As we begin to wind up a racing season we immediately look ahead to the next and it was refreshing to receive some constructive feedback from some of our racing skippers. The recent Program Forum at the RSAYS reinforced to racing committees of both clubs that, whilst we need to continually keep tweaking, essentially our racing programs are meeting the needs of most members. Eight CYC Keelboats and two J24’s were represented at the forum, joining spokespersons for 11 Keelboat, 2 multi hull and 4 Etchells from the RSAYS. Whilst some CYC skippers were unable to attend the forum they were thoughtful enough to provide me with their thoughts on paper beforehand. In essence we have received direct feedback from the skippers and crews of 34 boats from both clubs. Votes were taken on a number of questions and subsequently these views and comments will be taken into account as we work on our program for the next Summer racing season. It’s not too late to have your say, and I welcome your comments on the following issues: SUNDAY RACING: some skippers have indicated that they would like to see two Sunday races (one before Christmas and one after). These races would enable sailors from other clubs and junior sailors to join us. It is hoped that some Trailerable boats could enjoy a casual race on these days as well. TWILIGHTS: The two combined twilight races were deemed a success and two stand-alone Ladies Helm twilights were advocated and well supported at the forum. RACE START TIME: Should we start earlier toward the end of the season? General consensus so far is that any race day needs to provide at least two hours of good racing but crews should be able to be socialising on the patio by around 4:30 MULTI-RACE DAYS: This issue is a sharply divided one. What is the ideal blend of single and double race days? Should we only conduct multi race days for regattas or are they a mandatory component of the inshore series?

COURSES: Again, this is a divided issue but both Windward/Leeward racers will be accommodated and those who prefer beacon/fixed mark races will more than likely prefer the Coaster series. Many skippers have indicated the necessity of RO’s planning races which can be shortened as necessary. LONG WEEKENDS: Feedback so far indicates that racing on long weekends is not preferred. OFFSHORE: Feedback indicates a strong desire among most offshore skippers for more flexibility with courses and perhaps the inclusion of a “Destination” type race (more than likely to Port Vincent). The issue of running “short” offshores (ie: 60nm) within the gulf is another divided one, some hate them, others enjoy them. I invite all skippers who intend to race next year to jot down their thoughts on these and any other issues and send to Jess as soon as possible so that we can plan a program to suit the majority of those out on the water next season. SHORT HANDED: REX is currently considering an option whereby the Short Handed series could potentially encompass two divisions: one for the “purist” two hander and another which will allow boats to race with up to four aboard (for boats with general crew numbers 7+) and be handicapped accordingly. The object behind extending the existing parameters of short handed racing in its current form is to encourage more skippers to consider racing on these dates. We understand that it can be hard to gather a full crew in the cooler months so this type of racing could appeal. A separate start would be provided if this second division were to obtain enough numbers to constitute a fleet. If you would consider nominating for this type of racing please let Jess know as fleet numbers will dictate whether a second fleet is viable. PRESENTATION NIGHT is just around the corner, we’re planning some comedy and musical entertainment so bring your partners along. We’re taking nominations for Crewperson of the Year and Yacht of the Year. Please remember that “Crewperson of the Year” is not limited to the elite racing crews, it’s an award which recognises the person on your boat who consistently does so much more than jump aboard on race day, the person who is always there for that working bee and who goes out of their way to fix things when they break. If you have such a crew member and believe that they are consistent, talented, proactive, dedicated and irreplaceable then please put their name forward for consideration. In closing, if you haven’t yet made plans for Easter I urge you to join us at Port Vincent as we combine with RSAYS members for a great weekend of racing and onshore activities.

IRC NEWS End of Season Discounts Offered for 2010 IRC Certificates
Yachting Australia is once again offering a 50 per cent discount on all end of season IRC applications lodged by Australian boat owners, a substantial saving for those owners wishing to race in the closing months of the current IRC year. The special offer is applicable on certificates issued between 1 March and 31 May 2011 and only on 2010 IRC certificates. The discounted prices for certificates obtained during this period are as follows:

There are a number of regattas which will take place around Australia between now and the end of the current IRC year on 31 May 2011, allowing owners and Clubs to take advantage of this offer. These include: the Brisbane to Gladstone Yacht Race, the Queensland IRC Championships, Sail Port Stephens, Audi Sydney Offshore Newcastle Yacht Race and the Melbourne to King Island Yacht Race. Please note that this offer is applicable for 2010 IRC applications only. Regular prices will apply to any applications received for 2011 IRC ratings during this time. Changes to IRC Rules for 2011 Rule 8.2 now incorporates the first sentence of old Rule 8.9. The remainder of old Rule 8.9 has been deleted because it is repeated elsewhere.

Old Rule 12.8 is deleted as being now redundant.

Old Rule 21.3.4 (e) is deleted as being redundant.

In response to abuse, Rule 8.2.1 now requires that a boat holding a short-handed certificate may not use her primary certificate for short-handed races

To improve clarity, old Rule 8.4 has been separated into three separate rules, 8.4, 8.5 and 8.6.
Rule 21.5.3 is amended to clarify that, in the case of mainsail widths less than the defined lower limits, the lower limits are shown on a boat’s certificate. Rule 21.7.3 is similarly modified in respect of headsail dimensions.

Rule 8.6 now specifically defines the meaning of Endorsed. It also clarifiers that irrespective of certificate print language, the work ENDORSED is always used and how this is shown on certificates.
Old Rules 21.6.1 and 21.6.4 are deleted as being potentially misleading. IRC treatment of SPA and STL is not affected by this deletion.

In response to abuse, Rule 21.8.1 (c) is amended to limit the minimum size of headsail used by a boat rated for a single roller furling headsail .

Rule 22.4 is amended by the deletion of old Rules 22.4.1, 22.4.3, 22.4.4 and 22.4.5.New Rule 22.4.2 now invokes Crew Number by default unless this is amended by a Notice of Race.

New Rule 8.10 defines rated dimensions as maxima and minima and that a boat found during equipment inspection at an event to exceed any dimension is not in compliance with her certificate.

Rule 9, Rating Review, is now specific that it does not apply to equipment inspection at an event.

For clarification, the IRC definitions of HHB, LL, LLmax and LP are amended.
•
New Rule 17.2.9 clarifies that portable electronic equipment shall not be on board for Measurement Condition.

There are a number of other detail changes of an administrative nature.

RACING MANAGER’S REPORT
Hello from the Race Office! Another busy month in the Race Office thanks to our action-packed schedule. We've finished our Twilight Series, completed two great regatta weekends and now I am working on Presentation Night. The Vicsail Beneteau Regatta on March 27 saw ten yachts out on the water and on April 2nd and 3rd we also hosted the J24 State Championships in conjunction with the Great Southern Regatta. Autumn turned on two brilliant days for the J's and the GSR fleet and a full list of results can be found in this bulletin.

A special highlight for me was the Ladies Helm Twilight, which was held at the completion of the Phil Hoffmann Travel Twilight Series. The decision to sneak in an extra Wednesday night race before the disappearance of Daylight Saving was great as I managed to get out on the water myself and helm G-Wizz. I had a great time and send special thanks to Greg and the G-Wizz crew for their patience!

CLUB INSHORE RACE 11 REPORT - 26 MARCH This race was listed as a W/L to be conducted by the RSAYS. Originally the race was to have some river content to add variety to our Saturday racing, however the amount of expected shipping movements changed that & RSAYS ran an outside start W/L race. The wind varied from 10-17 knts, generally from the SE, but swinging 15° either side. Division 1 & Multihulls: 1.8 miles / 3 laps Division 2: 1.4 miles / 3 laps Division 2 included a couple of J24 competitors, due to the crane breaking down & their race being postponed. It was a Sunny day with 17 on the line for Div 1 start, creating a very competitive start with fleet splitting. The Business and three others tacked early onto port and went out to sea in clear air. The rest went inshore, but big dividends were paid for those who went offshore, with The Business second around the windward mark after SMB. It was close racing with yachts picking the shifts and making big gains. Results At the windward mark rounding for the 2nd time, Two True and 3 Cool Cats hit solidly beam to beam both on D1 IRC D 1 PHS stbd. 3 Cool Cats came off worst with port side fence 1st SMB 3.5 - Geoff Boettcher 1st The Business – Nick George 2nd Two True - Andrew Saies 2nd White Knight – David Knights badly bent. On lap 3 The Business hit the mark. After 3rd The Business – Nick George 3rd SMB 3.5 - Geoff Boettcher all this action and excitement, the results listed Bullistic and Asylum as OCS at the start which was very D2 PHS disappointing for them. 1st Carioca – Beth Hutton 2nd Young Einstein – Rob Sellick It was a great days racing with the RSAYS RO, Langdon 3rd JJF – Doug Watson Hamlyn, doing an excellent job.

MUSTO OFFSHORE SERIES—ISLAND CUP Race started on FRIDAY 18 March 2011 The Island Cup had a forecast of E – S/E 10/15 knts - perfect for this course and for those who enjoy fast reaching! The race started on time (1900hrs) in the river. Most yachts used a spinnaker for a few miles past the breakwater, however the breeze soon moved to the S/E, causing all yachts to drop their spinnakers, go for a headsail & crack off! The fleet carried the breeze to Beatrice Island – at times gusting up to 20 knots just forward of the beam. Most of the fleet rounded Beatrice between midnight (SMB 3.5) & 0300 (Kinetic Energy). The was only one major problem on this leg with Synergy going aground just after rounding Beatrice and a high tide compounding their worries. Luckily, 2 local Coast Guard boats pulled her free, and they subsequently retired from the race. After fixing a minor engine problem they had a leisurely sail back to CYCSA, arriving home at 1900 on Saturday. The breeze held overnight, and the rest of the fleet absolutely flew up to Orontes, but then the problems began with the wind going light from the N – N/E then finally to E. SMB 3.5 rounded Orontes at 0504, covering approximately 128 miles in 10 hrs, but then took another 4 hrs to cover the last 22miles. They finished the race at 0845 with an elapsed time of 13hrs 45min for 150 miles –BRILLIANT.... and probably a record for the Island Cup! Kaesler, Two True, 3 Cool Cats & the Sydney 38 group finished a bit either side of 1500, all still very good times for the Island Cup. In the smaller yachts Kinetic Energy rounded Orontes at 1030 - not far behind the group in front -but spent 5 frustrating hours covering the last 22 miles, finishing at 1534. LADIES HELM TWILIGHT - 30 MARCH 2011 Due to the popularity of our Ladies Helms Twilight Race before Christmas, we successfully scheduled another standalone Ladies Helm race at the end of the Twilight Series. Attended by our Sponsors from Phil Hoffmann Travel (Phil, Christa and Suzie), and Yalumba (Therese), it was a perfect opportunity for Series Presentations, as the final race in the Twilight Series was blown away. The race was another success, with a total of 17 starters – all helmed by lovely ladies! Not a bad number considering it wasn’t scheduled in the program! Congratulations to Karen Johns (Aquila) for beating all the other ladies to walk away with 1st place and a lovely gift courtesy of Yalumba!

GREAT SOUTHERN REGATTA
Great Southern Regatta – April 2 & 3 2011 This year’s Great Southern Regatta saw the most entries since 2007, with 30 entrants in total: Div 1: 11 (CYCSA 10 / RSAYS 1) Div 2: 10 (CYCSA 3 / PASC 7) J24: 9 (CYCSA 6 / PASC 3) Special mention is warranted for the Port Adelaide Sailing Club who entered 10 yachts in the regatta, stayed overnight in the marina, and made a major contribution to the success to the regatta. The series consisted of 2 W/L races on Saturday and a Long Inshore on Sunday. These races were run in conjunction with the J24 State Championships, who raced 3 x W/L each day. The weather was perfect all weekend with sunshine and ample breeze.
Saturday 2nd April 2011 GSR Race 1 for Div 1 was 2.3 miles x 2 laps, and for Div 2 was 1.9 miles x 2 laps. (wind direction bearing 180 degrees). It was an excellent course with most yachts appreciating the longer legs. The J24 Div sailed 0.7 miles for 3 laps wind speed around 12 knots.

GSR Race 2 for Div 1 was 2.3 Miles with a bearing of 190° for 2 laps. Div 2 was 1.7 miles with a bearing 190° for 2 laps. Race 2 for the J24 Div sailed 0.7 miles with a bearing of 190° for 3 laps wind speed around 13 knots – race 3 was in the same conditions, using the same course. There was a delay of about 30 mins between the start of Race 2, mostly due to a few problems on board a couple of the slower Div 2 yachts. The wind at the start of the race was approx 13 knots, and built up during the race with gusts around 19 knots on the last leg. There was a big tide running for the 2nd race, which combined with the SSW breeze built up some white caps, which added to the excitement. After a clear start in Div 1 fleet, most appeared to tack early, which ended up being the right move - 3 Cool Cats lost about 300 metres on the fleet by staying inshore to long. During the second run a few yachts opted not to fly kites. Synergy had a blinder in Div 2 and blitzed the rest of the fleet. The J24 fleet also had plenty of thrills surfing down the white caps.

GREAT SOUTHERN REGATTA
Sunday 3rd April 2011 The second day of the GSR started with very light breeze in the morning. Race 4 of the J24 Division started at 1100hrs in 4 knots of breeze at a bearing of 250° for 3 laps with a length of 0.7 miles. After 1 lap the course was shortened to 0.5 miles and windward mark was moved to 230°. It was a 12.10 start for the keelboats in the GSR. The course was a long inshore, with winds of 7 knots at 230°. The Div 1 course was to the gate at Point Malcolm - then 5 miles at 160° - to a mark approx off Torrens Outlet - to Point Malcolm gate - to a gate prior to the finish line – finish (approx 15 miles). Div 2 sailed the same course, apart from 2 mile leg after Point Malcolm.

We saw a good aggressive start in Div 1, with Asylum and 3 Cool Cats having a "beam love-tap" half way down the line. Div 2 started very conservatively, with one yacht 2 mins late. About 30 mins into the race the breeze backed to 180/190° putting the fleet on the wind to their turning marks, followed by a spinnaker run all the way home. The breeze picked up to 15 knots from the south slightly favouring the bulk of the fleet, as SMB 3.5 had finished in just over 2 hrs with not much of the increased wind strength, and most of the fleet spent about 2 -3 hours on the water, all enjoying a fabulous afternoon. Synergy had another great race in Div 2, winning line honours out of a fleet of 10, and also coming first on PHS.
J24 Fleet After a slow start in Race 4 the breeze picked up to 10/12 knots for the last lap. Race 5 consisted of 3 laps at 0.7 miles, with winds of 13 knots at 175° - creating excellent racing with a very close finish. Race 6 was 3 laps at 0.7 miles with winds of 17 knots at 185°. Code Violation was about half a boat length over the line at the start, which put skipper Peter in big trouble trying to get back behind the line in such a bunched fleet - however he sailed brilliantly and still came second. International J24 Class State Championships The J24 State Championship was run in conjunction with the Great Southern Regatta, and consisted of 6 Races, no Drops. VICSAIL BENETEAU REGATTA—SUNDAY 27 MARCH This year was the CYCSA’s turn to host the popular Vicsail Beneteau Regatta.
10 Yachts in total entered – 6 from the CYCSA and 4 from RSAYS. Brendan Hunt and Rebecca Psaltis from Vicsail held a welcome and briefing on the patio at 11am, followed by morning tea and cake.
There were 2 divisions – Spinnaker and Non-Spinnaker. Spinnaker course: Start – Point Malcolm (S) (Orange Inflatable) – Wreck Buoy (S) – Finish - In total about 8nm. Non- Spinnaker course: Start –Point Malcolm (S) (Orange Inflatable) – Finish - In total about 5.5nm. Vicsail Beneteau Regatta Sunday 27 March 2011 1st

The races started at 1300 with only 3 knots of wind from the SE, flat seas and sunshine. About 30 minutes into the race, a light SW sea breeze prevailed (7/8 knots), giving all entrants a lovely afternoon of sailing in the sunshine for 2 to 3 hours. After the race finished, all competitors headed back to the marina, where a BBQ and drinks for 80 really topped off the day. Brendan and Rebecca did the presentations for both divisions, followed by the overall result and the announcement of the 2011 winner of the Beneteau Bugle.
