my much-loved big white tricycle as we careered around our large back gardens. As we reminisced about the fruit trees that we used to play beneath, he described the taste and texture of their russet apples as if it was only yesterday.
New Ages for Old Many years ago, when the New Age was still new, I bought at a festival a t-shirt with the slogan “Whatever age you are now, you are every age you have ever been.” The notion particularly caught my fancy because the previous week at my office, when someone said something about Little Tikes ride-on plastic cars for toddlers (remember them?), our sixteen-year-old receptionist piped up, “Oh yes, those are great fun, I love those.” It was a sobering reminder to her older colleagues that she was not far removed from toddlerhood herself. This month that t-shirt slogan has again been front of mind following two recent encounters connected with my own younger years.
“We’ve been children, we’ve raised children, we’ve cared for children, and although we’re older now, there’s still a child in all of us,” they assured me. I’m planning to add a lot more ages to my collection yet, and if when I’m old, I end up as sage and as generous as these dignified and gentle folk, I shall consider my life very blessed. I just hope my t-shirt will hold up after so many years of laundering. These vivid illustrations of how much time I’ve spent on this earth – and by implication, my mortality – might alarm me, if I hadn’t been involved lately with a heartening project involving elderly people, inspired by the National Dignity Council’s Dignity in Care campaign. First came a reunion with my aunt, who had emigrated to Canada in 1970. I hadn’t seen her for twenty-nine years, and last time I saw her, she was younger than I am now. But as with all the best relationships, and with family ties in particular, we picked up where we left off, and it felt as if no time had elapsed at all. Then yesterday I was reunited with the boy next door from my suburban childhood home. A very big thank you to everyone who helped with the raffle – particularly to Lions Alan, Saxon and Paul - and all the winners have been contacted, the prizes delivered, and the two vouchers posted. We raised £489.03 in total – the
One of the areas which gives our Lions Club great satisfaction, is when we can help a local individual achieve their goal. In the last few weeks we have been able to help David Mason, by donating £1,000 to help him in his quest to move up through the rankings in the sport of Kayaking. David is 14 years old and has been pitched against boys two years older than him but remains tremendously successful.
Tetbury is fortunate to have such a talented youngster in our midst and we are pleased to be able to help him get to his events. This edition of the Advertiser should land on your door mat in time for you to read before the Bank Holiday Monday on the 7th of May, when Tetbury Lions will once again be holding “Wacky Races.” Every year lessons are learned, and improvements made. For this year, we are locating a big TV screen at the bottom of the course in addition to the highly successful screen which we located in the Chipping Car Park “Pit Area,” last year. Now viewed as one of the great events on the Tetbury calendar, the crowds who attend prove it and a tremendous amount of hard work goes into putting on the event, both in the lead-up, on the day itself, and afterward.

Mayor’s Piece It’s the mad month of May already; warmer and longer days to enjoy, when Tetbury really comes alive. As ever, we have the Lion’s Wacky Races down the Chipping and into the bottom of Gumstool Hill on the first May Bank Holiday and the Woolsack Races and Street Fair on the second Bank Holiday. Both are fantastic events for the town, with entertainment for the whole family. Let’s hope the weather is better than last year for both events, to give us some good dry days of racing. Both these events rely solely on volunteers to organise and run them, as do many other local organisations. Unfortunately, volunteers are becoming harder to find; many organisations are beginning to question how they can carry on in the longer term. It’s very sad to hear that the Save the Children branch in Tetbury - and some time ago also the British Legion, decided that they could not continue and have had to wind down their activities. There are still many voluntary organisations that work hard for the town’s benefit and it’s important that they continue. This magazine contains articles from many of our voluntary clubs and societies – and
every one of them would welcome new recruits, I’m sure. Should you wish to become a Tetbury volunteer but don’t know who to contact, please let me know. You can leave a message at the Town Council offices and I will get back to you with a contact name and number. In April, the Dolphins Hall received Planning Permission for their new refurbishment and I hope to see building work commence soon, so that we can have a ‘new look’ Dolphins Hall just as fast as possible. For many years the hall has been an important part of the daily life of Tetbury, but it does need a refresh. I welcome the plans to do just that. This year marks the centenary of the end of World War One, ‘The Great War’, when many Tetburians volunteered to fight for their country. Very sadly, many did not return, having been killed in battle - the war memorial in St Saviour’s churchyard commemorates their ultimate sacrifice. We are planning some very special commemorations, this Remembrance Sunday. One plan is to cover parts of Tetbury with poppies – and many townspeople are hard at work knitting the flowers which will form decorative features. The wool to produce them has been donated by both the Town and Cotswold District Councils, so if you’d like to join in, both patterns and wool are available from the Council Offices. Groups ranging from the Day Centres to Sir William Romney’s and St Mary’s school
are hard at work creating these important decorations. Please consider joining in, you would be very welcome. As well as the Poppy project the Council is collecting information about those who were killed, and plan to assemble an information board complete with photographs. If you have any information or pictures of any of your family who gave their lives, please contact the Town Council offices or ring 01666 504670 to discuss loaning items for the feature. Lastly an apology: I gave you the wrong date for the town meeting. The correct date is the 23rd of May at 7.00 pm in the Dolphins Hall. Ray has previously demonstrated the use of wax with watercolour painting and given a constructive criticism of our work. This time he produced three oil paintings over the course of two hours! His first was a seascape. He started by scrubbing in a couple of coloured bands to suggest sea and sky, then he commented that ‘imagination is your memory – put something on the board and see how it develops’. And that is what he did. He developed the sky and introduced clouds, then it was the sea’s turn. Blue was worked in near the horizon and green nearer the foreground. He then decided to make it an evening scene and introduced red into the sea and sky near the horizon - and painted in waves. A sun was added low down in the sky and foam and reflections were scraped into the sea with a palette knife. Finally, the beach was developed. A second seascape followed but this time a night scene, with the moon lighting up the clouds and sea. This was done on a framed piece of plywood. Ray likes to extend the paint from the picture area onto the frame. The third picture was a landscape – a blue sky with clouds looked down on a treelined river.

Tetbury Football Club As we rapidly approach the end of the season, there is still plenty to do at Tetbury Town FC. We’re already preparing for next season, too. We’ve replaced the club signs with a new modern look, (with thanks to the Cotswold Sign Company,) and made upgrades to our electrics and boiler, courtesy of AGL Electrical Services Ltd and AW Plumbing & Heating (Cotswold) Ltd. Draught lagers have been re-introduced to the bar using an innovative ‘draught master’ system, combined with an up-todate card payment system, so there are always opportunities to enjoy a pint! We supported Kit Aid recently, providing nineteen former TTFC kits for them to recycle and redistribute to under-privileged children and adults in The Gambia. They are celebrating their 20th anniversary this year and anticipate reaching 500,000 items of donated kit by June. And our ‘Sponsored Fun Run’ at the end of April was once again a great success. Youth players raised sponsorship for walking, (and running,) laps of the Recreation Ground - and taking part in activities to test their football skills. It was a fun morning of football activity, raising funds for the club at the same time. A big thank you to everyone involved, and to those who provided the much-needed refreshments on the day. Standard programme is a kite mark, which recognises and rewards high quality levels of provision in club football. This is awarded to clubs that are well run and sustainable, and which place child protection, quality coaching and safety as paramount. We are very proud to retain it. A special mention too, for two of our youth coaches, Nick Hall and Travis Wood, who have successfully completed their Level 2 coaching qualification. Are you an aspiring football coach? We pride ourselves on having qualified coaches in all sessions, and we are happy to help support all coaching paths, by offering funding for recognised qualifications. This summer, Gloucestershire FA are offering a Level 1 course just for women, meeting demand from local clubs, so any females who would like to get involved are welcome to find out further information through us.
Finally, our Club Annual Presentations will take place over two days at the Dolphins Hall. On Friday the 11th of May, the U10’s to U16’s will enjoy a formal evening including a special guest to present the awards. This will be followed by fun and games for the Tiny Tigers to U9’s on Saturday the 12h of May - and presentation of their trophies. Our senior section will be ready to celebrate on Saturday evening too, with a Hog Roast, live band and trophy presentation to mark the end of another successful season. Tetbury Aikido Tetbury and Stroud Aikido Club student, Lee Knickenberg… …recently passed a very demanding First Dan grading examination, and he is now allowed to wear the coveted black belt and the traditional Japanese ‘hakama’ over-trousers. Lee has been practicing Aikido with the Go Shin Kai Aikido Club at Sir William Romney’s School for the last seven years, and his senior instructor, Steve Brignall, (3rd Dan) congratulated Lee, saying: “Since joining the club, Lee has developed a genuine appreciation for the art of Aikido and its deeper relevance to everyday living. His commitment and perseverance and his recent trip to Japan to study at the World Headquarters of Aikido in Tokyo, has led to him to achieving his Shodan (First Dan) grade via a very impressive display of martial arts skills, techniques and spirit.” Lee says, “I have enjoyed my training very much and I’m extremely happy with my achievement. Aikido has been a big part of my life for many years and will be for many years to come. It has helped me develop as a person, and I’m so happy to be part of a great community of people that are so committed to the preservation of this unique art form.”

Wobbleberry, which meant I couldn’t complete the challenge safely within the original timeframe - and I must also say that I underestimated the impact (both physical and mental,) that the injury would have. Yet, as much as I would not wish to repeat it, having to go back to basics has helped my progress toward that BE(80) standard.
The “Willberry Wonder Pony Charity,” was started by Hannah Francis, a hugely talented event rider diagnosed with osteosarcoma, a rare form of bone cancer, in May 2015 at 17 years old. Initially just intended to buy her an £800 wig, the charity (and her story, told through the eyes of her toy pony Willberry,) captured the hearts of many, and despite her tragic passing at 18, it continues to raise money, both for bone cancer research and for “Willberry’s Wishes,” which puts on equine-related events and outings, for the terminally ill.
Now, I am aiming for Calmsden BE(80) at the end of July - but since no journey is a simple one, I have a few more events to fall back on should (for whatever reason,) either myself or my horse Murphy not be ready. I will have had Murphy for three years in August, and before we embarked on this journey together we had both done a little bit of jumping, but it is safe to say we are now learning lots more together – a process which can sometimes be more entertaining than it should be! We have experienced every emotion possible in the process, and there is still a way to go, as the jump heights and the technical difficulties increase. The “Wobbleberries Challenge” is an offshoot charity fundraiser, where a group of “wimpy middle-aged riders”aim to complete a British Eventing 80 cm (fence height) course, by the end of the eventing season, in around October. Originally created in 2016 with the aim of everyone completing by Oct 2017, due to the enormity of the task for some (due to lower riding abilities, injuries and etcetera,) the challenge was extended to this year - and it’s now, hopefully, going to be an ongoing challenge. Those who fit the original criteria remain as “Core Wobbleberries” - and I fall into that category, although I don’t see myself as middle-aged, of course. Or wimpy! Tetbury Model Railway Club We have been through a very turbulent period since our last contribution to the Tetbury Advertiser, with no opportunities to exhibit all our hard work. However, we now find ourselves in a much better situation to put that right - the club room is bursting at the seams with a whole variety of interesting model layouts in various stages of construction, and the junior “OO” gauge layout is in the
advanced stages of construction, with all the base boards built and the design layout completed. You may remember that it is themed on “British Railways in the 1950’s,” representing the era of transition from steam to diesel motive power. “St Petroc,” which was our largest layout and intended for major exhibition, has unfortunately been reduced in size dramatically (shades of Beeching!), to accommodate other smaller and more manageable layouts. The “Malmesbury Branch” is one of these smaller layouts now nearing completion, in true-scale “N” gauge. The branch railway itself was formally opened on December the 17th of 1877, when a small train ran from Dauntsey to Malmesbury. Nearly 45 years later, the GWR created a branch running from Great
Somerford, which closed to passenger traffic on the 10th of September 1951 and finally closed completely on the 12th of November 1962. The club layout represents the period between 1950 and 1962. I hope you all saw “Kleaver Hill,” the compact “N-scale” GWR themed layout displayed in the Tetbury Tailor shop window over the Christmas period 2017? Two other new layouts are also nearing completion. One is “Woodport,” a 10’ x 2’3” dockyard scene with working water mill and wood saw. A 009-gauge track transports wood to the dock area, while 00-gauge steam and diesel locomotives operate the remainder of the track. (There is also an exact replica, with sound of the railbus used on the Kemble to Tetbury branch line.) Sir William Romney’s School SWR meets FGR! Our Y7 students have been involved with their first geography field study. Students have visited “The New Lawn,” home of Forest Green Rovers, to learn about sustainability, a vegan diet and the reasons why FGR would like to build a new sustainable stadium near Stonehouse. Some lucky students were also able to cook vegan food, which we all enjoyed sampling. We were also fortunate enough to meet Christian Doidge, FGR striker, and to ask him a few questions. Students then travelled to Eastington, to understand the views of local councillors about plans for FGR’s new stadium. Finally, students then completed questionnaires with members of the public in Stonehouse and Nailsworth to learn about the views of residents. In Geography lessons, students are now using this raw data to write reports about the different views relating to FGR’s proposed new stadium, and to arrive at
their own justifications and conclusions. On behalf of all our students, we would like to thank FGR, local councillors in Eastington and members of the public, who all contributed to make the field study a huge success.

Our Humanities Learning Area have been celebrating achievement in ‘The Quad.’ Students’ homework, coursework and assessments have been selected to be displayed, as they represent the aspirational standard we expect of students at SWR. Homework assignments chosen for display include homemade models of volcanoes and trenches in WWI. Many GCSE essays and extended answers are also on display to demonstrate to all students the quality and high standards expected of students in both GCSE Geography and History.
Many students and parents have already visited ‘The Quad’ and it still remains open if you haven’t yet had chance to celebrate our students’ achievements. Tetbury Scouts population and what they could do to help. They also brought in a fully-grown hedgehog that had been rescued before hibernation because it was underweight. The Spring term has started and we, along with the whole of the UK, look forward to better weather. Outdoor and Adventure is one of the three key themes of Scouting and therefore we will be getting outside for most of our activities to enjoy the summer sun (fingers crossed.)
March marked the launch of Tetbury Cubs under new leaders… …Tony, Karen and Richard, (or should I say Akela, Bagheera and Shere Khan?) - supported by young leaders Ben and Brandon. The eleven new members were immediately set an exciting challenge of building the highest towers possible, using only marshmallows and spaghetti. Within a short period of time the competitive nature of the task soon hit home as each group tried to out build the others not to mention eating one or more of the marshmallows! The evening of fun continued with crab football and the classic and much-loved dodge ball led by the young leaders.

The following week the Cubs made their own carrying device for a fun Easter egg and spoon race. Relays saw the cubs attempt hurdles and bridges as they raced against each other. More fun followed, with a crazy game of Easter explosion with balloons filled with either messages and treats, or with a task. The Beavers finished the term with some “egg-cellent” egg rolling in Preston park. Congratulations go to Noah Grant who won the egg decorating competition by turning his egg into a little Beaver Scout, complete with the Tetbury neckerchief! The Beavers also enjoyed a great trip to the Jungle Parc ropes course in Swindon during the Easter holidays. Luckily the rain held off and the Beavers were brilliant in the way they

Tetbury in Bloom Flower Shows Winter is a distant memory and the world feels full of promise! For me May conjures up trips to Chelsea and the Malvern Spring Show with my Mum - and thoughts of how to introduce lots of colour to the garden. In my opinion, the flowerbeds at Braybrooke and the Knapp would not look out of place in the Malvern Show’s “gardens without borders,” which look beautiful viewed from all angles and throughout the year. Last month The Anniversary Garden, (located between The Ferns and The Chipping,) underwent a bit of a makeover. The Town Council funded the re-laying of the original path, which eliminated all the broken and untidy-looking slabs. A third
seat, funded by Tetbury in Bloom, was also installed - and new metal edging was added along the edges of the formal flowerbeds, giving them a much sharper look. These changes have really improved the overall

Ahead of planting summer bedding next month, now all threats of frosts have passed, the Tetbury in Bloom team is busy tidying-up the many flower beds. We are removing the fading flower heads from the spring flowering bulbs, narcissus and tulips - this allows the bulbs to reabsorb any nutrients without wasting precious energy creating seeds. It will keep them fed during their dormant period allowing them to flower again with renewed vigour. (We will remove the stalks once they are well withered, to make room for the bedding plants.) Eating Out Inadvertently having turned into a ‘lad-wholunches’, I couldn’t let another month pass without visiting the Vestry Café. If that sounds unfamiliar, it’s at Prema Arts in Uley and, dare I say it, probably attracts more customers than most of the exhibitions. That’s because they’ve struck an excellent balance between casual café eating and lovely food. It’s not a roomy place by any means – if you got twenty people in at the same time I’d be surprised, and if you did they’d be sitting shoulder to shoulder. Given that the kitchen and serving areas are equally small, there must be some culinary legerdemain going on.
Apart from a small breakfast selection, the café menu has three ‘signature’ sections. Firstly, there’s ‘on toast’, from which you choose one of just six items, including things like eggs Benedict or Florentine, smoked salmon or bacon with avocado, smoked mackerel with horseradish and

Then there’s the renowned ‘hash’ section, a range of tasty twists on the old corned beef favourite, with ingredients like local bacon and sausage, ham, stilton and leek, mackerel, spinach and horseradish and more. Finally, there’s the ‘toasted (or not) sandwiches’: cheeses and spinach with chutney or pesto, local ham, chicken, etc. There’s always a choice of breads, too. If none of these takes your fancy, you could pick homemade falafels or a spectacular chicken Caesar salad. Added to which, there are a few specials to consider, usually including a tasty soup and, on this occasion, tartiflette or garlic and herb mushrooms. As accompaniment, there’s a genuinely extensive choice of hot and cold beverages, including smoothies, beer or wine (nothing fancy – just listed as white or red – very French!) My smoked mackerel Florentine was delightful: two pieces of toasted sourdough, gently wilted spinach, succulent mackerel (skin thoughtfully removed), all topped with a beautifully poached, tasty egg and rich, warm hollandaise. For just £6.50, it was a steal. Should you be especially hungry, though, you can ‘go large’: double egg, double mackerel, all for only £7.95. Although the coffee is always delicious, to do things justice I felt it only proper to wash it down with a glass of white (which tasted like a Côtes de Gascogne - but I didn’t ask). They don’t really ‘do’ desserts, but if you want something to follow, there are always wonderful, homemade cakes. My favourite is lemon polenta cake, but this time I plumped for dark, brooding carrot cake with icing. Because of its deep colour, I expected a dense, malty flavour but it was, in fact, quite the opposite – light, fluffy, with lovely hints of orange peel and a slightly cheesy icing. Nor could I resist a ‘ladoo’: a little balled morsel of coconut, pistachio and cardamom, rounded off with a splendid cup of coffee. Open nine till five Tuesday-Saturday, if you fancy lunch, go early - it fills up quickly. However, it’s ideal if you just need cake and a cuppa. Nothing like posh nosh – just great tasting food well prepared. Fill

we are celebrating our 50th anniversary, marking half a century of working on the landscape and helping the wildlife, flora and fauna to thrive in the magnificent Cotswold countryside.
The Cotswold Area of Outstanding Natural Beauty remains an attractive environment thanks, in no small part, to the work of the Voluntary Cotswold Wardens, a 400-strong group who work hard throughout the year maintaining the footpaths and features of the region. The Cotswold Voluntary Wardens are an important part of the Cotswold Conservation Board, and this year
In this area wardens have rebuilt dry stone walls, repaired stiles and installed kissing gates, removed scrub from footpaths and improved scheduled ancient monuments. Most parishes have an assigned warden who walks their paths once a year, checking to make sure that they are safe and that landowners are contacted if stiles need replacing. The wardens work closely
Cotswold Voluntary Wardens with parish and county councils too, to ensure footpaths are clear and easy to walk for the majority of people. To this end, the wardens have been instrumental in trying to create routes without stiles as well as paths suitable for disabled people with “Trampers,” - a type of off-road mobility scooter. In addition to looking after the countryside, the wardens also promote the area by working in schools, educating the next generation, and leading guided walks for the general public. On June the 23rd the wardens will celebrate their 50 years of achievement at the Royal Agricultural University in Cirencester, with some of the founding members. We feel we have lots to celebrate and new members are always welcome. We are particularly keen to recruit walk leaders and parish wardens in this area - wardens are rewarded with full training, travel expenses and a sense of achievement and belonging. especially when external temperatures dropped to -30 degrees C. The Gobi Desert was revealed as a waterless place with a few goats and camels, then significant features were pointed out as we continued north into Mongolia. In the northern mountains the picturesque scenery was spectacular. The few pictures shown of trains were mainly of engines hauling 4,000 tons of coal mined locally, thus prolonging the domination of steam traction. Many friendly local people and their children were seen living apparently contentedly in basic accommodation with few local amenities, surviving in temperatures ranging from -40 to +40 degrees C. Peter could only surmise that they had evolved differently from us! We much enjoyed this entertaining talk. Certainly, Peter’s journey was not for the faint-hearted: he lost a stone in weight…

Many cast lingering and even longing looks at Morgan cars, still all hand-assembled after more than one hundred years’ production. Ten members and ladies enjoyed a return visit to the Malvern Link factory on the 29th of March. A good introductory video was followed by a tour, led by a very clear guide; the wooden coach-built craftsmanship and skilful shaping of upholstery was impressive. A light lunch ended this excellent visit. The story of a pre-eminent crime writer, outsold only by the Bible and Shakespeare’s works, was unravelled for us by Lynda Warren on the 5th of April. have a vacancy we would like to fill. Our speaker was Andrew Donald, who works with Cotswold Archaeology. His subject was ‘Prehistoric Burial Mounds.’ He first explained that Tumulus, Barrow and Burial Mound are different words for the same thing - ancient graves – and that it may have taken as long as 1,000 years for the larger ones to be built. With ancient
history, time scales are a great deal longer than ours: changes and developments took much longer. He mentioned the major sites fairly closeby at Uley and Nympsfield, and also Wayland’s Smithy (Oxon) and West Kennet at Avebury. At Avebury the ancient remains are extensive and in a variety of forms. He showed a clear aerial photograph of the area, which gives a far better understanding of the stone circles than you can get at ground level. There are three ancient burial mounds very close to Tetbury. Two of them are near Chavenage, where a small group of trees covers a ‘bowl barrow’ that is alongside the footpath to Beverston, and there is a second near the road toward Cherington. The third he referred to as the ‘Ilsom Barrow,’ which can be seen as you leave Tetbury towards Cirencester. It is a low rise in the corner of the field on the left just before Cherington Lane. The new building sites in Tetbury have been checked for ancient archaeology by Cotswold Archaeology, using ground radar and inspection pits. They have found minor traces of iron-age settlements and possibly older stone-age remains. Andrew showed members an example of what ground radar results look like. There were outlines of walls and various other objects connected to that time. He concluded his talk by mentioning some of the ‘finds’ that archaeologists frequently encounter, that often enable them to date the site they are investigating. These included knapped flints of various shapes, (arrow heads, axe heads and stones shaped for hammering,) and pieces of pottery. Andrew is obviously an experienced archaeologist and an experienced speaker – it was a pity that our microphone misbehaved. Our May meeting will again be in Christ Church when Barry Barnes will entertain us with his experience in ‘Keeping the Bolshevik Hoards at Bay’ at 7.30 on the 3rd of May. As usual, we will have an exhibition from our archives in the Market Hall on Woolsack Day, the 28th of May, and then on the 7th of June we will visit Cricklade. Summer Show and Parade Everything is moving in the right direction, thanks to the Summer Show’s hardworking committee. The Dog Show is booked, and the rosettes have been ordered by Trudy and Phil Eldridge, the schedule has been updated and is ready for printing, Sheila Poole has ordered the marquee and Penny Dobson has some fabulous attractions for the recreation ground. Kathryn Limoi has been busy organising a variety of stalls to suit all ages, and back by popular demand is the Big Pan. The Parade is slowly beginning to grow, and Boxer Services’ Cliff Perks has a whole array of different vehicles involved. Capelli are going to stun you all. However, we do still need more participants, local groups or businesses - you can choose your own theme, you will be walking so you don’t have to worry about floats, and it really is that easy. And don’t forget that Long Street will be officially closed for an hour between 12.15 pm – 1.15 pm.

Avening WI Adam Henson proved an excellent speaker at the County AGM in Cheltenham Town Hall. Speaking fluently and with no notes, he first revealed that his grandfather was Leslie Henson, comedian, actor and film producer in the early part of the last century, then showed a picture of him with members of the Royal Family. He talked about the development and growing popularity of his Cotswold Rare Breeds farm and his participation in the Countryfile programme, for which he had a tough audition; he showed a picture of himself with Prince Charles, who turned up one day to buy a bull! Most of our party walked to Carluccio’s at lunchtime, to enjoy a good lunch. We had a coachload of visitors for an afternoon tea at Cherington Village Hall. With plenty of sandwiches, scones and cream and cakes to choose from they were
well satisfied! They found lots of goodies on the Sales Table we provided, by request, for them. Our President, Gwyneth, arrived to help, having just returned from her American Cookery Course at the WI Denman College near Oxford. Our WI provides a bursary to help with the cost of a course at the College and the ballot is open to all members who want to go. We enjoyed some

After hearing about her Cotswold Garden in Sheepscombe from out March speaker, Celia Hargrave, we have arranged a visit to the garden in May. For our April meeting we had a very interesting talk by Virginia and David Adsett entitled “The Fab 50’s,” which they illustrated with numerous articles of clothing, Coronation memorabilia, household items, toys and books. It reminded some of our members of longforgotten memories from childhood – liberty bodices, corsets, favourite teddy bears, vinyl records, petticoats dipped in sugar water to make them stick out and baby doll pyjamas! Q: “Dad, why do singers rock left and right when they perform on stage?” A: “Because, son, it is more difficult to hit a moving target.” There are many such jokes about choirs and singers in general - singing and humour make wonderful companions. Many comedians incorporate music as part of their act - think “The Two Ronnies” TV show, Victoria Wood with her legendary “Women’s Weekly” skit for the song “Let’s do it” ...... the list goes on and on.

St Mary’s Playgroup It certainly feels like spring has sprung at Playgroup, even if the weather is not supporting our planning! The children have had a lovely time searching for eggs in our Forest School area and working together to find all the missing eggs as a team – they did so well that they were rewarded by the ‘bunny’ with a chocolate treat at the end too! This has been supported by the egg factory that the children were able to use in our role play area, and in the spirit of Easter the children have made patterned eggs, a chocolate nest and ‘chicks’ using real feathers - this is also to prepare them for some new ‘feathered arrivals’ after the Easter holidays. Last month the children thoroughly enjoyed national science week and were able to take part in many activities including a potions lab, snow exploration and looking at life/decay at the pond during Forest
School. They also planted cress and have had great fun watching it grow alongside an experiment with apples and watching how they change and decay once they are cut up over a week. Before breaking up for the holiday, our Thursday morning finished with “free choice” morning, (decided on by the children with their parents,) and was great to see the children sharing their interests, so that we can incorporate them into our future planning. We hope you have enjoyed seeing the ‘book themed Easter eggs’ positioned in the shop windows around the town over the holiday – the children have loved searching for them and are hoping for a big win after the holidays. Thank you so much, too, to the shops who have supported us - as well as to the Tourist Information Centre for selling the egg hunt sheets. It has been great to see the community joining together. Also thank you once again to the Co-Op, for continuing to provide us with tea and coffee – an essential for everyday functioning! As always, our Seedling group continues on Mondays from 9.30 until 11.30, in the front of Christ Church. Everybody’s welcome and all ages and stages are catered for

Computer Advice When was the last time your computer was serviced? Servicing your hardware as you would your car can dramatically improve reliability and performance, whilst also catching problems before you lose data, or your hardware completely fails. Clean up your hard drive: A typical computer contains may files that you really don’t need. Removing these files can make your PC run faster, particularly if you are running short of space. A first step would be to uninstall any programs that you are not using, particularly for hardware such as printers that you no longer use. Old service packs, windows updates and system restores can use up lots of space; with Windows 10, I have regularly seen over 20GB of space recovered, left behind from far-too-frequent “feature” updates. Use Disk Clean-up, or do get in touch if you are not happy deleting files for yourself. Scan for Viruses and “Spyware”: A common reason for sluggish PC performance is “malware,” including viruses and spyware. If you don’t already have antivirus protection installed, you should get some immediately! And if toolbars are clogging up your browser screen, you have popups and notifications or search results which are not as expected,

Add Memory: Adding RAM is a good way to improve a PC’s performance, particularly if you have under 3GB for Windows 7, 8.1 or 10. Turning this setting off will free up resources for the programs you want to use. Backup: Hopefully you are already making copies of your important data in case of hardware failure. Good internet-based backup solutions exist, some of which are free. As a belt-and-braces approach, I would also recommend having a local solution using a USB stick or external drive. I can install some free software that will automatically synchronise a backup for you. but this didn’t stop our ladies from the Food Group enjoying a visit to Thistledown Farm, with lunch at the Fieldfare Café. It was food again that brought the Supper Club to No 65 on Long Street for a full house - and a fun night was had by all. The April meeting brought Dick Robinson and his “Amazing WW1 Diaries of Sister Edith Appleton.” Sister Edith was the great aunt of Mr Robinson, who discovered her diaries many decades later while cleaning out some family records. The club members were truly “amazed” at this charming story, and the way in which Dick and his wife, Lisa, brought it all to life. Once again, we thank Tetbury Film Society for their continuing support and the use of their equipment. As promised in last month’s issue, here are the finer details around the move over to the EMIS system on Thursday the 17th May. We have spent a lot of time planning and preparing to ensure that we keep disruption to a minimum for our patients. You may have already noticed that from the 1st of April we have been issuing two months of repeat prescriptions, to ensure that patients receive their required medication through this transitional period. · From Friday the 4th of May until Friday the 18th of May inclusive, we will be seeing emergency “book on the day” appointments, only. All patients will be triaged during this period. Nurse will have limited basic appointments for this period, so will not be inviting patients in for any annual health reviews during this time. · From Monday the 14th to Thursday the 17th of May, we will have no access to the laboratory links, so there will be a delay with any test results coming in. The laboratory will follow their usual protocol of phoning us if there are any abnormal results. · Only urgent referrals will be actioned via fax between Monday the 14th to Thursday the 17th of May, as the secretaries will have no access to an electronic referral system. · The Dispensary will be closed all day on Thursday the 17th of May and on Friday the 18th of May, for training. We will be back online again from Friday the 18th of May and will be able to book normal routine appointments from this date. Tetbury Food Bank Surely the murder of the vicar in St Marys’ Church, Tetbury… …could not be expected to be fun, but in fact it was.* Great fun! What is more, it resulted in almost £750 being raised for the Food Bank. Sue Thomas, in the company of many of the Tetbury Food Bank volunteers at St Mary’s Day Centre, handed over the cheque for £746.50 to Rachel Brindley, Manager of the Cirencester Food Bank. Donations of food, without which the Foodbank could not run, are received weekly from collection points at the churches and Tesco, and the Tetbury Lions also kindly donate food every month. We are extremely grateful for all these donations. Tetbury Food Bank is a branch of the Cirencester Food Bank, which also has branches in Fairford - and which gives support as far as Lechlade. We are also incredibly grateful for monetary gifts, which enable us to help those who need support in our local community. Just desserts! Members of Ingleburn Trefoil Guild enjoyed a very interesting – and tasty - tour of the Marshfield ice-cream factory on April 4th. We saw how organic milk was turned into the creamy treat with a huge variety of flavours, and saw ‘the girls’ responsible for producing the milk. The whole process is very environmentally friendly, with care taken to use solar energy and reduce the carbon footprint wherever possible. The ice-cream is exported all over the world, and the factory also uses Jersey cow milk from the Windsor Castle estate to produce their ice-cream, which is then sent back for royal consumption. Of course, we had to test the product and we all decided that it was delicious.

February the 22nd is an important day in our calendar, as we celebrate “World Thinking Day,” and the Rainbows completed their Thinking Day badge this term as they thought about Rainbows around the world and sports in other countries, just in time for the Commonwealth Games. They also had a go at writing and illustrating their own stories, so we may have some budding authors in the town. Meanwhile, the girls in the senior section were developing some practical skills including a DIY construction challenge and learning how to fillet a fish, although the fish activity wasn’t to everyone’s taste! On the other hand, the trip to the Priory for pizzas was popular with everyone.

Tetbury Theatre Group Our April theatre trip was to see “The Rivals,” by Richard Brinsley Sheridan. It was held at the Watermill Theatre near Newbury, which is a lovely remote setting, made even more beautiful with all the daffodils out. The theatre building itself dates to 1820, and was used as a corn mill, a tucking and fulling mill and a fine-paper mill, before being converted into a theatre for its first professional season in 1967. In the 1950’s the Gollins family had bought the property - and 1960 David Gollins at first wanted to turn it into a cathedral - but having realised this was not architecturally possible, decided to convert it to a theatre, with the first seating donated by Winchester Cathedral. In 1968 the stable
block was converted into accommodation for the actors.

We are sad to have had two funerals recently… …of folk known and loved in the church and the wider community; Margaret Cole and Sheila Thomson. Both occasions were celebrations of lives of care and love, and affirmations of resurrection and hope. We continue to hold their families in our prayers. Woolsack Day It’s the Final Countdown and we’re in full swing with preparations… …although still very keen to find more help on Woolsack Day itself. A small amount of your time could make a huge difference on the day of this fantastic Tetbury tradition, and we are looking for individuals and groups to volunteer an hour of their time, particularly between 4.00 pm and 7.00 pm, to “put the races to bed” on Woolsack Day, the 28th of May. As is well known, “many hands make light work,” and the more of us there are, the quicker we will be finished. This month sees the return of “Woolsack Bootcamp,” with Phil Seal ready to take people through their paces. Even if you are not planning to run, you are very welcome to join in and to take the opportunity to shape up in a great fitness class. These will be held on Wednesday evenings on Millennium Green, starting on Wednesday May the 2nd for the four weeks before Woolsack Day. Check Facebook for details too, on a weekly basis. Classes will meet outside the Goods Shed at 6.30 pm, and these classes will be free, thanks to Phil’s generosity - but donations would be gratefully received toward the Woolsack Charity of 2018, The Mark Townsend Charitable Trust The Woolsack Auction is shaping up very well, with great lots on which you can either bid in person on the day, or by sealed bid. This “sealed bid” process, new for 2018, requires that you pick up a form from the Snooty Fox and return it care of Richard Burton. The full list of all auction lots will be regularly updated on our website and Facebook page and the auction itself will be held at the Snooty Fox on Sunday the 27th May. The remit of the Job Club is expanding, to give practical support for universal credit and other formfilling and application processes, as well as continuing all the previous support offered around job seeking and employment.
Hello! Where is the year going? As ever, we continue to be very busy at Tetbury Area Youth and Community Trust. At “The Pod” we have taken on a Youth Assistant to help the Youth Workers during the drop-in sessions. We had four applicants who all did very well during the interviews, but sadly we could only offer the job to one. This is a great opportunity for us to support a young person, helping them to develop new skills and build confidence in a relaxed environment. We are excited to be able to offer this opportunity for a six-month contract, so we can give other young people an opportunity in the future. It’s exciting to now have our new decking down, and we plan to make the most of it during the summer, as well as relying upon it to help keep the Pod less muddy in winter. Again, thank you to all who voted for us with Tesco blue tokens, as we would not have the decking without the support of the local community.
Because of this we probably need to think about a new name- but for the time being it’s still the Job Club, but it’s not just for job hunting… Special thanks to Terry Howell for sourcing the materials and fitting the decking.
I have been networking with other services in the area such as the Food bank, P3, CAB and the GP surgery, to enable us to signpost to one another and ensure that the right support is in place for those who need it in the community. We are so excited… …that Leighterton Primary School’s new building is now complete - and that we have just moved in to it. We have two lovely, light, spacious, new classrooms. One of these is for our “Foundation Stage” children, in Reception. It can run as a self-contained unit, although our youngest children integrate with everyone else for most of the time. They have their own outside learning area too, which is accessed through a wall of bi-fold doors, making the inside and outside one large learning space. They also have their own toilets. The other classroom is for our Key Stage One children in Years One

and Two and overlooks our playground and school field. Our new library is situated in the area between the new classrooms and the children are looking forward to using it, to help with their learning. The reception foyer and offices are now situated at the front of school and are more accessible for visitors during the day. The new structure has transformed the school, as everybody now works together in one building, although we have kept one of the terrapin buildings, which houses our Breakfast and After School Clubs. This means that we can offer wrap-around care
from 7.30 am each morning until 6.00 pm in the evening. Many of our children learn to play a musical instrument, and there is enough space in this building to have a room dedicated especially for them to learn in. Currently, we offer tuition in piano, keyboards, violin, flute, brass, drums, guitar, recorder and in music technology. Children who learn to play an instrument in school also have the opportunity to play in our music ensemble, too. We plan to develop the rest of the terrapin building as a design technology area, a resources space and several areas where small groups of children can work together. We will be holding a ‘Grand Opening’ during May, when invited guests will have the opportunity to look round the new space and the outside area, which we are also currently developing, as part of our “Outdoor Play and Learning” (OPAL,) project. This year we are holding a “Christian Aid Week” street collection… …in Tetbury Town on Thursday, Friday and Saturday, as well as our usual house-tohouse collection in some, (by no means all,) streets. This is because the number of streets is expanding, while the overall number of collectors is falling. We hope that by having a street collection all those people who have been so generous in the past will feel that they can again give to help the poorest people
in the world, (including a vast number of refugees,) to escape poverty. Envelopes will be available for those wishing to giftaid their donation, and envelopes can also be found at the back of both St Marys’ or Christ Church – and from Perry Bishop Estate Agents, who have once again kindly agreed to help us with the collection. In 2017 we raised an extra £850 through giftaided donations. Last year, the Tetbury area sent a total of over £9,000 to Christian Aid. This included not only the house-to-house collection but the proceeds from the Christmas collection at Tesco and also from several other one-

Its a sad reality that there are a growing number of people in the community who do not have regular companionship and every day spent alone becomes a day of endurance. Yet, regular companionship is basic to our human needs, we are starved emotionally without it.

News from St Marys’ Church One of things I loved… …when I first arrived in Tetbury was the tradition at St Marys’ Church of “Praying the Town.” Every week, we pray for a different road and all the people living there. We pop a leaflet through the doors of the houses, asking you to contact us if you have any special requests for prayer. It’s really nice to get phone messages and emails, and of course, our prayers are in confidence. More recently we’ve also introduced “Prayer Ministry” during our 10.00 am Sunday service, on the second Sunday of the month. So, you can ask one of the people offering prayer ministry to pray for you, for someone you are concerned about, or for local and world issues. Because let’s face it, we all need prayer. The pressures and tragedies of this life can be awful: losing a spouse or child, the business going bust, or losing one’s good health. We have all experienced them. But we don’t have to suffer alone, or in silence! It is in these times, when we seem powerless, that we need reassurance of God’s power to strengthen us. The witness of the ages is the countless people who can tell you of the day when the world seemed to fall apart,

Tetbury Footpath Group The new walking season has started! At the time of writing, the first two walks for the new season have taken place. The weather was kind (it did not actually rain on either occasion,) but the wet weather meant that paths were very muddy and quite slippery in places. Despite this, a good number of members came to start the 2018 season and to enjoy the open air and the company of the other walkers.

In 2017 we saw a 16% increase in visitor numbers over 2016, an estimated 3,374. Most visitors tend to be tourists and day-trippers, the most common overseas visitors coming from the USA. Visiting Tetbury residents tend to be grandparents with grandkids. Most visitors that completed our survey form rated the time spent at the museum as very enjoyable. summer holidays from 12.00 pm to 3.00 pm? The Wacky Races and Woolsack Day are not unlike a Mop fair in terms of the fun and frolics in the town - find out more about this below. Hopefully there will not be the same disastrous results! Here’s another Cold Case file:
Tetbury Mop Fair, 1889 The annual Michaelmas mop was held at Tetbury on Wednesday last. [Curator: This would have been at The Chipping, which was from medieval times both a market and a gathering space for ‘Mop Fairs’,
which locals would attend in the hope of finding employment as domestic staff or agricultural labourers.] The morning was beautifully, and there was every prospect of a fine day, but in the afternoon, it became clouded, and several very heavy storms fell. In the Chipping there were roundabouts, swings, shooting galleries, and cocoanut bowling. In Silver Street there were several stalls, a shooting gallery, and a show of a “Wonderful fat woman.” The fair was but slightly attended by farmers and servants, and very little hiring was done. In the evening there were comparatively but few people about, no doubt the heavy storms in the afternoon preventing many people from coming from the neighbouring villages. As some of the shows which had visited Tetbury Mop were leaving on Thursday, about 12.30, a very painful accident occurred. A showman was riding through Long Street on the shafts of a caravan, when he was thrown off, and one of the wheels passed over his knee and smashed it. We strive to serve the families of Tetbury by providing an education of the highest quality. Our vision for the school is of a caring, loving community where individuals are encouraged to be curious
about the world and to have the courage to be the best we can be. This vision for our school fits neatly with the Diocese of Gloucester’s vision which speaks of supporting schools to work for the common good of the whole community and living well together, educating for wisdom and delight in learning and educating for hope and aspiration. Children and staff at St. Mary’s have been caring about each other, their community and working for the common good of others this year. Older children support younger children on the playground and our prefects and monitors take their positions of responsibility around the school very seriously. Our School Council works with Miss Jackson to improve
the school environment and children of all ages are keen to help out with litter picking, tidying and daily jobs. We have recently been exploring the Christian value of ‘Justice’ through our daily Collective Worship and lessons and I have been so impressed by the outrage children feel when they look at injustices in the world and their hope for our communities and planet. Children have been encouraged to be curious about the world they live in through our curriculum and extracurricular opportunities. We have been on visits to all sorts of interesting places both near and far and we have welcomed visitors into our school to share their knowledge with us. A science week at the end of the spring term gave children opportunities to explore space in the Explorer Dome – children were so in awe of the night sky that appeared above them – they broke out in spontaneous applause. We have also seen many children and adults have the courage to aim high and astound us with their talents. Once again our netball team has won the County Netball Championships and the joy and delight on the children’s faces when they raced back to school clutching the shield was a memorable moment. Children have participated in all sorts of sports tournaments, learned to play the Ukele, performed in concerts in front of hundreds but also every day we see small acts of courage in our school when children learn to ride a bike, stand up and read in assembly, or just volunteer an answer to a particularly tricky problem. The children continue to be supported and guided by an amazing group of staff and helpers. We are holding our heads high and looking forward with energy and enthusiasm to the summer term when will see every day how caring, curious and courageous our pupils really are. with depression. The Council had found emergency overnight accommodation in Gloucester but Barry had no money to get there.
At Citizens Advice in the Cotswolds, we see people every day… …who never thought that they would be where they now find themselves - and that’s why they just don’t know what to do to next. Whether it’s a recent divorce, redundancy, or the sudden death of a family relative, we all struggle when faced with a mountain of bureaucracy in a situation we’ve never had to deal with before; and when several of these problems all come at the same time, it’s easy to become overwhelmed and for everything to slide quickly out of control.
Barry’s relationship recently broke down and he left home to stay with family for a few weeks to “cool down”. When he came back he found his ex’s new partner had moved in so he promptly cancelled all direct debits for the house bills, leaving 23p in his bank account, then he used his remaining cash to take a bus to Cirencester to look for somewhere to live. As a self-employed decorator, Barry had no work at the time so when he came to Citizens Advice he had no money, no food and no home. He had slept rough for the last three nights but was finding it too cold to carry on and he was struggling
Through a “Big Lottery” funded project, Citizens Advice was able to provide funds to enable Barry to get the bus to Gloucester and back for his appointment at the Job Centre the following day. Our volunteer adviser also arranged for an emergency food parcel to be delivered to him by the Foodbank, arranged for P3 to help him complete this Benefits application and helped him to make a homeless application to the Council. Barry finally received his Benefits payment and his homeless application is being dealt with. Although his situation is not yet stable, the immediate crisis was resolved through local charities and public bodies working together, enabling Barry to now concentrate on building up his local business and getting back on his own two feet financially and emotionally. Tetbury is fortunate to have a strong network of community groups and charities who are all working together in a similar way. We may not be able to solve all the world’s problems, but, by working together, we can make a big difference to individual lives in our community. Mayors Report (continued) 7) To resolve the current Burial Ground issues This is proving as difficult to achieve as we expected. Whilst we submitted a change of use application for the small piece of the Recreation Ground some months ago, progress is being made only slowly towards a decision. We must get the agreement of the sports club before we can do anything further, and as the weeks go by the situation is getting more and more urgent. Let’s hope that we can make some real progress before summer is out. As well as these projects we have several others in progress. We have acquired the lease of the old @Tetbury building in New Church Street, to develop this as a community hub for the use of Tetbury organisations requiring a space in which to operate. Much tree work is being planned in the town to ensure that they are all in good condition, those which are dead or dying will be replaced by new trees. We have acquired funding to provide CCTV for the town centre as a crime prevention measure, and funding to develop the land containing the stream in the Rail Lands. It may be that we can achieve a permanent supply of running water to enhance this area, which will greatly enhance it. Let’s hope that we can report good progress this time next year. We have a very dedicated town council staff and our grateful thanks must go to each one of them, those in the office, our groundsmen and those in the TVIC who serve the community of Tetbury day in day out. They do a fantastic job of which we should all be very proud.
Cotswold District Council Summary
Cotswold District Council have again frozen Council Tax for 2018-2019, following two years of freezes and three years of cuts - Cotswold District Council Tax is now the 21st lowest in the country. Cotswold District Council is judged to be the most efficient in the country, having moved to ninth place to first place, out of two hundred and one councils compared, judged on the following measures: • • • • • •
The overall cost of council services per head of population. Rate of Increase in Council Tax The time taken to process Housing and Council Tax Benefits Percentage of Council Tax Collected Amount of Recycling per household Percentage of major planning applications determined in accordance with the relevant timescales.
Green Bin Charges have also been frozen again. Cotswold residents recycled 59.6% of all waste last year, a higher figure than the previous year – and one of the few areas to increase recycling rates over previous years. We are now the 13th highest recycling District Councils in the Country, out of 350 Councils. CDC Car Park Charges have been frozen for another year and the “Free after Three” parking scheme continues in all CDC Car Parks. There will be an investment of £300,000 made into Electric Car charging points. CDC Councillors have been given £1,000 each per ward, to support grants for youth activities, as well as £750 for each ward, to commemorate the Centenary of the end of World War One. Cotswold District Council have partnered with “Publica,” to provide a major part of the administrative services. Council services will be provided at lower costs on a year-by-year basis. “Publica” is a partnership between Cotswold, West Oxfordshire and the Forest of Dean District Councils, as well as some of the services provided by Cheltenham Council. Gloucestershire County Council Summary
Gloucestershire County Council increased their Council Tax by 2.5% and were also able to add a 2% increase specifically to fund Adult Social Care. This was one of the lowest increases of any top tier council in England. Demand for Adult Social Care is rising between 4 – 5% per year. We have good success in providing services to allow more people to remain in their homes, reducing the numbers in care homes. There is also increasing demand to protect vulnerable children. The number of children in care has risen by about a third in the last two years to 700, and Children’s Services are budgeted to cost £103 million, £16 million more than a year ago. An extra £220,000 is being ring-fenced for people with mental health problems as part of a £24 million funding for public health. This winter has been the worst since 2009. We have completed twice as many gritting runs as last year, and because of the constant low temperatures, potholes have taken longer to repair, as successful pothole repairs need higher temperatures than 5 degrees C. From the 1st of April, a £150 million three-year spend started, to give our highways a once-in-a-generation upgrade, across the county. Extensive resurfacing to cut down future potholes is being undertaken, as well as more white lining, more footway schemes and more drainage schemes. The Government has committed to fund the ‘missing link’ on the A417 at a total cost of £500 million. It has also agreed to undertake an appraisal on Junction 10 of the M5, (West Cheltenham,) to increase capacity and build a full junction, so that traffic can both join and leave in both North and South directions. We are planning to spend £470,000 on Electric Vehicle charging points across Gloucestershire. A Road Safety Community Hub has been relaunched, to allow residents and parish councils to log road safety concerns online, which are then dealt with by a team comprising the Police, GCC Highways and Gloucestershire Fire and Rescue. Each County Councillor has a budget of £20,000 to spend on local highways at their discretion, together with a £30,000 pot over three years for wider community support, whether that be for highways, youth activities or other community needs. Plans are in place for 97% of Gloucestershire residents and businesses to have access to faster broadband. The percentage is rising all the time, and Tetbury now has access to faster broadband, and solutions for smaller settlements and more remote properties are being worked out. Finance & Scrutiny Committee The committee has the brief of overseeing the status of the council finances, which includes regular ‘in house’ audits to confirm compliance with good practice and legal statute. With the Clerk, the committee also organise appropriate external financial audits, provide the vehicle to obtain legal advice and services, and address human resource issues. Staff appointments and staff training as appropriate is also undertaken with the Town Clerk, as is development of the emergency/disaster plan, allocation of grants and approval of all council payments. This year we have continued work on a number of projects – in terms of “help with finance,” the largest of which is the future development of the Dolphins Hall. All grant monies have been spent - with St Mary’s Primary School, the Summer Show, the Tetbury Cares Workshop, the Wednesday/Friday Day Centre, the Citizens Advice Bureau, the Royal British Legion, Tetbury Minis Rugby Club, St Mary’s Playgroup, the Tetbury Dolphins Running Club and St Mary’s Bingo Club all receiving some funding from the Town Council.
The emergency plan is now near completion and we are grateful to the community for the help offered during the recent bad weather to the “At Risk” members of our community. Planning Committee The planning committee have been kept busy this year with many interesting applications to look at. We are, of course, a consultative committee – the decisions are made by members of the planning committee of Cotswold District Council. However, the Planning Officers ask us to consider applications for Tetbury, as we have the local knowledge. Our councillors can review the plans and relevant comments on the CDC website before our meetings; it is also helpful if any objections or supporting letters are copied to Tetbury Town Council. We welcome the public and are always pleased to hear both from the applicants and from neighbours and others who may have concerns. The agenda for our meetings are made public three days before they are held, so that members of the public know what will be discussed. We look at the plans, we listen to opinions and then make our decision as to whether we support the application. The same happens at CDC and inevitably sometimes they come to a different conclusion, and we are disappointed.
Many of the recent applications have been for extensions to domestic houses. We have also met with developers who wish to make small adjustments to larger schemes and with those who are considering smaller developments, yet to be built. It is always very useful to meet with developers before they submit their formal applications. I should like to thank Tara for all the work she does in supporting this committee, and the councillors who give up their time to support the important work of Tetbury Town Council. Heritage and Regeneration Committee We have had a busy year to date, and we still have a great deal to achieve, in the coming year. We are very aware that all the money we spend is public money and we want the people of Tetbury and its surroundings to benefit from our projects wherever possible.
We are very excited that we will be helping the Visitor Information Centre to have an overhaul, with new signage, a paint job both inside and out, and potentially a reorganisation inside too, to provide more space for visitors. There will also be some exciting new products displayed, with the benefit of better lighting. The “VIC” will be commissioning new branded products, and we are all very eager to see this happening. We are also updating our “Visit Tetbury” web page, to make it both more user-friendly and more informative.
Down at the Goods Shed we are going to sponsor an apple tree, so that the new Art Centre can expand the orchard of fruit trees. Also, at the Goods Shed, we are hoping to install a period Telephone Box, containing a defibrillator. All our finger post signs are going to have an overhaul, to make them more useful and convenient for people walking around the town. We want to cut down on the number of signs on each post, as too many can be very confusing for the town’s visitors. After the success of last year’s second Saturday of the month openings at the Police Museum, we propose to do the same this year. If you have a burning desire to be a volunteer, then please do let us know. There’s always room for more helpers. The fixed-location town maps at the Goods Shed and Market Hall are to be overhauled and re-designed. There will also be extensive tree works done in St. Mary’s Churchyard over the next few years and St. Saviour’s will also form a project to see what can be done about some of the graves which are looking a little forlorn. It could be that we have a scheme to “adopt a gravestone” to keep it tidy; again, please let us know if you would like to be part of this scheme. Tetbury in Bloom
2017 was the twelfth anniversary of the current Tetbury in Bloom team and it was another very good year, as indicated by the number of compliments received from both residents and visitors alike. Nearly every Tuesday and Thursday morning throughout the year, we were out maintaining the many communal floral displays to our normal high standard. We sold and delivered one hundred and fifty hanging baskets to traders and residents, held our eighth “Open Gardens” day on Sunday the 30th of July (during which eight local gardens were open to the public,) held a Race Night fundraiser for Tetbury in Bloom and Christmas in Tetbury projects, and wrote ten articles for the Tetbury Advertiser. Our thanks this year go to everyone who voted for Tetbury in Bloom in the Tesco “Bags of Help Scheme,” through which we were awarded £2,000 to go toward the cost of all the plants and sundries we buy each year to beautify the town. Our grateful thanks also go to the Feoffees, St Marys’ PCC, Tetbury Town Council, the Council Grounds Staff, and the many Tetbury businesses and residents who have given their support. In 2018, in addition to continuing the high standard of floral displays throughout the town that everyone has become accustomed to, Tetbury in Bloom will also be taking over the organisation of the Christmas lights, with the aim of making Tetbury one of the most attractive towns in the South Cotswolds throughout entire year. We have had a very busy year at the Visitor Information Centre (VIC) with ticket sales playing a big part. From the beginning of April 2017 to the end of February 2018 we sold a total of 618 tickets on behalf of the Goods Shed, with a gross ticket sale value of £7,709. For the 2017 Tetbury Music Festival we sold 348 tickets, with a gross ticket sale value of £6,175. We continue to supply Westonbirt Arboretum Concert tickets to local residents, but sales have been low for this year’s concerts. From the 1st of April 2017 until the 8th of March this year we welcomed 13,261 visitors into the VIC, of which 1,871 were from abroad. This is slightly more than in the previous year, when between the same dates we welcomed 13,094 visitors of which 1,512 were from abroad.
Bainton Bikes arrived in Tetbury in April this year, with two bikes located for hire at both the Tetbury Goods Shed and the Old Brewery Lane car park. These bikes can be hired for any length of time through a mobile phone app: www.baintonbikes.com
By the time you read this report we will have said a sad goodbye to long-serving member of staff Sue Russell. Sue has worked as a Tetbury VIC Assistant for close to 30 years, so we’d like to thank her for her dedication and hard work and wish her well in her retirement. In March 2017 we said goodbye to VIC Assistant Donna Thomas, welcoming Christopher Eddolls as her replacement. Chris is a wonderful asset to the VIC Team. In February this year we welcomed Suzi Drew into the team; she will be taking up Sue’s hours. Suzi has a wealth of retail experience and will be a brilliant asset. We have also been working hard at improving the resources available to Tourists. We are currently creating a new and improved “Visit Tetbury” website and have sought the views and opinions of stakeholders within the town who rely on tourism. In conjunction with Cotswold Tourism of Cotswold District Council we have created a new town map/ leaflet - and we are also working with a local graphic designer to replace the existing town Tourism maps. VIC Assistant Jill Renshaw is busy looking at new ideas for our sales range, as we hope to expand our merchandise space. The Council are currently considering refurbishing the VIC shop floor space, last refurbished in 1997. Tetbury Police Museum and Courtroom In Spring 2017 we received a letter from the Arts Council advising that our current accreditation has been extended by twelve months, as our submission for the Museum’s re-accreditation is to be postponed. Plans for the erection of a display panel on the side gate were also deferred to secure advertisement and listed building consent. A new professional mentor, the Collections Manager for the Bristol Aerospace Centre, was secured to assume this role. Several collaborations with associated organisations have been explored. The Police Vehicle Enthusiasts Club kindly donated a copy of their digital archive of over 1,300 images of police vehicles in Gloucestershire from the 1920s to the present day; these are now on display on an old-style TV set (with modern digital screen) in one of the cells. I met with the some of the volunteers at the Winchcombe Folk & Police Museum to discuss cooperation and I left them with some of our leaflets. We will be discussing other possible actions.
Summer 2017 saw a series of Sherlock Holmes inspired “It’s Elementary!” town detection trails held in July and August. These were reasonably successful, with fifteen visitors both young and old attending on two of the three days, despite showery weather. We were awarded a 2017 Certificate of Excellence by Trip Advisor for our consistently good reviews. Our trial of opening on the second Saturday of each month was successful. In June we had thirty-two visitors, in July seventeen, in August twenty-seven and in September thirty-eight, the latter coinciding with national Heritage Week. These were all additional visitors and represent an average increase in visitor numbers of 7.2% for each month. In Autumn 2017 Alex Nicholl, the donor of most of our handcuffs and restraints collection, requested the return of all the non-British items (approx. 280.) In return he has pledged to gift several additional British items (approx. 30) to the museum. Once actioned this will maintain the museum display of restraints as one of the largest in the UK, and free up some space within Cell Two for other materials. In Winter 2017 a draft revision to the existing publicity leaflet was prepared by an external design consultant; completion has been deferred due to several key changes to the displays (as outlined above,) but the new “Banksy-style” display board for the side gate was finally agreed and is to be erected shortly. Plans for 2018 include rearrangement of the handcuffs and restraints display in Cell Two, appointment of a new curator, new display boards, renovation of the external staircase and summer kids trails. I am not a museum professional but have undertaken the role of Curator since 2011 and undertook the Re-Accreditation of the Museum with the Arts Council in 2013-14 which was extremely onerous and demanding. The next Re-Accreditation is due after expiry of the current accreditation (i.e. after July 2018). Following ill-health in 2017, I have decided I need to take on less demanding duties at the museum, so I have given notice that I no longer wish to act as the Honorary Curator after Spring 2018. I plan to undertake other day-to-day volunteering activities. The Council is in the process of securing a new Curator to undertake the duties, including the pending Re-Accreditation – interviews are to be held shortly. John Silvester, Hon Curator

Highways Working Party Report ‘’The road to success is always under construction.’’ The Highways Working Group is a vital part of the Town Council. Although it has no explicit powers, the working group can listen and then pass on to the relevant bodies where action can be taken. The group that is open to everyone and we welcome people to visit, email or phone in with their observations or concerns. From our last meeting we have recommended to the Council that it apply for a Traffic Regulation Order to Gloucestershire Highways for the following six items, primarily to improve safety at junctions: • Extend the 30mph speed limit on Cirencester Road further out of Tetbury to include the new development,
• Put double yellow lines on one side of the road in Hampton Street from the Hampton Street/ London Road junction to the Courtfield junction, to stop dangerous parking and ease congestion,
• London Road/ The Ferns junction, Berrells Road/ Bath Road junction – place double yellow lines to stop dangerous parking, • Hampton Street/Lowfield Road junction, Grove Gardens, Upton Gardens, Highfield Road, St. Marys Road junctions off Lowfield Road – place double yellow lines to stop dangerous parking • Cirencester Road/ Northfield Road junction – yellow lines • Long Street on-street parking changed from 1 hr to 2 hrs as recommended by Gloucestershire Highway. (Although this sounds straight forward, it requires public consultation, quite correctly.) We work very closely with our GCC Councillor Stephen Hirst, who will always get the official response. We have raised concerns that GCC aren’t expecting to carry out pedestrian improvement works until 2018/19; we feel that is too long to wait. We have raised concerns about dangerous parking at the entrance to West Street car park, and the need for an extension of the lines to prohibit this. These are a few of the matters brought to us that we have passed on - and as soon as we’ve been given updates, we have passed them back to the people who raised the issue. Our never-ending battles are of course often about potholes, parking and pedestrian safety; we have had some success in addressing some of these issues. The great thing about this working group is that we don’t rest on our laurels – we are always moving forward with the next challenge, until it is resolved. Unfortunately, the only thing slower than moving traffic now is wading through the red tape, bureaucracy and budget cuts that unfortunately blight things from working as quickly as we would like. Therefore the working group is constantly acting and lobbying to get things done. This compares to 31 the previous year • 55 incidents of THEFT; 24 shoplifts, compared to 63 the previous year • 18 incidents of CRIMINAL DAMAGE, compared to 22 the previous year • 8 incidents of FRAUD. 2 last year • 3 incidents of SEXUAL OFFENCES • 2 other notifiable offences • 1 DRUG related crime. 2 last year Summary: It is always disappointing to report a slight increase in overall crime. This year has seen a rise to 152 reported incidents, against the previous year’s 147. The main areas that have seen an increase are violence and fraud. Tetbury Rail Lands Regeneration Trust If 2016 was a transformative year for the fabric of the Tetbury Goods Shed, the focus of the year 2017 – 2018 has been on the events and activities that have taken place within the Goods Shed. In March 2017, Tetbury Town Council handed over the running of Goods Shed to the Trust with the completion of a 25year lease, and on that day the Tetbury Goods Shed Arts Centre was born. With a modicum of experience and a lot of energy and imagination, a programme of events has been devised with the aim of providing as wide a range of entertainment and arts as possible, to suit all ages. The Trust has received tremendous support in pursuing this goal from our volunteers and from Tetbury residents and retailers. Fundraising events have varied from belly dancers performing to middle eastern music to a memorable concert given by the Amico Quartet performing on instruments made by Tetbury’s own Daniel Bristow -and folk gigs performed by Nicola Clark and Heather Bristow. There is not enough room here to record how generous people have been in supporting this project, both in person and through fundraising.
Because of all this support, the Trust was able to professionally fit out the kitchen in the Goods Shed and to open the Whistle Stop Café in July 2017. The café ran successfully for four months, closing in late October due to the lack of an indoor seating area. Thinking hats were applied and a solution found by Paul Lockley and Will Cook, who sourced a Finnish railway carriage which was looking for a new home. The Trust successfully bid for the carriage and frantic fundraising efforts then resulted, to raise sufficient cash to transport it to Tetbury. Then began the restoration and conversion of the carriage by Will and his team. The aim is to open the carriage to Whistle Stop customers shortly after the café re-opens in April, and to complete the portion of the carriage that will be used for workshops soon afterward. Separately, Barrie Doyle’s heroic fundraising activities were successful in securing grants that have enabled the Trust to fit out the interior of the Goods Shed with a professional lighting and sound system, a cinema screen, projector and surround sound. The cinema opened in March this year and the new equipment has greatly enhanced the audience experience at our events. Barrie also guided the Trust through the process of applying for - and receiving - a National Heritage Railway Award in recognition of the sensitive conversion of the Goods Shed by Tetbury Town Council. Behind all this activity lies an enormous amount of effort and commitment on the part of the Trustees and volunteers, for which we are all very grateful. I must make a special mention of Jill Dodge whose support and commitment is outstanding. Our load has been lightened too, by the appointment of Kathryn Limoi as our administrator in July 2016 and Nick Ullmann as artistic director in January 2017. We are already reaping the benefit of these two appointments. Fundraising continues however, as our events only produce two thirds of the funds needed to run a successful and vibrant arts centre that Tetbury can be proud of. New Picket Harp Allotments Association It has been a busy year for the allotment association and all our tenants, maintaining the plots and treating the sheds. In addition, a community notice board has been erected to aid communication, boundary fences and other woodwork has been treated and three new water troughs have been installed.
The committee reported at the AGM, that a rolling programme of maintenance is to be introduced, to assist with planning works and future expenditure. It has also been decided to divide two vacant plots in half to make smaller allotment areas - and it is hoped that this will help to reduce the current waiting list. Christmas in Tetbury Since 2010, the “Christmas in Tetbury” committee, comprised of a small group of volunteers, have raised funds and organised Tetbury’s town centre lighting displays and the annual formal “Switch-On” event. As a result of much-appreciated sponsorship from Highgrove Enterprises, we were able to further improve lighting to the existing tree displays around the town last year. Our grateful thanks go to everyone who voted for “Christmas in Tetbury” in the Tesco “Bags of Help” scheme, since as a result we were awarded £4,000 to go towards the cost of the 2017 Switch-On event and the reinstallation of the town centre lights.
The Switch-On event, held on Thursday 7th December, saw over a hundred children and their families take part in the torch-lit procession from St Marys’ church to the Market Hall. The evening continued with entertainment from St Mary’s School choir, a community sing-along, Santa’s Grotto, stalls under the Market Hall and entertainment from Avening Silver Band. Very many thanks go to the following who helped make the event a success: Actor Jason Durr, Callum Whiffen - the lucky pupil from St Mary’s Primary School, Santa for helping to switch on the lights, the ‘Tetbury in Bloom’ team for helping to dress the trees adorning the shop premises and for being stewards on the night, and to the many others who also gave up their time to steward the event. The Feoffees deserve thanks for the use of the Market Hall, as does Ali Bristow of Artique for Santa’s wonderful Grotto, Tim Cordall for the loan of the little trees that decorated the Grotto and the many Tetbury businesses and residents kind enough to donate. Thanks too, to the Lions Club of Tetbury and Tetbury Town Council for their generous donations - and to the council employees - Colin, David, Andrew, Tara and Georgina for all their assistance both beforehand and on the night itself. Unfortunately, the 2017 Switch-On event will be the last that “Christmas in Tetbury” will undertake and the organisation is to fold.
