Growing up, my mom used to always tell me that life was about choices. While I knew that she was spewing her motherly wisdom, the bottom line was that she was correct. Every day we’re faced with a choice that can forever determine the outcome of our endeavors. We all face a myriad of choices in our careers. We each have the ability to take initiative and make the right choice to live a more creative, passionate, effective, and productive life. Making the right choice begins with taking ownership of our work environment and creating a foundation of opportunity and positive support. We can choose to be patient, supportive, and more flexible to change. We can choose to have fun in the workplace and still be productive. Wherever your journey may take you will be determined by the path you choose. The choice is yours. That’s why I wanted to take this edition and devote it to making the right choice. Once again, we have some wonderful articles to help guide you on your path to do what’s right for you. It is my hope that by the time you have perused the pages, analyzed the articles and digested each document, you will know what goes into making the right choice to live a better, more prosperous life both personally and professionally. This issue, as always, is stockpiled with information that will help you whether you’re considering starting a business or just looking for ways to thrive. rowing up in Sunnyside, Pastor Reginald DeVaughn knew all too well where a wrong choice could take him. “My upbringing was orchestrated by God. He put the vision and the desire in my heart. At the same time, my parents guided me, but making the right choice wasn’t always easy. Being young, even in today’s time, we didn’t want to hear what was really good for us. What my parents allowed and didn’t allow me to do, played a very important role as to where I am today.” As senior pastor of the 6,000-member Silverlake Church in Pearland, Pastor Reggie – as he’s known to the people in the community - strives to make a difference in his community by reaching young people early. “When I first started the church, I knew there was the need in that community. I felt a strong desire to come out of their communities to educate young people to prevent them from making wrong choices,” Pastor Reggie said. “Of course, we have the power to step in and fix things that are wrong but I am the type of person that would prefer to prevent it from happening.” Pastor Reggie goes out into the community to try and directly reach the young people. “My goal was to go out to that community and minister to those families. A child who hears you, will obey you if they can trust you. So I don’t have a typical neighborhood ministry. What I am trying to do is prevention. I can teach them the right way to go. So my overall goal is to cater and zero in to the young people and show them how they can make right decisions, godly decisions that will affect them as they grow older,” he said. october 2009

Pastor Reggie is hoping his efforts can inspire others – business owners, community leaders, and athletes – to get involved in the lives of young people. “I’m challenging the business leaders of today to not only have your product or service that you offer, but also allow the young people to see black people doing good things. “I personally feel like I am where I am today because I made the right decision to do things the right way. Being a mentor is the responsibility of everyone (not just in church). It shows that you can drive an Escalade in a right, lawful way. You could have a three, four bedroom home and do it the right way. Mentors can run businesses the way they should be run and then bring young people in to show them. And it’s a way of giving back to the community and it challenges all to make the right choice to be a leader in the community. “ But Pastor Reggie doesn’t lay all the responsibility on the community and church. The first steps, he says, begin at home.. “Its simply called Tough love. You gotta make tough decisions based on the love you have for your child,” he said.” Invest in your child, giving him guidance, praise when he does something right. Not only correct the bad but encourage the good.” His advice has already proven beneficial for young and old. Young people are inspired to make the right choice and pursue their passions and business owners and community leaders are finding themselves rededicated and rejuvenated thanks to his passionate advice. “I try to tell everyone just remember, all things work together for the good of those who love God. A: Certification is only the first step. I wish I could say, “Yeah, get certified, get a contract, get work” but it does not work that way. Once you get certified you need to understand how the entity you want to do business with operates. That is what we do. We do a lot of ‘how to do business with the city’ workshops. These workshops empower business owners with information on where to direct their efforts with the city, how to hook up with other government entities, and the location of events that allow them to build relationships with the decision makers of those entities. Once certification is obtained, it is time to really start marketing to individuals in those entities who could use your products or services.

The majority of U.S. businesses are small businesses, and minority and women-owned firms are two of the fastest growing sectors of the small business community. However, these entrepreneurs still face several discouraging trends: these businesses are more likely to fail, have lower levels of sales, profits, and employment, and have more problems acquiring capital. So how can minority and women-owned business find success amongst these odds? Luckily, the City of Houston’s Mayor’s office established the Affirmative Action and Contract Compliance department. The mission of this department is “to provide quality certification, compliance, business development, and training programs, while maintaining high standards of customer service and accountability.” Velma Laws, director of this extraordinary department, stopped by the desk of Mr. D-mars to share her knowledge about the department and the benefits minority and women owned businesses (MWOB) receive through certification with the city. Q: Why is it important to be certified with the city? A: Certification is important because a lot of organizations here locally are government entities like the city, HISD, local universities, metro, etc. have initiatives to include small and MWOB in their contract. In order for them to know who is a MWOB it is important for those companies to go through the certification process. That way, not only can they identify the companies that have been certified as minority and women owned businesses, they can also october 2009

track the dollars that they spend with those companies. Q: When a business is able to show that they are certified, does that provide confidence to those seeking the businesses services? A: Yes. The way that organizations like the city operate is that certain contracts have goals attached to them for minority and women owned businesses. In order for a minority and women owned business to participate they have to be certified. I know of companies that have gotten opportunities to do work with the city simply because they are certified. Organizations have told me that if they did not have certification then the likelihood of them getting work would have decreased tremendously. Q: How easy is it to become certified? How much confidence do you have in that process? A: It is not a simple process. The tough part is only at the beginning due to the amount of documentation that you have to submit with your application. The legal structure of your business determines what documents you have to submit- more complex the legal structure the more documents. The solace in that is that we have to read everything you submit because those are the documents that help us determine if your company meets the criteria as a legitimate MWOB. So yes there is a lot of confidence in that process.

Q: Have there been payment issues between contractors? If so, what are you guys doing to prevent that?

A: Payment issues are always at the forefront of small business owner’s experience. Now if they are working directly for the city they shouldn’t be having a problem of getting paid from the city. If they are working for a prime contractor and they are having trouble getting paid they can call us at 713.837.9000. I

fell in love with Houston as a young man, when I arrived more than 40 years ago from East Texas with only $20 in my pocket. While a student at the University of Houston, I also worked as a community organizer fighting for civil rights, equal opportunity and community empowerment. By the time I decided to go to law school, I was married and had a child to support. I worked my way through law school, while doing shift work at the

Armco Plant and then the Shell Oil refinery. After receiving my law degree, I went to work for Congressman Mickey Leland as his Chief of Staff in Washington, D.C. I returned to Houston to start my own law firm. In 1995, I served as City Attorney during Mayor Bob Lanier’s administration, where I was able to negotiate contracts to revitalize Houston, provide new housing opportunities, and defend Houston’s successful affirmative action program and protect neighborhoods. I also led negotiations and development of Minute Maid Park, Reliant Stadium and the Toyota Center. I now serve as a partner at the law firm Andrews Kurth LLP where I represent both public and private interests. My public clients include the Metropolitan Transit Authority (METRO) and the

Port of Houston Authority. But my commitment to Houston reaches beyond my career achievements. I have lived a life of service from my days as a community organizer in the late 60’s where I helped launch the S.H.A.P.E. and H.O.P.E. Centers. But one of my proudest moments came more recently, when I was asked to chair the Houston Katrina Rita Fund. The work this group did to help our region recover those two devastating storms was truly amazing. Despite all of my accomplishments and awards, the foundation for my life is my family: my wife, Aubrey Sampson Locke; my five children, daughters: Tembi and Attica; sons, Nicholas, Douglas and Thomas and my grandchildren Zoela and Clara. I want your vote to become Houston’s next mayor because I believe my diversity of government, business and

personal experiences make me uniquely qualified to lead our city. I have seen Houston from many angles: as a civil rights activist; a steel worker; a Union member; a small business owner; a homeowner, the City Attorney, a partner in a large law firm, and as a father. I am ready to use these experiences to ensure that Houston remains the “City of Opportunity” it was when I arrived decades ago. I have a business plan for the city, so we can continue to create jobs. For the city to continue to move in the right direction, we need a mayor who will keep Houston safe and secure. Otis Jordan has been and continues to remain a tireless worker in Houston area for over 30 years. As a dedicated public servant, community leader, human rights activist and veteran he has dutifully served the citizens of Houston. He has served his community, this country and this city with unending dedication and commitment.

DEEPLY ROOTED HOUSTON VALUES: Otis is proud graduate of Ross Sterling High School where he lettered in football and graduated in 1973. He continued his educational pursuit and attended Texas Christian University as a student athlete and obtained his Bachelors degree in 1978. Upon graduating from college, Otis felt the need to serve his country and enlisted in the United States Army Reserve where he was mechanized infantry officer. Being the natural leader that he is, Otis quickly excelled in the USAR and was promoted to Captain in 1985 before being honorably discharged. While continuing to serve his country in the military, Otis sought to serve his community and city he so dearly loves. In April 1979, Otis joined the Houston Fire Department where he has been a dedicated public servant for over 30 years. Just as he did in the USAR he quickly grasped the duties of HFD and was promoted to Captain in 1994. Otis served as one of 400 Captains in the Houston Fire Department of which only 22 are African American. As a member of the Houston Fire Department, he also served as the President of the Houston Black october 2009

Fire Fighter Association for the last 9 years. In that capacity, Otis was responsible for ensuring workplace equality, union parity, basic human rights, and he has served as a catalyst for greater cultural diversity in the Houston Fire Department. He has tirelessly fought for diversity and inclusiveness in recruitment, promotions and fairness for all fire department employees and applicants. Otis has also been at the forefront of race and gender issues in the Houston Fire Department and was instrumental in exposing the ongoing well publicized and long standing racial issues within the department. He remains vigilant in his efforts to insure paramount public safety for his fellow fire fighters and to the citizens of Houston. It is this sort of commitment that has led Otis to public service.

I ruin careers and cause sleepless nights, heartaches and indigestion. I make innocent people cry in their pillows. Even my name hisses. I am called Gossip. I make headlines and headaches. Before you repeat a story, ask yourself: Is it true? Is it harmless? Is it necessary? If it isn’t, don’t repeat it.

Nobody’s Friend My name is Gossip. I have no respect for justice. I maim without killing. I break hearts and ruin lives. I am cunning and malicious and gather strength with age. The more I am quoted the more I am believed. My victims are helpless. They cannot protect themselves against me because I have no name and no face. To track me down is impossi-

By Carla Lane, Contributing Writer We have a Gossip in Our Organization Who is Very Good. So good, that people seem to be unaware of her methods. She uses innuendoes, hints, references, and associations to make people look bad. Every conversation with her leaves me with a bad impression of whomever she was talking about. She is so clever about it by not being direct, but very indirect. She also is afraid for there to be any relationships without her, so she

will interrupt any chance she gets if you are talking to someone. I believe she does that so that people will not find out all the lies that she has spread. She takes the truth and twists it a little, so it is very hard to pinpoint or nail her down. How do I deal with this type of person?

You have described one of the more frustrating events in the workplace! The office gossip is usually one who feels on some level very powerless and is in search of power. What does gossip have to do with power? The gossip is using the “information” she/he has that others don’t as a “power chip”. If this person seems to always be in the know about things going on in the office, there is a greater tendency for others to seek him/her out for the latest tidbit. This gives the office gossip the sense of power which he/she wants and needs, but is unable to get in a legitimate manner. In addition, you have described a person who hints or makes innuendoes, that suggests that she is not even confident enough to make a firm stance on the information being shared. This is also a method of baiting another person. If I toss the line out there with the bait on it and you nibble on it, I know that I have a potential “fish on the line.” Also, if I am really lucky, you will take the bait and run with it, and I will then have you “hooked”. Either way, I am safe. If you choose not to nibble on the “juicy” tidbit, I have not exposed myself or my information to you. The best way to deal with people like the person you have described is in a very direct manner. If you let her know that you are not interested in engaging in harmful conversations about another person, she will leave you alone. In addition, when she is talking with you in a vague manner, insist that she clarifies what she is saying to you. For example... “I am unclear as to what you are saying, can you be more specific?” or “Tell me what you mean by that”. If you and your co-workers use this tech-

nique consistently, “Ms. Vagueness” will get the message clearly that you will not accept her statements as fact and at face value. This will discourage her from being vague, because she knows that she will have to explain further. Please note: the most effective way to deal with this situation is to firmly, but politely, tell her that you do not want to hear gossip or harmful information. There is one other method that can work very effectively, and that is a group discussion about how people feel about gossip or being the subject to this “destructive and non-productive” talk. The purpose of this meeting is not to “put the person on blast”, but to let her know that the group as a whole is not going to participate in this destructive past-time. In terms of how she is perceived by others, I would guess that some of your co-workers feel as you do, but may be afraid to voice their concerns. If they are aware of what she is doing, they should be reminded that when some tidbit is brought by the gossip, some tidbit is also taken away. Therefore, it is best to remain neutral with her and not participate in the “info-exchange.” Being direct with this person and letting her know what your thoughts are may not make you fast friends, but, then again, why would you want to be-friend a person like this anyway? You may be the next subject of her gossip feast, but words have never harmed a person who is clear about “who she is”. I can say that your discomfort may not completely cease, but how much and how long you hold on to it is up to you. A flower cannot grow in infertile soil. If you and your co-workers allow this type of behavior to continue without addressing and correcting it, you

Houston Community College Equals Good Business

By Trustee Bruce Austin Contributing Writer A healthy economy requires a well-educated people and new ideas. Businesses will not locate or grow in a community without a sizeable trained workforce. We must train and re-train our citizens to ensure Houston’s continued growth. One of the best investments around in these challenging economic times is Houston Community College. It is actually very simple: government spending can stimulate the economy, but over the long haul, there is a need for wages to grow. You may ask why? It is important that you sustain the economy by buying goods and services. When this happens, workers produce other goods or services and thus the cycle continues, resulting in an improved economy. That means money is circulating and that’s good. If you have enough money to save for the long term and many others can

do the same, credit can be extended; otherwise, credit cannot be extended over long term, because there is little savings to share in loans. Okay, I may have oversimplified the process, but I think you have got it. The American economy has shifted over the years from a manufacturing to a service-oriented and now an information-oriented economy. Research has found that rapid technological changes experienced by the American economy and the crystallization of a global, internationalized economy have transformed the factors necessary for healthy state and local business climates. Jobs in the future will require levels of technical knowledge that we have not seen before. No longer will a high school education be sufficient to find work. Eighty percent of all new jobs require some postsecondary education and training to create a living wage. high school diploma is a critical step for avoiding poverty and a college degree is a prerequisite for a well-paying job, says an Urban League report, “Left Behind in America: The Nation’s Dropout Crisis.” It costs you significantly when you drop out. What are some of the reasons why a student would enroll in online learning, rather than in a course at a local college or university?

T

his year has been a difficult one for businesses and employees. For the first time in nearly three years, Houston’s unemployment rate was higher in August than the statewide rate, according to a recent Texas Workforce Commission report. As the economy continues to struggle, hundreds of job seekers are competing for the same limited number of jobs. To help give them a competitive edge in the tough job market, a growing number of working professionals are returning to the classroom. After making the choice to go back to school, many professionals are choosing online education as their solution to earning their degree while balancing their careers – or the efforts to find a job – and family commitments. For Goodness Sakes: Make a Decision

ow many of you reading this article has encountered a boss, friend, or leader who can’t seem to make a decision pertaining important matters? Making a decision is a part of life. It’s been said that from the cradle to the grave we all are faced with daily de-

cisions. At the moment of birth a new born baby has to make a decision, they either have to holla or swallow because they can’t do both at the same time. The first indicator of a good leader is the simple ability to make a decision. Maybe you have all the facts and maybe you don’t, but good leaders are able to quickly access a situation and make a decision while poor leaders simply bury their heads in the sand like an ostrich. Making a decision doesn’t mean you’re making the right decision or you have all the answers. What sets a good leader apart is the courage to make a decision. I’ve been asked over and over what makes a good school administrator? My answer is simply being able to make a decision. Napoleon once said “Nothing is more difficult, and therefore more precious, than to be able to decide.” Now the question is why is this so difficult for so many? One reason is that many are fearfully traumatized by the mere thought of making the wrong de-

cision. Fear is an immobilizing power that causes many leaders to clam-up when they need to stand up and take charge. Fear has paralyzed some of America’s most respected leaders causing them to squander opportunities to stand and deliver in defining moments when decisions are to be made. This is not a-typical of most leaders around the world. In general, people are afraid of making the wrong decision, therefore becoming the author of ‘a decision gone bad.’ This phobic mind-set is counter-productive on the job, at home or in one’s personal life. Whether you’re a pastor, store manager, school principal, husband or wife – making a decision is not a choice; many people are counting on you to make a decision that is going to help the church, the company, the school, the home, and/or the marriage. How important is a decision? It is as impor-

tant as life or death! Making a good decision has two main ingredients; a sense of purpose combined with boldness of character that work together to make the decision that most leaders are afraid to make. Over the years I’ve shard with many of my closest friends the Russian proverb ‘When in doubt do nothing.’ The reality is that when a person is faced with a decision and does nothing; in essence he’s made a decision to do nothing. Are you getting it now? Making decisions are unavoidable in everyone’s life. The ability to decide is a prized characteristic that all organizations look for. Every institution needs people who are capable of making good decisions because those decisions ultimately keep them moving forward in the right direction. And in times like these, Americans are looking for strong governmental leaders who are strong, bold and unafraid to make un-popular decisions for the betterment of America. So, the next time you’re standing in line at McDonald’s with twenty people standing behind you waiting order; simply tell the cashier “give me a number 5 and super-size it!” You’ll see that everyone will be so happy from your prompt and timely DECISION.

Life is all about choices and sometimes we find ourselves in a battle of the mind in determining which ones to make. No one can tell you how to live your life, unless we allow them to be the voice of reason. As a wise person once said, you can take them to church but you can’t make them believe, you can october 2009

teach them to say no to drugs, but you can’t be there to say no. We have to trust that people will make the right decisions in life with the tools they’ve been given. I think back to my childhood and wonder what words of advice my mom gave me growing up, and to be honest she didn’t say much. The truth is she didn’t have to, she led by example. In between working two and three jobs, she quickly did a different kind of drive by than we hear about. She would leave little notes. The notes she left behind as she quickly passed through were hardly enough to sustain us to walk a straight path, but somehow they stuck. Even though I was nine years old, I was old enough to understand that it wasn’t right to try to raise your kids through post-it notes, but instead necessary. My mom had no choice; she did the best with what she had. Looking back, she made the best decisions she knew how to make- and it worked. Now, as an adult I take with me what my mom has instilled in us; the power of prayer in making the right decisions with our lives. It’s the only thing that really works! www.

ur whole lives we are told to “never give up,” “never give in,” and “when the going gets tough, get tougher.” But exactly how do we apply this “can’t quit” mentality to our business ventures? What do we do when we have invested our whole self into a company we were passionate about only to find that we are reaping failure after failure, being drained financially, and always one step short of the success we envisioned? Do we stick with it and hope that things will change or do we throw in the towel and use it as a learning experience? I learned, second hand, that sometimes the best choice is to cut your losses and apply what you learned in future endeavors. Six years ago, my father emptied out his savings to invest in a nutritional sports store. Having been a body builder and nutrition freak, he was excited to invest his money in a company that he was passionate about. The future for the business seemed promising and revenue was abundant. Unfortunately, the president of the company spent funds ®

excessively and defaulted on payments to investors. Three short years following the start of the company, the owner filed for bankruptcy. At this point, there was a choice for my father to make. Should he throw in the towel or buy the assets of the company. My father chose option two. He did not want the money and time he invested to be lost so he thought he could revive the company by executing a different business strategy. His strategy may have been great but with acquired assets came angry investors, years of million-dollar lawsuits, the inability to invest because money was tied up, and a worsening economy. Hindsight being 50/50, he looks back at that day he decided to not throw in the towel and asks himself, “Why?” The moral of the story is that sometimes the best choice is to throw in the towel when you are a little behind, trusting that instinct that tells you “maybe this isn’t for me at this moment.” When the choice to exit the business venture is made don’t be so disappointed that it didn’t work out because the joy of your future could be the failure of your past. 25.

hen I was a young man my father never allowed me to complain; if I started to he would quickly cut me off and reply, “You have your health and that’s all you need”. Now, more than ever, I can truly understand the wisdom in that statement. As can many Americans, you can have health insurance but still face peril from co-pays and mounting debt incurred during recovery. However I specialize in granting some relief to that potential debt. According to numerous industry experts supplemental health insurance

has increased in importance as employers move toward providing catastrophic insurance only under the range of consumer-driven health plans. The intention of consumer-driven health plans is to pay non-catastrophic expenses outside of insurance. Effectively, the increase in individually purchased supplemental insurance indicates that the transition is not going as smoothly as once thought it would. The funding of Health Savings Accounts (HSA) and Health Reimbursement Arrangements (HRA) by employers is well below what policymakers had previously hoped for. Many believe that employers will continue this long term trend of “getting out of the health care business”. Individual consumers usually do not have the capital to cope with the risks of everyday medical costs. A typical household has, on average, $200 to $500 of out-of-pocket medical bills, including prescriptions and office visit co-pays, yet budgets less than $100 per month for these expenses. Supplemental health insurance helps even the cash flow through a budgeted premium bill and provides protection for costs that are greater than expected. Even if the

In some cases, this is the only health insurance that an applicant can find or can afford; in these cases it is better to have some limited coverage than to not have health insurance at all.
