CHAIRMAN’S REPORT It was great to see many of our racing members out in force on Opening Day. The “sail past” around the marina and into the Western Basin was well-received by locals and participants. Congratulations to the Kudos crew for their triumph in the Unforgettable Challenge. Winning the houseboat trip must have topped off a perfect day for Vlad, Pam and friends.

REX has received some comments regarding the formatting of our twilight results (some like it, some don’t and others are not bothered either way). If you have a strong opinion in the matter of Twilight Results please send Jess an email or pass them onto a REX member for consideration.
Sat 24: Coaster R3
Jess has been working with the J24 owners and we can now confirm that the J24 State Championships will be held at the club on the 8th and 9th March 2013 Wed 28: Twilight (RSAYS) and it will be great to see some more sports boats around the club this weekend when they arrive to join our Premiers Cup fleet for the Sports boats State Championship event. In other racing news we had perfect weather for our recent Prescott Securities stand-alone “Sternchaser” twilight race. Sat 1: Offshore R3 (Jubilee Cup) Feedback was that this type of handicap racing was a nice change from the usual twilight races. We welcome your comments so please advise a REX if you Sat 1: Coaster R4 would or would not like to see this style of racing in future programs. Wed 4: Twilight R6 Again I ask that if all racing members could consider offering some time to Sat 8: Queen of the Gulf Regatta assist on our Duty Boats. Our wonderful volunteer crew put in many hours and Wed 12: Ladies Helm Twilight by increasing the numbers in our volunteer pool we will be able to allow them some time off if needed and train people into the various roles. We do not Sat 15: Coaster R5 expect our volunteers to be on the water for every race but we would welcome Wed 19: Twilight R7 & Series some interested people who may be able to help out on occasion (such as regattas). NEWS FROM THE RACE OFFICE
Hello Racing Members! Time Keeper: As we have outlined a few times in this edition of Downwind, we need some people to put their hands up to assist on our Duty Boats. You do not need to commit yourselves every week, a few weeks here and there would be great. If we get a handful of people willing to do this, we will be covered, PLUS we will have achieved our goal of expanding out volunteer database. Please contact me if you can help us. Queen of the Gulf Regatta: Will be held on Saturday the 8th December 2012, in conjunction with Club Inshore Race 6 and SA IRC State Champs (Division 1) Race 6. Club Series and IRC Series entrants are registered in this Regatta free of charge! There is a nominal $25 fee for all other interested parties. SA Sports Boats State Championships: You may be aware that this year, the CYCSA is organising authority for the SA Sports Boats State Championships. It is thanks to Sam Gaylard (Troppo – PASC) that this event has come about, and we look forward to welcoming all visiting vessels to our Club! The Championships will consist of 6 races, to be held in conjunction with this weekend’s Premier’s Cup Regatta and the Great Southern Regatta (April 2013). Upcoming Twilight Events: In addition to our normal Twilight Series, we still have a couple of special events coming up on the Twilight Calendar. The Combined RSAYS Twilight (standalone) will be held on the 28th November - please note the later warning signal of 1810 for Cruising B and 1815 for Cruising A. Another great one to lock into your diaries is the Standalone Ladies Helm, proudly sponsored once again by EverettBrookes Custom Jewellers - Wednesday the 12th December. You have plenty of time to find a lovely lady to helm your boat and the ladies helms are always popular! Sydney to Hobart Dinner: Don’t forget to book your table for this year’s Sydney to Hobart dinner – Friday 23rd November. The evening will be a great send off to this year’s competitors - Two True, Secret Mens Business 3.5, and first time entrant, Asylum! This year Enchantress from RSAYS is also competing and will be included at our dinner. Tickets are $45 per person, and booking must close on the 21st November. Contact Reception for more information.

TACKING AT THE FINISH…?
A couple of months ago David was a member of a protest committee which heard the following case: Two one-design boats (Blue and Red) were approaching the upwind finish line in one of several races in a multi-class regatta. Both boats were on port tack near the port (left) end of the line, looking upwind. There were about 2 1/2 boat lengths separating the two boats, gunnel to gunnel. Both boats were well within the 3-boat-length zone and had entered the zone almost simultaneously, with the windward Blue boat being slightly closer to the finish line than the leeward Red boat. The leeward (right hand) Red boat suddenly tacked onto starboard. The windward Blue boat, which was slightly closer to the finish line, crash-tacked to avoid a collision. After her tack, the Blue boat was outside the lay-line, to the left-hand end of the finish line, and had to execute a jibe to circle around and finish after the Red boat had crossed the line. The Blue boat hailed "protest" and raised a red flag immediately. She filed a protest within the time limit. She alleged, citing Rule 18, that she should have been given mark-room as the inside boat and allowed to finish on her porttack course. The facts found that both boats were overlapped on port tack on their approach to the finish line, with 2 1/2 boat lengths of separation, well within the three-boat-length circle. Both boats were within the port-tack layline to the finish, and the Blue boat would have finished first if they both remained on port tack. Even though both boats entered the zone on the same tack, the P.C. ruled that the last sentence in the preamble to Rule 18 and Rule 18a indicated that Rule 18 did not apply in this situation because: after the leeward boat (Red) tacked, "both boats were on opposite tacks on a beat to windward." Therefore Blue was not entitled to mark-room (since Rule 18 was shut off). Red was within her rights to tack onto starboard within the zone, becoming the Right-of-Way Boat and forcing Blue as the Give-Way Boat (Rule 10) to tack away onto starboard and be unable to fetch the line. The questions are: 1.) Did the rule-makers intend that the last statement of the Rule 18 Preamble, along with Rule 18a, would allow the outside leeward port (Red) boat to have such a powerful weapon of being able to tack onto starboard and force the windward port boat (Blue) to tack away and be unable to fetch or to claim mark-room, even though both boats entered the zone overlapped on the same (port) tack and with the windward port boat closer to the mark? Was the Blue boat in that situation unable to invoke Rule 18? 2.) Can the last part of the Preamble, along with Rule 18b, be construed to mean that the proper course for the leeward port boat (Red) should always be to tack in this situation, so that she would be able to shut off Rule 18 and finish before the Blue boat? I have a question of my own: You mention a crash-tack by Blue. Did she have to respond before Red was on a close hauled course? According to my animation of the incident that is almost unavoidable. I’m assuming the PC did not find that as fact, otherwise they would have DSQ-ed Red for not keeping clear while tacking. And a crash tack is not seamanlike. If that was the only way Blue could keep clear, Red possibly broke rule 15. Answer 1: YES. As soon as Red tacks to starboard, both boats are on a different tack and rule 18 is switched off per 18.1(a). Have a look at case 95 in the casebook Answer 2: Proper Course? Maybe you can call it a good tactic, but not proper course. The definition proper course does not take into account whether a boat finishes before or after. It is only the fastest way to the finish. But if Blue ‘allows’ this manoeuvre it is a good way for Red to make sure she finishes before Blue. There is an affective tactic to defend against such a manoeuvre. If Blue makes sure that Red can never complete her tack without keeping clear, she is effectively blocked and Blue wins. In order to do this she must bear off and close the gap between her and Red. Not too close, she’s still keep clear boat (and has no protection from her mark-room, because she’s not sailing directly TO the mark) but close enough so that Red cannot tack. Prescott Securities Standalone Sternchaser - Wed 7th November A perfect sunny day with 10/15knt s/s/west & slight seas greeted the fleet of 23 starters. Ray Evans set a good course to a w/ward mark then "wreck boy" then reach/run to the finish (approx 7 miles). Adria was first away at 1804 & Aquila last off the line at 1830. It was great to see the individual battles going on as the fleet gradually converged. It took 'till approx half way down the last leg for the fleet to really bunch up - then a few pulled clear. On Adria we had a really interesting race (almost speared by 'Such is Life’ just short of the wreck buoy), especially trying to hold off Kudos for most of the last leg. It was very exciting finish with Another Planet & Ghost of Christmas Past a few seconds in front of Adria / Liberator /That’s Life (only inches between them) followed by Kudos & Vertigo just a few seconds away - 7 boats over the line in about 10 secs. First over the line & overall winner was ‘Medosa’ -Brian Smith.

FAREWELL TO DON CHISHOLM
Don Chisholm recently announced his retirement from his duties as time keeper on CYC1. Don has been a member of the Club since 1994 when he replaced an old friend of his, Ian Rowett, as time keeper, first on board Miss Robin from the Squadron as the CYC representative, then moving onto YC02, and finally settling onto CYC1. Don has a long history of being about boats and together with his wife June and son Andrew, life has been centred around some sort of sailing activity. Don started sailing in Queensland at the Royal Queensland Yacht Squadron and owned one of five heavyweight sharpies built after WW II to start the class in QLD. In 1954 he trailered the sharpie from Brisbane to Adelaide behind an Austin A40 and has lived here ever since. The journey took five days and they arrived the day of the infamous earthquake which caused much devastation in SA. At this time, Don joined the Glenelg Sailing Club, now the Adelaide Sailing Club. In 1960 Don was Secretary of the SA Yacht Racing Association at the time that the late John Parrington was President. At around this time he built a Flying 15 to sail from the Patawalonga and in it won the World Series at Cowes in England with John Caluet Jones as skipper. Over the years, Don has found that his role as time keeper was a good job for an old experienced yachtie, and has said that the hardest part was to keep his head down and count with all the commotion of a start going on around him. Recording the sail numbers and times in close finishes has also been a challenge and required much experience. This role has had its compensations though, as since he sees no action on the start, he couldn’t be called in on a protest. Don‘s retirement marks 18 years of service. He has been a valued assistant on committee boats over the years, giving his time on weekends, Twilights and multiple regattas over the years. Don’s service is recognised by multiple ROs and REX Committees.

HAYSTACK ISLAND OFFSHORE RACE
The Haystack Island Race had strong and steady winds for most of the event. This meant that on our yacht Asylum we were able to put all of our sails to good use including a new jib top sail. We were fortunate again that we didn’t get wet and cold and were able to cook hot meals and make teas and coffees. We had ten crew members for the race plus Brett Young who took a training role giving us the benefit of his knowledge in offshore racing and boat organisation. Our aim was to sail competitively while putting into practice systems and procedures that we will implement on this year’s Sydney to Hobart race. This is a serious training race for the S to H for most South Australian entrants. The previous w/end most of our crew did the two day sea safety course at the CYCSA taken by Andy Ship. We were able to put into practice many of the concepts and ideas for improved safety. A summary of the race legs: Start Friday 9th Nov 2012 1900 hrs. to Marion reef. The strongest winds got us underway – thus we used our N04 headsail; but did not require a reef in the offshore main sail. We did a sail change to the new jib top (high cut) sail that performed well in these conditions. Gradually the winds moderated so we did another sail change to the No3 headsail. We passed Marion reef in good time at approx. 2345. On the leg to Haystack Island we found that the 8-12 knot s/easterly winds were on the port quarter so we used the asymmetric spinnaker. We rounded Haystack Is and Seal Is early Saturday morning 0545. The next leg to Marsden point was quite direct with winds from the east backing to the north. The chop of the sea and the sun in the helmsmans eyes required strong concentration to keep up and on course. At Marsden point we were able to put up the code zero followed by the masthead spinnaker on this short southerly leg to Beatrice Is mark which we rounded at 1340. The last leg home featured a two hour lack of wind mid afternoon which seems to be a regular feature for the race. We had a spinnaker run home from there again using the code zero and masthead. It was a fine nights sailing along the Adelaide coastline. We finished and radioed in our time early Sunday morning 0052. OFFSHORE RACES ATTENTION OFFSHORE RACING SKIPPERS! A few reminders about our Offshore Racing protocol:
Please remember to submit your crew lists to the Race Office 2 hours prior to the warning signal (preferably typed). Failure to do so will incure a 20% time penalty.
Please ensure all competitors log on with the Coastguard on Channel 80 within the time frame, as per the Supplementary Sailing Instructions.
In addition, please ensure you sign on at the Nomination desk at least one hour prior to the warning signal
All boats shall report their positions in radio skeds at the times nominated in the Supplementary Sailing Instructions.

NOTICE TO ALL BOAT OWNERS
Owners should note the Clause below in the Current Sailing Instructions 2012 -13 8.4
Change of nominated helmsperson. The helmsperson shall be nominated on the entry form for each series. The Racing Executive shall be advised of a change to the helmsperson at least 24 hours prior to a race. A change of helmsperson may vary a boat’s handicap. This does not preclude crewmembers taking the helm for short periods during a race or helming during their watch in an offshore race, but not during the starting period.
It has come to the Handicap Committee’s attention some yachts may have changed their "nominated" helmsperson without giving notice to the Racing Executive [through Jess] as per S I 8.4. Please ensure you abide by the rules at all times to maintain the integrity of the handicap system. As per the Clause above if the committee become aware of changes without notice we may make a manual adjustment to the handicap for the next race the vessel competes in. It is not the intent of the committee to penalise a vessel but to not give unfair advantage to a vessel that changes helmsperson for gain. We suggest you supply brief notes on the experience of the substitute helmsperson to help the committee decide if any change in handicap is warranted. This may be up or down We do not make manual changes lightly but do so to maintain a fair and equitable process for all competitors Example A: YC 999 TopYacht wish to notify the HC committee of a change of helmsperson on XX/XX/2012 to regular crewmember Joe Blow who is Mainsail trimmer normally No change likely. Example B: YC 999 TopYacht wish to notify the HC committee of a change of helmsperson on XX/XX/2012 Joe Blow previous Australian Champion, and world Champion in Etchells. A change is likely.
