This document serves as a road map for the development of a greenway network throughout the Town of Dobson, NC and surrounding area. This chapter provides a framework for the plan, presenting the project and plan background, purpose, goals, and process.


A . PROJECT & PL AN BACKGROUND & GOALS >> BACKGROUND & PURPOSE Located in Surry County and the larger Yadkin Valley Region, the Town of Dobson lies within close proximity to an array of outdoor recreation resources, renowned wineries, and other community assets in a growing regional tourism market. For more than 10 years, regional and local leaders have expressed the need for an interconnected greenway system throughout Dobson and the surrounding area. In an effort to improve quality of life and bolster the town’s tourism profile, local leadership has led the charge to invest time and resources into greenway planning and development. The Connect Dobson Greenway Master Plan serves as a guiding document for the development of such greenway infrastructure, promoting connectivity between natural, cultural, and historic assets within the greater Dobson area.

> > P LAN GOALS CONNECTIVITY. Create a multi-use, greenway trail network that links residential, commercial, and civic properties and parks, and provides a means for alternative transportation. ECONOMIC DEVELOPMENT. Spur economic growth by creating a recreation asset that draws visitors, residents, and the workforce into downtown Dobson and the surrounding area. HEALTH + WELLNESS. Create infrastructure that enhances community wellness as well as physical, social, and mental health. QUALITY OF LIFE. Ensure and enhance quality of life for current and future Dobson citizens through an interconnected network of publicly accessible and conserved green space. POISED FOR GRANT FUNDING. Ensure grant competitiveness by adhering to any relevant grant funding guidelines.

Public engagement was a critical component of this planning process.


>> PREVIOUS PLANS TOWN OF DOBSON COMPREHENSIVE PARKS, RECREATION & GREENWAY MASTER PLAN Dobson’s 2011 parks, recreation, and greenway master plan provides an analysis of the town’s existing recreation infrastructure and 5-year recommendations for future recreation development. The plan recommended the development of 1 to 5 miles of greenway trail, 10 acres of parkland, sports courts, a water/swimming feature, and a disc golf course.

SURRY COUNTY PARKS & RECREATION MASTER PLAN 2016-2026 The 2016-2026 Surry County Parks and Recreation Master Plan serves as an update to the County’s 2005 Comprehensive Parks and Recreation Plan. The plan identifies a number of priority recreation projects including updates to Fisher River Park and the development of county-wide greenway and blueway networks.

DOBSON STREETSCAPE PLAN

SURRY COUNTY GREENWAY MASTER PLAN

The Dobson Streetscape Plan proposes streetscape enhancements along Crutchfield, Kapp, and Atkins Streets near the historic Surry County Courthouse. Enhancements include new street lights and 27 landscaped bump-outs along the corridor.

Surry County created their Greenway Master Plan as a component of their 2005 Comprehensive Parks and Recreation Plan. The greenway plan identifies three primary and three secondary trails that would connect the county along major waterways, including the Fisher River.

SURRY COMMUNITY COLLEGE CAMPUS MASTER PLAN In 2016, Surry Community College developed a campus master plan proposing building relocations, enhanced traffic circulation patterns, development of a woodland trails system, and the redevelopment of viticulture facilities located along Old Rockford Rd. A copy of the master plan is provided in Appendix C.

FISHER RIVER SITE SPECIFIC MASTER PLAN The 2016 Fisher River Park Master Plan outlines site-specific needs for the park, including improvements to mountain biking trails, sports facilities, walking trails, parking areas, and the addition of river accesses through stream restoration. A vast majority of plan survey respondents identified the construction of additional walking/hiking trails at the park as “important” or “very important.” SURRY COUNTY FARMLAND PRESERVATION PLAN The 2012 Surry County Farmland Preservation Plan addresses the importance of agriculture and the County’s agricultural landscape. The plan identifies the Zephyr Road corridor as an Agricultural Priority Area due to very productive and active farmland, vulnerability to development pressure, and beautiful views of the rural landscape along this part of the Yadkin Valley Scenic Byway.

B. PLAN PROCESS The Dobson Greenway Master Plan was developed in four (4) phases.

This chapter provides an extensive analysis of existing conditions within the study area and surrounding region that influence greenway trail development. First, the chapter examines the regional context. Next, natural and built environments are analyzed. Finally, opportunities and constraints are presented.

A. REGIONAL CONTEXT THE YADKIN VALLEY HERITAGE CORRIDOR The Yadkin Valley Heritage Corridor was established in 2009 in an effort to market the upper Yadkin Valley in Wilkes, Caldwell, Surry, and Yadkin counties as a tourism destination. Over the past 10 years, the corridor has seen over $20 million in local and grant funding invested in tourism-related Main Street and quality of life infrastructure. The Town of Dobson is situated in the center of Surry County surrounded by regional tourism assets such as the Fisher River, Shelton and Herrera Vineyards, and two State Parks. OUTDOOR RECREATION HUB Dobson is located near multiple regional outdoor recreation areas including Stone Mountain and Pilot Mountain State Parks, the Fisher and Yadkin Rivers, multiple scenic bikeways, and the Mountains to Sea Trail. COUNTY-WIDE GREENWAY PLANNING The 2005 Surry County Greenway Master Plan identified an interconnected greenway network along the County’s waterways. The County’s 2016 Comprehensive Parks and Recreation Plan identified the implementation of these greenway trails as a high priority within the coming decade. The planned Fisher River Greenway connects Dobson to the existing Ararat River and Emily B. Taylor Greenways in Mt. Airy as well as the Yadkin River. The planned Mill Creek/Fisher River Extension runs northwest from Dobson to the Cumberland Knob Recreation Area on the Blue Ridge Parkway.

C . N AT U R A L E N V I R O N M E N T A N A LY S I S >> OVERVIEW The study area features 20.3 miles of waterways, including the Fisher River, Cody Creek, and White Oak Branch as well as numerous active agricultural lands.

FARMLAND

WATERWAYS

Approximately one-third of the County’s land area serves as active agricultural land. Although a shift has occurred from tobacco farming to cattle and grain, agriculture remains a significant part of life for many County citizens.

FISHER RIVER

Farmland can provide scenic and historical landscapes for greenway trail development, and it can also provide agritourism opportunities for farmers and visitors to Surry County. The County and Town should work with the farming community to develop these mutually beneficial opportunities.

The Fisher River, located north and east of downtown Dobson, is the most significant waterway within the study area. The river extends for 12.8 miles within the study area and features a wide floodplain near the Dobson Water Treatment Plant and Fisher River Park. The Fisher River is a tributary of the Yadkin River and provides recreation opportunities such as fishing, kayaking, and swimming. CODY CREEK Cody Creek extends for 1.9 miles within the study area. The creek flows from downtown Dobson south through the study area. Cody Creek is a tributary of the Fisher River.

Piedmont Land Conservancy (PLC) holds a total of 366 acres in agricultural easements along Zephyr Road, the Fisher River, and Crossroad Church Road. These easements permanently protect parcels from future development, preserving them for agricultural use while remaining under private ownership. Parcels along the Zephyr Rd. corridor, a Yadkin Valley Scenic Byway, were identified as a high priority for conservation due to the presence of prime soils, high visibility, and potential commercial encroachment due to the proximity of I-77.

WHITE OAK BRANCH White Oak Branch is located southwest of downtown Dobson and is a tributary of Cody Creek. The creek extends for 5.6 miles within the study area.

WATERWAYS ARE IDEAL GREENWAY CORRIDORS, PROVIDING BENEFITS FOR BOTH THE USER AND THE ENVIRONMENT.

According to the Surry Farmland Preservation Plan (2012), the agricultural economy benefits citizens through economic stimulus, positive tax base impact, local foods, character, heritage, and recreation.

The Fisher River stretches from Grayson County, VA, to the Yadkin River on the southern border of Surry County. One of four rivers in the county, it extends for nearly 12.8 miles in the study area. The Fisher River provides recreation opportunities such as fishing, paddling, and swimming. The river is a hatchery supported trout stream and also contains smallmouth bass, spotted bass, redbreast sunfish, and bullhead catfishes. In 2016, the Bray Ford and Hamlin Road River Accesses opened on the Fisher River as part of a partnership between Surry County Parks and Recreation and the North Carolina Wildlife Resources Commission. Four additional accesses are planned at Fisher River Park, Turkey Ford Road, Old Hwy 601, and Jenkins Town Road. Fisher River Park is located along the river 1.6 miles north of the Town of Dobson. The park features a mountain bike trail, river access, horseshoe pit, amphitheatre, 1/4-mile paved walking trail, two playgrounds, several picnic shelters, and a variety of athletic fields and courts. The park is a popular destination for Dobson citizens, offering a variety of recreation amenities in a scenic riverside setting.

D . B U I LT E N V I R O N M E N T A N A LY S I S >> OVERVIEW The study area’s built environment is comprised of a variety of recreation, civic, and commercial areas. Connectivity between these assets is important for citizens and visitors to the area.

DOBSON SQUARE PARK Dobson Square park was the first public park owned by the Town of Dobson. Located southwest of the historic town square, Dobson Square Park features a splash pad, playground, amphitheater, and picnic shelters. The Town of Dobson hosts events at the park such as movie nights, summer concerts, and a car show.

SURRY COMMUNITY COLLEGE Founded in 1964, Surry Community College (SCC) serves around 3,500 students at its Dobson Campus. Located in the south end of Dobson proper, the college is a major employer in the town and draws thousands of additional people into town limits during the school year.

SHELTON VINEYARDS Shelton Vineyards is one of the largest wineries on the east coast and the premiere winery in the Yadkin Valley. The vineyard is located minutes from the I-77 corridor, west of Dobson. The property features an upscale restaurant and retail store, offering tours, tastings, and special events throughout the year.

FISHER RIVER PARK The only park operated by Surry County Parks and Recreation, Fisher River Park is centrally located within the county and approximately 2 miles north of Dobson Town Hall. The property, totaling 135 acres, offers walking trails, picnic shelters, a mountain bike trail, and various sports fields.

HISTORIC DOWNTOWN DOBSON Downtown Dobson is typified by low-density development, including office, commercial, and local government uses. The downtown is anchored by the historic Surry County Courthouse, recently renovated to provide office space for Surry County government employees. A sidewalk network weaves the small downtown together along and between Main Street and Crutchfield Street.

SALEMFORK COMMERCIAL NODE Located off I-77, the Salem Fork Commercial Node offers lodging to visitors and a rest stop for travelers through the Yadkin Valley. With two hotels, a gas station, restaurant, and general store, the Village Market is the first commerce visitors see when entering the Town of Dobson via I-77. The node is located approximately 4 miles from downtown Dobson and 3 miles from Shelton Vineyards.

HERRERA VINEYARDS Herrera Vineyards is located along the Fisher River and Hwy 601, east of downtown Dobson. The 140-acre property features a restaurant and on-site lodging and offers tours and special events throughout the year.

The planning process included extensive public engagement that was led by a project steering committee and featured an online survey, landowner outreach, and a public meeting. This chapter begins with an overview of each meeting, followed by a summary of the

A . PUBLIC MEETINGS The consultant team conducted a series of meetings with the project steering committee and landowners. The broader public was engaged through an online survey and a public presentation. This section highlights key meetings and their results.

>> STEERING COMMITTEE MEETINGS

>> LANDOWNER ENGAGEMENT

The first greenway steering committee meeting (Dec. 2018) included a presentation of the study area analysis and preliminary route recommendations. The committee identified key assets for greenway connectivity and provided feedback on preliminary routes. The consultant team and committee also strategized landowner meetings based on preliminary routes.

Once feasible greenway routes were determined, the consultant team and project steering committee identified key landowners along feasible priority routes. The consultant team conducted two meetings with landowners, including Shelton Vineyards and Piedmont Land Conservancy. The following were key takeaways from the landowner meetings:

(DECEMBER 12, 2018 & FEBRUARY 26, 2019)

The second steering committee meeting (Feb. 2019) included a presentation and discussion of survey results and revised greenway routes. Routes were kept, amended, or eliminated based on feasibility and quality of the user experience. The committee then prioritized remaining routes based on importance and feasibility. Committee members also agreed to continue to promote the community greenway survey to obtain more input.

1 Greenway routes should have as little impact as possible on farmland properties.

2 Routes which cross agricultural fields should do so sustainably, in a location that creates minimal disturbance on the farming capability of the land.

3 Piedmont Land Conservancy should be included in greenway acquisition conversations involving their conservation easement parcels.

>> PUBLIC MEETING (MARCH 21, 2019)

In mid-March, the consultant team and project steering committee held a public meeting to gather public feedback on the draft Connect Dobson Master Plan. The consultant team presented the survey results and greenway trail routes. The meeting included a public Q&A session and attendees were encouraged to submit written comments as well. A total of eight citizens attended the meeting. A full list of public comments can be found in Appendix B. The meeting distilled the following key takeaways:

2 Proposed trails connecting the schools and the town square are priorities for pedestrian safety and accessibility.

This chapter is organized according to three (3) planning sections: Fisher River; Rural Connectors; and Downtown. Each planning section examines each greenway trail and provides supporting maps, renderings, and site plans for recommendations.

FISHER RIVER The Fisher River planning section follows the Fisher River corridor north and east of the Town of Dobson and includes connector routes from Dobson municipal limits.. Points of interest include the Fisher River, Fisher River Park, and Herrera Vineyards.

RURAL CONNECTORS The Rural Connectors planning section stretches west and south from Dobson to I-77. Points of interest include the Salem Fork commercial node, Shelton Vineyards, and the Zephyr Road Scenic Corridor.

DOWNTOWN The central Dobson municipal limits serve as the Downtown planning section. Points of interest include the Historic Surry County Courthouse, the Surry County office complexes, Dobson Elementary and Middle Schools, Dobson Square Park, and Surry Community College.

The East Dobson-Fisher River Connector links the Surry County office complex to Herrera Vineyards, the Fisher River, and FR1. The East Dobson Connector totals 1.7 miles, following Turkey Ford Road and Hwy 601. The trail passes through Herrera Vineyards to connect to FR1. The Town of Dobson should coordinate with NCDOT to develop a trail crossing for Hwy 601 as a new bridge along Turkey Ford Rd. is designed and constructed.

The Fisher River Greenway extends for 7.7 miles along the Fisher River corridor from the Dobson Water Treatment Plant to Turkey Ford Road. FR1 will connect to existing riverside trails at Fisher River Park, Herrera Vineyards, and a proposed paddle access at Turkey Ford Road.

NORTH DOBSON-FISHER RIVER CONNECTOR

TRAIL TYPE(S): Typical Greenway APPROXIMATE DISTANCE: 6,178 ft.

The North Dobson-Fisher River Connector extends for 1.2 miles from Dobson Middle School to the Dobson Water Treatment Plant and FR1. The majority of this route traverses overland, requiring significant landowner engagement for implementation.

making the fisher river connection The Fisher River corridor presents one of the only opportunities within the study area for a typical greenway trail along a significant riparian corridor. A greenway along this corridor will provide Dobson residents and visitors with an extended, linear outdoor recreation opportunity within 2 miles of downtown Dobson. Greenway connectors FR2 and FR3 provide for trail access from Dobson municipal limits, creating the potential for a looped system. Extending existing riverside trails at Fisher River Park along the corridor present an opportunity to link this major recreation asset to the planned greenway system. Existing and proposed river access points along the Fisher River would serve as greenway trailheads throughout the corridor, including Bray Ford, Hamlin Ford, Turkey Ford, Old Hwy. 601, and Jenkinstown Road.

EXHIBIT 8:

pedaling thru wine country on the caves mill greenway The Caves Mill Greenway (RC3) will increase Dobson’s reach to the growing number of outdoor and wine tourism assets. The greenway corridor will provide pedestrians and cyclists with access to the area’s scenic agricultural and mountain landscapes, while linking Downtown Dobson to Shelton Vineyards. A landscaped buffer provides for user safety, while natural and built barriers separate the trail from private land.

An alternative connection in the Downtown Core leaves the northwest corner of Dobson Square Park and follows Comer and Kapp Streets.

Partnerships with Surry County, NCDOT, Surry Community College, and private landowners will be the key to complete routes inside and outside of the Town’s jurisdiction. The Town can take the following general actions to move toward plan implementation:

The Town should seek a variety of funding sources for implementation of the Connect Dobson plan. Multiple funding opportunities (see Exhibit 17) should be explored due to the different trail types and locations outlined in this plan.

2. Streetscape & Land Use Dobson’s downtown core maintains key elements of historical downtown urban form, such as a grid road network. However, building orientation and setbacks within the core do not support historical downtown character. As the Town implements Connect Dobson, it must consider other important downtown revitalization opportunities. The Town should update their existing streetscape plan to reflect Connect Dobson recommendations and review their land use and zoning policies to ensure that future growth supports historical downtown character.

3. Partnership & Organization Coordination 3.1 Surry Community College Partnership The 2016 Surry Community College Campus Master Plan outlines development of a woodlands trail system. The Town should work closely with the College to implement portions of the greenway system that cross campus to help provide recreation, health, and connectivity benefits for students and Town residents.

4. Dedicated Staff Capacity The Town of Dobson must dedicate staff capacity to successfully implement the Connect Dobson plan. Landowner outreach, partner coordination, and grant writing will all be important responsibilities for Town staff in order to implement the plan.

I think a greenway system would be wonderful for the people of Dobson...if the atmosphere is right. The undesirable aroma of the chicken plant will deter people from enjoying any outdoor facility the town offers to the full extent it could be enjoyed. I appreciate the jobs and opportunities that the business offers, but it is costing Dobson a fortune in that diners, merchants, and such head to mount Airy or Elkin where the air is fresher. It’s really sad. Especially when you are tied to the town for more than 40 years...and love your home. But when people ask where you are from the next question is always “How do you stand the smell?!”

What's the impact on the tax base for the citizens of dobson? And with the greenway being used by people who do not live in dobson will the citizens of dobson have to pay taxes for the greenway, where users (visitors) will not have to pay to finance the greenway?

I enjoy the Dobson park and Fisher River. I live them but I feel there was more important improvements that the town can make. More business more restaurants better intersections at busy lights and roads, bigger library building (i love the library) more retail stores

Walking in downtown Dobson cane be very dangerous. We have cut down our day walks from twice a day to once a day due to multiple close calls of cars hitting us or our dogs within the crosswalks and a with a light to cross.

We need a county reservoir at Fisher River Park as our neighboring county created in 2010. It is a wonderful place for fishing, canoeing, kayaking, walking trails, picnic shelters..... I visit it regularly and see many of our county residents there enjoying the facility.

I thoroughly enjoy visiting the greenway in Mount Airy, NC. Having a greenway similar to that in Dobson, NC would have a great positive impact on the community. I would love to have a greenway within 5 minutes of my home. I know I would be out there every day possible, exercising and enjoying the outdoors.

Anything that helps me get my kids out of the house is amazing. It's even better if it's something connected to the library which we visit often. Mount Airy greenways are too far for me to drive to on a regular basis as we are a one income family, so we are looking forward to something much closer. However, I would like to stress the importance of providing plenty of shaded areas and working water fountains since it can get really hot really fast here in the Summer and I do not want to risk my young children getting dehydrated.

• I like the safe connectability from the schools to Downtown. A lot of kids do walk between the schools and it is safer to keep kids on the same side of the street.

There is a lot of foot traffic on Main Street. People drive their bikes to Mt. Airy and Virginia to ride their bikes. I like the streetscape design aspect. The route to the Community College, along Folger and Cooper street, is typically low-traffic, but receives a lot of traffic from the college at certain times of day.

• A lot of people already walk the routes outlined in this plan. • Walking along Atkins St. and Main St. can be uncomfortable due to narrow sidewalks and high-speed traffic.

• Dangerous walk to Middle School because of traffic - barriers and crosswalks would make it safer.

Members of the group home would benefit from the route along Crutchfield College traffic is dangerous on “backroad” route. I like the route along Adams St. SurryYadkin owns vacant lot near Spoon St. T6 is a favorable route. Can the Town share some renderings info via Facebook for public feedback? Crutchfield was the main road in town before Main Street.
