YPRUS’ problems are far from over, President-elect Nicos Anastasiades said last night, as he pledged to conclude a bailout agreement as soon as possible in a bid to put the island back on the path of stability and growth. Speaking to his supporters after cruising to victory in yesterday’s run-off vote, the DISY leader sought to unite Cypriots in the face of adversity. “The problems we face are neither partisan nor ideological. The challenges and the problems we face affect all of us. That is precisely why we must all focus on dealing and resolving them,” he said. The 66-year-old lawyer took 57.48 per cent of the vote, 15 points ahead of his anti-austerity AKEL-backed rival Stavros Malas. Anastasiades said there were no winners or losers in yesterday’s elections but if there must be a loser “that should be pessimism and

frustration. In this respect, the winning party should most definitely be hope and positive prospects.” Anastasiades immediately pledged to hammer out a quick deal with foreign lenders and bring Cyprus closer to Europe, in a shift from the policies of the outgoing Communist government that first sought aid from Russia before turning to the EU. “We want Europe on our side. We will be absolutely consistent and meet all our obligations. Cyprus belongs to Europe,” he told jubilant supporters waving Greek flags and blowing horns. “We will restore the credibility of Cyprus in Europe and internationally. I promise you.” President of the European Commission, Jose Manuel Barroso, assured Anastasiades that he can rely on the European Commission to assist Cyprus. In a phone call after the results became known, Barroso said he assured Anastasiades “that he can count on the continued commitment of the European Commission to assist

High number of invalid votes and abstentions Result ‘the best Malas could achieve under the circumstances’ By Elias Hazou THE HIGH abstention rate, counter-balanced by a high occurrence of invalid votes, were what shaped the result of yesterday’s presidential elections. The final tally stood at 57.48 per cent for Anastasiades, compared to 42.52 per cent for Malas. In the first vote, the respective numbers had been 45.46 per cent and 26.91 per cent. The gap between the two contenders was around 18 per cent, almost the same as recorded during the first round, when Nicos Anastasiades had secured 45.46 per cent to Stavros Malas’ 26.91 per cent. The figures suggest that in yesterday’s run-off the electorate was divided along more or less the same lines, with each of the two candidates drawing their ‘allotted share’ from the supporters of independent Giorgos Lillikas, knocked out of the race the previous Sunday.

How Anastasiades’ victory compares to previous elections NICOS Anastasiades’ 57.48 per cent victory last night gave him the highest score in a run-off election in the post-1974 era. The final tally stood at 57.48 per cent for Anastasiades, compared to 42.52 per cent for Stavros Malas. The elections for the seventh president of the Republic went to a run-off, after Anastasiades failed to secure the required 50 per cent plus one votes on February 17. On February 17 the conservative leader, endorsed by the DISY and DIKO parties, garnered 45.46 per cent, a huge lead over leftist Stavros Malas who received 26.91 per cent. Independent Giorgos Lillikas was eliminated after coming in a close third behind Malas with 24.93 per cent. In 2008, the incumbent president Tassos Papadopoulos was eliminated from a run-off, garnering 31.79 per cent or 143,249 votes. DISY’s Ioannis Kassoulides stood against AKEL’s Demetris Christofias, with a lead of 980 votes during a first round of elections. Christofias went on to beat Kassoulides, garnering the required majority by a few thousand votes. Some 53.37 per cent of those who showed up to vote, or 240,604 people, voted for Christofias compared with 46.63 per cent, 210,195, for Kassoulides.

FIRST ROUND VICTORY

12 PER CENT INCREASE Despite boasting the highest second-round result in the post1974 period, Anastasiades increased his numbers by only 12 per cent compared to the first Sunday, whereas Malas raised his by an impressive 15 per cent. Malas’ numbers grew by 57,000 compared to the first round, compared to an extra 37,000 votes for Anastasiades. Echoing other commentators, political analyst Christoforos Christoforou said the outcome was no surprise; the omens for the outgoing AKEL government did not bode well. “I think this was the best Malas could achieve under the circumstances, given the deep economic crisis and the Mari incident,” he said. Abstention works in favour of the candidate who was in the lead. But this was apparently offset by the high number of invalid votes. By mathematically extrapolating the first-round result, the second-round tally should have been 60 to 40 per cent. Instead, Anastasiades managed just over 57 per cent. The turnout yesterday stood at 81.58 per cent, slightly higher than the 83.14 per cent a week ago.

Despite boasting the highest second-round result in the post-1974 period, Nicos Anastasiades increased his numbers by only 12 per cent compared to the first round of elections last Sunday There was, however, a marked presence of invalid ballots (blank and null), which accounted for 7.36 per cent of votes cast - a significant amount. This suggests that a small portion of the electorate may have followed the advice of socialists EDEK and of Lillikas, who had instructed his voter pool not to choose any of the two remaining contenders. This was perhaps best demonstrated in Paphos - a Lillikas stronghold - where invalid ballots accounted for a whopping 10 per cent. The numbers suggest the invalid votes worked more against Anastasiades than Malas, said Christoforou. Data gleaned from exit polls indicated that Anastasiades got an extra 5 to 6 percentage points from DIKO and EDEK supporters - those who voted for Lillikas in the first round - about 2 to 3

points from the European Party, another point from the Greens, and the rest from first-time voters. About 53 per cent of new voters are estimated to have ticked Anastasiades’ name on the ballot. Antenna’s exit poll suggested that some 60 per cent of people employed in the private-sector voted for Anastasiades, meaning a significant portion (40 per cent) chose Malas despite his being backed by the outgoing leftist government. Malas in turn is estimated to have obtained an additional 5 to 6 percentage points from the socalled ‘Lillikas camp’, 4 to 5 points from EDEK, and the rest from DIKO and others. Yesterday’s exit polls fared little better than they had last time round; despite a 4 to 5 percentage margin of error, most pollsters overshot the maximum score pro-

jected for Anastasiades. CyBC’s exit poll broadcast at 6.05pm poll gave Anastasiades 57.5 to 61.5 per cent, Malas 38.5 to 42.5 per cent. And Antenna posted 58 to 62 per cent for Anastasiades, 38 to 42 per cent for Malas. An early analysis of CyBC’s exit poll gave a speculative breakdown of the source of Anastasiades’ votes: 73 per cent from DISY, 13.3 per cent from DIKO, 4.2 per cent from AKEL, another 4.2 per cent from EDEK and 5.3 per cent from other political parties and movements. Still, it seems the two election HQs knew sooner than the general public which way the wind was blowing. Earlier in the day, the Mail was told that an internal rolling poll conducted by DISY throughout the week gave their man anywhere from 58 to 62 per cent. AKEL’s own number-crunching had come up with similar results.

In 2003, Tassos Papadopoulos got the required majority from the first round, in an unexpected victory. Papadopoulos, who got 51.51 per cent majority share, beat the incumbent, twice president, Glafcos Clerides who got 38.80 per cent. In 1998, AKEL-backed George Iacovou and the incumbent, DISY’s Glafcos Clerides, were neck to neck in the first round with Iacovou harnessing 40.61 per cent and Clerides getting 40.06 per cent of the share. EDEK founder Vassos Lyssarides lagged behind with 10.59 per cent. Clerides was re-elected with a 50.82 per cent majority. The difference in votes between Iacovou and Clerides came to 6,657. Clerides won the 1993 elections despite a strong lead by AKEL-backed George Vassiliou, who was running for re-election and was the first round’s clear winner with 44.15 per cent compared with Clerides’ 33.74 per cent. Clerides beat Vassiliou by a mere 2,176 votes and was elected president on a 50.31 per cent majority. In the elections of 1988, the roles were reversed with Vassiliou beating Clerides in the run-off with a 51.63 per cent majority share. The incumbent, DIKO founder Spyros Kyprianou, was eliminated in the first round. Kyprianou took over as acting president in 1977, when the president, Archbishop Makarios III, died and was later unanimously elected to serve Makarios’ remaining term. Kyprianou was the only candidate in 1978, so was named president without a voting process, and then garnered 56.54 per cent majority in 1983, easily beating Clerides who got 33.93 per cent. Makarios headed Cyprus’ transition from British colony to a Republic in 1959 and went on to head the republic until his death on August 3, 1977.

Pledge to move swiftly on bailout (Continued from front page) Cyprus to overcome the challenges it faced.” The president of the European People’s Party (EPP), Wilfried Martens said the people of Cyprus “have sent a strong message to Europe by putting their trust into a person that has the leadership qualities and the credibility to bring the country out of the current economic crisis. Cyprus now has a reliable president that inspires confidence in Europe.” The president-elect pledged to usher in a new era in Cyprus but warned that the island’s troubles were not over. “The elections are over. The problems, however, are far from over and so are the difficulties faced by the people and the country alike,” the president-elect said. “The biggest challenge at this moment is for our economy to be set on the path of stabilisation and growth.”

The decisive outcome showed a clear mandate from Cypriots for an aggressive, pro-bailout approach to resolving the nation’s financial quagmire, despite growing despondency over austerity measures that will have to accompany any such rescue. “We intend to discuss and cooperate in a reliable manner with our European partners so as to achieve the earliest possible completion of the MoU agreement in a manner that safeguards vulnerable groups, social cohesion and peaceful labour relations,” he said. Among his priorities, he said, was the restoration of public confidence in politicians through radical institutional changes, modernisation of the state and restoration of meritocracy. “We will implement an ambitious programme of structural changes and reforms both in the state and in our economy,” the president-elect said.

Known for his no-nonsense style and hot temper, Anastasiades chided his supporters when they voiced disapproval of his opponents - Malas and third-place Giorgos Lillikas - and when, during his speech, he made an appeal to Turkish Cypriots. He told the crowd that they should realise that the country would be partitioned if there was no cooperation with the Turkish Cypriots. “I appeal to our Turkish Cypriot compatriots, and send a message of peace, friendship and sincere intention to seek a solution that will lead to a modern and European homeland that will respect the human rights of all its citizens and create the potential for progress, prosperity and the wellbeing of all citizens of the Republic of Cyprus,” Anastasiades said. Anastasiades, who counts fellow conservative German Chancellor Angela Merkel among

his contacts, has stressed his pro-European credentials stand him in better stead to seal a deal than the outgoing president, who is the EU’s last Communist leader. In a clear shift with the policies of his predecessor, Anastasiades said one of his first tasks would be to apply for Cypriot membership of the NATO-affiliated Partnership for Peace. The Communist government had strongly objected to any NATO links, holding it responsible for what it says was a conspiracy to split the island in 1974. “We need a government with weight that can talk to (EU) partners, that is cooperative, that can be heard and do what it pledges to do,” the 2010 Nobel laureate for Economics Christopher Pissarides told Reuters. “We hadn’t been doing this until now. The most important thing is to signal our willingness to cooperate (with the EU).”

AKEL: it’s not really a defeat By Stefanos Evripidou THE MOOD may have been sombre at the Stavros Malas campaign headquarters last night but just a few streets away, the AKEL top brass were quietly tickled that the outgoing ruling party survived the global and national economic downturn relatively unscathed. Once the first exit polls showed Nicos Anastasiades as the clear winner, the atmosphere among volunteers and supporters at the Malas headquarters became rather bleak. As the news trickled out that Anastasiades had cemented victory in the second round, one cigarette-smoking, whiskey-drinking supporter railed against TV networks for their biased reporting. Pointing to one DIKO representative on a TV panel discussion, the same disillusioned supporter asked: “Is this man fit to be a cabinet minister?” Another, monitoring the Interior Ministry website for a breakdown of Malas voters in each town and village, cursed Paphos for its failure to rally around their candidate. By 7pm, you could count the number of people in and around the Malas headquarters on a small abacus. The lingering silence was broken by the sound of blaring car horns from Makarios Avenue, screaming of Anastasiades’ victory through the office windows. Watching television footage of DIKO voters celebrating, one campaign official said: “Five years ago we were celebrating together. Now they’re celebrating again but this time on the

Party remains ‘strong’ and is relieved it avoided implosion of Greece’s PASOK other side.” Lido Yiasemaki, who fought against the junta in 1974, said she was deeply disappointed by Anastasiades’ election. “We have experienced so much suffering in this country for which certain people are responsible, and now, we reward those people,” said Yiasemaki, who is also Malas’ aunt. The campaign team may have been disappointed but by all accounts, Malas, the political newcomer, did well.

NEWCOMER A geneticist before his brief stint as health minister under Demetris Christofias, Malas got 42.52 per cent of the vote counting for 175,267 votes. That’s 56,512 more than in the first round, with only AKEL endorsing his candidacy. A little after 7pm, Malas came out to make a statement flanked by his wife and four children on the one side, and top AKEL and government officials on the other, including Nicos Katsourides, Kikis Kazamias, Stefanos Stefanou, Sophoclis Aletraris and Efthymios Flourentzou. Malas congratulated Anastasiades for his victory and described the election result as

“extremely honourable under the circumstances”, considering that only one party supported his candidacy. “We gave a good fight in harsh and unfair conditions, in a climate anything other than friendly,” he said. Asked what his next steps would be, he said: “Let’s leave that for a future discussion.” As for his plans for the rest of the night, he replied, somewhat exasperated, “I’m going to rest with my family”. A stone’s throw from the Malas campaign offices is the AKEL headquarters where Malas and his team made their way to pay their respects to AKEL leader Andros Kyprianou. A few dozen people waited outside. Speaking to reporters, Kyprianou said: “The election result makes AKEL a strong opposition.” He noted that under “very difficult conditions”, including a global and Cypriot economic crisis, the Mari blast and unrelenting criticism against Christofias and the AKEL government, they achieved “a very positive” result. AKEL returns as opposition “with high numbers, powerful, upright with our heads held high and ready to play our part in order to serve the interests of Cyprus and the Cypriot

people”. He hinted that AKEL’s relationship with Malas would continue though this would have to be discussed with the losing candidate at a later date. AKEL sources echoed Kyprianou’s statement that the result was really a victory. Given that defeat was considered a given; the question was by how much. Considering Greece’s socialist party PASOK imploded after ruling during the economic crisis, as did other European parties recently, AKEL feels that it came out relatively unscathed.

NEGATIVE LEGACY A few months back, when Malas first announced his candidacy, the left-wing party would have been happy to get even a third of the vote. Now, with 43 per cent, the party leadership feels it fought off the negative legacy of the Christofias government while attracting votes from the political centre, though the divisive nature of Anastasiades’ candidacy may have also helped. It remains to be seen whether AKEL can keep the high numbers in opposition and how Christofias decides to act when he leaves the presidential palace. With defeat anticipated, however, the question does arise, why did Malas choose to go through this ordeal? Was he fulfilling a debt, carrying out a moral obligation or building for the future?

‘I will be Nicos not president’ President-elect Anastasiades swamped at celebrations held across the capital THOUSANDS of jubilant supporters yesterday celebrated the victory of DISY chief Nicos Anastasiades in the presidential elections’ run-off against AKELbacked Stavros Malas. Supporters of the 66-yearold leader gathered before the official results were announced outside both DISY and the campaign headquarters. “After five years of an AKEL government we needed a change, and it should have come last week,” Andreas, a 30-year-old car mechanic said outside Anastasiades’ campaign headquarters. A 16-year-old who was there to celebrate although he was too young to vote said that Anastasiades was “the best”. At DISY offices, supporters gathered with vuvuzelas, waving many Greek flags and a few Cypriot flags, this time confident in Anastasiades’ victory before all votes were counted. Last Sunday, supporters were caught out as, encouraged by unreliable exit polls, they were tempted to celebrate prematurely. But this time round, one sentiment prevailed: justified jubilation. Families showed up to celebrate, children were given flags to wave and a few parents were snapping happy photos or having their little ones pose - all smiles - for the camera. When Anastasiades showed up, crowds moved in to take a look or shake a hand. A metre away or so, all that could be seen of the president-elect was his hand held up high, waving. “I ran to shake his hand but he was too fast for me, he escaped upstairs,” an excited supporter said. A 39-year-old accountant, who had also showed up last Sunday to mark her support, said she expected

Anastasiades to win. She voted for Anastasiades “because he is the only one who under the present circumstances convinces (of his ability),” she said. There were more celebrations at DIKO headquarters where DIKO head Marios Garoyian congratulated supporters for a victory that was to a large extent theirs, he said referring to DIKO’s support of Anastasiades’ candidacy. Anastasiades later showed up at DIKO headquarters, kissing and hugging Garoyian, both of them struggling to get through masses of supporters to reach the podium. Anastasiades told the crowds he will be “Nicos” to the people, not “the President”. The DISY chief – already running behind schedule – then rushed to get back to his campaign offices. There, his car moved at a snail’s pace because of the crowd. Eventually, Anastasiades grabbed a megaphone and hanging out of his car thanked DISY and DIKO supporters.

RESPONSIBILITY At 9.50pm, 50 minutes behind schedule, Anastasiades addressed foreign and local media at the Hilton Park hotel. His statement was sent ahead to the media in Turkish, English and Greek. “Today the people of Cyprus granted us the mandate to govern the country for the next five years. I accept this popular mandate and undertake the responsibility it entails,” Anastasiades said at the Hilton Park. Meanwhile, thousands were waiting at the Eleftheria stadium where Anastasiades was to be officially pronounced the victor. Exit pollsters kept mum after earlier fiasco By George Christou THERE had to be one last row before the president was elected and the parties put the election campaign behind them. It was sparked by a statement made by Nicos Anastasiades after he had voted in Limassol yesterday morning. His statement was picked up by the AKEL general secretary Andros Kyprianou, who felt it was a blatant violation of the election law which stipulated that campaigning had to end at midnight on Friday. Attempts at influencing the voters, through statements or advertising, after Friday midnight was a violation of the law. Kyprianou said he had reported Anastasiades to the Chief Returning Officer, because he “had directed

a clear and obvious plea to people to vote for his candidacy which is not allowed by the law.” President Christofias was also saddened when he heard, “first thing in the morning, the law being violated by statements which show anything but respect to the citizen and the Republic.” It is a bizarre law that prevents a candidate to back his own candidacy on the day of the elections. It is not as if people would consider his comments objective and unbiased. And the truth is that when a candidate stands in front of dozens of TV cameras, outside the polling station after voting, even without saying anything he is inviting people to vote for him and therefore ‘illegally campaigning’.

KYPRIANOU said he was “genuinely saddened because there was a violation of the law which stipulates how politicians should conduct themselves when voting.” Informed about the complaint, Anastasiades, cheekily said: “I am certain Mr Kyprianou did not read today’s Haravghi, otherwise his first complaint would have been against the (Akel) party publication, which clearly positioned itself in favour of Mr Malas.” Haravghi’s front page banner headline urged readers to give a “Cross to Stavros”, a blatant case of election-day campaigning, even though it could have been argued that this would not have influenced its readers as they would have voted for Malas anyway. The DISY candidate’s dig prompted a written statement from the AKEL leader who was surprised that Anastasiades thought he was justified to break the law because Haravghi had done so. “If Haravghi and any other news medium has broken the law then the appropriate procedure must be followed,” he said. “But it is not acceptable for a presidential candidate, seeking the vote of the people, to use publications as a pretext to break the law,” concluded Kyprianou adding: “All we who represent institutions must set the good example and act accordingly.” BUT WHAT had Anastasiades said? “There are two choices: one is to extend and continue today’s administration and the impasses we are facing. The other is the choice of a new era. “I want to believe that all citizens would go to the polling booths and consciously choose the fate of our country - either to go forward or stay in the past.” It was not as blatant as the Haravghi headline but it was still campaigning. Then again what is a candidate supposed to say when he is faced by the cameras and journalists asking questions? Candidates used all the clichés about elections being ‘a celebration of democracy’,

‘today the people will speak’, ‘the sacred right to vote’ and ‘total respect for the result’ last Sunday. IN THE END it was a case of much ado about nothing. The Chief Returning Officer Andreas Assiotis, after consulting the state legal services to which he had sent a transcript of the allegedly illegal statement, said it did not violate any of the provisions of the legislation. He said the matter of election-day statements had been discussed with the legal services and “special authorisation” had been given to the two candidates to make statements. “The action of the candidates to make statements during election-day is legally permissible on the basis of the special authorisation granted by the Returning Officer in accordance with the relevant legislation,” said Assiotis. Had Christofias and Kyprianou misinterpreted the election law or was the Returning Officer fudging the issue in order to stay on the good side of the man who would be president? THE HOT favourite to win was obvious when each candidate arrived at their respective polling stations. Anastasiades, accompanied by his wife, daughters, sonsin-law and three grand-

children, was mobbed by supporters waiting for him, cameramen and reporters complaining that they could not get access to him. And when he came out to make the allegedly illegal statement, there was a danger that he would be pushed to the floor by the hundreds of supporters who insisted on standing behind pushing everyone forward. A rather annoyed Anastasiades turned back and gave his supporters an exasperated look but stopped himself from saying anything. There was no stampede and he eventually composed himself to utter the few words that angered Christofias and Kyprianou. PEOPLE flock to the winner which perhaps explained why Malas’ arrival at the polling station in Archangelos was a rather low-key affair. Hardly anyone showed up to greet Malas as he arrived with his wife, his AKEL minder Nicos Katsourides and his communications advisor Costas Gouliamos. There were a dozen other people standing behind him while he made the obligatory statement to reporters, but it was a pitiful turnout, especially compared to his rival’s. For the first time at election stations, candidates made statements in English at the polling stations for the ben-

efit of Turkish journalists and film crews that were covering the elections. NOBODY was mentioning exit polls yesterday after the previous Sunday’s fiasco, which had Anastasiades taking more than 50 per cent of the vote and his camp preparing victory celebrations before the polling stations had even closed. Yesterday, none of the pollsters dared release any information about the voting before the polling stations closed at 6pm, even though an Anastasiades victory was a dead certainty. All TV stations had their predictions ready a few minutes after 6pm and they were all pretty much the same, as they had been the previous Sunday. The range they gave Anastasiades was between 57 and 62 per cent and Malas 37 to 43 per cent and they were all correct. Malas received the maximum he was predicted and Anastasiades the minimum and everyone was happy. ARE THERE any plans by the Giorgos Lillikas camp to remove that massive poster of their candidate, stretched across the Gavrielides building on one of Nicosia’s busiest junctions? We would have expected it to have been removed last Monday but it is still there.

A glimpse of the future Expect to see some familiar faces in Anastasiades’ new cabinet

By Elias Hazou MICHALIS Sarris is tipped for the hot seat of finance minister in the new DISY-DIKO administration, and is Anastasiades’ top pick for the key portfolio, the Mail is reliably informed. Sarris, credited with shoring up state finances as economy chief under the government of Tassos Papadopoulos, would face a mountain of a task in finalising negotiations for a bailout as soon as the new government takes office. But Sarris is thought to have the credentials - as well as Anastasiades’ confidence - to handle the mission. Informed sources say the choice of Sarris is being objected to by certain “conservative” quarters from within DISY - “the squares”, as the sources put it - because of an incident involving the 66-yearold last year in the occupied north. It’s understood, however,

that Anastasiades is seeking to rebuff these misgivings, telling doubters that they should be more open-minded. In exchange for DIKO’s support, Anastasiades intends to give the centrist party three portfolios - two of them likely being education and defence. Four to five ministries would go to DISY people, and the rest to non-affiliated personalities. Christopher Pissarides, the 2010 Nobel Prize winner for Economic Sciences, is destined to head up the new Economic Policy Council. Comprising economists, the council will be a purely advisory body, with no executive powers, and directly answer-

able to the president. In addition, Anastasiades intends to establish a Fiscal Policy Council to monitor the government balance sheet. MEP Ioannis Kasoulides is strongly touted for foreign minister, although until such time as he is free from his EU obligations the position would be temporarily filled by DISY deputy Christos Stylianides. This information came “straight from the horse’s mouth”, the same sources said. Various names are being bandied about for the education ministry. The first is university professor Mary Koutselini, sister of Ouranios Ioannides, a former education minister.

Athena Kyriakidou, a DIKO MP, has also been proposed. Anastasiades is considering Tasos Mitsopoulos, currently his election campaign’s head spokesman, as an alternative in case the other two possibilities don’t pan out. DISY MP Ionas Nicolaou and former DISY MP Christos Pourgourides is said to be interested in the justice ministry. There was no word yesterday on the other crucial portfolio, that of the commerce ministry, which among others is in charge of energy affairs and natural gas. The rumour is that Anastasiades will appoint a deputy minister dealing exclusively with matters

of energy, leaving the other aspects of the ministry - commerce, tourism and industry to the minister. Anastasiades has stated he plans to create seven deputy ministries in total. It’s understood that, due to constitutional constraints, the deputy ministers will not sit on the Cabinet but they will answer directly to the head of state. Anastasiades has pledged to resign as DISY leader if elected president. What of his no 2 Averof Neofytou? It’s believed Neofytou will be taking over as the acting chief of DISY, with a view to officially running for the leadership at the party’s next electoral congress. Meanwhile the position of

attorney-general is set to become vacant later this year upon the retirement of Petros Clerides. The likely successor is prominent lawyer Polys Polyviou - who headed an independent commission investigating the Mari disaster - or possibly lawyer Christos Triantafyllides, also affiliated to DISY. For the post of deputy attorney-general - currently occupied by Akis Papasavvas, whose departure is not that far off - the name of Ricos Erotocritou, a European Party cadre, has come up. Lawyer Christos Clerides, also affiliated to the European Party, has also expressed a desire for the job.

Little time to celebrate as tough decisions await By Elias Hazou PRESIDENT-ELECT Nicos Anastasiades must navigate a minefield on taking office, juggling Cypriot and foreign interests against a backdrop of an urgently needed bailout. The 66-year-old veteran politician, who cruised to victory in yesterday’s run-off vote, has often cited his good standing among EU leaders, particularly the European People’s Party. But now that words must turn into action, his relations with foreign leaders will be put to the test, says economic analyst Stelios Pla-

tis. The new president will have to deal with international creditors who have been making noises over alleged money-laundering and Cyprus’ low corporate tax rate. But equally pressing are the tough negotiations ahead to determine the precise amount that local banks need to recapitalise, which will heavily impact the final bailout figure for the indebted island. There is a risk that the bailout number will render the national debt unsustainable, leading lenders to shut the door to financial assistance. Anastasiades will also have to deal with European paymaster

Germany; Chancellor Angela Merkel faces her own elections in September, and is under pressure to ensure that German taxpayers do not foot the bill unless Cyprus can push through reforms and pay back the loan. “What Cyprus must do is show Europe that it is in their interests to support Cyprus in her troubles,” says Platis. What Anastasiades has going for him, however, is his pragmatic approach. He won’t waste time on inconsequential discussions if he finds he cannot convince foreigners on this or that point, the analyst added. Moreover, the new administra-

tion is far less likely to unsettle foreign leaders by sending out mixed signals, as happened during the Christofias administration, “when the president said one thing, and his finance minister another.” Platis is nevertheless wary of Anastasiades’ recent revelation that he will seek a bridging loan from another country as a quick fix, allowing Cyprus to stay afloat until such time as signatures are put on an EU/IMF bailout agreement. Any such loan should not be bilateral, but rather be sought from the troika and the EU, Platis said. Some postulate that the mere election of a new government should end uncertainty over the

island’s sliding economy and calm investors’ nerves. But political commentator Louis Igoumenides is not all that convinced. “The uncertainty will end only once the memorandum of understanding is signed,” he told the Mail. Still, Igoumenides shares the view that Cyprus’ prospects look better with Anastasiades in charge rather than Malas, who inevitably would be associated with the outgoing AKEL government. “It’s true, foreigners are more positively disposed toward Anastasiades. But it’s the nitty-gritty that counts.”

Italians vote in crucial election for eurozone Country stuck in deep recession By Catherine Hornby ITALIANS began voting yesterday in one of the most closely watched elections in years, with markets nervous about whether it can produce a strong government to pull Italy out of recession and help resolve the eurozone debt crisis. Some of the first people to cast their ballots expressed fears that no clear winner would emerge, leading to political stalemate and a coalition that may not govern for long. “I think we will have to go to elections again ... I expect instability for the next two years,” said Vincenzo D’Ouria, voting in Milan. Italians started voting at 8 a.m. Polling booths remained open until 10 p.m. last night and open again between 7 a.m. and 3 p.m. today. Exit polls will come out soon after voting ends and official results are expected by early Tuesday. The election is being followed closely by financial markets with memories still fresh of the potentially catastrophic debt crisis that brought technocrat Prime Minister Mario Monti to power more than a year ago. Monti and his wife cast their votes at a polling booth in a Milan school yesterday morning. His centrist bloc would only enter a future government as a junior partner of a bigger party.

Carl Pistorius was allegedly involved in a crash with a woman motorcyclist and he was supposed to be in court last Thursday, as his brother Oscar was facing a bail hearing, according to local media reports. Oscar Pistorius was released on bail on Friday and his brother Carl was seen driving into the home of their uncle Arnold early yesterday in Waterkloof, a wealthy suburb of Pretoria, the nation’s capital, where Oscar is now staying. The character of Pistorius also continued to take centre stage. For many, it mirrors his public appearances as an articulate, wellspoken advocate for Paralympic athletes facing hardship. Witness statements backing up Oscar Pistorius as a down-to-earth guy were presented at the hearing. Others have described him as a reckless risk taker who has been in trouble before, such as a boat accident in 2009 which put him in hospital.

Iran says it has brought down drone IRAN’S Revolutionary Guards have brought down a foreign surveillance drone during a military exercise, the official Islamic Republic News Agency has said. “We have managed to bring down a drone of the enemy. This has happened before in our country,” the agency quoted war games spokesman General Hamid Sarkheli as saying in Kerman, southeast Iran, where the military exercise is taking place. The agency gave no details on who the drone belonged to. In Washington, a Pentagon spokesman said he had seen the reports. He noted that the Iranians did not specifically claim that the drone was American. In the past, there have been incidents of Iran claiming to have seized US drones. In early January Iranian media said Iran had captured two miniature USmade surveillance drones over the past 17 months. Several drone incidents over the past year or so have highlighted tension in the Gulf as Iran and the United States flex their military capabilities in a standoff over Iran’s disputed nuclear programme. Iran said in January that lightweight RQ11 Raven drones were brought down by Iranian air defence units in separate incidents in August 2011 and November 2012.

Afghan suicide bomber killed AFGHAN security forces shot dead at least one would-be suicide bomber yesterday in a high-security area of Kabul, home to government departments and diplomatic missions, police said. Violence across the country has increased over the last 12 months, sparking concern about how the 350,000-strong Afghan security forces will manage once most foreign troops withdraw by the end of 2014. The attack, one of four in Afghanistan early yesterday, happened near a construction site that was stormed by Taliban gunmen in April last year. The man shot dead yesterday was in a stationary four-wheel-drive vehicle in the suburb of Sherpur when officers from the country’s intelligence agency, National Directorate of Security (NDS) fired at the car, killing him.

POPE Benedict XVI has given his final Sunday blessing from his studio window to the cheers of tens of thousands of people in St Peter’s Square, Rome. Benedict said that even though he is retiring on Thursday from the papacy, the first pope in 600 years to do so, he is “not abandoning the church”. Instead he said he will serve the church with the same dedication he has until now, but will do so in a way “more suitable to my age and my strength”. Benedict, 85, will spend his last years in prayer, meditation and seclusion in a monastery on Vatican City’s grounds. He has one more public appearance, at his weekly audience on Wednesday in the square. Benedict has lately looked tired and frail but the crowd filling the cobblestone square seemed to energise him, and he spoke in a

Palestinian prisoners on hunger strike after death THOUSANDS of Palestinian prisoners are staging a oneday hunger strike in protest at the death of a fellow detainee in an Israel jail. Thirty-year-old Arafat Jaradat died of a heart attack on Saturday, the Israeli prison service said. Israel has launched an investigation into what happened. Prime Minister Benjamin Netanyahu’s envoy has made “an unequivocal demand” to the Palestinian Authority to calm a wave of protests in the West Bank. “Israel passed an unequivocal demand to the Palestinian Authority to calm down the territory,” through his personal envoy Yitzhak Molcho, the government said in a statement yesterday. Jaradat’s death comes after a week of violent clashes between the Israeli army and Palestinian youths over the continued detention of four hunger strikers. “About 3,000 prisoners announced that they would refuse meals,” Israel Prisons Service spokeswoman Sivan Weizman told Agence France Presse (AFP), saying they would not eat any of their three daily meals. Jaradat, a father of two from the village of Sair, near Hebron, in the southern West Bank, died suddenly on Saturday in Israeli’s Megido prison. He was arrested last week on suspicion of throwing stones at Israeli soldiers. Protesters in his home village and in different parts

Women gathered in Gaza City to protest the death of Arafat Jaradat of Hebron hurled stones at Israeli security forces yesterday as news of his death spread, AFP reported. Israeli forces responded with tear gas and stun grenades, witnesses said. Similar scenes were reported in Beit Hanoun. And in Gaza City women gathered with flags and posters to protest at the conditions of Palestinian prisoners held in Israeli jails. Palestinian human rights groups have suggested Jaradat died either during or shortly after interrogation. A statement from the office of Palestinian Prime Minister Salam Fayyad on

Saturday expressed “deep sorrow and shock over the martyrdom of prisoner Arafat Jaradat”. As of December 2012, Israel held 4,517 Palestinians in its jails. Of these 1,031 are being held until the conclusion of legal proceedings, 178 are in administrative detention and 170 are under 18 years of age. Israeli officials say they use administrative detention when they fear an immediate risk to security or to protect informants. The Palestinian Prisoners’ Club said the number of inmates on open-ended hunger strike had climbed to 11 from four.

As cheers continued in the crowd, the pontiff simply turned away from the window and stepped back down into the apartment, which he will leave on Thursday, taking a helicopter to the Vatican summer residence in the hills outside Rome

Flags in the crowd represented many nations, with a large number from Brazil. The cardinals in the conclave will have to decide whether it is time to look outside of Europe for a pope.

Lib Dems deny Clegg knew about Lord Rennard claims

FOREIGN doctors who want to work for the NHS in England will have to prove they can speak English well enough to treat patients, the Government has confirmed. The new checks were announced after cases in which foreign doctors were said to have provided sub-standard care. Those coming to the UK from outside the EU already face strict language tests. But doctors from within the European Economic Area are said to have registered to work in the NHS without being asked if they can speak English properly. The General Medical Council (GMC) pushed for stronger language testing following the case of David Gray, who died in Cambridgeshire in 2008. He was killed by German doctor Daniel Ubani who administered 10 times the normal dose of diamorphine. Dr Ubani admitted being exhausted after getting only a couple of hours sleep before starting his shift in the UK, and said he was confused about the difference between drugs used here and in Germany. His poor English meant he was refused work by the NHS in one part of the country but was later accepted in Cornwall. The Government is proposing to give the GMC new powers to prevent doctors from being granted a licence to practise medicine in the UK where concerns arise about their ability to speak English. Ministers are also introducing a single national list which every GP will have to be on before treating NHS patients. Previously every Primary Care Trust held a list of GPs. It is hoped the change will help protect patients by ensuring poor performers cannot slip through the gaps between local lists. Health Minister Dr Dan Poulter said: “Patients should be able to understand and be understood by their doctor if we are to give them the best care they deserve. These new checks will ensure that all doctors who want to work in the NHS can speak proficient English and to prevent those who can’t from treating patients. There are lots of excellent doctors from around the world working in the NHS - this is simply about protecting patients and having proper checks on a doctor’s ability to speak English.”

THE Liberal Democrats have ‘categorically’ denied claims leader Nick Clegg knew of allegations of misconduct against the party’s former chief executive, Lord Rennard. The party launched two inquiries after Channel 4 News aired claims of sexual impropriety towards women by the peer. Aides to the deputy PM have insisted he only learned of the complaints after the broadcast. Some press reports suggest he was told four years ago. Lord Rennard denies the allegations. The Lib Dems have launched an internal investigation into the allegations against Lord Rennard under the party’s disciplinary procedures. Party president Tim Farron is also reviewing the way the party has dealt with allegations of this sort in the past. On Thursday, Channel 4 News broadcast allegations by two women of sexual impropriety over several years by Lord Rennard. The women told the news programme he abused his position for years by inappropriately touching and propositioning them. “Gradually his hand started to rub the outside of my leg,” one of the women - a very active member of the Lib Dems - told Channel 4. “I thought at first he’d just brushed against me. Then I moved away and it happened again. And he moved closer - and I moved away again. And he moved closer, and he just kept brushing parts of me that I didn’t want to be brushed.” One of the women said she had spoken to two sen-

ior party figures about her claims, but said no action was taken. Allegations from more women were broadcast on Friday. Following newspaper reports that Clegg had been told about allegations concerning Lord Rennard, a Lib Dem spokesman said: “Nick categorically did not know about these allegations.” The Mail on Sunday reported that one of the women who came forward to Channel 4 News discussed the allegations with a friend on Facebook in January 2009. “I just don’t know how Nick can know and not do anything.. :-( makes me very sad,” the paper said she posted. The spokesman said: “There are no basis for claims that Nick knew - there is no way of verifying these allegations or checking who these people are.” Clegg has been on holiday in Spain since the story surfaced. The spokesman said Clegg was happy to give evidence and participate in the two inquiries. “He wants to get to the bottom of this and the complaints. These are very serious allegations,” he said. Clegg’s former Parliamentary aide, Jo Swinson, and now equalities minister, has said she “took action” after some women had confided in her, but she has not specified what form that action took. She said she welcomed the review so that “lessons can be learned”. Announcing the inquiries on Saturday, Lib Dem chief executive Tim Gordon expressed regret that “it appears that we did not fully live up to our political ideals”

when handling complaints about Lord Rennard. He said a five-strong panel of party figures - including at least three women - would be assembled to conduct a “thorough and in-depth” investigation into the allegations. Gordon also said he was establishing a review of the party’s procedures for dealing with such issues, which would involve non-party members and advice from external professional sources. It is thought the inquiries could take three months to complete. Their proceedings would be confidential but the results would be made public, the Lib Dems said. The inquiry will also look at whether Lord Rennard stood down as chief executive in 2009 for reasons other than that he gave at the time of health grounds. Gordon said: “We will not tolerate harassment in this party... we reaffirm not only our commitment to equality provisions but also to taking appropriate disciplinary sanctions against any employee or member who is found, following due process, to have engaged in harassment or impermissible discrimination.” Yesterday, Lib Dem Business Secretary Vince Cable told BBC One’s Andrew Marr show the allegations were “serious and we take them very seriously”. “It’s obviously wrong if there are women there who have made complaints and felt they weren’t dealt with properly, so we are now setting up a proper investigative process - we want an independent element to that - and we’ll get to the bottom of it.”

BRITAIN’S most senior Roman Catholic cleric has been reported to the Vatican over claims of inappropriate behaviour going back 30 years, a newspaper says. The Observer said three priests and one former priest have made the complaint against Cardinal Keith O’Brien, 74, leader of the Scottish Catholic Church. They have demanded his immediate resignation, it said. A statement from the Scottish Catholic Church said Cardinal O’Brien contested the claims and was taking legal advice. Cardinal O’Brien stood down from some front-line duties in the Catholic Church in Scotland last year because of his age, and is due to retire next month when he turns 75. He will have a say in who succeeds Pope Benedict XVI when the pontiff stands down on February 28. He is Britain’s only representative in the election for a successor. The Observer reported that the three priests and one former priest - from the diocese of St Andrews and Edinburgh complained to the Pope’s representative to Britain, nuncio Antonio Mennini, of what they claimed was the cardinal’s inappropri-

ate behaviour towards them in the 1980s. The four complained in the week before 11 February, when Pope Benedict announced his resignation. The former priest claims Cardinal O’Brien made an inappropriate approach to him in 1980, after night prayers, when he was a seminarian at St Andrew’s College, Drygrange, The Observer says. The complainant, who is now married, says he resigned as a priest when Cardinal O’Brien was first made a bishop. He reportedly says in his statement: “I knew then he would always have power over me. It was assumed I left the priesthood to get married. I did not. I left to preserve my integrity.” A second statement from another complainant says he was living in a parish when he was visited by O’Brien, and inappropriate contact took place between them. A third complainant alleges dealing with what he describes as “unwanted behaviour” by the cardinal in the 1980s after some late-night drinking. And the fourth complainant claims the cardinal used night prayers as an excuse for inappropriate contact.

Britain’s Business Secretary admitted that Chancellor George Osborne had been eager to maintain the top level, but said the reduction to AA1 was "largely symbolic". Explaining its decision on Friday, ratings agency Moody's pointed to "subdued" growth prospects and a "high and rising debt burden" weighing on the economy. It now expects the "period of sluggish growth" to "extend into the second half of the decade". Labour branded the move a "humiliating blow" for Osborne and called for higher spending to boost the economy, while there were renewed

"If you remember last year the US was downgraded, the economy grew strongly relative to Europe... and France had a downgrade last year, its interest rates that it borrows long term in the markets are only a little above ours. "These things do not necessarily affect the real economy but they reflect the fact that we are going through a very difficult time and we are trying to balance the need to get the deficit and the budget under control with the need to get back to economic growth." Cable said: "I think to embark on a slash and burn policy in response to this would be utterly foolish and counterproductive, and I am sure we will not be going there. "What I am concentrating on in my job in government is factors that create real substantial long term growth. "In other words skills training, supporting manufacturing, supporting exports, investing in science. These

are the things that really matter." Cable was asked about a call from Mark Littlewood - director general of the free market Institute of Economic Affairs and a former Lib Dem press chief - for deeper public spending cuts. "Well, he's a right-wing ideologue," he replied. On the question of whether the government could afford to spend more, the Cabinet minister said: "I thought it depends what the spending is for. We have to reduce government current spending, that is what we are trying to do... "But there is a lot of government spending that is investment in the future, investment in skills and science and infrastructure, and we have got to continue doing that." Labour deputy leader Harriet Harman told the BBC: "The reason why the deficit hasn't been going down is because the economy hasn't been growing and the way you get growth is a One Nation approach where you invest in people, in industry, in infrastructure to help the economy grow. "The trouble is that if George Osborne doesn't understand what is going on and won't change course, then people face more years of 'Will our kids ever be able to get a job, will they ever be able to move out of home, are we going to see our living standards falling back?'

US INVESTORS face another Washington-imposed deadline on government spending cuts this week, but it's not generating the same level of fear as two months ago when the "fiscal cliff" loomed large. Investors in sectors most likely to be affected by the cuts, such as defence, seem untroubled that the budget talks could send stocks tumbling. Talks on the US budget crisis began again last week leading up to the March 1 deadline for the so-called sequestration when $85 billion in automatic federal spending cuts are scheduled to take effect. "It's at this point a political hot button in Washington but a very low level investor concern," said Fred Dickson, chief market strategist at D.A. Davidson & Co in Lake Oswego, Oregon. The fight pits President Barack Obama and fellow Democrats against congressional Republicans. Stocks rallied in early January after a compromise temporarily avoided the fiscal cliff, and the Standard & Poor's 500 index has risen 6.3 per cent since the start of the year. DEFENCE CUTS "Europe has been in the last six months less of a topic for the stock market, but the problems haven't gone away. This may bring back investor attention to that," said Kim Forrest, a senior equity research analyst at Fort Pitt Capital Group in Pittsburgh. The spending cuts, if they go ahead, could hit the defence industry particularly hard. Yet in the options market, bulls were targeting gains in Lockheed Martin Corp, the Pentagon's biggest supplier. Calls on the stock far outpaced puts, suggesting that many investors anticipate the stock to move higher. Overall options volume on the stock was 2.8 times the daily average with 17,000 calls and 3,360 puts traded, according to options analytics firm Trade Alert.

ROYAL Bank of Scotland (RBS) is to lay off staff in India as a part of its plan to wind down its retail and commercial operations in the country, it said in a statement, without specifying how many employees would be affected. The announcement comes after British Prime Minister David Cameron last week said that he wants the state-controlled bank to speed its restructuring, making it clear he is keen to return it to private ownership as soon as possible. The British government owns 82 per cent of RBS, having pumped in 45 billion pounds ($70 billion) of capital when the bank neared collapse in 2008. A plan by RBS to sell the Indian businesses to HSBC Holdings fell through in November last year, more than two years after the two banks began negotiations. RBS is scaling back its international operations after the 2008 bailout and has been urged by Britain's Finance Minister George Osborne to focus on domestic activities. "There is no impact on RBS's markets, international banking and private banking businesses in India," the bank said.

UK falling behind competitors in manufacturing, say unions By Alan Jones THE UK is falling further behind its international competitors in manufacturing and is now "treading water" in the global race for goods, unions warned yesterday. A study by the TUC of industrial production figures since the end of 2010 showed the UK was ranked fifth among G7 countries, with only Italy and Japan performing worse. Industrial production has shrunk in every quarter since the start of 2011 even though the economy needs manufacturing and mining to grow to close the trade gap and become less dependent on financial services, said the union organisation. The Chancellor was urged to use next month's Budget to give more support to manufacturing.

TUC general secretary Frances O'Grady said: "The TUC agrees with the Chancellor that in order for the UK to compete, our economy must be less reliant on financial services and the South East. "But the combination of demand-sapping austerity and failure to support British industry means that the UK is falling even further behind our major competitors. "With demand for financial products understandably down on pre-recession levels, it's more important than ever that we produce more goods, rather than relying on imports. "Manufacturing and mining have never really recovered from the hammering they took in the 1980s. The Chancellor has a chance to put right the damage done by previous Conservative governments by making a bold commitment to support manufacturing again."

IRAN is to reduce its dependence on oil income and boost non-oil exports in its budget to counter the "heavy" impact of sanctions, President Mahmoud Ahmadinejad said in a television interview late on Saturday. The budget is due to be presented to parliament on Wednesday for debate and likely amendments before it is subject to a parliamentary vote in the run up to Iran's election in June that will take place against the backdrop of deep economic gloom. "Events have struck from beyond our own economy and heavy factors are active from outside. If severe fluctuations hit this (oil) income, surely it has an effect," Fars news reported Ahmadinejad as saying, in an apparent reference to sanctions that have nearly halved Iran's oil exports. "We have to go in a direction to reduce oil receipts in our economy and raise other incomes such as non-oil exports that are increasing rapidly," he said. Over the past year Iran's economy has borne the brunt of tough sanctions against its oil and banking sectors imposed by the United States and its allies over Tehran's disputed nuclear activities. The West suspects Iran is trying to develop a nuclear weapons capability. Tehran says its programme is peaceful.

Anastasiades must show the courage of Annan days now he is president PRESIDENT-ELECT Nicos Anastasiades has come a long way since the days of the 2004 referendum when he became a political pariah, attacked and abused by all the political parties and the government of the day because he had dared to take a clear stand in favour of the Annan plan. He could have taken the easy option, of going with the majority of the population and avoiding the high political cost of his decision. He did not, even though he faced dissent in his own party which led to defections and the establishment of a rival party. Instead, Anastasiades stuck to his guns, kept exercising opposition to a government that was supported by all other parties and strengthened his hold on DISY. Nobody would have believed back then that the day would come when Anastasiades would be elected president with a credible 57.48 per cent of the vote. We suspect that yesterday he reaped the benefits of the courageous – though unpopular – decision he took in 2004 to support what he believed to be right for the country, irrespective of the political cost and the views of the majority. Voters were aware that the precarious state Cyprus is in today required a strong and determined leader prepared to take very difficult decisions, and Anastasiades fit the bill. And there will be a host of difficult and unpopular decisions Anastasiades will have to take as soon as the handover of power takes place on Thursday. Never before has a president assumed office with so many pending matters piled high on his in-tray. There is the re-capitalisation of the Cypriot banks, the finalising of the memorandum of understanding, its approval by the Euro Group and national parliaments as well as the ultra-negative publicity regarding money-laundering. And at home we have the worst recession Cyprus has ever experienced. It will be of critical importance for Anastasiades to choose the right kind of ministers, because he will need good associates to negotiate his way through the obstacle course that lies ahead. He should avoid expedient appointments to satisfy his DIKO allies or maintain political balances within DISY. For the government to be successful - the country cannot afford it not to be - highcalibre people, with drive and energy, must be appointed ministers. If the parties do not have such people he should not hesitate to recruit outsiders. The country has high expectations of Anastasiades and we hope he will live up to them. Nobody wants him to fail because if he does we will all sink with him. It is a lot of pressure for one man but Anastasiades has shown he has the mental toughness to cope with it.

Princesses, tabloids and the meaning of venom Analysis John Lloyd

W

HEN visitors enter the UK, they should be greeted by a life-size model of a dragon (though what is life-size for a dragon?) with a placard by it that says: “Welcome to the United Kingdom. We devour princesses!” The dragon might be made of newsprint, for it is the newspapers - followed by waddling broadcasters, tut-tutting along - who are the devourers of these women. The latest British royal scandal features two central British institutions, the royal family and the tabloid press, oddly paired with a distinguished writer. The first two have flourished in a swamp of contempt (on the royal side) and addiction (on the press side) ever since the postwar years, when automatic deference to royalty was replaced by a destructive neediness. The present queen, Elizabeth II, was a young woman of 25 when the death of her father propelled her to the throne in 1952. No scandal of her making attended her as a princess, nor has any since she became queen. Her sister, Princess Margaret, was a different matter. In love in her early 20s with a divorced “commoner”, Group Captain Peter Townsend, she renounced him at her sister’s request and later married the photographer Anthony Armstrong Jones. She later divorced him. Margaret, a heavy smoker and drinker, was a fixture in the popular papers - mostly for real or alleged affairs, especially with the minor aristocrat Roddy Llewellyn, a man 17 years her junior. Margaret’s fame was dwarfed by Princess Diana; a woman of rare beauty with a quality of effortless stardom. Like Marilyn Monroe, Diana was destroyed by a fame she had sought avidly, played with feverishly and finally was consumed by. Diana was tabloid gold, an original woman who offered herself, while also withholding herself, thus increasing the fascination. The slow breakdown of her marriage, the post-marital affairs and the serial charity events she attended propelled her to a celebrity no other modern princess has matched. Certainly not Kate Middleton, now the Duchess of Cambridge (not a princess yet, but likely to be, and then a queen); wife to Prince Charles’ elder son, William, a man who could be king either after, or even (as is much speculated) instead of, his father. She invites the appellation of a “nice girl” - pretty, charming, stylishly dressed. But her nature and passions are a mystery. This week, however, she has succeeded in uniting Prime Minister David Cameron and opposition Labour Party leader Ed Miliband. They both condemned a “venomous attack” on her by the novelist Hilary Mantel, twice a Booker

The British prime minister and the oppostion leader both condemned the ‘venomous attack’ on the Duchess of Cambridge Prize winner and one of England’s most lauded novelists today. The revealer of this venom was the Daily Mail, described last year as “the most powerful newspaper in Great Britain … the defender of traditional British values, the voice of an overlooked majority whose opinions inconvenience the agendas of metropolitan élites.” Mantel, in a speech that was printed in the London Review of Books, was sharp, though “venomous” is too strong a word. In her lengthy essay, “Royal Bodies,” mostly about the wives of the Tudor King Henry VIII, the period in which her latest novels are set, Mantel described Kate Middleton this way: “Kate seems to have been selected for her role of princess because she was irre-

proachable: as painfully thin as anyone could wish, without quirks, without oddities, without the risk of the emergence of character. She appears precision-made, machinemade, so different from Diana whose human awkwardness and emotional incontinence showed in her every gesture.” The Mail, the voice of middle England, called Mantel “the darling of the literary establishment … using her position among the novel-writing elite to launch an astonishing and venomous attack …” Few positions are worse, in the Mail’s opinion, than being part of anything that can be described as “elite”. Few reputations are more contemptible than being an establishment “darling”. Cameron, on a trip to India, said Mantel may be an ace novelist, but

“what she’s said about Kate Middleton is completely misguided.” Miliband was even stronger. “These are pretty offensive remarks, I don’t agree with them,” he said. An aide said Cameron had not read Mantel’s entire speech, and I doubt Miliband had, either. Much of the commentariat has rallied to Mantel’s side. Alex Massie in The Spectator, Sam Leith in The Guardian and Jenni Russell in the Evening Standard, among others. Most make a similar point: Mantel wasn’t really concerned with Kate in her speech. Where she discussed her, she was ultimately sympathetic to the young woman’s plight of being trapped in a tabloid cage. At the end of the piece, she made a plea for the avid, cannibalistic public to “back off and not be brutes”. Although I dislike the Daily Mail - I was once treated to some of its bile, over two pages in its Sunday edition - I found the consensus disturbing. The quotes from Mantel’s speech that the Mail used in its condemnation of her are no more out of context than any other quotes from a speech or an essay. They don’t represent the burden of the piece, but they’re there, high up, mostly not qualified by any clauses arguing that it was the press making Middleton into a “shop window mannequin” or preventing any “emergence of character”. Mantel is a precise writer: Had she wished to say that, she would have done so. The statements were what she really thought of Kate. Nevertheless, Mantel is also sympathetic (though less so than critical). She does blame tabloid journalism in some part; her argument is complex and finely done, and the Mail ignores nearly all of it. But it was an attack that must have hurt. The Mail riposte didn’t lack venom itself, but harsh criticism invites a reply in kind. Although Mantel is right that we should pay attention to royal bodies (since from them comes British heads of state), any argument about their nature should provoke debate. The Daily Mail is the most powerful newspaper in Great Britain because it gets up every morning and denounces evil, hypocrisy, lies, stupidity, threats to freedom and threats from militants, activists and protesters. Four and a half million readers read it for that. The royal family, and especially the younger part of it, touches both a sentimental and a servile streak in the press. The royals and the tabloids are the British themselves. They’ve had royalty for two millennia and tabloids for almost two centuries. And because we also love theatre, the British love to see them fight, like Katherine and Petruchio - but watching can be cruel. Oscars often get it wrong Academy all too often misses Hollywood’s greatest films, actors By Leonard Maltin PEOPLE may think that in the director category, Ben Affleck got robbed by the Academy this year, but consider this: Alfred Hitchcock never won a competitive Oscar. Actor Peter O’Toole was nominated eight times but never took home the award. If that doesn’t prove the Academy doesn’t vote with posterity in mind, I don’t know what could. Members play the cards they are dealt, year by year, which leads to some questionable decisions when hindsight enters the picture. Citizen Kane may be widely regarded as the greatest film of all time, but that’s not what the Academy thought in 1941. That year the Best Picture award went to John Ford’s How Green Was My Valley. The film that supplanted Kane in this year’s Sight & Sound survey of international critics, Hitchcock’s Vertigo, wasn’t even nominated in 1958; Gigi earned the top prize that year. One can debate the victories and losses year by year, and often they are simply a matter of opinion. I was not a particular fan of A Beautiful Mind or Chicago, which earned trophies at the beginning of the last decade, and I’ve met many people who don’t care for Crash, the Best Picture winner of 2005. That was the year that most pundits predicted a win for Brokeback Mountain, and in a rare instance of candour (and questionable sportsmanship), author Annie Proulx accused the Academy of not having the guts to honour a film about gay cowboys - even though the film did earn three ma-

jor awards. “We should have known conservative heffalump Academy voters would have rather different ideas of what was stirring contemporary culture,” she wrote in the Guardian. “Roughly 6,000 film industry voters, most in the Los Angeles area, many living cloistered lives behind wrought-iron gates or in deluxe resthomes, out of touch not only with the shifting larger culture and the yeasty ferment that is America these days, but also out of touch with their own segregated city, decide which films are good.” Neither we nor Proulx will ever know how close Brokeback came to winning the brass ring because the Academy never reveals details of its voting process. That year there were five Best Picture nominees, which means that any one of them could have won with just 21 per cent of the tallies. Mere dozens of ballots among the then-6,000 counted could have changed the course of Oscar history. Looking back, one always has to weigh the possibilities and probabilities of any given year. It’s easy to say, “How could they have ignored O’Toole’s incredible performance in Lawrence of Arabia?” until one checks the competition and sees that the Best Actor award went to Gregory Peck for his signature role as Atticus Finch in To Kill a Mockingbird, a film as beloved today as Lawrence after more than half a century. Then there is the cumulative effect of having been nominated over and over again. No one’s experience with Oscar offered more ironies than Paul Newman.

Having been nominated seven times without a win (from 1958’s Cat on a Hot Tin Roof to 1982’s The Verdict), the Academy decided to present him an honorary award in 1986. When he was nominated the following year for The Colour of Money, he finally took home his first competitive Oscar. Yet I doubt anyone would single out his work in that film as

his finest hour. (He lost twice again, for Nobody’s Fool and Road to Perdition.) Al Pacino followed a similar path, losing for his unforgettable performances in The Godfather, Serpico, The Godfather: Part II, and Dog Day Afternoon, among others, only to win for his over-the-top portrayal of a cantankerous blind man in the sentimental Scent of a

Woman (1982). As the old saying goes, that’s show business. Times change, and so does popular taste. Most of the Academy’s choices in the 1950s are considered conservative at best today, while the genre movies of that decade were mostly ignored. Arguably the most derided Best Picture winner of that period is Cecil

B DeMille’s The Greatest Show on Earth (1952), although I have a sentimental attachment to that circus movie - as does Steven Spielberg, who has paid tribute to it in his films, more than once. That is not the mainstream opinion, however, as DeMille’s cornball extravaganza beat out Ivanhoe, Moulin Rouge, The Quiet Man and, most significantly, High Noon. Singin’ in the Rain, which is often cited as the greatest movie musical of all time, didn’t even get nominated that year in the top category, nor did The Bad and the Beautiful, which did win five other Oscars. Another box-office hit of the period, Around the World in 80 Days, may have charmed moviegoers and Academy voters in 1956, but it hasn’t held up particularly well, especially alongside John Ford’s The Searchers and Don Siegel’s Invasion of the Body Snatchers, which came out that same year and got no Oscar recognition whatsoever. Even so, scanning the Oscar votes year by year provides some indication of what Hollywood was thinking, and who was admired by his or her colleagues at any given moment in time. Where the Academy trips up is when it seeks to honour a film for its social significance rather than its entertainment value. It was exactly 30 years ago that the Oscar for Best Picture went to Richard Attenborough’s Gandhi - an excellent film in its own right - instead of a more popular (and critically acclaimed) choice from a younger director that I suspected would stand the test of time better than that noble biopic. Steven Spielberg may have lost the Best Picture Oscar for E.T. the Extra-Terrestrial, but I hope he takes consolation in knowing that he’s not the first, or last, director to have to lick his wounds after all the votes are counted. What matters most is staying in the game - and staying on top of your game, as he has.

QUIRKY comedy Silver Linings Playbook dominated the Independent Spirit Awards on the eve of Hollywood’s Academy Awards ceremony, winning four prizes including for Best Feature. Jennifer Lawrence, 22, who plays a feisty young widow in Silver Linings Playbook, was named best actress and David O Russell picked up the best directing honour on Saturday. “When you make a film from the heart, there is no such thing as genre. They are just real people, and if it’s funny in or of itself, that’s what happens and that’s what my whole cast taught me,” Russell said in accepting his award. Austrian drama Amour, about an elderly couple coping with the effects of the wife’s debilitating stroke, won the Best Foreign Film award on Saturday. The Independent Spirit Awards are handed out by the Los Angeles-based non-profit group Film Independent and are widely considered the top honours for low-budget

and art house movies in the United States. The ceremony, held in a tent on California’s Santa Monica beach, are a more laid-back affair than the formal and glitzy Academy Awards ceremony. Bruce Willis, Salma Hayek, Jeremy Renner, Daniel Radcliffe, Amy Poehler and other celebrities were treated to a casual lunch. The awards for Silver Linings Playbook largely shut out rival fantasy movie Beasts of the Southern Wild, which won one award for cinematography but lost in three other categories. First-time director Benh Zeitlin, 30, had been considered a front-runner at the Spirit Awards for the mythological film, set in a Louisiana swamp. “Benh Zeitlin is a young man, so Benh Zeitlin will be back,” Russell quipped on stage. Amour director Michael Haneke, 70, who also won honours at the Cesar Awards in France on Friday, was on hand to accept his award on Saturday. “I have the impression I’m the oldest man here,” he joked.

The 85th Annual Academy Awards (Novacinema1, 20.30) Will it be the one that makes Hollywood feel good about itself, or the one that makes America feel good about itself? The latter is Lincoln, a long-winded snooze that nonetheless allows Americans to pat themselves on the back for being so enlightened compared to those slave-owning 19th-century people - and Lincoln was the hot favourite for the Best Picture Oscar (it has 12 nominations, more than any other film), at least till Argo started winning everything in sight. Ben Affleck’s highly entertaining romp, turning Islamists into cartoonish villains (and Hollywood producers into patriots), probably has the edge

at the moment - but it still might be too superficial for high-minded Oscar voters, in which case look for Life of Pi or even Silver Linings Playbook (the only film in 31 years to score acting nominations in all four categories) to pull off a possible surprise. No argument about Best Actor, though: that’s Honest Abe (a.k.a. Daniel Day-Lewis) all the way. Shown live last night, and again this morning for hopeless completists.

Paradis (a.k.a. Mrs. Johnny Depp) is glamorous as his latest assignment. Vanessa’s rich dad hires Romain to sabotage his daughter’s wedding, and he only has one week to make her fall out of love with her husband-to-be (and in love with him). The result should be funnier than it is, but in fact it’s seldom clever or inventive enough; our hero’s seduction techniques are lame (making the girl think they have things in common, viz. a love of Roquefort and Dirty Dancing), and bringing in a flamboyant nympho friend reeks of desperation. “A romantic comedy that packs charm, warmth and humour in spades,” disagreed Empire, and most reviews were similarly gushy. Maybe I just hate charm, warmth and humour. Made in 2010.

Sport England try hero Tuilagi reveals ear horror By Alex Lowe BLOODIED try-scorer Manu Tuilagi refused to come off after having his left ear partly ripped from the side of his head in the opening minutes of England’s brutally physical 23-13 victory over France. After the match, Tuilagi required 19 stitches, two of which were internal, after he was caught by the elbow of French number eight Louis Picamoles while making his first tackle of the match. But Tuilagi ordered the

team doctor to just bandage up his head and he played on, delivering an outstanding performance as England took a giant step towards their first Grand Slam in a decade. “It was the first collision of the match,” Tuilagi said. “I sparked out for a couple of seconds. I’m not sure if I was knocked out but I was definitely dazed. It is one of the biggest collisions I have ever had. “I just told the doctor to wrap it up. The doctor was saying I needed stitches but I said, ‘No, just tape it up’.

“I wanted to stay out there and help the team and do anything to contribute to the win. “They couldn’t put temporary stitches in it at half-time because there was too much damage. It would take too long to stitch it so I carried on. “It took 40 minutes to do the stitches after the game. I have got 17 on the outside of the ear and two internal stitches.” Tuilagi had been recalled to start opposite the French midfield powerhouse Mathieu Bastareaud and it was the England man who won a

bruising contest. With his head swathed in bandages and his shirt bloodied, Tuilagi’s try after 54 minutes put England in control of the match. France had led 10-9 at the interval with an eye-catching try from centre Wesley Fofana but England controlled the final quarter after Tuilagi’s 10th Test try. “That physicality is one part of the game I really enjoy. Barca were stunned 2-0 away in a Champions League last 16 first leg on Wednesday and Sevilla played a similar gameplan to the Italians, denying the hosts space and breaking to take the lead just before halftime. David Villa and World Player of the Year Messi completed the second-half comeback to leave Barca top with 68 points from 25 games, 15 ahead of secondplaced Atletico Madrid, who hosted Espanyol yesterday. BRAZIL are placing too much hope on the shoulders of Neymar and the 21-yearold becomes “an ordinary player” when he represents his country, according to Pele. Neymar, who plays for Santos where Pele spent nearly all of his career, has been billed as the best player to have emerged from Brazil in the last few years and is expected to lead the attack at the 2014 World Cup. But critics say he lacks experience against world class defences and needs to stay on his feet more rather than continually looking for free kicks. “There’s an awful lot of confidence in him but he’s just an ordinary player when he plays for Brazil,” Pele told the Estado de Sao Paulo newspaper in an interview.

“Everything is based around Neymar, but he’s a player who doesn’t have international experience.” “He’s an excellent player but doesn’t have experience of playing abroad. Everyone thinks he has to solve all the (Brazil) team’s problems but he’s not prepared to carry that burden,” added the three-time World Cup winner. With 11 sponsorship contracts to look after, there have also been concerns Neymar is being distracted by his off-field activities. “He doesn’t play abroad and European football is different. At Santos, they say he’s the best player in the world but he worries more about appearing in the media than playing for the team,” said Pele. “He’s hooked on getting free kicks... The game is tougher in England, Italy, Germany. The referees let play go on.”

WEST Ham midfielder Matthew Taylor has urged his team-mates not to spend too long thinking about Gareth Bale when Tottenham visit Upton Park tonight. Bale has been one of the top players in the Barclays Premier League this season, with the 23-year-old already hitting 21 goals across all competitions. The Wales winger was on the scoresheet in Spurs’ 3-1 win over London rivals West Ham earlier in the season but, despite his eye-catching performances of late, Taylor is keen for the Hammers to express themselves. “The main thing for us on Monday night is to try and worry about ourselves,” he said. “We understand that Tottenham have got lots of fantastic players and they are a great team but we’re not bad ourselves. “Everybody’s talking about Gareth Bale because he’s playing well and scoring goals. MANCHESTER United may already have one hand on the Barclays Premier League but Sir Alex Ferguson is ensuring complacency does not creep in, according to midfielder Michael Carrick. Rafael and Ryan Giggs scored on Saturday as United secured a 2-0 victory at embattled QPR to extend their lead at the top of the table. It would now need a meltdown of unparalleled proportions for the Red Devils to let a 20th title slip from their grasp. England international Carrick knows United are in an incredible position of strength but will not be taking that for granted over the remaining 11 matches. “We’ve got a job to do and the manager said that we need to take it game to game and just win the next game if we can,” he said. “You can’t look too far ahead because it can come back and bite you. “We’ve got the experience around the place and obviously the manager sets the tone. “I think you saw against QPR it was just about that game, getting the result and moving onto the next one.” Carrick was one of a number of experienced players drafted in by Ferguson for the trip to Loftus Road in a bid to avoid a potential banana skin. “It’s not always going to be pretty,” he said, speaking to MUTV. “Sometimes you have to grind it out, work hard and make the most of the opportunities. “That comes from experience as well and the manager picked an experienced side, who would be able to cope with that. “We played some good football at times when we had the chance, but other times it was about defending well and playing on the break. “All in all, I think we can be really delighted with how the day has gone.” While Saturday was a team performance, Giggs, like so many times before, is the focus of attention. The 39-year-old made his 999th senior appearance at Loftus Road and scored a fine effort at the same end where he netted an iconic goal 19 years previously. “He is incredible, isn’t he? He is still making those runs into the box and the condition he is in,” Carrick said. “He is light on his feet, drifts past people still at that age. Just 11 matches stand between them and relegation, with seven points currently separating them and safety.

AYA Toure and Carlos Tevez took advantage of a rare Frank Lampard penalty miss to fire Manchester City to their first Barclays Premier League win in a month. Lampard was a kick away from his 200th Chelsea goal when he lined up a secondhalf spot-kick at the Etihad Stadium but Joe Hart, who stayed on after fouling Demba Ba, saved from his England team-mate. Yaya Toure made Chelsea pay with a fine finish from inside the area and substitute Tevez made victory certain with a long-range effort late on. The result reduced Manchester United’s lead at the top of the table to 12 points but, perhaps more importantly with the title long shot, increased City’s advantage over third-placed Chelsea to seven. Both managers had gone into the game under considerable pressure but City boss Roberto Mancini ended it far happier than Chelsea counterpart Rafael Benitez, who suffered more abuse from fans. City went into the second half with the same determination but Aguero’s acrobatic volley from Silva’s cross went well wide. The game’s pivotal moment came in the 50th minute as City switched off at the back and Ba raced on to a long ball from deep. Ba shrugged off Kolo Toure and clipped the ball past the

Referee Andre Marriner immediately pointed to the spot but importantly felt Ba was just moving away from goal and did not show Hart a card. Hart made the most of the reprieve to earn instant redemption by saving from Lampard, who had scored his last 10 spot-kicks, low to his right. He was in action again seconds later to deal with the resulting corner and City set about making sure Chel-

sea paid for missing their chance. Surprisingly, Mancini opted to replace the influential Rodwell with Tevez but the resulting change in shape gave Chelsea more to think about. The game opened up as Aguero raced through from a Milner pass and chipped just over before Ramires almost exposed Kolo Toure on the counter at the other end. City made the decisive breakthrough just after the hour. Milner found Silva in the box with a clever reverse pass and his pull-back found Yaya Toure on the edge of the area. The Ivorian still had much to do but his first two touches took out two defenders and gave him space to curl a superb low finish beyond Cech and in at the far post. Chelsea made a double change in response with Lampard, after a frustrating game by recent standards, making way along with Eden Hazard for Victor Moses and Oscar. The changes did not bear fruit and it was not long before Torres was introduced for Mikel. But it was City’s substitute Tevez who made the most dramatic impact, putting the game beyond the visitors with a superb strike from outside the area five minutes from time. “We can’t think that it’s finished with 11 games to go,” Mancini said after the game. “It’s not my mentality or my players’ mentality and we need to play like today. Both goals were fantastic.”
