T

HIRTEEN BEACH operators working for Paralimni municipality were arrested yesterday in connection with charges of fleecing the local authority of over half a million euros in revenues from sun bed and umbrella rentals. Police yesterday announced the arrest of the 13 municipal workers, aged 30 to 64, in connection with charges of theft, deceit and breach of trust by a public officer and conspiracy to commit a crime. The alleged crime came to light after the local council reported their suspicions of theft by municipal staff on a grand scale to the police. Paralimni mayor Theodoros Pyrillis said: “After the new municipal council assumed its duties, information was brought to our attention of possible misappropriation (of funds) at a number of beaches by municipal staff. Police took on the investigation of the case resulting in (yesterday’s) arrests.” He noted that investigations were at an early stage, making it inappropriate to provide further details which might adversely affect the work of investigators. “I want to highlight that this specific case does not involve cheating or profiteering from holiday makers, but stealing from the local authority,” he said. Pyrillis said the municipality “has taken all necessary and appropriate measures to ensure the continued provision of facilities and services on the beaches of Protaras.” He added: “It is the obli-

gation and duty of us all to protect the interests of the Paralimni taxpayers.” According to reports, the gap in the municipality’s expected revenue from sun bed and umbrella rentals is over half a million euros. The mayor called an ad hoc meeting of the local council yesterday evening to inform them of the latest developments. According to the Cyprus News Agency (CNA), the local authority told police it suspected employees of pocketing the money received from the rent of sun beds and umbrellas at municipality-operated beaches in the Paralimni area, resulting in arrest warrants issued for 13 staff members. The municipal workers were supplied with ticket machines two years ago. The employees were allegedly able to fiddle with the machines and pocket the takings, raising strong suspicions of foul play. When this year’s gap in revenue from municipalcontrolled beaches allegedly broke all records, the local council decided to take their suspicions to the police who are now examining electronic data stored in the machines used for issuing tickets as well as the municipality’s computers. The examinations so far have come up with a number of irregularities, reported CNA yesterday. During the arrest of the 13 beach operators yesterday, various items were found in their possession that were confiscated, police said. All 13 were taken to Famagusta CID for questioning. They are due in Famagusta district court today for a remand hearing.

Warhol’s Brando silkscreen could fetch $20m at auction AN Andy Warhol silkscreen of actor Marlon Brando, clad in leather astride a motorcycle from the movie The Wild One, is expected to sell for $20 million when it hits the auction block in November, Christie’s said yesterday. “Marlon,” a 1966 silkscreen which is one of the late pop artist’s most famous Hollywood portraits, will be a star lot at the auction house’s sale of post-war and contemporary art in November. It is being sold from the collection of businessman and Museum of Modern Art trustee Donald L. Bryant Jr. “Alongside his portraits of Elvis Presley, Warhol’s image of Marlon Brando exudes a raw sexuality and intense power

rarely found in his work,” said Brett Gorvy, Christie’s chairman for post-war and contemporary art. The work is unusual in that Warhol executed it on raw, unpainted linen, Christie’s said, accentuating the image’s “rough and ready” quality, while its pristine clarity conveys Brando’s intensity and strength. Gorvy described the silkscreen from an image Warhol took from a publicity photo for the 1953 movie about motorcycle gangs as “the archetype of cool and glamour”. The work also ties in with Warhol’s fascination with commerce and capitalism, Christie’s noted. “By taking the circulated publicity

picture of an actor, someone who has adopted a guise, Warhol has commented on the superficiality of the world of sales,” it said in a statement announcing the sale. Despite his prolific output, Warhol’s works continue to fetch some astounding prices at auction, including the artist’s record of $71.7 million set in 2007 by “Green car crash - Green burning car I”. A four-panel self-portrait, Warhol’s first, soared to $38.4 million in May 2011, while his “Double Marlon”, another Brando-inspired work from 1966, fetched $32.5 million in 2008. Four months ago one of Warhol’s Elvis works sold for $37 million at Sotheby’s.

MEMBERS of the Armenian community yesterday gathered outside the Hungarian embassy protesting against the release of a convicted murderer after he was transferred from Hungary to Azerbaijan. Bearing banners saying ‘Shame on you’ and ‘Hungary for sale’ around sixty Armenians shouted slogans outside the embassy in Nicosia at about 12pm. Azeri officer Ramil Safarov axed to death Armenian officer Gurgen Margaryan in Hungary back in 2004. Both men were attending a NATO event. Safarov was sentenced to life imprisonment in Hungary but was sent back to Azerbaijan where he was pardoned last week. During his trial, Safarov said the reasons behind his actions were the AzeriArmenian war in the 1990s, BBC reported. On return he received a hero’s welcome, was pardoned, promoted to the rank of major, and paid wages for the eight years he was in jail. “They welcomed him as a hero, gave him a place to live and back-paid his wages. Their word is worth nothing,” a protester said. Hungarian authorities have said they were as-

sured that Safarov’s sentence would be enforced in Azerbaijan. International mediators – including representatives from Russia, the US and France – have expressed concern over prospects for peace following the pardon. A war between the Azeris and Armenians broke out in the early 1990s over the mostly Armenian enclave of Nagorno-Karabakh. A ceasefire was signed in 1994 but the conflict is not considered resolved. The coordinating committee of Cyprus Armenian political parties yesterday handed a letter to the Hungarian ambassador, Balazs Botos. The letter condemns the “flagrant violation of international and European Union law by Azerbaijan” and demands of Hungary “to influence Azerbaijan to annul the disgraceful pardon and return the criminal back to the prison cell where he belongs.” Botos expressed his hopes that his country’s relationship with the Armenians will improve, citing cultural similarities and Hungary’s respect for the Armenian people. Reuters has recently reported that there have been discussions of a loan from Azerbaijan to Hungary worth at least €2.0 billion.

New record high for petrol prices Commerce minister says latest increase appears to be justified based on preliminary studies carried out By Stefanos Evripidou SOARING FUEL prices are taking a bigger chunk out of household incomes following the latest price hikes, representing a record high in Cyprus. Unleaded petrol has increased by around three cents while diesel by around two cents a litre. The latest increases, following a period of continuous price hikes over the summer, have taken the price of unleaded petrol to around €1.42 and diesel to €1.40 a litre. Around mid-July, unleaded fuel hovered around €1.23 cents a litre, registering a hike of almost 20 cents in one and a half months. Head of the petrol stations’ association Stefanos Stefanou yesterday confirmed that today’s prices are the highest ever. “It is €1.39 for 95 (octane

unleaded petrol), around €1.42 for 98 (octane unleaded petrol), and €1.40 for diesel. We had an increase on Monday of around three cents (a litre) for petrol and two cents for diesel,” said Stefanou. He noted that the latest increase comes on the back of price hikes imposed on August 13 and July 31. “In total, the three latest increases translate to a seven cents hike for petrol and four cents for diesel. Also, we’ve got to say that this time last year, prices were roughly 15 cents cheaper,” he said. In July, the Commerce Ministry’s consumer protection department noted that when oil prices increase globally petrol stations are quick to respond and introduce the higher prices, but when global prices decrease, petrol stations take longer to drop prices on the local market.

The ministry also looked into forcing petrol companies – by way of ministerial decree – to drop their prices within a day of buying cheaper fuel shipments, following successive price hikes throughout the month. Commerce Minister Neoclis Sylikiotis even said he would enforce a price ceiling, “if there is evidence to justify it”. Yesterday, Sylikiotis seemed to move away from the idea of imposing a ceiling or taking more proactive measures, referring instead to a change in the methodology of the way in which the ministry monitors the actions of fuel companies. He said the latest increases appear justified, based on preliminary studies undertaken. “Investigations until now show that the latest price increases are justified, with no indication of profiteering

taking place,” said the minister. Sylikiotis explained that until now, studies into price changes focused on price lists only. “What we have noticed for the first time is that the methodology has to change. We need to have a more indepth investigation and talk to the companies,” he said. The ministry is currently preparing a more comprehensive study on price changes, requesting information from companies, looking at the size of storage facilities, exchange rates used etc, which will give the authorities “the capability to put our monitoring on a new basis to limit to a minimum and even eradicate any cases of profiteering”, said Sylikiotis. “The aim is not only to put a price cap, which could actually assist profiteering, but to put things on a new basis,” he added.

MARTIN Evans, 50, from Wales, is wanted for drug dealing, theft and fraudulent trading by the Serious Organised Crime Agency. He ran a drug dealing gang between 1999 and 2001, smuggling the drugs into Britain and laundering the proceeds by converting cash into foreign currencies.

WAYNE Smith, 38, is wanted for his role in a horrific road accident that killed a 22-yearold man. Smith fled the scene and was convicted in Birmingham of causing death by dangerous driving and perverting the course of justice. He is 6ft 1in, slim and has blue eyes and short, fair hair.

TIMUR Mehmet, 39, is wanted by Customs after being convicted in his absence and jailed for eight years for conspiracy to cheat the public revenue in a £25 million fraud. He is 5ft 10in to 6ft, and slim with black hair. He is British but of Asian origin.

By George Psyllides UK crime-fighting charity Crimestoppers, in cooperation with British and Cypriot authorities, yesterday published the names of nine suspected criminals – three Cypriots and five Britons – who are thought to be hiding in Cyprus, and appealed to the public for help in arresting them. The suspects are wanted by UK law enforcement bodies for offences including rape and drug dealing. They include Paul Lockwood, 41, accused of raping the daughter of a close family friend. The girl was aged six at the time of the alleged first rape and the offences are believed to have continued until she was 10. There is also 56-year-old Hasan Akarcay, wanted in connection with the supply of drugs worth €758,000. He has used the aliases Hassan Etem and Ibrahim Etem. Mehmet Salih, also Turkish Cypriot is wanted for drugs. He has used the alias Aynur Mehmet Salih. Then there’s Greek Cypriot Costas Sampson, 21, who is accused of raping a girl he met at a club. She became ill after accepting a drink from a stranger, and Sampson and his friend offered to take her home to Ruislip, Middlesex, where she was attacked. Dubbed Zygos, the operation aims to ensure members of the public in Cyprus are alert to the possible presence on the

COSTAS Sampson, 21, is a Greek-Cypriot who is wanted by the Metropolitan Police. He is accused of raping a woman who he met at a club. Sampson is also accused of stealing her mobile phone and her flatmate’s laptop. He is 5ft 9in with a Mediterranean complexion and has brown eyes and closely cropped black hair.

HASAN Akarcay, 56, a Cypriot national who is wanted by West Yorkshire Police over allegations of dealing class A drugs. It is claimed that an associate was found with 12.5 kg of diamorphine, which had a street value of £600,000. He is around 5ft 9in, stocky with a large stomach and is balding with black hair at the sides.

MEHMET Salih, 41, from the Republic of Cyprus, is wanted by Leicestershire Police for alleged cocaine dealing between December 2010 and November 2011. When he was arrested he had £20,000 plus a large amount of cocaine, the force claims. He is 5ft 6in with brown eyes and short brown hair. He has a scar on his right eye.

The campaign was launched by Crimestoppers, the serious organised crime agency (SOCA) and Cyprus police. “Operation Zygos will make things even more difficult for any fugitives seeking a safe haven here,” said SOCA deputy director, Martin Molloy. “Fugitives, and any criminals thinking about fleeing justice, should note the joined-up European law enforcement effort to ensure they

are brought to account, and that crossing national boundaries is increasingly futile.” Molloy said the fugitives managed to escape before the European arrest warrants were issued against them. Without getting into details, he said recent intelligence suggested they were on the island. “We have a pretty good idea they are here,” he told reporters. Officials did not say whether any of the fugitives were in the breakaway north, which is not recognised by Britain. Police chief Michalis Papageorgiou said such cases could be handled by a bicommunal office – the joint communications room, set up in 2010, run by Greek

Cypriot and Turkish Cypriot law enforcement experts to support information sharing between the police forces in both communities. “Anything to help can be done through this office,” Papageorgiou said. The campaign highlights the continuing work between Crimestoppers and SOCA, but it is the first project of this type to be carried out in collaboration with Cypriot police. A similar project, operation Captura, was launched in Spain in October 2006. It resulted in 49 out of 65 sought criminals being arrested. Lord Ashcroft, founder and chair of Crimestoppers said he hopes “it would be the same in Cyprus.”

GREEK gaming company OPAP’s activities in Cyprus have never been checked by state authorities since it ďŹ rst started operating in 1969, parliament was told yesterday. The House Legal Affairs Committee discussed the company’s partial exemption from a recently-approved gambling law, to see whether – among other things –this led to violation of fair competition regulations. This was after reactions over OPAP being allowed to offer online lottery games like KINO to the public, when other betting shops were banned from offering similar games. “Through the discussion, unfortunately we have seen the law’s shortfalls,â€? said committee chairman Ionas Nicolaou after the meeting. “We made a law that attempted to regulate bets in our country; we included protection measures for players, measures to avert money laundering, measures to protect the victims; we placed provisions to regulate the operation of betting – online and other general bets – and today we realised no one in authority was aware of how the bets of OPAP in Cyprus are carried out,â€? the opposition DISY deputy added. Ionas Nicolaou of a bilateral agreement with Greece in 1969, which was renewed in 2003. The reason offered was that OPAP was regulated by the bilateral agreement and no other special law, though the ins and outs were complicated. However, the Greek 34-per cent state-owned ďŹ rm is now slated for privatisation under the country’s international bailout, raising questions over whether this privileged approach can be justiďŹ ed. The legal service, as well as OPAP Cyprus’ general director Michalis Himonas, asked for a month to gather all the data, in a bid to present a clear view of the legal framework. Committee Chairman Ionas Nicolaou said the meeting was held to get the views of all sides concerned – including the ďŹ nance, justice, and education ministers, the police, legal service, OPAP, betting shop owners – before starting efforts to regulate OPAP’s operations. The DISY MP was not impressed with the lack of regulation, especially after he heard allegations that money laundering was taking place through OPAP online games. This was rejected by Himonas, who said OPAP was willing to furnish any information requested. He also said the company’s

central computer system was connected with the ďŹ nance ministry, meaning bets were checked straight away. “There is full transparency between OPAP and the state,â€? said Himonas. Nicolaou said a spokesman for the unit for combating money laundering (MOKAS) said it was never asked to check on OPAP, nor had it ever asked to be informed on the procedures followed to avoid money laundering. “No speciďŹ c check has ever been made on OPAP bets,â€? the MOKAS spokesman told deputies, adding that the unit still didn’t have any control over OPAP after the law was passed in July, banning among others a number of online games of chance. Nicolaou explained that “Similarly, the police stated that due to the bilateral agreement, the force cannot investigate anything relating to OPAP bets, as there are no crimes or penalisations included in the bilateral agreementâ€?. He added that even though the ďŹ nance ministry took money from OPAP – from 2003 until 2010, the company contributed â‚Ź85 million to the state in dividends and â‚Ź9.97 million in sponsorships, out of almost a â‚Ź1 billion turnover – it had no further involvement in the matter. On July 6, parliament unanimously voted through the gaming law, which included a ban on online casinos and exchange betting. The new law also regulates legal betting, providing for a 3.0 per cent tax on the net betting revenue – after winnings are subtracted. In addition betting shops will pay an additional contribution of 3.0 per cent on net revenue, which will be paid to a gaming board to be set up. In the run up to the vote, some deputies reportedly received threats and several OPAP shops were torched or otherwise damaged. It is believed that the attacks were connected to OPAP being exempted from the bill.

Official end for Burger King reign in Cyprus THE BURGER King franchise in Cyprus has closed down, according to an announcement by Laser Investment Group Plc yesterday, posted on the Cyprus Stock Exchange (CSE) website. King Franchises Ltd, a subsidiary of Laser Investment, has closed down all branches of the famous American fast food joint across Cyprus. At the same time, the company is taking legal measures against Burger King Europe, seeking over six million euros in damages plus more in lost earnings. Meanwhile, Burger King Europe has launched legal proceedings against King Franchises, said Laser Investment. Laser Investment claims that since the branches were closed, and its subsidiary’s operating licence revoked, the Group has made additional losses amounting to €4,558,814. The Group said the delay in announcing the end of the chain’s presence in Cyprus was a result of the company having to calculate its losses first. The CSE has suspended any trading in shares of Laser Investment. The Group noted that after selling another popular franchise, Coffee Beanery, at a profit and closing down Burger King branches, Laser Investment is moving towards a new era of restructuring and reorganisation, to return it to a profitable course.

FINANCE Minister Vassos Shiarly said yesterday he hoped a bailout deal with international lenders could be concluded next month, but warned a recession afflicting the island would deepen in 2013. In an interview with Reuters, Shiarly said the amount needed by Cyprus had not been defined because it was not clear how much its banks would need. Cyprus sought assistance from the EU and the IMF – the troika – in June to support local banks, crippled by their losses on Greek bonds. But it has also applied for a bilateral €5.0 billion loan from Russia, which, if it transpires, will limit total requirements from the troika. In a separate interview with Reuters, Foreign Minister Erato Kozakou-Marcoullis said a Russian loan deal, if signed, would have no political implications and would not change Cyprus’ plans to secure help from the troika.

Gang barges into flat stealing cash and equipment AROUND 10 men wielding knives and bats invaded a home in Nicosia on Tuesday evening and stole three computers and cash worth €1,750. Police said the assailants knocked on the door and barged in after the tenants opened. “It was reported by three foreigners that someone had visited their flat accompanied by another ten people and they stole three computers and €900 cash,” said police spokesman Andreas Angelides. The spokesman said that the flat’s tenants knew one of the gang as he used to share an apartment with him in the past.

“It will be a bilateral loan with interest – no strings attached,” she said in Cairo where she was due to represent the EU at a meeting of the Arab League yesterday. “This is not something that only Cyprus is doing. Other members of the EU have taken bilateral loans.” Russia granted Cyprus a €2.5 billion euro loan in late 2011, after Nicosia’s access to international capital markets was cut off because of high yields on its traded debt. The EU bailout, if agreed, is likely to come with much stricter conditions than the 2011 loan from Moscow. “Cuts will be made, because it is important to make a number of longterm adjustments, and of course we will cooperate with the troika,” she said. “But at the same time a loan could help us cre-

ate more development projects ... to create jobs,” she said. Losses to the island’s banking sector on a Greek debt write-down earlier this year represented 25 per cent of the island’s GDP. “Cyprus has suffered perhaps disproportionally as a result of the crisis in the economy of Greece,” Shiarly said.

PAINFUL MEASURES The troika visited Cyprus in July, finding the island’s economy in a “worse state than expected” and in need of painful adjustment in coming months. Discussions have continued remotely, and on September 17 both sides will agree on the troika’s next visit. Shiarly said the troika had submitted a document to Cypriot authori-

ties, which he said could be part of the “building blocks” towards concluding on a memorandum of understanding. “I should say we should be able to complete the discussions sometime in October,” he said. The programme required expenditure cuts and revenue increases to produce not only a balanced budget but a primary surplus sufficient to meet interest payments, he said, but declined to go into details. “How much would be required for the recapitalisation of the banks is an amount that has not yet been agreed. It is one of the differences we have with the troika team and needs to be established,” Shiarly said. “Because no amount has been agreed with the troika, personally I am very reluctant ever to come up with a number.”

Home CYPRUS TODAY Posing as customers to steal jewellery A GROUP of thieves posing as customers managed to escape with €20,000 worth of jewellery from a shop on Phaneromeni Avenue in Larnaca at 11am yesterday. According to police, two thieves entered the jeweller’s and asked in broken English to see a ring. When the shop’s employee went to get the ring out of the window a third person entered the shop. One of the robbers then grabbed the employee and tied her to the railings of the stairs. They then broke the display case with a hammer and scooped up €20,000 worth of jewellery. The thieves – who apparently spoke Arabic to each other according to the employee – escaped on foot, with one of them having injured themselves during the robbery. Larnaca police spokesman Christos Andreou, said simply that they had found evidence in the shop indicating that one of them was hurt. He could not clarify what kind of evidence. The employee was taken to Larnaca general hospital to be treated for injuries to the head and bruising to her hands from the duct tape. She managed to get free after calling out to someone in one of the neighbouring stores who helped her and then called the police.

Another football hooligan jailed THE Larnaca district court yesterday sentenced a 22-yearold man to four months in jail for taking part in a pitch invasion that caused the abandonment of a European football fixture in August. Three more men, aged 20, 26, and 27, have already been jailed for four months for the same offence. Three others involved in the trouble will be sentenced today. They also face charges for destroying a television camera worth some €50,000. The trouble during the game between Anorthosis and Georgian side Dila Gori began when a local fan ran onto the pitch a few minutes before the final whistle and headed towards the home team goalie. Police tried to arrest the man as other supporters poured into the pitch to stop them, forcing the referee to abandon the game.

Lufthansa flights cancelled TWO FLIGHTS to and from Germany tomorrow and Saturday have been cancelled due to a 24-hour strike called by cabin crew of German airline Lufthansa. The crew will strike throughout Germany tomorrow over a pay dispute, affecting the LH1760 flight from Munich to Larnaca, departing 9.30am. As a result, the return flight from Larnaca to Munich on Saturday at 3.10am has also been cancelled. Paphos municipalities are currently looking at ways to cut costs and one option is the possibility of sharing facilities. But the mayor of Yeroskipou, Michalis Pavlides has taken the idea one step further, and in a letter given to the union of Cyprus municipalities suggests the notion of a merger with Paphos municipality. “I think we have to find ways to streamline the mu-

nicipalities and make them more cost effective. In my letter, I suggested that Geroskipou and Paphos could join together as one. It would also be an idea to include Peyia as well, but the municipality of Polis is a little too far away,” he said. The mayor added that the merger of municipalities would be under the leadership of one mayor. “I have seen municipalities with one million people operating effectively in Europe, so of course it’s a possibility to implement it here in Cyprus where we have fewer people,” he said. By Natalie Hami INTENSE homophobia is still one of the main problems faced by LGBT – lesbian, gay, bi-sexual and transsexuals – living on the island, according to organisation AcceptLGBT. “There is intense homophobia in Cypriot society and there is evidence of this through research….it’s a social problem (in Cyprus),” said Accept’s Yioryios Regginos. He was speaking at a news conference yesterday to mark the organisation’s first anniversary though they have been actively working for the rights of LGBT individuals for the last three years. According to Regginos they have organised a number of activities this year in an attempt to educate society, such as setting up a living library so the public can have the chance to speak to LGBT persons and learn about their experiences. Their vision is to “create a society which is based on respect for the individual and their diversity without discrimination and preconceived notions, in particular on issues of sexual identity.”

Another one of the problems is the lack of recognition of gay partnerships. The head of the European parliament office in Cyprus made reference to the fact that the Cyprus parliament had stated its willingness to regulate gay partnerships and review the law surrounding their relationships. “We hope that other steps will follow,” said Tasos Georgiou. ILGA-Europe’s Rainbow Map for 2012 puts Cyprus on the same rung as Latvia and Georgia in terms of laws that ensure the rights of these individuals. The International Lesbian and Gay Association (ILGA) rated 49 European countries. Worse than Cyprus were countries such as Turkey, Russia and Belarus. According to a survey carried out by Accept-LGBT and the Cyprus Family Planning Association, around 47 per cent of LGBT individuals in Cyprus suffer psychological violence and 15 per cent suffer physical attack. Britain PM signals a move in airport row A CROSS-PARTY commission will be set up to try to find consensus on the deeply divisive issue of airport capacity in the south east of England, the Prime Minister signalled yesterday. David Cameron told the House of Commons that he would not break his manifesto pledge ruling out a third runway at Heathrow during this Parliament, but added that a decision was needed on the fraught issue of air access to London amid growing business clamour for more flights. London Mayor Boris Johnson - a fierce opponent of a third runway - today stepped up pressure on the Prime Minister, urging him to rule out expansion at Heathrow beyond the 2015 election. Labour said it had been calling for a cross-party commission for a year, and accused Cameron of “weakness and dither” over the issue. Labour leader Ed Miliband is “sceptical” about the case for a third runway, but is ready to look at the government’s terms of reference for the proposed talks, said a source.

BRITAIN’S consumer affairs watchdog is looking into petrol pump pricing in a sign that authorities are becoming increasingly worried about near record high fuel costs in a country grappling with economic recession. The Office of Fair Trading (OFT) said yesterday it was launching a “fact-finding exercise,” seeking information from industry and consumer groups on whether prices paid at the pump were a fair reflection of underlying costs. It also wants to know whether concerns about price co-ordination and the structure of road fuels markets identified by other national competition authorities are relevant to Britain. British governments are acutely sensitive to criticism about high fuel prices after a wave of protests in 2000 led by lorry drivers and farmers caused widespread disruption to supplies, with knock-on effects for consumers, firms and public services. Complaints have been ratcheting up recently as Britain languishes in a double-dip economic recession. The Sun, the best-selling newspaper owned by Rupert Murdoch’s News Corp, has been running a ‘Keep it down’ campaign in relation to pump prices. In May, it also ran an interview with thentransport minister Justine Greening in which she said petrol companies had to pass price

cuts onto motorists or face government action. Leading petrol retailers in Britain include BP, ExxonMobil, and Shell, as well as supermarkets like Tesco, Asda, Sainsbury’s and Morrisons. “We have ... decided to take a broad based look at this sector, to provide an opportunity for people to share their concerns and evidence with us,” said Claire Hart, director of the OFT’s Services, Infrastructure and Public Markets Group. “This will help us determine whether claims about competition problems are well-founded and whether any further action is warranted.” The OFT said it would report its findings in January 2013 and then, if it believes there might be a case, it could investigate further to see if the issue needs to be referred to the Competition Commission, or take enforcement action such as fines or a requirement that companies change their behaviour. As well as concerns that pump prices are not reflecting movements in the price of crude oil, complaints have surfaced over the possible manipulation of oil price reporting itself. Last month, the EU Commission proposed criminalising the manipulation of commodity benchmarks like Brent crude oil after a scandal over rigging of the Libor interbank lending rate.

World WORLD TODAY Bomb scare a false alarm A BOMB scare which forced an evacuation of the U.S. embassy in Brussels and the Belgian Defence Ministry yesterday turned out to be a false alarm, police said. Hundreds of US diplomats and ministry employees were evacuated from their buildings after a suspicious minivan was noticed parked nearby. After around 45 minutes, during which major avenues of central Brussels were gridlocked with traffic, a bomb squad declared the vehicle safe and police gave the all clear. Ilse Van de Keere, a police spokeswoman, said officers on a routine patrol were suspicious of the vehicle because it carried reproduction numberplates and had wires hanging loose inside. A bomb disposal unit was called but discovered nothing suspect.

Factory blaze A MASSIVE blaze has swept through a fireworks factory in India killing at least 40 workers and injuring 60 others. The fire spread to 40 of the 60 rooms at the factory, one of the biggest in Sivakasi town in Tamil Nadu state. Witnesses said flames were billowing out of the Om Siva Shakti fireworks factory where about 300 people were working when the fire started. Large numbers of fireworks and raw materials were stored in the factory with major Hindu festivals weeks away.

CHINA will put the ex-police chief at the heart of its biggest political scandal in decades on trial for crimes including defection and taking bribes, state media said yesterday, opening a new phase in a case that rattled the Communist Party succession. Wang Lijun fled to a US consulate in southwestern China in February, days after his dismissal as police chief of Chongqing, the nearby municipality then run by the ambitious politician Bo Xilai who had raised Wang to prominence as a crime gangbuster. The official Xinhua news agency appeared to end rumors that Wang could be treated lightly for exposing Bo’s misdeeds while inside the consulate, and it laid out the four charges against Wang - defection, taking bribes, bending the law for selfish ends and abusing power. The Xinhua account indicated that Wang had initially gone along with the attempted cover-up of the murder in November of a British businessman, Neil Heywood, by Bo’s wife, Gu Kailai. Wang “consciously neglected his duty and bent the law for personal gain so that Bogu Kailai would not be held legally responsible,” said Xinhua, citing the prosecutor’s indictment. Making his first presidential address to the Arab League in Cairo, Mohamed Mursi also said a quartet of states - Saudi Arabia, Iran, Turkey and Egypt - would meet to discuss the Syrian crisis. “The quartet which Egypt has called for will meet now,” Mursi told Arab foreign ministers, giving no further details. An Egyptian delegate said the president’s comments meant the four states were mulling what action could be taken, but that the official formation of the quartet was still under discussion and that no date had been set for its representatives to meet.

Tehran has backed Syria’s government, but the three other states want President Bashar al-Assad to stand down. Analysts said the group was unlikely to agree on how to handle the crisis, but said the initiative was a sign of how determined the newlyelected president was to put Egypt back at the centre of regional politics. Mursi said the time had come in Syria for “change and not wasting time speaking of reform. This time has passed now. Now it is time for change.” “The Syrian regime must take into account the lessons of recent and ancient history,” he said. MUAMMAR Gaddafi’s former spy chief Abdullah al-Senussi was taken into Libyan government custody yesterday after being extradited by Mauritania to face charges of crimes against humanity, officials said. Senussi, among the most feared members of Gaddafi’s regime before rebels toppled it last year, was captured in the West African state in March, triggering a tug of war between Libya, France and the International Criminal Court (ICC) for his extradition. “The office of the prosecutor general has received Senussi and he will undergo a number of medical tests. Soon he will

also undergo interrogation for the cases he has been charged with,” prosecutor general spokesman Taha Ba’ra said. A bearded Senussi, recognisable from his characteristic tightly curled hair, was shown in a press photograph getting out of a helicopter in Libya. Smiling slightly, a soldier stood behind him steadying him on the steps. His extradition came after a high-level Libyan delegation, including the justice minister and army chief of staff, visited Mauritania on Tuesday and, a Mauritanian government source said, gave guarantees concerning Senussi. It was not clear if there was a court decision sanctioning

the extradition and the source declined to specify the nature of the guarantees. Senussi was arrested six months ago after arriving with a falsified Malian passport on a flight into the Mauritanian capital Nouakchott from Morocco. Mauritania’s original plan was to put him on trial for illegal entry - a move that threatened to delay efforts to have him face international justice. A spokesman for the ICC, which has wanted to try Senussi on charges of crimes against humanity including murder and persecution, said it had received no information about a handover to Libyan authorities in Tripoli.

Business Britvic is in merger talks with Irn-Bru BRITISH soft drinks maker Britvic Plc said it was in merger talks with Irn-Bru maker AG Barr Plc and had already agreed on certain terms of the deal. The proposed all-share merger, which had been the subject of recent press speculation, followed an approach by AG Barr that would see its shareholders own 37 per cent of the enlarged group with investors in Robinsons and Tango maker Britvic owning the remainder. Shares in Britvic were up 13.6 per cent to 372.95 pence at 0923 GMT, with AG Barr shares up 3.4 per cent to 430.25 pence. AG Barr Chief Executive Roger White would be CEO of the combined group, the companies said, adding that the merger would create "one of the leading soft drinks companies in Europe". Canaccord Genuity analyst Wayne Brown said it appeared that discussions between the firms were actually well advanced, noting the proposal represents a 7 per cent premium to Britvic's closing share price of 328.6 pence on Tuesday. "The AG Barr management team have a very strong track record and would add significant strength to Britvic from both an operational and financial performance perspective," Brown added. Britvic, which also produces and sells PepsiCo Inc's brands such as Pepsi, Mountain Dew Energy and 7UP in Britain and Ireland, hit the headlines in July after recalling packs of its Robinsons Fruit Shoot and Fruit Shoot Hydro drinks over faulty newly designed caps. The recall will cut up to 25 million pounds from its profit before tax across the current and next fiscal years.

UK banks facing rules to curb mis-selling incentives The banks have 18 months to stamp out incentives By Huw Jones BRITAIN'S banks have 18 months to stamp out incentives that encourage the mis-selling of financial products or face "intrusive" action, the Financial Services Authority said yesterday. UK banks have been hit by a string of scandals in the last 20 years for inappropriate selling of products, such as insurance, home loans and pensions, to customers who often did not need them. Compensation for mis-sold loan insurance alone will cost the banks 9 billion pounds ($14.3 billion). Martin Wheatley, the FSA's managing director, told a Thomson Reuters Newsmaker event it was time to tackle incentives for sales staff as banks were no longer serving customers properly. "Some time ago, this changed - financial institutions have changed their view of consumers from someone to serve to someone to sell to," Wheatley said. Banks also stand accused of foisting complicated derivatives onto customers as a condition for granting loans, sometimes with costly consequences for unwitting consumers. Financial consumer champion Martin Lewis told the Newsmaker that Wheatley's pledge to intervene in how banks "flog stuff" to the consumer was music to his ears, but the challenge would be to deliver. The FSA also published a review of sales incentives at 22 banks, insurers and investment firms, with most showing deficiencies that encouraged mis-selling. "What we found is not pretty. Most of the incentive schemes we looked at were likely to drive people to mis-sell in order to meet targets and receive a bonus, and these risks were not being properly managed," Wheatley said. The review found many examples of poor sales practices, such as "first past the post" incentives, where the first of 21 sales staff to reach a target could earn a "super bonus" of 10,000 pounds. Another firm slapped big incentives on staff to sell the more expensive products to customers, despite claiming to offer impartial advice, the review said. The watchdog also saw a sales person lie about the price of a product to increase his bonus, while another rushed through sales before the end of a quarter to avoid a pay cut. Some firms intentionally "turned a blind eye" to misselling risks, while others that linked bonuses and other pay to the volume of sales needed to "dramatically" improve their standards, the FSA said.

The single currency was down just 0.15 per cent at $1.2550 , but below its high of $1.2629 posted on Tuesday and over a cent away from Friday's two-month peak of $1.26378. "Many are concerned that the ECB may just give us bare bones, while others are of the view that even if they give details to the plan, it would be a good time to sell the currency as the economic data from the region has been deteriorating," said Jane Foley, senior currency strategist at Rabobank. "(The auction) probably reflects the sheer volume of competing 10-year core supply both last week and this week, and of course the ECB event risk," said Credit Agricole rate strategist Peter Chatwell. In equity markets, data showing US factory activity had slowed in August revived concerns over the health of the world's largest economy, heightening the focus on Friday's nonfarm payrolls report, which could persuade the Federal Reserve to ease policy.

"We might not get all the details about the ECB bond buying plan tomorrow, but we know it's coming, so it's priced in. Now the question is: how bad is the situation in the US economy? We'll get a better idea on Friday with the payrolls," said David Thebault, head of quantitative sales trading at Global Equities. The growth concerns look set to weigh on US stocks when trading begins on Wall Street later, while new data on the eurozone economy kept gains in European shares in check. After early losses, the FTSEurofirst index of top European shares was up 0.2 per cent at 1081.15 points by the mid session, while the blue chip Euro STOXX 50 index was up 0.3 per cent to 2443.31 points. The latest gloom on the eurozone came from the Markit composite Purchasing Manager's Index (PMI) for August, which posted a

seventh month of contraction. The index fell to 46.3, down from an initial estimate of 46.6 and below July's 46.5. "The final August PMI came in only slightly below its earlier flash estimate, leaving the eurozone economy on course to fall back into technical recession in the third quarter," said Rob Dobson, senior economist at data compiler Markit. Retail sales in the eurozone also ended a two-month run of gains in July when volumes fell 0.2 per cent as shoppers in the 17-nation currency area held back spending on food, drink and increasingly expensive fuel. A Reuters poll published last month predicted the bloc would contract 0.2 per cent in the three months to September, but Dobson said the latest PMI suggests the downturn could be far worse, with a contraction of 0.5-0.6 per cent.

Public servants should pay the same health costs as everyone else THE HEALTH ministry has announced its plans for higher charges at the state hospitals. The increases are small and would only increase hospital revenue by €13 million every year, a negligible amount given the cost of running the hospitals. But as the government pointed out, the objective was not to increase revenue but to rationalise the income criteria for care and to discourage unjustified use of the Accidents and Emergency departments. People will now have to pay a flat €10 fee when they go to a hospital A&E department, an attempt to stop people going there for minor health problems that did not require urgent care. Whether the fee would discourage abuse of system remains to be seen, as the €10 charge is still quite small. There would also be charges for prescriptions and lab tests that are so low – 50 cents – they seem pointless. These charges should have been at least double as they would not even cover the paperwork that has to be undertaken when money is paid. Perhaps the idea is to increase the charges at a later stage, once people had become accustomed to paying for prescriptions and lab tests. The big question is whether the political parties will agree to the higher charges when the government proposal is submitted to the House for approval. There is a strong possibility the parties would argue that at a time of high unemployment and falling living standards, hospital charges should remain unchanged and they would have a point. On the other hand, charges are extremely low and had not been increased for seven years. We would hope that when the proposal is discussed the issue of the free healthcare granted to our society’s highest paid workers – public employees – would be raised. It is grossly unfair for the family of a public employee to pay the lowest rates for seeing a hospital doctor, while someone on half the income would have to pay €20. And let nobody argue that this was a workers’ conquest that could not be touched. This benefit was offered to civil servants, teachers and policemen, back in the days when their earnings were lower than those of private sector workers. Now that their wages and pensions are significantly higher than other workers the benefit is totally unjustified. If the government seriously wants to rationalise the system it should not exempt public employees from being treated like everyone else. We hope this socially unjust arrangement will be challenged by deputies when the legislature discusses the health ministry’s proposal.

Chastised Israel seeks way forward with US over Iran S TUNNED BY a rebuke from the United States’ top general, Israel is preparing a climbdown strategy in its war of words over Iran’s nuclear programme, aware that its room for manoeuvre is shrinking rapidly. Anxious to prevent any flare-up in the Middle East ahead of November elections, there is also a good chance that US President Barack Obama will provide Israel with enough cover to avoid a loss of face, analysts say. A burst of bellicose rhetoric over the last month led Western allies to fear that Israel was poised to launch a unilateral strike against Iran in an effort to hobble the Islamic Republic’s contested nuclear facilities. Convinced Iran is seeking the atomic bomb, Israeli leaders have warned of a possible Holocaust if Tehran is not stopped; but the sabre-rattling clearly riled Washington, while failing to rally domestic public opinion behind a perilous war. In a move that dismayed Israeli ministers, US Chairman of the Joint Chiefs of Staff, General Martin Dempsey, told reporters in Britain last week that the United States did not want to be “complicit” in an Israeli attack on Iran. He also warned that go-it-alone military action risked unraveling an international coalition that has applied progressively stiff sanctions on Iran, which insists that its ambitious nuclear project is purely peaceful. Dempsey’s stark comments made clear to the world that Israeli Prime Minister Benjamin Netanyahu was isolated and that if he opted for war, he would jeopardise all-important ties with the Jewish state’s closest ally. “Israeli leaders cannot do anything in the face of a very explicit ‘no’ from the US president. So they are exploring what space they have left to operate,” said Giora Eiland, who served as national security adviser from 2003 to 2006. “Dempsey’s announcement changed something. Before, Netanyahu said the United States might not like (an attack), but they will accept it the day after. However, such a public, bold statement meant the situation had to be reassessed.” Pointing to a possible way out, Netanyahu has since said that more explicit international warnings could prevent war, in-

dicating he wanted the United States to provide Tehran with unambiguous options to halt its nuclear activity or face war. “The greater the resolve and the clearer the red line, the less likely we’ll have conflict,” he said on Monday. Positions are likely to be clarified at an expected meeting late this month between US President Barack Obama and Netanyahu when the Israeli leader addresses the UN General Assembly in New York. “That will be a crucial encounter. They will have to reach an understanding there. At the end of the day, you do reach an understanding, always,” said Eiland, who had numerous dealings with Washington during his time as national security adviser. There are already signs that Obama is prepared to raise the pressure on Iran. On Monday, his Democratic Party released its election platform, saying the window for diplomacy would not remain open “indefinitely” and explicitly raised the threat of “military force” if Iran did not “live up to its obligations”. The programme appeared to be more toughly worded than public declarations from Obama, but it is not politically binding. An official within the prime minister’s office said Israel wanted to hear cast iron commitments from Obama’s own mouth. “We want to hear a concrete declaration from the president, not vague promises that he will guarantee Israeli security,” the official said, declining to be named. The official noted the tough stance the Americans took in 2011, warning they would not tolerate any move by Iran to carry through with a threat to close the Strait of Hormuz, and hoped to see similar clarity applied to the nuclear programme. Netanyahu met the heads of Israel’s intelligence community on Tuesday for an annual briefing to the security cabinet, where they were expected to present their latest assessments on Iran and the situation in southern Lebanon, amongst other things. Israel’s vice prime minister, Moshe Yaalon, issued his own bleak warning to Hezbollah to stay out of any possible conflict. Talking to 100fm radio on Friday, he said Hezbollah had some 60,000 missiles and rockets, but that Israel had a much bigger arsenal. “Therefore, they need to understand that if they fire rockets and missiles, Hezbollah will pay a heavy price and the state of Lebanon will pay a heavy price until they stop.” Behind all the bluff and bombast, there is no question that

the military in Israel is reviewing all its plans in case of conflict. Three officials told Reuters preparations for a possible, imminent, unilateral strike on Iran were “serious”. Civilians are also being readied for possible bloodshed, with the military issuing a booklet last week on how to deal with possible emergency, and lines forming at distribution centres across the country for free gas masks. Despite all the obvious activity, it is hard to shake off a sense of scepticism. Although Israel is believed to have the region’s only nuclear arsenal, it lacks the sort of conventional firepower pundits believe is necessary to put a serious dent in Iran’s farflung, well-defended atomic installations. “All this talk of war is bullshit. ECDL backs Europe digital participation UNDP support for Potamia community project THE unique village of Potamia, one of the last mixed villages on the island, successfully hosted a largescale community consultation on August 26. Current and past residents of the village came together to mutually decide the contours of a new museum, which will capture their cultural investments, in an open, inclusive and participatory manner. The UNDP-ACT-supported Future Together project is assisting the Potamia community in this process, by facilitating a series of community-led discussions about the structure, management and content of the future museum.

POTAMIA MEDIA The Future Together Project will also help capture the Potamia experience of inclusive decisionmaking in a series of short films and blogs. The August 26 event was very inspirational for all of the participants and they expressed their excitement and motivation to contribute in various ways to the development of the museum. “We see Potamia as a model for the whole of Cyprus, two communities living together in peace and making decisions that affect their lives together” said a young Turkish Cypriot whose grandparents hail from Potamia. Mr. Panikos Yiatrou, the Greek Cypriot President of the Potamia Community Council, referring to the library/museum project stated “now with this opportunity, it is our chance to build a museum for our village in the way that we desire. But for this to happen, we all need to contribute”. As stated during the event by the Programme Manager of UNDP-ACT, Christopher Louise: “Participatory Development is globally a widespread tool for empowering local communities to take ownership of the decisions that affect their daily lives”. It is hoped that the Potamia example will inspire other communities to develop their own inclusive decision-making processes, which will also provide the conditions for a more inclusive reconciliation process on the island.

This Weekend Theatre Myth revisited Within the framework of the Cultural Festival of the University of Cyprus, the Greek stage director, Yannis Iordanidis, is going to present The Homecoming, a theatrical adaptation based on poems by Yannis Ritsos this Saturday. Over the course of his 30 year career, Iordanidis has staged more than 90 productions in Greece, France, Germany, Cyprus and he has participated in International Theatre Festivals. He has directed plays by the most important playwrights of classic and contemporary dramaturgy for both national and private theatres. Hadjis has been mesmerising local audiences with his expressive gruff vocals and gifted guitar playing for some 40 years now. One of the few gypsy performers to show pride in his background,

The famous myth of antiquity affords the poet the opportunity to weave his own story, universal and global, through texts that hold particular sensitivity. Using a tone which is on the one hand tragic and on the other everyday and intimate, he rebuilds the myth of Atreus linking the worlds of yesterday and today. The world premiere of the play, which was held in 1984 in Paris, was awarded a Gold Medal for Stage Direction by the International Academy of Paris (Lutèce) and received excellent reviews from the French press. Nearly three decades later, Iordanidis revisits the play and enriches it with new ideas and a fresh director’s outlook. Tiny Singapore risks ec gloom without big baby H

ISTORY suggests Singapore will enjoy a welcome baby boom in this Year of the Dragon, the most auspicious for births in the Chinese zodiac. But after 25 years of statesponsored matchmaking and fertility-boosting campaigns, the government’s attempts to arrest a sliding birth rate are falling flat, with potentially profound consequences for the wealthy Asian citystate. The calls to conception are now urgent and constant to citizens whose fertility ranks last among 222 nations in the US Central Intelligence Agency’s World Factbook. Faced with dismal statistics like that, the government has begun a review of population and immigration policy and says it plans new measures to encourage births by the time it publishes the results of its consultation early next year. The message to have more babies is all the more pressing as resentment builds over an influx of foreigners who now make up more than a third of the population of 5.2 million, a factor that is eroding support for the longruling People’s Action Party. “We have a problem. The long-term trend is down but we cannot give up,” Prime Minister Lee Hsien Loong said in a speech about the nation’s future. “We need to create the right environment, the right social environment, the right ethos so that Singaporeans want to settle down

ery care and soaring prices. “Work/life balance is what everybody’s after,” said Evonne, a marketing professional in her 30s, adding she and her husband plan to have one child. “If you don’t want kids, no matter what the government throws at you, I don’t think you really care.” The 2010 census showed Singaporeans are marrying later than a decade earlier. In the age group 30-34, a key time for career, 43 per cent of men and 31 per cent of women were not married. For women in their 40s who were or had been married, those with only one child rose to 19 per cent from 15 per cent. The issue is acute for the ethnic Chinese who make up 74 per cent of Singapore’s citizens and permanent residents, a majority that has ebbed from nearly 78 per cent in 1990. Statistics show ethnic Chinese are having fewer babies than the Malay and Indian communities and are more likely to be single. Officials have sought to balance the call for more children with a message that the country must remain open to

From Prada to Nada (Novacinema1, 22.00) A book could be written - albeit not a very interesting book - on the behaviour of Cyprus cinemas during the dog-days of summer. This year the multiplex essentially went on go-slow, releasing only one film a week but making sure they were big titles; last year they did the opposite, keeping the volume steady but going for obscure, lowerprofile movies. I assume it didn’t work very well (hence the change of policy) - and it’s no surprise, when they were showing stuff like From Prada to Nada, smuggled into cinemas in mid-August with the secret hope that no-one would actually watch it. “From Jane Austen’s Sense and Sensibility,” read the opening credits of this fluffy, teen-friendly chick-flick, causing an audible thud at Winchester Cathedral as Miss Austen’s body turns in its grave. ‘A long way from Jane Austen’s Sense and Sensibility’ might’ve been a more honest credit - though the film, like the novel, does indeed feature two sisters, one of whom is sensible (reads books) while the other is more flighty (likes to shop). Camilla Belle is Nora, the sensible sister; Alexa Vega (once of Spy Kids) is Mary, the spoiled-brat sister who defines herself thus: “My iPod is full, I don’t wake up before 10, and no habla espanol!”. The girls are Latinas but they live the good life

in Beverly Hills, so disconnected from their Mexican roots that they don’t even speak Spanish. All that changes when beloved Daddy keels over (Mum has already gone), revealing a long-lost half-brother and a precarious financial situation. In a word, Daddy’s bankrupt, meaning Nora and Mary have no inheritance, the half-brother and his bitchy wife get the house, and the girls have to move from Beverly Hills to the wilds of East L.A. “No more shopping! No high-protein diet!” The rest is predictable: the girls soon adapt to their new environment (there’s not much to adapt to, except chicken soup for dinner and illegal immigrants sewing clothes in the living-room), meet lots of nice Mexican people and drop their snooty Beverly Hills airs. This isn’t quite what Jane Austen had in mind - for a start, Sense and Sensibility had a feminist slant, its heroines forbidden to inherit because they were women - and the same might be said of Adriana Barazza (she plays the auntie) who probably didn’t foresee herself reading lines like “Not everything that stinks is caca” when she won an Oscar nomination for Babel a few years ago. Don’t get me wrong; it’s quite watchable. If you missed it at the cinema, however ... well, you were probably right. Made in 2011.

Seven Minutes in Heaven (LTV3, 20.00) “There are two girls in my life,” explains 15-year-old Jeff (Byron Thames) in the trailer for this 80s teen movie. “One is the girl I like - and the other is the girl I live with!”. The girl he likes is played by Maddie Corman (who?), but the girl he lives with is played by future Oscar winner Jennifer Connelly, already a beauty at 14 though Jeff and she are ‘just friends’, our boy having run away from home after trouble with his stepdad. John Hughes was the king of 80s teen movies, which may be why this one (not written or directed by Mr. Hughes) is so unknown - but it’s actually lovely, if perhaps a bit too sweet, full of nice moments like Jen calling her friends in the middle of a date to ask for advice, convinced she must be doing something wrong. Maddie is kooky, Jennifer a poised young lady, Byron is perhaps a little smug (the fi lm might’ve worked better with a more expressive male lead) - then again the fi lm was directed by a woman, so maybe she just bonded more readily with the girls. Good fun, with a dash of nostalgia. Made in 1985.

New York Stories (LTV, 21.00) Picked before, but here it is again in a prime slot - and Woody Allen fans can do a double-bill tonight, going from Midnight in Paris (LTV, 18.15) to Woody’s New York story, ‘Oedipus Wrecks’. Admittedly they have to wade through two other stories fi rst - though Martin Scorsese’s ‘Life Lessons’ is a pleasure to watch (or rewatch), with middle-aged painter Nick Nolte obsessing over young assistant Rosanna Arquette as ‘Whiter Shade of Pale’ wails on the soundtrack. Alas, the same can’t be said of Francis Coppola’s tedious middle story, ‘Life Without Zoe’, the main reason why this fi lm was seen as a failure - but then Woody comes along with his comic tale of the ultimate Jewish mother, and all is right in the world. Or at least New York. Made in 1989.

Pumpkin (Capital TV, 21.00) Quick mention for this little-known comedy-drama, mainly because (a) we love Capital TV and its diet of wall-to-wall cheese, and (b) we like to watch Christina Ricci fi lms, if only to wonder how such a distinctive child actress became so (relatively) bland as a grown-up. This sounds horribly bland, a heartwarming tale of a perky popular college girl (Ricci) coaching a ‘mentally challenged’ athlete named (yes!) Pumpkin; she only does it for charity - but soon fi nds herself drawn to Pumpkin’s “gentle humanity”, falling in love and becoming an outcast among her shallow friends. A good fi lm to watch during the Paralympics, if nothing else. Made in 2002.

UNITED States captain Davis Love III believes he has the right mix of youth and experience to forge a powerful team for this month’s Ryder Cup. Love has finalised his line-up for the clash against Europe at Medinah, Chicago, by naming Jim Furyk, Steve Stricker, Brandt Snedeker and Dustin Johnson as his wildcard picks. They join eight automatic qualifiers in Tiger Woods, Bubba Watson, Jason Dufner, Keegan Bradley, Webb Simpson, Zach Johnson, Matt Kuchar and Phil Mickelson. Aussie Olympian spared jail for indecent exposure AUSTRALIA’S twice Olympic silver medallist cyclist Gary Neiwand was spared a return to prison yesterday despite being found guilty of indecently exposing himself to two women in Melbourne last year. The 46-year-old has suffered from depression, drink and weight problems since failing to win a gold medal at the 2000 Olympic Games in Sydney and spent nine months in prison in 2006 for offences. In handing him a four-month sentence suspended for two years yesterday, deputy chief magistrate Jelena Popovic said Neiwand had to continue treatment for his problems.

PAUL di Resta will hope to avoid being a sitting duck again this weekend after finding himself in the firing line at Spa. Di Resta’s Force India suffered a KERS failure 40 minutes prior to the start of the Belgian Grand Prix on Sunday, on a track where every ounce of power is paramount. The loss of such a device proved even more critical when the 26-yearold found himself elevated to fourth after a first corner smash that wiped out four leading cars. With no way to defend himself Di Resta was picked off at will, but still managed to finish 10th to end a run of three races without scoring a point. Team-mate Nico Hulkenberg, though, highlighted what was possible by claiming fourth, his best result this season, and so for the first time this year Di Resta trails the German in the drivers’ standings. “We were fortunate to be in the

position we were at the first corner given what happened,” said Di Resta, speaking to Press Association Sport. “Nico obviously capitalised on that because the performance was reasonable from the car, and there were a lot of quick guys out (of the race).

‘VULNERABLE’ “But I was too vulnerable when there were cars about me, whether I was defending or trying to attack. I was a sitting duck. “At one point I was two and a half seconds quicker than (Nico) Rosberg, but I couldn’t pass him, and then I had other cars behind me. “As soon as he pitted those other cars blew by me along the straight.” It was a case of sod’s law for Di Resta that the one circuit he ideally needed KERS, he was forced to struggle without it.

“The one point was better than nothing, but I was giving away seven tenths of a second per lap,” added Di Resta. “The one track where you need KERS, and the one opportunity when you are lying fourth on the first lap of the race, and it didn’t happen. “If it had happened on another track like Monaco then it wouldn’t have been such an issue, but Spa is a track where it counts.” Di Resta will now aim to put his recent worrying run behind him in this weekend’s Italian Grand Prix at Monza, another power track where KERS is vital. Di Resta said: “I’m looking forward to it. At the end of the day we qualified well at Spa, and we have to use that. “I’m not sure much will change, unless something happens on the Friday which is unforeseen, but we’ll go in there with points as the target.”

MA Qing Hua will make history on Friday by becoming the first Chinese driver to take part in a Formula One weekend. Hua will replace Narain Karthikeyan at HRT for the first practice session of the Italian Grand Prix at Monza. The 24-year-old has undergone intensive preparation this year in readiness for his debut, which included the Young Driver Test at Silverstone in July where he completed enough kilometres to obtain the necessary FIA super licence. Hua said: “This is a very important step towards my dream of becoming a Formula One driver. “The objective of the session is to continue advancing with my programme, rack up more miles and experience at the wheel of an F1 car and help the team with whatever they need. “I’m excited, but also calm about it because I’ve been training hard in the past months to be prepared when the opportunity presented itself. “But it will be the first time a Chinese driver takes part in a grand prix and that, for Chinese motorsport, is another huge stride and a fantastic opportunity.” Team principal Luis Perez-Sala has no doubts Hua can move on to the next level in his development as he said: “He’s fulfilled our expectations without making any mistakes. “He has proven himself as a quick and safe driver with a great capability to adapt, besides also possessing a very positive and professional attitude. “Without a doubt, this is a very important step which comes with great responsibility, but we consider he’s prepared to take it on”.

DAVID Weir kept the Olympic Stadium crowd believing a golden quadruple could be on the cards with another imperious ride yesterday morning. The wheelchair racer, back on the track less than 13 hours after winning his second title of London 2012, cruised into the final of the T54 800 metres. The 33-year-old, already the 5,000m and 1500m champion, was content to sit behind Swiss rival Marcel Hug for the first lap, but, when Australia’s Kurt Fearnley also came up to challenge, moved into the lead with 350m to go and then hit the turbo charge to roar away from the field. The Londoner had plenty of time to ease down before he crossed in the line in one minute 37.09 seconds, more than a second clear of Hug. Weir told Channel 4: “I had to keep remembering that there are two slots (to qualify) not three. “I was a bit tired this morning but I got through. Indonesian badminton players banned four months for Olympic match-fixing THE two Indonesian players involved in badminton’s Olympic match-fixing scandal have been banned for four months by their national association. Women’s doubles duo Greysia Polii and Meiliana Jauhari were one of four pairs disqualified at London 2012 for attempting to lose a match to secure a more favourable quarter-final draw.

The World Badminton Federation did not extend punishment beyond the Games but the Badminton Association of Indonesia (PBSI) have taken their own action. Coach Paulus Firman has also been hit with the same sanction, which will be backdated to the incident in August.

Sydney confirm signing of Del Piero SYDNEY FC have today confirmed the most high-profile signing in their history by announcing the capture of Alessandro Del Piero. The move had been mooted for most of the summer, but appeared to have come under some threat owing to reported interest from Premier League sides Liverpool and Southampton. US, Mexico qualifiers to pose tough challenges THE United States and Mexico face the toughest tests yet of their World Cup credentials with home-and-away qualifiers against Jamaica and Costa Rica respectively starting tomorrow. Juergen Klinsmann’s US team share the lead in CONCACAF qualifying group A with Jamaica and head to Kingston after picking up four points from their opening two games. After being surprisingly held to a 1-1 draw in Guatemala, the US gained a much-needed 3-1 victory at home to Antigua and Barbuda in June. With the top two teams from each of the three groups making it to the fourth round of qualifying, starting in February, the U.S. and Jamaica should be confident of progressing. But they are eager to get a psychological edge for what should be a fiercely contested battle for three places at the 2014 finals in Brazil from North and Central America and the Caribbean. “It’s huge, it’s a six-point opportunity but it’s going to be difficult though, the guys know that,” said Klinsmann, whose team were boosted by a friendly win against Mexico at the Azteca Stadium last month. The US, whose four previous qualifiers in Jamaica have ended in draws, will be without injured record goalscorer Landon Donovan and AS Roma midfielder Michael Bradley. But Klinsmann could feature forward Clint Dempsey who has just moved from Fulham to Tottenham Hotspur, either in Kingston or in the return game in Columbus, Ohio on Tuesday. Sport Long-term Bertrand agreement confirmed CHELSEA confirmed yesterday that Ryan Bertrand has signed a new five-year contract. Full-back Bertrand was only a year into a four-year deal agreed last summer but has been rewarded for his remarkable progress in recent months. The 23-year-old became the first man ever to make his Champions League debut in the final itself in May and made his England debut in last month’s friendly win over Italy. He has also started two of Chelsea’s three Barclays Premier League games this season. Prior to Roberto Di Matteo’s appointment as manager in March, he barely figured for his parent club since making a controversial move from Gillingham seven years ago. Ashley Cole’s arrival as Chelsea’s undisputed first-choice left-back saw Bertrand spend much of his early Stamford Bridge career out on loan. He did not make his debut until April last year and there had been speculation he may be forced to leave in search of regular firstteam football. But he is now very much seen as the heir apparent to Cole, whose own contract expires next summer. He could also succeed Cole in the England set-up but will probably play second fiddle to Leighton Baines in Friday’s opening World Cup qualifier in Moldova - Cole has been ruled out of that match through injury. Former England Under-21 star Bertrand’s elevation to the senior squad by manager Roy Hodgson is a reward both for his Chelsea displays and those for Great Britain at the Olympics.

QPR will attempt to loan out Luke Young, DJ Campbell and Radek Cerny until at least the January transfer window, Press Association Sport understands. The trio were all omitted from Mark Hughes’ squad for the first half of the Barclays Premier League season on Tuesday and are expected to be made available to clubs outside the top flight when the emergency loan transfer window opens next week. Balotelli could miss Stoke clash West Ham left counting cost of Carroll debut STRIKER Mario Balotelli could miss Manchester City’s next match against Stoke after undergoing laser-eye surgery in Italy yesterday. The 22-year-old underwent the minor operation, a day earlier than expected so as to avoid the paparazzi, after recently suffering from conjunctivitis associated with wearing contact lenses. Balotelli’s surgeon yesterday suggested he could return “in around 10 days” meaning he would be touch-and-go to be back in time for City’s trip to the Britannia Stadium on September 15. City waited until the international break to book Balotelli in for the procedure, which has ruled him out of Italy’s World Cup qualifiers against Bulgaria and Malta.

WEST Ham were yesterday left counting the cost of Andy Carroll’s £12,195-a-minute debut against Fulham. The on-loan striker sustained a hamstring injury after 68 minutes at Upton Park on Saturday and scans have revealed that he will be ruled out for up to six weeks. West Ham last week paid a £1.5million loan fee to Liverpool and will also be paying his £80,000-a-week wages in full during his spell on the sidelines. Taking into account six weeks of his loan fee plus the wages for that time, the total cost of his debut was £829,260.

The news is a blow for manager Sam Allardyce, who worked so hard to sign the 23year-old during the transfer window, after seeing Carroll inspire West Ham to their second Premier League win of the season. West Ham have an option to sign Carroll on a permanent £17m deal next summer. He is expected to miss four Premier League games and has also withdrawn from England’s upcoming World Cup qualifiers against Moldova and Ukraine. Roy Hodgson’s side play San Marino and Poland in early October and Carroll faces a race to be fit in time for selection.

LEWIS Hamilton’s management team are denying suggestions the 27-year-old is poised to sign a deal with Mercedes. Former team principal and current BBC F1 analyst Eddie Jordan yesterday fuelled rumours by claiming that he believes “Hamilton and Mercedes have already agreed personal terms and a deal could be imminent”. Such comments, however, have been comprehensively dismissed as a McLaren spokesperson informed Press Association Sport: “We have been told by Lewis Hamilton’s management team (XIX Entertainment) the story is untrue.” In addition, a spokesperson for XIX has insisted Hamilton is more on the brink of re-signing with McLaren than moving elsewhere. The spokesperson told Press Association Sport: “As mentioned in the past by all parties, we are in advanced discussions with McLaren about a new deal. “More importantly, at the moment, Lewis is focused on Monza (this weekend’s Italian Grand Prix) and competing strongly for the championship.” Mercedes, meanwhile, are playing their cards a little closer to their chest as a spokesperson said: “Until we are in a position to confirm our full driver line-up for next season, it is inevitable there will be speculation around this topic. “We would ask for your understanding, however, that we do not comment on speculation.” Hamilton’s future has long been the subject of such speculation - he is out of contract at the end of this season. The fact no new deal has been agreed yet, despite intense periods of negotiation between XIX, Hamilton and McLaren, has only added fuel to the fire he could end his 14-year association with the Woking-based team having been initially signed

Mercedes have been mooted as a potential option, in particular as the German manufacturing giant have yet to offer any indication as to whether Michael Schumacher is to re-sign for one more year. F1 supremo Bernie Ecclestone appeared to drop a hint over the weekend ahead of the Belgian Grand Prix at Spa-Francorchamps the seven-times champion was on the brink of retiring for a second time. Asked about Schumacher, Ecclestone said: “I’m sorry he’s leaving us not being a winner, because he is a winner”, referring to the fact the 43-year-old German has not won a race on his return over the last two-and-a-half years. Schumacher, however, later countered Ecclestone’s remarks as he said: “As I told Bernie I had not made a decision.” The F1 driver market is waiting for either Schumacher or Hamilton to make a move as that would then start a chain reaction. It is no secret Mercedes are an interested party, however, one source close to Hamilton has confirmed Jordan “is way off the mark”. Press Association Sport understands all signs are pointing to Hamilton remaining with McLaren, although a number of issues are to be resolved, amongst them future image rights and sponsorship deals beyond those in-house within the Woking-based team. It is why Mercedes are not being ruled out at this stage because at the age of 27, any new deal is being viewed by XIX as the most important of Hamilton’s career. The belief is it would be a disservice to any interested parties not to discuss potential options with them. Ferrari, however, is not a prospect as a seat is almost certain to become available given the poor form of Felipe Massa this year.

MARIA Sharapova maintained her remarkable record in deciding sets to defeat Marion Bartoli and reach the US Open semi-finals for the first time since winning the title six years ago. Not since her third-round loss to Flavia Pennetta here 12 months ago has Sharapova lost a three-set match, winning 12 out of 12 this season. She was pushed to the limit by Bartoli, who had led 4-0 when rain forced the match to be postponed on Tuesday, but eventually came through 3-6 6-3 6-4 to set up a meeting with world number one Victoria Azarenka. Rain had come to Sharapova’s aid in her fourth-round match against Nadia Petrova when she had looked in trouble early in the deciding set, and the Russian certainly would not have been disappointed by Tuesday’s abrupt halt. Bartoli had completely outplayed her rival for four games but the question was whether she would be able to maintain it. The initial signs were not good for the Frenchwoman as Sharapova won the first two games on the resumption, which was again twice delayed by more heavy showers. But Bartoli held on to her advantage from there and served out the set, letting out a loud yell of ‘allez’ as Sharapova netted a forehand return. It was the first set 11th seed Bartoli had won against the Russian in five matches, although this was only their second meeting in five years. Both players were struggling on serve and, after exchanging breaks at the start of the second set, their combined tally of double faults was up to 12, seven of them to Sharapova. The Russian came under severe pressure again in the third game of the set, but saved four break points, and it was a key moment as she gradually began to take control. The third seed broke again to lead 5-3 with a forehand winner drilled down the line and levelled the match with her fifth ace. Before this season, Errani had never been beyond the third round in singles at a grand slam in 17 attempts, a feat she has now managed three times. A quarter-final at the Australian Open was followed by a brilliant run to the final of the French Open, and at the time of going to press, she

seemed likely to face Serena Williams for a place in another major final. Vinci has also been having a great season and was playing in her first singles grand slam quarter-final, but she could not match Errani and went down 6-2 6-4. The 10th seed, who has also won four titles on the WTA Tour this season, did not celebrate her win and instead exchanged a long hug with her friend at the net. The Italian pair have also had a brilliant season together, and their quarter-

final victory in women’s doubles on Tuesday ensured Errani will be the new world number one in doubles, with Vinci just behind her. They won their first grand slam title at the French Open and also reached the final in Australia.
