Welcome planning reforms THE EXPERT PANEL on Planning Reform chaired by Brian Hayes, QC, has presented a comprehensive review of the planning system that calls for a generational review of the planning system to modernise and simplify it, reducing red tape and to stimulate economic growth in South Australia. The Master Builders submission to the review, which is available on the web site, supported Mr Hayes’ findings in calling for structural reform to modernise our often cumbersome and obstructive planning system. The Association congratulates Deputy Premier and Minister for Planning John Rau in having the courage to respond to the call from developers, the industry and the general public to review a confusing set of rules that are often interpreted disparately from one council to the next. It is time that in a small, regional market of South Australia that there is one set of rules that are interpreted consistently and uniformly to remove uncertainty and reduce the risk and cost to investment and development. Mr Hayes’ expert panel has recommended 27 reforms to modernise the planning system and naturally there will be opposition to these reforms from some local residents, councils and also from some developers who the report calls on to fund infrastructure, maintain open green spaces and Adelaide’s heritage and beauty. The off-set to developers is a simpler set of rules, a level playing field, reduction in red tape and consistent interpretation of rules that will encourage development and limit costs. The recommendations acknowledge the need for more meaningful engagement with the community and call for a charter of citizen participation where residents can be informed and involved from the initial planning stages. The review recognises that there will always be an anti-development lobby lead by the not in my back yard proponents but seeks to formalise a process where these attitudes can be voiced. A new planning system needs to reduce red tape, eliminate layers of repetition and overly bureaucratic processes whilst stimulating growth and investment. The panel proposes two major initiatives in the establishment of a State Planning Commission, where the agency reports

to Cabinet and the establishment of regional planning authorities to replace the myriad of local governments’ development assessment panels and their individual development plans. The aim of the suggestions is to separate vision, leadership and direction and long-term strategy from operational matters of development assessment.

A brief snap shot of the most salient recommendations include: • • • • • •

Establishing the State Planning Commission Create eight high level Regional Planning Boards Establish a single framework for State planning direction Consistent State wide planning rules Pathway for toward professional application assessment Fast track and make more transparent major infrastructure developments • Online development application system The full 27 recommendations are available for review and comment, which I encourage members to respond through the Master Builders. The expert panel certainly looks to direct planning from a local government process to a whole of State process where Parliament has a more effective role in the planning process. The Association will continue to work with Minister Rau in seeking to modernise and reform an antiquated process to deliver a more effective, efficient, productive system that ensures consistency, equality and supports our State’s economic growth.

Bright future for Master Builders in South Australia I WAS DELIGHTED to host Premier Jay Weatherill, who presented the major awards at our 23rd annual Master Builders Building Excellence Awards. The Premier presented his vision for South Australia to over 900 members and guests and acknowledged the Awards as an industry showcase event. The Awards provide us the opportunity to recognise and celebrate some of our world-class building and construction projects that members of the Master Builders Association have proudly entered to be judged by an independent panel of industry experts. I am honoured to be President of the Master Builders Association and there is no doubt that 2014 has been another challenging year for the industry and Association. Under the leadership of CEO John Stokes, the Association continues to work with the South Australian Government to bring about reforms for the betterment of all. We strive to support our members with industry-specific solutions to assist them in guiding their businesses through the current market challenges. Building and construction remains one of the nation’s most important industries and Master Builders members continue to build our homes, hospitals, education facilities, offices, civil infrastructure and community buildings and places. As a result, the South Australian building and construction industry remains an important economic driver and indicator of the wellbeing of our community. Through ongoing industry-wide training initiatives and various apprenticeship training programmes and schemes, the Master Builders Association will continue to be a leader in innovation and development strategies to face future challenges and create ongoing opportunities for an array of South Australians. The building and construction industry is often used to measure economic wellbeing and there is no better time than now to build; both for developers and consumers. Interest rates remain historically low, which is a precursor for increasing property value and subsequent capital growth.

Th is, coupled with our State Government’s plan to create one of the world’s greatest small cities through “The Big Build,” will ensure that unprecedented investment will continue to be made in our State’s infrastructure, our iconic health, entertainment and sustainable transport projects. It’s the ongoing future development of these projects that will ensure Adelaide is recognised as a vibrant city with world-class facilities. It is the members of the Master Builders Association who have, for over 130 years, constructed our buildings and our homes and will continue to do so well into the future. It is the energy, skill, knowledge and talent of our members that will continue to support the development and progress of South Australia. Local jobs focus

when awarding government contracts THE NUMBER of South Australian jobs that could be created through awarding a government contract to a local company is now considered when evaluating tenders, following State Government reforms which came into effect this month. From July 1, an employment test now applies for all Government contracts between $22,000 and up to $4 million in metropolitan Adelaide and between $22,000 and $1 million in regional South Australia. This requires agencies to first determine whether the goods and/or services are available within the State or region and then, as part of the tender evaluation, consider the number of South Australian jobs that could be created through awarding the contract to a local company. The State Government has taken steps to ensure the power of its procurement drives greater employment creation and supports local jobs and innovation.

AS ANNOUNCED by CEO John Stokes, Mark Lukowicz took up his new position as Director of Commercial Services on 22 September. Mark joins the Masters Builders from his prior position as Corporate Sales Manager for the Adelaide Oval Stadium Management Authority. His previous experience included management positions with the South Australian National Football League and with the Australian Radio Network. A renowned sportsman, Mark captained the Australian under 21 volleyball team and represented Australia at the World Championships. Mark’s responsibilities at Master Builders are management of the Marketing, Membership and Insurance Departments. The Association is glad to have Mark in this position. He is eager to meet the members and to ensure the continued provision of our high quality portfolio of services and products.

While price is one factor in ensuring Government receives value for money from its procurement, successful contracts should also support local employment and investment. In addition, when evaluating tenders for larger contracts, a greater weighting is now given for local jobs, investment and supply-chain opportunities. From July 1, for contracts between $220,000 and up to $4 million in metropolitan Adelaide and up to $1 million in regional South Australia, a minimum weighting of 5 per cent now applies for local jobs, investment and supply-chain opportunities, with the option to lift the weighting based on the merit of the proposal. For contracts worth $4 million or more in metropolitan Adelaide in key economic areas of heavy civil engineering construction, professional, scientific and technical services, non-residential building construction and electrical equipment manufacturing, this weighting will be a minimum of 10 per cent. Industry Participation Advocate Ian Nightingale said procurement and contracting enable the Government to play an important role in stimulating the economy and creating jobs in the private sector. “I want agencies to treat local business as their partners in driving economic development and that is why I am asking all agency staff to make themselves aware of these important changes,” Mr Nightingale said. The reforms complement the recently launched Tender Ready project between the State Government and Business SA, aimed at making sure more small businesses are successful in winning Government contracts.

JOHN RAU, Deputy Premier and Minister for Planning

Billions of dollars

of projects in the pipeline for CBD APPLICATIONS for 65 potential projects for the CBD to the estimated value of about $3 billion have been received and 32 new projects totalling $1 billion have been approved since planning reforms introduced in March 2012. The changes to the planning system have unlocked the development potential for private investors in the city. These reforms were introduced to break down some of the barriers for development in our city. The City of Adelaide is open for business and I want to hear from businesses if there are any roadblocks slowing them down. Along with increased application and approvals, assessment timeframes have also been reduced on average by 58 per cent. We need to work with private investors and support them to invest. These projects have the potential to create thousands of new jobs. The rejuvenation of the iconic old Westpac Building at 2 King William Street, so close to the new Adelaide Oval, is a great example of the positive way Government can work with industry to help facilitate investment. The Government has invested over $9 billion in capital projects supporting local industries, which has driven private investors to begin their own projects. More than 30 projects are approved and ready to begin and currently we have nine projects under construction with an estimated value of $182 million. These figures show a renewed interest from the development industry to invest within inner metropolitan Adelaide since the government introduced planning reforms. I have also launched a new interactive Adelaide investment website (www.dpti.sa.gov.au/planning/adelaide_investment) to keep the public and development industry informed about investments in the City of Adelaide. The new website provides an online avenue to keep the public and development industry informed about projects that have been approved and are under construction in the city. It also details small licensed venue approvals since the introduction of the new licence category within the City and Planning and Development Fund investments, as well as providing an avenue to communicate a range of city investments. It includes an interactive city map which details approved, under construction and completed projects. The Development Assessment Commission approved four significant city projects in July:

North Terrace, opposite the art gallery, museum and university. The proponent (Catcon) and design team (GHD Woodhead) have worked hard at retaining the important heritage fabric of the building, while also ensuring compliance with modern building codes and safety standards. The proposal brings a once proud building back into economic life after a decade of underuse, and offers a mix of retail, office and high-end residential apartments. • 138 South Terrace, Adelaide is the first development on South Terrace to be approved under the new city planning policy and provides ground floor office with high end residential above. The proposal designed by JPE Design Studio draws inspiration from the Adelaide Parklands and brings more vibrancy and activity to this important location. • 200 East Terrace, Adelaide provides for the redevelopment of a ‘Catalyst Site’ on the eastern fringe of the city, comprising a carefully designed residential apartment complex. Catalyst Site provisions enable a qualitative assessment that considers development within its contextual setting, while realising opportunities to positively transform a locality and increase the residential population of the city. The proposal, designed for Global Intertrade by Architects Ink, has gone through a number of design iterations aimed at improving the overall design quality of the building, while also carefully managing its interface with neighbouring low rise development. • 2 Stephens Place, Adelaide – Queen Adelaide Club is a ladies residential club, which has been in existence at its Stephens Place home since 1909. The design team, Brown Falconer, have designed a high-rise glazed tower above the existing two storey local heritage listed Queen Adelaide Club building. While some demolition works are proposed, the cultural heritage of the club and its presence in this location was of particular importance. The development proposes high-end retail, new club facilities and apartments. The apartments are proposed under the Retirement Villages Act 1987, allowing the club to maintain ownership, and provide enhanced opportunities for resident members to access the club’s numerous support services. Each of the four projects went through the Department of Planning, Transport and Infrastructure’s (DPTI) pre-lodgement and design review process, which is a collaborative approach where proponents work closely with State government professionals in planning and architecture as well as staff from Adelaide City Council.

Senate must seize chance to back sensible IR reform THE PASSING OF the Government’s Fair Work Amendment Bill through the House of Representatives gives the Senate the opportunity to demonstrate that it is in support of sensible and balanced industrial relations reforms that will help boost economic and jobs growth. Master Builders urges the cross bench Senators to seize this chance to back the bill’s balanced productivity reforms which for the building and construction industry means it can increase its productivity and create jobs. The bill is a positive step in returning the industrial relations system to the sensible centre and includes reforms recommended by the previous Labor Government’s Fair Work Review Panel. Particularly important are

Vale Mike Hall IT IS WITH deepest sympathy that the President of the Master Builders acknowledges the passing of Michael Jeremy Hall on the 30th August 2014 aged 60 years. On behalf of all members and staff the Association extends sympathies to Mike’s wife Bernadette, their children William and Stephanie, his mother Hetty, extended family and friends. Mike was a respected industry leader who was always ready to engage people, generously sharing his knowledge and wisdom with a cheeky, infectious smile. Mike’s family was originally from Rochester

proposed changes to right of entry provisions to end abuse by building union officials who use right of entry as an illegitimate industrial weapon and brutal exercise in power. Claims by union officials that right of entry abuses are justified on safety grounds have been thoroughly discredited. Safety is paramount for contractors and workers on construction sites. However, union officials continue to debase the importance of safety by using it as an industrial weapon. Master Builders also supports reforms to Greenfields Agreements to curtail the ability of building unions to drive up costs and hold up the delivery of vital community infrastructure projects. Why should the community have to pay more for less hospital beds and classrooms because of the union’s unjustified and unlawful behaviours on construction sites? The Fair Work Amendment Bill does not constitute a return to WorkChoices but instead introduces common sense changes, which will improve the productivity and job creating capacity of the construction industry and the broader economy. Master Builders urges the Senate, particularly the cross bench Senators to support this bill when it comes before them.

in northern Victoria close to the Murray River, an area that was close to his heart and the destination for many of his family’s holidays. Mike was member of the Master Builders Technical and Housing Committees for many years and was always sought out for his intelligent and wise counsel. For many years Mike was the Construction Manager for A V Jennings after being promoted from Supervisor and late in his career he served as Construction Manager for Dechellis Homes. He was a true Master Builder, always making sure that his projects were to the highest standard and making sure that his clients were delighted with the homes that he built. The industry knew Mike as a housing builder with expert technical knowledge and a drive to be the best that he could be ensuring the homes he built were exceptional. Mike was respected and admired by the sub-contractors he engaged ,who had utmost respect for his professional standards, advice, loyalty and fairness. It is a tribute to Mike that, with his family, many industry leaders attended his farewell as a celebration of a life, unfortunately finished far too soon, but a life fi lled with love for his family, generosity and giving. Mike made a significant contribution to the South Australian housing industry for many decades regarded as a revered leader for his guidance, direction, mentoring and his often wry smile when solving difficult problems. He will be missed greatly by all who knew him.

New CE for Renewal SA A NEW CHIEF Executive has been appointed to Renewal SA. John Hanlon, former Deputy Chief Executive of Department of Planning Transport and Infrastructure, was named to the role yesterday. Mr Hanlon has a wealth of experience in the public service, specifically in the area of planning and he is widely known and respected in the industry. I believe he will bring significant skills to Renewal SA and this will assist them to continue their work into the future. I am confident Renewal SA will deliver on its promise to be a driver of economic activity in our state. Arrangements have already been made for Mr Hanlon to start in the role immediately. I would like to thank Trudi Meakins, who has been acting in this position for the last few months following the retirement of former Chief Executive Fred Hansen. With Mr Hanlon taking over, I am looking forward to working with him and Renewal SA staff to deliver on this agency’s charter. He has been instrumental in delivering on the Government’s vibrant city agenda. He has been heading up the Premier’s Vibrant City task force that has given rise to a number of changes to the city, including small bar licencing arrangements, establishment of the entrepreneurial hub and the activation programs for the riverbank precinct. He has also implemented significant planning reforms over the last two years, which have been the most significant reforms to the system in over 20 years. These reforms are leading to major urban renewal projects occurring around the state. Mr Hanlon will be bringing this experience to his new role in Renewal SA to build on this strong foundation.

announced as new Chief Executive of DPTI MICHAEL DEEGAN, the former Chief Executive Officer of Infrastructure Australia, has been appointed as Chief Executive of the Department of Planning, Transport and Infrastructure. He was instrumental in identifying and delivering Australia's infrastructure needs as National Infrastructure Coordinator. I’m very pleased to appoint someone of Mr Deegan’s experience and impressive background to this role. He has a long and extensive track record of major infrastructure delivery and public transport services improvements and will continue the State’s infrastructure build. Prior to joining Infrastructure Australia, Mr Deegan worked as Chairman of the National Transport Commission, Director-General of the NSW Department of Transport, Senior Executive at the Sydney Olympics and the Deputy Secretary of the Victorian Department of Premier and Cabinet. His appointment would continue this Government’s agenda of Building South Australia’s roads and transport infrastructure, including the new O-Bahn Tunnel, Torrens to Torrens and Darlington upgrades and Gawler line electrification. FMG appoints a leader of substance HIGHLY RESPECTED leader Matthew Loftes has been appointed the new Chief Executive Officer of FMG Engineering. Matthew has been chosen by FMG’s Board to guide the business’ future strategic growth and development. It tells you a lot about a person’s commitment and genuine community spirit who takes annual leave and pays to ride 1,000 kilometres over seven days for charity. Asked what he will bring to his new role as CEO, Matthew commented, “I initiated a 'warts and all' client review which confirmed FMG's quality and integrity with a fine reputation developed over 40 years. However, it highlighted key areas in which we can improve and this has become a priority. Union right of entry abuse demands reform WILHELM HARNISCH, Chief Executive Officer

MASTER BUILDERS AUSTRALIA has called for urgent reforms to stop the abuse of right of entry laws. The proposed reforms are set out in Master Builder’s submission to Safe Work Australia ahead of the national safety regulator’s review of model workplace health and safety (WHS) laws. Master Builders is concerned that building unions are undermining the improving safety culture of the construction industry by abusing right of entry on spurious safety grounds. Evidence emerging from Fair Work Building and Construction (FWBC) investigations and testimony before the Royal Commission into Trade Union Governance and Corruption indicates that building union officials are using contrived safety concerns to gain access to construction sites in pursuit of industrial agendas unrelated to safety. The increasing industrial thuggery of building union officials is disqualifying them from gaining right of entry permits from the Fair Work Commission (FWC) because they will fail even the current, inadequate fit and proper person test. Master Builders is concerned that union officials without valid right of entry permits issued by the FWC are hijacking WHS right of entry to overcome federal workplace laws to campaign on issues that in reality have nothing to do with safety.

Safety is paramount and must not be undermined by the hijacking of workplace safety by building unions in pursuit of unrelated industrial agendas. Master Builders has made fourteen recommendations for changes to the WHS laws to ensure right of entry operates fairly. For example, union officials exercising right of entry powers for WHS reasons should also be required to hold approved nationally recognised WHS qualifications under the Australian Qualifications Framework System such as Certificate IV in Workplace Health and Safety. Master Builders also recommends that model WHS laws should be amended in all jurisdictions to require all WHS right of entry permit holders to give at least 24 hours notice before entering a worksite to inquire into a suspected safety breach. The experience in Queensland where this reform was introduced earlier this year has helped to curb abuse of WHS right of entry by unions. Safe Work Australia’s Work-Related Traumatic Fatalities, Australia 2014 Report shows significant safety improvements have been achieved in the construction industry. These important gains and the safety of workers and contractors should not be compromised by union officials using safety as an industrial weapon.

Updated cost plus building contract launched A NEW AUSTRALIAN Building and Construction industry (ABIC) form of contract has been launched in July by Master Builders Australia and the Australian Institute of Architects. The cost plus contract for commercial use replaces an outmoded contract (FFC/cost plus). The new contract merges the two forms of cost plus commonly used: the commission contract where the contractor is paid the cost of the work plus a margin or a percentage of the cost of doing the work and a fi xed fee contract where the contractor is paid a fi xed fee as well as the cost of doing the work. Both of these options are catered for in the one form.

The fi xed fee can be increased where there is a change to the works. Cost plus contracts are used where at the commencement of the works the cost of the works and the date for completion is not certain, for example, for heritage buildings that are to be restored but where the lack of documents about the nature of the structure can only be confirmed as work progresses. The contract can be ordered by contacting the Master Builders Insurance and Contracts Department.

Suntrix founder Jenny Paradiso named South Australia’s top entrepreneur in emerging industries THE FOUNDER of Adelaide-based renewable energy company Suntrix, Jenny Paradiso, has been named South Australia’s top entrepreneur in the Emerging Industries category. Accounting firm Ernst & Young unveiled its regional winners for their annual Entrepreneur of the Year awards, a respected honour that sees national finalists compete in Monaca every year. Ms Paradiso said the award was a tremendous honour and an amazing surprise. “We created Suntrix because we wanted to provide clear answers for consumers and businesses looking for renewable energy, and that has driven our business for the last five years,” she said. “When you are named a finalist in Ernst & Young’s Entrepreneur of the Year Awards, you suddenly realise how many good business people we produce in South Australia, each thinking innovatively to build something new. I HAVE been working with Tim Hilton Constructions for a few years in a wide range of areas, including domestic renovations, decks and pergolas, as well as commercial carpentry for Kennett Builders. I began an apprenticeship in carpentry with the Master Builders Group Training Scheme in 2012 with Lyndon Mills as my field officer. The skills and knowledge I’ve gained from my host employer Tim Hilton, combined with the training at North East Vocational College have been invaluable for me to develop my career in the construction industry. I’d like to thank Keith Jasper, Lyndon Mills, Tim Hilton and NEVC, and would recommend the MBGTS to anyone thinking of starting a mature aged apprenticeship.

New apprenticeship support benefits builders MASTER BUILDERS Australia welcomes the Government’s Australian Apprenticeships Support Network focus on delivering outcomes for employers and apprentices and reducing red tape and paperwork compliance. The Government’s initiative will be a positive for the building and construction industry to help boost the recruitment and retention of apprentices. The announcement is well timed, coming at a crossroads for vocational training reform in the building and construction industry. Just as youth unemployment has been rising, apprenticeship numbers in the building and construction industry have continued to decline, resulting in the number of apprentices currently in training being less than half what is needed for the industry’s ongoing skilled workforce requirements. Master Builders has been calling for a sustainable apprenticeship model that better meets the needs of young people and the industry; the Australian Apprenticeships Support Network is an important step in this right direction. Master Builders particularly welcomes the principles that have shaped the network, making it more relevant to jobs seekers, appren-

tices and employers. We welcome the one-stop-shop that the network will provide for employers looking to take on an apprentice. By the network taking on the administration of an apprenticeship, the Government will slash red tape and deliver employers with a more efficient and user-friendly system. The delivery of personalised mentoring and support to apprentices will also be greatly valued. This dedicated mentoring, advice and support for apprentices will be a strong feature of the network and is welcomed by builders. Master Builders Construction Apprentice Mentoring Scheme (CAMS) has demonstrated the effectiveness of mentoring in boosting apprenticeship completion rates. By connecting apprentices and employers through targeted job matching, the network will help ensure a higher proportion of building trade apprentices are motivated to complete their qualification and go on to a rewarding career in the industry. Master Builders also welcomes the linking of employer incentives programs and the Trade Support Loans Scheme through the Australian Apprenticeships Support Network.

people and builders in regional communities THE VOICE OF the nation’s building and construction industry welcomes the Government’s commitment to investing in jobs new in regional Australia. The Training for Employment Scholarship and Youth Pathways programs will be a welcome boost for young people and building industry employers in regional communities. The building and construction industry is the largest trainer of trade apprentices and the nation’s third largest employer, and the Training for Employment Scholarship and Youth Pathways programs will fill a much needed gap in the regions. The Youth Employment Pathways program will complement the scholarship scheme by helping young people to first identify and then take the first the step toward a rewarding career and completing secondary education or vocational skills training. Together, the Government’s new initiatives will boost regional building businesses by supporting them to invest in the future workforce locally and the community will benefit by being able to retain young people in their region who have the skills to build their future homes and community facilities.

Industry upbeat on forecast outlook MASTER BUILDERS remains confident that prospects for the building industry will remain positive despite the slight 1.2 per cent seasonally adjusted fall in the ABS construction work done data for the June quarter. The easing in engineering construction forecast by Master Builders Building and Construction Industry Forecast was confirmed by the 3.1 per cent seasonally adjusted fall in June. However, this was largely offset by building work done in residential building and commercial construction which rose 1.5 per cent seasonally adjusted in the same period.

House building was particularly strong up 2.2 per cent seasonally adjusted in June following a 7.3 per cent seasonally adjusted rise in May 2014. Through the year to June, the volume of construction work done was down by 0.6 per cent, a picture painted by residential building being up 9.6 per cent, non-residential building up 2.9 per cent and engineering construction down 5.6 per cent. Building work done was up strongly in New South Wales, Victoria and South Australia, with two consecutive quarters of strong growth in residential building boosted by construction of new housing.

buying their own homes sooner with HomeStart MORE THAN 65,000 South Australians have something to celebrate in September as HomeStart Finance marks its 25th birthday. That’s how many people have been helped into home ownership since the State Government set up the innovative home lender in 1989. Many people may not realise that anyone can make the step into home ownership sooner by using HomeStart. It has developed the well-deserved reputation of helping people who might not otherwise be able to afford their own home, such as migrants, single parents and graduates. But in fact, anyone can apply for a HomeStart loan to get a foot in the door and in a short time switch their mortgage to a mainstream lender. HomeStart has been a South Australian success story and has made an important contribution to the State’s residential property market. Most importantly, they’ve helped 65,000 South Australians buy their own home. It’s estimated that about 80 per cent of HomeStart’s customers would not have been able to get a loan from a mainstream lender when they bought their home. weakest four-year period since the 1990’s recession BIS Shrapnel report

• Mining investment boom has peaked – next structural change at least a year away • With housing recovery entrenched, the next stage is for a recovery in non-mining business investment, but this is being delayed by the stubbornly high dollar • Not enough non-mining investment growth to offset falling mining investment over next four years Australia’s economy will experience historically tough times over the next few years, says leading industry analyst and economic forecaster, BIS Shrapnel. This is the key message from BIS Shrapnel’s Long Term Forecast 2014-2029 report and the company’s forthcoming Business Forecasting Conferences in September. According to the report, domestic demand (i.e. local consumption and investment expenditure) will experience its weakest four-year period since the early 1990s recession, averaging only two per cent per annum to 2017/18. While total output or GDP will average three per cent annually thanks to strong mining production and exports, with net exports contributing around one per cent to annual output growth on average, employment growth will act to stymie domestic demand. “Employment growth will be soft,” warned Richard Robinson, senior economist at BIS Shrapnel. “We expect that only 668,000 jobs will be created over these next four years. It’s little better than the last four years, and it will hardly make a dent in unemployment numbers.”

Slow and difficult transition back to a balanced economy “It will be a slow and difficult transition from an economy driven by the huge resources construction boom, which largely underwrote our solid economic performance over the last decade,” said Robinson. “At the same time, the high dollar undermined the competitiveness of domestic tradeexposed industry, inducing structural change as we tilted the economy towards servicing high levels of mining investment – or, put another way, as we ‘made room’ for the resources investment boom.”

This boom has now peaked, and its decline over the next four years will be a major negative to growth, somewhat offset by increased mining output and exports flowing from that boom. “We are looking for the next growth drivers to come through and take over from mining investment,” said Robinson, “but we think the next set of drivers will be slow to come through. The rebalancing, the dismantling of the capacity to service high levels of minerals investment and redeploying resources to the non-mining sectors, and hence the reversing of high Australian dollar-induced structural change to more broadly-based growth, will take time.”

Stubbornly high dollar is the major roadblock to pickup in growth The critical spark needed to trigger the next structural shift back towards balanced growth will again be the currency. What’s required is a significant decline in the dollar. BIS Shrapnel believes that the dollar is reasonably valued from the point of view of competitive domestic trade-exposed industry when it is valued at around US 75 cents. But the company warns that it may take years for the value to drop. “Our forecast is that the dollar will decline, but that it will take three to four years to get below US 80 cents,” said Robinson. “The sooner the better, but Australia is too popular as an investment destination for its own good.” BIS Shrapnel’s fear is that the dollar will remain too high for some time, undermining the strength of recovery in non-mining business investment and delaying the next phase of growth.

The next structural shift will come, but that is still 12 to 18 months away GDP growth will slow over the next 12 to 18 months and remain stuck in a 2.5 per cent to three per cent band – well below its potential growth rate of 3.25 per cent – with the stubbornly high dollar providing a major roadblock to reversing the process of structural change away from declining mining investment to more broadly based growth, according to BIS Shrapnel forecasts. “There were some signs of a pickup in non-mining business investment in the latest ABS capex surveys but these industries are coming off the bottom of the cycle after the post-GFC collapse,” said Robinson. Ever since the GFC hit, non-mining business enterprises have been facing weak demand, weak profits and weak confidence. Even the stronger ones have been cutting costs, preserving cash and deferring investment and hiring. Investment in these industries has been struggling to pick up from cyclical troughs, with only some pockets of growth and deferred spending evident in the last capital expenditure survey. “We expect a similar pattern in the next survey, to be released this week,” said Robinson. It will be tightening capacity as the dollar gradually falls and improved confidence that drives a recovery in non-mining business investment. “But that, we believe, is at least 12 to 18 months away,” said Robinson. Meanwhile, public investment has been falling and continues to fall as governments focus on budgets. BIS Shrapnel expects another year or so of declining activity before the next round of projects boosts activity. At the same time, the government expects the fiscal contraction from their budget to detract around 0.5 per cent from GDP in each of the next four years. Furthermore, the public reaction to the Abbott Government’s first budget has also impacted on consumer confidence, with muted household spending likely to further delay non-mining business investment. Nevertheless, most of the budget measures have passed, and although there is still ongoing wrangling in the Senate over some remaining measures, recent business confidence surveys indicate an improvement in business sentiment.

In the interim, exports and housing will be key drivers of growth

Put simply, there will not be enough non-mining investment to replace the loss of mining investment over the next four years. While GDP growth will look good, boosted by minerals production, the labour market will remain weak in the near-term. Loss of jobs associated with mining investment will keep employment growth subdued. Hence, BIS Shrapnel expects interest rates to remain at current low levels over 2014/15, with only modest rate rises in this next cycle. Households have built up a considerable savings buffer after several years of high savings rates. While household income growth is now softening due to weak wages and employment growth, improved financial security will see consumer spending continue to pick up modestly over the next few years. “The upshot is that we are a long way from stable, balanced growth or what feels like a healthy economy,” said Robinson. “The mining boom brought with it a negative structural shift in the non-mining-related part of the economy. And that will reverse. Certainly, continuation of strong cycles in investment will continue to drive cyclical shifts in the economy. “But most importantly, a lower dollar will allow Australia to build its industrial and services base with a resumption of non-mining investment underwriting a stronger economy in the medium-term.” Indeed, the report predicts strong growth will again resume from later this decade, with GDP and domestic demand growth lifting to around 3.5 per cent in 2018/19 and strengthening through early next decade. The expected lower dollar (below US 80 cents) will be a key element of that stronger growth profile, with another round of mining projects, further public investment and a renewed upturn in housing and non-dwelling building all contributing.

The ingredients of positive growth (albeit below long-run average) remain in place. Real GDP growth in the short term will be driven by net exports and housing investment. “We expect the world economy to continue to gather momentum and not pull the rug from under us,” said Robinson. “Countries important to us, especially China, are expected to continue to grow at a solid pace. Meanwhile, imports will be soft in the near term, consistent with declining mining investment as well as weak domestic demand. We anticipate net exports will add at least one per cent to growth over each of the next four years.” Further, the long-awaited recovery in dwelling investment is now entrenched. Having been delayed due to weak housing market sentiment and excessive caution by investors, the expectation of low interest rates for an extended period, combined with a substantial deficiency of residential stock, is driving a solid increase in dwellings building. This will help build momentum from here. However, this recovery will not be uniform across the country, with sizeable stock deficiencies set to drive certain markets – in particular, in parts of Queensland and New South Wales. Private non-dwelling building should also post growth – albeit moderate – over the next few years with major projects in the retail, warehouses and accommodation sectors offset by declines after the current boom in hospital building.

However, the next four years will be tough The cumulative 40 per cent decline in resources investment over the next four years, coupled with a stalling in the upturn in dwelling and private non-dwelling building construction and only a moderate rise in public investment, will see total investment actually lower in 2017/18 than current levels, in real terms.

Survey finds confidence of building

and construction industry holds steady post federal budget

BUILDING AND CONSTRUCTION industry confidence held steady in the post Budget period according to Master Builders Australia’s National Survey of Building and Construction for the June quarter 2014. Building activity is set to continue gaining strength on the back of improved confidence in residential building which is the highest it has been for six years in the June quarter of 2008. The Survey’s key indicators show that a good pipeline of work underpins current confidence levels and supports Master Builders forecast that total dwelling commencements will exceed 200,000 by 2017. The strong upturn in residential building continued its gradual translation into improved prospects for commercial construction. Encouragingly, the green shoots of returning confidence in the

commercial construction sector have consolidated with the June quarter Survey showing confidence has risen for the second consecutive quarter. Builders’ confidence in the prospects for their own business rose for the fourth consecutive quarter. This is particularly ref lective of the residential building sector’s response to low rates and is an encouraging trend indicating industry’s expectation that business activity will continue to rise over the next six months. The slight easing of business confidence post the Federal Budget highlights the underlying vulnerability of the recovery in building and construction and the need for the Federal Government to implement its Budget repair strategy with the responsible support of the new Senate.

A new guide for procurement of compliant construction products

MASTER BUILDERS welcomes the launch of the Procurement of Construction Products, A Guide to Achieving Compliance. The guide will make a major contribution to ensuring that construction work is done with products compliant with the National Construction Code and relevant national and international standards. This is turn will play an important role in ensuring the construction industry remains a major engine of economic growth employing nearly one million Australians and contributing around $100 billion to the economy. The importance of compliant building products should not be underestimated, with productivity being severely affected when rework due to non-conforming products is required. Safety of all parties in the building industry is Master Builders number one priority and the guide will help ensure non-compliant products do not endanger contractors or their clients.

Procurement of compliant building products also delivers other community dividends. New Building & Construction Code INDUSTRIALLY, the construction industry is at a crossroad. The Federal Government announced earlier this year that contractors who want to be eligible to tender for projects fully or partially funded by the Federal Government must comply with the provisions of the new Building and Construction Code effective from 24 April 2014 even though the legislation to enable the new Code has yet to be passed by the Parliament. Building unions are now applying pressure to contractors and subcontractors to sign union pattern EBAs knowing full well that such EBAs will not comply with the Code. The Federal Department of Employment has examined the EBAs proposed by the unions and determined that they are unproductive and would not comply with the Code. Master Builders’ position is that the industry should not sign these union EBAs because it would pose a grave risk to the livelihoods of our members who would not be eligible to work on Federal Government funded projects. The Federal Government, through the Minister Employment Eric Abetz, has publicly stated that the Government is confident that the legislation enabling the Code will be passed by the Senate before the end of the Parliamentary year which concludes in early December 2014. Master Builders calls on contractors to stand up to union pressure. They should not sign union EBAs which will prevent them from tendering for Federal Government funded projects or working on them when the Parliament passes the legislation to bring back the Australian Building and Construction Commission (ABCC) and the Building and Construction Code. Master Builders recognises that subcontractors are particularly vulnerable to union pressure.

Radical reform of WorkCover system JAY WEATHERILL, Premier of South Australia

THE STATE Government in early August introduced into Parliament the most significant reform of workers’ compensation in more than 25 years. The Return to Work Bill will replace the old WorkCover scheme with an entirely new Act, which will save registered businesses in South Australia in more than $180 million per year. This is a major policy reform and will benefit workers, reduce business costs and cut red tape. This is the first in a series of economic reforms planned by our Government and the most significant reform in this area for more than 25 years. Workers need to be better assisted to return to work and the old scheme was failing at that most basic level. This failure was hurting workers by denying them the opportunity to return to the job they left, and was hurting business through expensive premiums the longer workers were not at work. The new scheme will focus on early intervention and better support for workers. Better case management will be a centrepiece of the reforms and case managers will meet with worker and employer face to face within 48 hours of being notified of an injury that is likely to last longer than two weeks. Case managers will follow the worker through the process of returning to work with step-by-step help along the way. We know this approach works; WorkCover has begun that process to some extent already and have seen results.

UNDER THE new scheme, 94 per cent of injured workers will see an increase in benefits or will be no worse off than under the current scheme. Under the new Return to Work Act, if a worker is assessed as being less than seriously injured they will be intensively supported to return to employment over a two year timeframe. If a worker is injured at their place of work they should be supported to return, and they should have a right to return to work as a part of their recovery and, if improperly prevented from access to work with their pre-injury employer, a right to have access restored. This new scheme provides for that. It also better recognises the difference between serious and more minor injury and treat each appropriately. I have been conducting targeted consultation on a draft bill over the last few months, and more broad consultation for 15 months. This is a fundamental re-work of the system and it was important to consult with people who are representative of workers and businesses about how these changes would affect them. This current Bill, I think, meets the needs of both of employers and workers. I have briefed key leaders in unions and business groups about the final Bill as well as the leader of the opposition. I look forward to working with the Parliament to get this important reform passed. In addition to the Return to Work Bill, I will also be introducing the South Australian Employment Tribunal Bill. This Tribunal will provide quicker access and faster dispute resolutions. I will give notice to Parliament of my intention to introduce both these Bills. In light of these changes, the role and focus of SafeWork SA will also be considered. I want to ensure we are doing all we can to prevent injuries occurring in the first place. SafeWork SA has set up a new prevention focused group, which will be supported by a comprehensive communication programme to ensure that safety information is accessible, relevant and helpful. Workplaces need to be safe; I want to make sure there is a focus on this.

Reforms to support business, remove red tape and grow jobs

PREMIER JAY WEATHERILL has announced a package of reforms to support private sector development, simplify regulation and improve the public’s access to Government. Department of Premier and Cabinet Chief Executive Jim Hallion will take on a new private sector development coordination role to assist lodged projects valued over $3 million to clear bureaucratic hurdles. The Premier has also announced the establishment of a new Simpler Regulation Unit and significant reforms to Government boards and committees. He made the announcements while speaking at the Committee for Economic Development Australia (CEDA) State of the State Lunch and said the new development coordination role will extend an invitation to business to connect with Government to get projects over the line.

“Businesses have told me that whilst there is growing confidence when it comes to pursuing development projects in South Australia, more needs to be done to ensure they are realised in a timely way,” Mr Weatherill said. “Developers with projects valued over $3 million across the State will be invited to contact Mr Hallion so he may assist them through any blockages they might have in front of them across all levels of Government. These blockages might be related to issues such as planning, environment, council regulations, water, liquor licensing and so on.”

The new Simpler Regulation Unit will work with industries to remove or improve regulations so that businesses can better support jobs growth. “Many businesses I have spoken with since the election have raised the need for simpler regulation with me, particularly in regional South Australia,” Mr Weatherill said. “My message to them is: we are listening and we are acting. Regulation does not have to be burdensome; it can actually also encourage innovation.” The Premier also announced that every Government board and committee will be abolished unless it can be demonstrated it has an essential purpose that cannot be fulfilled in an alternative way. “The large number of boards and committees currently in existence contribute to duplication, unnecessary complexity and inefficiency within government,” Mr Weatherill said. “Whilst this process will reduce much of this duplication and red tape, it is also about giving the community more direct access to government. “Views expressed to government are too often confined to board chairs or experts selected to be on committees – this is something I am very keen to change in favour of the public being closer to decision making processes. “Clearly there are some boards that perform an essential function, the Parole Board being one example, however not all boards carry out such a critical role.” Legislation will be introduced to remove the requirement of certain boards and committees within current Acts. A letter has been sent to the chairs of all Government boards and committees advising them of the reform.

BIM – the forgotten i A SURVEY OF South Australian building contractors revealed the great majority of respondents could not correctly answer what the acronym BIM stood for. The B for building and I for information were known but most thought the M stood for management rather than modelling When they were informed then the light bulb moment occurred: Ah, yes. Modelling.

And then the common industry assumption: That’s when there is a virtual 3D model, fly-throughs and animations. No. While these show a wonderful story and resolve some misunderstandings, true BIM is the modelling of all information – the ‘I’ in BIM. This information is taken throughout the building life cycle. It includes the virtual model (3D) plus scheduling (making it 4D) and applying cost and budget (5D). Through tracking and management, this all supports an as built model. It can provide the foundation of a complete facilities management system (6D+). The forgotten I is what makes BIM, as it is all of the information, the data that supports the model, the build, the site work, the cost – in fact the full life cycle of the project. Our experience at [i]ntelligentBIM shows that there are varying levels of understanding as to the complexity of BIM across the industry. For many, BIM remains confined to the visually impressive, digitised 3D virtual rendering of the drawings and may extend to some limited clash detection modelling. The reality, however, is a far more complex system that supports the complete building life cycle from concept to decommissioning. International markets have developed BIM and have been using it for close to a decade. It is not that the Australian industry lacks sophistication but the issue of adoption lies with the fear of the new. Technological innovation sparks initial resistance and concerns of cultural change and not forgetting the age-old question: who pays? This is the question that proves the misunderstanding of BIM, as you are already paying for it – the forgotten I. The stakeholders in the procurement of building work are fragmented and disparate, often cocooned and very protective of their segment and sphere of influence of the project. Historically, hard money tendering contracting did not encourage collaboration but

rather encouraged models that offset risk, where each entity seeks to preserve their margin separately and the notion of sharing data is met with apprehension. BIM requires a cultural change and is best supported through a collaborative contracting model with the free exchange of information and a holistic approach to procurement that supports the entire building life cycle. demand stays strong THE SOLID 2.2 per cent seasonally adjusted rise in finance commitments for new housing will inspire continuing confidence in the residential building sector. The latest housing finance data for June also means that the rate of growth is up 10 per cent seasonally adjusted through the year.

First homebuyer commitments rose for the second consecutive month, a positive sign for the industry that may herald a continuing return of first homebuyers to the market. The result supports the RBA’s decision in early August to keep rates on hold. It also reinforces the importance of the Government and the Parliament working to resolve uncertainty around the Budget structural repair measures to ensure that homebuyer and investor confidence is not dented.

Boosting housing supply the key to affordability

MASTER BUILDERS Australia has told the Senate Inquiry into affordable housing that urgent reform to boost the national housing supply is the key to housing affordability. Reducing the massive shortfall in new housing is the major challenge the nation faces in maintaining home ownership as a realistic aspiration rather than an unaffordable dream. Supply side reforms must include measures to generate appropriate funding for social housing. Master Builders Affordability Agenda addressing the structural barriers to increasing the housing supply are set out in our submission to the Inquiry chaired by Senator Sam Dastyari.

Master Builders’ Affordability Agenda includes: • National competition style payments to local councils that improve supply of adequate releasable land (both greenfield and brown field’) and implement more efficient building and planning approvals. • Agreed ‘master plans’ to deliver positive housing outcomes that cover urban consolidation and urban and regional infrastructure plans to deliver a housing mix to meet the needs of different demographics. • All local councils to develop Land Release Plans which identify and provide an indicative forward schedule of ‘greenfield’ and ‘brownfield’ land over a rolling 10 year horizon which could be made available for housing development. • Make state and territory infrastructure charges subject to a housing affordability assessment to ensure that the supply of adequate housing stock is not being undermined. The Commonwealth should penalise states and territories that impose excessive developer charges through a reduction in transfer payments. • An online ‘InfoHub’ should be established by the Federal Government to compare and contrast the developer charges, land release schedules and the efficiency of planning processes of the states and territories and local councils.

To minimise theft, police recommend the following crime prevention strategies: • Erect a sign encouraging people to report crime. • Don’t leave boxes from expensive items lying around the site. • Windows and doors should be locked and secured when tradespeople are not on site. • Use anti-theft brackets on fi xtures such as hot water systems. • Many materials are stolen on the night they are delivered. Work closely with tradespeople to determine when the materials are needed. Aim to deliver and install on the same day.

Home security should be considered for all homes. Police recommend the following security: • External doors should be of a solid construction fitted with appropriate keyed locks. • Install good quality security screen doors. • Windows should be fitted with key locks made specifically for that type of window. • The meter box should be locked to prevent thieves interfering with the power supply (contact your supplier for further information). • Consider installing an alarm system and/or sensor lighting. WHS News A safer way to clean brickwork AS a service to members, the Master Builders Association is constantly looking for sustainable healthy alternatives for our members. We have recently received anecdotal evidence that tradespeople are being put at unnecessary health risks in relation to brick cleaning using acid cleaning techniques. Mitigation techniques are possible to minimise health impacts, however there are real concerns in relation to health impacts for those on and in the vicinity of tight infill sites in relation to breathing in of or contact with significant amounts of acid cleaning products. The following comments from our WH&S Manager are important to note:

“From the perspective of Work Health and Safety, the Master Builders Association is always prepared to inform its members of safer alternatives when an activity involves the use of dangerous chemicals / acids. Barracuda 10K offers this alternative when engaging in the practices of cleaning up concrete from bricks, forms, pavers, tools etc. as a non toxic alternative to the use of hydrochloric acid mixes. It is a synthetic acid product with none of the toxicity issues of traditional acids. The Safety Data Sheet confirms its safer characteristics and that the product will assist in complying with the hierarchy of controls when considering substitution (using a safer alternative) as an upper end method of risk control. Barracuda 10K makes the concrete stripping process a safer alternative for both the user, the equipment and for others within the work zone.”

How Barracuda 10k came to Australia thanks to Darryl Denton of Adelaide Surface Care Darryl comes from a long history in the military, managing major IT companies, managing significant high risk IT projects. About four years ago, he went into semi retirement. He purchased a pressure cleaner to do maintenance on his properties and do a few cleaning jobs to raise beer money as Adelaide Surface Care.

A person he knew offered to teach him how to do acid/brick washing fundamentally so he may assist him with overload work. The first lesson Darryl went to a site and watched. Into an open bucket he poured half a bucket of hydrochloric acid, then quarter of a bucket of hydrofluoric acid then added a bit of water. This mix was done without any protective equipment. He sprayed water on the home and then proceeded to spray the acid mix, wearing a mask but no protective clothing. The acid mist generated was extensive; Darryl saw many other trades on site and in close proximity. None had any knowledge of the lethal mix they were breathing. Next to the property, he noticed two very small children playing in the back yard. The mist was carrying to them and a few other properties down wind. Darryl was absolutely horrified that such a lethal mix was used in this method. He talked to anybody he could find and warned them, with most choosing to leave the area. He talked to the mother of the children and she took them inside. The man doing the cleaning just said this is how it is done. Darryl now has a passion: to stop this lethal activity.

Darryl spent about three years talking with industrial chemists all over the world looking for a safe method of removing cement and mortar. He tried many products and while some were reasonably successful, they were still based on acids. Others were just useless. During the testing of products, Darryl had talked with a couple of site managers from the Week’s Building Group and they agreed there has to be a safer method, allowing him to test on some of their homes. He finally found a product that was mostly advertised as a rust remover. The chemical compound of rust and Portland cement is similar and it was also advertised as a cement remover. Barracuda 10K Cement and Rust remover is absolutely safe to humans, animals, environment and building materials, but murder to rust and cement. This product does not actually remove the rust or cement but turns it to mush and makes it easy to clean off. Barracuda SA BUILDER OC TOBER - DECEMBER 2014

10K is a safe direct replacement to all acids except Hydrofluoric, but Darryl asks why is such a lethal acid permitted on a building site? Barracuda 10K can be used on dry bricks, does not discolour the pointing, does not burn bricks, does not turn light coloured bricks green, does not damage widows, paintwork, tap ware, and there is no corrosion. No protective clothing is required and the product biodegrades within 10 days. Adelaide Surface Care now provides safe brick and masonry cleaning services to a number of Adelaide builders, some of whom have now banned acid on site. Their goal is not to be the provider of services to all building companies, but to supply the Barracuda 10K to other service providers, clean some buildings themselves and get acid off building sites. Darryl would like to see that people can go home after a days work healthier than when they got out of bed and ensure the materials used do not cause health problems later in life. Pressure cleaning bricks is a necessary evil on some buildings, however the process does do a small amount of damage. The best solution would be to have the brickie wash the bricks using Barracuda 10K (or similar product) as part of their end of day process. Barracuda 10K is significantly more expensive than acid but when used with the method they have developed it adds about $40-$50 to cost of clean of the normal infill 220sqm home. Isn’t saving $50 more important than sending people home with short and long term health issues? There is an EPA guideline 079/03 that, if followed, would add many hundreds to the cost of a brick clean. Not using this guideline can attract fines of up to $120,000, if the EPA enforced the guidelines.

• Barracuda 10K is guaranteed to be free from urea hydrochloride, other organic salts and traditional acids, free from defects and true to its contents. When used per label directions and dilutions, it is guaranteed that the use of these products will not void manufacturers vehicle warranty for rust, corrosion and paint. • Unique safety profile as indicated on MSDS with triple zero rating and is listed in USEPA Design for Environment Program (DfE).

Preference: The use of the word “will” is not used, as this word defines that on every occurrence the sequence happens 100% of the time. We cannot prove this but we leave this to your interpretation. The use of the word “may” defines that the sequence possibly will; there is nothing to prevent it. The table below is based on Barracuda 10k undiluted, hydrochloric acid 22-26% undiluted.

Comparison Barracuda 10K (Barra 10) versus Hydrochloric Acid (HCl) Barracuda 10K is a fully synthetic acid that is safe for humans, animals, equipment, building materials and the environment. The Safety Data Sheet (SDS) format below complies with Safe Work Australia’s Code of Practice for the Preparation of Safety Data Sheets for Hazardous Chemicals

• Barracuda 10K is the only genuine synthetic acid, dissolving nearly 15% more concrete than hydrochloric acid per litre of solution. It can be seen as a super-charged hydrogen solution with slow release properties. • Barracuda 10K replaces mineral and organic acids, with the exception of hydrofluoric acid. • Barracuda 10k contains no acid and is non-corrosive, meaning it can be applied to any equipment and not damage skin. • It is so safe it can be left on overnight to loosen the heaviest build up. Ideal for cleaning forms, pavers, portable mixers, swimming pools, tools, windows, anywhere you find cement, shotcrete or mortar. • Any cleaning that once required the use of dangerous, toxic acids can now be safely done with Barracuda 10k. Both Barra 10 and HCl are usually mixed at a rate of eight parts water to one part material. It is then sprayed onto the building. The method of spraying Barra 10, which may not be replicated with acid, produces very little mist, while the standard method of spraying HCl produces a heavy mist that may carry with any breeze and may be inhaled by others on the site and any neighbours downwind. The choices our industry makes in the future need to take into account the effects on people and the surrounding environment. You can make a difference with the correct choices. Awards Master Builders Building Excellence Awards OVER 900 GUESTS celebrated “Happy Days” in the building and construction industry at the 2014 Master Builders Association Building Excellence Awards on Friday 15 August at the Adelaide Convention Centre. 48 awards were presented on the night, celebrating the best building and renovation projects completed in South Australia throughout the year. The mood was upbeat and vibe was one of pure excitement as guests enjoyed a great night of fun and entertainment all set among the backdrop of the 1950’s complete with cool Chevrolets, the Fonz at Arnold’s Diner and rock ’n’ roll dancers sporting greased-back hair, drainpipe jeans, poodle skirts and bobby socks. MC Eddie Perfect kept the night moving swift ly and, following the announcement and presentation of the four major awards by Premier Jay Weatherill, guests partied on well into the early hours of the next day. Master Builders CEO John Stokes exclaimed, “The Building Excellence Awards is a great night all round – not only for members who win an award, but also for everyone to celebrate the overall success of our State’s building and construction industry and all that it represents. Master Builder members are building world-class projects on a commercial scale. Their far reaching expertise also continues to develop innovative and creative housing for all South Australian’s and it’s great to be able to recognise these outstanding achievements.” Current Master Builders President Tullio Tagliaferri commented on the proud 130 year history of the Association and praised members for their continued outstanding work. “It’s this, coupled with our State Government’s plan to create one of the world’s greatest small cities through the big build, that will continue to support the development and progress of South Australia,” he said. As well as the 48 awards, there were also 11 special commendations presented on the night. The future of the building and construction industry was also recognised with Jarrad Morgan from SA Construct named Young Master Builder of the Year and Dylan White as Apprentice of the Year. All award recipients will now go on to represent South Australia at the National Awards held in Canberra later in the year.

THE CREATIVE TEAM at laser 3D outdid themselves when they developed the table centrepieces for this years “Happy Days” Excellence Awards night. The intricately laser cut Chevys complete with roller skating waitresses and knee trembling Elvis’ proved to be a big hit with guests, who readily accepted the offer to take them home as mementos of the night. Laser 3D has been actively involved with the awards night for over 10 years and each year they dedicate their time and efforts to help create the mood and atmosphere of the event. long periods and is essentially wasteful in an era when resources are scarce and people are increasingly conscious of their carbon footprint. “How many times does business buy equipment and use it once or twice on specialist jobs? Regulatory requirements identified by the Workplace Health & Safety Act, and overseen by WorkCover Inspectors in the field, are stringently adhered to by HRIA member companies to ensure the highest standard of safety for both employees and hirers of equipment. BUILDING SOUTH AUSTRALIA’S LARGEST SOCIAL INFRASTRUCTURE PROJECT After 36 months since contract close, the team at the new Royal Adelaide Hospital celebrate the topping out of the largest structure in South Australian history.

The structural brief for the new Royal Adelaide Hospital (RAH) was unlike any that had been seen before. The redundancy, earthquake, deflection requirements and design life were all issues that needed to be fi rstly understood and then accommodated. The first major challenge was to design a hospital that met the Level 4 Earthquake design requirements while remaining operational and can structurally withstand a 1 in 1500-year earthquake event. This is a natural disaster of a huge magnitude, considering Australia has only been colonised for 220 years. This is the level of specialist design that has been put into this building. The building has been designed as eight main independent structures that move independently of each other to absorb the shaking of the ground. If a 1 in 1500-year earthquake hits Adelaide, then the upper floors of the hospital have been designed to move up to 170mm each. This could therefore mean a 340mm gap could open up in the floors.

This has been dealt with by including specialist movement joints in the slabs to allow the building to move while still being able to walk down the corridors. The design of these joints needed to be completed before the slab design was finished. Since there are some six kilometres of these joints throughout the building, it can be seen that this was a major milestone for the project team when this was completed. Anyone who has worked on hospital projects in the past knows that they are designed to last, but also are subjected to many renovations, alterations and additions due to changes in demographic, medical technology changes or other such development that requires change to the facility. A hundred years ago the current RAH looked very different to what is currently in use today. The new Royal Adelaide Hospital has been designed to accommodate the continual evolution of the medical and social environment over the next hundred years.

Feature New Royal Adelaide Hospital Rooms are designed for f lexibility and adaptability. This has included adding reinforcement into the slabs so more weight can be applied later, or slabs can be cut out and replaced if required, without a detrimental effect on the rest of the facility. The team had to work out how to get all the services in and out during construction and over the next hundred or so years. Th is included the installation of two lift s that are designed to operate with in excess of 7.4 tonnes inside, or approximately 80 people. The structure and façade had to be designed for global warming predictions and increased wind and rains, should these ever occur. The helipad and supports from the building structure had to be designed to withstand the impact from a damaged helicopter crash landing on the helipad. The list of design challenges goes on and on. In November 2011 piling started on the retaining wall that now supports North Terrace. This

wall has 480 steel cable anchors drilled under the road to hold up the 12 metre high wall to enable the construction of the car parks. 2500 piles were drilled across the site, the smallest being 900 millimetres in diameter, the largest 1200 millimetres in diameter, and the deepest being approximately 20 metres deep. These large piles have about 22 cubic metres of concrete in each of them, and the weight of the concrete alone in these piles is just shy of 54 tonnes. Geotechnical engineering undertook the piling works at an average rate of about 10 piles a day and finished the last of the piles almost a year later. The pile caps were constructed on top of these. These are designed to take the loads of the building into the piles. Again, the main load catered for was the earthquake loads that are absorbed by the lift and stair cores that need to be taken through the pile caps into the piles. The largest pile caps were

Feature New Royal Adelaide Hospital 14 metres wide, 11 metres long and three metres deep. These were very large excavations and with the assistance of the footing contractor, Saccardo Constructions, a cofferdam detail was devised. This involved digging a three metre deep trench around the pile cap and then dropping reinforcement in vertically with a crane. Then the trench was filled with concrete and left to set. Once the concrete was strong enough, the area inside the walls could be excavated three metres down, piles snapped off to the correct length, reinforcement installed and then about 460 cubic metres of concrete poured, which was delivered in about 80 truckloads of concrete. Each one of these pile caps took approximately four weeks to complete. From November 2012 until October 2014 the Hansen Yuncken Leighton Contractors Zone 1, 2 and 3 structure team and contractors built the structure of the new Royal Adelaide Hospital. In mid-2013 the site poured 18 concrete slabs in two weeks. This was approximately 5400 cubic metres, or about 12,960 tonnes of concrete, and enough formwork to cover Adelaide Oval, all in 12 working days. During the construction of the hospital, there have been well over 200 slabs poured: on average one slab every two days. About 150 lift and stair core shaft walls and more than 4200 columns were poured, as well as the slabs and over 18,000 tonnes of reinforcement delivered. All these achievements were managed during hot days, wet days, and windy days just to keep everyone on their

toes and continually coordinating and planning the next step. This is just a 20 second snapshot of the day-to-day challenges over the last three years the entire team encountered and overcame. The structure of the hospital is being quickly concealed behind a colourful glass façade. The car park infrastructure is wrapping itself around the base of the footprint. Our major services, plant and chillers are all on site and the installation of our helipad is now complete. Since this project commenced, people have got married, moved away, had children and a few are now already preparing their kids for their first day of school. The team is very proud of what has been achieved by the structural designers, site team and all the contractors who have worked safely and collaboratively towards a common goal.

General project update / stats Leading the way in engineering, design and infrastructure, the $1.85b new Royal Adelaide Hospital (new RAH) is the largest social infrastructure project in South Australian history. On completion in 2016, the new RAH will be the largest, most technologically advanced hospital in South Australia and one of the most advanced in Australia, employing close to 6000 people and accommodating 85,000 inpatients per year. The new RAH is located along the North Terrace Boulevard and sits tastefully amongst the Adelaide Parklands, with its carefully designed exterior and colourful glass façade unfolding into its surroundings. In the last 12 months, the new RAH project team has grown to 1700, the 176,000sm structure has been completed and over 4.5 million hours have been worked. To date, the project has poured over 155,000 cubic metres of concrete and taken delivery of over 25,000 concrete trucks alone.

A GUIDE TO CONCRETE CURING Curing is the process of controlling the rate and extent of moisture loss from concrete during the process of cement hydration in which the concrete is gaining its strength. Curing takes place after the concrete has set hard.

CURING FOR a minimum period contributes to the concrete achieving its potential strength, durability characteristics, and results in an improved concrete finish. The strength of the concrete is affected by a number of factors, one of which is the length of time the concrete is kept moist. Figure 1 demonstrates how compressive strength varies for periods of curing ranging from zero to 28 days, where 28 days continuously moist represents the control of 100% strength. Figure 1 is showing that a concrete sample which undergoes no curing will only reach approximately 40% of the compressive strength of the same concrete cured continuously for 28 days.3 days of water curing increases the strength to 60% while 14days of curing will achieve roughly 85% of the 28 day cured concrete strength.

How to Cure There are two key processes for curing; the first involves preventing excessive loss of moisture from the concrete through: • Keeping formwork in place • covering concrete with an impermeable membrane • the application of chemical curing agents • or, through a combination of the above methods. • The second key system involves curing by continuously wetting the concrete surface to prevent the loss of moisture. Ponding or continuous spraying are two such methods.

Curing methods Impermeable membrane curing Formwork Keeping formwork in place can be an efficient and cost effective method for concrete curing, it is important to ensure any exposed surfaces, for example, the tops of beams or slabs are cured using alternative means.

Plastic sheeting Plastic sheeting can be used to cover exposed concrete surfaces, creating an effective barrier to mitigate water loss. Important factors to keep in mind when using plastic sheeting include; • Plastic sheeting should be effectively secured; ensuring the surface is sealed and the presence of draughts under the sheeting are prevented. • Plastic sheeting should be put in place as soon as possible to do so without marring the finish • When sheeting is placed directly on the surface, where practical, all wrinkles should be smoothed out to prevent hydration staining which can occur due to uneven hydration. • For decorative finishes, and when colour uniformity of the surface is required, sheeting may need to be supported clear of the surface, which can be achieved with wooden battens or scaffolding components. Membrane-forming curing compounds Membrane-forming curing compounds are liquids which are typically sprayed directly onto the concrete surface, which when dried will form a relatively impermeable membrane to retard the loss of moisture from the concrete. These compounds should be applied once the surface has been finished and as soon as the free water on the surface has evaporated. Disturbing the surface after the compound has been applied can substantially reduce its effectiveness. It is important to exercise caution in the selection of a suitable curing compound, as some curing compounds can affect the bond between the concrete and subsequent surface treatments.

Water curing

Internal curing compounds Internal curing compounds are incorporated into the concrete as an admixture; they inhibit moisture loss, resulting in improved long term strength and reduced drying shrinkage.

Wet coverings Materials, including hessians and sand can be used on the surface of concrete to absorb and maintain water over the concrete surface, and thus provide mitigation to moisture loss; care must be taken to ensure these coverings are placed securely and kept moist. If they are allowed to dry out they can effectively act as a wick and cause water to be drawn out of the concrete, having detrimental effects to concrete strength and durability. Care should also be taken with the use of new fabrics which have the potential to leach, and leave stains on the concrete surface, prewashing of the fabrics can overcome this problem.

Ponding A dam can be constructed around flat concrete surfaces, allowing water to be added to create a shallow pond; the layer of water restricts moisture loss from the concrete. Care must be taken to ensure the pond does not empty or evaporate. Sprinkling or fog curing Using a fine spray or fog can be an effective method of preventing moisture loss, care must be taken in windy conditions, and to ensure the sprinkler of fog system is applied intermittently, while still ensuring at the concrete is kept continuously moist.

IMPORTANT: With the use of all water curing methods, it is important that the water used not be more then 5oC cooler then the concrete surface, as this could result in thermal shock and cracking of the concrete surface.

Final word Choosing the appropriate curing methods, implementing them correctly, and for a sufficiently long period will help ensure the concrete reaches higher strength and durability characteristics. THE GROWTH in demand for consumer technologies used in the home such as high definition television, home networking, broadband and automation, has resulted in the rapid growth of structured cabling. A structured cabling system is a set of cabling and connectivity products that integrates the voice, data, video and various management systems of a building, including home security and environmental control. Structured cabling systems provide the information superhighways of the home and whilst all of these systems may not be used initially, the cabling is in place if and when required. As more and more homeowners demand structured cabling in their new homes or when renovating an existing home, builders are installing structured cabling to satisfy customer demand and stay competitive in the market. By installing structured cabling the home will be set up to take advantage of future technologies that will work over the National Broadband Network (NBN). Home automation - opportunity knocks! The security alarm panel has become a key feature of home automation systems. ‘Smart Home’ systems and home automation has now become an affordable reality as household systems become linked with each other, and the outside world. The internet has been a key catalyst for growth in the uptake of home automation as access to the home becomes just as important to householders as access to electricity or water. As a direct gateway into the home, the internet enables all the linked systems to be controlled remotely by simply linking an alarm panel to either a lighting system or a full-blown home automation system. The Federal Government’s multi-billion dollar investment to build and operate a super fast National Broadband Network to Australian homes and workplaces, is testament to the importance of the connected home. Remote management of homes will provide householders with new levels of protection. For example, alarm activations including CCTV images can immediately be relayed to the householder, nominated contacts, or support services such as monitoring stations. Through the use of e-mail, voice or text messaging, calls for assistance can be sent instan-

taneously. Other practical benefits include the ability to provide valueadded benefits such as providing details of local locksmiths or other service providers to households that have been broken into. Remote management also means that households can manage their properties regardless of where they are and respond to needs accordingly.

The value-added benefit imperative The question consumers need to answer is “Would they rather live in a house with modern plumbing…or one with a well in the backyard where you had to hoist a bucket every time you needed water?” Just as a householder expects up-to-date plumbing in their home, today they also expect wiring that allows them to connect with high speed communications, energy management, lighting, security and entertainment technologies. A growing number of builders and architects have realised this fact and are installing structured cabling to accommodate the needs

Feature Home Automation of home automation systems. There is also growing awareness among consumers of the home automation possibilities. The cost of home automation has long been a deterrent; however, systems are becoming more and more affordable. Added to this, there is growing demand for higher levels of security in the home, with the right promotion this opens up some very exciting opportunities. The security alarm panel effectively serves as a ‘traffic cop’ or central processor which initiates and/or routes alarm signals throughout the house. Users can interface with the system via keypads, touchscreens, panic buttons and can be accessed from almost anywhere with a connected smart phone or computer. Developments in technology and the growing acceptance of the internet, is opening up a new dimension of alarm transmissions, one where the security system operates as an active deterrent and provides full details of the situation so that the appropriate response can be made. The home automation trend will fundamentally change how we interact and manage our homes, making them more efficient, communicative and ultimately safer.

Where next? The features which home builders incorporate into new constructions need to continually change and evolve in line with consumer demand. Technology is changing at a rapid rate. The smartphone offers an exciting and accessible online platform through which home automation and smart appliances can be integrated. Builders need to be mindful of future technologies when ‘futureproofing’ homes through the installation of structured cabling. Homes being built today need to be installed with the capacity to incorporate communication systems and devices that are yet to be invented!

IMPORTANT INFORMATION When connecting to the telecommunications network, you must get registered! When installing any type of equipment that will be connected to the telecommunications network (for example, monitored security alarms, access control systems, CCTV, extra phones, internet connected computers, building automation or smart home systems) you must get the installation performed by a registered cabler. Registered cablers carry a current registration card which confirms that they have the knowledge to complete the work to the required industry standards, using only approved, fit-for-purpose products. Cablers must be registered with an approved registrar accredited by the Australian Communications and Media Authority to offer cabling registration services under the Telecommunications Act 1997 - significant financial penalties apply to individuals who don’t. At the completion of each installation, your registered cabler must provide you with a form which states that the work meets the relevant standards. So, the next time you need any cabling work done, make sure you only use a registered cabler. The Australian Security Industry Association (ASIAL) is an accredited cabling registrar under the Australian Communication and Media Authority’s Cabling Provider Rules. ONE OF the few times the heating, ventilation, air conditioning, and refrigeration (HVAC&R) industry has the opportunity to represent itself to the general public is during residential installations. Sure, commercial HVAC&R is everywhere but how often have you told someone what you do for a living, only for them to greet you with a quizzical look – as if they’ve never given a moment’s thought as to how or why they remain comfortable at work even when it’s 40°C in the shade outside. So when invited into residential homes to install an air conditioning or heating system, you should be telling your story – the industry’s story. But, in many instances, it’s an opportunity that goes begging. Of course, residential installation jobs provide the opportunity for you to explain why a set point range of 21°C–24°C will provide for ideal comfort conditions, or why ugly return ducts can’t be located out of sight. But most importantly perhaps, they provide the opportunity to set the end-user’s

expectations of the service and the performance of the equipment installed. Failing to accurately set these expectations will only lead to problems down the track. “As HVAC&R designers and installers, we should tell our story better,” says Obrart, who, despite being a consulting engineer now, has in the past spent 30 years running an air conditioning contracting business. “We should explain what we provide, what we don’t provide, and under what conditions and limitations this performance can be expected – for example, shades down, windows closed, and controls operated correctly.” To help those in the residential air conditioning sector tell their story better, and in so doing avoid many of the pitfalls that come from residential installations, Obrart shares his “dirty dozen” common residential offences. And if you take just one thing away from Obrart’s shared wisdom, it’s that there can never be too much communication between yourself and the customer.

The dirty dozen common residential offences: 1. The supermarket theory The problem “Why can’t it be 16°C like the supermarket freezer aisle?” The fix Set realistic expectations for your customer and refer them to the industry comfort standards. AIRAH’s DA-9 manual recommends comfort all year round at between 21°C and 24°C.

2. Control the location The problem “I’d like the temperature sensor placed up at the back of the cupboard.” The Fix Locate the temperature sensor as recommended by the manufacturer (approximately 1600mm above floor level) in the zone or room in which you want to control the temperature, with free air movement available over the sensor. Where a suitable wall location is not available, return-air sensors may be located in a high ceiling location, provided set point adjustment is made to account for the warmer air in this region compared to the zone air.

3. Grilles The problem “Those grilles are too big/ugly/the wrong colour, and there’s too many.” The fix Take the initiative and show the customer a range of grille designs and colours. Explain their purpose and how they spread the conditioned air evenly without creating draughts or too much noise. Then explain that where multiple grilles are required, they can’t always be placed where the customer wishes due to roof or floor trusses and structures.

4. Too much interior noise The problem “You said it would be whisper quiet – like the ad!” The fix Good equipment that is well installed shouldn’t cause a noise nuisance to living standards. But the customer needs to know that there will be some noise – there has to be, unless they are paying for a recording studio or concert hall installation! You can quote dBA figures but they probably won’t understand. So, if required, invite the customer to another installation to hear the system operating. And for technical reference, see AS/ NZS 2107 for recommended sound levels for residential interiors.

5. Too much exterior noise The problem “If it’s the best equipment available, why are the neighbours complaining?” The fix Find out and know what the local council noise criteria are. It may be that they are lower than the noise generated by your equipment, and that acoustic treatment is required. Alternatively, clearly indicate to the customer that you have not guaranteed compliance with the council’s noise criteria and if there is a problem with the neighbours, the customer should call in the expertise of an acoustic engineer. To this end, it is prudent to provide space around your installation for silencers and baffles, which facilitate the manufacturer’s condenser air quality and sufficient maintenance space.

6. Who is responsible for council compliance? The problem “You installed it, so it’s your responsibility.” The fix This is a national issue, with varying requirements for each council in each state and territory. Unless you work in the same council area all the time, it’s unlikely you will know the specific requirements of each. So don’t avoid this conversation with the customer, or architect/builder. For renovations, make it clear that unless you see the council documentation relevant to the site, you may not know that the council doesn’t allow equipment in the location you have in mind (or what other conditions may apply to the installation).

If it’s a new build, then the whole project needs to be approved by the council. Because many air-cooled condensers exceed the boundary noise level, early intervention of proposed installation sites or positions will avoid problems down the track. Once again, consult a qualified acoustic engineer.

7. Rattle and hum The problem “When I turn it on, it sounds like the house is about to fall down.” The fix Saddle and clip pipes and conduits firmly to non-vibrating, solid structures using quality Anti Vibration restraints – not to lightweight structures or walls, which rattle and drum. For exterior installations, ensure you use UV covers for external refrigeration insulation and non-corroding materials, and that equipment covers are screwed, clipped, or bolted in position as the manufacturer intended. Not doing it properly may result in that warranty meaning nothing in a few years time.

8. Bouncing condensers The problem “Why has the condenser moved?” The fix Look at what the condenser is standing on and how it is restrained. Have anti-vibration rubbers been fitted to its feet? Are the casing and pipes properly fixed? Despite the inherent noise of the condenser, anti-vibration rubbers fitted to the condenser’s feet helps avoid rattles and the unit rusting out. Keep the unit clear of the ground, leaving 50–100mm clear to stop rubbish and leaves from building up.

9. You call this cooling? The problem “My air conditioning isn’t working. What are you going to do?” The fix This may be unpopular, but in my experience it pays in the long run – both for ensuring customer satisfaction and to control your risk – to pay the money and have the manufacturer’s service department visit the site to check the unit upon installation.

Their report and sign-off ensures that in the event of complaint during a long warranty period, you are covered. The alternative, of course, is to seek expensive parts under warranty, only for the manufacturer to claim the unit wasn’t properly installed. This is particularly pertinent for expensive VRV and VRF installations.

10. Mind the gap The problem “We can’t access the bloody thing!” The fi x Make sure any service technician, and particularly those from the manufacturer, can reach the gear. Read their service requirements and follow it to the letter – otherwise they may not respond to warranty service calls, claiming OH&S access issues. This particularly applies to crawl space and high-level platforms.

11. Twilight zoning The problem “It’s not cool enough/warm enough.” The fi x When measuring the cooling/heat load of a home, consider whether you are implementing a zoned system to either condition just the living area or the bedrooms – or both. Say you need 14kW cooling capacity – don’t just halve it for a zoned system. Unless the bedroom doors are all kept closed, the cooling capacity will be significantly greater due to the central returnair grille picking up heat from other non-air conditioned zones. Open-plan home designs only exacerbate this problem further. Don’t undersize it.

12. Complicated controls The problem “How did you wire in these controls?” The fi x Controls are becoming increasingly sophisticated, even for residential installations, and must be wired to specification. Read the manufacturer’s requirements, and follow them to the letter, or you might face an expensive rewiring exercise when those costly controls don’t perform as they should.

Mossop Construction: meeting the demand for state-wide integrated health services Port Lincoln Hospital Redevelopment AS PART of the South Australian Department of Health’s (SA Health) plan to create a state-wide network of integrated health services, Mossop Construction was appointed to redevelop the Port Lincoln Health Service into a country general hospital – one of four core country health services. The scope of works for this project was massive and included the redevelopment of the theatre suite and same-day patient unit, adding increased capacity to provide expanded acute care (including mental health, palliative care, rehabilitation/geriatric evaluation and general medical services) and development of an integrated primary healthcare facility on the same site as the existing one. Upgrade inclusions: • An expanded and refurbished integrated operating theatre suite totalling 1,180 square metres • A new 20 bed ward, inclusive of a mental health unit, comprising a floor area of 1,334 square metres • 1,425 square metres of new construction for community health and 324 square metres for allied health services, including seven dental chairs • A 50 bay car park • A refurbished ground floor entrance totalling 372 square metres • Sustainment works addressing high priority items

A particularly innovative part of the project is the footing systems, which had to be designed specifically in response to the geology of the site. The bore logs completed at the commencement of the process highlighted approximately 800mm of sandy/silty clay with granite rock beneath. In some locations, the layer of granite was considerably lower and there existed some ‘floating’ granite rocks not connected to the rock outcrop. Mossop was keen to avoid the documented socketing of piers into the rock due to the noise, vibration and rate of output. As such, the engineer agreed to mass pads where the bored piers were short in length. Considering the location, this project was not without its challenges. Noisy works and those that caused vibration had to be halted during delicate operations. Further delays were caused due to the lack of accommodation during peak tourism periods, which were common in and around Port Lincoln as a popular destination. This necessitated scheduling trade work around both the situation of the existing medical centre and the town itself.

Undocumented asbestos only added to these issues, requiring specific timely strategies to clear the areas to enable safe work. The team overcame these obstacles, however, showcasing their dedication to delivering the highest standards in construction.
