These awards give builders, subcontractors and apprentices the opportunity to showcase their workmanship to industry colleagues and prospective clients. Master Builders Apprentice of the Year Awards

Since 1989, the Master Builders Excellence in Construction Awards have been recognised as the hallmark event for the commercial, industrial and civil engineering sectors. Entries are received in categories such as new construction, renovation and refurbishment, building fitouts, multi-residential buildings and civil engineering structures, and are judged by an independent panel comprising representatives from Master Builders, Royal Australian Institute of Architects and Engineers Australia. The 2012 Master BuildersBankwest Excellence in Construction Awards will be held at Perth Convention Exhibition Centre on Saturday 23 June. Entries opened in January 2012.

These Awards recognise the skills, commitment and work ethic of apprentices. By fostering the aspirations of apprentices and rewarding their achievements, the Awards seek to ensure a continuing high level of craftsmanship, and the emerging qualified tradespersons will help ensure the long term growth and sustainability of the building and construction industry. The Awards are normally held in November of each year, with entries open around July/August.

Master Builders Housing Excellence Awards The Master Builders Housing Excellence Awards were originally introduced in Western Australia in 1981. The Awards recognise the best builders based exclusively on their building excellence and quality of workmanship. A team of experienced building judges inspect nominations in new construction, display homes, renovations, single detached and group housing projects. The 2012 Master Builders Housing Excellence Awards will be held at Perth Convention Exhibition Centre on Saturday 10 March. Judging for the 2012 Awards took place in November 2011. Entries for the 2013 event will open in July 2012.

Master Builders-Bankwest Regional Building Excellence Awards are held in five areas to recognise excellence in construction across the State. These include the Kimberley-Pilbara, South West, Goldfields-Esperance, Great Southern and Geraldton–Midwest Regions.

Ric New Medal The Award recognises outstanding potential, innovation, creativity and achievement of a young person (aged 35 and under) in the context of their current and potential contribution to the building and construction industry or related professions in Western Australia. Emphasis is given to the person’s practical applied achievements, focusing on their creativity and innovativeness, rather than academic achievements.

Ric New Rising Star Award The Award recognises outstanding potential, work ethic and commitment of a young person (up to 25 years of age) in the context of their current and future contribution to the building and construction industry in Western Australia. The focus is on practical achievement, overcoming adversity and potential contribution to the building industry rather than academic performance.

Industrial Relations Master Builder members can access an experienced industrial relations support team. Safety Advice and Support The Master Builders Safety Department provides a range of safety services designed to support members and the general public meet requirements under the Occupational Safety and Health Act (1984) and supporting Regulations (1996). These include: • Development, customisation and implementation of safety management systems • On-site job safety analysis using team based risk assessment processes • Independent hazard and incident investigation reporting • Company audits and site inspections • Information dissemination services to all members The safety and health of workers in the building and construction industry is a fundamental priority to the Association who provide appropriate and accredited training programs to assist in educating employers, employees, contractors, supervisors and managers in the building and construction industry. Master Builders provides Safety Services throughout the metropolitan district and in regional areas of Western Australia.

Safety Forums From time to time Master Builders presents, in collaboration with WorkSafe WA and others, industry specific forums on topics pertinent to reducing accidents at work sites and in raising awareness on a range of topics.

Pride in the Job Safety Awards Training The Master Builders Association of Western Australia is a Registered Training Organisation with the Training Accreditation Council of Western Australia. One of the main aims of Master Builders is to improve and cultivate the technical and general knowledge of persons engaged in, or about to enter, the building and construction industry, with relevant and quality training activities and outcomes.

Each year the Master Builders Safety Department conducts the Pride in the Job Awards. These are encouragement-based awards that recognises those in the building industry who have demonstrated a high commitment to a safe working environment on building sites in the commercial and residential sectors along with quality work standards in the metropolitan and regional areas.


Technical With the constant changes to legislative requirements, BCA and Australian Standard updates, it is difficult to keep up. Master Builders Technical keeps you informed and provides technical services and support for members. Members can contact our Technical Adviser, opt to receive technical updates or attend Technical training available to the industry that covers important building and compliance topics.

Technical updates Members can choose to receive technical circulars, which are issued regularly to highlight specific industry issues and report on technical matters that members need to be aware of.

Private Certification allows a private building surveying practitioner to certify the design of a building for its compliance with the Building Code of Australia. It is hoped Private Certification will bring about a reduction in approval times for building approvals and bring us in line with our eastern states counterparts.

Building Code of Australia The Building Code of Australia can provide some challenges for compliance for building projects. The design team needs timely advice on compliance matters early and throughout the design process. Master Builders have teamed with consultants to provide certification and assessment services for new and existing buildings at member rates.

Building Better Initiative Master Builders Building Better Initiative provides members with forums, information, site visits and events to help builders build faster, more costeffectively and more sustainably in WA.

What will 6 Star Requirements Mean? Many builders may not be ready for the new 6 Star energy efficiency requirements due to be adopted in WA in May 2012. Get the right advice on what you need to do to make sure you are BCA compliant for the new energy efficiency standards. Disability (Access to Premises – Building) Standards 2010 came into effect on 1 May 2011 and apply to all Class 2 to 9 building applications lodged after 1 May 2011 including renovations and fitouts. It is the responsibility of building approval officers, designers and builders and building owners/ managers to ensure new work complies with the Premises Standards. Failure to fully comply can result in discrimination complaints against these responsible parties. With the implementation of the new Building Act for Western Australia, everyone is feeling understandably nervous. This building legislative reform will introduce Private Certification to WA.

These include: • Building Code of Australia (BCA) advice and assessment reports • BCA compliance of existing buildings for fire and occupant safety • Building Approval Certificates for unauthorised building work • Fitouts and change of use • Representation at the State Administrative Tribunal • Liaising with Council for timely application and approval • BCA Section J Compliance (We can provide Deemed-to-Satisfy Compliance Reporting for class 5- 9 buildings)

Training Master Builders Training is committed to providing high quality training services to meet the needs of members, the building and construction industry and those interested in careers in building and construction. With many changes taking place and greater expectations from clients it is imperative to the success of businesses that employees are kept informed by attending training. Training is an efficient and cost effective way to develop yourself, your team and your business. Of the 150 plus courses currently on offer, most include eligible participants receiving the Construction Training Fund subsidy. Master Builders Training offer a bulk billing arrangement, which allows us to charge low registration fees in addition to claiming the Construction Training Fund subsidy. The subsidy supports small businesses by covering up to 70% of the course fee. Our active Training Committee, includes industry representatives and meets monthly to work on improving the services we offer. Our trainers have extensive industry experience and aim to exceed industry training requirements. Training is offered at our fully equipped training centre, located in Jolimont or at any of the regional centres. Alternatively, site based training or training courses that are exclusive to single clients (where there is no need to integrate with other businesses) can be arranged. We also provide customised courses according to the needs of clients. Four regionally located offices provide training to most of the larger towns throughout Western Australia. Where we are unable to provide the training we will refer you to a reputable training provider.

The range of training courses we offer comprise both nationally accredited and non accredited courses covering the categories, business, contracts and administration, construction skills, project management, computer program training, design and drafting, energy efficiency and sustainability, safety, technical and specifications, codes and standards site supervision and training for tradesmen. We publish a six monthly Training Calender, which is sent to all members, is available on our web page and can be requested from our office via email training@mbawa.com Master Builders Training provides apprenticeship and careers information and have distributed two booklets on becoming an apprentice or employing an apprentice. We hold annual apprenticeship awards events, during which the most outstanding apprentices are recognised. We send out regular emails with details of upcoming training courses and all our courses can be found on our website at www.mbawa.com under the section training calendar. Keep homes a comfortable temperature with internal and external window coverings The past two decades have seen radical changes within the construction industry, not only in the way it operates but, more importantly, in the way houses are designed and built. Today’s consumer is well travelled, well read, internet savvy and consequently extremely well informed in just about all areas of house designs and the current ‘trends’ and ‘looks’. There is a seemingly insatiable need for increases in the spaces we must have/need for all the things the average family collects. This of course has lead to an average increase in size of Perth homes by 25% over the last 25 years making us pretty low down the sustainability ladder on the list of Australia’s major cities. One of the main contributors to this fact is that with the increase in house sizes has come the never ending trend for more and more glass to be used many resulting in ‘unusual’ shaped windows and window configurations. It is, of course, understandable that if your clients have paid a premium for ocean views, hills views, views of expensive landscaping etc, they want to be able to enjoy it to its maximum potential. This desire then becomes coupled with another current obsession that prevails about having as much light as possible coming into every room in the building whatever its use. These two demands do not sit easily with today’s need to reduce energy use (and costs) in the home and these and other factors are what we, as members of all areas of the window covering industry, are finding increasingly difficult to deal with in a way that satisfies the needs and desires of all parties and takes into account today’s concerns regarding environmental sustainability. The sizes of any type of air conditioning units needed in some of today’s large, open plan homes are higher horsepower motors than ever to deal with these spaces plus the often extreme Australian weather conditions; especially where rooms have one or more walls of floor to ceiling glass facing west. There is conclusive evidence that the most efficient way to keep the home to comfortable and acceptable temperatures in all seasons is the use of appropriate either internal or external window coverings, or a combination of the two. Members of the Window Coverings Association of Australia are at the forefront of having all the information needed to assist architects, designers, builders and consumers to select and have installed, the correct window coverings for energy efficiency and comfort and, of course, those that are also aesthetically pleasing. External treatments used to shade windows starting with the eaves and then including pergolas and patios, awnings and shutters, can reduce heat gain into the home by up to 80%. Internal treatments such as well chosen and fitting blinds and, more importantly, curtains lined with a temperature controlling lining and, ideally with the addition of a box style fabric covered pelmet, will reduce the heat gain and loss through the glass by up to 47%. The added benefit of fabric being used to attain this result is not only does it achieve this through all seasons it also gives great acoustic value to noise emitted from either outside or inside the building. This point is of particular relevance with the increasing use of hard floor surfaces throughout many of today’s homes and the resulting increase in noise and reduction of sound quality of home theatres, TV and sound systems etc. It seems to those us involved in this industry that many new homes are designed with little thought or consideration to all these issues and the subsequent cost and difficulties associated with the need for

appropriate window treatments, their supply and installation. We want to encourage designers and builders to consult with the professional operators within the industry to obtain information that will assist in creating windows that can be effectively covered with efficient and stylish window treatments that are relatively straightforward to install, easy to operate and conform to current child safety legislation. There is an increasing demand in new homes for blinds and curtains to be motorised and operate either individually or connected into a C-Bus or similar computerised system within the home. This area also needs careful planning, discussion with the designer, builder and electrician and preliminary work at the building stage by the company overseeing the installation to ensure the smooth running of the project and a satisfactory with minimum of delay and extra cost. As more and more emphasis is placed on the efficiency rating of all building including the family home all of these issues will become more important. Together, we can make this process achievable and relatively painless for us all. We would very much, as an industry, like to be considered an important part of the building industry and not people that get called at the end as an after thought. Australian Garage Door Association AGDA is a garage door industry association whose members include manufacturers of sectional doors, roller doors, garage door openers, and access control products. We seek to continually strengthen our role from a manufacturer and dealer base as the authoritative voice of the industry to consumers, the media, the construction industry, and government. We have a strong safety focus centred on the knowledge that a garage door is the largest and heaviest moving item in a house and uses highly tensioned springs to store the potential energy required to make the door move smoothly with minimum effort. In consequence we highly recommend regular inspection, testing and maintenance of your garage door and opener (where fitted) to ensure their safe, smooth, quiet, reliable operation.

History AGDA was formed in 2001 and incorporated in February 2002 as a group of like minded Manufacturers in the Garage Door Industry focused on: • Promotion of industry and consumer awareness of safety issues • Providing an industry voice for representation to governments and regulators • Providing an industry voice for representation on standards • Having clear, safe and customer focused regulations • Having a level playing field with regulations equally enforced • Providing benefits to industry generally • Promotion of industry professionalism

The results from the survey have driven our program of recent activities. Recent activities • Lobby Standards Australia to mandate garage door reversal on contact or proximity to an object. Standards Australia responded by advising its committee EL/2 has advised that it will revise AS/NZS 60335.2.95:2005 to achieve such a mandate. Issue a series of newsletters: - reinforcing the safety message contained in our consumer safety leaflet. - summarising the safety labelling provisions in various standards as they apply to garage doors. - urging consumers to consider installation of extra safety devices such as PE beams or pressure sensitive edges, as additional safety measures for their garage doors. • Expand the original scope of a manufacturer industry association to include dealer members. • Work with Standards Australia on review of AS/ NZS 4505 Garage Door Standard, including wind design criteria changes, for Australia & NZ. • Complete action plan arising from the design criteria changes in the Wind Code AS/NZS 1170 and apply to ABCB for inclusion of the revised Standard AS/NZS 4505 in the Building Code of Australia from 2013. • Develop Guide to Visual Inspection of Garage Doors to assist the industry in dealing with consumer enquiries and complaints. • Liaise with Department of Climate Change and Energy Efficiency, Appliance Energy Efficiency Team, in regard to Australian regulations for standby power, due to be introduced in October 2013. • Utilise Dealer Membership base to participate in ongoing development of training guide and industry advisory guides.

Safety AGDA has a clear safety focus for consumers and has issued a Consumer Safety Leaflet, widely available within the industry. As part of our safety focus and awareness program AGDA has completed a survey of over 500 garage doors. If homeowners expect their ceilings to be insulated to improve energy efficiency, perhaps it’s time for Australians to seriously consider the most inefficient section of the building envelope as well. Reflecting on the difficult couple of years just faced by the building and construction industries, and related markets, Hire and Rental Industry Association Ltd (HRIA) Chief Executive Officer, Phil Newby said the good news is hiring deductibility frees up scarce capital, and makes good economic sense during tough economic conditions. “Hiring is a proven method all contractors can use. Even though the current economic downturn is not over completely globally, the hire industry in Australia has helped many businesses weather the storm by providing the necessary plant and equipment without the problem of using scarce capital,” Mr Newby said. “Hiring equipment is fully tax deductible which makes good economic sense during tough economic conditions when the future order book is uncertain. This is great news for contractors and the building industry in general. “By hiring, contractors can offset any outlays, recoup some of their operational costs, and limit their overall capital equipment purchases, all the while enabling a wider range of jobs outside what they might normally do,” Mr Newby said. “Hiring’s desirably cost-effective and beneficial business edge

has helped the industry and all industries utilising its equipment and services to weather what has been a turbulent and economically challenging time.” “Also, builders and contractors can have immediate access to a huge range of modern equipment. A major benefit of hiring is education and instruction on the safe and correct use of equipment operators receive upon hiring from reputable hire companies and HRIA members.

Operator and workplace safety makes good business sense End users, like the building and construction industries, have the opportunity to be instructed in the safe handling of building and renovating equipment simply by hiring the equipment from an HRIA member business. Members of the HRIA work hard to make operators aware of the importance of safety. As part of the process of hiring out equipment, hire companies conform to a rigorous set of regulatory requirements plus have additional systems and services in place for operator education. Regulatory requirements identified by the Occupational Health & Safety Act, and overseen by Workcover Inspectors in the field, are stringently adhered to by HRIA members companies to ensure the highest standard of safety for both employees and hirers of equipment. The HRIA, as a national industry association, maintains a close eye on changes to safety legislation and works with its members and regulators to develop national codes of business management to ensure safety measures are identified, adopted and implemented into HRIA member businesses. equipment is hired out complete with written operating instructions, warning decals and labels, and support manuals as required. The hirer is instructed on the use of the equipment and further advice is available through brochures and videos. Iveco daily delivers for kennards National equipment hire company Kennards Concrete Care has recently purchased its fifth light-duty IVECO Daily Cab Chassis. “We bought our first IVECO Daily four-years ago and have progressively purchased others as the company has grown. These trucks must be available for the delivery of hire equipment to our customers on a 24-hour-a-day basis – so reliability is a prerequisite. The 40,000km service intervals also reduce downtime and of course cost. We have had a trouble-free run from the Daily’s and this is just one of the reasons that we have continued to add more to our fleet,” says Kennards Concrete Care General Manager, Matt Hardy. “Fuel economy is obviously important to us, as it is with anyone operating trucks in their business. The Daily’s are unbelievably well ahead with fuel-efficiency compared to the Japanese sourced brand of trucks our company has used,” he adds. Hardy also says that during their selection process, driver comfort and safety were two of the key criteria. “Our drivers spend many hours behind the wheel doing multiple deliveries, so the ergonomic aspect of egress and ingress is important as well as comfort in the driver’s seat.” He explains that if a driver is not comfortable and the truck gives a rough ride it can become very fatiguing, but Kennards’ drivers say the Daily’s ride and comfort is extremely car-like. Kennards Concrete Care is a specialist equipment hire company helping contractors tackle a range of concrete related jobs from demolition, grinding, stripping, drilling and cutting through to cleaning. All of this requires their Daily delivery trucks to be fitted with both a chassis mounted crane and towbar for ease of hire equipment delivery.

Safety in letters The Daily bristles with technology and has an alphabet soup of acronyms describing its electronic safety systems – some being standard and others optional. Its four-wheel disc brakes have ABS (Anti-lock Braking System), which prevents wheel-lock while braking. EBD (Electronic Brake force Distribution) distributes braking forces between front and rear axles. ASR (Anti-Slip Regulator) acts on the engine speed and braking system to prevent the wheels from slipping under stress. ESP (Electronic Stability Program) governs individual wheel brakes to reduce engine revolutions if the vehicle becomes unstable. HBA (Hydraulic Brake Assist) increases braking pressure when it senses emergency braking. Hill Holder (Assisted Uphill Departure), which acts on the brakes to hold the vehicle steady during uphill lift off. LAC (Load Adaptive Control) recognises the horizontal distribution of the load being transported. Kennards’ 45C18 cab chassis model has the optional AGile six-speed automated transmission which shifts automatically when driven in auto mode, or can be shifted manually by the short dash mounted gearlever and driven as a conventional manual transmission.

Power and performance The 45C18 has a 4495kg Gross Vehicle Mass (GVM) and a 7995kg Gross Combination Mass (GCM) which means it can be driven on a standard car licence. This is important to Kennards as they often have a need to deliver some of their larger concrete care hire equipment this way. The three-litre four-cylinder diesel engine has direct injection with a Variable Geometry Turbocharger (VGT) and intercooler. It complies with the latest stringent exhaust emissions Australian Design Rule – ADR80/03. It pumps out 130kW (176hp) @ 3200– 3500rpm and 400Nm (295lb/ft) of torque on a broad rev range from 1250 to 3000rpm. 104

The Daily range offers eight cab/chassis models (including crew/ cabs) with a wheelbase length and GVM choice – shorter for tippertype operation or a longer option for use as a tray top or pantech body. There is also a full range of Daily enclosed vans available to choose from in a variety of lengths and heights dependent on cubic and weight capacities – ranging from 8.3m³ to 17.2m³ or 2870kg to 4140kg payload.
