NEWS IN BRIEF Remembrance Sunday: The Council’s official service of Remembrance will be held in Holy Trinity Church on Sunday 10 November at 10am and will be followed by a Further Act of Remembrance at the Cenotaph in the grounds of the Memorial Hospital. This will incorporate the 11am two minute silence and the laying of wreaths.

Paws for thought: The dog warden team has won the RSCPA’s GOLD Footprint award for the fourth year in a row. They received the award for the work they do in dealing with and looking after stray dogs found in the area.

Darlington apprentice wins award: Joshua Appleyard has won the Apprentice/Trainee of the year award at The Plastics Industry Awards 2013. He joined plastics company Nifco in 2011 straight from Haughton Academy and was one of their first engineering apprentices.

Josh is a valuable ambassador for apprenticeships at Nifco and within the manufacturing sector in general, attending schools careers fairs and giving interviews to the local media. He has now commenced his NVQ Level 3 in toolmaking and is enrolled on a Level 3 BTEC Diploma in Engineering at Darlington College. The ceremony took place in London on Friday 27 September.

What is... Creative Darlington was created in 2011 with the aim of looking at the development of arts in the borough and encouraging more people to discover their creative side. Creative Darlington also had the task of finding new ways of working and developing arts finance from new sources.

What has Creative Darlington done? • Supported local and national events such as Darlington Arts Festival, Festival of Thrift, the Big Draw and the Jabberwocky Market, as well as local arts organisations such as OddmanOut. • Programmed Crown Street Art Gallery which has attracted almost 28,000 visits between May 2012 and October 2013. • Worked with volunteers, artists and arts organisations to make the Bridge—Centre for Visual Arts a successful community led venue. • Organised seminars in securing sponsorship and fundraising for artists and organisations.

Council Budget Update Throughout June and July lots of local people gave up their time to tell us which council services they value and where we should attempt to protect services in light of the significant reduction in Government Grant. We listened to what people told us and we are using this information to help develop our budget proposals. The proposals will be presented at a Cabinet meeting on Wednesday 13 November 2013 at 5pm in the Dolphin Centre. We will be posting details about the proposals and the consultation on our website (www.darlington.gov.uk/budget) on 6 November. 2013.

There will be some important decisions which we need to make affecting you and your Borough. So don’t forgot to check the website and take part in the consultation. We will of course be reminding you in the December edition before the consultation closes.

Changes to the Customer Service Centre In the August edition of Darlington Together, we advised you of the work needed to update our Customer Service Centre at the Town Hall. The work is underway at the moment, and it will be necessary to close the existing Customer Service Centre from Friday 15 November for 15 weeks. This closure will only affect people visiting the Customer Service Centre.You will be able to contact us through the website, email and telephone as usual. During this time we will provide a limited service from the Town Hall reception.Visit www.darlington.gov.uk/customerservices for information about the services which will be available.

Be safe, be seen, be active on the journey to school! DID YOU KNOW? Each day almost 6,000 children in Darlington walk to school whilst 740 cycle?

As the weather gets chillier and the journey to school becomes more of a chore it often seems easy to grab the car keys and take a warmer, quicker option. But by walking, cycling or scooting to school your children are working towards their recommended 60 Active Minutes per day, to help them stay happy, healthy and more alert and ready to learn when they arrive at school. It’s important that children do plenty of physical activity to build a healthy body. Inactivity over time can lead to cancer, type 2 diabetes and heart disease in later life. The 60 active minutes doesn’t have to be all in one go so the journey to and from school is perfect. By choosing an alternative to driving you’ll be doing your bit for the environment too by helping to reduce noise and congestion levels.

The Council's Local Motion Team works with schools to help pupils plan safe routes to school using sustainable transport. Primary school pupils can get involved with MEGA Motion, which encourages using sustainable transport for the journey to school at least one day per week on MEGA Fridays. Pupils are rewarded with prizes and certificates for joining in. Look out for children dressed as characters from history as they follow this year’s ‘Travelling through time’ theme. Take time to help them plan their safest route to school whether it’s on foot, bike, scooter or bus.

Handy hints for keeping safe • On dull days dress your child in bright or fluorescent colours, reflective armbands, strips or stickers to help to increase your child’s visibility • At night reflective clothing is a must, as fluorescent colours don’t show up in the dark • When cycling ensure your child has working front and back lights and wears a well fitted cycle helmet • The message isn’t just for children; make sure you wear bright clothing too!

From Friday November 15 to Sunday November 17 we will be joining a National Campaign to try and persuade people to stop dropping litter and to care for their own environment.

We are doing this to show what the streets and parks would be like if the Council did not pick up the litter that people drop.

Over this weekend we will erect two fences, one through the Market Square and one through Stanhope Green. We will only pick up the litter and clean the street on one side of the fence. There will be a big clean up at the end of the campaign and this will be your chance to get involved, alongside local

Working towards a litter free Darlington!

Over 1900 volunteers took part in the 2013 LitterFreeDurham Big Spring Clean - picking up over 1600 bags of rubbish! LitterFreeDurham was created five years ago to help support the Campaign to Protect Rural England’s (CPRE) “Stop the Drop” campaign. They have organised 118 litter picks across Darlington and Durham so far in 2013. The Environment Agency also played their part, removing 5 tonnes of rubbish from the River Skerne. More people volunteered and more litter was picked up than in 2012.

“This was an extremely successful campaign and I’d like to say thank you to all the people who volunteered. There’s a great sense of satisfaction and pride in seeing the difference that your efforts have made to the community you live in. ”

Did you know? • Darlington Borough Council spends £1.2 million picking up litter every year. This money could be spent on running the Dolphin Centre for the year, running the library service for the year with an extra £300,000 to invest in new books or employing 39 social workers. • £584 million was spent on street cleaning by Councils in England during 2005/2006. In 2012, the figure hit one billion pounds! • Every year, it is estimated over one million seabirds as well as 100,000 turtles and sea mammals die of litter related causes. • Over 69,000 animals were killed or injured by litter last year in Britain.

Have your say about wards in Darlington The Local Government Boundary Commission for England (LGBCE) is asking residents for help to design a new pattern of council wards in Darlington The first stage of the public consultation took place earlier this year, with the recommendation that the size of the Council is reduced from 53 to 50 councillors. As part of the next stage of the review, the LGBCE will now need help to produce a new pattern of wards in Darlington to accommodate 50 councillors.

What is the boundary review for? This boundary review will make sure that all councillors across Darlington roughly represent the same amount of people. Currently some councillors represent many more voters than others, meaning that the value of your vote may vary depending on where you live. The review will also make sure that ward boundaries are strong and easily identifiable, and that they reflect the interest of the local community.

What is a ward? A ward is a section of a town or city that has been established for electoral reasons. Darlington currently has 24 wards, each of which is represented by one, two or three councillors, depending on how many people live there.You can find out which ward you live in by visiting www.darlington.gov.uk/wards.

You have until 10 December to have your say during this stage of the consultation. You will also be able to have your say once the Commission publishes its draft recommendations in March next year. Darlington employers show they care! A project to bring together the skills, expertise and volunteering power of employers in Darlington to make a difference to the local community is celebrating its first anniversary. Hosted by Teesside University Darlington, Darlington Cares was launched in October 2012 and is a partnership of the town’s leading employers. Darlington Cares works by centrally coordinating the skills and expertise of its members and their employees and matching these to projects and charities in the local community where they can have the most impact. In less than a year, the project has delivered over 500 hours of employee supported volunteering by 120 employees. Programme Manager, Katie Blundell says: “I am delighted with the progress we have made, both in terms of the projects we have worked on and in engaging more businesses to join. We have demonstrated the value of helping employers match their skills and volunteering workforce to worthwhile projects in the town.”

500 hours of volunteering – what projects have Darlington Cares been involved in? • Outdoor clear-ups at West Park and Rockwell nature reserves, Risdale Street and Geneva Wood • Bike amnesties and repair sessions for Bike Stop, located on Skinnergate. • A football skills session for young people at Firthmoor Community Centre • Collection of over 200 Christmas gifts for looked after children and a Christmas party for the residents of Rosemary Court. • Specialists from Esh Property Service and Deerness Fencing and Landscaping works with volunteers to renovate The Bridge Centre for Visual Arts in July. • Busy Readers which launched in September this year—which involves volunteers listening to children read for one hour a week. 25 volunteers are currently involved and plans are underway to expand the scheme. • Darlington Cares recently launched the Christmas Appeal in partnership with the Salvation Army and Northern Echo – an appeal to collect gifts and food items for vulnerable people in need.

To celebrate Darlington Cares first anniversary, there will be a Big Anniversary Challenge at North Lodge Park on 11 November from 9:30am-12pm. Please come along and help us renovate the park! Welcome the National Centre to Darlington Darlington is set to lead the way in the field of biologics as the Centre for Process Innovation (CPI) has announced that the new National Biologics Manufacturing Centre (NBMC) will be located in the town. The £38m investment, which will be located at Darlington’s Central Park development, will help UK companies to compete in the growing market for biologics. Globally, the biologics market is worth around £125bn and is forecast to more than double by 2020. The Research and Development Centre in biopharmaceuticals, which is part of CPI, will help companies of all sizes in the biologics market to develop, prove, demonstrate, scale-up and commercialise new biologics process technologies.

What are Biologics? Once established, the team of experts at the Centre will work with research institutions and the industry to create new low cost routes and flexible facilities for the manufacture of biopharmaceuticals. The Centre will also provide a focus for training the UK biopharmaceutical manufacturing work force alongside national conferencing facilities.

Biologics or Biopharmaceuticals are medicines manufactured using biotechnology – from living cells. They tend to have fewer side effects than chemically produced pharmaceuticals which form the bulk of most medicines. Today, 16% of all pharmaceuticals are biopharmaceuticals and are used to treat a wide range of conditions including cancer, auto-immune diseases and hereditary diseases. As research advances it is hoped that a broader range of diseases, including many which are currently not treatable, will be treated in this way.

Biologics Manufacturing Why Darlington? Darlington’s excellent transport links were a key factor in the decision to locate the Centre in the Borough.The Department for Business Innovation and Skills (BIS) who fund the project, sanctioned a group of independent industry advisors to choose the location for the Centre. The group chose Darlington based on accessibility, proximity to exiting pharmaceutical companies and relevant universities in addition to growth opportunities within the Tees Valley Enterprise Zone. The Centre has the capability to initially employ around 30 people. It is likely that this figure will expand as further facility developments are defined.

Good news for Darlington News of the NBMC comes hot on the heels of a number of key announcements showing that Darlington means business. The relocation of the DfE offices to the rear of the Town Hall, The Business Growth Hub, the £120m Central Park development and the proposed multi million pound cinema and leisure complex are just some examples of how the Council is working hard to ensure the borough continues to thrive and prosper in tough economic times.
