F

OR THE first time ever, the government has approved the exchange of property between Greek Cypriot and Turkish Cypriot owners north and south of the island in what Attorney-general Petros Clerides was at pains to stress yesterday is a “special” oneoff case. Despite his claims, the government’s decision to transfer ownership of Turkish Cypriot property in Larnaca to Greek Cypriot refugee Dr Mike Tymvios and then purchase the land from Tymvios will have alerted the Turkish Cypriot leadership which has long argued for a comprehensive property settlement based on exchange. Clerides yesterday confirmed a report in daily Politis that the cabinet has approved the exchange of land between a Turkish Cypriot refugee and Tymvios, five years after the Greek Cypriot had reached a friendly agreement with Turkey over his occupied property. In 2003, the European Court of Human Rights (ECHR) ruled in favour of Tymvios, finding Turkey guilty of violating his human rights. Four years later, after applying to the Immoveable Property Commission (IPC)

in the north, Tymvios reached an amicable settlement with Turkey, agreeing to exchange approximately 600 donums of land near Tymbou in the north for 27 donums of Turkish Cypriot land in Larnaca. However, the friendly settlement proved a headache for the government as the land in question now had two schools sitting on it and a number of businesses. The Land Registry in Larnaca, on the advice of the Attorney-general, refused to allow the transfer of title deeds to Tymvios. The Greek Cypriot refugee filed two lawsuits at the Larnaca District Court against Cyprus for failing to approve the transfer, while seeking one million euros in rent for each year they delay the transfer. His case was further strengthened in 2008 when the ECHR endorsed the friendly settlement between Tymvios and Turkey, finding that the outcome did not violate his human rights in any way. Since that endorsement, the Council of Europe’s Committee of Ministers (CoM) has been responsible for monitoring the implementation of the decision. In 2010, Tymvios said he would take the government all the way to the ECHR to defeat the law on

ONE inmate at the Central Prisons in Nicosia suffered minor injuries yesterday and four others were treated for breathing problems after a fire and a riot broke out in the immigrant detention wing known as Block 10. The fire broke out around 2.30pm. Three fire engines responded to the call, and around an hour later the flames had been put out. A fire department spokesperson said the damage was limited to a couple of cells. Inmates were evacuated to the prisons’ yard. Police said one person sustained light injuries - they did not specify the nature - and four others were treated for breathing problems. One man claiming to be an inmate there called the Cyprus Mail in a state of panic, depicting scenes of mayhem. “We are suffocating,” he said, before the phone went dead. Danae Psilla, of the humanitarian affairs unit at the Future Worlds Centre - a non-profit, non-governmental independent organisation - later said she had received a similar call from the prisons. The man she spoke to was apparently of African extraction, who told her: “The Arabs set fire.” Giorgos Tryfonides, acting director of the Central Prisons, said one or more inmates in Block 10 had set mattresses

An ambulance at the prison yesterday alight, with the fire spreading to a nearby cell. He said a SWAT team was deployed to “oversee” the temporary evacuation of around 70 inmates. Tryfonides said this type of incident occurred “frequently”. Last week alone there were two cases where inmates - of Arab extraction - set fire to their cells. He said an investigation would follow to determine the motive. Asked whether this was a protest by Syrian asylum seekers, Tryfonides said: “Maybe. We also heard that today it was an Egyptian protesting against his long detainment.” According to the Future Worlds Centre, there are currently around 70 Syrians locked behind bars in detention centres across Cyprus, including asylum seekers whose cases are still pending, and irregular migrants. None of the two categories

of people are currently being returned to Syria, and as a result people have been kept in confinement, often indefinitely, for long periods of time reaching one year. Sources told the Mail that the inmates may have set the fire to draw attention to their plight thinking that European Commission officials (the troika) were still in Cyprus. Last October, a 28-year-old Syrian asylum seeker detained for over a year attempted to commit suicide. In a recent report, Amnesty International criticised Cypriot authorities for keeping a large number of Syrians in detention and treating them like criminals, including people who have escaped the bloodshed in Syria and came to Cyprus to find a safe haven. The interior ministry had responded by stating that detention in Cyprus is only used as a last resort. Recently also, Foreign Minister Erato Kozakou-Marcoullis said Cyprus is geared together with its European partners to evacuate refugees from Syria. She said at the time: “We have taken the decision not to send back to Syria any of the asylum seekers or illegal immigrants who are here, until the situation becomes clearer.” Psilla pointed to an obvious contradiction: “Supposedly you place people in detention with the intention of deporting them. Yet government policy right now is not to return these people to Syria.”

Legal experts have long warned that the guardianship law, put together to handle Turkish Cypriot properties in the government-controlled areas, was full of holes that could easily be picked apart if ever examined closely by the Strasbourg court. Clerides yesterday confirmed that on his advice, the guardian of Turkish Cypriot properties, Interior Minister Eleni Mavrou proposed to cabinet that the transfer be approved and that the land be bought off Tymvios for 13 million euros. He argued that the two proposals, approved by cabinet, were in the public interest and would “in no way open the door to the exchange of properties” between north and south. “The value of the land is much greater than what was agreed, the land’s value was calculated at 21 million euros,” he said, noting that two public schools were on the land. Demopoulos case,” said Clerides, adding, “this does not create a precedent”. However, the AG appeared to dismiss the possibility of another challenge in the local courts going all the way to Strasbourg if and when the Land Registry refuses to approve the next exchange of property agreed at the IPC between a Greek Cypriot and Turkish Cypriot owner. Human rights lawyer Achilleas Demetriades told the Cyprus Mail yesterday that the result was to be expected, since the friendly agreement had the “seal of approval” of the ECHR. “The interesting thing is this type of settlement confirms that the transfer of property by the Turkish Cypriots to Mr Tymvios is allowed, and that’s why the government is buying the land off him. “More importantly it signifies the start of a new approach, namely that exchange, in fact facilitated by the IPC, is not out of the question,” said Demetriades. He noted that the government would have to explain why it opposes a similar case of exchange in the future seeing as it has already approved it once. Tymvios yesterday refused to comment on the case.

Quake felt in Paphos hits 6.00 A QUAKE measuring 6.00 and with an epicentre 350 kilometres off the west coast of Cyprus shook buildings in Paphos yesterday afternoon with slight tremors felt as far away as Nicosia. There were no reports of damage or injuries. An announcement by the department of geological surveys stated that at 16:54 yesterday seismographs recorded the earthquake. The epicentre was in the marine area of Rhodes, 90 km south-east of the island, 320 km north-west of Paphos and 400 km west of Nicosia, and the focal depth was 50 km. The earthquake was felt by residents of Paphos, Limassol and Nicosia. The same area was the focal point of an earthquake on June 10, 2012 with the same size (M = 6.0) on the Richter scale. The phenomenon is being monitored by the seismological centre geological survey department. According to Kyriakos Solomi, an earthquake expert and ex director of the geological survey department, the earthquake was felt in Paphos quite strongly nearly a minute later. “Accounting for the earthquake speed, it would’ve taken about 40 seconds to travel to Paphos,” Solomi said. “Due to the estimated depth of the quake, if the initial estimates are correct, the likelihood of any aftershocks is very low.” Solomi explained that the quake was a result of the collision of the African and Eurasian tectonic plates. “The rocks are able to bear it for a certain value but beyond that they break and release,” he said. “There is no undue cause for concern, we are in a zone which receives earthquakes from time to time but they are not so destructive.” Residents of Kato Paphos say they felt the quake which lasted for a couple of seconds.

CyTA stumps up cash for govt but it’s not enough MPs rage at ‘raiding‘ of semi-government funds in stormy session By George Psyllides STATE telecommunications company CyTA yesterday decided to loan the state some €100 million but it may not be enough for the cashstrapped government to cover its needs for the next couple of months. Speaking after an afternoon meeting of the company’s board, chairman Stathis Kittis said CyTA had decided to lend the state €101.1 million – an amount that falls short of the €250 million the government expected. The human resources development authority, one of two other semi-government organisations the government was seeking funds from, unanimously decided yesterday to lend the government a further €24 million, reportedly the amount the ministry had sought from that organisation. But the CyTA loan is far less than the government had hoped for. “Maybe they expected more but we have said our funds are bound,” Kittis told the state broadcaster. Kittis said this was the amount the organisation could give without affecting its liquidity or its obligations. The cash will come out of CyTA’s surplus. The committee managing CyTA’s pension fund decided not to lend the state any money, Kittis said. It emerged last week that the government is looking to borrow €250 million through the sale of three-month treasury bills to at least three semi-state organisations, including CyTA, mainly to refinance existing debt. The transaction, scheduled for Thursday, will refinance a debt of €133 million maturing on July 16. A further €208 million in

Before that, the government would have to refinance or pay-off €200 million in one-month treasury bills renewed on Friday. The ports authority is the third semi-government organisation the government has turned to for funds. Chairman Chrysis Prentzas said the authority has been asked for €50 million, a matter that will be discussed by the board tomorrow. The authority already holds €50 million-worth of government bonds. State borrowing was discussed by the House Finance Committee yesterday, in a reportedly stormy closed-door session.

Committee chairman and DIKO vice chairman Nicolas Papadopoulos slammed the government whose characteristics, he said, were “confusion, amateurism and panic”. “Despite telling us that funding was secured until the end of 2012, the government is now scrambling to borrow in an unorthodox and precarious manner from semi-government organisations to cover the state’s needs for funding for the next three months,” Papadopoulos told reporters after the meeting. Cyprus has already applied for EU monetary assistance with officials stressing that it did so over the banks’ need to recapitalise.

“They were telling us that the banks were the problem and in the end it seems that the biggest problem is refinancing the state,” Papadopoulos said. “Because some wanted to perpetuate the myth that only the banks have a problem, they brought us to the point of being unable to borrow and right now we face the danger of default.” AKEL MP Stavros Evagorou charged that some quarters were deliberately trying to lead the state to bankruptcy. “Unfortunately, when the banks were asking for €2.5 to €3.0 billion for their recapitalisation, some scrambled, rightly so, and worked together with the government

day and night,” Evagorou said. “Today however, when the state is asking for threemonth funding until the Troika takes its decision, they are deliberately undermining and effectively attempting to lead the state to bankruptcy.” The state’s case that the EU bailout was forced by the banks took a hit yesterday after the publication of two letters penned by the director of the finance ministry’s debt management department. In them, Phedon Kalozois had warned in February 2011, that the way finance minister Charilaos Stavrakis handled the debt management issue could cause liquidity problems.

DISY leader targets public sector By George Psyllides FISCAL consolidation and boosting growth are not conflicting objectives, DISY chief and presidential hopeful Nicos Anastasiades said yesterday, as he outlined his proposals on the economy, which include cutting the size of the civil service and looking into privatising state companies. “They are the two sides of the same coin … the same parallel direction we must consistently follow to regain our credibility and access to international capital markets but also to reverse the vicious cycle of recession and unemployment,” the DISY leader said. To achieve fiscal consolidation the main pylon of the new economic policy - the state must be disci-

plined, have balanced budgets and must draft a mid-term fiscal framework. Supplementary budgets - a common practice in Cyprus - would only be allowed in exceptional cases and implementation of the budget would be reviewed every quarter to catch and correct any deviations in time, Anastasiades said. “In this way we will create the structures for a viable economic policy that will allow us to finance our basic needs without counting on the guardianship of third parties and without mortgaging the future of our children through uncontrolled borrowing,” he said. A necessary precondition for fiscal consolidation would be the gradual reduction of the size of the civil service, Anastasiades said.

In a report last year, the IMF said Cyprus needed to contain a public sector wage bill which, at 15.4 per cent of GDP, was the highest in the eurozone. “We should never get to the point of cutting development needs or social welfare to maintain a bloated state apparatus,” he said. Anastasiades also appeared ready to tackle the thorny issue of extending the retirement age, something, which the European Commission recommended. “Through dialogue, we must find acceptable ways of implementing the European recommendation to link the retirement age with life expectancy,” he said. He also pledged to better-manage the social insurance fund, which has been raided at various times by suc-

cessive administrations. It is understood that the government owes the fund some €7.0 billion. “We can no longer have the state use these funds as a source of cheap borrowing,” he said. And he pledged to review the state’s involvement in business activities and consider the possibility of selling parts of public companies or fully privatising them. “Our main position of principle is that the state must have the role of the regulator and not the entrepreneur.” To enrich the island’s tourist product, the DISY leader said it was his immediate priority to licence a number of casinos, which along with other projects, would improve the state tax revenues.

Eurogroup briefed on Cyprus By Jacqueline Agathocleous THE SO-CALLED Troika was last night expected to brief the Eurogroup meeting in Brussels on its visit to Cyprus to discuss the island’s request for EU bailout, though no final decisions are expected until late August. The officials from the International Monetary Fund (IMF), the European Central Bank (ECB) and the European Commission (EC) - aka Troika - were only expected to consult with the eurozone’s finance ministers over Cyprus. The bulk of discussions centred on Spain, though in both cases, final decisions were highly unlikely, mainly due to the many disagreements that arose between member states over the assistance that should be offered. Greece’s progress since seeking bailout was also to be discussed. Citing a European official, the CyBC last night said final decisions on Cyprus were expected by the end of August, while according to the Greek press, Cyprus was not expected to get the first instalment of its loan from the EU before October. The government is also said to be aware of this, which is why it is seeking loans from semi government organisations, as well as other countries such as Russia. A spokesman for EC Vice-

WITH just seven months to go to the presidential elections, 50 per cent of the public remains lukewarm about the contenders for the top job, a poll has shown. In a survey carried out by RAI Consultants, and commissioned by the Stockwatch news service, 51 per cent of respondents said they were “not so satisfied” or “not at all satisfied” with the presidential candidates that have come forth so far. Respondents were also asked to rate (on a scale of 1 to 10) the three contenders: AKEL nominee and current Health Minister Stavros Malas, DISY leader Nicos Anastassiades and independent candidate Giorgos Lillikas. It was a tie between Malas and Lillikas, who both scored 4.5 Anastassiades got the highest rating with 5.7. The poll also gauged perceptions toward other public figures for the job of president of the Republic: Popular Bank CEO and former Finance Minister Michalis Sarris scored 4.1 out of 10; former University of Cyprus rector Stavros Zenios got 4.7, Hellenic Bank CEO Makis Keravnos 5 and former Finance Minister Christos Mavrellis 4. The survey was conducted from 2 to 5 July, with a sample of 807 respondents.

Home Police check whether gun haul was used in any crimes POLICE are trying to discover the provenance of 14 guns, cartridges and magazines found in a field in Nicosia on Sunday morning. At around 8.45am the police - acting on a tip-off - discovered five firearms, two revolvers, seven pistols, eight magazines and a large number of cartridges, a police announcement said. The guns were found in a dumped couch in a field in the southeast of the city which was being used as an illegal rubbish dump. Nicosia CID’s Kypros Michaelides told the Cyprus News Agency that the guns were in good condition. “They were not corroded or worn; they seem to have had maintenance. But we can’t be sure the guns are usable until the ballistics tests are completed,” Michaelides said. “The most important thing (is to find out) is to see who left them here and if they’ve been used before,” he said. People known to the police are being questioned to see if there are any connections with recorded criminal activity.

resolution digital atlas containing detailed maps for the coastal and offshore areas of the EEZ of Cyprus in which sea wave and wind climatological characteristics as well as the distribution of the wave energy potential will be monitored. It also aims to create mathematical models for the prediction and quantification of wave energy in short and long-term forecasts. Speaking at the workshop, Minister of Agriculture Sofoclis Aletraris stressed the importance of using new forms of Renewable Energy Sources (RES). “Given the urgent needs for monitoring and exploiting renewable energy sources, the wave energy potential

for an island state such as Cyprus with an extended EEZ, we hope to open new promising avenues, following the recent successful discovery of hydrocarbons in the EEZ of Cyprus,” Aletraris said. Noting that this goal has the full support of the government, he pointed out that Cyprus, due to its geographical position is ready and able to assume a key role in enhanced co-ordination between Mediterranean countries for sustainable utilisation of the marine resources. “The successful co-operation between Cyprus and Israel on hydrocarbon exploration is one such example,” Aletraris added.

He said also that there is a need to consolidate oceanographic data collection, which will support the monitoring and forecast of the marine environmental conditions and will assist the increase of safety in marine operations, during hydrocarbon exploration. Aletraris said he was confident that the added value of the E-Wave project results, which is funded by the Research Promotion Foundation and the Structural funds of the EU, can help Cyprus’ efforts to meet its obligations within the EU for increased use of renewable energy “by exploiting a component that is handsomely given by nature: the sea waves”.

Services to remember Mari MEMORIAL services and marches are being held to mark the one-year anniversary since the devastating Mari explosion killed 13 firemen and sailors on July 11 last year. “Over the loss of human life, the events have shattered trust between the public and the state, whose omissions and weaknesses over the years, its bureaucratic distortions and structures, have led to an inability to handle a difficult situation,” Labour Minister Sotiroula Charalambous said on Sunday. She was speaking at the memorial service of 19-yearold Antonis Charalambous, the 13th victim claimed by the blast. Charalambous said that people needed to let justice prevail in the courts. NEVER AGAIN At Vasilis Krokos’ memorial service, 29, police chief Michalis Papageorgiou said that “we must never forget these people because they lost their lives and we are trying to be professional so that this thing does not happen again.” Also paying their respects was a group formed in memory of the victims that has been marching since Saturday when it set off from Nicosia.

“If those ruling feel that people remember, justice will be served and those that should, will be punished for the 13 people killed,” said the marchers’ co-ordinator, Andreas Onisiforou. The last leg of the march will be tomorrow as the marchers return from Mari to Nicosia and end at the presidential palace where thousands protested last year against the government and President Demetris Christofias. The deaths were caused when 98 containers with munitions exploded at Evangelos Florakis naval base close to the village of Mari in Larnaca. The containers had been left exposed to the elements for over two years. Cyprus’ main power station - delivering over half of the island’s energy needs - was damaged in the explosion, creating rolling power cuts for about a month.

THE EUROPEAN Commission and the United Nations Development Programme - Partnership for the Future (UNDPPFF) yesterday announced the completion of the project for the improvement of the drainage system in the village of Zodia in the north. The project was financed by the EU under the aid programme for the Turkish Cypriot community, costing approximately €110,000. The new drainage system, built in response to the severe flooding of February 2010, benefits a community of 4,000 people living in the area. The project included an assessment phase on the storm water drainage covering an area of 33 hectares, and the design of a new system with all its auxiliary structures. This included the installation of 850 metres of new pipes, 80 manholes and 70 gullies, and covers an area of 25 hectares.

Wheelchair beach access YEROSKIPOU municipality has installed disabled access in the municipal beach to help people with impaired mobility to get into the sea, an announcement said yesterday. The beach is now fitted with a chair fitted on a moveable track ending in the sea. The Paraplegic Association paid for the system’s installation while the Cyprus Tourism Organisation paid for the chair. The only other beach in Paphos with the same sea access is Polis Chrysochous’ municipal beach. Six other beaches across the island have wheelchair access points: the Olympic Coast beaches in Limassol, the Dasoudi beach in Yermasoyia, Fig Tree Bay in Protaras, and Vathia Gonia and Landa Beach in Ayia Napa. Two Britons, American gored in Spanish bull run TWO Britons and an American were gored yesterday in the running of the bulls through the streets of Pamplona in northern Spain, the regional government said. Thousands of daredevil runners charged ahead of six fighting bulls on the third day of the annual San Fermin festival. The trio were gored by an animal which broke free from the pack just before entering the city’s bullring, a Navarra government statement said. The bull charged the runners as they huddled on the ground beside a wooden fence, trying to protect themselves from it. After several moments of tension, the animal was lured away by stick-wielding cowherds.

None of the three was seriously injured. The morning runs are the highlight of the annual San Fermin festival, which became world famous with the publication of Ernest Hemingway’s 1926 novel The Sun Also Rises. The regional government said one Briton, aged 20, was gored in the right leg while the other, aged 29, was gored in the left leg. The American, aged 39, was gored in the right calf muscle. The three, identified only by their initials, were taken to the city’s Navarra Hospital. The Spanish Red Cross’s preliminary report had put the number of people gored at two.

The move means that the bishops of the Church of England will reconsider the amendment - known as clause 5 (1) (c) with the legislation set to return for final approval in November. The vote comes after the Rt Rev Nigel McCulloch, Bishop of Manchester and chairman of the steering committee for the legislation, said it would be “nothing short of tragic and hugely damaging” to the Church’s reputation if the legislation were to be voted down. “We need to get this legislation right, we need to get it passed. If to achieve that a little more time and reflection is required, then so be it,” he said. Dr Williams told the General Synod that the bishops would be aware that they underrated the depth of the sense of “hurt and offence” over the amendment. “If other bishops feel as I do they will need to examine themselves and feel appropriate penitence that they did not recognise just how difficult that was going to be,” he said.

AROUND 70 Conservative MPs have backed a letter warning that House of Lords reforms threaten to “pile a constitutional crisis on top of an economic crisis”. They have called for the Bill to be given the “full and unrestricted” scrutiny it deserves rather than the 10 days being offered by the Government. Senior Tories, including Culture, Media and Sport Select Committee chairman John Whittingdale and loyalist Nicholas Soames, are among those who have signed the letter. If all of the signatories oppose tonight’s crunch vote on the timetable for the Bill, which restricts detailed debate to 10 days, it is set to lead to the Government’s first significant defeat.

The letter, organised by Jesse Norman and Eleanor Laing, states: “We come from all sides of the Conservative Party and are writing as reformers to express our serious concern at the current proposals to create an elected House of Lords. “The Lords Bill is a measure of profound constitutional significance. Over time it will change the institutions by which we as a nation are governed. “It threatens to pile a constitutional crisis on top of an economic crisis.” It goes on to warn that the changes would undermine the primacy of the Commons and lead to “legislative gridlock”. “We hope you will support us in giving this Bill the full and unrestricted scrutiny it deserves.”

Water companies lift hose pipe ban THE final four water companies with hosepipe bans have announced they are lifting them with immediate effect. South East Water, Sutton and East Surrey Water, Veolia Water Central and Veolia Water Southeast said the restrictions that have been in place since early April have now

ended following the “abnormally heavy rainfall” that has deluged much of the country. Seven water companies across southern and eastern England had brought in the hosepipe bans after two unusually dry winters left groundwater supplies and rivers as low as in the drought year of 1976.

FRENCH President Francois Hollande will stand by a campaign pledge to make it illegal to deny that the killing of Armenians by Ottoman Turks in 1915 was genocide, his office said, days after his foreign minister said the law had been abandoned. GREECE’S deputy labour minister resigned yesterday saying the government was not being aggressive enough in pushing for changes to an unpopular bailout, becoming the third cabinet member to quit the fledgling coalition in as many weeks. The resignation is a new setback for PM Antonis Samaras, whose government had already stumbled to a rocky start when his initial pick for finance minister stepped down over health problems. “The sole reason for my resignation is my personal conviction that the issue of renegotiating with the troika, as well as the correction of significant distortions in labour, pension, social security and welfare issues, should have been

emphatically put on the table from the start,” Nikos Nikolopoulos wrote in his resignation letter. Analysts said the resignation was far from a fatal blow to the government, but suggested internal rifts were emerging over the coalition’s stance on renegotiating the bailout with the three lenders - the European Union, the European Central Bank and the International Monetary Fund. The government initially demanded numerous changes to the rescue package when it took power last month, but has struck a more conciliatory tone in recent days as it faces the prospect of running out of cash without more aid. The challenge facing the coalition was

underscored when a think-tank yesterday projected the economy would contract a steeper-than-expected 6.9 per cent this year, a tumble that will further hamper efforts to cut the deficit and bring yet more pain to Greeks. Such a decline would mean Greece’s economy has shrunk by a fifth since the end of 2007, according to data from the IOBE think-tank. Nikolopoulos’ resignation came hours after Samaras won a confidence vote in parliament and pledged to win back the trust of foreign lenders by pushing ahead on privatisations and long-discussed structural reforms. Annan and Assad agree to political approach for Syria Russia says it will suspend new arms to Syria By Marwan Makdesi U.N. peace envoy Kofi Annan said he and President Bashar al-Assad agreed yesterday on an approach to Syria’s conflict that he would now take to the opposition, and he flew on to Iran for talks with the main regional ally of Damascus. The former UN secretarygeneral is trying to rescue his six-point peace plan, which was worked out with the Syrian government and rebels in April, but faltered because the ceasefire it was supposed to begin with never took hold. Major powers agreed at a meeting with Annan on June 30 that a transitional government should be set up in Syria, but remain at odds over what part Assad might play in the process. “I just had a positive and constructive discussion with President Assad,” Annan said before leaving for Tehran. “We agreed an approach which I will share with the opposition,” he told reporters in Damascus. He gave no details, but again stressed the importance of halting violence that has killed over 15,000 people in 16 months, by an opposition count. Syrian Foreign Ministry spokesman Jihad Makdissi said in a Twitter message: “In

Opponents of Assad invited to Moscow for talks insisted that the political dialogue Annan is trying to initiate must start with a change at the top - a position that Russia rejects, and Annan’s plan does not specify. “The transition period must begin with Assad’s departure,” said Samir Aita, representative of the opposition Democratic Syria Foundation. “A national government must be created, and in order to do that, an allSyrian national conference, where all representatives of the Syrian population would express their opinions, needs to take place.” Anti-Assad activists in Syria reported army shelling and clashes with rebels yesterday in Deir al-Zor, Deraa, Homs, Aleppo and a neighbourhood of Damascus. INTERNATIONAL observers declared Libya’s landmark national assembly election a success yesterday, concluding that violent incidents and anti-vote protests in the restive east failed to stop Libyans from turning out in large numbers. The United Nations, United States and other Western backers of last year’s uprising that ended the 42-year rule of Muammar Gaddafi have already given good marks to what was the North African state’s first free national election in six decades. “It is remarkable that nearly all Libyans cast their ballot free from fear or intimidation,” Alexander Graf Lambsdorff of the European Union Assessment Team told a news conference. “These incidents do not put into question the national integrity of the elec-

tions as a whole,” he said, alluding to cases of thefts and burnings of ballot boxes and protests by demonstrators seeking more autonomy for the east of the country. The EU team toured half a dozen major cities including the capital Tripoli and the eastern city of Benghazi, the fount of the uprising, but did not go to the desert south, where security remains precarious because of tribal clashes. Yesterday’s brief TV report followed a meeting by the Supreme Constitutional Court to discuss Mursi’s surprise decision. It came just hours after the speaker of the dissolved legislature, Saad el-Katatni, called for the chamber to convene today. The announcement on state TV came a day after Mursi recalled the legislators, defying the powerful military’s decision to dismiss parliament after the Supreme Constitutional Court ruled that a third of its members had been elected illegally. However, both sides appeared together yesterday at a military graduation ceremony. Mursi sat between the head of the armed forces Field Marshal Hussein Tantawi and Chief-ofStaff Sami Anan. The three sat grim-faced for most of the ceremony, but Tantawi and Mursi exchanged a few words while seated on the reviewing stand. The court’s judges made the decision in an emergency meeting even as the speaker of the dissolved legislature, Saad el-Katatni, called for parliament’s lower chamber, the People’s Assembly, to convene today. The court’s ruling did not cover parliament’s upper chamber, known as the Shura Council, which is largely toothless. Both Mursi and El-Katatni are long-time members of the Muslim Brotherhood, a fundamentalist group that has long been at odds with the military and with other Islamists holds the majority of parliamentary seats. The move to restore parliament appeared to be an effort to exert Mursi’s authority as president despite a series of moves by the military before his election aimed at limiting his powers. The Supreme Council of the Armed Forces took over governing the country after Hosni Mubarak was ousted by a popular uprising last year and the ruling generals have come under criticism for being slow to hand over power to a civilian administration.

BANK of England deputy governor Paul Tucker yesterday told MPs he "absolutely" refuted claims that he attempted to influence Barclays into manipulating the Libor rate. Speaking before the Treasury Select Committee, Tucker said that a record of a contentious phonecall he had with former Barclays boss Bob Diamond about lending rates gave the "wrong impression". The deputy governor found himself in the spotlight after Diamond released the note, in which it has been suggested Tucker was encouraging the bank to submit lower Libor submissions in light of concerns from senior Whitehall figures. Tucker confirmed one of the Whitehall figures was the then Downing Street chief of staff Sir Jeremy Heywood, but denied he had attempted to influence Barclays into rigging rates. Barclays has been the focal point for a row over banking culture after the bank was fined £290 million by UK and US regulators for manipulating the Libor, which affects mortgages and loans. Tucker said that the senior Whitehall figures whom he spoke to about Libor included Sir Jeremy, his predecessor as Number 10 chief of staff Tom Scholar, then Downing Street adviser Sir Jon Cunliffe and Treasury permanent secretary Sir Nicholas Macpherson. But he denied "absolutely" that any Whitehall officials or Government ministers - including Ed Balls and Baroness Vadera - ever encouraged him to "lean on" Barclays or any other bank to lower its Libor submissions.

ter Luis de Guindos was to spell out to finance ministers his government's plan for a package of up to 30 billion euros over several years through spending cuts and tax hikes that are due to be announced this Wednesday. A source close to the Spanish government said 10 billion euros of cuts would come this year and that the measures would include a hike in VAT sales tax, reduced social security payments, reduced unemployment benefits and changes to pensions calculations. In return, the European Commission will propose easing Madrid's deficit goal for this year to 6.3 per cent of economic output, 4.5 per cent for 2013 and 2.8 per cent for 2014, officials said. The new targets may still prove difficult to reach, according to the draft recommendation from the European countries to Spain, loosening its goals and demanding the country be subjected to three-monthly checks. The figures highlighted Spain's dramatic fiscal slippage due to a worsening recession. Madrid was originally meant to cut its budget shortfall to 4.4 per cent this year. Prime Minister Mariano Rajoy unilaterally changed the target to 5.8 per cent in March before eventually accepting an agreed goal of 5.3 per cent. The Commission will make the new proposal today to the EU's finance ministers, who would have to agree for the targets to become binding, two officials told Reuters. Madrid had been due to reduce its national deficit to 3 per cent of gross domestic product by the end of 2013. But a deep recession has put that beyond reach.

BMW is to invest a further £250 million in its three Mini factories in the UK, safeguarding thousands of jobs, the firm has announced. The money will be invested in manufacturing operations by the end of 2015 at the German car maker's plant in Oxford, steel body pressings operation at Swindon and engine plant at Hams Hall near Birmingham. The company also announced further volume growth with up to 10 different Mini models, with the potential for additional production capacity at Oxford. The news comes on top of an announcement a year ago of £500 million investment and means additional job security for the 5,500 UK Mini workers, said BMW. Would-be draft dodgers unlikely to be dissuaded by new slogans IN ITS campaign to restrict draft-dodging the ministry of defence has resorted to advertising slogans, telling new recruits that National Guard service is about “coolness and pride”; avoiding it was “shameful and cowardly”. Commendable as the ministry’s initiative may be, it is out of touch with the youth of today who are unlikely to be moved by advertising slogans commissioned by the defence ministry. Could anyone seriously believe teenagers would change their thinking about military service because the ministry claims conscripts feel “cool and proud” about it? And what is the likelihood of any teenager who does not want to serve, sharing the assertion of the ministry that his decision was “shameful and cowardly”? These slogans may have worked 30 years ago, when 99 per cent of the male population did military service. Back then, draft-dodging was a source of shame for a family, but this is no longer the case. In the past few years, 25 per cent of new recruits either were exempted from joining the National Guard or released after a few months of service, mainly on the grounds of “psychological problems”. It has become socially acceptable for young men to do anything they can to avoid service. It is this percentage the defence ministry has set out to lower. There was a marked fall in draft-dodging in 2011 and defence minister Demetris Eliades said he expected the trend to continue this year, figures for which would be announced next week. It is now, reportedly, more difficult to be granted exemption from military service and an alternative civilian service –longer by a few months – is offered to those who claimed they were unfit to be soldiers. Other forms of coercion have also been considered, such as barring draft dodgers from employment in the public sector and not issuing them driving licences, but it appears the ministry is fighting a losing battle, now that it is socially acceptable to resort to any means to get out of military service. Among the youth, we suspect, it is considered “cool and smart” to avoid serving in the National Guard. This is why it is necessary for the government to have a radical re-think of military service. The probable solution would be to halve the length of military service to 13 months and allow noone to avoid it; alternative service should be longer and involve physical work. Shortening the service could enable the defence ministry to regain the support of parents for conscription, which has been lost in the last 10 years or so. With parents’ support and tight procedures from which there was no escape, as was the case 30 years ago, draftdodging might cease to be a problem. This outcome is far from certain, but it is worth a shot.

I

t was 42 degrees C (107 degrees F) in St. Louis, Missouri, last weekend, about the same as in Saudi Arabia. Along the US Atlantic coast, it was cooler, but not much: 41 degrees C (105 degrees F) in Washington DC, just short of the city’s all-time record. And 46 Americans were already dead from the heat wave. In Britain, it was incredibly wet. Almost 6 cm (2.3 in) of rain fell on Saturday in parts of southern England, and there were over 20 flood warnings and 100 flood alerts in effect. The wettest April ever was followed by the wettest June (more than double average rainfall), and July has started the same way. Russia had its hottest summer ever in 2010, with peat wildfires raging out of control – over 5,000 excess deaths in Moscow in July alone – but this summer it’s wet in Russia too. Last Friday an astonishing 28 cm (11 in) of rain fell overnight in the Krasnodar region in southern Russia, and flash floods killed 155 people. It is a big planet, and some local record for hottest, coldest, wettest or driest is being broken somewhere or other almost every day. But these are records being broken over very large areas, in regions where records go back a long time. As Krasnodar governor Alexander Tkachev said: “No-one can remember such floods in our history. There was nothing of the kind for the last 70 years.” There are very unusual events happening in winter too: last January only 14.7 per cent of the United States was covered by snow, compared to 61.7 per cent at the same time in 2011. At least 300 people died in a cold wave in northern India in the previous January. One could go on, enumerating comparably extreme weather events in the southern hemisphere in the past couple of years. But that would just be more impressionistic evidence, and no more convincing statistically. The events are too few, and the time period is too short. But it does feel like something is going on, doesn’t it?

(AFP) The most recent opinion polls indicate that a majority even of Americans now accept that climate change is happening (although, being American, many of them still cling to the belief that it is a purely “natural” event that has nothing to do with human greenhouse gas emissions). But opinion polls are not a good guide in these matters either. Can we really say that something serious is happening, and that it is evidence that the climate is changing NOW? No, we can’t. It’s a statistical long-shot, but it is possible that this is just a random collection of extreme events signifying nothing in particular. Occasionally a tossed coin comes up heads six times in a row. But usually it doesn’t. The best way to approach the question is to ask what we would actually see if global warming had crossed some threshold and triggered big changes in weather patterns. The actual change in the average global temperature would be almost imperceptible: only one or two degrees C (2 to 4 degrees F), or the difference in an average day’s temperature between 9 am and 10.30. What we would notice is that the weather is getting wild.

We never really experience the climate; what we feel is the daily weather that it produces. A climate that is changing will produce unfamiliar weather – and if it is getting warmer, it will be more energetic weather. Wilder weather, if you like. That means hotter, longer heat waves, and bigger storms that bring torrential rain and killer wind speeds. But it can also mean prolonged droughts as rainfall patterns change – and much more severe winters, like the “Snowmageddon” storm that hit Washington DC in February 2010 and shut down the US federal government for a week. That last phenomenon confuses people who think colder winters prove that the climate isn’t getting warmer, but complex systems like the climate can produce strange local results. As an article by C.H. Greene and B.C. Monger in a recent issue of Oceanography points out, the melting of the Arctic sea ice will cause colder WINTER weather in the temperate regions of the northern hemisphere. “Since the dramatic decline of Arctic sea ice during summer 2007,” the authors point out, “severe winter weather outbreaks have periodically

affected large parts of North America, Europe and East Asia. During the winter of 2011-12, an extended and deadly cold snap descended on central and eastern Europe in mid-January (with temperatures approaching -30 degrees C) ... By midFebruary, the death toll had exceeded 550.” How does melting Arctic sea ice cause colder winters? Much of the solar heat absorbed by the ice-free parts of the Arctic Ocean in the summer is released into the air by evaporation in the autumn. The higher atmospheric pressure in the Arctic weakens the Jet Stream, which allows cold Arctic air masses with a high moisture content to spill out into the middle latitudes. Hence colder winters and more snow in the US, Europe and northern Asia. You can’t prove that all this means we are sliding into a new and steadily worsening climate right now – that the long-threatened future has arrived. The statistics aren’t good enough to support that conclusion yet. But if you have to put your money down now, bet yes. The real-life US Navy veteran who became a household name during the 1960s by starring as the maverick commander of a World War Two patrol boat in the popular television comedy McHale’s Navy, died at Cedars-Sinai Medical Centre in Los Angeles, longtime spokesman Harry Flynn said. Borgnine, who continued to work until very recently, had been the oldest living recipient of an Academy Award for best actor, Flynn said. A statement from the actor’s family said he “had been in excellent health until a recent illness.” Flynn said Borgnine recovered from unspecified surgery he underwent a month ago but his condition deteriorated rapidly after he visited the hospital on Tuesday for a medical checkup. His last screen credit was the lead role of an aging nursing home patient in a film set for release later this year, The Man Who Shook the Hand of Vicente Fernandez. The performance earned Borgnine

Jolie’s film In the Land of Blood and Honey tells the story of the war through the relationship between Danijel, a Bosnian Serb, and Ajla, a Bosnian Muslim woman, whose affection becomes hostage to their respective ethnic groups. “It was the hardest thing I have ever done because of my deep respect for the people that really experienced it. The experience here was so unique for me that I felt very connected to the people,” Jolie told Reuters. But the Oscar-winning actress, who has used her fame to draw attention to humanitarian disasters across the world, said she was hesitant about embarking on a new directorial project tackling another conflict, such as the one in Afghanistan. “I have been writing and I’d love to try at some point to direct another film. I would like to try to learn about countries like Afghanistan but I don’t know if I am the best person to make the film about the subject matter,” she said. “Unless I felt I was somebody that can really contribute, I don’t think I would do it,” she added. “I think it’s important for film-makers to know what they are trying to say when they make a film. If you’re gonna do something about another country, make sure to surround yourself by extraordinary people from that country. Don’t try to give the country your own voice.” This is Jolie’s second attendance at the festival, the largest southern European film gathering. She also threw her support behind the Sarajevo Talent Campus programme, which gives young film talents from the region the chance to learn from established film professionals willing to share their knowledge. The programme seeks to give writers, actors and directors access to further education, an entry to the international film industry, and an incentive to make their first joint projects with colleagues from the region. “I hope to spread to the world to pay more attention to the artists from this region,” said Jolie. The film festival, which opened late on Friday, acts as a major regional showcase. This year it will show more than 200 movies during its nine days.

The Maldives eye $100m 2 tourist tax for CO plan Islands favour voluntary tourist tax where money would go to carbon neutral, renewables plan By Nina Chestney A VOLUNTARY tax on tourists who visit the luxury resorts and white sands of the Maldives could raise up to $100 million a year towards the country’s aim to become carbon neutral by 2020, President Mohamed Waheed has said. The Maldives is made up of 1,192 low-lying islands in the Indian Ocean. With average ground level of 1.5 metres above sea level, it is also the world’s lowest country and one of the most vulnerable as climate change raises sea levels. The Maldives is perhaps most famous for its 100 island resorts, which attract around a million visitors each year, mainly from Europe and the

United States. In 2009, former President Mohamed Nasheed outlined a plan for the Maldives to become the world’s first carbon neutral country, having net zero carbon dioxide emissions, by 2020. Under Nasheed, who said he was forced to resign on February 7 at gunpoint after a coup, there were proposals to enforce a $3 tax on tourists to help fund the plan. Waheed, who was Nasheed’s vice president and took over the presidency, said the country now preferred a voluntary tax. “We have proposed the idea of a voluntary fund for air travellers coming to the Maldives. Even if each tourist contributed $10, that’s $10 million (a year) for us and a substantial contribution

to the carbon neutral programme,” he said. An airport construction project agreed last year will require $27 from each visitor and Waheed does not want to further burden the tourism industry, which officially accounts for 30 per cent of the Madives’ $2.1-billion economy, but is thought to be closer to 75-80 per cent. “I believe most of the tourists who come to the Maldives are environmentally conscious and quite happy to make a contribution to making the Maldives carbon neutral,” Waheed added. The Maldives is reliant on imported fuel, like diesel, to generate electricity, which is estimated to have cost its economy around $240 million last year. It has now embarked on a

$1.1-billion plan to generate 60 per cent of its electricity from renewable energy by 2020. Around 50 per cent would come from solar photovoltaic power and the remaining 10 per cent from wind energy and biofuels, Waheed said. The country is rapidly trying to introduce solar in the capital Male and three islands which make up the greater Male area, covering about a third of the population. The Maldives also needs to construct more environmentally friendly buildings and switch its fossil-fuel reliant land transportation to electric vehicles or hybrids. “We are a little bit behind schedule (on the renewables plan) but we hope we will be able to catch up over the next five years or so,” Waheed said.

“Male is not the most ideal island location right now – it doesn’t have ‘green’ buildings but a lot of companies are interested in developing them.” Out of 100 resorts on the islands, seven are considered to be “ecofriendly”, which means they try to minimise their carbon footprint, and one resort should get “carbon neutral” status by next year, he said. The Maldives is also hoping to receive about $30 million from the Climate Investment Funds, channelled by various development banks to help poorer countries pilot low carbon projects. This should leverage around $120 million of capital which would also help scale up the Maldives’ renewables programme, Waheed said.

El Nino may strike UK carrier bag numbers up THE feared El Nino weather phenomenon could strike as early as the third quarter of 2012, raising prospects of wreaking weather havoc from North and South America to Asia, the US Climate Prediction Centre (CPC) has said. “Overall, the forecaster consensus reflects increased chances for El Nino beginning in July-September 2012,” the agency said in a monthly update. The monthly report is the strongest prediction yet about when the El Nino weather phenomenon could emerge this year. Last month, it issued an El Nino watch, warning the phenomenon could materialise in the second half of the year, but said conditions were still neutral

between June and August. El Nino is a warming of seasurface temperatures in the equatorial Pacific that occurs every four to 12 years, affecting crops from Asia to the Americas and reducing the chances of storms forming in the Atlantic basin during the hurricane season that runs to November 30. The oil industry in the Gulf of Mexico, which produces over 20 per cent of domestic output, has been on hurricane watch since the Atlantic storm season started in June. Strong winds can topple rigs and cut production. Apart from the energy sector, global food production could also suffer massive disruptions from the warming caused by El Nino.

By Emily Beament THE number of single-use carrier bags handed out by UK supermarkets rose last year, figures from waste reduction body Wrap show. Supermarket customers used almost eight billion carrier bags in 2011, a 5.4 per cent rise on the 7.6 billion in 2010, with each person using an average of almost 11 a month. It is the second year in a row the number of single-use plastic bags has risen, although their use has fallen by more than a third (35 per cent) since 2006. But the figures show that a minimum 5p levy introduced in Wales last October for all single-use bags is working, with the number of bags handed out in the country falling by more than a fifth (22 per cent) last year. In England, where no charges have been brought in, the number of plastic bags used by supermarket customers rose by 7.5 per cent and in Northern Ireland, where a levy

will come into force next year, use increased by 8.1 per cent. In Scotland, where a consultation into introducing a minimum 5p levy was launched last week, there was no significant change in the number of single-use bags handed out. Wales’ environment minister John Griffiths said: “These results show that the way to significantly reduce the use of single-use carrier bags is for governments to introduce a charge to customers for them. “Net profits from single-use bag purchase are donated by retailers to local charities and environmental causes.” The British Retail Consortium said the rise across the UK was down to changing habits in grocery shopping, with financial constraints meaning families are doing several small shops a week instead of one big trip. They are also switching from using the car to public transport. Both factors mean they are less likely to have reusable bags with them, the BRC suggested.

THE low-carbon products and services sector, often referred to as green business, could contribute £20 billion to Britain’s economy by 2015, the country’s leading business lobby has said. “Get our energy and climate change policies right, and we can add 20 billion pounds extra to our economy and knock 0.8 billion pounds off the trade gap, all within the lifetime of this Parliament,” said John Cridland, director general of the Confederation of British Energy (CBI). But the CBI warned that if the government does not adopt the right policies the sector will not reach its full potential, putting £400 million in net green sector exports at risk in 2014/15. The CBI wants the government to meet its fourth carbon budget, which sets goals for Britain’s carboncutting programme, to ensure its current electricity market reform gives longterm investment signals. It also wants the government to reduce complexity in low-carbon regulation.

Call to protect hedgehogs THE British government should introduce a new hedgehog protection law to prevent the animals sliding towards extinction, Ann Widdecombe has urged. The former MP is launching the Wildlife Aid Foundation’s “Save Harry” campaign calling for a Hedgehog Protection Act to reverse major declines in populations of the well-loved garden visitor. The wildlife charity is proposing a new law which would make wilful killing of hedgehogs illegal and a mandatory code of practice to help conserve the species. Widdecombe said: “Sixty years ago there were about 36 million hedgehogs. Incredibly this number had plummeted to some two million by the 1990s and could now be down to under a million. “We need to take action now before extinction becomes a very real prospect.”

Green light for offshore wind farms TWO offshore wind farms which could generate enough electricity to power almost three quarters of a million homes have been given the go-ahead by the British government. But a third project was turned down because of concerns over the impact it could have on seabirds protected by environmental legislation. The two approved wind farms at Race Bank and Dudgeon in the Greater Wash off the Norfolk coast will have a combined capacity of over 1 gigawatt, potentially generating enough electricity to power 730,000 homes. The Department of Energy and Climate Change (Decc) said the projects represented around £3 billion of investment.

Coming Up Theatre Class wars AUGUST Strindberg’s powerful production of Miss Julie adapted by Patrick Marber is brought to life on the local stage this week. With the current obsession – perhaps even nostalgia – for Britain’s old upstairs-downstairs life manifesting itself on prime-time television drama, XMAS Productions’ revival of Miss Julie looks well-timed. Miss Julie was written in 1888 and caused public protests when it was first staged, with Strindberg’s wife, Siri von Essen, in the character of Miss Julie. Since then it has been produced many times in and outside of Sweden and has also been adapted into ballet, opera and film. Now it is Nicosia’s turn to enjoy this great tragedy. The upcoming play will be making its debut in Cyprus this Thursday at the Latsia Municipal Theatre. The Greek language production is Patrick Marber’s revision of Strindberg’s play. Marber is one of the most acclaimed of contemporary dramatists. You might better know Marber for writing the play and film Closer, and one can find a similar interest in complex sexual relationships in both works. Trading floors are staffed by 'blokes' the world over

Man and machine: more stress is put on traders because of the speed at which computers operate

As Barclays counts the cost of the Libor fixing scandal, Simon English on the heady cocktail of testosterone and money that makes City dealers tick

F

IFTEEN years ago I took to meeting a trader called Ian in a Balls Brothers bar just off Moorgate in the City. He liked to have the ear of a green reporter, and I liked to imagine I was on the inside of a secret world. Ian traded German bonds. He was brilliant at knowing why they would move and when. He made clients and himself oodles of money. After a while something became clear. Ian didn’t know much about anything other than German bonds. He had never been to Germany and hadn’t the slightest interest in going. He thought the capital of Germany was Frankfurt. When you think of the wheeler-dealers behind global finance, the shirtsleeves on the TV news surrounded by screens and phones, think of Ian. These are guys - they are nearly all men - who are super-bright in one direction only and have an interest

in two things: money and bawdy fun. Should they send a topless picture of their new girlfriend to the rest of the desk? Of course they should. Perhaps there are City traders with a sensitive appreciation for poetry who worry whether feminism is losing its way. If so, they don’t get out much. And they don’t last long. The latest Libor trader scam at Barclays (other banks will be punished later) has again thrown harsh light on a culture impervious to change. As they discussed what is now a global financial scandal that has led Barclays chairman Marcus Agius to resign and claimed the scalp of chief executive Bob Diamond, the traders spoke in pure frat. Emails and instant messages uncovered by investigators go like this: “Done, for you big boy.” And: “Dude. I owe you big time! Come over one day after work and I’m opening a bottle of Bollinger.” Dude? Bollinger? Big boy? If you think the folk turn-

ing the wheels at the heart of high finance sound like teenagers swapping messages on Facebook, you’ve got a reasonable point. Asked why it is like this, a long-time market watcher replied: “Turn the question around. Stick 100 blokes under 35 in a room with no women. Pay them £200,000 each. Add lager. Why would it not be like that?” In a world where the only real measure of success as a human is the size of your bonus, scheming is essential. The unofficial offer from the bank that employs the traders is this: here are a series of rules we take very seriously. Try to get around them without getting caught. If you make a bundle, we’ll give you a slice. If you lose it, well, that’s unauthorised dealing. Best of luck. So there’s a perpetual conflict between the banks’ desire to look like a solid, cautious organisation that has been around for centuries and the chance to make a

buck now and now and now. An old-school stockbroker who finds all of this rather distasteful but who sees the reality every day, says this: “The culture of the trading floor is worse than any media commentator, author or film can depict and nothing, absolutely nothing has changed since the banking crisis. These guys think they are untouchable. It’s a pervasive culture where if your face fits, you’re in and it’s tolerated by the guys at the top because the traders bring in such vast commissions and profits.” Traders at the biggest banks can easily make money due to the market power of where they work. Perhaps like journalists on papers getting access to prime ministers, they come to think their success is due to how clever they are rather than where they happen to work. Adds the same source: “The traders believe their own hype. The basic rule is that the more credit-worthy the

bank you work for, the bigger the sums you trade, the more information you have and the easier it is. Making money is so easy in places like Barclays.” If it seems normal to bag a profit of £1 million on one trade - of which a nice portion is going to end up in your annual bonus - perhaps you stop asking whether it is right that you should be earning this much. That’s just how it goes. If you start life as a trader early enough, few things may cloud your judgment that you are as brilliant as your pay packet suggests. For some, literally everything, even the relationship they have with their wife, is a trade. Are you getting a good deal or not? Should you sell up? The sceptical stockbroker concedes that some of these dealers work hard. “It’s a long, hard, slog to the top of the trading floor and it’s usually predicated on your behaviour on the way up – the

strip clubs, the drinking, the schmoozing of other traders and brokers. Quite frankly, stock exchanges should be done electronically within pre-set and agreed limits and this dealing-room cha-

The computers move about 100 times faster than a human can blink, which puts the traders under ever greater amounts of stress. One of the more honest of the breed, in the game for 20 years, conceded this: “I’m obsolete on a genetic level.” The effect of this, in an era of supposed austerity, belttightening and risk controls, is actually to increase the pressure to take an outlandish bet. You can’t beat the machines on the basis of logic or speed, but computers don’t go drinking with other computers that have just heard the tastiest whisper about what Microsoft has got up its sleeve. Insider trading convictions, like insurance fraud, go up in times of financial stress. Bruce Packard, a City banking analyst with an eye for the human side of finance, tells me: “In contrast to what those trained in economics have been taught, finance is not about complicated mathematics and ra-

tional choice, finance really is about people and their behaviour.” Terry Smith, the chief executive of broking house Tullett Prebon, seems to agree. He says: “It is no good blaming the culture of traders, you just need to keep them away from retail banking and the ability to fix or manipulate rates or benchmarks. Blaming traders for being greedy and manipulative in these circumstances, where you put temptation in their way, is like putting a fox in charge of a hen coop and then expressing surprise about the outcome.” It’s hard to see what the answer is to all this. If banks were banned from such trading, the money made would flow elsewhere. This would be good for hedge funds based in Switzerland or the Cayman Islands, but not for the City of London, still a major source of tax revenue, whatever you feel about it. Adds Packard: “Until the industry structure changes,

and therefore the incentives on how to behave change, we will keep having these scandals. Bankers are not inherently bad, in the same way that politicians aren’t. Politicians in a poor equatorial country which is rich in natural resources are not going to change, at least, not until the diamonds are all gone. Bankers in London aren’t going to change either.” Back to Ian, who fell off the radar some time ago (too rich to care any more, perhaps). He was a likeable bloke, just doing what he was asked. Maybe many of us would do the same if we could, if our lives had been different. If you could pay less tax, would you? If you could earn more, would you? And if you need a night out where normal judgments on your behaviour are suspended, get to know a couple of City traders. The honest stockbroker concedes this much. “Yes, they are amoral and deplorable. But the thing is, I like them.”

Television PICK OF THE DAY Shirley Valentine (Novacinema2, 20.05) “That’s right Millandra, I’m going to Greece for the sex! Sex for breakfast, sex for dinner, sex for tea and sex for supper!” “Sounds like a marvellous diet, love.” “It is, have you never heard of it? It’s called the F-Plan!”. That line got by far the biggest laugh when I watched Shirley Valentine at the cinema - but I now realise that must’ve been a long time ago (23 years, to be precise) because that joke doesn’t even make sense anymore, now that The F-Plan Diet (a high-fibre diet developed by Audrey Eyton) isn’t the runaway bestseller it was in the 80s. Even going to Greece isn’t what it used to be, now that Greece is almost bankrupt and a British tourist - even a middle-aged Liverpool housewife - might be more likely to catch a cheap flight to Turkey, or even Florida. Not to mention that the cliché of the rugged Greek lover is now too much of a cliché to be taken seriously, even in a comedy. There’s another reason why Shirley Valentine is slightly dated now - but it’s a good reason. Female empowerment is now a given; we’ve gone through Girl Power and come out into post-feminism. No doubt there are still women living like

this, oppressed by petty-tyrant husbands (“We always have steak on Thursday!”), but they’re not so visible in movies and TV, especially in Britain; the culture’s moved on. In that sense Shirley Valentine was a pioneer, telling the tale of a woman who learns to love herself - “I’m Shirley the brave! Shirley the marvellous!” - a comic fable for the Age of Self-Esteem. Shirley is played by big-haired Pauline Collins, who was Oscar-nominated - though the film isn’t as demanding as the original play (by Willy Russell) which was a one-hander, just our heroine standing onstage delivering a monologue about the holiday to Greece that changed her life. She heads off on impulse, joining her flamboyant friend Jane, leaving her tyrannical husband and spoiled teenage daughter behind - but the film version (inevitably) has to show the actual holiday, meaning lots of travel-brochure shots and some cheesy scenes with moustachioed Greek waiter Tom Conti. The result is a bit like Mamma Mia!, only with better dialogue and no ABBA songs. And more sex, of course. Made in 1989.

White Wall (LTV3, 22.00) Haven’t counted how many punches are thrown in the two-minute trailer for this low-budget action fl ick, but it must be more than two dozen. Hopefully the fi lm itself offers something more between the punches - and the premise sounds promising, set in a post-apocalyptic wasteland, a quarantined city lurking behind a wall that was built to protect the world from a deadly virus. Shawn (James Boss, who also directed) grew up in a brutal orphanage where he had to develop excellent fighting skills; he now dreams of saving the world by curing the virus - and an opportunity seems to present itself with his long-lost brother, who also grew up in the orphanage but has since “followed a dark path,” as per the LTV synopsis. Likely to be violent, cheap and worthless, but we live in hope regardless. Made in 2010.

Red Heat (Capital TV, 22.45) The only well-known title on tonight’s Film Picks and it’s mostly well-known for not being very good, but there’s defi nitely a nostalgia value in its Cold War setting. Arnold Schwarzenegger (Ah-nuld!) is a maverick Soviet cop who comes to the US on the trail of a Georgian baddie, and gets assigned to equally maverick Chicago cop Jim Belushi; the two mavericks don’t always get on but eventually manage to work together, making for a vague-but-amusing political Message since their respective countries were still (just about) at each other’s throats. “Soviet method is more economical,” says robotic Arnie after torturing a witness into talking and the fi lm’s values aren’t exactly liberal, then again we are talking Reaganite America here; the action is as crude as the ethnic jibes, but the whole thing has a kind of unreconstructed, red-blooded quality that’s quite refreshing in our slick, more PC age. Made in 1988.

Blue Crush 2 (Novacinema1, 23.00) Another low-budget obscurity, but it’s a Nova premiere so we ought to Pick it - and the fi rst Blue Crush (showing next Saturday on Antenna, coincidentally) was actually a good fi lm, a surprisingly gritty tale of female surfers. This one, on the other hand, looks pretty feeble, a standard teen movie with an exotic setting (South Africa) and our young American heroine (Sasha Jackson) falling into adventure; she makes friends and foes, falls foul of the local “Queen Bee”, fl irts with the inevitable himbo, enters the equally inevitable surfi ng contest and heals some issues having to do with her late mother (also a surfer) who was born in South Africa. Think Shirley Valentine - another tale of a tourist fi nding herself with a younger heroine, no witty dialogue and really big waves. I mean really big waves. Made in 2011.

Red Bull driver denies Alonso late on By Alan Baldwin AUSTRALIAN Mark Webber won a sunny British Grand Prix for Red Bull on Sunday to deny Fernando Alonso a second successive victory and slash the Ferrari driver’s Formula One lead to 13 points. Alonso, winner at Silverstone last year, had led from pole position but was powerless to prevent Webber powering past six laps from the end and then take the chequered flag with a three second lead. The victory was the 35year-old’s second of the season, after Monaco, and left the local resident with 116 points to Alonso’s 129 after nine of 20 rounds. He became only the second double race winner of the year so far. “Another great day for us and a great day for me to win here again. It is fantastic,” he said on the team radio before being interviewed on the podium by triple world champion Jackie Stewart. Webber won at Silverstone in 2010, again from second place on the grid, but he said Sunday’s win had taken a bit longer to sink in. “I don’t think I’ve had a win when I’ve got victory so late in the race. I don’t think Fernando had the right balance at the end of the race, but that can happen to any one of us,” he added. Webber’s team mate and double world champion

Sebastian Vettel was third on a dry track with the sun shining over the circuit after days of rain that had left the campsites waterlogged and approach roads clogged with traffic. The skies then opened in a sudden, torrential downpour as teams were packing up. “Thanks to all the fans out there,” said Vettel on his return to the podium after four races off it. “It’s been horrible weather for them, not just for us. But today the sun came out and British summer showed its best.” Brazilian Felipe Massa was fourth for Ferrari, his best result since 2010, ahead of the Lotus pair of Kimi Raikkonen and Romain Grosjean. Red Bull stretched their lead in the constructors’ championship with 216 points to Ferrari’s 152 while McLaren slipped from second to fourth on 142 behind Lotus on 144. Jenson Button’s British Grand Prix jinx continued, before a predicted crowd of more than 125,000 people, with the McLaren driver failing to stand on the podium at his home race for the 13th year in a row. The 2009 world champion, who has never finished higher than fourth at Silverstone, started 16th and ended up with only a point in 10th. “Our car doesn’t feel too bad, but everyone else’s must feel really good, because they’re a lot faster

than us. I was racing the Williams and the Sauber,” said Button. His team mate Lewis Hamilton, the 2008 champion whose win that year remains the last by a British driver at home, was eighth after losing out to Michael Schumacher’s Mercedes in the closing laps. He is now 37 points adrift of Alonso. Force India’s Paul Di Resta, the third British driver, had an even more miserable afternoon and retired after damage to the car on the opening lap when he was clipped by Grosjean. Brazilian Bruno Senna was ninth for Williams. Williams could have hoped for much more but their Venezuelan Pastor Maldonado collided with Mexican Sergio Perez on lap 12, ending the Sauber driver’s race. Perez said the stewards had to act. “This guy will never learn if they don’t do something. He could hurt someone. Everybody has concerns about him,” he told the BBC. Perez’s Japanese team mate Kamui Kobayashi provided another moment of drama when he overshot his mark at the pitstop and sent mechanics sprawling like ninepins, without suffering serious injury. “It was my fault. I overshot the braking. I had no practice running in the dry so I did not know how much I could push. I pushed too much and I apologise to the team,” he said.

ENGLAND are eying a 4-0 NatWest Series victory over Australia, but admit they may yet consider resting first-choice players for the final match at Old Trafford. Alastair Cook spoke, after his team’s eightwicket win at Chester-le-Street over the weekend had established an unassailable 3-0 lead, of the cachet of a clean sweep against the old enemy - but also the possibility of once again employing the rotation policy. England’s selectors first caused a stir when James Anderson was prescribed a break for the final npower Test against West Indies at Edgbaston, a fixture his pace colleague Stuart Broad also eventually sat out. Then came a rest for the last one-day international against the Windies at Headingley, a match which was washed out in any case, for home favourite Tim Bresnan, Broad and Graeme Swann. Most recently, off-spinner Swann did not travel up to Durham as England took a safety-first approach with his sore bowling elbow. That was the first instance of a key player being rested before a series was won. As yet, no batsman has been given a break either.

DANI Pedrosa won the German MotoGp in dramatic circumstances on Sunday after his Honda team mate Casey Stoner, who started in pole position crashed out of the race on the last lap of the Sachsenring. The Spaniard claimed his first victory of the season, with compatriot Jorge Lorenzo second and Italian Andrea Dovizioso third. Stoner and Pedrosa, swapping the lead throughout the race, had both turned up the pressure during the final few laps, with the Australian in determined mood and hoping to open up a lead in the championship. However, the defending champion slid off the track while attempting to overtake Pedrosa, allowing championship challenger Lorenzo to claim second place and some vital points in the title race. Lorenzo now enjoys a four-point lead on top of the table and, talking to the BBC afterwards, cheerfully admitted luck had played its part. “Things can change completely in two races,” Lorenzo said. “At Assen we have zero points and were very disappointed but then we have luck from Casey’s crash today. Dovizioso, riding for Tech 3 on a Yamaha, held off the challenge of US Yamaha driver Ben Spies to take third spot.

Wiggins nails time trial win OVERALL leader Bradley Wiggins took another important step towards his dream of becoming the first Briton crowned in the Tour de France with an emphatic victory in the race’s first major time trial yesterday. Team GB captain Giggs targets a golden summer

The 38-year-old Manchester United veteran was named as skipper of the 18-man Olympic squad by manager Stuart Pearce on Sunday. Giggs, one of three overage players, will be making his first appearance at a major tournament this summer after a lengthy and hugely successful club career. The highly-decorated Welshman is proud to be representing Britain at the Games and believes he may well soon have another medal to add to his collection. “Obviously it is a tremendous honour to be part of the Olympics,” he told Press Association Sport. “Stuart has obviously given me the captaincy, which is even better so I am really looking forward to it. “It is a unique experience and one from the start that I wanted to be part of when I got the opportunity. “I think it just got more and more exciting as the Games got nearer and then when the squads were announced I was obviously really, really

proud to be involved. “We hope we can get gold. That is what the players are hoping for. “The players are winners and want to do well. You want that gold medal. “It is going to be tough because a lot of the other nations have picked good players and have got good team. “It is going to be tough, but we have a good chance.” Giggs had been expected to feature for Team GB alongside former United team-mate David Beckham this summer, but LA Galaxy midfielder was conspicuous by his absence when the squad was unveiled. “It is disappointing for David, obviously not being involved,” Giggs said of his omission. “As a friend I am disappointed for him but as a player you just get on with it and just try to enjoy the experience and that is what I am trying to do.” Giggs was also quick to turn attention back to football when asked about the politics surrounding Team GB. DIDIER Deschamps has reached an agreement to be the new France coach, the French Football Federation (FFF) have confirmed. Deschamps replaces Laurent Blanc, who stepped down from the helm of Les Bleus last week following the fall-out of their Euro 2012 quarter-final exit to eventual winners Spain. A statement on www.fff.fr read: “Noel Le Graet, FFF president, and Didier Deschamps have finished their talks and have reached an agreement for the appointment of Mr Deschamps as coach of the France team. Deschamps, who captained France to their 1998 World Cup and Euro 2000 triumphs, was quickly installed as favourite to succeed Blanc after he left his post at Marseille by mutual consent last week. The 43-year-old guided OM to one Ligue 1 title and a record three successive League Cups in as many years on the south coast. Deschamps, who has also

previously managed Juventus and Monaco, endured a difficult campaign last season, however, as OM managed only 10th place in Ligue 1. As a player, Deschamps represented Nantes, Marseille, Juve, Chelsea and Valencia before hanging up his boots in 2001. He also won 103 caps for France, 52 of which were as captain. During his playing career he won a host of titles, including five league crowns in France and Italy, two Champions Leagues and two domestic cups. Deschamps’ first game in charge is set to be against South American champions Uruguay in Le Havre on August 15. He could be without a number of his star names before then, however, as the FFF continue to sift through the fall-out of a Euro 2012 campaign that was undermined by off-field problems. QUEEN’S Park Rangers star Anton Ferdinand dismissed insults traded with John Terry as “banter” and initially denied any racist obscenity had been used, a court heard yesterday. England and Chelsea defender Terry, 31, is accused of calling Ferdinand a “f****** black c***” during a Premier League game on October 23 last year. Yesterday Westminster Magistrates’ Court heard that at first the QPR centre-half Ferdinand did not think any racist insult had been used. He shook hands with Terry and accepted that their clash was “handbags” and “banter”. But after the match, his then girlfriend showed him a clip of their exchange posted on YouTube, and he believed Terry had used the racist obscenity. Ferdinand told the court that if he had realised at the time he would have told officials. He said: “I would have been obviously very hurt and I probably wouldn’t have reacted at the time because, being a professional, you can’t do that. I probably would have let the officials know what happened and dealt with it after the game. “When someone brings your colour into it, it takes it to another level and it’s very hurtful.” Chelsea were down to nine men in the clash at Loftus Road, and Ferdinand and Terry began trading insults over a penalty claim, the court heard. Ferdinand said: “He called me a c*** and I called him a c*** back and he gave me a gesture as if to say my breath smelled. “I said to him, ‘How can you call me a c***? You shagged your team-mate’s missus, you’re a c***’.” This was a reference to Terry’s alleged affair with Wayne Bridge’s ex-girlfriend, Vanessa Perroncel. Ferdinand jogged down the pitch making a fist gesture to imply sex, he told the court. After the match, Chelsea left-back Ashley Cole told him: “You can’t talk to JT like that.” Terry then met Ferdinand to ask what had happened. “Mr Terry said, ‘Do you think I racially abused you?’. I was like. ‘No’,” Ferdinand told the court. “I said ‘No, that never came out of my mouth’. Then Ashley Cole popped his head round and said ‘Yeah, didn’t you say that to me?’ I said ‘I didn’t say that at all’.” Terry is accused of a racially aggravated public order offence, which he denies. He maintains that he was only sarcastically repeating what Ferdinand wrongly thought he had said.

By Pritha Sarkar ANDY Murray discovered he can still “cry like Roger” Federer but “can’t play like him” as his dreams of ending “150,000 years” of hurt died on a floodlit arena at Wimbledon on Sunday. Two years after blubbing his way through a runnersup speech at the Australian Open, tears of despair were flowing again on Centre Court after Murray’s brave effort to end Britain’s 76-year search for a men’s grand slam champion unravelled under the spell of Federer’s magic. As the beaming Swiss hoisted the gilded Challenge Cup for a record-equalling seventh time -Murray looked skywards wondering what might have been. Federer’s 4-6 7-5 6-3 6-4 win left Murray sobbing, 15,000 Centre Court ticket holders deflated and 60 million Britons wondering if, and when, this agonising search for a men’s champion at one of the four majors will ever end. Since Fred Perry won the last of his eight grand slams at the 1936 US Championships, 286 majors have come and gone without a British men’s champion in sight. Winners have emerged from Egypt to Ecuador, from Romania to Mexico, from Croatia to South Africa, from Hungary to Argentina. Twenty two different nations have lorded over all and sundry. But the country that hosts the most famous tennis tournament in the world has effectively become a laughing stock for failing to produce a male champion for more than

While there is no shame in losing a Wimbledon final to a player hailed by many as the greatest of all time, for Murray the task of finally ending his grand slam jinx after four final defeats will no doubt get harder and harder, especially since he has won only one of the 13 final sets he has contested. While Murray will take heart that Lendl went on to win eight grand slam titles, at the age of 25 and playing in an era hailed as the greatest, time is fast running out. If Murray started to have any doubts, his conqueror on Sunday offered some words of encouragement. “Things just didn’t quite turn out for him in the finals that he hoped for. But today I’m sure he got another step closer to a grand slam title for him. I really do believe and hope for him that he’s going to win one soon.”

Sport Murray vows to rise again after final agony By Chris Jones ANDY Murray insists he has not been mentally scarred by his Wimbledon Final defeat and is aiming for Olympic glory and a first Grand Slam title at the US Open. However, after the 4-6, 7-5, 6-3, 6-4 loss to Roger Federer, the British No.1 admitted he would be “stupid” to continue practising, so is taking a break to ensure he is in perfect shape for the major challenges over the next couple of months. By coming within a couple of break points of serving for a two-set lead before the rain saw the Centre Court roof closed to provide Federer with the indoor arena he loves, Murray is convinced the gap between himself and the top three - Federer, Novak Djokovic and Rafael Nadal - is closer than ever. This was Murray’s fourth Grand Slam final loss and it is up to coach Ivan Lendl to make sure the mental aspects of the defeat do not undermine his chances at the Olympics and the US Open, which starts at the end of next month. Equally importantly, his trainers and physiotherapist will take care of the bumps, bruises - and Murray’s ongoing back ailment. Murray exposed the depth of the emotional effects of this defeat when he broke down in tears making a speech to the Centre Court crowd but is taking a sensible approach to his upcoming commitments. The 25-year-old said: “You have to be intelligent and I must make sure I take the right amount of time off because it would be stupid to go back on court - my mind and body are not in the right place at the moment. “I must take the right amount of rest to make

sure I am good to go for the Olympics and the US Open. My body will need to be in good shape. I’ve got bruises all over my body because I fell over a lot of times.” Despite the agony of losing all four Grand Slam finals he has appeared in, Murray believes he is getting closer. “I didn’t believe there was a gap between me and the top three players. The only place people should be judging me is at the Grand Slams, not the other tournaments. That is where I need to play best - not at the Masters series and other tour tournaments. “I performed well in Australia in January and lost a tough one in the semi-final against Novak Djokovic and felt I have been improving in recent months despite the back injury. The other guys are also improving but there isn’t that much of a gap between us now.” Murray will take comfort from pushing, arguably, the greatest player in history so hard and producing some of his best tennis in a Grand Slam final. That had not been the case in the three previous attempts, where he had failed to win a set. He said: “That is the best I’ve played in a Grand Slam final, this was my first Wimbledon Final and I am still improving - which is all I can do. I created chances, went up a set and it was a long match. “Even the last two sets, I still had chances and the game where I got broken in the third set was a very, very long game. OGER Federer never doubted his ability to win grand slam titles during a two and a half year drought in which he was written off in some quarters and passed the 30 year age barrier that often signals the beginning of the end for top tennis players. After winning his recordequalling seventh Wimbledon title with an emphatic four-set victory over Andy Murray on Sunday, Federer said he been delighted with his form over the past year despite suffering some painful losses. “I played an amazing French Open last year,” the Swiss told a news conference. “I was very close against Rafa (Nadal) in the final. And I did play actually very well here as well against Jo (Wilfried Tsonga). Things just didn’t turn out well for me.” Federer was knocked out of Wimbledon in the quarterfinals last year by Tsonga after going two sets up in their quarter-final and he held a match point against Novak Djokovic in the US Open semi-finals before suffering a painful defeat.

“I did play great as well at the US Open,” he said. “Again, unlucky. Djokovic played well, whatever you want to call it. But things were tough for me there.” Federer, whose last grand slam triumph was the 2010 Australian Open, said he always believed things would turn around for him if he continued to work hard despite Nadal and Djokovic’s dominance at the majors. “I played a lot of tennis, good tennis, but I wanted to win titles, not just lose in quarters and semis,” he said. “Then the confidence rose as I went to Paris and also to London.
