DOWNWIND Racing Association Newsletter CHAIRMAN’S REPORT
Diary Dates
THE FUTURE : Yes, definitely a hot topic of conversation at the recent Yachting Australia SA Clubs conference which was held over the weekend of 22/23 June at our Club. The future not only of our own club racing, nor even SA racing but the sport of Sailing itself, particularly as it stands in the context of all sports across the country.
July Sat 6: Short-handed Standalone Destination Race Sun 7: Short-handed Standalone Destination Race Sun 14: Winter Race 5 (RSAYS F/M) Sat 20: Short-handed Race 5 Fri 26: Racing Association AGM
August Sat 3: Port Adelaide Sailing Club - Icebreaker Series Sun 4: Port Adelaide Sailing Club - Port Line Cup
The news is both good and bad and all club representatives received the benefit of some very timely advice which REX will take into account in coming planning sessions. Racing itself will definitely need to evolve if we wish to engage the interest of new participants. Research indicates that at the moment there are many perceived barriers to anyone who might have the slightest inclination to race or even learn how to sail. One way, however, to combat this is to institute measures which may promote camaraderie and, in effect, bring the “Fun” back into racing. Die-hard “purist” race boats/crews, for many reasons, are dwindling in number but there is a demand for some less-intensive race days which can be, in effect, a “transition” from the casual twilight racing to the “serious” Inshore and Offshore series-type racing. Change though, requires communication and understanding. Our Draft program for 2013/14 is almost finalised and will stand but I do anticipate that the 2014/15 season may need to include some differences such shorter series options and some stand-alone/social/Sunday Races. I do believe that this will enhance, rather than diminish the program we put together. Research by YA shows a rising interest in short regattas, short series and social “fun” racing. In short, we’re not sure WHAT we will do but there’s no doubt Keelboat Racing in this state, as in all states, will need to change if it is to survive the next decade. None of us are getting younger and unless we encourage and provide access for new people, our crew and volunteer numbers are guaranteed to taper off within the next generation. A long-term vision and subsequent changes are essential if we are to preserve and protect Racing at the CYCSA. As always a consultation/feedback process with members will be paramount as we proceed to address these issues. Another topic, which also emerged from the YA conference is CHANGE; things are also changing within the governance of our sport. With some new rule changes imminent I was reminded of the fact that not all keelboat racers can point to a long history of racing (via dinghies as a child/teen) or have benefited from the experience that is a natural by-product of racing in interstate regattas. I am one of those people. I love my sport but I am by no means an expert. The fact is that some of us, whilst we THINK we know the all the rules, flags and signals, simply don’t With this in mind REX will be conducting an information workshop in the near future. I anticipate that this extremely informative four-hour session will not only ensure that our members are made aware of the rule changes, they may also come away with some newfound and immensely valuable knowledge of Race Officer procedures ( particularly concerning course setting, start line and finishing protocols). I urge all racing members, both skippers and crews, to make the time to attend this session if at all possible. (DATES TBA) The short-handed and winter series are underway - more details within this newsletter, It’s great to see a gathering number of entrants in the Canegrass Destination Race to Port Vincent on July 6/7 (Guaranteed to be a great weekend, thanks to Greg Patten and Friends ) and I’d also like to remind people of the PortLine Cup date this year is Sunday 4th August (with regatta racing also on Saturday 3)
Sun 11: Winter Race 6 (CYCSA W/L )
Other dates to keep in mind are those at the end of August when the International Tall Ship Fleet will arrive on Friday 30. This will be the largest collection of Tall Ships since 1988 so perhaps a good reason to head into the River to see the fleet berthed at Inner Harbor over the weekend. The boats will also be open to the Public. More details to come.
Sat 17: Short-handed Race 6
I do hope you can join us for the Racing Association AGM on the 26th July and urge anyone who may wish to nominate for REX to fill in their nomination forms (available online) ASAP. And finally a HUGE congratulations to JESS and ADAM on the birth of baby Nathaniel. I’ve called in to see the happy family and Nate is one cute little boy. We look forward to seeing Jess around the club in a more social-relaxed role whilst she is on maternity leave.

FROM THE RACE OFFICE
RACING ASSOCIATION Hi Racing Members, SPONSORS SEASON 2012-2013 It has been great to meet many of you over the
past weeks as I’ve taken on the role of Racing Manager.
From all reports Jess is embracing the chal-
lenges of Motherhoodd.
Over the next six months
I’ll be doing my best to hill her role which at times is proving to be quite the task,
Jess makes it look
so easy! We’ve had a great start to the Winter Season, with May and June seeing 3 races for both the Canegrass Saltbush Lamb Short-Handed Series and the Port River Marine Winter and Combined Series, as well as the Plympton Cup conducted by the RSAYS. All of these races have been great and shown that racing is great all year round! By now you should also see that the 3rd Draft of the 2013-2014 racing season programme is on the website. We will finalise this program at the upcoming AGM, following which date you will all be able to access it from our Racing Documents section as usual. If I haven’t met you yet, pop your head into the Race Office and introduce yourself (and the boat you sail on) I hope to meet many more of you soon! WINTER SERIES RACE 2
Sunday 2nd June 2013. Run by RSAYS (Fixed Mark) Sunday the 2nd of June marked the 2nd race for the Port River Marine and Combined Winter Series. The Squadron set the course for the race with Div 1 starting and 12:00 and Div. 2 with 12:05. Both divisions started with approximately 15 knots at 180 degrees. Both divisions had clean starts and all boats were on their way to a good race. All racers were able to finish the race, except El Fideldo after Doug and his team made the decision to retire. The first boat crossed the finish line at 14:10 and the last boat crossing just before 15:00. Apart from a minor confusion as to which side to pass a point on towards the end of the race, all crews were happy with the day and the winners were even happier to receive their prizes courtesy of Leica from Port River Marine. CANEGRASS SHORT-HANDED SERIES RACE 3 15 JUNE 2013 1st Carioca - Beth Hutton 2nd Seduction - Mark Williams 3rd Take 5 - Steve Martin The third race of the Short-Handed Race started at North Haven with light winds of 5 knots on a very cool, but clear day. The racers set off, heading to a yellow buoy off Largs Jetty, then to the Wreck Buoy to the Finish off North Haven. The race finished with slightly stronger winds of 9 knots, in smooth seas. Waterline length prevailed once again with G Wizz first over the line at 1420 with the last boat in the fleet crossing the line 40 mins later. With such lovely conditions for a winter race, the fleet enjoyed good quality racing and our Volunteer Duty Crew enjoyed their day on the water as well. .

WINTER SERIES RACE 3
Sunday 16th June 2013. Run by RSAYS (Fixed Mark) Race 3 was held on the 16th of June along with the Squadron’s Plympton Cup. It was an early start for the racers on a very cold morning, with a question over whether the race would even start with minimal wind predicted . Questions were answered soon enough though with all fleets starting in a very mild breeze of 4 knots with Div 1 starting at 10:00 and Div 2 starting at 10:05. A clean start was had by all boats except one who received an OCS for being a little eager. Due to very light winds, the course was shortened quite extensively, with the finish line being moved to the end of Henley Beach jetty. A move which allowed all boats to achieve a finish time. The course was very spread out as some boats struggled in the light winds. The first boat finished just after 12:30 and the last boat finished just over an hour later. After a very slow trip back to the marina, a majority of the yachts and their crews headed to the Patio to hear our results before heading over to the RSAYS to learn the results of the Plympton Cup. CANEGRASS SHORT-HANDED SERIES RACE 4 22 JUNE 2013 1st School’s Out - Adrian Wotton 2nd Carioca - Beth Hutton 3rd Seduction - Mark Williams
The morning of Race 4 of the Short-Handed Series saw a very cold, wet and windy morning. The conditions weren’t looking to nice for the racers but where there is wind, there is always a chance of a good race! We started in 20 knots from the east in flat water. I started the race just outside the North Haven breakwater. First mark was the lead out beacon, then the Silt ground, Norma wreck and then home. Gusts were said to be around 32 knots out off the coast. G- Wizz was first over the line. Schools Out finished first on handicap. 1 hr 50 min for GWizz with Carioca around 2 hrs 20 min. A great day was had by all as the weather was nice enough to clear up for the racers but gave them all enough wind to have an quick and successful race! APOLOGIES
The Racing Executive would like apologise to Jamie Goode, skipper of Vertigo, for a typographical error in Groundswell. Under the results for the 2013 Great Southern Regatta, it was stated in both the PHS and IRC results for Division 2 that Jason Coonan was the skipper of Vertigo. We’re not quite sure how these gremlins got in the system as this was obviously a mistake as we all know Jason Coonan is the skipper of Dr Feelgood. So again, our sincere apologies to Jamie Goode: the TRUE skipper of Vertigo and we promise a Pint or two if we ever make the mistake again Jamie ! Traci Ayris

IRC REPORT
There have been a couple of changes to the IRC Rules involving a change to crew rules and spinnaker rules. These change of rules, below, are effective in Australia from the 1st of June 2013 through to 31st May 2014. Changes to Class Rules, which states the following: 11.1 A Rule Authority Prescription or Notice of Race may vary the requirements of IRC Rules .......22.4. Any Rule Authority prescriptions shall have been approved by the national IRC Owners' Association when such exists. No other IRC Rules may be amended. Rule 22.4.2 states that: "The crew weight shall not exceed 85kg multiplied by the Crew Number printed on the certificate. This rule does not apply to short-handed certificates issued under Rule 8.2.1." Yachting Australia prescribes that during a regatta run on consecutive days, including any lay days, the crew shall remain the same and be on board for all races. Exceptionally, crew may be replaced with the permission of the Race Committee. Competitors should also take note of Rules 11.2 and 11.3 which state: 11.2 A Rule Authority may prescribe that for races under its jurisdiction requiring compliance with ISAF Special Regulations Category 3 or above, Rule 21.6.1 is varied to the extent that a boat may carry one more spinnaker than shown on her current IRC certificate of area not greater than rated SPA without an increase in rating. Any such prescription shall be referenced in a Notice of Race. 11.3 Where a Rule Authority has made a Prescription to a Rule, a Notice of Race shall not vary that Rule or Prescription without the permission of the Rule Authority. Rule Authority Prescriptions shall be referenced in a Notice of Race. Yachting Australia prescribes that in accordance with IRC Rule 11.2, 11.3 and 21.6.1, in IRC races requiring Category 1, Category 2 or Category 3 Special Regulations compliance, a boat may carry one more spinnaker than shown on her current IRC certificate, of area not greater than rated SPA, without an increase in rating.
