BY APPROPRIATE STANDARDS DEVELOPMENT ORGANIZATIONS

Is the “Multi-Media” regulatory framework really adapted :  to permit an universal Multi-Media service delivery to every citizens ?  to provide a viable economical model to insure universal service to citizens ?
