ASINOS on the island could be up and running within two years, the commerce minister said yesterday, getting the ball rolling on an issue the previous administration flatly refused to consider on ideological grounds. Speaking in parliament, Giorgos Lakkotrypis said he had already asked the Cyprus Tourism Organisation to update a 2007 study into the creation of casinos to help the government decide on the form they would take – whether they will be accompanied by other development. Asked if Cyprus could expect casinos in the next two years, the minister said “yes, this is what we hope.” The previous administration had stubbornly refused to consider the opening of casinos on ideological grounds, with former president Christofias consistently brushing off suggestions that Greek Cypriots would spend their money at casinos in the Republic as opposed to the north, which is currently the case. “There will be no casinos in Cyprus as long as I am president,” Christofias said in 2009. Christofias said such establishments are an “expression of corruption and can create a crisis to the system. My party has struggled for years against any establishment of casinos, and there will be none while
Christofias is president,” he said. Cypriots already spend millions on gambling – on illegal online games as well as casinos in the north. The CTO study into the creation of casinos predicted millions in revenues and a significant boost in employment opportunities. Christofias’ second finance minister Kikis Kazamias had proposed creating casinos around a year ago as part of a raft of growth-boosting measures. The proposal was shelved. Citing the CTO study, the ministry said annual revenues for the state would be between €35 and €50 million. An estimated €6.0 million per year is also spent on gambling by Greek Cypriots in the north where casinos abound, the ministry said. It also suggested there was not enough scientific evidence to substantiate a connection between casinos and negative effects on society – pathological gambling is not just connected to casinos but all games of chance. “Cyprus is a special case since even without casinos in the Republic, pathological gamblers exist as there is free access to casinos in the occupied areas,” the ministry said at the time. “The current situation in Cyprus, where effectively every neighbourhood has two or three small casinos in the form of unregulated betting shops, makes the problem worse.”

Australia destroys insatiable giant snails A BASEBALL-sized snail with an insatiable appetite for hundreds of plants including cocoa and papaya has been seized and destroyed by Australian officials, who said it posed a huge threat to local agriculture. The animal was found creeping across a Brisbane shipping container yard and identified as a giant African snail, an East African pest capable of growing up to 30 cm (12 inches) long and one kg (2.2 lb) in weight. It is known to eat 500 different species of crops, fruits, native Australian plants and even other giant African snails, according to an Australian government website. “Giant African snails are one of the world’s largest and most damaging land snails,” said Paul Nixon, acting regional manager at the Department of Agriculture, Fisheries and Forestry, in a statement. The snail can lay 1,200 eggs a year, tolerates extreme temperatures and has few natural enemies in Australia. It also carries parasites that can infect humans with the disease meningitis, which can in some cases be fatal. The last major Australian outbreak of the snail was in 1977, when 300 giant snails were exterminated in Queensland in an intensive eight-month campaign of community education, baiting and snail collection. The snail was destroyed and officials inspected the container yard and found no evidence of additional snails, eggs or snail trails. They will continue surveillance into next week.

Education ministry takes moves over Harlem Shakers By Maria Gregoriou THE MINISTRY of education has been forced to take action after videos of high school students doing the Harlem Shake have been uploaded onto the internet showing obscene behaviour, the ministry said yesterday. “The videos show obscene behaviour. Some show students pulling down their trousers and pants,” sources at the ministry of education said. “We are trying to protect these students because anything that is uploaded onto the internet can stay there forever. The students are children and are not grown-up enough to understand how this can affect their lives in the future. Some students may become doctors or lawyers and these video clips may harm their professional lives in the future,” they added. The ministry said it carried out seminars at schools outlining to students what is safe behaviour concerning the internet. It also complained
that the videos should not be attached to the names of particular schools. Videos that are taken on school grounds and show student’s faces cannot be publicised without receiving the school’s permission because the students are minors. “The students who have uploaded these clips without permission should be found and asked to remove them. It is up to the school’s headmaster to decide the consequences,” the ministry said. “I uploaded a video of my school friends dancing the Harlem Shake after asking for permission from my headmaster,” said one student. “We only danced in our clip. It was a way of forgetting how crap things are around us for a while,” he said. The Harlem Shake is a novelty track recorded by American DJ and producer Baauer, which reached number one on the US Billboard Hot 100, which has followed a wave of recent hits to get the public dancing, including Psy’s monster hit Gangnam Style.

Women rounded up in Paphos NINETY-three women from non-EU countries were arrested by police in Paphos on Sunday, suspected of living or working in Cyprus illegally. Members of the crime prevention squad and immigration services carried out checks in various areas of the town and district. Police had initially received reports of women soliciting prostitution, although only one of the 93 was arrested for the crime. Six of the women were arrested for illegally staying in Cyprus while the other 86 had violated their visitor permits. “We are trying to send the message out to foreign workers that they can no longer work on the island illegally,” Paphos police spokesman, Nicos Tsiappis said. Tsiappis revealed that plans are in place to carry out checks more frequently now and soon police in other districts will also check for illegal workers. Efforts are being made by authorities to return the 93 women to their countries of origin.
WITH THE country on the brink of collapse, this is not the time for the Supreme Court to be hearing the case of the district court judges’ appeal against pay cuts, Attorney-general Petros Clerides argued yesterday. The AG – representing the state – pulled no punches trying to convince the top court not to hear the case, arguing that whatever the final decision, the prestige of the judiciary has been irrevocably damaged. Speaking before nine members of the Supreme Court, Clerides said: “You have judicial knowledge that the president is doing the rounds to prevent the bankruptcy of the state, children in schools are going hungry, 900 employees who were on €1,000 a month had to leave the public service, shops have closed, you are aware of the unemployment rate... you are part of society, you have judicial knowledge, and if you are not aware, you live in a place dis-
connected from reality.” He added: “This case should never have come before you”. Clerides noted that the nine judges were in a very difficult position since their decision will have an impact upon the entire judiciary, including themselves. “Who should judge this case? Those who appealed should have considered this,” said the AG. “The first thing to decide is whether you can hear this case, because there are difficulties in terms of the unfavourable circumstances,” he added. Supreme Court President Petros Artemis said the top court was not in a position to deprive members of the public from recourse to the court. Three members of the Court’s full bench were purposefully absent from yesterday’s hearing because they were initially part of the mass recourse to the Supreme Court in their capacity as district court judges, before their appointment to the top court.
The 90-odd district court judges are challenging two items of legislation passed in late 2011 as part of an austerity package that included reductions in the salaries of state officials. They wish to be exempted from the cuts, arguing that their remuneration is protected by the Constitution. The lawyers representing the judges have argued that an unconstitutional law cannot become constitutional because of the reason it was enacted - in this case the economic difficulties faced by the state. Instead of taking a mandatory pay cut, judges have proposed they would make a voluntary contribution from their salary to the state. They said also their offer would stand irrespective of the court’s ruling. Clerides reminded the Supreme Court judges that on December 17, 2012, the House Finance Committee heard that if semi-government organisations failed to provide the state with loans from their pension funds then the
state would default. “If the state went bankrupt, would the judges have received their salaries?” asked Clerides. He noted that after the Turkish invasion in 1974, two laws were passed which cut the salaries of everyone, including judges due to the particular situation that prevailed at the time. “The judges’ contributions were also mandatory (in 1974). Nobody brought the matter to court. Today, the conditions are much worse. Then we had a state, in three days we might not,” said the AG, adding, “We are not living in a vacuum, we are living in a real situation, nobody should have come today.” At one point, the AG pointed towards the clerk of the court, and told the judges: “Ask the clerk how much has been cut off his salary” for which he was interrupted by Artemis who reminded the state’s top lawyer: “This is not a legal argument”. Clerides will continue his arguments at the next hearing on April 5.

Suspect gets remanded in custody ten years after murder By Peter Stevenson A 39-year-old Larnaca resident was yesterday remanded in custody for eight days in connection with a murder in Paphos ten years ago. In August 2003, 48-year-old taxidriver Charalambos Pericleous from Salamiou village had been sent to collect a customer near Tsada golf course when he was shot. His body was found around 500 metres from his car by a passerby. He had been shot three times in
the chest and point blank in the head with a revolver, which police found in some bushes nearby. State pathologist Eleni Antoniou said at the time it was the bullet to the head that killed Pericleous. “The shot in the head was fatal,” she said. “He also had wounds in his left hand and shoulder blade.” Recent DNA checks on the murder weapon matched that of the 39-year-old suspect. His DNA had been on record after a previous unrelated arrest. After his arrest, the 39-year-old de-
nied any involvement in Pericleous’ murder. He claimed that someone had given him a revolver to inspect some time ago. According to inspector Michalis Ioannou from Paphos CID, someone from the suspect’s close circle had told police he knew a woman that had introduced him to people from the criminal underworld. The woman is no longer in Cyprus and Interpol are searching for her, police said. The police will search two premises in the Famagusta district and two in Larnaca while also taking 48
statements from various people according to a police spokesman. Police had originally believed Pericleous’ murder was connected with that of 65-year-old Michalis Zacharias in Marathounta two months earlier since the two men worked in the same taxi office and both died after they were asked to collect customers in remote areas. Pericleous had also been questioned by police over Zacharias’ death, as had his son, but they were released without charge. Zacharias was found dead at a con-
struction site on the old Episkopi to Marathounta road. He had been called to pick up a customer from Episkopi but never returned. State pathologist Sofocles Sofocleous said at the time that he had been stabbed 20 times in the back and throat and bludgeoned with a stone. Police had initially believed Zacharias was killed for the large amount of cash he was carrying in his taxi. They then said the two murders could have been the result of a feud although no one was ever charged in connection with Zacharias’ murder.
US welcomes stronger ties with NATO

THE UNITED States welcomes Cyprus’ commitment to strengthen ties with the transatlantic security organisation NATO, US ambassador to Nicosia John Koenig said yesterday. He also called for a careful planning of the new government’s stated goal of joining NATO’s anteroom, the Partnership for Peace (PfP) programme, to ensure a positive effect on EU-NATO relations. Speaking after a meeting with President Nicos Anastasiades at the Presidential Palace, the US diplomat said Washington is very interested in developing cooperation between the two countries. “And as President Anastasiades has made clear repeatedly that he is committed to strengthening the relationship between Cyprus and the United States and anchoring Cyprus more firmly in the transatlantic set of key relationships, this is something that we welcome and look forward to developing closely with him and his administration in the coming years,” Koenig said. At a separate event to award Cypriot national guardsmen trained by US experts on managing ordnance stockpiles yesterday, Koenig said “we believe that things like membership in Partnership for Peace need to be prepared carefully to ensure a productive and positive effect on our relations and on NATO-EU cooperation that we all seek,” he said. Also present at yesterday’s ceremony was Defence Minister Fotis Fotiou who said Cyprus’ participation in PfP would provide Cyprus and the US an opportunity for closer cooperation in many areas.
ARGUING that two chemical plants in their village pose a health hazard and are responsible for cancer incidents among residents, the community leader of Pera Chorio Nisou yesterday accused authorities of failing to do enough to protect the community. Residents in the village that is home to about 1,600 people and lies 15 kilometres out of Nicosia, had been protesting over the two factories, eventually shutting them down themselves earlier this month after the expiration of a temporary closure in February by the labour ministry. A meeting yesterday at the interior ministry in the presence of stakeholders decided for the chlorine factory to be relocated within six months. “It was never our intention to cause any troubles, but we have no other choice but to claim for ourselves for the factories to shut down,” said Pera Chorio community leader Yiannakis Georgiou.

DISY MP and vice-president Lefteris Christoforou announced yesterday the party’s politburo decided on Monday night to call an electoral assembly on April 27, followed by a national congress on May 11 to choose a new party leader and fill other key posts. Party hopefuls must submit their candidacies on Friday. The DISY leadership came under fire from former DISY deputy Christos Pourgourides yesterday, who accused it of basing the decision to hold internal party elections next month on “expediencies”. Pourgourides said he
would not be running as a candidate for the party leadership. However, he blasted the politburo decision for being taken “without any respect whatsoever for friends and supporters of the party who are entitled to participate in the electoral assembly”. The former MP argued that the politburo decision undermines the right to vote since there is virtually no time to register on the party’s electoral roll, which according to the party charter has to happen 45 days before the election. He was particularly scathing of the current key figures within the party, saying the country needs a new political culture of cooperation

and unity but instead the DISY leadership is more interested in party posts. Pourgourides argued there was no reason for DISY to rush ahead and call an electoral assembly on April 27. Responding to the allegations, Christoforou said the politburo had no room for manoeuvre since the party’s charter specified that a new leadership had to be in place by May 12. He noted that over 45,000 members and friends are eligible to take part in the vote, adding that anyone who wanted to register on the party electoral roll could have done so anytime in the last year. They have until tomorrow to do so. It is widely believed that DISY number two Averof Neophytou has the strongest chances of succeeding Anastasiades as party leader. According to reports, Foreign Minister Ioannis Kasoulides and Communications Minister Tasos Mitsopoulos had considered vying for the post but ended up taking positions in the new cabinet. House Education Committee Chairman Nicos Tornarites is expected to go after the post of DISY parliamentary group spokesman.

The interior ministry said strict instructions had been issued to relevant state services to monitor both plants’ compliance with legislation. “The community council will need to cooperate with relevant state services so the public can be made aware of the true and objective situation in relation to concerns that have unfortunately been created in the public,” the interior ministry said in an announcement. The concerns are “based on unverifiable claims and non-substantiated views on potential consequences to public health from the (paint) factory’s operation,” the announcement said. As soon as finances permit, authorities will see how industrial zones can be relocated farther away from residential areas, the announcement said.

By George Psyllides THE chief of the European Central Bank (ECB) had urged former president Demetris Christofias at the end of 2010 to take measures to shore up the island’s declining economy it emerged yesterday after a confidential letter was leaked to the media. In the “strictly confidential” letter to Christofias, former ECB president Jean-Claude Trichet stressed that strong fiscal consolidation should have been Cyprus’ key priority for the 2011 budget and beyond. Dated December 15, the letter, also signed by former Central Bank governor Athanasios Orphanides, followed a surveillance exercise by the ECB. “…Cyprus is considered as one of the countries where the need for policy actions is particularly urgent,” Trichet said. It warned that waiting for market pressures before acting exacerbated tensions and ultimately increased the necessary adjustment size. Despite the limited size of the island’s sovereign debt market “significant concerns exist” especially in view of the large size of the Cypriot banking system, Trichet said. “Safeguarding market confidence in public finances and in the stability of the financial system has to be a key objective for Cyprus at the current juncture,” the letter said. “To that end, a detailed, credible and convincing medium-term fiscal consolidation strategy, supported by an enhanced fiscal policy framework needs to be urgently announced and implemented.” The former ECB chief said consolidation measures announced earlier that month did not appear “ambitious enough and rely mostly on raising additional tax revenues.” The main measures in that package were the introduction of a 5.0 per cent VAT on food and drugs, a hike in the tax of tobacco and cigars and a levy on banks. There were also pledges to reform the public sector pension system and wage indexation. Trichet told Christofias that the strong growth of the public wage bill needed to be stopped and reversed.
THE island may require a smaller bailout than previously thought because of money raised from a levy on deposits and other taxes, eurozone officials said yesterday. Initial estimates of the amount of money needed to recapitalise banks, service debt and cover government spending were around €17 billion euros. “The number has come down, the numbers now are between 10 and 13 billion euros rather than 15 and 17 as it was before,” one eurozone official said. “It is thanks to a bit of a different scenario and some different assumptions on how much money can be generated in Cyprus itself through extraordinary taxes,” the official said. A second official confirmed the option was under discussion. A Cypriot official said yesterday that international creditors have proposed lending the island just €10 billion. Speaking on CyBC radio, head of the new Economic Policy Council Christoforos Pissarides confirmed the troika was reluctant to lend the full €17 billion. That was because lenders did not think Cyprus can repay the €17 billion, a figure roughly equal to the country’s output and one that would cause the island’s debt to GDP ratio to soar above 120 per cent – the threshold at which national debt is deemed sustainable. “Since the troika is not taking into account possible future earnings from the sale of natural gas, they are telling us: ‘we shall not give you €17 billion, but less, around €10 billion’,” Pissarides said. The economist was answering a question as to why in-
ternational creditors have brought to the table a host of new issues, given that a preliminary agreement had already been struck with the previous government. He was referring to talk of a haircut on bank deposits, a financial transaction tax, raising corporate tax and privatisation of semi-public organisations – all matters that apparently arose over the past 10 days. Pissarides said the troika shifted its stance once a due diligence of the banking sector indicated that the total bailout – for the banks and the government – would come to €17 billion and as such Cyprus would be unable to repay it. “Personally I believe this is wrong, but the troika have their own opinion. And since they claim that the debt would not be sustainable, that is why they are urging us to find money elsewhere,” he said. Eurozone officials said the extraordinary tax could be on the deposits themselves rather than on the capital gains from the deposits. “Italy has done that, it imposed a wealth tax in the late 90s. If you do that, it could be in billions of euros. If you decide on a tax of, for example, 5 per cent, you could get 4 billion euros,” the eurozone official said. Italy imposed the tax as a one-off to shore up public accounts to meet the criteria to enter the eurozone. International lenders are also discussing with the government the possibility of raising the corporate tax by 2.5 points to 12.5 per cent. “The corporate tax, a capital gains and deposit tax, the financial transaction tax, revenues from privatisation
– all these things – could be enough to make Cypriot debt sustainable,” the official said. Eurozone officials have said they expected a decision on a bailout before the end of March. German Finance Minister Wolfgang Schaeuble told conservative politicians yesterday that the Bundestag lower house of parliament would vote on aid for Cyprus before a wider European decision, but he did not set a date. Reuters reported that Shaeuble informed politicians that the Bundestag “would get to vote on it [a Cyprus bailout] in the week before a European decision.” A precondition for the Bundestag to vote on bailouts is a decision from eurozone finance ministers that Cyprus requires financial assistance. Schaeuble can only give the Eurogroup of eurozone finance ministers German approval for the aid once he has the green light from the Bundestag. An EU-financed bailout must be approved by each of the parliaments of the 17 euro-area nations. Cyprus and international creditors – known as the troika – have been engaged in intensive talks over the past week. Schaeuble’s remarks could signal that a bailout deal might come sooner than anticipated. Meanwhile press reports said finance minister Michalis Sarris was planning a visit to Moscow sometime in the next few days. He would be discussing with his counterparts there ways in which Russia could contribute to assisting Cyprus, for example by extending the repayment of a €2.5 billion loan that matures in 2016.
NEGOTIATIONS ON MONEY LAUNDERING AUDIT TERMS STALLED NEGOTIATIONS between the Ministry of Finance and troika technocrats to reach an agreement on the terms of reference governing the independent audit into Cyprus’ legal framework against money laundering and its implementation faced obstacles yesterday evening. According to Cyprus News Agency sources, while at first the terms of reference were agreed, negotiations were subsequently blocked on the part of troika. “The issue of the terms of reference remains open,” a source said, without excluding the possibility of an agreement last night or today to allow the procedure of a tender to
choose an independent audit company to participate in the investigation for money laundering. The audit into Cyprus’ legislation against money laundering will be conducted by an independent private firm with the participation of the Moneyval Committee of the Council of Europe. Nicosia rejects allegations that Cypriot banks engage in money-laundering activities. The government has repeatedly said that it has “nothing to hide”, ahead of an independent audit of compliance with anti-money laundering regulations decided at a recent Eurogroup meeting.

Home CYPRUS TODAY Sales fall PROPERTY sales fell nationwide in February despite a rise in sales in Paphos, according to statistics released yesterday by the Land Registry Department. In Paphos there was an 86 per cent rise in property sales compared to a 28 per cent fall nationwide during the second month of 2013 compared to February 2012. During the same month in 2012 a total of 486 properties were sold while last month 352 were sold. In January 2013 sales fell by 53 per cent compared to 2012, although that has been attributed to a relatively high amount of sales during the first month of last year. Different trends were recorded in the five districts and although sales in Paphos rose, Famagusta suffered a 61 per cent fall compared to last year, Nicosia a 60 per cent fall, Limassol a 45 per cent fall and Larnaca a 15 per cent fall.
AIDS crime A HOMOSEXUAL man who has the AIDS virus is allegedly prostituting himself, officials from the ministry of health reported to the police yesterday. Minister of Health Petros Petrides called on the public to take all necessary measures to protect their health. Speaking after a meeting at Nicosia General Hospital, Petrides said that last week there were many questions about the validity of the claims.
Breakfast cash THE Limassol Co-operative Bank will donate €40,000 to the Limassol district school board to go towards providing 2,000 children with healthy breakfasts, it announced yesterday. The bank has for about 20 years been supporting parents associations by contributing to needy school children. The donation will cover the cost of transporting the breakfasts in cars that have been adapted for this purpose. These breakfasts will be taken to 90 schools for the following two school years. Peace talks can wait till we are done with troika By Stefanos Evripidou PRESIDENT NICOS Anastasiades will first have to face the “huge economic challenges in the short-term” before moving forward on peace negotiations, UN Special Adviser Alexander Downer said yesterday. The Australian met Anastasiades for the first time yesterday since the latter took over at the Presidential Palace to sound out his views on how the peace talks could be resumed. Later
in the afternoon he also met Turkish Cypriot leader Dervis Eroglu. The special adviser is due in New York next week to brief UN Secretary-General Ban Ki-moon on his meetings with the two leaders and prospects for the resumption of talks which halted last June after Eroglu refused to continue negotiations during Cyprus’ EU presidency. Asked about when the UN planned to move the process forward, Downer said: “At the moment, I think, understandably, the new president needs to
concentrate on the economy… it’s not realistic to expect that they should be doing anything else right this week.” He said the peace talks need to restart but “in a timely and appropriate way”, preferably after Anastasiades concludes negotiations with the troika. “Those economic issues are bigger economic issues than most countries face (and) need to be dealt with. That leaves us with plenty of time to do a good deal of preparation for trying to get the process going again,” he said.
Downer noted that the UN now has “an increasingly clear picture about how President Anastasiades wants to take this process forward”, adding that the latter was “very committed” to a solution. The UN official is due back on the island in late April to hold further discussions with the two leaders. In the meantime, he plans to hold talks with the Greek and Turkish governments. “By the time I get back here in April I will have done a fair deal of preparations,” he said.

a large sum by those in the industry – covers goodwill, buying out the licenses held by the LLPA and the annual fee paid to the Cyprus Ports Authority. The ports authority is said to be favourably disposed toward a new operator coming in, so long as the fee paid to it is reasonable. Sources said initially the shipping agents had proposed a 50-50 share between them and the LLPA, but the offer fell through due to disagreements over who would retain management. The LLPA is a collective of businesses employing longshoremen for transportation of freight from the ships to storerooms and their safekeeping during their storage until delivery.
They procure the equipment - such as forklifts - and supervise the collection of cargo from ships, which they transport, sort out and deliver to the consignees. The longshoremen themselves are self-employed. On-and-off talks between the shipping agents and the LLPA have been going on for almost a decade.
VERGE They were on the verge of a deal in 2008 but the agents had pulled out due to difficulties in securing financing from the banks. Industry sources said the shipping agents would likely do a better job of running the ports if only because it is in their best interest.
By contrast, the LLPA has no stake in the volume of traffic; if their revenues happen to drop, they can make up the shortfall by hiking up the loading/unloading fees charged to shipping lines. This is precisely what has happened in recent years, the same sources said. Due partly to the global economic crisis, cargo traffic at Limassol port has dropped by about 1 to 1.5 million tonnes compared to 2008. The LLPA apparently made things worse by charging higher loading/unloading fees, driving away a number of shipping lines. Because of the high shipping costs, many shipping lines have chosen other destinations – such as Port Said – over Cyprus as a transit
centre. Labour relations are another issue. Due to collective agreements currently in force, longshoremen refuse to work extended shifts, meaning that normal service is often disrupted. It’s understood that the shipping agents intend to alter the longshoremen’s terms of employment should they take charge. The agents’ bid for running the port comes amid a police probe into suspected fraud involving the LLPA. The investigation relates to suspected over-invoicing for equipment purchased by the LLPA, as well as to totally bogus invoices. Reports said the total over-invoicing amount could run in the millions.

Home Minister scraps new property tax THE government is to scrap the previous administration’s bill on Immovable Property Tax (IPT) and will prepare a new one, Interior Minister Socrates Hasikos said yesterday. “The legislation is being shaped in collaboration with the Finance Ministry. It will definitely not be the previous bill,” Hasikos said. Asked whether this meant the bill drafted by the Christofias administration was being withdrawn, the minister said: “Yes, for now.” The previous government had intended to pass its bill through parliament before the recess for the presidential elections but the majority of MPs voted to postpone discussion on the grounds that more time was needed to study the provisions in depth. That bill exempted property of up to €40,000 at 1980 values from paying the tax, but also abolished a tax-free threshold, meaning assets above that amount would be taxed on their full value. It provided that properties worth more than €40,000 and up to €120,000 would be taxed at a rate of 4.0 per thousand on the full amount, without subtracting the tax-free €40,000. From then on higher rates would be imposed the more valuable the assets. The tax was to be applied on the total value of the property in someone’s name.
Wind farm permit cancelled INTERIOR Minister Socrates Hasikos has cancelled a permit to create a wind farm in an environmentally sensitive area signed by his predecessor a day before she handed over the ministry despite being opposed by all departments involved in the process. Hasikos said he will also look into other cases signed between the first and second round of the presidential elections – February 17 and 24. The permit concerned a 77.4MW wind farm project – 26 turbines – located in a Natura 2000 zone at Pentashinos near Lefkara signed by Eleni Mavrou on February 28. “Starting with the principle that as the outgoing government you do not sign for such large projects, especially on the last day before the handover, I investigated the specific permit and concluded that it should be cancelled,” Hasikos said. “This has to do with the fact that all departments involved with this were strongly against.” The minister did not expect the cancellation to have any consequences. “As far as I understand, the applicant may have not even received the permit,” he said.
Former defence minister passes the Mari buck ‘On a political level, the cargo’s handling lay with the former president Demetris Christofias’ By Poly Pantelides FORMER defence minister Costas Papacostas yesterday said it was not him but colonel Georgios Georgiades who was in charge of the munitions that exploded in the summer of 2011 in Mari, killing 13 people. Papacostas, a defendant in the trial over the deaths at Evangelos Florakis naval base, yesterday read out a written statement to Larnaca Criminal Court spanning 19 pages pointing the finger mostly at Georgiades, against whom prosecution dropped charges, adding him instead as a prosecution witness. Papacostas, who quit on July 11, the day of the blast, said a claim by the prosecution that he was the national guard chief was a mistake because it was the national guard chief who had jurisdiction to run, manage and supervise the cargo. And former national guard head Constantinos Bisbikas had appointed Georgiades to “act as a general coordinator in uploading, moving and storing the cargo” of nearly 100 containers seized from a Syria-bound ship in early 2009, Papacostas said. The decision to store the cargo at the naval base lay with the national guard, Papacostas said adding that he was convinced that all safety regulations would be met. On a political level, the cargo’s handling lay with the former president Demetris Christofias, Papacostas said adding that his opinion was that the cargo should have been destroyed. He added that Georgiades assured him the cargo was safe, even a week prior to the blast when one of the containers had bulged in the heat. He went further to say that Georgiades became irate when Papacostas suggested that outside expertise could be sought, “assuring us in an absolute and insolent way, shouting and protesting that he alone could handle the matter and no outside help was needed”. “This irritated me and I
scolded him, asking (Georgiades) to compose himself,” Papacostas said. He added that contrary to Georgiades’ claims, Georgiades never came to his office to alert of any imminent danger of explosion. Meanwhile, former foreign minister Marcos Kyprianou said yesterday that warnings over the dangers of keeping a munitions cargo exposed to the elements were hypothetical, not actual. During the final day of his cross-examination Kyprianou said discussions over the dangers inherent in keeping the cargo were done in the context “of exchanging various views”. During a February 7, 2011 meeting to discuss the cargo, Kyprianou said given the passage of time since the decision to store the cargo without a cover, exposed to the elements, he considered there was “no longer an issue of dangerousness”.
DANGER Otherwise, why would they discuss selling the cargo and inspecting the contents, Kyprianou said. “There is some danger from munitions exactly because they are munitions, from the ammunition a hunter keeps at home to the national guard’s missiles. Even Nicosia general hospital’s radioactive isotopes for radiotherapy are dangerous but they are manageable,” Kyprianou said. But Kyprianou reiterated his position that the responsibility for safekeeping the cargo lay with the national guard and dismissed the prosecution’s repeated submissions that the national guard had issued warning bells. The other defendants are former national guard deputy chief Savvas Argyrou, former fire service chief Andreas Nicolaou; deputy fire chief Charalambos Charalambous; and former disaster response squad (EMAK) commander Andreas Loizides. They are charged with causing death by want of precaution, and homicide by gross negligence in relation to the deaths of the 13 people.

Hungarian PM Orban pushes for state bank HUNGARY’S go-it-alone prime minister said yesterday there were too many foreignowned lenders in the country and promised to free companies from billions in euro and Swiss-franc loans. Viktor Orban, a conservative who has angered investors and ignored European Union warnings that he is backsliding on democracy, said his government would set up a system of stateowned banking and called on policymakers to cut interest rates further. In a week when the ruling Fidesz party overhauled the constitution and, via his former economy minister, Orban took control of the central bank, the combative prime minister stepped up rhetoric characterising Hungary as a country embattled by foreign influences that are keeping it down. He said one step would be to help small firms convert euro- and Swiss franc-denominated debt into forint loans, a move that may force losses on banks but one Orban said was crucial for Hungary to go its own way. “There is one way to break free: if we break free of foreign currency lending,” he told a business forum. “In my mind it is fundamentally a matter of sovereignty.” Orban also said the government would boost lending by establishing a state-owned banking system based on the network of savings cooperatives that it acquired when it bought a stake in Takarekbank last year. The push for more state influence in the economy is a departure from neo-liberal policies, such as selling banks and other firms into private hands, that most of the EU’s new ex-communist members

France’s Hollande clings to jobs goal FRENCH President Francois Hollande, battling to appease voters as his economic goals recede, loosened a budget target for 2013 yesterday but clung to his pledge to end a jobs crisis. On a two-day trip yesterday to eastern France aimed at convincing a sullen public he can restore the economy to health, Hollande admitted that deficit-cutting has been blown off course but said a delayed target was preferable to austerity measures that could stifle economic recovery. He said the end-2013 public deficit should come in at 3.7 per cent of gross domestic product, as the European Commission is forecasting, a far cry from his initial 3 per cent goal. But Hollande insisted that he can reach his last standing goal, to reverse by end-2013 a rise in unemployment that has taken the rate to a 13-year high of 10.6 per cent. “The right economic strategy is to stay on this track without doing anything that can weaken growth,” Hollande told a meeting in Dijon, capital of the Burgundy wine-making region. On his pledge to halt the jobs crisis, he said: “I will use every lever I can to achieve this aim of reversing the trend in unemployment.” Confidence in Hollande has dropped to the lowest level in 30 years for a French leader just 10 months into his presidency. As anaemic growth thins state revenues and left-wingers fume at the focus on spending cuts, the Socialist government said this week it will demand another 5 billion euros ($6.5 billion) in cost cuts at ministries this year. The Commission sees French unemployment, currently at 10.6 per cent, rising further this year and hitting 11 per cent in 2014. Analysts also see no reason for the jobless rate to fall.

The prime minister said the 99.8 per cent vote in favour of remaining a British Overseas Territory in a referendum held on the islands over the past two days was the “clearest possible result there could be”. He said Britain would always be there to defend the islands. Speaking at 10 Downing Street just hours after the result of the referendum was announced, Cameron said it sent a clear message to Argentina. “They should take careful note of this result,” said the prime minister. “The Falkland islanders couldn’t have spoken more clearly. They want to remain British and that view should be respected by everybody, including by Argentina.” A total of 1,517 valid votes were cast in the south Atlantic archipelago, a turnout of 92 per cent of the islanders eligible to vote. Police failings over Savile exposed by report BRITISH police made numerous mistakes that let the late BBC TV presenter Jimmy Savile get away with unprecedented numbers of sex attacks over six decades, and such failings could be repeated, a report by inspectors said yesterday. Savile was one of Britain’s biggest TV stars in the 1970s and 1980s, but revelations after his death in November 2011 about his activities stunned Britons and destroyed his reputation as an eccentric charity fundraiser. Police say he took advantage of his fame to commit 214 offences, including 34 rapes or serious sexual assaults, beginning as long ago as 1955. Despite the extent of his crimes, the body which carries out independent inspections of police forces said errors by officers
meant he was never prosecuted. Her Majesty’s Inspectorate of Constabulary said just five official allegations were recorded against Savile along with two pieces of intelligence about him. The earlier of those dated back to 1964, when an entry was made on an intelligence ledger held by London Metropolitan Police’s paedophile unit. In the second case, an anonymous letter sent to the Met in 1998 was classified as “sensitive” because of Savile’s celebrity status, meaning other detectives did not have access to it. Litvinenko probe is snubbed by suspect A RUSSIAN suspect in the death of Kremlin critic Alexander Litvinenko has said he will no longer cooperate with a British inquiry into the former KGB agent’s radiation poisoning in London. Andrei Lugovoy, a former security agent who is now a member of Russia’s parliament, told a news conference in Moscow that Britain was trying to hide the truth about Litvinenko’s death in November 2006 by keeping evidence secret. “I have come to the conclusion that the British authorities will not give me a chance to prove my innocence. I will be unable to get justice in Britain,” said Lugovoy, who has denied any involvement in Litvinenko’s death. Russia has denied involvement and refused to extradite Lugovoy to face accusations he killed Litvinenko with a dose of the radioactive isotope polonium-210, but he had appointed lawyers to represent him in a coroner’s inquiry into the death. Lugovoy said a request by British Foreign Secretary William Hague to keep some information about the death secret for national security reasons was turning the inquest into a farce.
Calm urged over king’s remains AN MP has appealed for calm in the debate over where the remains of King Richard III should be buried, after the Dean of York had to refer hate mail supporting burial in that city to the police. The government needs to appoint a panel of independent experts to rule on where the king’s remains should be reinterred after they were found last year under a council car park in Leicester by archaeologists from the city’s university, Labour MP Hugh Bayley (York Central) said. Under the terms of their licence to dig up the remains, the university’s scientists have decided Richard III - killed at the Battle of Bosworth in 1485 - should be re-interred at Leicester Cathedral. But other experts argue the king himself would have wanted to be put to rest at York Minster and that the remains should be moved to the city.

Ban on over-sized sugary drinks in NY overturned Mayor Bloomberg says he will appeal A JUDGE’S last-minute overturning of New York’s pioneering ban on large size sugary drinks has handed a defeat to health-minded mayor Michael Bloomberg and created confusion for restaurants that had already ordered smaller cups and changed their menus. State Supreme Court Justice Milton Tingling said that the limit (around four-fifths of an imperial pint) on pop and other sweet drinks arbitrarily applies to only some sugary beverages and some places that sell them. “The loopholes in this rule effectively defeat the stated purpose of this rule,” Judge Tingling wrote in a 36-page ruling that examined the scope of power that should be afforded an administrative board for regulations. The ruling was seen as a victory for the beverage industry, restaurants and other business groups that called the rule unfair and wrong-headed. In addition, the judge said the Bloomberg-appointed Board of Health intruded on the City Council’s authority when it imposed the rule,

Last week, the Bloomberg administration announced a campaign to warn young people they risk hearing loss from cranked-up earphones. Because of the limits of city authority and exemptions made for other reasons, the ban on super-sized beverages does not cover alcoholic drinks or many lattes and other milk-based concoctions, and it does not apply at supermarkets or many convenience stores. In defending the rule, city officials point to the city’s rising obesity rate - 24 per cent of adults, up from 18 per cent in 2002 - and to studies tying sugary drinks to weight gain. The judge acknowledged the impact of obesity on the city, and noted that those bringing suit did not dispute obesity is a significant health issue, but questioned how much sugary drinks can be blamed for it. Ultimately, the judge said whether obesity is an epidemic was not the key issue, but whether the board of health had the jurisdiction to decide obesity is such an issue that it could issue a cap on consumption of sugary drinks.
Chavez cancer ‘poisoning’ probe VENEZUELA will set up a formal inquiry into suspicions the late President Hugo Chavez’s cancer was the result of poisoning by his enemies abroad, the government said. The accusation has been derided by critics of the government, who view it as a typical Chavez-style conspiracy theory intended to feed fears of “imperialist” threats to Venezuela’s socialist system and distract people from daily problems. Still, acting President Nicolas Maduro vowed to push through a serious investigation into the claim, which was first raised by Chavez himself after he was diagnosed with the disease in 2011. “We will seek the truth,” Maduro told regional TV network Telesur late on Monday. “We have the intuition that our commander Chavez was poisoned by dark forces that wanted him out of the way.” Foreign scientists will be invited to join a government commission, the OPEC nation’s acting leader said. Maduro, 50, is Chavez’s handpicked successor and is running as the government’s candidate in a snap presidential election on April 14 that was triggered by his boss’ death last week. He is trying to keep voters’ attention firmly focused on Chavez to benefit from the out-
pouring of grief among his millions of supporters. The opposition is centering its campaign on portraying Maduro, a former bus driver, as an incompetent who, they say, is morbidly exploiting Chavez’s demise. The 58-year-old president was diagnosed with cancer in his pelvic region in June 2011 and underwent four surgeries before dying of what sources said was metastasis in the lungs.

‘Syrian forces kill 30 deserters’ SYRIAN government forces killed at least 30 army deserters in an ambush on the Damascus Airport road yesterday as opposition fighters were guiding them on foot to a rebel-held district, opposition sources said. Many thousands of the mostly Sunni Muslim army rank and file have deserted since the uprising against President Bashar al-Assad erupted two years ago. Assad and most of the army’s senior ranks and elite forces belong to the Alawite sect, an offshoot of Shi’ite Islam. “They were crossing the highway to Eastern Ghouta when they were ambushed,” a rebel commander in the region said

Egypt rules out taking emergency IMF funds EGYPT said yesterday it would not sign any “emergency” loan with the International Monetary Fund, ruling out stop-gap funding to tide it over as it struggles with a soaring budget deficit and falling currency reserves. Egypt has been seeking a full $4.8 billion from the IMF instead in order to stave off a balance of payments crisis, but securing the aid would involve a commitment to austerity measures that are likely to lead to unrest at a time when President Mohamed Mursi is already struggling to maintain law and order. The IMF said on Monday that Egypt had the option of using the Rapid Financing Instrument, a lending facility designed to provide rapid and limited assistance to member countries. Analysts say such short-term funding would be a useful compromise for the government while it negotiates an IMF standby loan programme and could help the country scrape through until after parliamentary elections. Cabinet spokesman Alaa el-Hadidi said yesterday, however, that Egypt was not interested in this option and that any loan agreement would be within the framework of the country’s economic programme. “There will not be a fast or emergency loan,” Hadidi told reporters, adding that no timing had been set yet for an IMF mission to visit Egypt to reopen negotiations on a full loan. “There is no agreement yet over the arrival of the mission, and we are waiting for them,” he said. ALLIES of Kenya’s defeated presidential contender Raila Odinga filed a petition yesterday asking the High Court to compel the electoral commission and mobile operator Safaricom to release documents to bolster their claim the vote was stolen. Uhuru Kenyatta, indicted for crimes against humanity by the International Criminal Court (ICC), was declared the winner in a tightly contested election, which passed largely peacefully without a repeat of the violence that erupted after the last election in 2007, in which at least 1,200 people were killed. Odinga, Kenya’s prime minister, has so far refused to concede defeat. He says he will appeal to nullify Kenyatta’s victory on grounds of fraud, in what will be the first major substantive case for a new Supreme Court formed under a constitution adopted in 2010 referendum. Safaricom ran a mobile network that was used to transmit provisional results, until the election commission’s servers seized up and the commission switched to manual transmission. Kenyatta, one of Africa’s richest men and son of Kenya’s founding president Jomo Kenyatta, managed narrowly to avoid a second round by winning 8,100 votes more than the 50 per cent

He was seeking forms indicating the number of ballots cast in all polling stations countrywide, the register of all voters and details about the failed electronic vote counting technology. “We already have massive evidence for our case, in addition to what we are seeking,” Owalo told Reuters. “We have a case that will stand the test of time.” James Oswago, the chief executive officer of the Independent Electoral and Boundaries Commission (IEBC) repeated that the vote was free and fair, and said the commission was ready for any legal scrutiny. International observers have also said it was a broadly credible election. Nzioka Waita, Safaricom’s director of corporate affairs, declined to comment because the matter was in court. Safaricom has previously said its systems were not to blame for the technological problems during the vote count.

A 10-YEAR, $4.6 trillion balanced budget proposal unveiled by Republicans yesterday could either be shelved within weeks or help jump-start negotiations with President Barack Obama toward a major deficit-reduction deal. House Budget Committee Chairman Paul Ryan’s plan - his latest version of the “Path to Prosperity” measure that has been rejected by Democrats previously likely will be approved this month by the Republicancontrolled House of Representatives. The House Republican budget “ends cronyism, eliminates waste, fraud, and abuse and returns the federal government to its proper sphere of activity”, Ryan said. With its cuts to social programmes including Medicaid, which provides healthcare for the poor and some people with disabilities, the measure will stand in stark contrast to a competing 2014 budget outline that Senate Democrats will unveil this week. That measure will rely partially on tax increases to get control of a massive government debt. Democrats will argue the Ryan budget would undercut US economic growth and that their alternative will more effectively create jobs in the near-term. A significant chunk of Ryan’s proposed savings about $1.8 trillion - come from the unlikely prospect of repealing the Obama 2010 health reforms. Another slab, totalling $931 billion over 10 years, would come from counting savings from ending the wars in Iraq and Afghanistan, which is money critics argue would not have been spent anyway, and from changing accounting methods for the cost of domestic emergencies.
France criticised for ‘floundering’ at reforms By Eva Kuehnen and Paul Carrel A WARY German central bank said yesterday it had set aside billions more euros against what it deems risky European Central Bank moves, and criticised France directly for “floundering” in its reform drives. Presenting Bundesbank 2012 results, Jens Weidmann, the bank’s chief, said the eurozone crisis, which has eased as a result of ECB funding promises, was not over. He urged governments to tackle the roots of their troubles with reforms. Weidmann, a member of the ECB’s Governing Council, opposed the bank’s yet-to-beused bond-buy plan agreed last September and believes eurozone governments must shape up their economies to exit the crisis rather than looking to the ECB for help. “The crisis that we are facing is a crisis of confidence, and this confidence cannot be gained if we postpone the tackling of the root causes of the crisis,” he told Reuters in a television interview. Stressing that “the crisis is not over despite the recent calm on financial markets,” Weidmann earlier told a news conference there was uncertainty about the reform course in France, Italy and Cyprus. “The reform course in France seems to have floundered, in Italy it has been brought into

With this kind of exposure concerning the Bundesbank - which has long been one of the world’s most conservative central banks - it said it had increased its risk buffers by 6.7 billion euros to 14.4 billion euros. “We must be careful not to further blur the borders between monetary and fiscal policy,” Weidmann told Reuters. The German also struck a different note from his ECB boss, President Mario Draghi, on the issue of what should be done to ensure that the benefits of ECB monetary policy reach everyone in the bloc. Draghi says the bank’s top priority is to enhance its socalled monetary policy ‘transmission mechanism’, so that low interest rates are sent to all corners of the 17-country eurozone. He is concerned that small- and mid-sized firms are not able to access funds to grow. But Weidmann appeared less worried. “A functioning transmission mechanism doesn’t mean that we have the same interest rate for everybody in every country in Europe,” the German central bank chief said. “Fine tuning sectoral financing conditions is not a task for monetary policy. There are other instruments to deal with this, the governments do have specific banks that have been set up for this purpose, like the KfW in Germany. And we should first look to their capacity to tackle the issue.” Weidmann said the eurozone crisis was the biggest threat to Germany, Europe’s economic powerhouse.

BRITISH manufacturing output fell in January at the fastest pace since June, reinforcing fears that the economy has tipped into its third recession since the 2008 financial crisis. The unexpected decline in manufacturing will put further pressure on Chancellor George Osborne to come up with measures to revive growth in his budget statement next week. The economy contracted in late 2012, endangering the government’s plans to bring its spending in line with its earnings and leading to the loss of the UK’s prized triple-A credit rating, and Britain will be back in recession if economic activity shrinks this quarter. The pound fell to a 2-1/2 year low against the dollar and British government bonds rallied after the weak manufacturing data, which raised expectations for more stimulus from the Bank of England to shore up the economy. “This is the penultimate nail in the coffin in terms of triple-dip - it’s pretty much game over now,” said Alan Clarke, economist at Scotiabank. “Unless we have a stellar performance from the services sector, we’re almost certainly in a triple dip.” Manufacturing output dropped 1.5 per cent on the month, wiping out December’s gain, the Office for National Statistics said, and bucking
forecasts it would be flat. The statistics office noted there were few reports of any disruption from snowy weather at the end of January. The wider reading of industrial output, which includes energy production and mining, fell 1.2 per cent, more than erasing December’s rise. The poor reading was partly due to a shutdown of a North Sea oil field, called Schiehallion, which typically accounts for 3-6 per cent of Britain’s oil production. Weak industrial production was the main drag on Britain’s economy in the final three months of 2012, shaving 0.3 percentage point off quarterly growth and contributing to that quarter’s fall in GDP. Another drop in GDP this quarter would put the economy in recession, defined as two consecutive quarters of negative quarterly GDP. Data on the bigger services sector last week was more encouraging, showing the sector grew in February at its fastest pace in five months, according to a purchasing managers’ survey. However, UK data has been volatile and the manufacturing sector is showing persistent signs of weakness. A survey of purchasing managers revealed an unexpected contraction in the manufacturing sector in February. Separate ONS data released yesterday showed a rare improvement in Britain’s trade position.

Hush hush and up in the air only certainty is bailout deadline IN A WAY, it is good that the government is keeping the talks with the troika out of the public domain. There is nothing worse than proposals or suggestions becoming subjects of public debate and parties making political capital out of them. President Anastasiades asked the party leaders not to divulge information after he briefed them about the talks with the troika on Saturday night and they complied. Some general remarks have been made about the issues on the table and the government’s positions but nobody knows what has been agreed, if anything. Speaking on a morning radio show yesterday, the Nobel prize-winner Christoforos Pissarides, who is an advisor of the president on economic issues, said that all issues were on the table. Presumably this is how bailout negotiations were conducted – before all options were explored, none could be ruled out. In other words, we will not know what the terms of the bailout will be before it is agreed upon by the two sides and even then it could be modified by the Euro group. This lack of concrete information has its downside as it fuels uncertainty and low confidence among people, which in turn causes instability. When people do not know what is going on they are inclined to think the worst, assuming that the government is suppressing bad news. It then takes just one alarmist report in the press to cause widespread fear. Unfortunately, the government cannot issue daily progress reports on its negotiations with the troika and direct contacts with the Commission or the ECB in order to maintain calm, when everything remains open. Over the weekend there was speculation with regards to the operations of the Cypriot banks in Greece being taken over by Greek banks, and their capital needs being financed by EU funds available for the Greek funds. Such an arrangement would lower the assistance required by Cyprus and could make the public debt sustainable, but requires the agreement of all parties involved. Unless it is secured, nothing can be announced. There are also reports that the Finance Minister Michalis Sarris would be visiting Russia to discuss a range of proposals, but there might be no agreement on any of them. Meanwhile there has been no agreement on the terms of reference of the private firm that would conduct the audit of Cyprus’ anti money-laundering legal framework. An agreement is expected to be reached today so there can be a tenders’ procedure, but again, nobody can safely say that this will happen today. The fact is that everything is up in the air, and nobody knows how things will eventually pan out. The only thing we know is that time is running out, given the end of March deadline set for finalising the bailout deal.

T
he focus and discipline of Nick Clegg’s speech to his party’s spring conference on Sunday was the latest sign of the curious role reversal between the two parties of government. The Liberal Democrats, a party with no recent governing experience, have behaved since the last election as though they have been running the country for years. Although their poll support has shrunk to single figures and Clegg’s popularity ratings are low, there is no prospect of a challenge to him. And the Lib-Dems pump out a consistent message: that they are committed both to strength (helping the Tories to tackle the deficit) and to fairness (hindering their partner when it tries to do so unjustly). Meanwhile, the Conservatives, who not so long ago were the natural party of government, look more and more like a natural party of opposition. Adam Afriyie’s leadership campaign is a reminder of the hostility to David Cameron on parts of his own backbenches. Defence Secretary Philip Hammond’s outspoken defence of his department’s budget and Theresa May’s setting out of her leadership stall over the weekend show that the prime minister now cannot take the loyalty of his Cabinet for granted. Lord Ashcroft’s recent polling demonstrates that Ed Miliband would have a majority of 84 were the election held today. At some point before the next election, now scarcely more than two years distant, the two Coalition parties must go their own ways — perhaps within the next 12 months or so, to a confidence and supply arrangement, leaving the Coalition and voting on majority party proposals (the Conservatives’) on a case-bycase basis. But will the Coalition’s turbulence-shaken aircraft have a hard or soft landing? The Liberal Democrats, whose experience of battling against the odds explains their self-restraint, are unlikely to bring it down. The Conservatives, however, have a frustrated sense of entitlement. Cameron didn’t win the last election. And the collapse of the boundary review means that winning the next one is almost impossible. Ukip is pressing them from the one flank, and Labour is doing so from the other. The Lib-Dem win in Eastleigh was a terrible reminder of the blasted state of the Tory grassroots, to which the prime minister’s championing of same-sex marriage was a hammer-blow. George Osborne has little room for manoeuvre within the framework that he has set for himself. As Cameron’s political strategist and closest colleague, he is a surrogate for a rebel attack on the prime minister. Indeed, the Chancellor is in fact the rebels’ perfect target. He doesn’t have the protection of Cameron’s relatively robust popularity ratings, and the prime minister won’t risk unravelling his govern-
ment further by moving his chancellor. Liam Fox’s recent calls for tax cuts and a spending freeze are an early sign of the pressure Osborne is under from the Tory backbenches. And Fox is well-disposed to the chancellor. Others are not so sympathetic. Watch for attacks on the Budget from Osborne’s own side after he sits down in the Commons next week. After that will come those local elections, which largely take place in the Conservative heartland of England’s shires.

If Ukip repeats its Eastleigh performance then, another wave of panic will sweep across the Tory benches. This may not be enough to provoke a challenge to Cameron’s leadership, a process eased by the small percentage of Conservative MPs required to force a vote of confidence in him. Tory MPs may not love their leader but most appreciate that the party has held no fewer than seven leadership elections in under 25 years — and that holding another is unlikely to solve their problems at a stroke. In any event, one of the main challengers for the Conservative succession, Boris Johnson, isn’t in the Commons. In sum, some Tory MPs have been held back from calling for a ballot by their belief that Cameron has no obvious replacement. However, the main danger for him now lies in the interplay between the unhappiness of his backbenchers and the restiveness of his Cabinet — which take us to that third staging-post, this year’s spending review. The Treasury originally hinted it would be presented at the same time as the Budget. But even before Osborne announced it would be held on June 26, the earlier scenario was looking unlikely, due to the wrangling between Downing Street, on the one hand, and the “National Union of Ministers”, on the other. Essentially, the row over the spending review is not so much one taking place within the Coalition parties as between them. Osborne is sympathetic to May’s and Hammond’s demands — the pair are also supported by Chris Grayling, the Justice Secretary — to cut the welfare budget further. Perhaps surprisingly, Iain Duncan Smith, the Work and Pensions Secretary, isn’t resistant to this call, and has a package of further reductions ready to go, including more restrictions on child benefit. Rather, the obstacle to such a move is the Liberal Democrats, although the party would be willing to see benefits for richer pensioners means-tested. Resisting Conservative-led calls for welfare cuts is, to the Liberal Democrats, integral to their projection of themselves as a party of fairness as well as strength. The danger for Cameron is that the stresses of the spending review on Cabinet ministers and of the government’s plight among backbenchers combines, more by accident than design, to provoke a sudden stampede for a vote of confidence in his leadership. If this happens, a driving cause will be the instability that has haunted this government since it was formed — one brought about, in turn, by Cameron’s failure to win outright when voters went to the polls in 2010. By Mike Collett-White HE caught the music world napping in January with his first new song in a decade and soon had critics searching for superlatives to describe his new album The Next Day. The next big question for David Bowie and his remarkable comeback is whether the element of surprise and subsequent acclaim will turn into record sales. The Next Day hit stores in Britain this week, where industry watchers are confident it will top the album charts, and also in the United States, where the Space Oddity singer has enjoyed more patchy success in the past. It is already available in other key markets, and the early signs are that the 66year-old master of reinvention has a hit on his hands. According to his official website, the deluxe version of the recording went to No. 1 on the digital iTunes album charts in 11 of 12 countries where it was released on Friday, including Australia,Germany and Sweden. “There has been a lot of interest in both the social and traditional media which will connect not only with the established fan base but

Ironically, part of that ‘campaign’ has been for Bowie to remain invisible, allowing collaborators like producer Tony Visconti to tell the media about how the star’s first studio album since 2003’s Reality came about.
So rare had sightings of the Starman become in New York, where he lives, that articles appeared in the British press late last year speculating the “recluse” had unofficially retired. Simon Goddard, author of new Bowie book Ziggyology published by Random House imprint Ebury, said his mystique was a part of the appeal, and showed that his interest in music far outweighed any appetite for the trappings of celebrity.
“He released two albums in the very early 70s featuring covers of himself in poses inspired by Greta Garbo,” Goddard told Reuters. “Fast forward three or four decades and he becomes a rarely-sighted paparazzi quarry living in New York ... He engages with the media on his strict terms because he’s surpassed any desire to engage otherwise. His art is all the engagement he needs.” Bowie, who has shunned the limelight since he suf-
fered a heart attack on tour in 2004, last performed on stage in 2006. It was with a sense of shock that his fans woke up on January 8, his 66th birthday, to the news he had released a new song. Bowie’s impact on modern music matched that of The Beatles - and the only contemporary star to combine music and art to the extent he did in the 70s was Lady Gaga, said Goddard. “The hysteria is justified,” he added.

If both couples decide to get hitched in the same month it could cause big problems with the celebrity guest lists, and upset Jennifer - who was even thought to be prepared to go to her ex-husband’s nuptials despite the fact he got together with Angelina within months of their 2005 split. The source told The Sun newspaper: “All that goodwill would go out the window if Brad’s wedding date comes close to hers. Jennifer will see it as an attempt to upstage her and there will be a battle over Hollywood guests. “She knows they will be judged on who had the better wedding by pulling in the biggest stars.” Brad and Angelina - who raise six children together - are tentatively setting a date for after the Cannes Film Festival, which ends on May 26, and will hold the ceremony at their £35 million Chateau Miraval mansion in the South of France. The hitmaker - accompanied by eldest children Lourdes, 16, and Rocco, 12 - was among guests at a birthday meal for one of her MDNA tour performers at Brooklyn eatery Antica Pesa and the group shocked fellow diners after the meal was over by having restaurant staff close the curtains and create a dance floor for them. One surprised onlooker told the New York Post newspaper: “They started showcasing some of the moves from their MDNA tour. “The staff quickly moved the tables out of the way to turn the dining area into a dance floor, which got everyone clapping and cheering, including Madonna, who watched from a table. “Afterwards they took a bow and hugged their boss, who approved like a proud mother.”
FOR Freda Kelly, secretary to the Beatles and head of the band’s fan club, work sometimes involved trailing the Fab Four to the barber shop, sweeping their locks from the floor and mailing strands of hair to adoring female fans. Kelly, one of the Beatles’ longest-serving employees, worked for the British band for more than a decade but had never shared her stories publicly until now. She broke her silence in a new documentary, Good Ol’ Freda, which had its world premiere over the weekend on the second day of the South by Southwest Film Festival in Austin. “It’s such a classic Cinderella story: Girl picks the job of a lifetime,” director Ryan White told Reuters. The tale is sure to delight fans of the Beatles, but White seeks to tell a story that transcends that audience, a story about an amazing decade in an otherwise ordinary life. The film features four Beatles songs, which required the permission of many people, including the two surviving Beatles. It also includes never-before-seen photos of the band. The documentary’s title comes from the Beatles’ 1963 Christmas recording, in which George Harrison thanks their secretary in Liverpool, and they all yell, “Good Ol’ Freda!” A mutual friend and a family connection to the 1960s’ Liverpool music scene brought Kelly to the attention of White, who took the opportunity to tell her story. The Los Angeles filmmaker, 31, grew up knowing Kelly as a family friend who was a secretary. In fact, she is still a secretary, for a Liverpool law firm. “I didn’t know that she had a crazy back story,” White said, adding he only discovered it when a friend put them in touch two years ago. Kelly, now in her late 60s, says in the film that she wanted to record her stories for her two-year-old grandson - stories that in many cases she never got around to telling her family. Kelly, described by White as shy and humble, insists in the documentary that no one would be interested in hearing her story. The loyal secretary, who was 17 when she started working for the band, has no intention of dishing dirt about her former famous employers, so White focused instead on her compelling personal narrative and interactions with the Beatles. Kelly arranged bookings, cut paychecks and stayed up all night responding to fan mail. The Beatles - Harrison, Paul McCartney, John Lennon and Ringo Starr - became the most famous pop band in history. They entered the Guinness Book of World Records in 2001 as the world’s bestselling group, with more than 1 billion records sold.

Education Older pupils are choosing to read easier books SECONDARY school pupils in Britain are choosing easy books rather than tackling texts more suited to their age, according to a report released last week. What Kids are Reading 2013 suggests that when they reach secondary school, young people’s reading ages decline, and that more needs to be done to encourage them to read harder books. At the age of seven and eight, when they are in Year Three, children are reading books with an average reading age of 8.8, almost a year above their actual age, the report published by Renaissance Learning said. However by the time they reach Year Nine, when they are 13 and 14, students are reading books with an average age of 10 years old. Report author Professor Keith Topping of Dundee University said: “One reason for this is that children become more like adults - and as adults, we don’t tend to read very challenging things, unless someone makes you read it.” The report said that the average book difficulty rises as pupils get older, but not at the rate at which it should.
Universities must adapt ‘Avalanche’ of change is about to hit universities By Alison Kershaw SOME British universities could find themselves under threat in the next decade if they fail to keep up with a coming “avalanche” of change, it was claimed on Monday. Even elite red brick institutions could find themselves at risk, according to Sir Michael Barber, a former adviser to Tony Blair. Global online courses, technology, rising student expectations and new private companies are changing the landscape of higher education around the world, he argues in a new report published by the IPPR think tank. And universities that fail to find their niche, and are complacent about their current position, could find they are left behind. The study, An Avalanche Is Coming, suggests that the next 50 years could be a “golden age” for higher education, but could also mean intense pressure

open online courses - and consultancies that develop people and produce research. MOOCs are free courses placed online by leading universities and academics around the world for anyone to access and are becoming increasingly popular. Universities will have to choose the path they want to take, and focus on a particular area such as teaching or
certain types of research, the report says. “The traditional multipurpose university with a combination of a range of degrees and a modestly effective research programme has had its day,” it argues. Sir Michael said that even leading universities could be at risk if they are complacent. “The ordinary red brick, one town university that just ticks over as it did at the second half of the 20th century will really suffer.” He suggested it was hard to predict how many universities, if any, could run into serious difficulties. But he added he would not be surprised if a few ran into trouble, “given this avalanche is coming”. Nicola Dandridge, chief executive of vice-chancellors’ group Universities UK, said: “There will clearly be big challenges ahead for higher education in the coming years, but universities have shown themselves to be highly adaptable in the past and have become adept at responding to changing political and financial climates. “The UK university system has established itself as one of the world’s best. One of its great strengths is its diversity, with universities covering a broad range of courses and disciplines. “Universities will continue to respond to the changing demands of students and the skills needs of the workforce, and are currently in a strong position to respond to future challenges.”
Cameron in apprenticeship pledge BRITISH Prime Minister David Cameron pledged on Monday to make it the “new norm” for British school leavers to take an apprenticeship or go to university. The prime minister said he wanted the country to follow Germany’s lead where work-based training sits alongside higher education as the automatic options considered by teenagers when they finish their exams. During a visit to a training academy in Buckinghamshire to mark the start of National Apprenticeship Week, Cameron called on employers, schools and colleges, and his
own ministers to expand apprenticeship opportunities for young people. The government will formally respond to the Richard Review, which has looked at ways to improve the quality of apprenticeships, later this week. “Apprenticeships are at the heart of our mission to rebuild the economy, giving young people the chance to learn a trade, to build their careers, and create a truly world-class, high-skilled workforce that can compete and thrive in the fierce global race we are in,” Cameron said.

Then 20 distinguished Cypriot poets joined the two Greek poets who guided the students through various poetry writing workshops. The conclusions of these workshops were presented at the end of the day. Poetry Day ended with the Sixth Poetry Competition Award Ceremony entitled “Poetry of the Heart”. The competition was organised by the Grammar School, Nicosia in cooperation with the education ministry. A performance of poetry set to music by students of the Grammar School, Nicosia was presented at the beginning of the award ceremony.

So how has she won the credibility she so craved? “People assume all celebrity designers are dilettantes, dabbling in fashion. But Victoria has stuck at it, delivering something of quality that many women really want to buy,” says Paula Reed, fashion director at Harvey Nichols, which sells the Victoria Beckham label. “We cannot keep her dresses in stock and they never go into a mark-down sale. Victoria Beckham’s transformation from the worst singer in the Spice Girls (a spot for which there was considerable competition) to one of the most in demand designers around has been swift and well-orchestrated. In 2004, a tie-up with Rock and Republic saw her co-designing jeans and knits. Two years later, she split with the label and launched her own denim line, dVb Style, as well as a sunglasses range and perfume - all the major money-makers in the fashion industry. Then, in September 2008, she launched the

Reed sat on the judging panel for the International Woolmark Prize recently with Beckham, alongside industry stalwarts Donatella Versace and Italian Vogue editor Franca Sozzani. Reed says Beckham asked “really searching” questions about how garments were made, the sourcing of fabrics, the pricing and manufacturing: “What she may lack in training, she has made up for by learning on the job and learning from those around her.” That includes taking note of other designers. “It is obvious she worships at the altar of Phoebe Philo at Céline with her shapes and key pieces but who doesn’t?”
asks Rickey. “Albeit [Beckham’s] are tighter and sexier.” One of Beckham’s clever decisions was to show in New York. Not only did it give her breathing space from the British tabloids (the Spice Girls being less famous Stateside) but the type of garment she favours - commercial, wearable, flattering - is more suited to the US market than London. Another sensible element decision has been to expand organically: starting with just slim-fit dresses, she has added something new each season: coats, handbags, knitwear. At the same time, Beckham has said she wouldn’t design anything she wouldn’t wear herself - her brand is authentically her. So who is the customer? “If you are very thin and want to look chic, expensive and be good arm candy for your man, Victoria Beckham clothes will serve you well,” says Rickey. Reed loves the dresses herself: “If you’re a fashion nerd, you really appreciate the quality. The first time I ordered a dress of hers, I also ordered a dress from another label. The gap in quality between the two was huge. Victoria’s - made in east London - was much better than the one made in Italy. I have two that are particularly figure-hugging, and they pull you in like Spanx. But they’re much cuter, obviously.” But is her fashion empire making money? Total sales for 2011 were estimated at £60 million but the Beckhams have pumped cash into the top-end label. The money-spinners are almost certainly perfume, sunglasses and jeans ranges but that’s true for many brands. “The secondary line Victoria by Victoria Beckham sells well,” Rickey adds. “When the Beckhams launch ecommerce this spring, I’m sure there’ll be more items at cheaper price points.” Part of the transformation, of course, has been in Beckham herself. It is easy to forget that Baden Baden - the height of Wag-mania during the football World Cup in Germany - was only seven years ago. Since then, Beckham has swapped hot pants, vest tops and pneumatic breasts for a long, lean silhouette. That maybe stemmed from an insecurity that the fashion world wouldn’t accept her. The famously unemotional Beckham cried when
she won Designer Brand of the Year at the 2011 British Fashion Awards and attracted one of the biggest cheers of the night. So what next for the designer formerly known as Posh? There are rumours that a London store could be in the pipeline, and even that she

A trip through Russian folklore
CLASSICAL ballet is a source of considerable national pride to Russians and when the famous Gzhel Moscow National Academic Theatre of Dance makes its debut on these shores for their production of Fairytale all of that tradition and pride will be on display. Indeed, there is nothing more Russian than the ballet and Tuesday’s one-off performance will transport local audiences into a dreamland of Russian folklore. Founded by choreographer and academic Vladimir Zakharov in 1988, the “theatre of folk handicraft”, as it is sometimes called, incorporates the folk tradition of different Russian regions trying to convey to audiences the richness of Russian culture. Gzhel has performed at the Kremlin Palace and the Tchaikovsky Theatre Hall as well as internationally. Featuring some 45 dancers from Russia’s leading choreography schools, the group takes its name from a small town in the Moscow region where they make the elegant Gzhel pottery. While classical ballet is the theme, the Gzhel troupe is equally celebrated for folk and modern dance. It revives scenes of past and present and gives second
life to the wonderful creations of the folk art and craft masters. For example, the company’s dance formations, reminiscent of lace-like patterns, reflect the intricate blue and white designs of the Gzhel ceramics. Most spectacular of all is the performers’ 800 or so opulent and authentic costumes, which are all created by experienced hands at the workshops of the Bolshoi and Stanislavski theatres. An explosion of colour and craftsmanship, these costumes will leave audiences in awe, while more visual treats for the crowd include a series of beautiful ensembles, duets and solo performances by the theatre’s star artists such as Nina Koloskova and Dmitry Kirilin. Concert programmes include The Magic World of Ballet, which represents famous classical ballet pieces from popular ballets Swan Lake, Nutcracker, Sleeping Beauty, Don Quixote and so on. For Tuesday’s show the classical ballet Fairytale will be presented to Larnaca audiences depicting folk and fantasy pictures of Russian painter Victor Vasnetsov. The increasingly common sight of packs of cyclists, wearing bright Lycra outfits and flashy backpacks, pumping out the kilometres for whatever purpose is sweeping sections of the nation. Where cycling was once a necessary form of transportation, now it is seen as a hip, environment-friendly hobby. After many, many years the bike fad sweeping sections of the nation shows no signs of letting up. Mass transit is not always available or convenient. Driving is costly and time-consuming and as a result people have turned to bicycles. Signs of their popularity are everywhere. Bike races are popping up around the country, with the Tour of Cyprus Cycling Challenge coming up next month. Even the charity bicycle event has swelled from almost nothing a decade ago to become a major player in local fundraising efforts. There are a number of cycling clubs

Gzhel’s high profile team of dancers and ballerinas include Ludmila Korkina, another recipient of the People’s Artist of the Russian Federation award and over 15 dancers who have the title of Honoured Artist of the Russian Federation. The troupe also has its own orchestra (which unfortunately will not visit Cyprus) specialising in Russian folk instruments, led by Valery Petrov.

Sound and image on stage THE 200th anniversary of the birth of writer and revolutionary Georg Büchner will be celebrated this week. Although he died in his early 20s, he became one of the pioneers of the German revolution and became famous as an advocate of the working class. He earned a place in the German-language literary canon with Woyzeck, one of the most performed German plays. It was his last play, left incomplete due to the author’s untimely death. Büchner wrote a number of scenes for Woyzeck but no instructions
about their order or his intentions. Because of this, the dark tale offers broad artistic possibilities to those who produce it. Tomorrow Büchner’s Woyzeck will be performed in Nicosia, followed by a performance in Limassol on Friday with the final show taking place in Paphos on March 27. Films about Woyzeck will also be shown at the Goethe-Institut in Nicosia. Furthermore, a workshop about Büchner’s dramatic works will be held for actors and dramaturgs by Berlin-based German theatre specialist Dr Frank Raddatz at the Vladimiros Kafkarides Centre in Nicosia. Falling in Love (CyBC2, 21.00) Two of the greatest film stars of all time came together to produce ... this. Admittedly, Robert De Niro has always been awkward as an ordinary guy - he’s much better playing psychos - and his brusque down-toearthness makes a weird fit with Meryl Streep’s nervous bubbliness, at least if we’re talking love affairs. Bob and Meryl are New York commuters who ‘meet cute’ while Christmas-shopping for their respective families (their holiday packages get mixed up). “He’s a friend,” claims Meryl unconvincingly, “We take the train together” - but they soon find themselves behaving as per the title, even though both are married. “Sometimes magic is the only thing that’s real,” says
the trailer, but therein lies the problem: a story like this needs to be magical, and neither the contrived script nor the chemistry between the stars is strong enough to make that happen. “The movie is considered a modern version of Brief Encounter,” says the Internet Movie Database, neglecting to add “...by people who’ve never seen Brief Encounter”. Spaniard Nadal, twice champion at Indian Wells, was gifted his spot when Argentina’s Leonardo Mayer withdrew with a back injury before the start of their third-round match. Federer, a four-times winne of the ATP Masters 1000 event, had minor back problems of his own but progressed with a commanding 6-3 6-1 victory over Croatia’s Ivan Dodig in a contest lasting just 61 minutes. Federer and Nadal last met a year ago, also at Indian Wells, when the Swiss won a semi-final battle 6-3 6-4. Federer tweaked his back during the latter stages of his match against Dodig, but with a rest day to come, he was not worried that it could affect his last 16 match tonight. “It’s not the first time it’s happened in my career, so, I know how to deal with it,” said the world number two. Federer will next meet compatriot Stanislas Wawrinka, who beat Australian veteran Lleyton Hewitt 6-4 7-5 in an evening match at the Indian Wells Tennis Garden.
“I’m walking fine, I have a day off tomorrow. Everything is all right,” added Federer. “It’s happened during grand slams, during tournaments, in practice. “It’s just something you learn to deal with. And as long as I keep on playing, it’s all right. It seemed like it’s nothing very, very bad. “Just a typical back problem, beginning when he was warming up his serve. The physio says maybe in four days, five days he will be ready. “That’s the most important thing, that nothing is serious,” said the Spaniard, who was sidelined for seven months last year by a left knee injury. Though Nadal has beaten Gulbis in their four previous meetings, the Latvian looked forward to challenging the Spaniard after winning his 13th consecutive match on Monday.
“When was the last time I won 13 matches in a row?” 67th-ranked Gulbis said after fighting back to beat Italy’s Andreas Seppi 5-7 6-3 6-4. “Of course he’s a great player, but I honestly believe that if I play my best game I can beat him. “I like to play against him because his ball and his heavy spin, it’s good for my timing. Federer then needed four set points to serve out, finally clinching the set in 34 minutes with a service winner that left his opponent floundering. The Swiss maestro then took firm control, breaking Dodig in the first game, when the Croatian netted a backhand, and also in the third, when his opponent again double faulted. Federer sealed victory by breaking Dodig for a third time, the match ending on yet another double by the 60th-ranked Croatian.

LEWIS Hamilton has singled out Ferrari’s Fernando Alonso as the rival the Mercedes driver wants to beat more than any other man on the Formula One grid. The 2008 world champion told British reporters ahead of the Australian seasonopener in Melbourne this weekend that he saw the Spaniard as the fastest on the starting grid and the one he wanted to be judged against. The Briton said a duel with compatriot Jenson Button, the 2009 champion and Hamilton’s team mate for the past three years at McLaren, did not really excite him. “The rivalry between me and Fernando excites me more,” added the 28-yearold, who made a sensational Formula One debut as Alonso’s team mate at McLaren in 2007. “He’s the guy I want to
beat. You also want to beat (Red Bull’s triple champion) Seb (Vettel) as they are the ones with most titles. “But Alonso’s the fastest driver I can see. He’s also one of the most experienced. Anyone would struggle to beat him. Trying to finish ahead of Alonso, in a Ferrari that is actually really competitive, is a really nice challenge. And I do think the Ferrari is going to be quick this year,” said the Briton.
WELL OFF THE PACE Alonso was overall runnerup last season in a Ferrari that started the season well off the pace, losing out to Vettel by just three points. Hamilton - whose Mercedes may not be competitive enough to challenge for the championship this season - is the only team mate to have beaten Alonso, the 2005 and 2006 champion with Renault, over the course of a season.
The two finished level on points and with four race wins each at the end of 2007 but Hamilton was the overall runner up to Finland’s Kimi Raikkonen, who scored one point more, due to his having more second places. Their time together lasted only one bad-tempered season, with Alonso returning to Renault and then joining Ferrari, but any animosity between the two has long ceased. Button scored more points than Hamilton over their time together as team mates. In other comments, Hamilton made clear how much he wanted to return to the top, five years after his sole title to date. “We all want to be the one,” he said. “I was the one for a short period of time. Now it’s toppled over to Sebastian. But I want to be at the forefront. People see (seven time champion) Michael Schumacher as a god and that’s where I want to be.”
AUSTRALIAN Open champion Victoria Azarenka struggled to find her rhythm against Kirsten Flipkens in the third round of the BNP Paribas Open yesterday but finished strong to beat the Belgian 3-6 6-3 6-0. After the wayward start, the top seed and defending champion stormed through the final set, breaking her opponent’s serve in the first, third and fifth games before serving out for victory when a Flipkens backhand flew long. “Kirsten showed some incredible tennis and I did not play very well in the beginning,” Azarenka said courtside after improving her record this season to 16-0. “I just couldn’t get into a rhythm. “I wasn’t feeling very well today ... I just wanted to go to sleep instead of playing tennis,” the 23-year-old later told reporters. “I couldn’t breathe, and I was too stupid ... to use a tissue. “But she really played well. I have to give her credit. She came out firing, playing so freely and going for every possible shot there was. I just didn’t adjust well.” Asked how she had managed to rebound from her poor start, Azarenka replied: “I just blew out my nose, started breathing better, calmed down and started to see what I had to do, because before that I was kind of blinded.” The Belarusian is bidding to become the first woman to successfully defend the WTA title at Indian Wells since Martina Navratilova in 1991. McDermott guided the Royals into the Barclays Premier League for only the second time in their history last season but they have struggled for form and now sit 19th, with only goals scored keeping them ahead of bottom side QPR. Zingarevich had consistently backed McDermott in public and the former Arsenal midfielder collected the Barclays Premier League manager of the month award in January after a run of one defeat in seven games for the Berkshire club. Reading released a statement on Monday afternoon announcing the decision and said the process to appoint a replacement was already under way. “Brian gained promotion to the Barclays Premier League last year for only the second time in the club’s history thanks to a remarkable run at the end of last season,” the statement read. “However, in our current situation, owner Anton Zin-

MANCHESTER City defender Joleon Lescott claims Carlos Tevez is ‘unplayable’ when he produces the form that destroyed Barnsley at the weekend. Tevez put aside his latest off-field problems - he was arrested on Thursday on suspicion of driving whilst disqualified - to fire a hat-trick past the hapless npower Championship side in a 5-0 FA Cup rout at the Etihad Stadium. It was a performance for Lescott that rekindled memories of the excitement the Argentinian brought to the club when he switched from Manchester United in a controversial move in 2009. Tevez then became embroiled in a lengthy dispute with City last season but that seems long forgotten now with the 29-year-old, who has scored in four successive games, back to his best. LIVERPOOL’S Luis Suarez will be the greatest player not to win one of England’s player of the year awards if he is overlooked this season, according to his captain Steven Gerrard. The tricky Uruguayan netted with an impudent finish in Liverpool’s 3-2 win over Tottenham Hotspur on Sunday to take his season’s Premier League tally to 22, three clear of Manchester United’s Robin van Persie at the top of the scoring charts. Nonetheless, his inability to shake a pantomime villain tag that has dogged him since he arrived at the club from Ajax Amsterdam in 2011 means he is unlikely to be crowned the country’s best when the accolades are distributed. “He’s been doing that for us all season,” Gerrard said on the club website (www. liverpoolfc.com) yesterday after another match-winning display from Suarez, who scored Liverpool’s opener and won the penalty from which his captain netted the winner. “He’s top scorer in the league now and he’s been incredible. While he has worked hard to shed the ‘diver’ tag, he still polarises opinion among fans and the media. On Sunday Suarez came up against one of his main opponents for a player of the year award, Gareth Bale, whose run of scoring in five successive Premier League games came to an end against a Liverpool side who worked hard to shut him out. The Wales international, who like Suarez has a reputation for diving, is the odds-on favourite to win both the player of the year award as well as that given out by English football writers. “Bale’s in top form and probably one of the best players in the world on current form,” Gerrard added. “But luckily enough, we’ve got a player who is as equally as good as him in Luis Suarez - and I think Luis may just pip him to Player of the Year, in my opinion.”

SERIE A top-scorer Edinson Cavani has hit the sort of barren patch which strikers dread when, no matter what they do, the ball seemingly refuses to go in the net. The Uruguayan completed his eighth game in all competitions without scoring on Sunday as Napoli lost 2-0 at Chievo, a goal drought which has coincided with his team’s drop in form. A missed second-half penalty summed up the Uruguayan’s plight, although a similar performance on another afternoon might easily have ended with him celebrating a hat-trick. “There are moments when the ball just does not want to go in, look at the penalty and Christian Puggioni’s save,” Napoli coach Walter Mazzarri told reporters. “This sort of spell, where nothing goes right, happens every year.”
Cavani had averaged more than one goal a game this season until the end of January, when his late winner ended Parma’s unbeaten home record. He had one last try with a powerful volley, but Puggioni was again equal to it and produced another reflex save. “The training staff studied his penalties during the week and I chose the right angle and it worked out,” said Puggioni, clearly delighted. “He’s a great champion and sportsman and I asked him for his shirt after the match. You don’t save a penalty from that sort of player every day.” Mazzarri said Napoli were still doing better than expected this season especially after Ezequiel Lavezzi, who formed a lethal partnership with Cavani, joined PSG.
GALATASARAY reached the quarter-finals of the Champions League after edging out valiant Schalke at the Veltins-Arena last night. Despite taking an early lead through Roman Neustadter, the German side were ultimately undone by strikes from Hamit Altintop and Burak Yilmaz just before the break. Although Michel Bastos levelled just after the hour, Schalke still needed another as Gala had scored more away goals. Former Chelsea striker Didier Drogba looked imperious early on and Schalke goalkeeper Timo Hildebrand had to be at his best to tip the striker’s fierce effort round the post. It seemed only a matter of time until the Schalke goal was breached but it was the hosts who took a 17-minute lead very much against the run of play. The visitors failed to clear their lines from a corner and Joel Matip played the ball back to Neustadter, who slotted home with his outstretched left foot. Wesley Sneijder served notice to the Gelsenkirchen side, however, when he fired narrowly wide from just inside the area before Altintop brought the tie back to life in the 37th minute. Drogba squared a free-kick to the Turkey international 25 yards from goal and his fierce blast went in off the post. And five minutes later, Gala had taken the lead when Burak shrugged off the challenge of Benedikt Howedes and lifted over Hildebrand for his eighth Champions League goal in as many games. Marco Hoger fired against the crossbar and although it looked like there would be no follow-up, Muslera fumbled and left Atsuto Uchida to square for the Brazilian to fire into an empty net. Sneijder went close to immediately regaining the lead for Gala but he hammered wide. It was Schalke who gained the upper hand thereafter, with Muslera slightly redeeming himself by smartly parrying away Julian Draxler’s effort. Gala then had to make a change as defender Semih Kaya was carried off the pitch having been knocked out. However, the hosts left themselves wide open to the counter in search of a winner and it was Gala who stole up the other end to make sure of their progress to the quarterfinal. Sport Arsenal seek unlikely escape route in Munich By Karolos Grohmann ARSENAL must stage one of the most unlikely Champions League comebacks if they are to advance at the expense of hosts Bayern Munich in their round of 16 second leg clash tonight. Bayern silenced the Gunners 3-1 in London last month to put themselves in the driving seat for a spot in the quarter-finals for the third time in the last four seasons. Only twice in the Champions League has a team lost the home leg of a knockout round match and survived by winning the away leg. Ajax Amsterdam did it in 1995-96 against Panathinaikos and Inter Milan did it in the last 16 in 2010-11 - coincidentally against Bayern. The Germans won 1-0 in Milan in the first leg, before losing 3-2 at home and going out on the away goals rule. Arsenal though have two goals to make up and must overcome the psychological disadvantage of having been completely outplayed by Bayern in north London - something coach Arsene Wenger was at pains to point out before the squad left for Germany. “We’re chasing the game in a very difficult environment against a team that has no doubts at all,” he said. “Our mentality is to go there, not resigned, but ambitious and provoke things, not go there and think ‘we will not qualify anyway’. “No, not at all. We will go to Munich and have to go there and give ourselves a chance to qualify with everybody believing we can do it.” Arsenal are without injured England midfielder Jack Wilshere and are also likely to be missing defender Bacary Sagna who is nursing a long-term leg injury though Germans Per Mertesacker and former Bayern player Lukas Podolski would love nothing more than a victory back in their homeland. “We have to behave on the

ARCELONA pulled off a remarkable Champions League comeback when Lionel Messi scored twice in a thrilling 4-0 home win over AC Milan last night that sent the Spaniards through to the last eight 4-2 on aggregate. Trailing from last month’s last 16, first leg at the San Siro, Barca were ahead in the fifth minute at a raucous Nou Camp thanks to Messi’s brilliant curling effort and the World Player of the Year levelled the tie on aggregate five minutes before halftime with a powerful low drive. Barca ruthlessly dominated the Italians, who struggled to get the ball out of their own half for long periods, and David Villa struck a third for the hosts 10 minutes after the break before Jordi Alba killed off Milan with a breakaway goal in the second minute of added time. “We started really fired up, as you have seen. The early goal helped us a lot, but it was something we looked for from the first minute,” Villa

Barcelona centre back Javier Mascherano misjudged a header and Milan striker M’Baye Niang raced clear but his low shot crashed back off the post with home keeper Victor Valdes beaten. and drew level at 2-2 on aggregate. Andres Iniesta won the ball in midfield and fed Messi who smashed a low drive past Abbiati from just outside the penalty area. Barca continued to dominate in the second half and Villa justified his inclusion in the starting lineup when Xavi sent him clear on the right and he struck a perfect left-foot shot high into the corner. The Spain forward made way for Alexis Sanchez 15 minutes from time and it was the Chilean who set up Alba to fire home Barca’s fourth which eased the tension among the home fans and killed off Milan’s hopes. The Serie A side had pressed forward looking for the goal that would have sent them through but Barca held out relatively comfortably to keep alive their dream of a third European crown in five years.
