With more than 1,200 funds, nearly $220 million in assets and annual grants of about $13 million, the Foundation provides a lasting source of charitable funding to benefit Delawareans today and for generations to come. For more than 25 years, the Foundation has been connecting people who care with the causes they care about, helping to make Delaware a better place to live and work.

Dear Friends, Caring. At its core, that's what a community foundation is about. Throughout the year, we at the Delaware Community Foundation spend a lot of time talking about investment returns for our fundholders, what Congress might do to affect tax deductions, and how much endowed funds generate in grants over the years. These are all important subjects, but what we really love to talk about are the people who care and how they are making a real and immediate difference in the lives of others. That's what the 2013 Annual Report is about. During Fiscal Year 2013, caring individuals and organizations enabled the DCF to: • Distribute a record-breaking $29 million in grants to charitable organizations, touching the lives of thousands of Delawareans. • Award more than $400,000 in scholarships, helping hundreds of Delawareans pursue their educations. • Nurture our portfolio of more than $220 million in charitable funds to benefit our state. • Engage more than 60 high school students in charitable giving through our Youth Philanthropy Boards. • Support the growth of our Giving Circles—the Fund for Women, the African American Empowerment Fund and The Next Generation—in their work to leverage the power of collective giving. Delawareans Statewide Benefit From

$321,664 In DCF Capital Grants

Nonprofits addressing a range of issues— from support for the hungry and poor to protecting the environment—benefit from the Delaware Community Foundation's annual Capital Grants.

T

he DCF's Capital Grants provide for nonprofit organizations' capital and equipment needs. Capital grants support construction, renovations, repairs and land purchases that have a lasting, positive impact on the population the organization serves. Equipment grants enable nonprofits to purchase equipment to help them provide their services. Over the years, the DCF has awarded more than $5 million in Capital Grants, funded through the State of Delaware Fund and other field-ofinterest endowments. Among this year's 31 recipients was the Ministry of Caring in New Castle County, which received a $10,000 grant to help renovate a vacant building on East 14th Street in Wilmington to centralize its administrative offices, which are now scattered among various sites. When the Ministry's offices move into the renovated building, the spaces they vacate will be used to increase direct service to Delawareans in need.

“Community is the key to a successful organization. The capital grant will fulfill a long-term vision and dream to bring our administrative offices together, which will allow for better communication within the Ministry of Caring,” said Anthea Piscarik, grant development supervisor. “Plus, I think it's exciting to bring economic development to that part of this city. While equipment grants are smaller, they can make a big difference in people's lives. For example, Exceptional Care for Children received $9,048—this year's largest equipment grant—to replace its failing 23-year-old washing machine. “This piece of equipment is vital to maintaining a clean and sanitary environment for the residents,” Exceptional Care wrote in its grant application. “Everything the children of Exceptional Care come in contact with must be sanitized due to their fragile medical statuses.”

Downstate, a $15,000 capital grant will enable the CHEER Center to open Milton's first permanent senior center with the capacity to serve a greater number of seniors. Between 2009 and 2012, the number of meals the CHEER Center served to seniors grew from 30,000 to 37,000. “We've always had the intention to move to a building with a commercial kitchen,” Executive Director Arlene Littleton said. “We've been in three different locations for three different years, renting facilities that are much too small.” With the help of a $12,000 capital grant from the DCF, Delaware Wild Lands is partnering with several other organizations to purchase a 750-acre tract of land that includes upland forest and coast marsh. Purchasing that land completes a contiguous network of 4,000 acres of protected land, Executive Director Kate Hackett said. “It's a great example of the Delaware Community Foundation making a grant that has a far-reaching impact economically and environmentally,” Ms. Hackett said.

Working Together to Maximize Impact:

DCF Collaborative Grants

With the support of Collaborative Grants from the Delaware Community Foundation, the Delaware Mentoring Council, the YMCA and the United Way of Delaware have led powerful partnerships that are yielding real and measurable community impact around the First State.

T

hrough the Collaborative Grants program, the Delaware Community Foundation seeks to inspire and support special initiatives in which multiple nonprofit organizations collaborate and leverage each other’s resources to maximize the impact of grant dollars. The DCF Grants Committee awards Collaborative Grants with the intention that they will be renewed for three years, contingent on satisfactory progress. Based on the success of the three programs selected in Fiscal Year 2012, each was indeed renewed for the second year in Fiscal Year 2013.

Expanding Mentoring For each of the past two years, the Mentoring Council has received a $40,000 Collaborative Grant, which has helped the Mentoring Council connect caring adults with children in need of adult role models. Mentors work with children, parents and teachers to help the students with schoolwork and overall academic progress, including attendance, grades and performance on standardized tests. School districts statewide and 10 nonprofit organizations are collaborating on this initiative.

Reducing Child Sexual Abuse The YMCA of Delaware received Collaborative Grants totaling $150,000 during the past two fiscal years to help train adults how to recognize and prevent child sexual abuse, using the evidence-based “Stewards of Children” program. This collaboration of 15 organizations and government agencies aims to train 35,000 Delawareans over five years. With the support of the DCF Collaborative Grant, the team has trained more than 10,000 people so far.

Empowering the Financially Vulnerable The DCF has awarded the United Way of Delaware a total of $160,000 over the past two years to support statewide expansion of the “$tand By MeTM Financial Empowerment Program.” Through $tand By MeTM, dozens of Delaware businesses, nonprofits and government agencies are working together to give financially vulnerable low- and moderate-income Delawareans the training they need to improve their own economic security. The DCF Collaborative Grants have helped this group provide more than 6,000 Delawareans with services including one-on-one financial coaching, help navigating college and financial aid applications, and financial planning support. The Collaborative Grants also helped the program expand to serve Delawareans in Kent and Sussex counties.

The DCF’s Collaborative and Capital Grants are funded by earnings from the Foundation’s unrestricted funds. To support the Collaborative Grants program, visit www.delcf.org/give and search for “Unrestricted Fund.”

Scholarships

Many generous people who care about education choose to create scholarship funds to help students and their families with rising college costs. Our goal at the DCF is to connect those people who care about education with people who care about their futures and the future of their communities. For the 2013-2014 school year, the Delaware Community Foundation awarded more than $400,000 in scholarships to help deserving students further their education.

Thanks to hard work and the help of H.L. & D.C. Eliason Scholarships, Jai Wright (pictured with Helen Eliason) graduated from Delaware Technical & Community College in Dover this spring. “Growing up in poverty with no opportunity of college being even a possibility, I honestly can say that [Mrs. Eliason] opened doors that would never have been opened if not for her generosity and her willingness to support me in any way that she could.”

Bethany Killmon, of Bridgeville, received a Delaware Youth Leadership Scholarship to attend Misericordia University in Dallas, Pennsylvania, where she is studying to become a speech pathologist. “The scholarship provided by the Delaware Community Foundation allows me to worry a little less about how I am going to pay for my degree.”

2012-2013 New Castle County YPB

T

o meet the state's charitable needs in the future, Delaware will need talented, passionate, and skilled leaders. That's why each year, the DCF engages more than 60 high school juniors and seniors—representing public, parochial and independent high schools around the state—in the Youth Philanthropy Board program. Students form boards for each county and receive funds to distribute as charitable grants in their communities. Just like the board of directors of a charitable foundation, the students are responsible for setting a focus area, soliciting and evaluating applications, conducting site visits, and awarding grants. The goal of the YPB is to introduce young people to philanthropy and inspire them to embark on a lifetime of caring about others. Many YPB alumni, like brothers Gardea and Giiehti Christian, go on to serve in the public sector.

“Working with the YPB gave me the experience to understand what philanthropy means, and more importantly, how we, as individuals, can be philanthropists,” said U.S. Navy Ensign Giiehti Christian, a 2008-09 Kent County YPB alumnus. “I learned lessons that I continue to implement in my life today. Work to save historic school continues, despite loss of beloved leader.

n the midst of the work to save the historic Hockessin Colored School #107, the African American Empowerment Fund of Delaware (AAEFD) and the Friends of HCS #107 lost their leader this winter, with the passing of the beloved Judge Leonard L. Williams on March 2, 2013.

Education ruling, which ended “separate-but-equal” education in the United States.

Judge Williams' passing brought a new emotional charge to the Friends and the AAEFD, which have been working in partnership with the Hockessin Community Center to save and restore the historic schoolhouse. “Judge Williams poured his heart into this project because he recognized the importance of the schoolhouse as a symbol of the importance of equality in education,” AAEFD President Tony Allen said. “We are now more driven than ever to honor his memory by ensuring the successful restoration of the school.” HCS#107, a school for black children during the 1930s, played a pivotal role in the Supreme Court's 1954 Brown v. Board of

Metropolitan Wilmington Urban League Honors AAEFD On May 30, 2013, at its annual Lions & Legends Awards Ceremony, the Metropolitan Wilmington Urban League presented the African American Empowerment Fund and the Hockessin Community Center with the James H. Gilliam, Jr. Humanitarian Award, in recognition of their ongoing work to save the historic Hockessin Colored School #107. The MWUL also posthumously honored the late Judge Leonard L. Williams with the James H. Gilliam, Sr. Chairman's Award for his pioneering contributions of courage and leadership in the fight for civil rights.

Fund for Women Honors

Lynn Williams: A Champion for Women, Girls and the Natural World

T

he Fund for Women bestowed the 2012 First Founders' Award on Lynn W. Williams, who has spent more than 50 years as a tireless champion for girls, women, and environmental causes in Delaware. Ms. Williams was the founder and first president of the Delaware Nature Society, whose environmental educational programs have reached more than 1.3 million people since its establishment in the 1960s. She also was instrumental in protecting the 433-acre tract that became the Brandywine Creek State Park in the 1960s and, in recent years, rallied the environmental community to establish the Russell W. Peterson Urban Wildlife Refuge and Environmental Education Center at the Wilmington Riverfront.

A former president of the Girl Scouts of the Chesapeake Bay Council, Ms. Williams recently led the effort to establish Delaware's first platinum-certified “green” building, the Lynn W. Williams Science and Education Center for the Girl Scouts, which opened in Hockessin in 2010. “The lasting impact of Lynn's service to Delaware is truly remarkable,” Fund for Women Chair Laura Day said. “Between her work for the Girl Scouts, the Delaware Nature Society, and innumerable other environmental causes, Lynn has created important science and nature educational opportunities for generations of girls.” Pictured Above: Abigail McGowan of Troop 515 escorts Lynn Williams at the 2013 Women of Distinction Celebration.

The Next Generation of Northern Delaware awarded a record $37,000 in 2012-2013 grants to organizations fighting childhood obesity in Delaware. The Next Generation of Northern Delaware (Next Gen-North) is a philanthropic organization of a young professionals living and working in Delaware. Each year, the group raises money for grants primarily through two fundraising events: the Fall Family Festival on the first Saturday of October, and Chips for Charity on the first Saturday in March. After completing two years focusing on programs combating childhood obesity, Next Gen-North will shift its focus to programs supporting Science, Technology, Engineering, & Mathematics (STEM) in 2013-2014. Next Gen-North accepts grant applications in the fall of each year and awards grants in December. Photo: A grant from Next Gen-North made it possible for children from the Urban Promise school in Wilmington to learn about preparing healthy foods through a Delaware Nature Society program.

Since its inception in 2004, Next Gen-North has raised more than $250,000 to support various charitable causes. This year's grantees are: Delaware Adolescent Program, Inc. – $7,500: DAPI helps pregnant teens receive adequate care and maintain their health, while promoting empowerment and self-sufficiency. Using this grant, DAPI is collaborating with the Nemours Foundation to present a 12-week program to teach women to eat healthy and affordably. Delaware Nature Society – $5,000: Awarded for the second straight year, this grant enables children from the Urban Promise school in Wilmington to participate in the Nature Society's “Healthy Eating, Healthy Living” program. Children learn about the relationship between eating food and burning calories through physical activity to maintain a healthy body, as well as how to prepare healthy, simple meals.

Girls on the Run – $10,000: Another second-year recipient, Girls on the Run's grant provides full scholarships for 75 girls in schools with high percentages of low-income families. Third-, fourth- and fifth-grade girls train for a 5K run/walk and learn about the benefits of physical activity without increased risk of developing unhealthy attitudes about body image and eating. Henrietta Johnson Medical Center – $7,500: This grant funds the Promoting Healthy Alternatives Together (PHAT) program, which focuses on the eating habits of young women, at the Eastside Community Schools. YMCA – $7,000: With the support of this grant, 10 children and their families will participate in “Eat Play Live,” a new program at the Brandywine YMCA that teaches kids the advantages of leading a healthy and holistic lifestyle. The program targets obese children ages 8-12 and involves the whole family.

The Next Generation of Southern Delaware (Next Gen-South) had a stellar inaugural year, involving dozens of young philanthropists in Kent and Sussex counties and raising more than $20,000 to support grants for charitable causes in their communities.

chapter of the Delaware Community Foundation’s giving circle The Next Generation, Next Gen-South is a group of civic-minded 20- and 30-somethings who are learning about philanthropy and nonprofit board service, as well as raising money for charitable causes. The Southern Delaware chapter launched in August 2012 with support from The Next Generation’s northern Delaware leadership team and the DCF’s Georgetown staff. Next Gen-South’s current focus is raising money for grants supporting mental health services for children in Kent and Sussex. This vibrant group held the “Chowdown for Charity” barbecue and a 5K in partnership with Crossfit Dover, and received the proceeds from a dinner held by the fundraising group Chicks for Charity of Southern Delaware. “In our first year, we were able to raise a significant amount of money to give a good portion to worthy causes helping children in our area,” Next Gen-South President Kim Willson said. “We look forward to continuing to grow our board and our financial resources so we can make an even greater difference in our community.” Next Gen-South’s grant applications will be available in June and due July 1 each year, with grants awarded in the fall. In addition to Ms. Willson, Next Gen-South’s 2012-2013 leadership team comprises Jason Adkins as vice president, Christy V. Wright as secretary, and Brian Ellis as treasurer. For 2014, Next Gen-South has elected Mr. Adkins to serve as president, Sarah Wooten as vice president, Beccy Cooper as secretary, and Stephanie Martin as treasurer. “I am so impressed by the work these young people have put in to get Next Gen-South up and running so quickly and so successfully,” DCF President and CEO Fred Sears said. “It’s a pleasure to help get more people involved in charitable giving, and this bunch has a lot of fun doing it.”

Moving From “Visioning”to“Doing”

S

ince its inception fourteen years ago, the Rodel Foundation of Delaware has served as a critical partner in the work to improve Delaware’s public schools. In May, Rodel brought hundreds of community partners together to mark its progress and to renew its commitment by announcing an expanded mission: to help Delaware build one of the finest systems of public education in the world by 2020. There has been considerable work leading up to this renewed mission and global focus. In 2006, Rodel supported a group of

Delaware public- and private-sector leaders in the formation of Vision 2015, a bold and coherent plan to make Delaware public schools world-class. Over the years, Rodel has coordinated Delaware education stakeholder visits to learn from the highestperforming schools in the world, including schools in Finland, Shanghai, Canada, and Singapore. More than three quarters of what Rodel envisioned in the Vision 2015 plan has been achieved—we are moving from “visioning” to “doing.” Pictured Above: Children in the early learning program at the Latin American Community Center.

There is still much work ahead; however, Rodel is proud to highlight this year’s progress on two key organizational priorities: Great teachers and leaders No education system can outperform the quality of its educators. Therefore, Rodel has focused on creating and retaining more great teachers and leaders in Delaware’s schools. Rodel has supported legislation that will dramatically improve our state’s teacher training programs by increasing the rigor of entry and exit, as well as improving the student-teacher mentoring experience. Additionally, Rodel supported alternative teacher and leader pipelines such as Teach For America and the Delaware Leadership Project, preparing a diverse group of educators, ready to inspire.

Innovation Our schools need to prepare Delaware’s children for college and career opportunities, meeting the needs of each and every student. To that end, Rodel supports policies and long-term strategies that facilitate the adoption of personalized learning, statewide. This year Rodel launched the Rodel Teacher Council, a highly talented group of Delaware teachers who will weigh in on the important issues that affect the work of educators and help set a course for personalized learning in this state. Additionally this year, Rodel's iEducate Delaware initiative recognized five education champions who are inspiring youngsters to succeed through innovative, enriching programs.

The Rodel Foundation’s ambitious yet achievable commitment to education is clear. The path ahead won’t be easy. Yet, by working together, in partnership with the public and private sectors, Delaware’s schools will be world class by 2020.

Legacy Giving:

Even More Than A Lifetime of Caring Bob Hickman isn’t an oil tycoon, a Silicon Valley mogul, a lottery winner, or the heir to a family fortune. He’s simply a man who loves his native Wilmington and wants to give back.

T

o do that, Mr. Hickman has created a legacy endowment fund at the Delaware Community Foundation, joining a special group of individuals who have made plans to leave a future gift to a charitable fund at the DCF. We honor them as members of our Legacy Society. While he calls it “a modest effort,” Mr. Hickman’s gift will have a lasting impact on the community, generating charitable funds every year, forever, to benefit the organizations he cares about most: the Grand Opera House, the Rotary Club of Wilmington Educational Foundation, and the Delaware Nature Society.

Peace Drums Project The Peace Drums Project began when Delaware religious leaders met to brainstorm ways to promote peace in the Middle East. They soon partnered with University of Delaware Professor Harvey Price on a project to foster friendships among Jewish, Muslim and Christian children, using the shared language of a musical style that was native to none of them. Learning together, the children would develop mutual respect and collaboration that will influence them for the rest of their lives. Through a fund at the Delaware Community Foundation, the Peace Drums Project is raising money to send steel drum sets to Israel, where Professor Price is in the processing of creating an interfaith band of 20 children.

Investment Results

Central bank activity wielded significant influence on capital markets’ returns throughout the fiscal year. Policy rates continued to be held at historically low levels, while additional, unprecedented monetary policy initiatives were enacted in an effort to foster lending, stimulate growth, and ward off deflationary risks. The Central Bank liquidity-enhancing initiatives fueled investor optimism around the globe. In addition, measures taken by the European Central Bank (ECB) lowered the perceived risk of a tail event emanating from the European banking and sovereign debt crisis. These factors created a strong backdrop for most equity and credit investments, despite continued slow growth in many developed market countries.

In September, the Federal Open Market Committee (FOMC)—citing concerns regarding low levels of economic growth and the lack of significant labor market improvements— announced additional open-ended stimulus that would continue until it felt conditions no longer warranted such a program. The program included increasing monthly residential mortgage-backed securities purchases by $40 billion per month. Combined with previously announced purchase programs, the Fed estimated it would buy $85 billion in long-term securities per month. The FOMC also extended its pledge to keep rates near zero from 2014 until mid-2015, fostering additional support for higher-yielding fixed income securities.

Entering the fiscal year, ongoing uncertainty as to whether Italy or Spain would join Greece, Ireland, and Portugal as nations seeking bailouts kept markets on edge and European periphery yields elevated. However, markets received a positive surprise in the ECB’s support of the euro through a new unlimited bond-buying program, in which the ECB pledged to purchase the sovereign debt of “at-risk” nations in the secondary market.

Toward the end of the fiscal year, the market began to price in the tapering of the FOMC bond-buying program and potentially reduced liquidity in the system. This led to rising sovereign yields around the world in the spring. From May 22 through June 30, the 10-year U.S. Treasury yield rose 45 bps to end the fiscal year at 2.49 percent, up from 1.65 percent to start the fiscal year. The uncertainty regarding the path of accommodative monetary policy fueled volatility and underperformance in most risk assets as the fiscal year came to a close. However, in aggregate, developed markets equities, natural resources stocks, and REITs still posted strong gains for the entire period. The DCF Investment Portfolio outperformed our Policy Index by which we evaluate our performance for both the fiscal year and calendar year to date, 8.7 percent vs. 7.1 percent and 1.6 percent vs. 0.4 percent respectively.

A farmer and the longest-serving senator in Delaware history, Sen. Thurman Adams, along with his wife Hilda, established the Thurman & Hilda Adams Charitable Fund in 2002, launching an enduring practice of giving to local charitable organizations ranging from volunteer fire companies to the Bridgeville Public Library. When Sen. Adams passed away in 2009, his daughters Lynn M.A. Kokjohn and Polly Adams Mervine (pictured above) created a scholarship fund to add to their parents' legacy. Many Sussex Countians will remember Sen. and Mrs. Adams for all they gave during their lives. And now, through these two funds, their giving will never end.

National Urban Fellow:

Andradia Scovil The Delaware Community Foundation, in partnership with the Community Education Building, is proud to be hosting Andradia Scovil, our 2013-2014 National Urban Fellow.

T

he National Urban Fellow program is one of the nation’s oldest public service fellowships for people of color and women (www.nuf.org). As a fellow, Ms. Scovil is pursuing a master’s of public administration from Baruch College in New York City and serving a nine-month mentorship, shared between the Delaware Community Foundation and the Community Education Building. During her mentorship with the DCF, Ms. Scovil’s primary focus is working with the Friends of Hockessin Colored School #107, a DCF fundholder. Ms. Scovil’s assignment is to significantly advance the Friends’ work to restore the Hockessin Colored School #107 and help develop a plan for its self-sustainability. At the CEB, Ms. Scovil is developing the business model for food service operations and leading the build out of the facility’s IT system. A Cleveland native, Ms. Scovil has a bachelor’s degree in accounting from Ohio University and a strong background in project management, including experience with business and social entrepreneurship, financial analysis, marketing, and fund development.

Two Delawareans have participated in the National Urban Fellows program in past years: Dr. Tony Allen – who is now chairman of NUF’s Board of Directors – worked at the William Penn Foundation in Philadelphia in 1997, and Antoine Oakley worked for the City of Chicago in 2010. The Delaware Community Foundation is participating in the National Urban Fellows program thanks to the generous support of the Gilliam Foundation, Delmarva Power and DuPont. “It’s important to the Gilliam Foundation to help expand and diversify the pool of individuals who are committed to public service,” said Dr. Patrice Gilliam-Johnson, president of the Gilliam Foundation. “The National Urban Fellows program is making that happen by inspiring and equipping minorities and women to serve as leaders and change agents for nonprofit organizations in Delaware and nationwide.”

DCF’s New Kent County Office The Delaware Community Foundation is increasing its presence and outreach in Kent County with a new office and staff in Dover, opening in Fiscal Year 2014. The DCF is opening the new office on Loockerman Street in partnership with the CenDel Foundation (www.cendelfoundation.org), a DCF fund that focuses on developing lasting charitable funds to benefit Central Delaware. With the addition of the Dover location, the DCF will have offices in each Delaware county. To staff the new office, the Delaware Community Foundation welcomes Donna Stone as the new senior vice president for central Delaware. The CenDel Foundation also will provide a part-time administrative assistant.

Even before establishing the new office, the DCF has had an active role in Kent County, receiving guidance from the Kent County Advisory Committee, engaging high school students in philanthropy through the Kent County Youth Philanthropy Board, and working closely with dozens of generous fundholders and important nonprofit organizations throughout the county. “The new office will enable us to develop a more thorough understanding of the needs that exist in Kent County,” DCF President and CEO Fred Sears said. “The better we understand those needs, the better we will be at identifying resources to meet those needs.”
