history

papish

The Seatauqua (seeTALK-wa) was a series of workshops, lectures and excursions (by car, boat and even airplane) that ran for decades in Newport. Coordinated by Oregon Sea Grant, the programs encouraged chautauqua-style discussions by all participants about arts, sciences, coastal ecology and more. This year, Oregon Coast Community College and the Hatfield Marine Science Center begin the process of reviving Seatauqua, with five special events this Fall term. Based on attendance and support of these programs this fall, the program may be expanded even further in the Winter and Spring Terms. To suggest a topic for an upcoming Seatauqua OCCC Community Education course, contact Shirley Hill at shirley.hill@occc.cc.or.us. fall 2014 • @occcsharks • 7

After the Meltdown:

Energy Regime Crisis and Environmental Conflicts in Post-Fukushima Japan Michael Dreiling | Nicholas Lougee | Tomoyasu Nakamura Since the Kyoto Protocols, despite a robust environmental movement, Japanese environmentalism largely avoided a critique of the hazards of the nuclear industry with the energy demands of the country. Instead, small and marginal antinuclear movement organizations remained focused on this single isNicholas Lougee, Ph. D. sue. Then, in 2011, Friday, Oct. 10 • 7pm the Fukushima OCCC Newport Campus nuclear disaster Dr. Patrick O’Connor and humanitarian Community Room crisis caused by the Free Admission Tohoku earthquake and tsunami called the entire nuclear industry into question. Even after the earthquake, Google Maps the silence among established environmental organizations continued. Based on an extensive study of Japanese environmental organizations, we investigate why the Japanese environmental movement was relatively silent on the largest environmental crisis in the country’s history. Why were environmental organizations not in the lead of the mass protests demanding an end to nuclear energy in earthquake and tsunami prone Japan? In a paper on the topic, the authors address this question historically and quantitatively, incorporating survey data on the Japanese environmental movement as well as extensive network data. The findings will be summarized on Oct. 10 as Nicholas Lougee, Ph.D. speaks at OCCC as part of the ongoing Williams Lecture Series. This research is the first to quantitatively operationalize power structures in Japan and test their impact on the behavior of a large sample of environmental organizations. Our network data trace ties between the private electric utility companies (nuclear) and their key industry partners in finance, insurance, and the media to key government agencies in Japan. These industry, government and media connections are then traced to board memberships of a large sample of environmental organizations. Among other factors, the statistical analyses identify significant negative associations of government and corporate ties on environmental groups’ adoption of a reflexive and critical position on nuclear energy following the Fukushima meltdown. Small Business Management

Get with the Program Apply now for 2014/15 SBM program The Small Business Management Program features one classroom session each month over the course of one academic year, plus monthly one-on-one counseling sessions, and much more What gets you up in the morning? What keeps you up at night? How would you like to have your own personal business consultant to meet with every month? Wouldn’t it be nice to be able to pick up the phone or e-mail someone whenever you had an inspiration, or a challenging business question? For almost two decades, the Oregon Coast Community College’s Small Business Development Center has offered a powerful Small Business Management Program, which can help you with: Money Management • Determine the exact level of sales that you will need to be profitable and pay for new assets, pay existing loans and make a living. • Read financial statements, and master the 25 key words that will make you sound like you have an MBA.

• Track two expense percentages which are critical to your business’ success. • Use spreadsheets and QuickBooks to help run your business to achieve positive cash flow. Marketing • Know the answer to the question, “Why should I choose you?” by developing your Unique Value Proposition. • Build customer trust and loyalty... and, while you’re at it, a better community for Lincoln County. During your year in the SBM program, you’ll also learn how to use the latest tools to build a team – consisting of your employees or a network of independent contractors – so you can offer the highest value, the best price and the lowest cost to your steady customers.

businesses. Pick the one that’s right for you! This year’s Small Business Management Program is targeted with two different programs at two different groups: Contractors (to be held in Newport) and Artists, Creative Entrepreneurs and Sole Proprietors (to be held in Lincoln City).

Over the course of a three-term academic year, our participants receive: • Ten one-to-one, two-hour meetings with an SBDC advisor • Meetings with an informal support group of a number of other SBM participants • Nine SBM classes, plus access to more than a dozen additional sessions or workshops attended by your business peers. The SBM program is open to existing

The cost of the program is $900 a year. All small businesses will qualify for one or more local, state or national scholarships that typically bring the yearly cost down to between zero dollars and $600, depending on funding from our sponsors. To apply to enroll in the SBM program, with or without financial aid, contact the Small Business Development Center at Oregon Coast Community College, at 541-994-4166 or 541-487-4855, or visit oregoncoastbusiness.com.

Business scholarships available Many business owners don’t realize they are eligible for 100% tuition assistance for many SBDC programs. This year, Lincoln City businesses located within the city’s Urban Renewal District are eligible for 100% tuition assistance for one business class or program per term, thanks to a generous Economic Development Grant. THIS INCLUDES THE YEAR-LONG SBM PROGRAM! (See above.) All over the county, thousands

of residents – and many small business owners – qualify as “low” or “moderate” income earners. Many don’t realize that many of their neighbors, as well as their own families, may fit these criteria, and would be eligible for no-cost services from the SBDC for some of its most popular classes and programs. Are you eligible? Call 541-994-4166 to find out.

Business Formation

This workshop/course is a practical introduction to business formation. For entrepreneurs needing to know how to protect themselves and their business from potential liability, to seasoned business owners needing to review their operations, this course will provide concrete examples and guidance for all. Students will learn to distinguish between various for-profit and non-profit corporate entities to help them understand which formation can best help them achieve their goals. Agency & Independent Contractor Law

Is your independent contractor actually your employee? Will your independent contractor or employee create liability for you or your business? This workshop, designed for employers and independent contractors, will help students understand their potential liability in various contexts by understanding basic legal principals and the tests BOLI commonly uses to distinguish business relationships. Additionally, students, with guidance from the instructor, will examine basic contracts and business practices to help them achieve their goals.
