What an exciting month with hitting all the truck stops and talking to you on Chrome & Steel Radio and attending the Canadian Trucking Show & the Chrome for Kids in Mission BC Show this past month. On the COVER is exciting, 3 big named Stars in entertainment TV, Darrell Ward, Ice Road Trucker, and Jennifer Brennan and Marc Springer of Shipping Wars. These are real life truckers that dedicate themselves off the normal road to entertain the world with these hit shows. More over the years I have got to know them and call them friend and watch as these are real people friendly and do a great job at truck shows meeting and greeting and telling thier stories. This month all 3 at the same place at GATS and looking forward to meeting you if you can attend, signing the centerfold here and getting a selfie with you holding the magazine. I always get a selfie with the magazine so I can show people I just did not sign it myself,,,LOL. Chrome for Kids in Mission at the Mission Raceway Park by ZZ Chrome was an awesome success.

Thank-you ZZ Chrome and Gang for such an awesome fun show that raised over 100,000$ for the Childrens Hospital Foundation. Imagine Johnny from ZZ Chrome who put on this show, was not there to sell you something in fact did not even have a Chrome Sales tent there. ZZ Chrome put this on for the industry and to raise money for Kids and did a dam great job doing it! More about Chrome for Kids in the Expanded Web Edition. The delays are long and hot so make sure you have loads of fuel and snacks and water. So tip time here,!!!! How many of you have travelled the Hwy 5 from Kamloops to Edmonton?? If you have a load to Winnipeg or further east from the beach, if you turn north on Hwy 5, it is just and extra 200K, however, you are flat valley land, no big pulls or chain ups, and can set the cruise at 100K. If you think about the delays in construction right now,, the varied speeds and hard pulls, I bet you average about 70K at the best on Hwy 1. Hwy 5 I bet you average 95K and better fuel mileage. In fact if I was an O/O I would be tempted to take 5 to Calgary from the beach as it is an extra 400K but I bet without delay, pulls and varied speeds you save more fuel still and make better time. I did it last trip driver so I know. I checked BC Highways and congestion and saw up to 4 hours worth of delays and sitting in the

heat wasting fuel, so turned up Hwy 5 to Edmonton and then down to Calgary. Made some people scratch thier heads but calculating the time against another driver on Hwy 1, I won on 5.

Safety Measurement System By Dave MacKENZIE

Within the Compliance, Safety, Accountability (CSA) Operational Model, the Safety Measurement System (SMS) quantifies the on-road safety performance of carriers and drivers to identify candidates for interventions, determine the specific safety problems that a carrier or driver exhibits, and to monitor whether safety problems are improving or worsening. The large companies have extensive safety departments that handle all aspects of training and enforcement to ensure they meet the requirements of SMS. A great deal of skill and training is needed in order to maintain levels acceptable should an audit come in play. Blackthorn on the following page offer services to those companies that seek to be compliant in a cost effective way with experience Blackthorn members to run programs that meet and exceed CSA requirments from the skills that have manifested in these Blackthorn members from years of being compliant. SMS keeps you the driver safe on the road turning wheels making a living while not putting your health and safety at risk. SMS has replaced SafeStat in the new Operational Model.

SMS uses a motor carrier’s data from roadside inspections, including all safety-based violations, Statereported crashes, and the Federal motor carrier census to quantify performance in the following Behavior Analysis and Safety Improvement Categories (BASICs). CSA BASICs: • Unsafe Driving — Operation of commercial motor vehicles (CMVs) by drivers in a dangerous or careless manner. Example violations: Speeding, reckless driving, improper lane change, and inattention. (FMCSR Parts 392 and 397) • Hours-of-Service (HOS) Compliance — Operation of CMVs by drivers who are ill, fatigued, or in non-compliance with the HOS regulations. This BASIC includes violations of regulations pertaining to records of duty status (RODS) as they relate to HOS requirements and the management of CMV driver fatigue Example violations: HOS RODS, and operating a CMV while ill or fatigued. (FMCSR Parts 392 and 395) • Driver Fitness — Operation of CMVs by drivers who are unfit to operate a CMV due

• Crash Indicator — Histories or patterns of high crash involvement, including frequency and severity. It is based on information from State-reported crashes A carrier’s measurement for each BASIC depends on the following: • The number of adverse safety events (violations related to that BASIC or crashes) • The severity of violations or crashes • When the adverse safety events occurred (more recent events are weighted more heavily). After a measurement is determined, the carrier is then placed in a peer group (e.g., other carriers with similar numbers of inspections). Percentiles from 0 to 100 are then determined by comparing the BASIC measurements of the carrier to the measurements of other carriers in the peer group. A percentile 100 indicates the worst performance. .A bankrupt trucker who smuggled $6 million worth of drugs into Canada, in a desperate attempt to reverse his fortunes, was sentenced Monday to 10 years in prison. Wayne Douglas Rutherford, 63, who had been free on bail, was taken into custody as his wife sobbed in the gallery of a Windsor courtroom. “I know I broke the law, I know I made a mistake,” Rutherford, who is from Colborne, Ont., told the judge before sentencing. “Most of my life I never broke the law and I always tried to help my friends. I know I made a mistake and I know I have to pay for it.” Rutherford pleaded guilty in March to importing almost 47 kilograms of cocaine and 17 kilograms of methamphetamine, as well as possession of both drugs for the purpose of trafficking. The drugs combined had a street value of more than $6 million. Federal prosecutor Richard Pollock asked the judge to sentence Rutherford to 14 years in prison. Rutherford’s Toronto lawyer, Joseph Caprara, was asking for nine to 12 years. Superior Court Justice Christopher Bondy said he believed Rutherford, who has been married 30 years and has three kids, was motivated by profit after losing his trucking business, two farms and his home to bankruptcy. The judge said it appeared Rutherford wasn’t smuggling the drugs in search of some high-flying, glamorous lifestyle, but rather to regain the life he had before his business went bankrupt.

But Bondy added that a strong sentence was required for Rutherford, who had no previous criminal record, because cocaine and meth have “devastating effects” on users and society in general. Rutherford is also facing drug conspiracy charges in Quebec and has said he intends to plead guilty there. The trucker was caught Aug. 4, 2013 trying to cross the Ambassador Bridge with the drugs hidden behind a false panel in the trailer of his big rig. Court heard in March that Rutherford had driven to California with friend Warren William Jeffrey, of St. Catharines. They were carrying a load of PVC pipes manufactured in Ontario. Court heard they delivered the pipes, then the drugs were loaded onto the truck in Sacramento. The two friends also picked up a load of Montreal-bound tomatoes on Aug. 2. Rutherford dropped Jeffrey off in Michigan as he headed to the Ambassador Bridge. Border officers X-rayed the truck and spotted an anomaly. They took out the tomatoes and found the false panel where the bricks of drugs were hidden. After the sentencing Monday, Pollock withdrew charges against Jeffrey. When he pleaded guilty in March, Rutherford said his friend didn’t know anything about the drugs.

TERRORISM: A NEVER-ENDING STORY By: Dawn Truell, President, Cross Border Services

When we turn on the news everyday we hear a myriad of disaster stories from all around the world. Unfortunately, inflicting terror fuels those catastrophes. We need to stop this cycle of incitement before it destroys our ability to unite as a world absent of devastation. From the Taliban to ISIS, Boko Haram to the ever-present sadistic Mexican Cartel, Terrorism is all around us and continues to amplify. Terrorism includes any act of violence or force towards another human being or property there of in order to terrorize or pressure a government or citizens to further one’s social or political objectives. Terrorism has been going on for over 2000 years from the Romans to the Europeans. Wall Street in New York, at the hands of Italian Galleanists, back in 1920, a horse-drawn wagon containing 45 kg of dynamite shattered the JP Morgan Financial District building killing over 40 people.

Not unlike the 9/11 2001 World Trade Centre in New York Terrorist attack where approximately 3000 people met their deaths. Terrorists today are considered more dangerous and kill far more people than their predecessors. Terrorism not only includes weapon attacks and bombings but also narco-drug smuggling, human trafficking, governmental population control, right and left wing political fights, racism and even religion. In Canada we have our Counter-Terrorism through Global Affairs Canada; we admit that we are not immune to terrorism and in fact there are quite a few international and domestic terrorist groups right here in Canada. These groups are active both in our country and abroad posing a threat to all of us. Canada’s efforts to fight terrorism include increased border presence with our CBSA Border Officers along with our Military presence and our Border Security Initiative programs such as the PIP Partners In Protection, Canadian FAST Free And Secure Trade and the CSA Customs Self Assessment program. In order to utilize the FAST lanes coming into Canada, secure trusted traders expeditious border crossings for the commercial industry, a company must be part of the PIP, FAST and CSA programs. Canada instituted these programs back in 1995 as part of Canada’s security initiatives amidst in-


ternational trade. The PIP partners around the world with U.S.A., Japan, Korea, Singapore, New Zealand, Australia and the European Union. CBP, CBSA, TSA and CATSA Officers have all been assigned the arduous task of conducting lengthy security screening on all individuals and vehicles. For both the Transportation and the Importer/Exporter Industry, Terrorism poses not only threats on lives but creates obstacles for shipments of goods to and from their destinations. Whether it’s crossing the Land borders or shipping via Air or Sea, additional security scrutiny slows these industries down. Every commercial and/or passenger vehicle is subject to additional secondary screening as are all passengers and shipments travelling internationally by air or sea. This of course is for our protection but impedes our daily business functions. When approaching any US border crossing port we have all experienced the gridlocks due to security screening. Securing a Commercial FAST Card or a passenger NEXUS Card, form of identification authorizing admissibility, will aid in the acceleration of your crossing time and apply to both Canada and the U.S.A. FAST Card is for commercial land traffic only while the NEXUS is for persons travelling land, air or sea. The TWIC Transportation Worker Identification Credential is required for all Maritime Transportation in the commercial environment. The U.S.A. post 9/11 initiated the CTPAT Customs Trade Partnership Against Terrorism program; it’s intent was to identify trusted trade partners and to precipitate border crossings. This program is 100% a result of the terrorist attacks on the World Trade Centre in NYC. Likewise the U.S. FAST Free And Secure Trade program also was devised to expedite commercial traffic border crossings and was 100% due to 9/11.

Terrorism in not going away and there are no tangible quick fixes. Leaders talk of War, some say why can’t we just annihilate all of the terrorists; neither option is feasible. The inconveniences that we are all facing whilst travelling whether personal or commercial are caused by these terrorists’ threats and attacks. We can choose to do our due diligence and become part of the solution or we can choose to ignore what is going on in the world and opt out of any program that could possibly aid in this fight against terrorism. At the end of the day it’s all up to each one of us as individuals. If we are approached by someone asking us to carry drugs for them or carry a suitcase as a favour while in an airport or even to join a group that has a “cause” for some sort of political or social gain but that could potentially cause harm to others, let us stand back and remember that these are acts of terrorism and there are no irrefutable conclusions. We all need to be vigilant. For the past 15+ years I have been directly involved in helping persons and companies join all of the aforementioned programs to aid in the fight against terrorism and to facilitate our international trade.

It seems like yesterday but 40 years ago Jack Shields and his 3 sons (Clarence, Jim & John) started their first restaurant an A&W, in a small northern town called Fort McMurray. At that time there were less then 5,000 people living in that community. From there they expanded to include the Fort’s first Smitty’s Pancake House & Diary Queen franchises, the Garden Cafe, Willies and Oriellys & the Stags Head Inn. As Fort McMuuray continued to grow so did the Shields family business. In 1986 after the introduction of the Liberal National Energy Program the family lost all their business and were forced to start all over again. From there they continued to grow acquiring the Airways Country Inn and numerous other business interests. Brother Jim and his wife Jody ventured off to start a successful greenhouse operation, while John continued on with an award winning career in radio. Blackjacks Roadhouse and Games Room is a brand new building been created to host Clarence’s latest vision, this outstanding and beautiful building features amazing truss work and a 2nd floor grand stage over- looking our room.
