Title Insurance What is title insurance? A title insurance policy takes the risk out of acquiring property whose legal history is unknown to you. Through the years, your new property may have changed hands many times through sale, inheritance, foreclosure, or bankruptcy. Each transfer was an opportunity for an error in title to arise. If an error occurred, and never came to light, it could put your title in jeopardy. You could lose the property and the money you used to pay for it. And even if you successfully defend your rights of ownership, the cost in time and legal fess could be prohibitive. Title insurance protects you against these risks, including:           

Confusion from similarity of name Forged documents Signatures of minors or mentally incompetent persons Mistakes in recording legal documents Undisclosed or missing heirs Fraud Invalid divorces Misrepresentation of marital status Un paid taxes Clerical error in public records Wills not probated

Title Insurance

How does title insurance protect me? Before a policy is issued, the title company or one of its agents conducts a search for public records, maps, and documents. These records trace back to colonial estates, pioneer homesteads, or Spanish land grants and trace forward to the current owner. Only after collecting, examining, and interpreting appropriate records is a policy issued insuring the condition of the title. In addition to describing your property and spelling out a recorded limitations your ownership, a title insurance policy sets forth in clear terms what the title company will do in the event that a flaw in the title is discovered or your rights of ownership are challenged.

Community Information

Information about the highlights of this home’s neighborhood.

Bruce Starker Arts Park Location: In southwest Corvallis, off of Country Club Drive and SW 45th Street, adjacent to Sunset Park Size: 15.71 Acres Bruce Starker Arts Park features a unique amphitheater-style shelter that can be reserved for events such as performances, concerts, weddings or parties. A "bowl" of gently sloping grass hugs the amphitheater on three sides. The fourth side of the stage faces the park's popular duck pond. Grassy areas and stationary picnic tables situated around the pond allow guests to enjoy the water while picnicking. To encourage natural migration, guests are prohibited from feeding the wildlife. The pond's fountain normally operates year-round from about 6 am to 8 pm daily. A multi-modal path winds around the pond and through the park. The park's play equipment includes swings, slide and a climbing structure. The Bruce Starker Arts Park boasts an energetic community garden. Parks & Recreation solicited community feedback on naming the community garden, and in August 2009 announced that it would be named the Dunawi Creek Community Garden.

Information provided by Corvallis Parks & Recreation Department.

Sunset Park and Natural Area Location: In southwest Corvallis, off of Country Club Place (near where SW 45th Street intersects Country Club Drive), across from Bruce Starker Arts Park Size: 20 Acres Sunset Park and Natural Area is a community park which features a small picnic shelter, ADA accessible playground, restroom, two lighted ball fields, a half basketball court, landscaping and open turf play area. In 2008, a multimodal path and interpretive boardwalk were installed along Dunawi Creek and habitat restoration projects were completed along the creek to restore the riparian ecosystem.

Information provided by Corvallis Parks & Recreation Department.

Community Attractions Irish Bend Covered Bridge and Campus Way Nature Trail Location: In west Corvallis, off of 35th Street, south of Harrison Blvd. The bridge was built using a standard Highway Division design dating back to the 1920s. Following its construction in 1954, the bridge provided access across the Willamette Slough on Irish Bend Road, approximately 15 miles south of Corvallis. Following installation of two large culverts and realignment of the road in 1975, the Irish Bend covered span languished until it was dismantled in 1988. The span may originally have been constructed over the Long Tom River about 30 miles to the south and later moved to the Irish Bend site, but research on this issue is not yet completed. Various plans had been proposed for use of the bridge, including floating it downriver to be relocated to a new site. Through negotiations an agreement was reached between Benton County officials and Oregon State University to reconstruct it on university property in Corvallis. The Irish Bend Advisory Committee raised over $30,000, with Benton County providing an equal amount in matching funds, for the relocation of the span. Because no maintenance had been performed for more than 15 years, many of the timbers had rotted. New stringers were donated by a local mill, and an engineering firm provided the foundation without charge. The bridge site is part of a path through the research farm between 35th and 53rd Streets on the west side of the OSU campus. While the property is owned by the university, maintenance is carried out by the Benton County Parks Department, since the bridge is part of a bicycle and pedestrian path along Oak Creek.

Bald Hill Natural Area Location: In west Corvallis and is accessible from 3 locations: a path next to the Benton County Fairgrounds, an entrance off Oak Creek Rd., and an entrance off Reservoir Rd. Size: 284 Acres Bald Hill Natural Area offers a 1.5 mile path along the base of the hill, and several miles of foot trails that climb to the summit of the hill and connect to the Mulkey Creek Trail and Fitton Green Natural Area. The trails pass through various habitats. A restored barn offers guests shelter at the base of the hill with an off-leash dog area. Horseback riding and bicycling are permitted on designated trails. Benches allow guests to rest and enjoy beautiful views.

Fitton Green Natural Area Location: In west Corvallis, west of Bald Hill Natural Area. Size: 308 Acres Named after Elsie Fitton Ross, who along with her husband, Charles Ross, and the Greenbelt Land Trust, helped fund the acquisition of this resource. Fitton Green has been open to the public since 2003 and has 3 public access locations, environmental interpretation information, and trails that connect with the Cardwell Hill Trail that runs from Corvallis to Kings Valley.

2012-2013 Academic Growth Details Public Version - Final - October 10, 2013

District: Corvallis SD 509J School: Adams Elementary School

Growth Level Cutoffs Level

The Academic Growth Indicator uses the Colorado Growth Model to measure student progress over time in reading and mathematics. Oregon adopted this growth model as part of the process of obtaining a waiver from some of the requirements of the No Child Left Behind Act (NCLB). This growth model provides us a more complete picture of student progress and will help provide a better evaluation of school effectiveness.

Level 5 Level 4 Level 3 Level 2 Level 1

On Track Growth Yes No 60 & above 70 & above 45 to 59.5 55 to 69.5 35 to 44.5 45 to 54.5 40 to 44.5 30 to 34.5 Less than 30 Less than 40

The growth model looks at a student’s growth, which is the change in his/her test scores from the previous year (or 8th grade to 11th grade for high school students). The student’s growth is compared to that of his/her academic peers, who are the other students in the state who have a similar history of reading or math test scores. The Growth Model then expresses this growth as a percentile. For example, a growth percentile of 50 would indicate that a student had average growth compared to all other students in the state with similar test scores in the past. A growth percentile of 80 would indicate that the student’s growth was as high, or higher, than 80 percent of his/her academic peers. For school accountability Oregon uses the median growth percentile for students at the school. The median represents “typical” growth at the school: half of the students had growth that was at least as high as the median, half the student had growth that was less than or equal to the median. This median growth percentile is the basis for the growth ratings for reading and mathematics, as shown below. The growth model also provides growth targets for students in grades 3 to 8. These growth targets are the growth percentile the student would need to sustain to either move up to standard within three years (for those students currently below standard) or to maintain standard for the next three years (for those students above standard). For school accountability Oregon uses the median growth target for students at the school to determine if the school has On Track Growth: If the Combined Median Growth Percentile >= Combined Median Growth Target then On Track Growth = ‘Yes’ If the Combined Median Growth Percentile < Combined Median Growth Target then On Track Growth = ‘No’ This determination of whether the school has On Track growth helps to determine the growth levels, as shown in the table at the upper right corner of this page. 2011-12

2012-2013 Participation Details Public Version - Final - October 10, 2013

District: Corvallis SD 509J School: Adams Elementary School Student participation rates tell us the extent to which all students were tested in a school. All students enrolled on the first school day in May are required to test, and the data below show the percentages of students that tested, by subject and subgroup. The table below also shows whether or not each subgroup met the federal participation rate target of 94.5%. School ratings are dependent upon student test scores, and these ratings are valid only when schools uniformly test all of their students. As a result, schools with one or more subgroups that missed the participation target will have their overall school rating lowered by one Level.

FROM THE PRINCIPAL

Dear Parents and Community Members, Adams Elementary School is a caring community that puts student learning first. At Adams we believe all students can learn and succeed, and we base our instruction on a balanced and comprehensive curriculum. We recognize the importance of reading, writing and math instruction, and we work hard to provide meaningful and integrated learning experiences in all content areas. Key academic highlights from the 20122013 school year are: (1) Level 5 Rating for Academic Achievement (Top 10% of all schools in the state) (2) Level 5 Rating for Reading Achievement In the same time frame, lower academic growth and achievement

occurred in mathematics. We have chosen to address this issue by focusing more resources on mathematics instruction and learning as we continue to maintain our strong literacy program. Adams staff members will continue to work collaboratively to provide meaningful and rigorous instruction that engages all students. If you have any questions, please feel free to notify the main office or check our school website. We are always happy to help. Thank you, Principal | Byron Bethards

HOW ARE STUDENTS AT THIS SCHOOL PERFORMING COMPARED TO THOSE AT OTHER SCHOOLS?

The overall state rating is intended to summarize this school's particular successes and challenges. It is based on a combination of up to five factors. Three of these factors come from standardized test scores in reading and math: student achievement, student growth, and the growth of underserved subgroups. Please be aware that this rating is based mainly on highstakes testing and accordingly, represents a limited view of student performance. Other aspects of this report card are designed to put this rating in the proper context. Compared to all schools statewide in 201213, this school is rated as Level 4.

Compared to elementary schools with similar student demographics in 201213, this school‘s rating is about average.

District: Corvallis SD 509J School: Linus Pauling Middle School Student participation rates tell us the extent to which all students were tested in a school.

Dear Parents and Community Members, Thank you for taking time to review this report card for Linus Pauling Middle School (LPMS). The overall rating of "4" we received is based on academic achievement, academic growth, subgroup growth, and participation rate in state assessments. It is encouraging that we earned the top level designation for student growth this past year, with 13 out of 14 subgroups being reported as having "on track growth." Student safety, academic achievement in core subjects, and engaging the whole child with enriching experiences remain our top priorities at Linus Pauling Middle School. Our focus on curriculum, instruction, and assessment, with support

from our families and community partners, has led to improved outcomes for our students. However, our students with learning disabilities, racial subgroups, English language learners, and economically disadvantaged need to be achieving at higher levels. Page three of this report shows examples of initiatives and programs where we are focusing on improving student outcomes at our school. Thank you for your support of LPMS! Thank you, Principal | Eric Beasley

Compared to middle schools with similar student demographics in 201213, this school‘s rating is above average.

District: Corvallis SD 509J School: Corvallis High School Achievement Level Cutoffs One way that we measure how well students are doing is through the use of state tests, which include achievement standards that define levels of student performance in a content area at a particular grade. The Academic Achievement indicator reflects the percent of students that meet or exceed standards on the state reading and math tests at all grade levels offered by the school. Subgroup data are displayed for informational purposes but are not included in the Rating system.

2012-2013 Academic Growth Details Public Version - Final - October 10, 2013

District: Corvallis SD 509J School: Corvallis High School

Growth Level Cutoffs Level Level 5 Level 4 Level 3 Level 2 Level 1

The Academic Growth Indicator uses the Colorado Growth Model to measure student progress over time in reading and mathematics. Oregon adopted this growth model as part of the process of obtaining a waiver from some of the requirements of the No Child Left Behind Act (NCLB). This growth model provides us a more complete picture of student progress and will help provide a better evaluation of school effectiveness.

Median Growth Percentile 65 & above 50 to 64.5 40 to 49.5 35 to 39.5 Less than 35

2012-2013 Graduation Details Public Version - Final - October 10, 2013

District: Corvallis SD 509J School: Corvallis High School

Graduation Level Cutoffs

This indicator uses four- and five-year cohort graduation rates. These rates follow incoming 9th grade classes for four or five years to determine the percent of students who graduate with a regular diploma. Each school’s cohort begins with the first-time 9th grade students in a particular school year. Students are added to a school’s cohort when they transfer into the school, and are removed from a schools cohort if they transfer to another high school. Students that dropout or otherwise leave a school without transferring to another school remain in a high school’s cohort

Level Level 5 Level 4 Level 3 Level 2 Level 1

Four-Year Rate 87.5 & above 74.0 to 87.4 67.0 to 73.9 60.0 to 66.9 Less than 60.0

Five-Year Rate 90.1 & above 78.1 to 90.0 72.0 to 78.0 60.0 to 71.9 Less than 60.0

To be rated on graduation, a school must have at least 40 students in the combined cohort. The ratings levels can be described as follows: •Level 5: the school had a graduation rate that was in the top ten percent of all high schools in the state. •Level 4: the school had a graduation rate that was above average, but not in the top ten percent. •Level 3: the school met the state minimum target, but still had a graduation rate that was below average. •Level 2: the school met the federal minimum target, but not the state minimum target. •Level 1: the school did not meet the federal minimum target. Schools that are Level 1 for both their four-year and five-year rates can have an overall rating no higher than Level 2. The graduation rating for the school (as shown on page 2) is based on the higher of the ratings earned for the four-year and five-year rates. 2007-08 Cohort

2012-2013 Participation Details Public Version - Final - October 10, 2013

District: Corvallis SD 509J School: Corvallis High School Student participation rates tell us the extent to which all students were tested in a school.

Dear Parents and Community Members, In the 20122013 school year, Corvallis High School received an overall rating of 3 on the newly designed state report card. While our students achieved well aboveaverage in reading (87.5% of our students met/exceeded state standards) and math (79.8% of our students met/exceeded state standards), we failed to meet state standards in graduation rate, especially within our subgroupsEconomically Disadvantaged, Limited English Proficient, Students with Disabilities, Hispanic/Latinoas well as subgroup growth. Our challenge moving forward is to close the achievement gap between those CHS students who have always been successful

and those who have been traditionally underserved. Our intervention classes will be more focused on individual student needs than ever before, and our school improvement goals will be focused on the achievement of our subgroups and on our overall graduation rate. CHS is committed to producing graduates who are ready for their next steps. We will do what it takes. Thank you, Principal | Matt Boring

High schools are also rated on the overall graduation rate for the school and the graduation rates of underserved subgroups. Please be aware that this rating is based mainly on highstakes testing and accordingly, represents a limited view of student performance. Other aspects of this report card are designed to put this rating in the proper context. Compared to all schools statewide in 201213, this school is rated as Level 3.

Compared to high schools with similar student demographics in 201213, this school‘s rating is about average.

Oregon State University

Oregon State is a leading research university located in one of the safest, smartest, greenest small cities in the nation. Situated 90 miles south of Portland, and an hour from the Cascades or the Pacific Coast, Corvallis is the perfect home base for exploring Oregon’s natural wonders. Oregon State University has always been a place with a purpose — making a positive difference in quality of life, natural resources and economic prosperity in Oregon and beyond. Through discovery, innovation and application, we are meeting challenges, solving problems and turning ideas into reality. Founded in 1868, Oregon State is the state’s Land Grant university and is one of only two universities in the U.S. to have Sea Grant, Space Grant and Sun Grant designations. Oregon State is also the only university in Oregon to have earned the Carnegie Foundation’s top designation, awarded to institutions with “very high research activity.” As Oregon’s largest public research university, with a record $275 million in external research funding in 2009-10, Oregon State’s impact reaches across the state and beyond. With 12 colleges, 15 Agricultural Experiment Stations, 35 county Extension offices, the Hatfield Marine Sciences Center in Newport and OSU-Cascades Campus in Bend, Oregon State has a presence in every one of Oregon’s 36 counties, with a statewide economic footprint of $1.5 billion. Oregon State welcomes a diverse student body of nearly 24,000 students from across Oregon, all 50 states and more than 100 countries. They can choose from more than 200 undergraduate and more than 80 graduate degree programs, including over 20 degrees offered online. Oregon State increasingly attracts high-achieving students, with nationally recognized programs in areas such as conservation biology, agricultural sciences, nuclear engineering, forestry, fisheries and wildlife management, community health, pharmacy and zoology. Oregon State also ranks high in sustainability, fourth among universities nationwide for using renewable energy and first in the Pac-10 Conference. And our students literally help power the university: 22 exercise machines at Dixon Recreation Center are connected to the grid. The 400-acre main campus in Corvallis includes a Historic District, making Oregon State one of only a handful of U.S. university campuses listed on the National Register of Historic Places. The district includes such icons as Weatherford Hall, the Memorial Union and Benton Hall, the oldest building on campus. Oregon State is located in Corvallis, a vibrant college town of 53,000 in the heart of Western Oregon’s Willamette Valley. Corvallis consistently ranks among the best and safest cities to live in the U.S., as well as among the most environmentally responsible. Information provided by Oregon State University.
