FROM A POLICE We ask - what is restorative justice? This month, PCSO Michelle Cooper explains how restorative justice can help offenders take responsibility, empower victims and lower the risk of reoffending

E PERSPECTIVE: Many people have never heard of restorative justice and when it is mentioned, we are often asked: ‘What is it?’. Put simply, restorative justice gives victims the opportunity to meet or communicate with their offenders to explain the impact of their crime. It can be used for both adult and juvenile offenders but it can only take place if both the offender and victim are willing. Restorative justice can take place through a face-to-face meeting between the victim and offender, via letters, audio recordings, video, or communication through a facilitator. The communication involved must be two-way, directly or indirectly between the victim and offender – so, for example, a letter of apology is not restorative justice. The preparation stage of restorative justice is key – a skilled facilitator must risk assess each individual to determine the suitability. If deemed inappropriate or unsafe for either party then the process will not take place. The process helps offenders take responsibility for their actions, express remorse and hopefully make amends. It also empowers victims by giving them a chance to explain the real impact of the crime. Eighty per cent of offenders state that taking part in restorative justice lessens their likelihood of reoffending. Over 50 per cent of victims who took part in a restorative justice conference think that the offenders have received a proportionate sentence and 85 per cent of victims are completely satisfied with the whole process. The police play an important role in restorative justice. For lowlevel crimes they can make restorative justice available as part of an out-of-court disposal. This could be in the form of a conditional caution or as part of a community resolution. Some officers are able to directly deliver restorative justice for these crimes. Cases beyond the scope of their expertise would then be referred to a local restorative justice service. The process is really positive and every £1 spent on restorative justice saves up to £8 by reducing the cost of reoffending.
CRIMES IN YOUR AREA • Entry was gained into two unsecured cars in Goole and items stolen. • Front and rear number plates were stolen from a vehicle. • A van was damaged in an attempted break in. • Two unsecured bicycles were stolen from a rear garden in Goole. • A car roof was damaged as a result of someone climbing on to it. • A chainsaw was stolen from an unsecured shed. • Several items were stolen from an unsecured vehicle. • An unsecured ladies cycle was stolen from a driveway. • A shed in a garden was broken into, however the shed alarm activated and the person/s fled without taking anything. • An outer pane of a UPVC window was damaged as the result of an object being thrown at it. • Entry was gained into a secure container and equipment was stolen from the tennis club. • Entry was gained into a secure property and cash and jewellery stolen. • A catalytic convertor and exhaust were stolen from a van parked on a driveway in Goole.

Our Goole caught up with talent show winner, Rosie Childs, 26, from Snaith, for an exclusive chat about her singing career Rosie, have you always lived in the Goole area? No – I moved to Snaith just over a year ago but I was actually born and grew up in Ghana. My husband, Chris, is English – we met when he was in Ghana for work. I was singing in the hotel he was staying at. We fell in love, married in Ghana and then I moved to England in May 2015 with our daughter, Ariana, 2. How long have you been singing for? I’ve loved singing all my life – I used to sing at church a lot when I was growing up – but I’ve been singing professionally for around six years now. In 2012 I entered Ghana’s nationally televised Vodafone Icons as part of a group called Waves and we came third. After that I became the resident singer for a number of five-star hotels in Ghana. What do you love about singing? When I stand on a stage I feel like a different person and I can really express myself through the music. The lyrics I sing usually mean a lot to me and I love being able to
connect with my audience and allow them to feel it too. Who is your inspiration? Whitney Houston – she had such a powerful, beautiful voice and presence and I’ll always aspire to be like her. Do you have support from friends and family? My friends and family in Ghana have always been really supportive. They were thrilled to hear I’d won Goole’s Got Talent. The support is great here in England too – my mother-in-law Sue is definitely my biggest fan! What are your plans for the future? I am busy being a mum at the minute but I’m still available for open-mic nights and parties or events. When my daughter goes to school I plan on booking more gigs and pursuing my singing career further – I can’t wait! A way into the world of work for autistic adults Adults on the autistic spectrum are being given the opportunity to gain work experience thanks to a new volunteering partnership Goldcrest House, a residential care home for adults with autism and learning difficulties, has developed a volunteering partnership with homeless charity Emmaus in a bid to provide service users with work experience.

The care home, situated on Boothferry Road, provides care to adults over the age of 18, whose primary need is due to autism. The partnership with Emmaus will provide Goldcrest service users with the opportunity to volunteer at the charity in the hope that it could lead to paid employment. Phillip Priestley is the first service user to benefit from the new partnership. He has been offering his skills and
Phillip told us: ‘I really enjoy going to work. I enjoy the rapport, it’s loads of fun, and hopefully this is the first step that will enable me to find paid work in the future.’ Molly Coleman, Emmaus shop manager, told Our Goole: ‘We were really impressed with Phillip’s eagerness to contribute. He had previous experience working for Autism Plus and Scope and that was a definite plus for us. We had no hesitation in welcoming Phillip into our team.’

Old Goole charity receives youth club funding
The Moorlands Community Charity has been selected to receive funding from the Co-op Local Community Fund The money will enable the charity to continue running its youth club in Old Goole so that young people have a safe place to socialise. Jacky Crawford, Head of Service at the charity, told Our Goole: ‘The Moorlands Community Charity works to improve the quality of life for residents of Old Goole and the surrounding neighbourhood. We provide services and activities aiming to support and empower communities. ‘There are no scout clubs or other
social clubs that are accessible without travelling across one of the busiest and most dangerous roads in Goole so The Moorlands Charity provides a much-needed service offering a range of games, sport art and a cyber cafe in one of the most deprived areas of East Riding.’ Other projects within the charity include; a migrant support service delivering outreach support in schools, libraries and health centres, a weekly cyber café for eight to thirteen-year-olds and a community café within the Moorlands Centre
serving residents from the community. The charity also provides social event and outings for those who are over 60-years-old, providing contact and social interaction. “When I’m in a nightclub the DJs love to shout out ‘We’ve got the mayor of Goole in the house’” Our Goole was lucky enough to grab the chance to get up close and personal with Britain’s youngest mayor, Terence Smith. We talk politics, clubbing and music guilty pleasures! So Terence, how does a 19-yearold become the mayor of Goole? I’ve always been engaged with politics – during the build-up to the 2015 elections, I helped out with Jacky Crawford’s campaign in Goole going door-to-door in the community. I really loved it and decided to run for the council. It’s been a bit of a whirlwind from there really; my campaign was successful and I was elected councillor. Soon after, I was named as deputy mayor. It is tradition that the deputy takes over the role of mayor at the end of the council year so that’s what happened. For those who don’t know, what does being a mayor actually entail? Essentially, it’s a PR role with a gold chain. I regularly attend functions, meetings and events where I am promoting Goole and all the brilliant things it has to offer. Do you feel you are treated differently to other mayors because of your young age? When I was elected as deputy mayor there were members of the general public who complained I was too young and asked: ‘What 14
life experience has he got?’, but I was heavily defended by the council and other mayors who agreed that a young perspective could be a really positive thing for Goole. When I became mayor, most of the doubters had fizzled out, but there are still a few who feel I’m too young for the role. I take it all in my stride though and I don’t let it distract me from my role. You’ve just started studying at the University of Hull – how is it going? It’s been great so far. The university has been really helpful and supportive of my role as mayor and my course mates are loving the fact that I am a bit of a celebrity – they find it fascinating. I think people worried that being away from Goole would mean that I engaged less with the community and my role, but if anything has changed it’s that I feel more engaged with the town. I feel more proud to be from Goole than ever and I am not too far away, so I can still continue with all of my appearances and meetings as usual. Are you conscious of maintaining a professional image while being a student?
Very! I have to always be aware that people might know who I am and I don’t want to be caught doing anything that could be used to show me in a negative light. I still drink and go on nights out like a typical student, but I’m usually the one carrying people home and making the complimentary cups of water! Some people say I’ve lost out on my teenage years and grown up too fast, but it’s been a fantastic opportunity and I’d choose to do it all over again the same way if I had to. If anything, my role has enhanced my student life, not hindered it. When I’m in a nightclub the DJs love to shout out ‘We’ve got the mayor of Goole in the house’ and things like that. I’m always a bit mortified but my friends think it’s hilarious. Our Goole is all about promoting the positive things about Goole – what do you love about it? I love the community spirit and the fact that you can always spot a ‘Goolie’. We are outgoing, have no fear and will always tell you how it is and I think that’s brilliant.

Sleep out for Goole’s homeless and vulnerable Being homeless and sleeping rough can be a traumatising and dangerous experience. Unless you have experienced it first-hand, it is nearly impossible to understand what homeless people actually go through.
That’s why Our Goole was thrilled to hear that the people of Goole have been raising awareness and understanding by ditching their beds and spending a night on the streets. On Friday, October 7, dozens of people took to the streets of Goole for a sleep-out which was organised by Gavin Broadhead who runs local group, ‘Helping Goole’s Most Vulnerable and Homeless’. Gavin, 36, has lived in Goole all of his life and is a night duty officer at Goole YMCA. He told Our Goole: ‘YMCA
provides incredible help to young people between the ages of 16 and 25, but I wanted to support people of all ages.
‘The group aims to point homeless and vulnerable people in the right direction to find a bed, food or any other services they require. ‘I decided to start up the group one day after finishing my shift at YMCA. It was the day of the election and on my way home I passed two homeless people. It made me think – no matter who gets in power, these two people will still have nowhere to sleep tomorrow night. I thought that if I could help them at all then I would. ‘I took to the streets from 6am-6pm on the sleep-out with Mission Trinity volunteers, some YMCA residents and members of the public. Local businesses paid £20 to sponsor the sleep-out and we’re really thankful to them. Hopefully it can happen every year and more people will get involved.’

Grants galore in Goole The Council is set to award a number of Active Creative Grants to events and projects in Goole and the East Riding A number of groups and organisations in Goole will be awarded Active Creative Grants from East Riding of Yorkshire Council, in support of Hull UK City of Culture 2017. Grants ranging between £900 and £2,500 are being awarded – subject to conditions being met by the applicants – to allow a range of groups and organisations to develop arts and cultural opportunities for residents and visitors. Among the successful applicants are Goole Civic Society for the Goole Festival of Water – a grant for a day-long festival on a route using the Aire and Calder Navigation from the Waterways Museum to Ouse Dock in the town centre. It will be a public history project, exploring how two centuries of innovation, change and migration have formed the identity of the town. East Riding Regional Cinemas will receive a grant towards the ‘On Film Festival’ which will be spread over 2017 and will see personalities introduce films they have a particular interest in. Junction in Goole is one of the venues the festival will visit.
In total, over £32,000 will be awarded in Active Creative Grants by the council to 17 applicants and organisations. Some of the other projects receiving the grants are; Castaway, Goole – Sing across the East Riding; Junction with Goole/Goole Town Council – The Gravy Project and The Shire Hall Trust, Howden – Children’s Festival. Councillor Richard Burton, portfolio holder for civic wellbeing and culture, said: ‘The council is a principal partner in Hull UK City of Culture 2017, and we were keen to offer additional funding for projects in our area that are creative at heart, transformational, and celebrate arts and culture in the East Riding. ‘I am delighted that we are able to award these grants - subject to final conditions being met – to such a wide range of applicants. The projects that these grants will help to fund will add enormously to the cultural offering right across the East Riding next year and add a whole new element to Hull 2017. ‘We also wanted to reward applications that will have a legacy after 2017, and I am confident that all these successful applicants will do just that.’ 19

The Read School celebrates 350th anniversary with time capsule A time capsule was inserted into the wall of the new music building currently being constructed at The Read School, Drax, as part of the 350th anniversary celebrations in 2017 The box contained a school prospectus and magazine, CD, DVD, local and national newspapers, including the Goole Times and Selby Times, along with poems written by the Prep School and small items of memorabilia. It was inserted into an interior wall of the new building which is set to be completed by the spring of 2017. This coincides with the school’s 350th anniversary next year and is intended to provide a snapshot of life at the school for future generations to study. The ceremony was performed by the Headmaster Dr John Sweetman with
Heads of School, Alfie Thomlinson and Lizzy Limbert. Dr Sweetman said: ‘It is very exciting to think that the box may be opened by someone many years into the future and to imagine how much the school, and indeed the world, will have changed by then. ‘This is the second time capsule on the site, the first being inserted into the brickwork of the tower at the front of school when it was built in 1908/09, and who knows who will have the excitement of opening either of these boxes and discovering what the school was like in a different period of history.

This month we focus on Goole & District RSPCA Back in February we featured two gorgeous kittens from Goole and District RSPCA who were looking for a new forever home. Now, as December approaches, we thought we’d try and grant some more feline friends their Christmas wish of a purr-fect family. Goole & District RSPCA is a registered charity and, while they support and work with the national RSPCA, they are primarily responsible for generating their own funds to help and care for sick, injured and desperate animals in the local area. The branch is run by a team of volunteers who spend their time fundraising, doing home checks or looking after the animals in their care. The volunteers are extremely dedicated – they even foster cats and kittens in their own homes until they are ready to find their forever families. Some of the kittens were born in care and others have been rescued by the inspectorate. They are socialised in a fosterer’s home where possible so they become purrfectly playful and sociable cats. The RSPCA do not re-home until kittens are at least eight weeks of age and have had their first vaccinations to ensure they are in the best of health.
Georgina Petty, press officer and volunteer for Goole RSPCA said: ‘The cats and kittens fostered by us are usually unwanted and unloved so they will need considerable time and patience from an understanding owner to allow them to form a strong relationship. ‘To be eligible to view or adopt one of our animals you will first need to have a home visit where an RSPCA-trained home visitor will talk through cat and kitten ownership with you. Giving one of our furry friends a happy home could be the best decision you ever make.’ 26

Data released by the Land Registry shows that the average price of a property in the UK is now £218,964 after a sizeable increase of 8.4% over the past year – in August alone the average property price rose 1.3%. A growth of 13.3% was recorded in the East of England with 12.2% in the south east and 12.1% in Greater London.

The pressure on consumers and the cautious approach to spending by businesses mean that the UK is facing a period of relatively low growth. Meanwhile, Brexit has caused a great deal of uncertainty in the market and this uncertainty can be seen in the fall-through rates – 31 per cent of residential sales fell through before completion in the third quarter of 2016. Almost half of these were because buyers changed their mind which reflects the anxiety present in the market. Other reasons cited for house sales falling through include; a seller negotiating a better offer from another buyer, survey issues, difficulties securing finance, and buyer or seller pulling out because they felt the sale was progressing too slowly. With Theresa May announcing that Article 50 will be triggered by the end of March 2017 signalling the commencement of Brexit, it is likely that the housing market looks set to have more uncertainty to contend with.

As Morgan and Quinn approaches its 25th anniversary, the proud owners reflect on how far their company has come and what the future holds
Dennis Morgan and Gary Quinn have been dedicated to providing excellent service, quality and value since they set up their business a quarter of a century ago. Now, over 30 experienced loyal employees form the Morgan and Quinn family, and the duo’s success doesn’t look set to slow down. Gary, when was Morgan and Quinn founded? We started the business back in 1991 in order to create a better standard of life for ourselves and our families. We were both working long hours for Allied Carpets and were not getting in until 10pm most nights, which wasn’t ideal, so we decided to take matters into our own hands. Can you tell us a little bit about the services Morgan and Quinn offer? We are a flooring and bed retailer. We sell a variety of products including a huge range of carpets, vinyls, laminate, engineered wood and Karndean flooring. We also have a large bed and high-seat chair department. What makes you different from other similar businesses? 32
We pride ourselves in delivering excellent customer service and giving customers the best value for money possible. We are also dedicated to maintaining a welcoming, friendly, family-run environment. Do you have any stand-out moments during your time at Morgan and Quinn that you’d like to share with our readers? [Laughs] Yes, there is one that still makes us smile. Many years ago now, when the film the Full Monty had just come out, we decided to do an advert where we all stood naked behind a (large) roll of carpet. It went down an absolute storm! From a business perspective, how do you find the local area? The local area, and the community within it, is the main reason the company is still going strong
25 years since launching. Our customers are very loyal and we are where we are because of them – we appreciate their custom so much. What does the future hold for Morgan and Quinn? The future is looking very bright at Morgan and Quinn. We have recently rebranded and have taken on some new contracts. Its going to be very busy but very exciting for everyone here - we can’t wait. Morgan and Quinn’s 25th anniversary is coming up soon – how are you celebrating it? It’s approaching very quickly and it’s hard to believe Morgan and Quinn has been going for a quarter of a century. We have quite a few ideas in the pipelines for how we are going to celebrate it - watch this space!

Following the success of walking netball sessions elsewhere in the East Riding, brand new sessions have started in Goole. The free weekly sessions, which launched at East Riding Leisure Goole at the end of October, are running for six weeks initially with the support of England Netball development officer Pauline Hardy. Pauline said: ‘Walking netball really is a fantastic way of getting into the sport for the first time or perhaps re-discovering a love of the sport regardless of a person’s age or ability. ‘Since the sport was launched in the East Riding a year ago it has proved to be incredibly popular and extending the sessions to Goole is just the next step along its development.’ The sessions are aimed at ladies aged 50 and over with games played with adapted rules on a reduced size court. In addition, brand new weekly walking football sessions started at East Riding Leisure Goole on Wednesday, October 19. The sessions aim to provide people aged 50 and over with fun, sociable football games and skills to improve fitness for those who may have previously played and want the chance to kick a ball once again. The sessions will be led by Adam Gibson, community sports coach with the council’s sport, play & arts service. GOOLE AFC LAUNCHES NEW COMMUNITY PARTNERSHIP SCHEME Goole AFC is aiming to bring the local community together by launching a partnership scheme
The Goole AFC Community Partnership Scheme is free to join and is open to any local junior football club, disability football clubs, women’s football, non-football related sport clubs, schools, cub-scout and guide movements and local charities.

The aim of the scheme is to bring together the community of Goole, while at the same time working with your club or organisation to help it flourish and to provide benefits for your players and members.
Schools will also be able to have tours of the stadium and a walk through history of the club.
Benefits of joining the Community Partnership Scheme include; a photoshoot with the chairman or director of the club, a meet and greet with the manager and players after matches and the opportunity to set up a stand and promote your club
Partners will also receive an announcement of your club or organisation over the Tannoy at a game, discounted offers on the use of Goole AFC’s hospitality box, and a chance to get involved with various volunteering roles within the club.
