Chairman’s Report……. Another busy month for REX. After eliciting feedback from racing members we have finalised our Racing Program for the coming Summer season. The Program will be ratified at our upcoming AGM. On the topic of our AGM at the end of this month, I urge you all to attend. We have received eight nominations for positions on the Racing Executive and, under our association regulations, a ballot on the night is required to select the next committee. Please take time to look at the nominees listed on the CYCSA website.

Recently REX has implemented Standard Operating Procedures for Duty Crew/Volunteers and Race Day Procedures for our Race Officers and Racing Manager. As Racing Committee members, Racing Managers and Volunteers may change over time we believe it is important to document the requirements and expectations of all relevant parties in relation to the conduct of our races now and in the future. Wayne Coonan has brought to our attention that some recent changes to Department of Transport regulations may affect our racing members. It is perhaps prudent that all skippers and crews familiarise themselves with the information found at this link as, under these new regulations, many boats may not comply with the "Unprotected Waters" - now offshore 3nm - requirements. http://www.transport.sa.gov.au/safety/marine/marine_equipment/8to15.asp Essentially the list for unprotected waters is · one approved PFD Type 1 for each person on board

Please take note of the above, most importantly the requirement to carry two anchors and a two way radio. As you will see on the Department of Transport link, there is an addendum stating that yachts leaving Gulf Waters are required to carry a V-Sheet. It was pleasing to see that the recent Winter Series race was able to start, and wonderful to see thirty yachts out on the water at this time of the year. I look forward to seeing as many of you as possible at our AGM on Friday 30th July - Ensure that you have your say in the conduct of racing at our club by voting for those who best represent your views and interests.

THE MEWSTONE ROCK RACE The Mewstone Rock is on the southern tip of Tasmania where sailing is in some of the most challenging conditions, and was last conducted in 1985. The Royal Yacht Club of Tasmania is considering re-introducing this iconic race and asks for expressions of interest with the expected race date being January 22-23, 2011. Please contact Jess in the Race Office for an expression of interest form.

Racing Manager’s Report……. The winter series has been ticking away nicely since the last edition of Downwind. We have successfully raced 2 more Short-handed short courses (19th and 26th June), and 3 more Winter Series Races (20th June – Plympton Cup; 4th July and 18th July). You can find the results from these races on pages 5,6&7. Re-Sails The Short-handed short course re-sail date is Saturday 31st July 2010. Race 1 of the Winter Series which was postponed due to strong winds has now been abandoned. Developments to CYC1 I would like to acknowledge Andy Shipp and Mark Johns for the hard work they recently put into installing a shore power interface (kindly donated by Mark) and a new speed instrument on CYC1. The REX and the club appreciate all the time and energy our members put into volunteering their services at the CYCSA. Thanks guys! The Racing Association AGM will be held in the Clubrooms at CYCSA on Friday 30th July 2010. Nominations for positions on the Racing Executive have closed, and we have had 8 nominations for the 6 positions, and in accordance with the Regulations of the Racing Association, a vote will take place at the AGM to fill these positions. Please ensure your attendance at the AGM to put your vote forward. The award is presented to a person/s from within the recreational boating fraternity that is nominated by a member of the BIASA for their outstanding contribution to any one or more of the criteria below: •

IRC NEWS

The weighing day arranged for Friday 9th July had to be postponed due to strong winds. We rescheduled to Friday the 16th July 2010 and were very lucky to have only 3 knots of wind from NNW. The following eleven yachts were weighed: CYCSA: RSAYS: PASC: Multihulls:

We will now have an extra 7 yachts in the combined IRC fleet for 2010. The big plus from the above is we may have a Div2 in IRC, providing CYCSA yachts Carioca, Young Einstein and White Knight all renew.

Milestone Yachting Agreement The Commodores of Cruising Yacht Club of South Australia (CYCSA) and Royal South Australian Yacht Squadron (RSAYS) Geoff Catt and Caillin Howard have signed a watershed agreement that will provide young people with an enhanced opportunity to become involved in keelboat sailing and racing. Following on from the massive interest generated by the recent around the world adventure of Jessica Watson and the success of the CYCSA boat Two True as the outright winner of the 2009 Rolex Sydney to Hobart Race, both Clubs agreed that a clearly defined pathway for the development and training of new entrants to the sport is imperative for the future of sailing in general and yacht racing in particular. The Clubs have agreed to establish a joint Sailing Development Committee to blue print a viable pathway for the progression of young sailors and adults from dinghy to intermediate keel boats and to offshore sailing. The committee will evaluate and select the most appropriate intermediate keel boat for training and racing. Each Club then intends to purchase their own racing fleet and adopt training and joint racing programs to support the new boats in concert with the existing keel boat fleets (specifically including J24’s and Etchells). This new initiative will continue to strengthen and add to the considerable success of the existing RSAYS junior development program, the 32’ Squadron Mentor and junior committee program. Meanwhile, the CYCSA intends to become more closely involved with schools and colleges via its Marine Academy. Through working together and, coordinating the use of resources, both Clubs see this as a chance to offer youth pathways to the sport and create the opportunity for the clubs to jointly attract major national and international sailing events to South Australia.

DOWNWIND Race Report Sunday 20 June 2010 – The Plympton Cup A good fleet of 50 entered. Forecast 5/10 knots NNW to WSW later in the day. 1000 Start: Yachts had 4/5 knots W/S/W until about 3 minutes prior to start time when the breeze just died to zero knots. With most of the fleet near the line, an outgoing tide and no steering, the RO made the correct decision to postpone the start. At the second attempt to start the same conditions prevailed with many yachts drifting over the line. Another good decision from the RO to postpone. The third attempt to start at 1030 was ok but very frustrating as wind varied from 2 knots to zero from N/W. Most yachts attempted to move offshore towards the predicted westerly wind and take advantage of the outgoing tide. The minority of yachts who went inshore were favored by a light N/E and drew slowly away from the fleet. The breeze remained very light offshore but picked up to 5/7 knots inshore from the S/W (amazing). The results show the great advantage the inshore yachts enjoyed – for example, 24 footers beating 40 footers over the line. DOWNWIND Race Report Sunday 4 July 2010 – Combined Winter Series (W/L 3 laps) th

Forecast N/E to N/W; 5/10 knots. Another light day 8/10 knots N/E 30 minutes prior to start. The wind was down to 5knots NNE at 1200 start. All divisions got away ok, but the wind began to drop out approaching the windward mark – Div1, 2 and J24 all managed to get around the windward mark, however the Multihulls had big problems. The wind went down to around 2knots from the north with a slightly better breeze inshore. Due to the wind moving to W/N/W, the RO made a good decision to shift the windward mark to 280 degrees. It was still very light and outgoing tide, but yachts choosing to go offshore were favored when the breeze eventually came from W/N/W around 4knots. The course was shortened to 2 laps which was a good decision, allowing all yachts to finish. DOWNWIND Race Report Sunday 18 July 2010 – Combined Winter Series (W/L 2 miles, 3 laps) th

After 2 very light races competitors were thrilled to have the prospect of around 15 knots. Forecast 12 knots n/w in the morning changing to s/w 15 knots early afternoon easing off later, occasional showers. Tide outgoing half a metre from start time to 1430pm. Course to w/w/mark 330 degrees. 1200 start time 15 knot n/w clean start by all div 1 competitors and following divisions. Most yachts started on stbd and held on for around 5 minutes before tacking to port which appeared to be marginally better as the favoured tack. After rounding w/w mark the largest spinnakers were flown. 1 gybe was enough for most yachts to complete the 2nd leg although the breeze popped up to 18 knots for a short time causing a few wild round ups and chaos with some poor kite drops (3 cool cats had a shocker). Back on the wind for the 3rd leg, the fleet closed up again, after the kite problems in all divisions. 2nd run still around 15 knots but breeze had moved about 20 degrees to the west. Last leg w/w mark was slightly to the west and shortened (green markers still very hard to see). Breeze down to 12-15 knots for the last down wind leg appeared to be uneventful for most yachts, however some of the smaller div 2 yachts experienced lighter winds and appreciated the course being shortened in length. Only 3 yachts DNF out of a total combined fleet of 28-- 19 CYC --- 9 RSAYS.
