Young by Name Season of Mists and Mellow Idleness People often say to me “I don’t know how you do so much!” But I have plenty of sins of omission, because, as an optimist, I am constantly trying to fit more into the day than can physically be done. I wish I could bring myself to subscribe to the ‘Fall Off the Desk’ rule, invented by my former boss. She held that if you ignored a task for long enough, there’d no point in doing it.
Harnessing Time’s Chariot Not being that defeatist, I decided last month to re-embrace the time sheet. Years ago, working as a consultant, I had to keep timesheets to demonstrate I’d spent no more hours on a client’s business than they had contracted to pay for. These days, my chief client is me, but I hoped the practice
Toggl lets you set a timer running as you begin each new task. My first experiments were fun, but flawed, due to pilot error. I kept forgetting to turn it off when I went to lunch, logging five-minute tasks as taking an hour. Usually I turn my computer off before I got to bed, but when I forgot, Toggl recorded a gruelling night shift. I may burn the candle at both ends, but I’m not that bad. With constant mistakes reducing its accuracy, Toggl’s novelty started to wear off, and I wondered whether to send the little squirrel into hibernation.

might help me get more ticks on my action list each day - or at least excuse me from wasting precious time on the ironing. The last time I filled in timesheets was before the invention of smartphone time management applications. We used to get by with paper lists, or by using commercial systems such as Filofax. Such systems may look smart, but they’re not exactly exciting. My friend’s collection of Filofaxes earned him a place in the book Dull Men of Britain, alongside a drainspotter. No, that’s not a typo.
Then by chance over breakfast, I heard an article on BBC Radio 4’s Today programme promoting the importance of idleness to the creative mind. To be more productive, it suggested, I shouldn’t be managing my working hours but increasing my down-time. I already knew my best ideas arise when I’m not actually trying and sure enough, after the programme finished, I got the idea for this column not at my desk but while in the

Lion’s Den You may have heard or read about Ben Wernham. He had a horrific swimming pool accident in April 2016 and spent a considerable time in hospital and is now a tetraplegic. Tetbury Lions followed Ben’s journey closely and supported Ben’s wife Ella when she was travelling to Salisbury to see Ben. Ella set up the Best4Ben fundraising campaign which raised over £100,000 and allowed a huge amount of work to be carried out on their house to enable Ben to go home.
Another month flies by and we find ourselves in October. What a September it has been though. The news has been so full of all the disasters around the world that at times it has been difficult to keep abreast of it all. The Lions, as you would expect, have tried to support by sending money to those who are not best placed to recover. There are Lions Clubs throughout the world and by sending money direct to a Lions Club we ensure every penny is used to help those who really need it. We recently sent £2,000 direct to the Lions
Club of Kathmandu for the victims of the devastating floods in South East Asia. You might have seen us in the town braving the weather collecting and this allowed us to send a further £500 for which we are very grateful to everyone who kindly donated. The great British weather played its part in this year’s Car Show. Setting up on Saturday was achieved in the sun but on the Sunday the heavens opened. Rain is not good for vintage open-top cars and of course this prevented many from venturing out. It also discouraged large numbers of spectators, though there was a steady stream at the gate I was manning. The Lions tombola was duly manned, but by 2pm it was clear that the weather had won and we were getting rather cold and damp. So, with very few people about we decided to pack up, go home and dry out.
The BBC’s DIY SOS team completed the project and this is the subject of a TV programme, yet to be screened. One item that has made a huge difference is a lift so that Ben can reach the first floor and be part of family life. The Lions donated £1,500 towards the cost of this lift. I visited Ben to hand over the cheque and I was very very impressed with the work done on the house. A date for your diary. The Tetbury Lions Quiz Night will be held on Saturday October 14th at the Dolphins Hall at 7.30pm. Tickets including a fish and chips supper are £10. Cotswold Voluntary Wardens Another Tetbury Job Completed!
The warden’s work party tackles tasks spread over the South Cotswolds, so it is not often I can report on a Tetbury job, two months running. On 7th September, we were again in Tetbury, since I have been in discussion for some time with Miller Homes, (the builders of the Highfields new housing estate on Highfields Farm,) about the reinstatement of the public footpath across the corner of the estate. With construction of this part of the estate nearing completion, this was now possible. We have installed a stile, retrieved from nearby, on the boundary between the estate and the open land in front of Highfield Farm house. We re-built the ends of the dry-stone wall where the old original stone stile was. The builder has surfaced a wide path suitable for prams, push chairs and wheelchairs from this original start of the path by the roundabout across the estate road to the boundary, where we have installed the stile. We improved the stile line for users of the London Road entrance by clearing vegetation, although this should be the job of the County Council. This now safely reinstates the footpath to Avening and also round to Blind Lane, to return to Tetbury.
Cotswold Gateway Project
Tetbury and District Footpaths Group are keen to set-up an improved circular walk under this scheme. A proposed route will be surveyed with the improvements and signage being done by the wardens. This route will use the newly opened railway walk from Tetbury Good Shed toward the Trouble House. The aim of the project is to bring more people into Tetbury. Meantime, I am glad to see the railway walk is being well used by locals and visitors.
Letters to the Editor Dear Editor, I would like to thank everyone for all the lovely letters and cards - and for attending Tony’s funeral service. Many thanks also for all the generous donations received, which have been sent to the Alzheimer’s society. I really appreciate all the support I have been given during the last few years, as well as at this recent sad time. It has helped Andrew and Nicola to know what lovely kind friends I have in Tetbury. I would also like to express my gratitude to all those who cared for Tony at Romney house surgery when he was at home. TETBURY’S STRONGEST 2017 Early in 2017, Priory Gym Staff Member Rebecca Dickenson had the vision to celebrate the achievements of Priory Gym members and other local strength athletes by organising Tetbury’s first amateur strongman competition. The day (09/09/2017) was held at The Priory Gym in Tetbury, and with the sun shining from the moment the gazebos were set up, there couldn’t have been a more ideal September day for hosting the event outside. There was a constant stream of family, friends and people from the community who came along to watch a fantastic group of men and women compete (whilst enjoying a Jesse Smith’s burger), ranging from novices who had never competed before, right through to Natalie Marsh, who is part of Team GB Powerlifting. With hundreds of followers on social media, Natalie boasted after the event, “I honestly can’t thank the organisers enough, the atmosphere and the competition was like nothing I’ve ever witnessed before”. The atmosphere throughout the day was truly fantastic and every single competitor was cheered, supported and mentored from all of the other competitors as well as the crowd – the whole event was charged with positivity. “What an amazing day at our first competition – proud to say it was a massive success. Some amazing competitors with some amazing lifting and such a supportive and fantastic bunch” shared Marc Hocking, owner of The Priory Gym after the day had come to an end. Not only was the day enjoyed by all, but the community in Tetbury has once again shown that they can come together, and in doing so raising a fantastic £500 for Hope for Tomorrow and £500 for Tetbury Youth. The Festival of Strength Weekend continued on Sunday (10/09/2017) with Europe's Strongest Man, Ultimate Strongman World Champion, (2X) Britain's Strongest Man and (8X) World's Strongest Man Competitor, Laurence Shahlaei, hosting a seminar at Priory Gym. Attendees were treated to one-to-one lifting analysis, hands-on demonstrations, discussion relating to optimal training and nutrition for strength and a Q&A session. The seminar was very well attended, receiving universally positive feedback from attendees, with some members even breaking personal records on the day; harnessing Laurence's vast knowledge and experience. Laurence spoke perceptively with obvious passion for his sport, taking care to help every member of the group with particular support and encouragement for younger participants. Tetbury in Bloom Back to the Fuchsia I mentioned earlier in the year, that we have plans to refresh the churchyard – and we’ve installed more benches to enable visitors to enjoy the peaceful surroundings. The so-called “Ange bed”, located opposite to the main door, has never looked so good. Originally created to make sense of a few lone shrubs planted in the grass, the bed was cut and then filled with spare plants from Ange Morrissey’s garden. It is now a glorious assortment of sustainable plants including hydrangea, berberis, Christmas Box and spotted laurel, all complemented by antirrhinum in pastel shades in the summer and a beautiful array of tulips in the spring. This flowerbed is a fitting tribute to Ange and Pete, who have stepped down from Tetbury in Bloom. We thank them for their commitment and hard work over the last decade. Over this coming month the formal beds will take on a slightly different look. The penstemon will be thinned out and hardy fuchsias and silver leafed euonymus will be added amongst the dark-leaf heuchera. They will provide welcome colour from
July to the first frosts in November, provide structure throughout the year and fit in with the plum and deep red colour scheme. With shelter from cold wind, fuchsias will grow perfectly well in either full sun or partial shade. We have used them to good effect in the Anniversary Gardens and alongside the Dolphins Hall. Fuchsia appreciate some shade at the hottest part of the day during very hot summer days and will be ideally suited to the churchyard.

Tetbury Camera Club at the time was apparently one of the richest men in England. Nearer to home, we took a short drive south west to Westonbirt, where we had the privilege of touring the gardens of Westonbirt House, principally created in the 19th century for Robert Staynor Holford, a leading shareholder in The New River Company, launched to bring fresh water into London and later to became a precursor of the Thames Water company. The trust which owns the house and grounds now opens them on select days in the summer and autumn, so if you see one of these dates advertised it is definitely worthwhile, visiting this hidden gem.

stop giving. Indeed, our location is one of the great bonuses to being a member of Tetbury Camera Club. Recently we’ve been north east to Minster Lovell, which was unknown to almost all of us and is home to the ruins of Minster Lovell Hall. It was built in the 1430’s for William, Baron of Lovell and Holland, who
Heading west and further afield, an equally entertaining trip was made across the border into Wales for an awayday break in Cardiff. Among other interesting things there we discovered two different facets from the life of The Marquis of Bute, who invested heavily in the development of Cardiff and in the mid-19th century was believed to be the world’s wealthiest man. Apart from a sizeable inheritance, much of his money came from Welsh Coal, which was traded and shipped from Butetown, an area not only named after him, but also developed to provide housing for many of his workers. Just north of Butetown the Marquis created a rather more imposing home for himself – Cardiff Castle. It was designed by the architect William Burges, who became renowned for the ‘heraldic’ fantasy style of his interiors and the faux medieval gothic embellishments which were a hallmark of the exterior of the buildings he designed.

The picture by our member David Calvert shows the ceiling in one of the castle rooms and demonstrates just how flamboyant he and the Marquise could be when they combined great wealth with Burges’ undoubted imagination. While much of Cardiff still has an early Victorian character, it would be doing a disservice to the good taste of the Georgians if we had neglected to head north on one of our recent trips for an evening stroll around Cheltenham.

out past Didmarton and the barrow out at Nympsfield – both offering different challenges. Sometimes there were just three or four of us, but we did better than that on several excursions.
With the end of September, the summer is truly over.
Our August Exhibition was held over the long Summer Bank Holiday, from Saturday the 26th until Monday the 28th of August, and went well; we sold twenty paintings. To add a little extra interest, we issued visitors with slips to vote for what they considered to be the best painting in the exhibition and they seemed to take this duty seriously. So much so, that I received an email from one visitor wanting to know which picture had won and they were very pleased that it was the work that they had considered best – a coastal scene flushed with the reds of a low sun by Anne Weston.
But I can’t complain because our summer of outdoor painting was enjoyed by those of us who ventured out. In July and August, we missed only one Wednesday afternoon due to our Summer Social being the same day; one other Wednesday afternoon was spent on a shopping trip for art materials due to inclement weather but we were still left with six outdoor painting sessions over the two months – not bad given our climate. Bill’s talent as a thespian soon became apparent, as he gave us examples from the many plays in which he has acted. Explaining the difficulties of acting on a small stage, he also stressed the importance of ensuring props were correctly placed. Seizing a pistol from a drawer in haste,

A very professional presentation by Dr Jane Wood, packed with verbal and illustrated information, followed on the 17th of August. A former British Museum lecturer, she expressed her concern that most people’s thoughts about Islam today were linked solely with terrorism.

She wanted to explain its other side. Despite the substantial contributions to the foundations of many subjects by scholars in the Islam world, stretching from China to the Mediterranean, their skills in visual arts such as architecture and gardens had been overlooked by the West. Having reminded us of the five pillars of the Islam faith, Jane said that the nomadic way of life in the Middle East, where there is little standing agriculture, had emphasized the major influences of oases and spiritually effective water, which no garden would be without. She illustrated architectural devices used to show off water to maximum effect, including reflections as exemplified by the changing colours of the white marble Taj Mahal through cream, pink and lavender at different times and seasons. She said that although flowers in gardens were of less importance, they featured strongly in textiles, and, together with geometric and interlaced calligraphic designs, on the intricately- tiled floors, walls and exterior faces of many Islamic buildings and domes. Much was achieved with the aid of skilled Hindu craftsmen. But England has its designers and craftsmen too. On the 31st of August twenty members, wives and friends visited Kelmscott House, the country retreat of William Morris. After an introductory talk, everyone was able to tour the house, with volunteer guides in each room. Interesting exhibits included examples of Morris’s ceramics, textiles and books, as well as beautiful needlework by members of his family. Shots from a Lawyer’s Gun Doubts on powers of attorney Recently, a retired Judge Denzil Lush was reported in the Press for expressing doubts about whether it was wise to give a lasting power of attorney to members of the family, because in his view the people given authority to exercise such powers frequently abuse them. A Lasting Power of Attorney is a document that is used to allow an infirm person to pass on control of their financial or welfare affairs to another person. When registered, the ‘donee’ is given guidelines, but there is noone watching over his or her activities until the death of the donor, at which time the donor’s executors take over. The judge took the view that a Deputyship order gives better protection to the infirm donor. A deputyship order arises when the infirm patient’s mind has deteriorated so far that he or she is incapable of understanding the nature of a power of attorney, and must rely on a friend or relative to apply to the court on their own volition, to manage the patient’s affairs. It costs £500 to issue such an application. The forms to be filled in are more complicated, and the costs are generally likely to be ten

times as much as the registering a power of attorney, but at least there is some degree of supervision by the court, which clearly pleases the Judge. Over the last ten years, however, our legislators have ‘lost the plot.’ Before 2007, we had enduring powers of attorney that we had to register when the donor had ‘lost his (or her) marbles.’ When registering these powers (that still subsist in many cases,) we have to tell the family but the Government decided that there was too much fraud about, and brought in the lasting powers of attorney, giving the donor the right to nominate who should be told

when the powers were being registered and the family need not be told. A rather complicated twenty-eight-page document then emerged, which was a nightmare to complete, but which has been drastically simplified over the last ten years - resulting in the government deciding that no-one needs to be informed at all during the registration process. I recently heard of a solicitor going to prison, because he had used his mother’s power of attorney to supply funds to run his practice. I do believe there are more abuses in families than where third parties are involved. This is not surprising! A family member is more likely to have a conflict of interest because whereas an attorney may be tempted to make decisions that are for the benefit of the family as a whole rather than the individual concerned, a friend will invariably look after the individual strictly according to the rules. Joint powers are no good, because if one attorney falls out, the other cannot continue without renewing. News from St Marys’ Church As your parish church, we are here for everyone in Tetbury. Reflecting on all that I’m involved in here in Tetbury, one of the greatest privileges is to be part of people’s lives in conducting christenings, weddings and funerals. These are moments of huge importance to families: celebrating new life, sharing the joy of a couple starting their married life together, and marking the end of a life of a loved one. At these times, people are at a major turning point, and everything changes. It is wonderful when people choose to anchor those moments in God. And every celebration – or commemoration – is different. I love the story about a couple who rang their vicar to discuss a baptism for their son, and who by the end of the conversation had arranged to get married as well, which the Vicar then helped to keep a secret until the big day. When guests

The season is now in full flow, with regular training sessions and matches for all teams. It is an ideal opportunity for the club to review good practice and continue to create an environment where everyone can enjoy football. The FA provides guidelines and tips about how to do this effectively as the club grows. Football is a great activity that can be enjoyed by all the family. Kids love playing and like their parents to take an interest. They don’t like spectators getting too involved from the touchline, or too much pressure put on them to do well. Following
FA recommendations for good practice, a ‘Code of Conduct’, that clearly states the responsibilities of players, spectators and coaches is issued at the start of the season. The club has recently invested in new Respect equipment to ensure football continues to be an enjoyable, inclusive and a positive experience for all. A good coach can be a positive role model that youngsters will remember for the rest of their lives. Our fantastic team of qualified coaches, some working towards their Level 2 qualification, focus on the ‘FA’s 4 Corner Model’ challenging players socially, psychologically, technically and physically and consider key learnings points for specific age groups: • The Tiny Tigers introduces football through playing fun games with friends – there are
Tetbury Town Youth Football some interesting animal noises echoing across the Rec on a Saturday morning and ‘Sharks and Fishes’ always causes a riot! • The Tigers begin developing skills and confidence in preparation for matches. • The U7 and U8 teams key learning points are having fun, playing with friends and putting skills to good use in 5 a-side matches. • Our U9 and U10 teams work towards acquiring new skills and learn to try their best in 7 a-side matches. • For the U11 and U12 teams, learning to be part of a team and game play are key learning points. Both participate in 9 a-side matches, which are classed as ‘competitive’ from U12 level. • The U14 team are learning to take responsibility and develop positional awareness. The full 11 a-side format is introduced in competitive matches. • The U16 and U18 teams key learning points focus on making in-game decisions and developing tactical appreciation in 11 a-side competitive matches.

Mayor’s Piece I think it’s a good idea to share with you some of the Council’s plans, which will provide many important benefits to our community. We feel this would be a real asset to the town as far as community contact is concerned, and we look forward to completing the lease as soon as possible, to once again develop a positive use for the building. Thanks to Tesco funding, we plan to introduce new picnic furniture to the grassy picnic area of the Rail Lands, encouraging family picnics in this part of our Rail Lands Country Park As you know there are plans to redevelop the Dolphins Hall and the Council would like this work too, to start as soon possible. We are discussing with the Dolphins Hall Trust ways that we can help to get the work started quickly and have a range of options to help this important town project along. We are also working with the Tetbury Lions to provide a follow up to their well-received “Tetbury Cares” Day, which brought together the many organisations that help and support areas of need. Several new developments have already started, including the on-line directory for Carers that signposts support services. For those people who do not have transport of their own, the development of a Hospital Car Service is also well on the way to being launched. It’s good that we’re developing a very strong support network in Tetbury and I am greatly encouraged by the number of volunteers who have already expressed support for these initiatives. A ‘Welcome to Tetbury’ brochure has been developed by the Council and is being distributed to Estate Agents and Marketing Points in our new housing developments. As well as containing important contact information, the brochure contains good information submitted by many of the town’s organisations. Lastly, we’re also contacting Miller Homes, the developers of the Highfield Farm site, regarding their provision of a new area of allotments. The existing Pickets Harp allotments in Hampton Street have proved very successful, with all plots now being successfully cultivated by residents under the watchful eye of the Allotments Committee.

History of Tetbury Society The Wing Headquarters in Tetbury began to receive its officers and men before the start of 1918, in readiness for training in flying and fighter tactics. This commenced on the 25th.of February at Minchinhampton and a week later at Leighterton. The Commanding Officer was Lieutenant Colonel Oswald Watt, OBE, Croix de Guerre, Legion d’Honneur. He was a renowned Australian aviator and considered to be ‘the Father of the AFC’. Fighter tactic instructors, including Captain Harry Cobby, Australia’s highest scoring fighter ace, arrived from the Western Front and flying ‘from dawn ‘til dusk’ was carried out from both aerodromes. In early November Group Captain Carl Schiller RAAF Ret’d, President of the Victorian Division of the Australian Air Force Association, will be visiting Tetbury to present the town with a bronze plaque commemorating the centenary of our shared history. During the autumn of 1917, the advance party of the AFC arrived in Tetbury, and houses and properties were requisitioned by the War Department for their use. The Workhouse in Gumstool Hill, now Kingsley House, became a Military Hospital - and 720208 Nailsworth Dom Applian
Large quantities of building materials began to arrive at Tetbury railway station and steam tractors hauled the heavy loads to the Leighterton aerodrome site resulting, inevitably, in damage to Tetbury roads. It required 800 tons of road stone to repair Oak Hill and Long Street alone. Supplies for the construction of Minchinhampton aerodrome were taken from Chalford railway station in the Stroud valley. Local tradesmen were required to work on the building of hangars, workshops and living quarters on both sites. In addition, 300 German prisoners of war were pressed into service at Leighterton.

A live aircraft gunnery range was established on the Fosse Way at Long Newnton. The social and economic effects of the arrival of these young Australians certainly would have brightened up the local towns and villages during the dark days of the First World War, however flying these early combat aircraft was very dangerous. It should be remembered, then, that casualties from flying accidents and Spanish flu meant that twenty-six airmen failed to return home when the squadrons left in May 1919. Their final resting place is mainly in the Commonwealth War Graves Commission Cemetery at Leighterton, but there is also one airman in Lasborough, and one in the churchyard of St. Saviour’s. Would you like Windows 10 for free? As I mentioned earlier this year, the official cut off for the free upgrade was last summer, but it is still possible to get a free upgrade. To put this in context, Windows 7 will be no longer supported in under two and a half years time, so if you think you would like your current PC or laptop to run on longer than this, then I would recommend you seriously think about a free upgrade to Windows 10, whilst it is still possible. Don’t worry that you will not be able to cope with the new version, as I can make it look and feel much like your current system. The same menus, your favourite card games, (such as Solitaire and Free Cell,) and a photo viewer/editor just like the
ones included with Windows 7 and older. You can still access all the new Windows 10 features and you can use either the new or old menu style. The choice is yours! Windows 10 has had mixed reports in the press, although I have found it to be a good, stable system that will keep your computer much safer than any older version of Windows. The hardware requirements are pretty much the same as any computer that is currently running Windows 8, 7 or even Vista, but hopefully you are not still using the latter, as it went ‘end of life’ last Easter. The minimum hardware requirements for both Vista and 10 are very similar, although I would recommend upgrading to at least 3GB of memory, unless you are using a solid-state disk. If you ARE still using Vista, do get in touch, as

The combination of using a new solid-state hard drive with Windows 10 in an older PC is miraculous and certainly worth trying if the old machine is still working OK. I can carry out the upgrade for you and make sure all the hardware, software and drivers are compatible; much cheaper than buying a new one. Most systems that you can buy at the budget end of the market have very small drives, with your data having to be saved on the internet. I can fit a much bigger drive that you can use to install all your favourite programs and important data without immediately running out of disk space. Over the Heritage Weekend we welcomed over 300 visitors to The Market Hall, where there was not only our display, but a wonderful display of local history from the History of Tetbury Society. crocheted items. It was interesting to hear how the women coped with looking after large families, as well as working and making a home in their small cabins. Following the speaker, we have refreshments and then our business meeting. At this meeting, I could tell our members that we have donated £850 to Tetbury in Bloom. We are very pleased with this sum and hope to increase it next year. We also had an impromptu collection for Shelter Boxes which raised more than £70. Socially, we already have dates for our annual Christmas supper and other events, where we get together very informally. Forthcoming visits include a trip to Cheltenham to see the Ukulele orchestra. Our visit to the Police Headquarters Call Centre in Gloucester
The speakers at our September meeting provided us with a very full and entertaining hour. Their talk was called “Lives of Narrow Boat women, their children and their craft.” Four ladies, led by Jill Ruiz, spoke about different aspects of the lives of these women and this enriched the evening. They were dressed in the typical way wearing the colourful bonnets, aprons and skirts. We were given a very full account of the social history of the time and the women’s crafting methods were described using all the exhibits they had brought with them, including some very well-made rag rugs and beautifully

Tetbury Theatre Group The Theatre Group’s outing in September was a visit to The Mill at Sonning… …a small theatre situated on the banks of the Thames in a beautiful area of Berkshire, where lunch or dinner may be part of the theatregoer’s experience. The play was “Spider’s Web” by Agatha Christie, directed by Brian Blessed. The cast, none of whom were ‘names,’ were extremely good - especially leading lady Melanie Gutteridge and Joanna Brookes, who played the gardener. The set, the drawing-room of Copplestone Court, home of Clarissa and Henry, was well done - notably the parquet floor, arranged as a spider’s web. The atmosphere was helped by the sounds of thunder rolling around, but in fact this was a sound effect provided the real storm outside - and nothing to do with the play! The piece is both a murder story and a comedy. Clarissa, the second wife of Henry, falls over the body of Oliver Costello in her drawing-room. Costello is the drugsupplying lover of Miranda, Henry’s first wife. The police are summoned to the house by an anonymous caller – but by the

time they arrive the body has been hidden by Clarissa and the three guests staying with her. The story has many twists and turns, with much to make the audience laugh – but while remaining quite light-hearted, it also kept the audience’s interest until the end.

igures released by HMRC confirm that, in the 2015/16 tax year, the government benefited from Inheritance Tax (IHT) to the tune of £4.7 billion1. It is the first time annual revenues have exceeded £4 billion and represents a 22% increase on the amount of tax paid in the previous tax year. The income received by the Treasury from IHT has soared by 70% in the last five years1. Analysis by the Office for Budget Responsibility (OBR) suggests that the number of estates on which IHT has to be paid has quadrupled since 2010². Furthermore, it believes that more than 40,000 estates will be liable for the tax in 2016/17.
The rise in death duties reflects the surge in residential property prices, as well as the strong recovery in other asset values, which has dragged more households into the IHT net. The OBR reports that housing assets now account for around half of the value of estates notified for probate, highlighting the impact that rising property prices have had on IHT receipts. Meanwhile, the IHT nil-rate band has remained fixed at £325,000 per person (£650,000 for couples) since 2009, so it’s not surprising that the number of families paying IHT has risen. At the heart of this problem remains the simple fact that IHT is a voluntary tax; the Treasury relies on
inertia and people’s reluctance to confront the issue. The result is the record level of revenue generated, money which could instead stay in the family to support future generations. The boost to the Treasury’s coffers is a reminder of the damaging effect death duties can have on families’ plans to create and pass on wealth, and also that there are perfectly legitimate ways of mitigating IHT through foresight and careful financial planning. The mitigation of IHT does not require high-powered tax planning; only a willingness to discuss the issue, take action and make use of the many options available, such as establishing trusts where appropriate, and making use of annual exemptions like gifting. The levels and bases of taxation, and reliefs from taxation, can change at any time and are dependent on individual circumstances. Tetbury Nursery Playgroup Everyone has settled back in and enjoying the new school year, the older children have helped the new starters to settle and are enjoying being the ‘big’ children! During the holidays, we changed the way we do our planning and this meant
developing the layout of our space. Planning now has a bigger emphasis on the children planning their own learning, and having more opportunities to make choices. We will still be doing our adultled focused activities to ensure that the children are covering the curriculum. Due to the changes we have developed our craft area, so that children have greater access to a wider range of resources, to help build on their creative development. This area has so far been really popular; more space and being able to display their own work has made a real difference. We

have also set up a water and sand area in the middle room, which will be used by both the creche and playgroup children, this has given us a lot more space in the main room for the children to play with the other available toys/activities. After talking about ourselves, we are now moving on to Autumn. We are looking at what is happening outside and the weather and colours that can be seen at this time of year. We are very fortunate that the children love exploring the leaves and are very happy helping to sweep them up! In the crèche, all the new children have settled well. Jo and her team are offering lots of different experiences for the children, including having the opportunity to explore the garden and the sand/water area. At Tuesday’s play and stay group, Laura has been planning activities, after observing the children and talking to the parents about what they would like to do and putting things in place for the following week. As a group, we continue to fundraise to the get the front of the building double glazed. So far, we have planned to do a cake sale at the end of this term, sing Christmas songs outside Tesco and hold a Christmas sale after our Nativity. When Lilly Kaiser, owner of an antique shop in Berlin, is given an old violin she is bemused and intrigued. On impulse, she decides to visit her childhood friend Ellen, who now runs a company that preserves and conserves old musical instruments in London. Perhaps she will be able to shed some light on the violin’s background? Ellen puts her in touch with the head of a local music academy and it is Gabriel Thornton who identifies the violin as belonging to a former pupil, Rose Gallway. Rose was originally from Sumatra, but had

The Moonlit Garden has some interesting details about life in Sumatra in the early 1900s, but no great surprises. The Dolphins Hall continues to move forward much faster than anticipated, almost entirely due to the enormous support from local people, holding wonderful events and parties for both adults and children alike. We are delighted with the number of reservations in place for 2017 and those which we have already for 2018. As readers may well remember from my article of last month, the firm of Clarke and Maslin put together plans for the refurbishment of the Ladies and Gents cloakrooms for us - and Tetbury Town Council, together with the help of Ian Maslin, sent out tenders to various plumbing companies in and around Tetbury. I’m delighted to say that the Town Clerk and his Deputy have been kind enough to open the tender responses and to advise the Dolphins Hall Trustees of the

Since we have not yet received any S106 money, (due to be provided from the various developers who have building new houses in the town,) we remain still very reliant on fundraising and the money released for provisioning the Youth Club – so it’s important for us to keep a close eye on our bank balance! In the meantime, our regular events continue with Angela and Brian’s “Learn to Dance” every Tuesday evening. These classes are very successful and all attendees are very welcome. Our Dolphins Luncheon Club continues too, on every third Wednesday of the month. This remains a very good way to meet new people and make new friends, and the bar is open on these occasions. Once a month we have a family disco and it’s a great way for Mums and Dads to enjoy an evening out with their children. Remembering of course that children must be over 18 years old before they can enjoy a drink, lots of soft drinks are available. It’s going to need some restoration and Will Cook is looking forward to bringing all his knowledge and expertise to bear. When he and his team have finished it, we will have the perfect space for workshops and events to run in tandem with the main Shed. Avening Primary School Politics, projects and playing with fire hoses… The new term has well and truly begun at Avening School, with pupils settling well into their new year-groups and classes and the new reception children adjusting well to school life. There have already been some very important visitors at school. Just two weeks into term, the Eagles and Kestrels classes were paid a visit by the local fire brigade, who demonstrated their firefighting skills and let the children have a go with some of the equipment. Their topic for this term is Fire, while the Hawks class (y3/4) will be looking at keeping healthy in ‘Feeling Fit’ and the Owls will be getting their hands dirty in their term topic – ‘Muck, Mess and Mixtures.’ After school clubs have already started, with netball, running, tag rugby, football, art, French and Young Voices choir practice on offer for KS2 children and a sports
club once a week for KS1 pupils. We have introduced a smart new sports kit and updated our school logo on the uniform. School Council elections have already taken place and we have a brand-new council comprising of students from each year group from y2 through to y6. The School Council are integral in making decisions on issues such as fundraising,
special events day in school such as world book day and coming up with new ideas and improvements. In their first meeting, they discussed introducing a School Council tuck shop, fund-raising for more playtime balls, and contributed to some school policies. The term ahead promises to be an interesting one with a first aid session planned for the Hawks class; a science day for the Owls, as well as a special Lego Computer control session. The first half of the autumn term will end with our annual harvest festival where we will be gathering donations for a local foodbank. Next month we will announce details of this year’s Christmas productions which will begin rehearsals after half term break.

Running from Monday the 9th to Saturday the 14th of October, our own Yarn Bombing Group will be celebrating all that is wonderful about the library, community, creativity and imagination by blitzing the building with yarn-created objects!
Everyone’s welcome to come along to see and enjoy this temporary installation, and there will be little freebies hidden in some of the books for some lucky borrowers to take home. Leighterton Primary School Our children have made a wonderful start to the new school year, amid the excitement of the building work going on all around us. Our new Foundation Stage children have also joined us in our youngest class – Apsemore.
Very quickly, they started full-time and have settled in really well, already working on their topic, ‘Oh, the places we can go!’ Our Key Stage One children in Bowldown Class have quickly made new friends and are also working on their topic, ‘Off on a journey’. They have been reading a book called ‘The Snail and the Whale,’ by Julia Donaldson, and finding out where the snail and the whale have visited on their journey. ‘All things bright and beautiful,’ is the topic for Haymead Class and they are very interested in the building of our new classrooms. Our oldest children in Ridge Class are learning about, ‘Earth and Beyond’ - and some of them have already had the opportunity to visit a planetarium to find out more about space.
The building of our new classrooms is progressing quickly. The children are enjoying watching the diggers dig trenches and move earth around, while the concrete mixers deliver materials for the foundations. The foundations are now all in place and the builders have been laying blocks for the wall panels to sit on. These will be delivered by the end of September and the building will quickly take shape after that. We can already see the layout of the classrooms and the children have been comparing this to the plans to make sure the builders are accurate!
The foundations are in place, ready for the new classrooms to be built. There will be an opportunity to meet the children, the teaching team, some of our Governors and parents, and to look around our school to see what goes on in each of our classes, as well as to see the progress of our new building. You will also be invited back to see our school once the building work is complete.

News from Christ Church All being well, in October we will be doing our first ever inter-continental Bible study, which comes about since I have two jobs. I am the minister at Christ Church, but also the Regional Coordinator for Christian Aid in Gloucestershire. Christian Aid has partners all over the world and our Harvest Appeal this year is for farmers in Malawi, who need help growing their pigeon pea crop.

seems no pattern in the type of vehicle or driver. Some seem to try to communicate a message to us, which gets lost as they speed by. Next time you see us give us a friendly wave, we are here to help to keep Tetbury safe.
A small team of volunteers from Tetbury don high-vis vests monthly, to stand at the roadside with the intention of recording the speed of any vehicle that is exceeding the speed limit. This venture is supported by the Police, the County Council and Tetbury Town Council. The intention is clear: we are trying to keep the roads in and around Tetbury safe for all our fellow residents. We record the time, vehicle registration, make, model plus the recorded speed of the vehicle and if the driver is using a mobile phone. Details of excessive speeders are then sent to the police who in turn decide whether to send a letter to the owner of the vehicle reminding them that they should obey the national speed limits. The number of vehicles we record varies each day and by location. Pleasingly, on some days we don’t need to record many at

another gentleman’s servant and pointed a pistol at his chest demanding his money and watch, before riding off down the road towards Gloucester.
Gloucester, Daniel was charged with robbing Mr Rudder, of Cirencester, Printer, and another person. (The pig-killer from Wickwar must have lived, otherwise Neale would have been on a murder charge.) He was found guilty and sentenced to be hanged.
He next encountered a man described as “a pig-killer of Wickwar,” who kept “The Sign of the Crown” public house, there. When the publican refused to hand over his pocket watch, the highwayman fired at him, lodging five slugs in his victim’s right breast.
Some accounts of the executions of highwaymen portray them as heroes going bravely to the gallows. Daniel Neale did not meet his end in such a way. He was executed at Over, near Gloucester, on 26 August 1763, alongside a thief called Richard Johnson. The Gloucester Journal reported that Neale, “expressed Terror at the Approach of Death, and seemed to think his Sins had been too great to be expiated by so short a Repentance, and prolonged the Moment in which he was to be turned off to the very last.”

Wired for Sound An electrical supply has been installed in Cell 3, to enable us to mount a vintage TV set that has been adapted with a built-in digital screen. On it we’re now showing the 1300-plus photographs of Gloucestershire Police vehicles provided to us by the Police Vehicle Enthusiasts Club. This is billed as “Vehicles through the Ages” and is accompanied by period music. Pop in and have a look and listen! And now what you’ve all been waiting for – as you’ve probably guessed – another Cold Case from our archives: The Capture of a Highwayman: Daniel Neale One night in June 1763, a highwayman rode out ‘to work’ on the roads between Bath and Tetbury. His first victim, at Lansdown on the outskirts of Bath, was a woman returning home from selling butter at Bath market, robbed of her day’s takings. Then a collier had three shillings and six pence stolen from him. His next victim at Toghill Turnpike was a gentleman’s servant, relieved of ‘a considerable sum of money.’ Toward Tetbury, the highwayman overtook
The highwayman lay low for a few weeks, but at the end of July Mr Samuel Rudder, well-known Cirencester printer and bookseller, was robbed of three guineas and his watch – and on the same morning, several other people were robbed by the same man. At noon that day, a man rode up to a blacksmith’s shop in Chalford Bottom to have his horse shod. While waiting, several people thought he answered the description given of the man who had committed the shooting and he was seized. In his pockets were found a brace of pistols loaded with stones and bits of lead, and about eight guineas in money. He was taken to a magistrate, and then to Gloucester Gaol.

St Mary’s CE VA Primary School a while to establish but we already have frogs and newts who have made the pond their home. Please feel free to come and look at the pond when you are next at the school. The children will soon start using it as part of their Forest School activities.

The new academic year has started with the smell of fresh paint at St. Mary’s Primary School. The builders worked very hard over the summer to get our projects finished on time, and the paint was still drying on the door frames when the teachers came in for their ‘Inset’ (in-service training) day.
In addition to all of this, we also have our new pond. I would like to say a massive thank you to everyone who contributed to our cause by giving their Tesco blue tokens towards this project. Thanks to your support the school received a grant of £5,000 from the Tesco ‘Bags of Help’ scheme and over the summer the transformation began. Dates for your diary: On the 14th of October, we will be hosting a space at the table-top sale in the Dolphins hall and on Sunday the 22nd of October our ‘Birthday’ Family Fun Day promises to be wonderful, with a bouncy castle, plenty of activities and a space for refreshments. Please come along and support us at the Rugby club on this date. All proceeds will go towards Playgroup resources. With every session, we get to know our new children better and are choosing themes and activities centered around their interests as we move through the term. We have been reading Goldilocks and the Three Bears together and enjoyed sharing porridge with a variety of tasty toppings, as well as making ‘sticky porridge’ in the tuff tray and baking flapjacks. We are getting out and about with nature walks and scavenger hunts down at the railway yard and getting ready for our preschool “Forest School” sessions, to begin at St Mary’s Primary School. We’ve also been enjoying lots of messy play both inside and out in the last few sunny days of the Summer, before we will be embracing more water play as the wet weather sets in. Any excuse to jump in puddles and to ‘paint the walls’ in water. With Harvest time fast approaching, we will be talking about the food we eat and trying different vegetables and we plan to walk to the local shop each week, to make our own snacks and bake a variety of recipes too. Watch this space! As Our Seedlings group continues every Monday morning from 9.30 to 11.30 am, at the front of the Christ Church. It is run by our lovely mum and Playgroup Deputy Kelly, who offers fresh and exciting activities each week, as well as a welcoming smile to greet everyone through the door. All ages and stages are catered for and everyone is welcome, so please drop in and join the fun. Longfield is a local charity for adults living with life-limiting illness and for their families and carers. These illnesses include heart failure and the failure of other organs, diseases affecting the lungs like emphysema and COPD, cancers and

• Day Therapy – a 12-week programme to provide comprehensive support. • Fatigue & Breathlessness Group – specialist guidance to help people cope better with these common symptoms • Heart Failure Group –support provided jointly with specialist NHS nurses.
