N EW SO U T H WALES Over the next six years, the opportunities for work in the building and construction industry in New South Wales will signiﬁcantly increase. The latest State budget focuses on signiﬁcant investment in the industry and economic forecasters suggest that New South Wales is fast becoming the powerhouse of the Australian economy. The industry will, however, feel the impact of many reviews, legislative changes, and government recommendations from various industry inquiries. Recently, the state government announced an inquiry into the operation of home warranty insurance. This is a welcome opportunity to deal with concerns impacting not only on the ability of builders to grow their businesses, but also seriously restricting the entry of young people into the industry. And while recent changes to the Home Building Act have been a long time coming, they are an integral part of addressing a number of issues for those constructing homes. Meanwhile, in the commercial sector, the building unions have issued their latest pattern enterprise bargain agreement, a new Federal Building code of practice is awaiting parliamentary debate, and a Royal Commission is once again looking into our industry. Proposed changes to strata law are currently under consultation and new planning laws are still awaiting further discussion. Many thousands of tradespeople are also entering retirement in the coming years, further impacting the industry. Historically, this has been balanced through the apprenticeship system; however, at the current rate it will not satisfy the retirement rate, thus leaving a major shortage in the future. It is critical that the industry embraces the engagement of apprentices to make our industry the first choice of career for young Australians. It is therefore encouraging to see a greater number of young builders coming through and being acknowledged for excellence by their peers as part of this year’s Newcastle Excellence in Building Awards. The Newcastle Excellence in Building Awards is a celebration and acknowledgement of excellence in the Hunter region. This year the industry has yet again produced magnificent quality and an exceptional level of detail in all sectors of the industry. On behalf of the Master Builders Association of NSW I congratulate all the entrants and winners of the Excellence in Building Awards for 2014. N EW CAST LE As my term as President of Newcastle Master Builders comes to a close, I must say it has been truly an honour to represent the Association for the past two years. 2014 in particular has been a challenging time within the building and construction industry but, as we know, with every challenge comes an opportunity to create something truly inspirational. Itâ&#x20AC;&#x2122;s the ability to overcome these challenges and deliver the impossible that makes our industry so great. It is also pleasing to see more young people joining the industry, celebrated by the Apprentice of the Year and Young Builder of the Year Awards. They are also achieving success in various other categories and on significant projects. From the managers, to the tradespeople, and everyone in between, teamwork is vital in creating successful outcomes. Behind each remarkable award-winning project is a dedicated team who made it happen. The Master Builders in the Hunter Region are no different and everyone involved deserves to be congratulated. Each year the Master Builders award winners raise the bar and motivate others to pursue excellence. All the projects showcased are a testament to this. The winners have demonstrated the high calibre of people we have in our industry today. I want to thank our corporate sponsors. Without your support, these awards would not possible. N EW CAST LE The past few years have been a challenging time for the building and construction industry, with economic uncertainty being the major factor in the delay of investment and development. Despite this, Newcastle is still performing strongly. The region is continuing to expand and the Hunter Regional Strategy calls for 90,000 new residential dwellings over the next 30 years to cater for 160,000 new residents. Investment in the CBD is strong, with the new Law Court currently under construction in Hunter Street and work on the University of Newcastle Business and Law School Inner City Campus commencing soon. The Heavy Rail Line is being removed, while the renewal of the Newcastle Mall and the expansion of Newcastle Airport provides a positive economic outlook for the region. This year, the Newcastle Excellence in Building Awards have once again produced exceptional examples of traditional building skills combined with innovative designs and building practices throughout the Hunter Valley. In addition to celebrating excellence in building construction, we also farewell Simon Webber as President of the Newcastle Master Builders Association. I would personally like to thank Simon for his dedication and commitment during his presidency. He has been instrumental in raising funds for various charities via the Newcastle MBA Charity Ball since 2010. During this period, the Ball raised over $136,000 for medical research and children’s disabilities. It is a great honour to be appointed President of the Newcastle Master Builders Association and I am proud to accept this position so that I might continue Simon’s great work. The 440 sq metre area of the work zone was stripped out including old masonry partitions, and the various floor toppings used during the original fit-out. Demolition materials were manually handled because the works area was within the interior plan of the building, with dust management protocols including containment wrapping of trolleys for transits through the operating hospital and public areas and moist wiping of container surfaces with sanitising wipes. Internal fitout, floor linings and covings, joinery and ceiling features to EJE Architectureâ&#x20AC;&#x2122;s design specifications were all completed to high standard.

The roofline, with an existing 12 metre ridge has been extended, cleverly using existing and new tiles, to include new staff facilities and administration. The old fretting mortar joints to the brickwork were repointed, and where new openings and new lintels have been introduced, the old bricks were removed, hand cleaned and then relayed to seamlessly blend the old and new.

Restoration of a Historic Building

Kingston Building Australia Pty Ltd Phone 0405 422 114 Project Maitland Courthouse Roof Replacement and Maintenance, Maitland Possibly one of Maitlandâ&#x20AC;&#x2122;s most well known 1895 heritage listed buildings was overdue for a roof refurbishment. Works required the replacement of the slate roof, hand-moulded 3mm lead flashings selected for heritage reasons, and to carry out internal restoration works to limited walls and ceilings, including the highly detailed traditional style of the main court house ceiling. The works were complicated by working around court sitting dates, and above the occupied site, with operating staff working with no noise disturbance restraints during the times that the court was in sitting. This resulted in a disjointed works program, occasionally being rescheduled at short notice due to the needs of the Registrar.

Several different building materials have been incorporated including the external plywood, polished concrete floors, porcelain tiles and large glass tilt-panel walls overlooking the waterfront. These have all been well finished with attention to detail and transition between materials and components. With the floor finishes in particular, the project promises to perform well in a relatively harsh environment.

Site constraints included working within a World Heritage listed environment, on land owned by the Worimi people. Mixed materials and methods were used, including off-form scalloped finish known as â&#x20AC;&#x153;reckliâ&#x20AC;? to precast panels, high quality off-form finish to all exposed site concrete, and polished concrete floors in the restaurant. Acoustic timber panels and curved bulkheads were used in the restaurant, and hard-wearing durable finishes throughout the clubhouse and site facilities.

There is extensive use of the Oregon slats along with Tasmanian Oak doors and Tasmanian Oak acoustic veneered panels with a lime wash finish. The very tight programme was further challenged due to restricted entry and the difficulties procuring specialist materials and trades, leading into the shut-down Christmas period.

The showroom boasts a two-storey expressed steel portal frame, large over-sailing skillion roof, glass curtain wall and pre-finished metal cladding. The workshop building displays a steel framed, metal clad shed structure with extensive hard stand driveways and parking areas. The design and construct solution was successfully completed to a high standard, despite time and cost restraints.

Kingston Building Australia Pty Ltd Phone 0405 422 114 Project Tomago Rod and Conductor Manufacturing, Tomago Architect/Designer EJE Architecture This project required construction of two industrial purpose built buildings for the Midal Cables International manufacturing facility, with a construction period of 40 weeks. Kingston also assisted the client with modified planning from the outset, including doubling the capacity of the plant at commencement of construction, coordinating detailed intricate foundation shapes for the clientâ&#x20AC;&#x2122;s equipment which was overseas, and not available to check for measurements, and staging completion of roof structures to allow later craning equipment when delivered from overseas. Kingstonâ&#x20AC;&#x2122;s site modifications include substituting screwed piers in lieu of bored piers for quicker construction in the water charged grounds of the Tomago Sandbeds, and also to assist in resisting hydrostatic uplift.

Gongues Constructions Pty Ltd Phone 0408 005 244 Project Ausgrid Metford Zone Substation, Metford Architect/Designer Schreiber Hamilton Architects The new Metford Substation consists of two buildings with basements housing electrical switch equipment controls including numerous conduits, cable trays and cables. The main feature of the buildings is the roof structure, which covers the roof and flows down the vertical wall panels back into the structure. The sheets feature different colours aligning with the symmetry of the louvres and explosion vents. An active approach was taken regarding the treatment and handling of asbestos from the old site. Due to problems in ground conditions and a proactive approach, these issues were overcome without affecting the aggressive programme. The standard of concrete finish and workmanship is exceptional.

Structural features include vertical and horizontal louvres for sun shading, the addition of top level stairwells, structural slabs to enable further expansion without impost of partial demolition, and a central courtyard which allows greater access to natural light than a fully used site would enable. Simple but effective energy management has been incorporated, including the use of more commonly available LED lighting and water usage minimised by using 6.1 star instantaneous hot water units, and recycling roof water into the toilet systems.

Coastal Construction and Building Pty Ltd Phone 0404 822 101 Project Wollemia Urology Centre, North Gosford Architect/Designer LAW Building Design - Louise Williams This project involved construction of new medical consulting rooms on a small sloping site, with small-scale earthworks and block and timber retaining walls, enabling staff and visitor parking to be separated. The builder provided a high degree of workmanship to internal and external finishes, internal joinery and feature walls. Wall cladding included a combination of stone-faced walls and Alucobond. Natural subfloor ventilation was augmented by a low energy mechanical system to address physical site limitations arising, due to the cut and fill required and avoiding overexcavation costs. The waiting rooms encompass a curved shaped ceiling in the form of an eye in different colours to differentiate the areas. Site access was limited to the existing footprint, and construction sequences were managed around internal propping and staging of the works. Structural details include stairwells, load capacity of the current roof slab, and service terminations at the roof level to facilitate easy use of future extension in height. The rear fire stair was also upgraded moderately, incorporating economic security measures to allow staff, but not public, use. The central courtyard presents an orderly finished multifunction area suitable for staff and client functions.
