rubber drives, national defense raid wardens, ration boards, air raid drills, a lagging fifth war bond drive, and finally, WWII ending after nearly six years of conflict. In 1947 festivities returned to our river, streets and front pages. Festivities succeeded for several decades after that, until our society was hit with the Covid 19 pandemic,
canceling the celebration once again in 2020, as well as other community events such as the annual September Rods & Rhodies Car Show in Historic Old Town, and the annual Veterans Day parade in November.
Although a virtual parade replaced the big annual Rhody Days Parade traditionally held on Sunday, other festival related events were canceled. In 2021, despite hopes and great anticipation, all festivities were halted, including the previously attempted in-fill virtual parade. So even though this community celebration dates its heritage back 117 years, the reality is that its actual celebration has been enjoyed only 92 times.
Let’s hope we have no more wars, depressions nor pandemics to disrupt future celebrations!

Ashlyn said she started the process almost a year ago by getting a coach and doing preparation work.
She’s a junior at Siuslaw High School, and according to the Miss Teen USA website, is a member of the National Honors Society, and Interact Club, and holds office in the Leadership Council in her school.
“She continues her service by advocating for youth confidence and service through cheerleading in her platform Rally Confidence,” it states.
Ashlyn’s mom Kristen said she was excited for and proud of Ashlyn. The two were in Portland Monday morning
shopping before doing a television interview there.
“We’re all a little shocked and overwhelmed right now because this is her first time doing a pageant, so we really didn’t expect it,” she said. “What I’m most proud of is that she did this on her own.”
Kristen said that when Ashlyn first said she wanted to get into the pageant, she was hesitant, knowing how much time it could take up.
“She researched it and did everything on her own, she found her dresses, and
she worked a job so she could pay for everything by herself,” Kristen said. “The only thing I did was pay for hotels in Portland but she did everything else. She found a coach, she’s been listening to podcasts and doing everything on her own. She went out there and was just herself and it showed.” Kristen said Ashlyn brought her cheerleader energy to the pageant. Ashlyn and fellow cheerleader Claire Lindell were chosen to cheer in the London New Year’s Parade this year after
attending a cheer camp over the summer where they tried out for the All-American Team.
“I was just so happy to represent Florence,” Ashlyn said, “and Florence is growing. We’ve had multiple pageant queens lately.” Kristen said the family has lived here since the late 1970s and she and her family own businesses here.
Asked if she would have any advice for younger girls reaching for their dreams and goals, Ashlyn said, “You can definitely do it. I thought

Help create a social experience
A mission is afoot to create a homegrown, locally sustainable, schedule of inclusive social events for adults who experience intellectual or developmental disabilities.
These meetings will be hosted by Lisa Utz, Director of Special Programs, Siuslaw School District. She will discuss the efforts of other non-profits who are already doing this work and how we can create our own opportunities here in Florence. We are looking for input, feedback
and volunteerism from families and community agencies.
Two startup meetings are scheduled to allow people the flexibility to attend.
They are Wednesday, June 12 from 1-2pm at Siuslaw Valley Fire & Rescue in the upstairs meeting room, 2625 Hwy 101 and Friday, June 15 from 10:30-11:30am at Siuslaw Public Library in the Bromley Room, 146 9th Street. Oregon Friendly Driver Course May 15th
at the Siuslaw Public

In partnership with Safe Lane Coalition, the City of Florence is offering an Oregon Friendly Driver Course in the Bromley Room of the Siuslaw Library on Wednesday, May 15, 2024, from 6 pm – 7:30 pm. Light refreshments will be provided. The Oregon Friendly Driver Course is an easy free way for Oregon drivers to create safer streets for everyone. This is an approximately 60 to 90 minute course to help drivers better understand the rights and responsibilities of
people using our streets. This course will take a look at the laws that exist and how to use new infrastructure. As a result, participants will learn how they can be a safer, more friendly driver on Oregon roads. This course offering is funded by the Oregon Department of Transportation (ODOT). Construction update
From Florence Public Works K&E Excavating continues to move efficiently. They brought in a second crew last week and began asphalt grinding from Wildwinds to New Hope Lane. They continued work on the water and stormwater systems in the project area. In addition, they met with the City project team and Lane County Waste Management for coordination.
For the week of May 6th, the contractor will continue their work in realigning and reconstructing New Hope Lane and work on the retaining walls. They will continuing their way north with the milling machines to complete the asphalt grinding between New Hope Lane to 35th Street. Work on the installation of the new sewer main line, beginning at the Siuslaw Village sewer pump station and working north will also begin this week.
With the new sewer line installation, residents that live in the 3400 block of Rhododendron Drive and south (including Marine Manor) should use 9th Street to access your homes. Due to
the sewer line work, the area north of these residents near the sewer pump station will be for emergency access only.
Please proceed cautiously through the work zones if needing business or residential access. Access to the Oregon Coast Humane Society and the Lane County Transfer Station will be available from 9th Street. Please adhere to the flaggers during construction to keep the crews and public safe. Please use alternate routes for all other travel.

Suslaw senior Emily Gortz placed 12th overall to help the Lady Vikings to a six-place finish in the 4A/3A/2A/1A Special District 3 girls golf championships at Running Y Golf Course in Klamath Falls. North Bend and Marist finished first and second to advance to state, while Esha Reddy of Marist took medalist honors with a two-day total of 151.
More than 70 golfers and 13 full teams competed in the two-day event.
“We are very proud of our girls’ accomplishments this year,” Siuslaw coach Chuck Johns aid. “We feel that this
season was very successful for our girls’ program.” Gortz finished with a twoday total of 193, following a 99 Monday with a 94 Tuesday.

Klampe fired a 2-underpar 70 for a two-day total of 151, passing first-day leader Blake Knurowski of East Linn Christian, who shot 76-77—153.
It was Klampe’s third district title in three years.
Western Christian won the team title at 342330—672, with Siuslaw second at 340-338—678 and East Linn Christian third a 354-357—711
Those three teams qualify for next week’s state championships at Emerald Valley Golf Course in Creswell.

Whittaker Creek and Clay Creek campgrounds will remain closed at the start of the 2024 season. Both sites are in the Coast Range between Eugene and the Oregon Coast, off Highway 126 on the Siuslaw River.
Bureau of Land Management officials made the difficult decision to keep the campgrounds closed due to low staffing and the lack of campground host volunteers.
“Without adequate staffing, we can’t host visitors,” said
Ben Watts, outdoor recreation planner for the BLM. The BLM relies on seasonal staff and the volunteer hosts to manage reservations, clean and maintain facilities, and ensure safe drinking water.
“Public safety, especially the safety of our visitors, is our top priority,” Watts said. “Opening sites without necessary staff leads to risks including increased crime and damage to natural resources.”
Both campgrounds were due to open at the end of April. All visitors with existing reservations have been notified.

annual testing of residential premise isolation backflow assemblies throughout the City. These tests are required
compliance through the City Code
the Oregon Administrative Rules to help protect our water system. The City is contracting with Olson LLC to perform these tests during the spring. For the majority of our residential customers, the testing of the premise isolation backflow prevention assembly is simple and quick. Most customers won’t even know that the testing crew has been to their residence. Our testing procedure is to knock on the door or ring the doorbell to let the customer know what the crew is doing. If water is being used, our contractor will move to the next location until the water is no longer being used by the customer. Our contractor strives to time the 2-minute water interruption for backflow assembly test to be between usage intervals by the resident so no one is without water or inconvenienced. There can be rare occasions when an expansion tank is installed in the home, that a shower or appliance can be started with the water turned off at the street and water will appear to be available for a short time. Heard’s artistic background stems from the genre of classical ballet, and she studied with the Joffrey Trainee Program, Kirov’s Universal Ballet School, Ballet West and Houston Ballet in her youth.

The 2020 Spring Dance Showcase will feature class performances by C.R.O.W.’s Ballet, Contemporary, Belly Dance, Tap, and Hip Hop classes, choreographed by Angela Palmer, Elyse Stewart, and Cara Richter. In addition, local solo/duo/small group dancers and special guests will dazzle audiences. The Tutu Dads will pirouette back to the stage, with another cheeky yet somehow dazzling crowdpleaser.
