East Riding of Yorkshire Council launches Covid-19 Local Support Grant The council has launched a discretionary grant scheme to support those most in need with help towards the cost of food, energy, water bills, and other essentials The grant aims to give vulnerable households peace of mind as Covid-19 restrictions are eased by helping those who need it so they can provide food and other essentials. The Covid-19 Local Support Grant is funded from one-off Central Government funding by the Department for Work and Pensions, announced on 20 June, which enables local authorities to provide financial support to those most in need this year. The council has

To help ensure fairness of applications and access to the grant for those who need it, East Riding of Yorkshire Council will implement the Covid-19 Local Support Grant as a discretionary scheme until the one-off funding has been fully utilised. The scheme runs until 30 September this year. Applications will close on Sunday, 5 September, to allow
funds to be fully distributed. The discretionary funding available will not be sufficient to provide support to all residents, therefore the council will target and prioritise support for the following: • To support households who have made a new claim and are in receipt of Universal Credit from 17 April 2021 • To support households who have made a new claim and are in receipt of Council Tax Support from 17 April 2021 • To support households whose income has been impacted by

haviour on motorbikes Humberside Police are receiving regular complaints concerning the anti-social use of off-road bikes and motorbikes. Riding these bikes are, for some, a popular pastime, however, it can result in complaints to the police and council when they are being used in a dangerous, noisy and anti-social way. Off-road motorbikes can only be used if it is on private land and you have the land owner’s permission. It is illegal to ride any motorbike in public open spaces such as parks, play areas and pavements. In law, most off-road motorbikes must be constructed to a specific standard in order to be ridden on a public highway. Most off-road motorbikes do not meet this standard. Offroad motorbikes also need the following if they are to be used on the public highway: • DVLA registration • Road tax • Valid MOT • Fitted with lights • Fitted with registration plates
The rider must also: • Be aged 17 or over (or 16 if the vehicle meets the definition of a moped) • Hold a valid driving licence • Wear suitable safety equipment e.g. helmet If off-road bikes or motorbikes are causing a nuisance in your neighbourhood then call the [olice on 101. Police can stop vehicles which are being used in a careless, inconsiderate manner or being ridden off road and it is likely to cause alarm, distress or annoyance to the public. If after a warning the person continues to offend, police can seize and remove the vehicle. Information that can help police may include: • The name and address of the owner • Where the bike is stored • When and where the bike is being used (e.g. times and routes) • Descriptions of those that use the bike and its make/model/colour #OpYellowfin – tackling motorcycle-related crime and anti-social behaviour.

Goole Town Deal progressing well The gateway stage of the Town Deal process is taking place now its £25million outline offer has been accepted The Board is also exploring additional funding opportunities to meet the £3.7million shortfall from the £28.7million requested alongside an appraisal of some original anticipated costs.
Next, phase two of Goole Town Deal wider public engagement and consultation will begin.
Government conditions offer the option to eliminate projects from the programme, but the Board remains hopeful all 10 interventions will proceed.
Each project (subject to an approved Business Case) will be formally contracted with an organisation to manage and deliver it. This is likely to include organisations such as the Environment Agency, Northern Rail, Goole Town Council, and some departments within East Riding of Yorkshire Council.
The Business Case stage follows Government guidance covering five essential categories: strategic, economic, commercial, financial and management. Work will include rigorous analysis of quality data, value for money assessments, an economic rationale justifying the use of public funds, clearly defined inputs, activities, outputs and anticipated outcomes with appropriate consideration of deliverability, risk and appropriate mitigating action for all 10 projects.
The board recognises Town Deal might seem a long and drawn-out process. It can be likened to a traffic light system - in 2020 it was ‘red’ with funding on the horizon but with no clear certainty of securing it. In 2021, there was a shift to ‘amber’ with a clear funding offer that Goole has access to £25million for the proposals submitted. Providing Goole can pass through this last gateway stage well, the light becomes green and the investments start in 2022 until 2026.
Business Cases completion is required during June 2022 and some projects may commence in 2022.

Friends of West Park ho successful Music In The Park 2021! August Bank Holiday saw a brilliant music event held at West Park, organised by the local group ‘Friends of West Park’ Friends of West Park held a wellsupported Music in the Park a few years ago with support from the canal and River Trust which was a great day out.
FOWP’s main motivation this time around was to bring the community together to offer something positive for Goole after all the difficulties of the past 18 months. Music in the Park successfully went ahead on Sunday 29th August and aimed to present a safe, family friendly event and a much-needed platform for young local performers who had an opportunity to take centre stage. Our Goole had a chat with Georgina Petty, Chair of FOWP, prior to the event to find out more. Georgina said: “The initial challenge was wading through more questions than answers at the first few planning meetings. “It had been so long since the community group last met, so just coordinating a meeting was daunting. How could we make this a Covidsecure event with the small number of helpers we had? A lot of debate centred around how we could persuade enough musicians and volunteers to step up and help. “We were keenly aware many people were still furloughed, anxious, isolating or in limbo with their plans. Plenty of local people still feel like their lives are ‘on pause’. We hope this event will

help reassure and encourage people to reconnect safely with the local community and live music. “Successful funding from Do it For East Yorkshire answered many of our concerns regarding attracting support. It was a lightbulb moment and spurred us on to pull everything together to a tight deadline. “This funding also secured the valuable support of Strange Reality Music’s Chris Miley, West Park Cafe, Green Team, Junction Goole and our FOWP committee, enabling us to press ahead with the day. “I most enjoyed seeing smiling faces, families and friends gathering together again, celebrating Bank Holiday weekend with the park buzzing and everyone enjoying themselves safely. “The relaxed afternoon of music in a much-
loved local space showcased a diverse range of young and established talent with something for everyone, from classic covers to self-penned songs, catchy crowd pleasers, Britpop and soul. The acts included: Offbeat (a four-piece band, School of Rock members), Molly Curtis (solo acoustic, ex School of Rock), The Estates (fivepiece band, FRCA members), Joe Hodgson (solo acoustic, lead singer from Sandra’s Wedding), The 1990s TBC (four-piece 90s’ covers band) and The Soul Collective (six-seven piece soul/funk/ disco covers band). This month, Jobcentre Goole shines the light on AbilityNet, a network of volunteers who offer free computer and technology support to older people and people with disabilities
AbilityNet Digital Support for older people and people with disabilities of any age
Someone may have a problem with a computer virus, need some help installing broadband or be confused about updates or error messages. At AbilityNet, their friendly volunteers are disclosure checked and can assist them by phone or over the internet. Unfortunately, due to the Covid outbreak, they have had to suspend their home visits for now. Volunteers have relevant IT skills and will be able to help with most major computer systems, laptops, tablet devices and smartphones. They can help in all sorts of ways, such as: • Choosing equipment to meet your particular needs; with suggestions on hardware, software and assistive technology Page 30
• Helping install and set up new hardware and software, configuring settings and adjusting accessibility options
consultants they give detailed information on a wide range of assistive technology, services and related organisations.
• Diagnosing problems, malfunctions, viruses, error messages and explaining software update requests
Many give a step-by-step guide to help you set up your computer and software (assistive technology) to meet your individual requirements.
• Improving confidence and ability with technology to ensure all the benefits of the digital world can be experienced • Guidance on how to shop online, make video calls to friends, play music and use other entertainment services AbilityNet also has factsheets which are free to download and provide advice and information about how computers and other digital technologies can help people with a range of conditions and impairments.
