ESTERDAY marked the second consecutive day temperature records were broken this year, with the temperature hitting 44 degrees Celsius in Nicosia - an increase of one degree from Monday when people started being admitted to hospital, unable to cope with the weather. A 51-year-old woman was admitted in a comatose condition on Monday, and is now breathing through a respirator in Nicosia general hospital’s intensive care unit. “A few days need to pass to see how the situation unfolds,” said assistant head of Nicosia general hospital’s accident and emergency department Savvas Christodoulou commenting on her condition. Two men, aged 60 and 85, were also admitted but should “get over it soon,” Christodoulou said. The meteorological office yesterday upped the weather warning to amber, which corresponds to a caution to the public to take action to protect themselves. Pregnant women, the
elderly, infants and young children are vulnerable and should avoid sun exposure between 11am and 4pm, even when in the shade. Case in point is a threemonth-old infant who was sunburnt and dehydrated and was taken to hospital on Monday even though his mother kept him away from direct sun exposure. “His mother thought that when her infant was under a small umbrella, she would be able to protect him. Unfortunately, that’s not enough,” said Costas Hadjicostis, the head of Makarios children’s hospital in Nicosia, where the infant is being treated with sunburn in the face and chest and mild dehydration. Hadjicostis said that young children and infants should be covered with clothes, avoid the sun completely between 11am and 4pm (not even under an umbrella), and drink a lot of water. “The heat is insufferable. The fan only spews hot air back at me,” said 43-yearold Mary Georgiou. “I stupidly decided to ride my bike at 2.30pm. Although I ride my bike every day, I really struggled. It took me

Chocolate can be good for you says EU regulator THE European Food Safety Authority (EFSA) has ruled cocoa powder and dark chocolate can help improve blood circulation - a claim made by Barry Callebaut, the world’s largest maker of chocolate products. The Swiss group, which supplies Nestle and Hershey with cocoa and chocolate products, said yesterday
it had provided evidence to EFSA that eating 10 grammes of dark chocolate or its equivalent in cocoa that were high in flavanols helped blood flow. If the European Commission signs off on the ruling, the company and its customers would have the right to use the health claim on packaging for chocolate drinks,
cereal bars and biscuits. For the clinical studies it conducted to back up the claim, Barry Callebaut said it used a special process to make cocoa products that maintain the flavanols, which are usually destroyed during chocolate-making. A string of scientific studies in recent years has shown the potential for health ben-
efits from eating chocolate. Research last year suggested it might be linked to a onethird reduction in the risk of developing heart disease. The EU is clamping down on health claims for food, approving only 200 of over 2,500 applications earlier this year and giving food companies until the end of 2012 to remove rejected claims.

‘Professions involved do not know or properly apply procedures’ By Natalie Hami CHILD Commissioner Leda Koursoumba has criticised the police, the welfare services and the health services over mishandling a case of domestic violence, and thus violating a child’s rights. “All of the professions involved (police, welfare services, health services) do not know and neither do they adequately apply the procedures set out in the handbook (for cases of domestic violence),” said Koursoumba. She added that it demonstrates the services and the professionals involved need to improve the way in which they work together. Koursoumba was referring to a domestic violence case which she was informed of by a non-governmental organisation (NGO) in December 2010. The investigation lasted until September 2011. According to the information from the NGO, a father abused his wife on December 15, 2010 in front of their fouryear-old child. The following day the woman reported the incident to police, who sent her to the general hospital to be examined and told her to come back with a medical report the next day at 7pm. She did just that and arrived back at the police station with her child. However, the police did not take her statement but called her husband in, according to the report. After a conversation with the welfare services the child was handed over to his father, despite the fact that the welfare services said that he should go with his mother. A few days later when she went back to the police station to make a statement they told her that her husband had filed a

handed back to its mother. In the report she said the father and the welfare services official said that they did not manage to get the child’s statement on tape as he was not ready. The investigation revealed that once again “the procedures were not main-
tained”. According to the Labour Minister Sotiroulla Charalambous’ response during the investigation there was a history of domestic violence in the family and they had been supervised by the welfare services since 2008. Koursoumba said the child had remained with his father, without any contact with his mother, until the case was brought to her (December 21, 2010). In a letter to Koursoumba the NGO claims that because the case was handled so badly by the welfare services and the police, the rights of the child were violated. “The fact that the child was handed over to the father by the police despite the welfare official’s suggestion for him to be given to his mother, proves that police personnel do not know how to handle cases of domestic violence and neither are they clear of their role in such cases,” said Koursoumba. She added that the best way of dealing with the situation since there was obvious conflict, and in front of the child, was to use the services of a family counsellor. She also said that when the child was sent to be examined (on the allegations that his mother had abused him) he should have been send to the Paediatrics Unit by the police but he was obviously examined by a pathologist at accidents and emergency. Koursoumba said this indicates that they do not know or apply what’s in the handbook. “Children and families with multiple needs must benefit from coordinated services from professionals that come from different sectors… the responsibilities of each service must be made clear to those receiving it,” she said.
CMP member Christophe Girod moves on By Natalie Hami MEMBER of the Committee on Missing Persons (CMP), Christophe Girod, announced yesterday he was leaving his post but reassured that the identification of missing persons “remains in Cyprus”. “(The project) remains in Cyprus… investigations are carried out in Cyprus by Cypriots, and Cypriot anthropologists at the anthropology centre,” said Girod, who said he has been with the CMP for six years. Questioned as to why he was leaving he simply said: “In this profession after several years you move and so I’m moving and taking up other responsibilities.” The CMP and the Cyprus Institute of Neurology and Genetics (CING) have recently been embroiled in what appeared to be a battle of wills over a long-standing contractual dispute which ended in a decision by the CMP to move DNA testing of missing people
to Bosnia. CING had been carrying out the testing since 2007. The dispute stemmed from the fact the CMP wanted to introduce new, stricter standards in the identification process from 2008 to mirror internationally-recognised best practices. While some demands were met, disagreement remained on a large number. On May 10 the CING board decided to end their cooperation with the CMP. “We were hoping that they would come along with the terms of the contract,” said Girod. The remains of the missing persons will continue to be kept at the CMP Anthropological Laboratory in Nicosia, while the International Commission on Missing Persons (ICMP) in Bosnia will only receive samples that are necessary for DNA testing. Girod stressed the DNA data bank will be kept in Cyprus in the custody of both Cypriot members of the CMP, adding that “only a coded copy will be sent to the ICMP for genetic testing”. The final identifications will be done
in Cyprus by a bicommunal team of geneticists. “The remains of the missing will stay in Cyprus, only bone and teeth samples are sent to the ICMP,” said Girod, adding that the final identifications are signed by Cypriot scientists. Girod also assured that the rate of identifications will soon increase as they are currently hiring new scientists. Over 300 missing persons have been identified to date by the CMP. Girod pointed out however that the easy part is behind them, as the CMP has so far exhumed places that were considered easy. “We are now in the process of digging more places where we’re not always 100 per cent sure they will yield remains of missing persons, we are also digging places like wells which are lengthy and costly to exhume, so although it’s continuing, it’s more difficult,” he said. Girod added that the issue of access to military bases in the north is on the table.

Syrians on hunger strike over detention conditions AROUND 15 Syrians held in cells at Lakatamia police detention centre have been on a hunger strike for the last seven days, nongovernmental organisation (ngo) Future World Centre announced yesterday. The NGO said they had received phone calls from people who were protesting lengthy detentions. “Hunger strikes and setting cells on fire indicate that people despair [and] have come to a dead-end and is solid proof that authorities are not worthy of their responsibilities and duties towards those Syrians,” Future World Centre said. They added that “desperate” inmates said they were willing to be deported to countries where their safety could not be guaranteed, “risking being victims of human trafficking,” in hope they might find a legal way to go to safer destinations
such as Australia. Inmates at holding cell Block 10 at the Nicosia central prison set fire to cells last week, in response to long detention periods. One detainee was injured and four others were treated for breathing problems. A riot also broke out. Acting prison governor George Tryfonides said that detainees had set mattresses alight and the fire spread. He said that similar incidents happened “frequently”. Ombudswoman Eliza Savvidou expressed her “strong concern” over the way immigrants are held during deportation proceedings. Keeping people locked in for a long time “gives rise to such phenomena,” she said because conditions are “inappropriate”. Savvidou asked authorities to review deportation practices.

Fishing trips blasted for hunting sharks Environmentalists liken practice to ‘murder’ not fishing By Natalie Hami CONSERVATIONISTS are up in arms over the fishing of protected species of shark in the waters around the island, with certain companies offering to take groups of tourists out onto the waters to partake in this activity. “Most of these sharks are nursing and basking sharks and they have no teeth, they are not carnivorous and they are near extinction,” said Michalis Papacharidemou, head of Nireas Marine Research. The cost of partaking in this activity can start at around €1,000 according to some of the websites of companies offering it. According to Papacharidemou, all of this started a few years ago and could partly be due to the fact that most people think “sharks are going to eat us”. “Cypriots have to understand that if the chain breaks down the whole ecosystem breaks down,” he added, describing the practice as “murder” and not as fishing. Papacharidemou said they had sent
letters to the Fisheries Department but had got no response. “Authorities must realise that it’s not good towards the environment,” he added. Environment Commissioner Charalambos Theopemptou relayed a similar experience saying he had sent a letter to the Agriculture Minister but had not received a reply on the issue. Theopemptou said that a ‘catch and release’ policy exists but it was doubtful whether it was actually implemented, saying that the animal is tormented by the process of getting it onto the boat in the first place anyway. “This is very worrying to me… it gives off the feeling that we’re completely out of control,” he added. An official at the Fisheries Department, who preferred not to be named, could only clarify that an amateur fishing licence forbids the fishing of any sharks and especially those that are protected. Director of Napa Sea Cruises in Larnaca, which offers shark fishing, Andreas Panayiotou confirmed they do offer these deals to tourists, however
along with the opportunity to fish different types of fish too. “Everyone does it, we’re not the only ones… it’s not forbidden if you’ve got your licences,” he said, adding that if they don’t have the right the police should come and stop them. Questioned as to whether they release whatever is caught he said that “some of them” are. He later confirmed however that sharks are thrown back, as they cannot be eaten. Pictures on Facebook reportedly taken on excursions on a Napa Cruises boat show a woman holding the mouth of what looks like a bluntnose sixgill shark open with a rope, with what also looks like a baby in front of it. The species are near threatened and are not known to have eaten any humans. Another photo shows several dead sharks, hanging upsidedown from their fins. A more disturbing video was also released recently by a group of Cypriots who had caught a shark and then filmed themselves hammering it to death. Other companies offering shark fishing on the island are Argonaftis Tours and Raptor Excursions.

Home DISY leader attacked for being coupists’ lawyer By Poly Pantelides PRESIDENT Demetris Christofias yesterday addressed an event to mark resistance to a Greek-inspired coup in 1974 which - together with the subsequent Turkish invasion – “brought about a de facto division” of the island. He was talking in Limassol, among members of the Coup Resistance group, which has attacked DISY leader and presidential candidate Nicos Anastasiades for being a lawyer for coup supporters. The coup was spearheaded by Georgios Grivas Digenis, a Cypriot general in the Greek army aiming for union with Greece, or Enosis. In the early 70s, Digenis formed paramilitary group EOKA-B and on July 15, supported by the military junta controlling Greece, led a coup against the president.
Five days later Turkish troops attacked and secured 37 per cent of the island. In 1983, Turkish Cypriot leader Rauf Denktas presented a declaration of independence of the Turkish republic of northern Cyprus considered illegal internationally. “The extent to the conspiracy and betrayal was so large that in the end the Junta and EOKA-B carried out the coup to supposedly bring union with Greece. Instead of union, they have brought about a de facto division,” Christofias said. The head of the coup resistance group, Elias Kyriakides, said on Monday that Anastasiades was lawyer for EOKAB members and attended Digenis’ memorial services, “insulting historic truth”. Anastasiades supported the Annan plan, a UN proposal to solve the Cyprob by creating a federation of two states.
Airport deal details to be discussed next week By Stefanos Evripidou THE HEAD of the Chinese company seeking to invest in the old Larnaca airport over a 50 year period is due back in Cyprus next week to respond to the government’s positions on the potential €600m deal. Communications Minister Efthymios Flourentzos said yesterday the government was expecting the head of Far Eastern Phoenix Ltd (FEP) to arrive in Cyprus next week “to bring answers and discuss further with us”. He added: “I hope there will be a conclusion. The information we’re getting is positive, but without tangible evidence I cannot speak with absolute certainty.” Last month, Flourentzos said the government is prepared
to extend the Chinese investment deal for the old Larnaca airport by 31 years, taking it from 19 to 50, but only under certain conditions. A deal was first reached between FEP and airports’ operator Hermes a year and a half ago for a 19-year period, when the latter’s concession agreement on the old airport expires. The Chinese company sought to extend that deal for a further 31 years to justify the large investment needed. However, finalisation of the 50-year agreement has hit a number of snags, with the state only recently giving the potential Chinese investors a final proposal with a list of preconditions for reaching agreement. The Chinese are due to respond to those conditions next week.

New law ‘catastrophe for Cyprus Airways’ Policies attached to payout ‘not that simple’ to implement By Jacqueline Agathocleous COMMUNICATIONS Minister Efthymios Flourentzos plans to seek referral of the recently passed law calling for an open skies policy to be enforced, saying it would be catastrophic for ailing state carrier Cyprus Airways (CY). The minister explained that implementing such a policy wouldn’t be that simple, considering bilateral agreements would have to be signed with third countries. Lawmakers added the provision – along with a number of other terms and conditions, including an overhaul of the CY board of directors – during last week’s plenary discussion of a bill to increase the airline’s share capital. In the end, MPs approved less than half of the requested €31.33 million, saying the re-
mainder would be approved once the new board was appointed, the open skies policy implemented and a new rescue plan drafted. “I will suggest to the President to refer at least the point of the law which refers to the adoption of an open skies policy,” Flourentzos said yesterday. “Based on current legal commitments, we can’t have an open skies policy unless there are bilateral agreements between the Republic of Cyprus and the third countries, outside the EU.” He added the old restructuring plan, which MPs rejected, aimed at ensuring the company didn’t suffer any more losses so as to make it more attractive to investors. the entire – package of its shares. “The way things have developed will lead to a catastrophe for Cyprus Airways,” said Flourentzos. “When states draw up bilateral agreements or memorandums of understanding in the air transport sector, they always take into serious account their own airlines, in an effort to protect them.” He said Canadian conglomerate Triple Five had presented the old CY board – which has already handed in its resignation to the government – with a proposal to invest in the airline, which should soon have been presented to the relevant ministerial committee. “Unfortunately, with the recent developments, it seems that this will be impossible,” said the minister, adding that he hoped parliament would have second thoughts over the open skies provision, “so that with implementation of the restructuring plan, but also with swift rhythms, we will be able to correspond to any proposal for participation of a strategic investor or for full purchase of Cyprus Airways’ shares’ package”. Meanwhile, the CY unions will meet tomorrow to examine ways to react, with many proposing a protest march towards the parties’ offices. All parties except ruling AKEL voted in favour of the amendments. The general secretary of union SYNIKA-SEK, Andreas Pierides, said CY was almost certainly being led to closure, while at the same time there was confusion and avoidance to take responsibility.
He said the unions would meet tomorrow “to find ways to react”. He added, “It isn’t just the matter of the open skies that we have a problem with. We have a board of directors, which presented its resignations to the relevant minister, at a time when this company is facing a serious viability problem”. Pierides said there was a specific number of CY workers who have been aware since the beginning of they year that they are considered redundant. “Does anyone take all this into account?” he wondered. “There is a disconnect; everyone is avoiding taking responsibility and we are observing this organisation move with certainty to its end, while everyone is playing dumb.” But Pierides added that the CY workers would never shoot themselves in the foot. “Any strike action, will first affect the workers themselves,” he explained, adding that the majority of unionists were in favour of a march towards the offices of the parties that passed the law – DISY, DIKO, EDEK, Green Party and EVROKO. “Open skies” is an international policy concept that calls for the liberalisation of the rules and regulations of the international aviation industry – especially commercial aviation – to create a free-market environment for the airline industry. For open skies to become effective, a bilateral – or even multilateral – air transport agreements must be signed between two or more nations.

Island’s banks, misled investors seek solutions
CO Cyprus Opportunity Energy Public Company Ltd, an Israeli-controlled company with interests in energy, has been listed on the Cyprus Stock Exchange (CSE). The company has been listed for trading on the CSE’s Emerging Companies Market. It is the first company specialising in hydrocarbons research and extraction to be listed on the Nicosia bourse. According to an announcement from the company, CO is “a newly incorporated company whose primary intention is to participate in oil and/or gas exploration in the exclusive economic zone of Cyprus.” On May 11 this year, the company, as part of a consortium, submitted applications for two offshore licences (for blocks 2 and 8) through the tender for the second licencing round. The consortium consists of Israel Opportunity Oil & Gas Exploration and Norwegian entity AGR Energy AS as the prospective operators of the licence.
REVIEW “At the time of listing, the company is in the application review stage of the Cyprus government licencing process. As part of the application process the company acquired 2D seismic data to which it has already performed preliminary analysis which formed part of its business strategy,” the announcement said. “Should the company fail to obtain the licences it applied for, the company has a Plan B and intends to create joint ventures with third parties in the exploration and production of other offshore licences.” In total, the second licencing round garnered 15 bids by 29 companies from around the world. The bids are currently being evaluated by an advisory committee made up of permanent secretaries of the ministries of commerce, finance, foreign affairs and agriculture, along with the attorney-general, energy service director and geological survey department head. They will submit their recommendations to the Commerce Minister who will take them to cabinet for a final decision in November, after which negotiations with the preferred bidders will start.
By Elias Hazou IN AN apparent bid to placate thousands of investors claiming to have been defrauded by misleading products promising high yields, the Popular Bank has suggested offering them increased interest rates. The informal proposal was put forward by Popular Bank Group CEO Christos Stylianides during a gathering yesterday at the Finance Ministry. Attending were representatives of the investors, Popular Bank and Bank of Cyprus executives, Finance Ministry technocrats, and officials from the Central Bank, the Cyprus Securities and Exchange Commission and the Attorney-general’s office. Depositors claim they were deceived by banks which encouraged them to invest in securities without having an authorised professional properly explain the risks. As a result of the Greek sovereign debt write-down, Cypriot banks including Popular Bank and the Bank of Cyprus have been hit with severe losses requiring €1.8 billion and €500 million respectively to recapitalise in accordance with regulatory requirements. This forced them to suspend interest payments on highreturn investment products, causing their value to plummet and leaving people with only a fraction of their initial investments. The European Central Bank does not allow any payments on securities issued by a bank currently undergoing recapitalisation. A decree approved last year by both the cabinet and parliament for the recapitalisation of the Popular Bank provided a forewarning to MPs that interest payments would thus cease. The banks are not paying the seven per cent promised to investors, and are trying to reach a deal with them to exchange shares for the secu-
rities. The banks have suspended interest payments and blocked access to investors’ capital, resulting in threats of lawsuits from depositors. During yesterday’s meeting, the Popular Bank put forth an “informal proposal” whereby the bank would offer affected investors increased interest rates for a fixed period to cover capital losses. On behalf of the investors, Fivos Mavrovouniotis said they proposed converting the securities into fixed-term instruments or swapping them with government bonds. The investors meet tomorrow to decide their preferred course of action, when they will submit their final proposal in writing to the Finance Ministry. Mavrovouniotis suggested the government should not agree to the ECB’s haircut on securities, just as it is refusing to accept a cut in corporate tax as a condition for an EU bailout. And Stavros Yiallourides, one of the depositors claiming to have been defrauded by the banks, took a jibe at politicians, saying they should not use the so-called ‘troika’ as “a boogieman.” On Tuesday, legislators feigned ignorance of the contentious clause in the decree stipulating a suspension of interest payments on securities of banks undergoing recapitalisation. The Finance Ministry yesterday released a statement, quoting directly from the decree. It said the decree had been drafted by the ministry in cooperation with the Central Bank and had been vetted by the Attorney-general’s office. Bank of Cyprus and Cyprus Popular Bank accumulated €1.4 billion in securities on which they are currently not paying interest. There are close to 8,000 affected investors. Some have likened the case to the stock exchange scandal of 1999-
2000. Many of the investors are complaining they were misled and the products they were buying were not explained clearly to them. One law firm alone is preparing more than 80 lawsuits against Popular Bank, which is now owned by the state. The Cyprus Securities and Exchange Commission (CySEC) said the banks had published the risks as required by the law, including the risk that the bank may not pay interest if it has insufficient capital. However, CySEC chairwoman Demetra Kalogirou pointed out there is still a question about who actually advised bank customers about the products. If it was a bank employee instead of licenced investment advisers with the necessary certificates, then this is a problem, she said.

Parties accuse Britain of provocative Unficyp stance Guarantor said to be trying to cause problems for the Greek Cypriots By Stefanos Evripidou BRITAIN GOT an earful yesterday from the majority of political parties over its stance at the UN Security Council on the renewal of the UN peacekeeping force in Cyprus (UNFICYP). Informal consultations at the Security Council (UNSC) on the six-month renewal of the mandate of UNFICYP have centred on Britain’s insistence on including a clause for a specific review of the peacekeeping force. Negotiations are expected to end in time for the adoption of a UN resolution today. Parties yesterday referred to Britain’s stance as “provocative”, “unacceptable” and “anti-Cypriot”. According to Cyprus News Agency (CNA), the British want to include a reference on the future restructuring of UNFICYP in the resolution. It quoted a UNSC member describing the British representative’s stance in New York as “provocative”. The British diplomat report-
edly informed the Security Council members that his country had contacted the Turkish and Turkish Cypriot side who “are not quite satisfied” with the draft resolution but made no contact with the Cyprus Permanent Representation to the UN, said the CNA report. AKEL spokesman Giorgos Loucaides yesterday slammed Britain’s stance in the UNSC as being “unacceptable”. The UK’s long-standing positions on the Cyprus problem justifiably evoke negative feelings among the Cypriot people, he said, suggesting Britain be more careful in its stance. DIKO said Britain was “cheekily” and “provocatively” trying to cause problems for Greek Cypriots. “Britain once again confirms its anti-Cypriot role, reminding us that it remains Cyprus’ nemesis,” said a DIKO statement. EDEK spokesman Demetris Papadakis called on the government to seek outstanding debts owed by Britain since 1965, a reference to rent not paid for
use of the British bases in Cyprus, as set out in the Treaty of Establishment. He described British behaviour as “anti-Cypriot”, accusing the UNSC permanent member and official guarantor of the Cyprus Republic of “slyly” trying to change the composition and mandate of UNFICYP. EVROKO’s general secretary Stelios Americanos said the UK’s position on the renewal of UNFICYP was “provocative”.
DANGEROUS Presidential candidate Giorgos Lillikas said the British demand to review UNFICYP’s mandate was “particularly dangerous”, arguing that the real aim was to undermine the international status of the Cyprus Republic. “If the British have a problem participating in UNFICYP, then the British contingent can leave and there are other friendly countries willing to replace it,” said Lillikas. According to a British diplomatic source, reports that Britain had not con-
tacted the Cyprus permanent representation in New York were “simply not true”. London has been in contact with Cypriot representatives in Nicosia, London and New York during negotiations on the resolution, said the source. The underlying assumption that Britain was going behind Cyprus’ back to reduce UNFICYP or abolish it was also “untrue”, said the source, noting that the force’s mandate is taken as a given. However, previous reviews of the peacekeeping force led to various changes in the way it is used and operates, which did not make it any less capable of playing a deterrent role, argued the source. Traditionally, Britain is responsible for preparing the draft resolution of UNFICYP’s renewal, the wording of which is debated and negotiated upon until a final resolution is passed. In the last few years, calls for a review of the force have repeatedly come up. Past reports have suggested the pressure to review
UNFICYP was borne from UN Special Adviser on Cyprus Alexander Downer’s attempt to change the status quo on the island by threatening to remove one of the seemingly ‘fixed’ variables. “Like with any other peacekeeping mission, UNFICYP needs to be reviewed every so often to ensure it’s doing its job effectively. It’s been eight years since it was last done,” said the source, adding that this way “the UN can be confident it’s getting good value for resources that UN members are putting in”. On allegations that Britain has got Turkey’s back in the Security Council, the diplomat maintained that’s not how things work, pointing out that Turkey and the Turkish Cypriots appear equally unhappy with the draft resolution. UNFICYP was set up in 1964 to prevent further fighting between the Greek Cypriot and Turkish Cypriot communities on the island and bring about a return to normal conditions.
CYPRUS TODAY Teenager held AN 18-year-old accused of assisting in the robbery of over €100,000 from a hypermarket was arrested in his home in Paphos yesterday and later remanded for eight days. On June 11, three unmasked assailants stopped a convoy of cars transporting the hypermarket’s female employee to the bank to deposit the business’ money. The men then proceeded to fire shots in the air and snatched her bag containing the €100,000. They then fled the scene in two stolen getaway cars. According to reports, the men appeared to be aware of the route the convoy was travelling. Police located the stolen cars as well as the assailant’s gloves which along with evidence from the crime scene held the forensic evidence linking the 18-year-old to the crime. Police believe the youth will help lead them to the arrest of the remaining gang members despite his current refusal to admit any guilt related to the crime.
Beach clean-up A BEACH and sea cleanup operation was held on Fig Tree Bay in Protaras over the weekend as part of the project Green Cyprus Beaches. Taking part were the Cyprus Tourism Organisation, the UK Travel Foundation and the Cyprus Sustainable Tourism Association with the support of the Municipality of Paralimni and Green Dot Cyprus. Boy Scouts from Paralimni also participated in the event, along with municipality employees, and volunteers from Thomas Cook and Easy Divers Cyprus. Green Cyprus Beaches said this was only the first in a series of environmental events they have planned. Health minister gets AKEL district committees backing AKEL’s district committees yesterday voted in favour of Health Minister Stavros Malas’ candidacy for the presidential elections next February. Malas got 95 per cent of all votes while the remaining 5.0 per cent abstained. Malas was endorsed by AKEL’s central committee in June. He should be officially selected during a party conference later this week when the central committee discusses comments by the district committees.
Meantime, independent presidential candidate George Lillikas and AKEL spokesman George Loucaides had a public spat yesterday over the Cyprus problem. Loucaides accused Lillikas of changing his position over the Cyprus problem and ending up at “an extreme position” by suggesting peace talks start fresh from the beginning. “This attitude reveals George Lillicas’ fickle political course – full of contradiction, irresponsibility and opportunism,”
Loucaides said. “Just like before with the twin crime of 1974 [coup and invasion], some rejected Cyprus’ independence and brought Turkey here in the name of Enosis [union with Greece], so now today dangers are similar,” Loucaides said adding that pursuing “shady” targets would “fossilise division”. Lillikas said that Loucaides’ effort to create a link with his views and the Turkish invasion was “unfortunate”.
“Some insist on sticking to data that were valid in the mid-twentieth century,” Lillikas said. “Discussion would be more productive if Loucaides could explain to the Cypriot public how a bi-zonal bi-communal federation secures human rights and freedoms and how that model can create a free democratic Cyprus.” Lillikas said there was no problem with federation but with the “bi-zonal flavour which some want to enforce on Cypriots”.
A BLACKOUT occurred in the Strovolos area of Nicosia yesterday morning, lasting for two hours from 4:17am to 6:15am. The electricity authority said they restored approximately 75 per cent of the power by 6:15am, and that by 7:30am it had returned to normal capacity. EAC spokesman Kostas Gavrielides explained the disruption was due to damage sustained to an underground medium voltage cable supplying the EAC’s Strovolos substation on Tseri Avenue. He said the blackout was in no way related to the EAC’s electricity production capabilities.

Britain BRITAIN TODAY Deportee’s death decried THE wife of an Angolan man who died after being restrained by G4S security staff as he was deported said yesterday she “can’t understand” why the guards will not face charges. Jimmy Mubenga, 46, became ill on a plane as it prepared to leave Heathrow Airport in October 2010, and died later in hospital. Yesterday the CPS said there was insufficient evidence to bring charges against the three civilian guards who escorted the father-of-five, or their employer. Mubenga’s wife Makenda Adrienne Kambana said: “We are distraught my husband has been taken away from me and my children have lost their father.”
Subsidy decision delayed again THE government yesterday put off for the second time a crucial announcement on subsidy levels for renewable energy, risking further delays in projects that will help Britain meet its legally binding climate change targets. The government was due to announce by yesterday new state support levels for renewable energy projects from April 2013, before Parliament breaks for summer recess. “We will not be making an announcement today. We will bring forward the proposals in due course,” a spokesman for the Department of Energy and Climate Change said.

Security boss apologises for Games blunder G4S now hoping to provide 7,000 guards By Wesley Johnson THE head of G4S yesterday insisted he was the right man to make sure the firm delivered as many Olympic guards as possible, despite the ongoing security debacle. Nick Buckles said he was sorry and deeply disappointed after the firm, which is running the £284-million contract for Games security, failed to meet its targets. He is under pressure to quit his £830,000-a-year job over the fiasco, which has resulted in the emergency deployment of soldiers and police officers and seen £400 million wiped off the market value of G4S. Asked by Labour MP David Winnick if it was a “humiliating shambles for the company”, Buckles said: “I could not disagree with you.” And asked if he agreed the reputation of G4S was in tatters, Buckles said: “At the moment, I would have to agree with you.” He insisted the firm has had a good reputation “over the years”, but added: “At the moment, it’s not a good position to be in.” Buckles said he told organiser Locog on July 3 that his firm experienced a shortfall over the weekend, in part due
to its scheduling system not working properly. It was monitored daily but it was not until an Olympics Security Board meeting, chaired by Charles Farr on July 11, that the firm said it was not going to meet its contract obligations. Buckles said G4S took on the Olympics contract to boost its reputation. “Financially, it’s not a huge issue for us in improving our profit.” But he insisted the £50-million loss the firm now faces was not insignificant, saying it was a “huge amount”, representing 10 per cent of its annual £500 million profit. “It was a hugely important contract,” he said. Buckles added there had been “exclusive management focus on this contract for two years”. It was a separate subsidiary within the firm, with a management team and a project board to review its progress every month, he told MPs. G4S is now aiming to provide a minimum of 7,000 security guards, Buckles said. He said it was a “complete and utter shock” when he was told on July 3, while on holiday in the US, that there would be problems delivering the contract. He returned
Kenyans seek justice over 1950s torture THREE elderly Kenyans who were tortured in detention under British orders in the 1950s took the witness stand in London’s High Court ysterday in poignant scenes that conjured up the darkest days of the end of empire. They were seeking damages from the British government, which has been trying for three years to block their legal action for fear that it could encourage countless other former colonial subjects to come forward with similar claims. The claimants, now in their ’70s and ’80s, suffered acts of brutality including castration, rape and beatings during a ruthless crackdown by British forces and their Kenyan allies on rebels from the Mau Mau movement fighting for land and freedom. One of the three to take the stand was Paulo Nzili, 85. In his 20-page witness statement, he gave excruciating details of how he was castrated at Embakasi detention camp by a white settler called Mr Dunman and nicknamed “Luvai” which in Nzili’s Kikamba language means “Merciless person”. “They tied both of my legs with chains and ... pinned
down both my hands. Then Luvai approached me with a pair of pliers which were more than a foot long and castrated me,” he said in the statement, which was based on his oral account. Nzili wore a leather jacket and flat cap and used a walking stick. He had difficulty hearing the questions translated by his interpreter. He was not asked to revisit his abuse on the stand, but to confirm he had recounted his story to the people who drew up the statement, and to confirm he had signed it, which he did. Jane Muthoni Mara, 73, confirmed the thumb print on her witness statement was her own. The document makes horrifying reading, with details of sexual abuse including rape using a bottle full of boiling water. Dressed in a skirt and cardigan, both with colourful patterns, and a redand-yellow headscarf, Mara spoke so softly that the judge politely asked her to speak up. Tens of thousands of rebels were killed during the British crackdown and about 150,000 Kenyans, many of them unconnected to the Mau Mau, were detained in brutal camps.

WORLD TODAY Toronto shootings TWO people were killed and at least 19 injured in a shooting at an outdoor party in Toronto, police said yesterday, raising fresh fears of a rise in gun crime in Canada’s largest city. Police said it was too early to say what prompted the shooting late on Monday in which a young man and young woman were killed. Many of those hurt were injured in the panic that ensued after shots were fired. “This is the most serious crime of its kind to ever take place in the city of Toronto,” Toronto Police Chief Bill Blair said. Coming barely six weeks after a shooting at a shopping mall that killed one and wounded six, it is likely to raise fears about the use of guns in a city which takes pride in its relatively low crime rate compared with US urban centres. Police said they had one person in custody, but that more than one shooter was involved.
Needles in sandwiches DELTA Air Lines Inc said it was working with federal authorities after what appeared to be sewing needles were found in food on four U.S.-bound flights that left Sunday from Amsterdam, injuring one passenger. The needles were found in sandwiches made by the airline’s Amsterdam caterer, Gate Gourmet, Delta spokeswoman Chris Kelly said in an email Monday. The FBI and Netherlands officials are investigating, Delta said. “Delta is taking this matter extremely seriously and is cooperating with local and federal authorities who are investigating the incident,” the airline said in a statement. One person on a flight to Minneapolis was injured but declined medical treatment.
Vote law signed ROMANIA’S interim president has signed into law a rule requiring a majority of registered voters to take part in a referendum for it to be valid ahead of an impeachment vote on the country’s suspended leader. Following pressure from the European Union, Crin Antonescu enacted the legislation ahead of a July 29 impeachment referendum to decide the fate of suspended president Traian Basescu. The president has been impeached by the Romanian parliament on the grounds he overstepped his authority by meddling in government business and the judicial system.

drawn support from some, including Britain’s Secular Medical Forum which has written to Merkel urging her to resist pressure to make non-consensual circumcision lawful. “We are shocked that religious groups deny the harm (caused by circumcision) and at the distorted and disingenuous claims made by those opposing the court’s decision, wrongly suggesting that it is an indication of anti-Semitism,” the chairman of the Secular Medical Forum, Dr. Antony Lempert, said in the letter. “We urge you not to let such emotional blackmail persuade you to change the law or criticise the court’s decision. As it stands, the court’s decision ensures that today’s children will be free to grow up to make their own decisions,” it said.
Killer of French soldiers sentenced to death A ROGUE Afghan soldier who killed four French soldiers in a January attack that prompted Paris to accelerate its troop withdrawal from Afghanistan has been sentenced to death, a defence ministry spokesman in Kabul said yesterday. The soldier, Abdul Sabor, was sentenced to be hanged following a military court martial at Kabul’s main Pul-i-Chakri prison, defence ministry deputy spokesman Brigadier General Dawlat Waziri told Reuters. The ruling was open to appeal. Human Rights Watch criticised the death penalty judgment and called on the French government to ask Afghan officials for it to be commuted. The former French government, ousted in elections fought in part over French withdrawal plans, temporarily suspended training and support operations in Afghanistan after the four soldiers were killed in the attack in which 15 others were wounded while jogging at their base in the country’s east. New President Francois Hollande visited
Afghanistan in May to defend his plan for accelerating France’s withdrawal of its roughly 3,400 troops to the end of this year, breaking with NATO’s timetable for withdrawal. Most foreign combat troops will pull out in 2014. Afghan President Hamid Karzai said on Tuesday while his government wanted peace with insurgents, their atrocities would not be forgotten as part of reaching a truce. “Those who are behind these acts and who are launching these attacks have to know that our call every day for peace is because we want peace. But we will never forget their acts,” he said in speech to police graduates. Senior political figures have been targeted in a series of bombings over the past week which have left 24 dead. “They have to know that for any murder, that for the martyrdom of any elder of this country, any lawmaker, any religious elder, any teacher and especially any child of Afghan soil, we remember and will never forget,” Karzai said.

RIGHTS groups said on Monday UNESCO’s decision to award a science prize sponsored by the president of Equatorial Guinea was “shameful and utterly irresponsible”. The United Nations’ cultural and science body was due to hand out the prize yesterday, defying campaigners’ calls not to do so because of corruption allegations against President Teodoro Obiang and members of his family. “It is shameful and utterly irresponsible for UNESCO to award this prize, given the litany of serious legal and ethical problems surrounding it,” said a statement signed by seven groups, including Human Rights Watch. “Beyond letting itself be used to polish the sullied image of Obiang, UNESCO also risks ruining its own credibility.” Obiang has ruled the oilrich former Spanish colony for more than three decades, making him the longest-serving African leader following the demise of Libya’s Muammar Gaddafi. Rights groups have long accused his government of corruption. Authorities in France, Spain and the United States are investigating Obiang and family members on suspicion of corruption and money-laundering on a grand scale, and questions hang over the source of the $3 million in prize money. Despite calls to abandon it, the governing council of Paris-based UNESCO voted by 33 to 18 with six abstentions to approve awarding what was originally called the “UNESCO-Obiang prize” but renamed the “UNESCOEquatorial Guinea International Prize for Research in the Life Sciences”. Obiang’s government says the prize is intended to contribute to efforts in scientific research targeting diseases like AIDS, tuberculosis and malaria. Rights groups said the prize was designed to improve the family’s standing on the global stage. William Bourdon, lawyer for Transparency International, said the the prize may have been financed with public money. “We have elements that we have handed over to the Paris prosecutor and which make it extremely likely that this prize has once again been financed with public money,” he told a news conference in Paris. Obiang was unlikely to attend the award ceremony, Bourdon added. Last week, French magistrates issued an arrest warrant for Obiang’s son, Teodorin, on suspicion of using ill-gotten wealth to finance a lavish lifestyle and real estate purchases in France. He faces similar charges in the US, where he owns property worth tens of millions of dollars.

RUSSIAN President Vladimir Putin and UN envoy Kofi Annan yesterday failed to announce any progress in talks on a new Security Council resolution on Syria, dimming Western hopes that Russia would approve a threat to impose sanctions. Moscow, Syria’s main backer since the start of an uprising against President Bashar al-Assad began 16 months ago, vehemently opposes any measure that smacks of foreign interference, and has vetoed two previous attempts to impose UN sanctions on his government. Last month Russia and the other four veto-holding members of the Security Council agreed in Geneva that a transitional government should be set up in Syria. But while the United States, France and Britain took this to mean Assad must go, Russia and China did not. Although the deal has not yielded any concerted action by the big powers,
Russian Foreign Minister Sergei Lavrov said after the Annan-Putin talks: “I don’t see reasons for us not to come to an agreement on the same basis at the Security Council.” Moscow says it is not supporting Assad, but that it will not agree to any deals that are conditional on his leaving power. Damascus yesterday saw some of the fiercest fighting between state forces and rebels since the revolt began in March 2011 and rebels said they had shot down an army helicopter over the Damascus district of Qaboun yesterday. The 15-strong Security Council is due to vote on a new Syria resolution today to prevent the mandate of a UN monitoring mission in Syria expiring. On Monday Lavrov said Russia would block moves at the UN Security Council to extend the monitors’ mandate if Western powers did not stop resorting to “blackmail” by threatening sanctions against Damascus in their draft resolution. A Western-backed propos-
al stipulates that sanctions could be imposed on Syria if it does not stop using heavy weapons and withdraw its troops from towns and cities within 10 days of the document’s adoption. Russia has put forward its own draft, which would also prolong the UN mission in Syria for 90 days but makes no mention of sanctions. “I would hope that we will continue these discussions (on a resolution in the UN Security Council) and hopefully find language that will pull everybody together for us to move forward on this critical issue,” Annan said after yesterday’s talks. Meanwhile, the White House yesterday warned the Syrian government it would be held accountable for safeguarding any chemical weapons it possessed. The government of alAssad appears to be quietly shifting some chemical weapons from storage sites, Western and Israeli officials have said, but it is not clear whether the operation is merely a security precaution amid Syria’s escalating internal conflict, or something more.
SUPPORTERS of Egypt’s Muslim Brotherhood brawled with their opponents in court yesterday, delaying rulings that might help define the powers of new Islamist President Mohamed Mursi as he seeks more autonomy from the military. Mursi’s Brotherhood allies hailed a “decisive” day in a chaotic transition to democracy and hundreds of supporters turned up at the courthouse to accuse the generals of using the judiciary to undermine his authority. Overwhelmed by the shouting and jostling, judges suspended the hearing and moved to another court to try to restore order. By late afternoon it was not clear if they had made any progress. “This court has always taken pride that its chambers are open to the public,” Judge Abdel Salam el-Naggar told the court. “What happened in that chamber - is such terrorism appropriate?” The anger on display in the crowded courtroom underscores widespread frustration at a chaotic and faltering democratic transition made possible by last year’s overthrow of autocratic leader Hosni Mubarak.
‘US navy boat fired on us without warning’ Istanbul tower block blaze extinguished INDIAN fishermen who survived a hail of gunfire from a U.S. navy boat off the coast of the United Arab Emirates disputed U.S. claims their boat drew fire after ignoring warnings to steer clear of the American vessel. One Indian national was killed and three others injured on Monday when the USNS Rappahannock, a refuelling ship, fired on the fishing vessel, which the US Navy’s Fifth Fleet said approached at high speed and ignored repeated warnings. The incident highlighted the potential for a rapid escalation of tensions in Gulf waters, where US forces are expanding their presence as Washington ramps up pressure on Iran over its nuclear programme. A LARGE fire broke out in a 42-storey tower block in central Istanbul yesterday, sending thick smoke billowing into the air before firefighters extinguished the blaze, and there were no reports of casualties, officials said. Live images on Turkish television earlier showed debris falling from the upper floors of the building, which is made up of residential apartments and offices, as fire crews fought the blaze. People wearing breathing masks were led out by fire crews. A nearby petrol station and other buildings were also evacuated. “It is not clear yet why or from where the fire was started. We will see when the fire brigade’s report is finished,” said

Our biggest reward is there was no loss of life. This building has an early warning system and this incident showed the importance of it to everyone,” Polat said. Barclays has to create new culture to move forward By Sven Egenter BANK of England chief Mervyn King said yesterday that Barclays was in such denial about the gravity of an interest rate fixing scandal that he was forced to tell the bank that regulators had lost confidence in Bob Diamond as chief executive. But King, who has served as BoE governor since 2003, fended off repeated questions from lawmakers about who told Barclays bosses that Diamond would have to go in the days before his July 3 resignation. "The Barclays board ... was deeply reluctant to face up to the concerns," King said. "It became clear to me that they hadn't really taken on board the loss of confidence." King added that Barclays must now create a new bank with a new culture to move beyond the Libor scandal. He said a letter to Barclays in April from the Financial Services Authority (FSA) had already laid clear the concerns about culture at the bank, and when he met the bank's chairman, Marcus Agius, on July 2 he wanted to make clear the position. "All of us involved had built up genuine concern that it is possible to sail close to the wind once. You can sail close twice or maybe even three times. But when it gets to

four or five times it becomes a regular pattern of behaviour and you ... have to ask questions about the navigational skills of the captain." Barclays was fined a record $453 million last month by US and UK authorities for manipulating the London Interbank Offered Rate, or Libor, the interest rate that underpins transactions worth trillions of dollars worldwide, between 2005 and 2009. In testament to the seriousness of the scandal, Britain's top financial regulators, including King, his deputy Paul Tucker and Financial Services Authority (FSA) head Adair Turner, were hauled before lawmakers for a grilling over who told Bar-
clays that Diamond would have to go. US-born Diamond fought to save his career for several days, but swiftly changed tack after a weekend flurry of phone calls and meetings between the most powerful men in the City ofLondon sealed his fate. Once the darling of the City of London, Diamond's Wall Street ways appeared at odds in an era of austerity brought about by a financial crisis for which many blame the bankers. British Chancellor George Osborne, whose family made a fortune in wallpaper, said the Libor scandal showed a culture of greed and irresponsibility in the City of
London and on Wall Street. Diamond, who took home some 17 million pounds last year, has apologised for the actions of his traders but has criticised regulators and central banks for failing to heed warnings over Libor. King was questioned on his actions over Libor in 2008 when Timothy Geithner, then president of the New York Fed, emailed the Bank of England governor about recommendations to enhance the credibility of Libor. The proposals, dated May 2008, included a section on how to eliminate the incentive to misreport banks' lending rates. But King said the Fed never sent evidence of Libor misreporting.
More than a dozen banks are being investigated for their roles in setting Libor, including Citigroup, JPMorgan Chase & Co, Deutsche Bank, HSBC Holdings Plc, UBS and Royal Bank of Scotland. Morgan Stanley analysts have calculated the litigation risk to each of the 16 banks involved in setting Libor - which is an estimate of the rate at which banks could lend to each other - at between $60 million and $1.1 billion. Libor rates submitted by banks are compiled by Thomson Reuters, parent company of Reuters, on behalf of the British Bankers' Association.
US report says HSBC handled dirty money

HSBC was last night due to offer a profuse apology for allowing drug cartels and terrorist groups to launder money through accounts it operated in America. The banking giant was hauled before the US Senate to account for its behaviour and for what a report dubs a “pervasively polluted” culture. HSBC is accused by the Senate Homeland Security Committee of acting as financier to clients seeking to route shadowy funds from the world’s most dangerous and secretive corners, including Mexico, Iran, the Cayman Islands, Saudi Arabia and Syria. The bank is braced for a stiff fine it admits could be “substantial”. Analysts speculate that a $1 billion (£640 million) penalty is not unlikely. HSBC said in a statement: “We have sometimes failed to meet the standards regulators and customers expect.
We will apologise, acknowledge these mistakes, answer for our actions and give our commitment to fixing what went wrong. We… recognise that our controls could and should have been stronger.” The failings inside HSBC included an inability to monitor properly $15 billion in bulk cash transactions between mid-2006 and mid-2009, inadequate staffing and high turnover in the bank’s compliance units, the report said. HSBC ignored risks in doing business in countries such as Mexico, a country rife with drug trafficking. “The culture at HSBC was pervasively polluted for a long time,” said watchdog chairman senator Carl Levin. It added that the transactions tied to Mexico were typical of the problems inside the bank. HSBC, according to the report, helped move money for a Mexican foreign-exchange dealer called Casa de Cam-
bio Puebla that was a hub for laundered proceeds. Between 2005 and 2007, there was a “growing flood” of US dollars moving between the exchange house and HSBC. Between 2007 and 2008, HSBC’s Mexican operations moved $7 billion into the bank’s US operations. According to the report, both Mexican and US authorities warned HSBC that the amount of money could only have reached such a level if it was tied to illegal narcotics proceeds. HSBC says it has a new senior leadership team and a new strategy in place since last year to counter such failings. Ismail Ertürk , Senior Lecturer in Banking at Manchester Business School said: “With recent revelations about Libor manipulation, retail and corporate misselling and now money laundering we are seeing a much uglier side of banks.”
BRITISH inflation fell faster than forecast to its lowest level in more than two-and-a-half years in June, reflecting weak demand in a shrinking economy. At just 2.4 percent, annual consumer price inflation was slightly more than half the 4.2 percent rate at the end of last year and a shadow of the 5.2 percent peak last September. The figure gives the Bank of England more leeway to inject extra stimulus into the economy, which is already in recession and facing a prolonged period of austerity as the government strives to cut a bloated budget deficit. The Office for National Statistics said yesterday that the 2.4 percent rate - down from 2.8 percent in May - was the lowest since November 2009. That confounded economists' forecasts for an unchanged reading. Vicky Redwood, an economist at Capital Economics, pointed to an unexpected decline in core inflation, which excludes volatile food and fuel costs. "The main surprise was the drop in core inflation from 2.2 percent to 2.1 percent. A period of sharp discounting this time last year had suggested that base effects would push the core rate up. But instead, it looks as though this year saw even more aggressive discounting," she said. Bad weather - Britain suffered one of its wettest Junes in years - also quashed spending. The pound briefly fell and British government bonds pared losses after the data was released.

Maintaining ‘social cohesion’ will ensure rise in joblessness UNEMPLOYMENT in Cyprus rose to 10.8 per cent in May. Speaking in Larnaca on Sunday, Labour Minister Sotiroulla Charalambous conceded indirectly that government schemes to tackle the rise of unemployment had failed. “From the moment Cyprus entered, two quarters ago, a deep economic recession with negative growth rates, this could not but have had serious repercussions on the increase of unemployment and restriction of job opportunities,” she said. The following day, speaking on a morning radio show, she said that another incentive scheme for businesses to hire long-term unemployed had been introduced, but admitted this would not stop the upward path of the jobless rate. It is some kind of progress that Charalambous has finally realised her misguided plans to stop the rise of unemployment could not work when the country was deep in recession. A pity she was not aware we were deep in recession when she took the astonishingly daft decision, a few months ago, to increase the minimum wage. That would go down as the daftest decision during her time at the ministry. On the one hand the government was offering the subsidising of wages so that businesses would hire people, and on the other, it was discouraging them from employing people by raising the minimum wage. Only an AKEL minister could have come up with such an absurd idea at a time of record unemployment. And only an AKEL minister could have presented a compromise, rescue package for a company struggling to avoid bankruptcy – Cyprus Airways – that proposed a pay rise for its low-paid workers. The funny thing was that the airline unions, aware of the company’s precarious situation, had not demanded a pay-rise, but the wise minister still proposed it. With a former union official like Charalambous in charge of the labour ministry, it is a surprise unemployment figures are not higher, but she is working in this direction with the full support of the president. On Sunday she repeated the government mantra about “returning Cyprus to the growth path while maintaining social cohesion”. ‘Maintaining social cohesion’ is another way of saying that wages and workers’ benefits would not be touched. Is the minister’s understanding of economics so limited she does not realise there would be no growth and no fall in unemployment without a marked drop in wages? In fact, maintaining ‘social cohesion’ will ensure unemployment keeps rising. Someone needs to explain to the minister that labour market conditions have radically changed in the last couple of years. Maintaining wages at current levels for the sake of social cohesion will not only restrict job creation but will fuel more job cuts. No country has come out of a deep recession by maintaining boom year wages.

braham Lincoln was right: you can fool all the people some of the time, and you can fool some of the people all of the time, but you cannot fool all the people all the time. Unfortunately, his dictum is irrelevant to modern Italian politics. In a democratic country with a number of different parties, like Italy, you only have to fool about one-third of the people all the time to get and keep political power. Silvio Berlusconi is making a comeback bid. Only eight months after the disgraced politician left the prime minister’s office by the back entrance to avoid the jeers of hostile crowds (they sang “Hallelujah” instead when they heard he was gone), he is talking about a return to politics before the elections next spring. And he could actually win. Even six weeks ago this seemed preposterous. “Berlusconi is so dead he doesn’t even wear his make-up any more,” said comedian Beppo Grillo, and the various trials that Berlusconi faced for bribery, fraud, tax evasion and paying for sex with a 17-year-old girl were taking up most of his time. But if he is a political zombie, he is one with lots of luck and plenty of money. In February the bribery case, in which Berlusconi was accused of paying British lawyer David Mills to lie under oath in corruption trials in 1997 and 1998, ran out of time under the statute of limitations. (Mills was convicted of accepting the bribe and sentenced to four and a half years in jail, but his sentence was cancelled on final appeal because of the same statute of limitations.) And who shortened the time available to complete a prosecution? Why, Prime Minister Berlusconi, that’s who. Indeed, some people argue that Berlusconi first went into politics in 1994 to avoid conviction in various criminal cases. He changed the law on accountancy to escape conviction for false accounting, and so far his changes to the statute of

He would be even safer, however, if he were back in office and able to rewrite the laws whenever necessary, and besides he obviously misses the limelight. So he has started talking about a political comeback – and the circumstances are looking quite promising for him. He was forced out of office last November because other European leaders were fed up with his embarrassing antics (at

His main tactic in politics has always been to bribe the voters with their own money, and the Italian economy was going down the drain. So Berlusconi was pushed out, and the non-political technocrat who became prime minister in his place, Mario Monti, was given the task of reining in spending and avoiding a default on Italy’s huge debts. At first Monti enjoyed 80 per cent support in opinion polls, but as his spending cuts and tax rises began to bite his popularity sank. Besides, he has promised not to run in next year’s election anyway. Berlusconi’s party, People of Freedom, has fallen on hard times politically during his absence. By mid-June, however, the polls were saying that if he took back the leadership, it would win 33 per cent of the votes in an election. “We are all asking him to run and I believe that in the end he will decide to lead the party,” said Angelo Alfano, the current leader of the Freedom People party, last week. Indeed, many people believe that Berlusconi chose the colourless and unpopular Alfano as his successor precisely because it would make a comeback easier. Berlusconi is still being coy about his plans, but he is talking like a candidate. If he were in power, he hints, he would reverse Monti’s tax rises and revive the lavish spending pattern of his previous administrations. That would cause Italy to crash out of the euro, the common European currency, of course, but he had an answer for that: Italy should go back to the lira anyway. Italy has the third-largest economy in the eurozone, so that could bring the whole currency crashing down, but what does that matter so long as Silvio Berlusconi is doing well? The man is a scoundrel, but a charming and very clever one, and that is something that Italians cannot help admiring. KITTY Wells, the ‘Queen of Country Music,’ died yesterday morning at her home in Nashville surrounded by family members, of complications from a stroke. She was 92. Among those mourning her was Loretta Lynn, whose own rise to popularity came after Wells opened the doors for strong female voices in country music. “Kitty Wells will always be the greatest female country singer of all times,” said Lynn in a statement released on her web site. “She was my hero. If I had never heard of Kitty Wells, I don’t think I would have been a singer myself. I wanted to sound just like her, but as far as I am concerned, no one will ever be as great as Kitty Wells. “She truly is the Queen of Country Music.” Wells, born as Ellen Muriel Deason Wright, actually began performing on local radio in Nashville, but her ascent to stage stardom began in 1937 with husband Johnnie, half of the duo Johnnie & Jack. He died in 2011. She was the first female singer to reach the top of the country charts with her 1952 song It Wasn’t God Who Made Honky Tonk Angels, an answer to Hank Thompson’s The Wild Side of Life, which made the argument

band and his sister, Louise, to perform as Johnnie Wright and the Harmony Girls. It was two years later that Wright began performing with Jack Anglin as the duo Johnnie & Jack. While she performed with them as a girl singer in the 1940s, her husband began calling her ‘Kitty Wells,’ a name taken from a 19th century folk song. Harold Bradley, 86, the venerable Nashville session guitarist whose brother,
Owen Bradley, produced so many of her recordings, said there was no better person to work with than Wells. “I worked a lot of her sessions, of course, that Owen produced,” said Bradley, the most-recorded guitarist in history. “She was the most sweet, gentle lady. She always knew her songs when she came in and she was very easy to work with.” It total, she garnered 35 Billboard Top Ten records and 81 charted singles. Her funeral will be on Friday.

The money, at least 1 percent of the profits he makes on the new FX comedy Anger Management, will go to the USO’s Operation Enduring Care, a programme that is raising money to help wounded and sick soldiers and their families, a USO spokeswoman said. Sheen has pledged at least $1 million, but if Anger Management becomes a hit and his 1 percent profit rises above that figure, he also will donate the rest to the USO making it among the largest monetary donations ever to the group. “It’s an honour for me to be able to give back to these men and women of the military who have done so much for all of us,” Sheen said in a statement. “They put their lives on the line for us every day, and I’m just happy that my work on Anger Management can bring a little bit of relief to the troops and their families.” Sheen has weathered many problems in recent years including drinking and drugs, an assault charge against his ex-wife, being fired from his sitcom Two And a Half Men and public rants against his bosses that to many fans seemed bizarre. But in the fall last year, he began putting his life back on track.

The 37-year-old star was at Solar Studios in Los Angeles filming this week’s instalment of his chat show BrandX. While he refused to go into depth about his legal union to the 27-year-old singer after they announced their split in December, he has now admitted that she was irritating. An audience member told the Daily Star newspaper: “Russell was bantering with the audience, in particular a couple called Curtis and Katy. He got onto the subject of their sex life. Katy was giving as good as she got. “Then, all of a sudden Russell shouted: ‘Anyway, enough of you. FILM star Sylvester Stallone has pleaded for the public to leave his son’s “memory and soul” in peace amid a tabloid media frenzy over the aspiring actor and film-maker’s death at age 36. Sage Stallone was found dead on Friday in his home in Hollywood. Los Angeles County Coroner’s examiners conducted an autopsy on Sunday but say the results and a cause of death would not be released for weeks pending toxicology and other tests. “When a parent loses a child, there is no greater pain,” Sylvester Stallone said in a statement released through his publicist. “Therefore I am imploring people to respect my talented son’s memory and feel compassion for his loving mother, Sasha.” Sage Stallone is the son of the 66-year-old action film star and his first wife, Sasha Czack. The couple divorced in 1985 after about 10 years of marriage. “Sage was our first child and the centre of our universe and I am humbly begging for all to have my son’s memory and soul left in peace,” the elder Stallone said in the statement. Los Angeles County Coroner’s spokesman said Los Angeles Police Department (LAPD) officials had placed a security hold on the case, barring release of further information. An LAPD spokesman said detectives from the department’s Robbery-Homicide division were involved in the case, a standard practice in high profile deaths, but that there was no indication of foul play. “There was no evidence of forced entry or trauma to his body,” Lieutenant Andy Neiman said. “At this point, it’s a coroner’s case but Robbery-Homicide maintains jurisdiction should something change as a result of the coroner’s findings.” Sage Stallone appeared in a number of films, most notably with his father in 1990’s Rocky V, playing the title character’s son, Rocky Balboa Jr. He was also cast alongside his father in the 1996 disaster movie Daylight, in which Sylvester Stallone starred as a hero leading an escape from a New York tunnel collapse. Philippines luring language students By Michaela Cabrera IN the Philippines, English language courses come with poolside classrooms, field trips to the beach and instructors doubling as tour guides. English is widely spoken in the former American colony, and language proficiency schools have mushroomed across the country, catering to an expanding market of Asian and European students looking to combine English learning with tropical tourism. French student Laura Samzun will soon be taking a test to enter a public college in the United Kingdom, and is under pressure to perfect her English. She chose to take classes in the Philippines due to lower costs. “It’s less expensive to go to the Philippines, to come back (to) France, and to pay school than to stay in France (for that time),” Samzun said. Fresh from a backpacking trip in Indonesia, she kickedstarted her courses in June at the Cebu Pacific International Language School on the sunny central island of Cebu. “I really wanted to see Asia, to travel. So I can travel and study (at) the same time. It’s a good thing,” the 22-year-old Toulouse native said. There are some 500 schools offering language proficiency programs around the country, and one-fifth are in Cebu. The island’s proximity to white sand beaches and its laidback provincial lifestyle are a big draw for foreign students, who mostly come from big industrial cities. The schools boast high qual-

In four months of English proficiency courses, Chinese nurse Flora Wang has progressed from near-zero comprehension to carrying a conversation with ease. “Actually really getting better. When I came here, I can’t speak and understand anything. But during the four months, I improved a lot,” said the 25-year old Beijing native who plans to move to the US to study health care. Wang recently finished her course at Cebu Pacific International Language School (CPILS), one of the pioneers of English language education in the Philippines. CPILS accommodates around 450 students per
course period, mostly from South Korea. The student population has ballooned from 60 students when the school opened 11 years ago, and their pool has expanded to include enrollees from Japan, China, Taiwan, and European countries like France and Russia. Park Yoon Jae, a university student from Seoul, wants to land a job back home in a multi-national company, where English is a primary requirement. “Especially these days, (in) Korea, we have to speak English very well. Because almost all company want very high level English skills,” Park said. The intensive English course work in CPILS runs an average of four months, in which students can take up to seven hours of lessons each day. A

one-month course can cost around $1,000 a month, including accommodation and food. In Cebu, campuses are equipped with a pool and a fitness gym, with some offering yoga classes and dance workshops. The beach is just a half-hour ride from the city, and schools arrange islandhopping trips or diving lessons on weekends. The success of English-proficiency schools around the country has prompted the Philippines’ tourism department to launch the Englishas-a-Second-Language (ESL) Tour Program, tapping key markets like South Korea, Japan, and Russia where the demand for English-learning is high. “This is where the Philippines can be very competitive. We have World Heritage sites, white sand beaches, you have spas, you have dining and shopping,” Benito Bengzon, assistant secretary for international tourism promotions, told Reuters. The Philippines aims to hit 4.5 million international tourist arrivals this year, a fraction compared to neighbouring Thailand or Malaysia. But English learningtourism is unique to the Philippines, and Bengzon said the sector can grow by 10 to 15 percent among Asians, and up to 25 percent among Europeans. The pitch is that the Philippines is a good alternative to Australia, the United States or the United Kingdom because it is closer to Asian countries and also because the whole experience, from education to extra-curriculars, is value-for-money.
THE UK’s Ofsted chief inspector is against radical reforms that would see less able pupils sit simpler qualifications or take papers later on, it was reported on Monday. Instead, the government should ensure existing GCSEs are stretching for all students, according to Sir Michael Wilshaw. In an interview with the Financial Times, he indicated he is in favour of a single exam system for all teenagers. “The examination system that we have has got to be ruthless and stretching all pupils,” he said. He told the newspaper that it is possible to do this “within the existing system”. His comments are at odds with proposals being considered by the government to overhaul England’s exams. Under plans leaked last month, GCSEs would be scrapped with pupils sitting “explicitly harder” O-level style exams in traditional academic subjects such as English, maths, history, modern languages and science. It was suggested that less able pupils would take easier oldstyle CSE qualifications. Education Secretary Michael Gove later said that he would like to see all students sit the O-level style exams at some point in their school career, with some taking them later than at age 16. Asked directly by the Financial Times if he supported either of these proposals, Sir Michael said he did not. He appeared to suggest that pupils should be able to take an exam again if they did not get a good grade the first time. “If a youngster gets a D or an E, we say that youngster is going to be very closely tracked.

He said that over the next decade, he wants to see at least 80 per cent of young people on course to get good passes in English, maths and science in rigorous exams. “I think one of the most debilitating things in our entire education system has been the idea that you make judgments early in a child’s career about what they’re fit for,” he said. “And I think one of the things we need to do is to make sure that hopefully by the age of 16, but if not at 16 then at 17 or 18, that a child is equipped with the level of qualifications to make those choices themselves.”

HEN ousted Barclays CEO Bob Diamond says he felt “physically ill” reading e-mails of his traders crowing over interest rate manipulation, he is almost certainly telling the truth. The veteran banker says it was the first he knew that employees had worked to artificially inflate the London interbank rate LIBOR. Whatever the reality, he must have realised that the saved
messages - with employees glorying in their activities and promising each other champagne - could only add to the damage. Businesses, governments, individuals and institutions around the world are all gradually waking up to the same realisation. In the 21st century anything written down electronically, even in confidence, can be stolen or subpoenaed and come back to haunt the writer - and oth-
ers - years later. The Barclays scandal which cost Diamond his job seems only the tip of the iceberg. “E-mail, Twitter, texting and the rest all intuitively feel like short fuse ephemeral communications - a quick word in passing, if you will,” says John Bassett, a former senior official at British signals intelligence agency GCHQ and now a senior fellow at London’s Royal United Services Institute.

Sophisticated algorithms and search programmes can strip through millions or more files in seconds rather than the weeks it might have taken for a team of human specialists. Alternatively, the whole dataset can simply be dumped on the web or handed to newspapers and other media outlets, as Wikileaks did recently with thousands of Syrian government e-mails including negotiations with Western arms firms. The danger does not just come from hackers or criminals. Plenty of companies have been legally required
to surrender huge volumes of electronic documents to national authorities or legal adversaries. Already, practices are changing as a host of professionals learn what it takes to stay off the grid. Telephone calls, they realise, may well be safer than e-mail - although in many companies, landline calls are already recorded. Even if mobile phone calls are not, the service provider meticulously records who dials who and how long the conversation may last. Even the simple act of signing a visitor into a building is often now stored for ever in an electronic vault, easily extracted by law enforcers, legal challenge or, for some governments at least, a “Freedom of Information Act” request. If your communication is not legally privileged (such as between a lawyer and client), think very carefully about writing it down.” Some companies offer ways in which staff can communicate electronically without any record being kept. The US firm Vaporstream, for example, offers systems that guarantee messages cannot be forwarded, saved or later recovered. Others offer to wipe databases and make sure emails are truly permanently deleted - although the deliberate destruction of evidence can be distinctly legally dubious. Even then, companies will often find emails have been already forwarded outside company systems to personal email accounts. “The ability of emails to surface at a later date is, for
a variety of reasons, increasing,” says Anthony Dyhouse, a cyber security expert for British defence firm QinetiQ. “They are not transient. They have no half life and they do not degrade... when viewed after a period of several years - and (with) changing politics, the original content can suggest an entirely different meaning.” The cost of being caught out by the contents of one’s electronic footprint can go well beyond simple reputational damage - although that alone can be considerable. Diplomatic sources say US officials are still working to reassure their contacts that confidential discussions will remain so. Cables released by Wikileaks named hundreds of foreigners who had spoken to US officials under what they believed was a guarantee of permanent anonymity. In the case of Barclays, the LIBOR scandal has already

There may be further pain to come as the company faces what could prove to be a vast number of lawsuits from those who lost money as a result of heightened interest rates. Britain’s News of the World Sunday tabloid could well still be in existence if it were not for the existence of a handful of emails between senior managers at News International on phone hacking. British Prime Minister David Cameron too found himself drawn into the story in part because of his text messages to former News International chief executive Rebekah Brooks. It is hardly a coincidence, however, that many of the scandals and awkward emails currently coming to light are from several years ago - before many in the business and government world realised how long a data trail they were leaving. When it comes to hacking and information theft, the mere revelation that a company has been a victim can be just as damaging as any particular item lost. Millions of emails belonging to publishing company and private intelligence firm Stratfor released last year by Wikileaks, for example, contained relatively little seriously damaging in itself. Through avoiding referring to them by name, the firm was even able to keep the identities of its many confidential sources secret. The greatest harm to the company, experts in the sector say, was that a firm that prided itself on its spy-like tradecraft and security was such easy prey for “hacktivists” from Anonymous. For many sensitive matters - such as company insiders talking to journalists - mobile phones, text and Blackberry messaging long ago replaced using company email or landlines. offer ways to bypass company accounts sometimes monitored by compliance departments and easily searched in the event of suspicion. But in the event of a criminal investigation or even civil lawsuit, even their records can be swiftly seized. The days of traders using mobile phones on a dealing room floor to get tips ahead of the market, industry insiders say, appear largely over - or at the very least, very much reduced. Militant groups and criminal networks too have discovered to their growing cost the sheer amount of information available to those tracking them and speed with which it can inform police raids or drone strikes on remote hideaways. “Technology has played a major role here,” Nigel Inkster, a former deputy chief of Britain’s Secret Intelligence Service (MI6) and now head of political risk and transnational threats are London’s International Institute for strategic studies, told Reuters earlier this year. “The electronic exhaust left by terrorists when they com-
municate has made them easier to track and sophisticated relational software has made it much easier to identify connections between people who don’t want to appear connected.” The greatest security, experts say, is simply for a small number of people - ideally no more than two - to meet in person in a place they cannot be overheard. But with work diaries ever more crowded and time at a premium, the days of the “long lunches” and drinking sessions over which deals could quietly be done have largely gone. Even if everyone in the world tightened their act today, billions of cached electronic records of personal, business, political and sexual indiscretion would almost certainly remain. “Human behaviour hasn’t adapted yet to be cyberspace environment,” says former GCHQ official Bassett. “There are already enough electronic communications in existence that if revealed that would embarrass a significant minority of the global population, both in the office and at home.”

Television PICK OF THE DAY Femme Fatale (Capital TV, 22.45) “Say hello to my leetle frien’!” sneered Al Pacino in Scarface, directed by Brian De Palma - but now say hello to Capital TV where most fi lms are bad, a few fi lms are great, and unwary viewers might mistake a great fi lm for a bad fi lm. That brings us to Femme Fatale, also directed by Brian De Palma - and Mr. De Palma’s involvement is central to this underrated, altogether wonderful action pastiche, because he makes fi lms like no-one else. Style is all-important in a Brian De Palma movie, and he also likes to open proceedings with a virtuoso set-piece: he did it in Snake Eyes - and he does it again here, with an audacious heist set at the Cannes Film Festival that’s a 20-minute riot of split-screen visuals, lesbian encounters and sheer propulsive rhythm. If you want to see what pure, kinetic Cinema looks like you could do worse than check out the fi rst 20 minutes of Femme Fatale. The rest of it is also pretty good, with Rebecca Romijn-Stamos giving a legitimately (and surprisingly) great performance as our heroine, a jewel thief who goes on the run after the aforementioned heist and assumes the identity - or does she? - of her own doppelganger, resurfacing in Paris as the camera-shy wife of American ambassador Peter Coyote. She’s stalked by
paparazzo Antonio Banderas, he takes a snap, the photo gets circulated, and our heroine fi nds herself targeted by the vengeful ex-cohorts she double-crossed in the heist. That’s the plot; now forget about the plot, because plot is irrelevant. Femme Fatale is all about style and sleight of hand, visual conjuror’s tricks thinly held together by a playful narrative. Playful is the operative word here. You can see it in the opening heist, when a fellow crook ‘explains’ the plan to our heroine in a way-too-fast, barely-comprehensible jumble of jargon and code-words (translation: don’t worry overmuch about the plot, fi lm fans). You can see it later on, when Banderas does a (shamefully funny) impression of a campy gay man for no reason at all. You can see it in the tongue-in-cheek take on fi lm noir - it opens with Rebecca watching Double Indemnity - and of course you can see it in the ending, which will strike some people as absurd. Some people found the whole fi lm absurd, others (a minority) claimed to fi nd much spiritual imagery (water is used as a symbol, apparently). The truth may be somewhere in between, but don’t let that stop you; Capital TV comes through tonight! Not to mention Brian De Palma. Made in 2002.

Midnight Run (Novacinema2, 17.00) Bit of an early time slot, but our 80s Nostalgia impulse is just too strong to ignore - not to mention the pleasure of watching Robert De Niro in his glory days, now he’s largely retreated into self-parody. De Niro is a bounty hunter, Charles Grodin the fugitive accountant he’s hired to capture and bring back to LA; the fi rst part of the job is no problem - but the cross-country trip is eventful, to put it mildly, with the FBI, the Mafi a and a rival bounty hunter also after Grodin, and his quarry’s various phobias (smoking, fl ying) driving De Niro up the wall. A fi rst-rate entertainment, making the most of familiar action-comedy material through sharp writing, slick handling and two stars striking sparks off each other. “They don’t come any better than Midnight Run,” raves Fat Clyde (!) from Washington at the Internet Movie Database. “Dig up a copy from somewhere, get a few beers and prepare to be captivated from beginning to end”. Cheers, fat man. Made in 1988.
Smart People (PlusTV, 22.00) Lots of smart people involved in this thoughtful comedy-drama, from Dennis Quaid as a widowed college professor to the great Ellen Page as his daughter - and the plan was obviously to make something wry and poignant, like Sideways or Wonder Boys, but it didn’t really work out (the fi lm flopped, going straight to DVD in many places). Grumpy prof Quaid ends up in hospital where the doctor (Sarah Jessica Parker) turns out to be a former student; they become involved, but rebellious Ellen isn’t happy and tries to sabotage the relationship. Reviews were lukewarm, but I’m guessing it’ll play better on TV on a slow Wednesday night. Made in 2008.
The Adjustment Bureau (Novacinema1, 22.00) A fi lm that’s been disappointing people for ages now, and it’s going to disappoint many more. It doesn’t even matter what I say - you’re still going to watch it, because the premise (from a Philip K. Dick story) is so intriguing, but prepare to be disappointed. Matt Damon is a politician who meets a girl (Emily Blunt) and falls madly in love - but in fact Matt wasn’t supposed to meet Emily, his life (like all our lives) being controlled by agents of Fate called the ‘Adjustment Bureau’ who physically arrange our daily circumstances, wearing special hats and using ordinary doors as portals. This terrific sci-fi plot unfortunately dies on the vine, partly because the Bureau’s rules are a bit confused (they’re explicitly religious, but in fact they specialise in “nudging” as opposed to fi rm moral rules) but mostly because the plotting is drab and the romance generic. Not that it matters; you’re still going to watch it. Made in 2011.

‘He’s been so committed to my cause and a great friend’ TOUR de France leader Bradley Wiggins has thanked Team Sky compatriot Mark Cavendish for his help and support during the 15 stages so far completed. Wiggins, 32, leads the rest of the field by over two minutes ahead of another Team Sky racer, Chris Froome. The Londoner has held the yellow jersey since the seventh stage and he praised the selfless work of teammate Cavendish in keeping him at the front. “He’s been so committed to my cause,” Wiggins said. “He’s a great friend.” World road race champion Cavendish, 27, is 144th in the Tour classifications, almost two-and-a-half hours behind the race leader. However, Wiggins highlighted his friend’s efforts in aiding Team Sky with their quest for the end-of-Tour title. “Mark has been fantastic these last two-and-a-half weeks,” he said. “He’s a great champion... an absolute gentleman.” Wiggins and Cavendish will reunite to compete for Team GB at the London Olympics. Cavendish competed in the madison at the 2008 Games in Beijing but was the only member of the British track team not to win a medal. All eyes will be on him on the 20th and final stage, the race into Paris - the Manx-

Wiggins is determined to aid his friend in his search for glory in the French capital and then London. “Obviously there is still the stage to Paris for him and we’re going to lay it down in Paris for him and try to get him the win there. “He’s also got the Olympic road race which he’s been quite open about. That’s his
main objective this year.” As for Wiggins, he knows that the challenging of the climactic mountain stages could determine whether he holds the lead into the final Tour races. Yesterday was a rest day before four big mountains in the Pyrenees today followed by a final mountain stage tomorrow. “We’ve got a difficult task on our hands to try and keep the yellow jersey,” Wiggins admitted.
“I always think if you start looking too far ahead you forget what’s in front of you.” A final individual 53.5-kilometres time trial on Saturday is seen by many as key to Wiggins’ hopes of winning the Tour, but the rider is aware of the difference between that trial and earlier ones. “It is never over. The last time trial of the Tour is not like the first one, because everyone is physically and mentally tired,” he ex-
plained. “In Bordeaux in 2010, the final time trial was similar to this year’s and I remember there were huge gaps.” For Wiggins, a man who crashed out of last year’s Tour and knows all too well just how unpredictable road racing can be, there is only one way to focus on the final days of the race. “Just like every day since the start, we take every day as if it were the last. A lot of riders are mentally tired.”

DEFENDING champion Darren Clarke echoed the sentiments of former world number one Tiger Woods when he described the rough at this week’s British Open as “absolutely brutal”. “The grass is quite thick,” the 43-year-old Clarke told reporters as the rain lashed down at the Lytham and St Annes venue. “It’s not quite what we would expect on a links course. It’s a little bit thicker than what you normally find. “It’s really tough - if you start spraying the ball around this week you might as well go home. There are a few patches out there where it’s just absolutely brutal.” American Woods was similarly taken aback when he played a practice round at the Lancashire links course on Sunday. “I’ve never seen the rough this high or thick and dense,” said the three-times British Open champion.
“You can’t get out of it. That bottom six inches, in some places, is almost unplayable.” Clarke, who has struggled badly for form since winning his first major at Sandwich last year, believes there will be plenty of lost balls this week. Clarke also said the bunkers dotted around the 7,086-yard, par-70 layout would be almost as difficult as the rough. “It’s a nightmare because there are 205 bunkers and... they’re very penal, very tough,” said the former Ryder Cup stalwart. “Accuracy is going to be the key. It’s not really length off the tee, it’s going to be keeping it on the fairways and keeping it out of those bunkers.” Clarke has missed a host of halfway cuts since landing the coveted Claret Jug a year ago. “I don’t know if that’s because of winning the Open or not but I’ve certainly fallen into a little bit of a trap of trying to play better and trying too hard,” he said.
BATSMAN Ravi Bopara has replaced Jonny Bairstow in the England squad for the first Test against South Africa starting tomorrow. Inexperienced Bairstow struggled at number six in the three-Test home series victory against West Indies in May and June with the short ball especially causing him problems. Bopara, who can also bowl medium pace, has rarely looked convincing during his 12 Test appearances but shone with the bat in the recent limited overs matches against West Indiesand Australia. The rest of the squad for the Oval Test in London is as expected with fast bowlers James Anderson and Stuart Broad recalled having been rested for the final rain-hit Test against West Indies. “Ravi Bopara has worked hard to regain his place in the Test squad and is the only player included who is yet to play a Test match this summer,” England selector Geoff Miller said. “We know we will need to play excellent cricket to win this three-match series and the squad will be determined to start with a strong performance this week during the first Test and set the tone for the rest of the series.” England, the top-ranked Test side, will be surpassed by South Africa if the Proteas win the series.

Giggs wants Team GB to go on By Mike Collett RYAN Giggs has said that he hoped the British Olympic football team’s return to the Games after a 52-year absence was not just a oneoff. Britain has not competed in the football finals since Rome 1960, and last took part in the qualifiers in 1971 when they failed to reach the 1972 Munich Games. Professional players have been allowed to take part in the Games since 1984, but forming a Team GB has always been blocked by the Scottish, Welsh and Northern Ireland football associations, amid fears that they might lose their independent status within FIFA.
‘I hope it’s not a one-off’ says captain However, when London was awarded the Games a British team was obliged to compete as hosts. “I hope it is not a one-off from what I have experienced so far,” British captain Giggs told reporters at one of the first media conferences held at Olympic Park. “Of course I am Welsh and proud of it, but for me to have the chance of playing in the biggest tournament in the world right now, it has been great and I hope it continues.” Asked if he would lobby Welsh officials to rethink their past policy of oppos-
ing a British team, the 38year-old replied: “Whether people have been English, Welsh, whatever, those I have met have wished me well and the team well. “I hope fellow British footballers can experience the same thing in the future. I am not sure I would lobby anyone, I am not a politician but I hope we carry on in the future.” Craig Bellamy, 33, a Welshman like Giggs, said the experience was totally different to the one he was used to in the Premier League. “It is new to us, we are meeting other athletes, eating with them, being part of

NEWCASTLE keeper Tim Krul returned from Holland’s disastrous Euro 2012 campaign hungry to make his mark on the international stage. The 24-year-old sat helplessly on the bench as his country slipped out of the finals having lost all three of their group games. But he is confident the experience of going to the tournament will prove invaluable as he attempts to step up his efforts to nudge ahead of number one Maarten Stekelenburg in the Dutch pecking order. He told the Magpies’ official website, www.nufc.co.uk: “It was an experience for me and one that will stand me in good stead.
“I was involved at a major tournament, I’ve got to remember that, and it was great to be a part of it. It’s just a shame that it turned out to be such a difficult tournament for Holland. “Losing three times in a row is not what the Dutch national team do, so from that point of view, it was a big shame. But for me, it was a great experience overall. “Being there made me realise that’s where I want to be. CHELSEA striker Daniel Sturridge remains a doubt for London 2012 despite joining up with the Team GB squad after being treated for viral meningitis. Great Britain coach Stuart Pearce says Sturridge, 22, will be monitored for the rest of the week. If Sturridge is not fit, Pearce can name a replacement - chosen from one of four standby players - by 25 July. “I have got to be 100% sure in my mind that Daniel is fit enough and can see out a tournament,” Pearce was quoted as saying by the BBC. “There were certainly doubts because of the illness he had. “Our fitness and conditioning people are having a look at him, to see how he will come through training. Chelsea’s medical people are more than happy.” Sturridge, who scored 13 goals in 43 games for Chelsea last season, was taken ill at the start of the month but said he was “optimistic” he would recover in time for the Games. Team GB are due to play their first game at the Olympics against Senegal on 26 July, followed by the United Arab Emirates on 29 July and Uruguay on 1 August. Meanwhile, Pearce has told BBC Sport his players are in the mood to light up the Olympics after admitting some of them were unsure how big the tournament was. “Until you are actually in the environment you don’t realise the magnitude of what we are really involved in,” added Pearce. “I think the players were unsure a little bit. “All our group games are sold out now. Straight away that sends out a message to the team that it’s not just us that know this is special. “We have a group of players who will go that extra mile and their professionalism has blown me away. “I’m excited to see where this journey will end.” Striker Craig Bellamy wants Pearce’s side to succeed so that players from Northern Ireland, Scotland and Wales can represent Team GB at future Olympics. The Liverpool striker, who at 33 is one of three overage players in the squad, believes Team GB can impress the longer the tournament progresses. “I just want to stay in this tournament for as long as possible because I know we are going to get stronger as a team,” Bellamy said. “I would love Team GB only at the Olympics - to carry on because the experience it gives to other young players, and the opportunity for someone like me from Wales or someone else from Scotland or Northern Ireland is invaluable.”

By Frank Pingue ENGLISH football giants Manchester United retained their title as the world’s most valuable sports team, according to an annual top 50 list released by Forbes this week that was dominated by National Football League (NFL) franchises. The 19-time English champions, who are preparing for a listing on the New York Stock Exchange, were valued at $2.23 billion, up from $1.86 billion last year and 19 percent above No. 2 Real Madrid ($1.88 billion). All 32 NFL franchises made the top 50 list with the Dallas Cowboys, Washington Redskins, New England Patriots and Super Bowl champion New York Giants all securing spots in the top 10. The only teams in the top 10 that do not play football or American football were Major League Baseball’s New York Yankees, who were tied at third with the Cowboys, and the Los Angeles Dodgers, who were tied with the Patriots at No. 6. The top 50 list included seven football teams, with Arsenal falling three places to 10th overall and Barcelona rising 18 spots to eighth. Ferrari was the top motor racing team, listed at 15th, while the New York Knicks, in 43rd place, were the lone National Basketball Association franchise to make the list. Police investigating ‘choc ice’ tweet against Cole

POLICE are investigating racist comments made against footballer Ashley Cole on social networking site Twitter, just days after his team-mate John Terry was cleared of racism. A user, believed to be a man from the Derbyshire area, referred to Chelsea star Cole as a “choc ice” on the site. Manchester United defender Rio Ferdinand then replied: “I hear you fella! Choc ice is classic hahahahahaha!!”. Derbyshire Police said it was now investigating the original Tweet after receiving complaints from members of the public. The incident comes after Chelsea captain Terry was cleared of a racially aggravated public order offence at Westminster Magistrates’ Court last week.
It was alleged Terry had maliciously called Rio’s brother Anton a “f****** black c***” during a game last October. Cole, 31, had told the trial that Terry, his Stamford Bridge captain, was not racist. Derbyshire Police said it was now investigating the comments made on Twitter at the weekend after receiving a number of complaints from members of the public. The ‘choc ice’ term is understood to mean ‘black on the outside, white on the inside.’ A spokeswoman for Derbyshire Constabulary said: “We have received complaints from members of the public regarding alleged racist comments made on a social networking site. “These concerns will be fully investigated to establish
whether any criminal offences have been committed.” Cole moved to calm the situation at the weekend after users began discussing the comments and reacting to them. In a statement issued through his lawyers, the footballer said: “Ashley Cole has been made aware of the discussion following comments appearing on Twitter and wishes to make it clear that he and Rio Ferdinand are good friends and Ashley has no intention of making any sort of complaint. “Ashley appreciates that Tweeting is so quick it often results in off-hand and stray comments.” Ferdinand later tweeted: “What I said is not a racist term. It’s a type of slang/term used by many for someone who is being fake. So there.”
SCOTTISH Premier League chief executive Neil Doncaster insisted Dundee deserve their place in the top flight under “sporting merit” despite protestations from Dunfermline. Irn-Bru First Division runners-up Dundee were invited to replace soonto-be-liquidated Rangers following the SPL’s annual general meeting. The decision was backed by clubs but appeared to have been taken weeks ago in discussions between the SPL, Scottish football Association and Scottish Football League executives - a situation that has angered Dunfermline, who finished bottom of the SPL last season. Doncaster said: “The clubs looked at it and overwhelmingly they felt that on sporting merit, Dundee had the best case and that’s why they have received the invite.” Dunfermline have argued that historical precedent favours them, for example bottom club Motherwell staying up in 2003 when First Division champions Falkirk failed to secure a compliant stadium. “That was at a time when those clubs were not compliant with SPL criteria, in which case there was no relegation,” Doncaster said. “Relegation happened last year. Dunfermline were relegated, Ross County were promoted. “This is an exceptional circumstance when there has been a further vacancy created and in those circumstances it is for the clubs themselves in the SPL to determine who they wish to invite. “They felt that on sporting merit Dundee were bestplaced to get the invitation. There was no formal vote, there was an overwhelming view that Dundee was the right call in terms of sporting fairness.” Dunfermline have vowed to take legal advice on the matter but Doncaster would not be drawn on the prospect. “That’s an issue for them,” he said. Meanwhile, the SPL will not re-draw the fixture list even with Dundee and near neighbours Dundee United now due to play at home on the same weekend on a number of occasions this season. Doncaster said: “The fixtures will be as they are but there will clearly be an element of flexibility required, both with potentially Rangers and Celtic being at home the same weekend, and Dundee and Dundee United being at home on the same weekend. “We will work with the police and the clubs to work through those implications.”

However, as history has shown us, experience can count for very little,” said AEL manager Pambos Christodoulou. “Failing to reach the group stage will not necessarily be a failure on our part, but the rewards of achieving that goal will be immense for the club,” he admitted. “This has been a brilliant year for the club. THLETES flooding into Britain for the London Olympics may not now need reinforced umbrellas with drier weather predicted in the build-up to the Games although sun cream is unlikely to be required. After being swamped by unusually wet weather for months, the clouds were higher and whiter and there were even patches of blue as athletes checked in to the Olympic Village yesterday. While the Met Office confirmed that there were some encouraging signs, the improvement came too late to convince some of China’s top athletes to arrive early. Top hurdler Liu Xiang, according to his coach, had headed to Germany to tune up rather than risk tweaking muscles in the build up to his quest for gold in the 110 hurdles. He pulled out of the hurdles final at London’s Diamond League meeting at Crystal Palace last Saturday after complaining of muscle aches, before leaving the capital. “Other Chinese teams have also chosen to move their base thanks to London’s cold weather, so Liu Xiang is not the only one,” coach Sun Haiping was quoted in the China Daily website. Britain is on course for the worst summer in living memory, with warm, sunny days able to be counted on the fingers of one hand so far. logistical problems for organisers, but pledged that contingency plans are in place to deal with issues. “This is a challenge,” he said, speaking at the first LOCOG daily briefing. “I have joked in the past about putting a roof across the whole country, but let’s be clear, this is actually proving quite a challenge to us. “We have got waterlogged sites, resurfacing that is taking place in some areas, particularly in some of the more sensitive and rural sites, Greenwich Park and Eton Dorney. “We’re laying down a trackway and services for spectators and vehicles now and
