2009 amended CRRA-SCASD parking agreement Goals • Sufficiency – Is there enough parking? • Utility – Is the parking easy to access? • Proximity – Is the parking reasonably close?

Key provisions • Minimum of 106 parking spaces on the south side of Westerly within a 400-foot radius of the pool entrance gate • Supplemental, overflow parking on the north side of Westerly • Priority for educational use in August and September • SCASD obligations during construction 106 parking space minimum may be met using both sides of Westerly Maintain access to handicapped parking and safe pedestrian access for Welch pool patrons Cost is borne by SCASD if SCASD initiates the project

2009 amended CRRA-SCASD parking agreement: “Simultaneous with the submission to municipal authorities, School will provide Authority with a copy of any land development plan for the South High School building and parking areas.” (Recital 3, page 5) To Date: Submissions: • Zoning Variances (Parking related) – Zoning Hearing scheduled for October 28th • Zoning Text Amendment request (for Building Height) – Public hearing December 1st Traffic Impact Study currently underway (Data collection in September and ongoing) Upcoming: Preliminary Land Development Plans (with Conditional Use for Parking Reduction) – Tentative submission November 10th Initiated Longer Term Agency Approvals: • PA DEP - Sewage Facilities Planning Module • PA DEP – National Pollutant Discharge Eliminations Systems (NPDES) Permit • Final Land Development Plans (including Storm Water Management Design) start after 60% Plans with tentative submission in February 2015

SCASD anticipates that parking will be unwieldy for pool operations. If we work together, we can do better.

CRRA-SCASD Parking Agreement – proposed change Recital 3, page 5

“Depending upon the requirements of the construction project, such parking may be, during the course of construction, on the north side of Westerly Parkway, satisfactory to School and Authority. In addition, School will replace the New Parking Facilities only if they are impacted by School or its successor's modifications to the area. All of the one hundred six (106) parking spaces must be located within a four hundred (400) foot radius of the pool entrance gate, as the same is depicted on Exhibit "C", and only on the south side of Westerly Parkway.”

Proposed change preserves original intent of the agreement • Sufficiency (106 spaces) • Utility (better access) • Proximity (400 ft radius)

SCASD requests that the CRPRA Board take action on this proposed change at its November meeting.


Future actions SCASD will request a MOU to document compliance with shared parking agreement as part of its 60% design review (January 2015) • Assure that interim parking is, “satisfactory to School and Authority.” • Document permanent parking plan
