Connecting people who care The Delaware Community Foundation manages charitable funds for individuals, families, businesses and organizations, and distributes income from the funds as grants to humanitarian, educational, health and cultural entities throughout the First State and around the world.

With more than 1,200 funds, $255 million in assets and annual grants of about $13 million, the Foundation provides a lasting source of charitable funding to benefit Delawareans today and for generations to come. Since 1986, the Foundation has been connecting people who care with the causes they care about, helping to make Delaware a better place to live and work.

This year, the Delaware Community Foundation has taken the first steps on a journey of growth and transformation. Since 1986, the DCF has focused on the critical work of helping individuals and organizations create charitable accounts and distribute grants to nonprofits. But with $255 million in assets, an army of allies, and deep roots throughout Delaware, we believe the DCF can do much more to address our community's evolving needs. For the past year, we have been listening to friends and fundholders, public- and private-sector leaders, and many others who care about Delaware. The results are clear: We have many impressive organizations working for the good of the community, but the state will benefit from greater harmonization of these efforts. Our Board of Directors has resolved that the DCF can and must do more. Our vision is to become a hub of community knowledge—serving as a resource for information, insight and expertise—as well as a convener and builder of partnerships. As we pursue this vision, part of our strategy is to provide greater service to both existing and prospective fundholders. By strengthening our knowledge of the specific needs of communities around the state, we believe we can help our donors identify opportunities to make an even greater difference in advancing causes they care about. As this pivotal year unfolds, we will be able to provide greater details about our expanding focus and mission. Delawareans Statewide Benefit From

$350,000 In DCF Capital Grants

T

From homeless shelters and health care facilities to tutoring programs and historic preservation projects, the Delaware Community Foundation's 2014 Capital and Equipment Grants are strategically targeted to have the greatest impact on issues that matter in the First State.

he DCF's Capital and Equipment Grants support nonprofits' construction, renovations, repairs and land purchases that have a lasting, positive impact on the organizations' constituents. Equipment grants enable nonprofits to purchase equipment to help them provide their services. Money for these grants comes from the DCF's own $12 million endowment, whose 50 subfunds (see below) enable the DCF to address some of Delaware's most urgent needs. From this fund, the DCF awards approximately $600,000 each year. This year, approximately $200,000 went to ongoing initiatives supporting financial literacy and child sex abuse prevention. Capital and equipment grants totaling $350,000 went to 34 organizations statewide. One of those organizations is the Ezion Fair Community Development Corporation. With the help of a $10,000 grant, Ezion Fair is completing construction on a new Wholelife

Center in the Southbridge neighborhood of Wilmington. The center will provide educational programs and serve as an emergency shelter and community gathering place. “Unfortunately, in Southbridge and many other areas of New Castle County, homelessness, drug addiction, poverty and lack of education are plaguing communities,” Executive Director Dr. Christopher Curry said. “This DCF grant will help us create a safe haven for thousands of Wilmington residents, particularly the young and the elderly.” In Sussex County, a $5,000 grant will help CAMP Rehoboth make essential renovations to the community center and public courtyard. With these renovations, the organization can continue to provide a physical location where many nonprofits collaborate to deliver a variety of services to Rehoboth residents, from HIV prevention services to enriching art and photography exhibits.

“There are so many diverse community groups that make Rehoboth a vibrant and culturally rich area,” CAMP Rehoboth Executive Director Steve Elkin said. “By repairing our building, we can continue to offer them a safe and inclusive space.” Also among this year's recipients is the United Cerebral Palsy of Delaware's (UCP) Camp Lenape in Felton. The camp, which serves children with a spectrum of disabilities in Kent and Sussex counties, received a $17,000 capital grant to help fund a new pool changing house, complete with changing tables and showers. “Our old pool house does not have running water, so campers and staff have to trek from the pool to the main building to change and shower, which poses a number of safety concerns and limits the number of campers we can serve,” UCP Executive Director Bill McCool said. “This grant is helping us create a safer environment for our staff and campers and will allow us to rent the pool to outside organizations to bring in extra funding.” Pictured Top Left: Rodney Street Tennis and Tutoring Association received an equipment grant to help buy laptops to support its work with at-risk students in Wilmington. Youth Philanthropy Boards:

Developing Young People Who Care 2013-2014 YPB Grants

A

t the DCF we work with donors to build lasting charitable resources and maximize community impact through strategic giving. Among our most important resources are young Delawareans who will become the next generation of philanthropists and nonprofit leaders.

That's why each year, the DCF engages more than 60 high school students— one from almost every public, parochial and independent high school in the state— in the Youth Philanthropy Board. Students form a board for each county and receive funds to distribute as charitable grants in their communities. Just like the board of directors of a foundation, the students are responsible for setting a focus area, soliciting and evaluating applications, and conducting site visits. Then comes the hard work of deciding how to award those finite charitable dollars to have the greatest impact.

Fund for Women Honors

Maria Taylor: F

Devoted Philanthropist and Leader in Education

or Maria Taylor, recipient of the Fund for Women's 2013 First Founders Award, giving every child the opportunity to pursue a quality education has been a lifelong pursuit. During the fight for civil rights in the 1960s and early 1970s, Maria acted as a champion for educational equality and advocated for busing as a means of equalizing opportunity.

Her drive to expand access to education, especially in downtown Wilmington, led to her longtime partnership with the YWCA. For many years, Maria's family participated in the Adopt-a-Family program at Christmas and led fundraising efforts. Maria also served on the organization's board as treasurer and executive committee member.

When Wilmington teachers went on strike following desegregation, Maria helped to organize a “strike school” for students, complete with math, reading and field trips, to ensure that no student fell behind.

As a longtime Fund for Women Founder, Maria has been instrumental in the growth and success of the Fund. She recruited many new Founders, served as the chair of the grants committee twice, and created and implemented the electronic grant application.

Maria's passion for education and equal opportunity extended to her professional career as director of financial aid at Goldey-Beacom College. Maria helped make college a reality for hundreds of students with financial need and developed counseling services to help Vietnam War veterans overcome their unique challenges.

“For the last 35 years, Maria Taylor has devoted her life to bettering the lives of others through community activism and philanthropy,” 2012-14 Fund for Women Chair Laura Day said. “She continues this work through her leadership and commitment to the Fund for Women. Our ability to help women and girls in Delaware is dependent on leaders like Maria.”

Supporting Women and Girls The Fund for Women marked its 21st year of connecting people who care in support of programs and organizations that foster and develop the potential of women and girls in Delaware. In 1993, 16 visionary First Founders established the Fund for Women, vowing to recruit 1,000 Founders to give $1,000 each to create a $1 million endowment at the DCF.

$1 million dollars. With more than $440,000 already in hand, the campaign is on track to beat its goal of raising the Next Million by 2018.

Since then, more than 1,300 women and men have become Founders. This year, the endowment exceeded $3.2 million dollars.

By increasing the endowment, the Founders plan to increase annual grant making to support even more women and girls in Delaware and further their central belief that “all women and girls have intrinsic value.”

Next Gen Is

T

he Next Generation of Northern Delaware at the Delaware Community Foundation is celebrating its 10th anniversary this year. And how do these young philanthropists celebrate? By giving more money to causes they care about. Founded in 2004, Next Gen's mission is to develop young professionals into effective nonprofit board leaders. Initially a statewide organization, The Next Generation expanded in 2012 into two chapters—Next Gen North and Next Gen South. Through its fundraising activities, Next Gen North has awarded more than $280,000 to support organizations addressing community needs including infant mortality and childhood obesity. This year, Next Gen North awarded nearly $25,000 to science, technology, engineering and mathematics (STEM) programs.

“For the past 10 years, Next Gen North has developed the philanthropic leaders of tomorrow,” said Next Gen North President Dave Arthur. “We are thrilled to continue to support deserving community organizations that are making a lasting impact in Northern Delaware.”


Next Gen North 2014 Grant Recipients

Latin American Community Center Youth STEM Program – $10,000 The only bilingual/bicultural youth STEM program in New Castle County, the LACC program includes basic computer literacy, personal computer maintenance and repair, Lego Mindstorms, Mad Science, technology and filmmaking, and a partnership with FAME (Forum to Advance Minorities in Engineering). First State Robotics, Inc. – $6,500 First State Robotics fosters a love of science and technology by engaging students in the engineering design process and in robotics competitions. With the grant from Next Gen North, First State Robotics will buy a printer to make spare parts for its high school robotics teams and an iMac so the students can create a documentary. Serviam Girls Academy – $6,050 Serviam Girls Academy is a tuition-free independent middle school serving at-risk, low-income girls. The school's STEM program includes the YWCA's TechGyrls, an afterschool technology and engineering program; a week-long summer program at Delaware Technical & Community College; and Toshiba's Exploravision Science Fair projects. Delaware Adolescent Program, Inc. – $2,000 DAPI provides a standards-based education for pregnant and parenting teens with unique outreach, mentoring, and supportive services promoting empowerment and self-sufficiency. DAPI will use the Next Gen North grant to start the Robotics as Motivation to Study Science and Math program in New Castle County. Next Gen South Awards First Grants Only a year after inception, The Next Generation of Southern Delaware (Next Gen South) awarded $12,500 in grants to three nonprofit organizations providing programs to benefit children's mental health in Kent and Sussex County.

“Next Gen South looks forward to seeing the positive impact on these organizations and ultimately on children suffering from a variety of issues related to their mental health,” she said. Next Gen South is hard at work—and play!—raising money for its next group of grants, which will be awarded in the fall of 2014. Delaware Guidance Services – $5,000 to help support therapy sessions for at-risk children in Sussex County.

Through creative fundraisers including a barbecue and a Zumbathon, Next Gen South raised more than $20,000 in its first year of operation and awarded its inaugural grants to three deserving organizations in Southern Delaware.

Girl Scouts of the Chesapeake Bay – $2,500 to help provide the bully prevention “Be a Friend First” (BFF) program to high-risk girls in Kent County.

“Each of the three grant recipients offers programs that make a significant impact on the lives of children in Kent and Sussex counties,” said Beccy Cooper, who chaired the grants committee.

La Esperanza – $5,000 to help support its Victims Services Program, which provides counseling for Latino children who are victims of domestic violence and/or sexual abuse in Sussex County.

The Rodel Foundation Preparing Delaware Students for

Long-Term Success

he Rodel Foundation of Delaware's mission of helping Delaware build one of the finest systems of public education in the world by 2020 might sound like a tall order, but for Rodel President & CEO Paul Herdman, Ed.D., and his team, it's a worthy challenge. “We believe Delaware is in a unique position nationally to provide a world-class education to all of our students,” Mr. Herdman said.

Delaware is making progress. The high school dropout rate is at a 30-year low. The number of low-income children attending a high-quality early learning program has increased by 50 percent since 2012. And this year, all 1,800 high school college ready seniors applied to at least one college, where in recent years as many as 20 percent did not.

The Rodel Foundation is continuing to support and build on the work already underway in Delaware and is focusing on three areas:

Promoting policy changes that have a significant impact on student achievement. Successful policy changes this year helped strengthen new teacher preparation; supported early learning providers to reach higher standards of quality; and created more accountability and support for charter schools. Additionally, the Rodel Teacher Council, a group of 16 Delaware teachers, is engaging their peers, policymakers, and school leaders—both here and nationally—to create a policy “blueprint” on personalized learning to inform the next generation of teaching and learning.

Investing in innovative ideas that can potentially impact the entire public education system. Rodel is building lasting change from the ground up through catalytic investments in dozens of educators and schools that are integrating technology and rethinking how we teach, lead and learn in the 21st century. As these ideas gain traction and go to scale, the Rodel Foundation's hope is that they not only inform policy in Delaware, but also serve as examples nationally.

Building and maintaining partnerships with public and private leaders. To ensure we continue to learn from the best around the world, Rodel created an International Advisory Group, composed of educational experts from six countries. Rodel is also a member of the Vision Coalition, which has led the Vision 2015 efforts and is currently working to engage 2,025 Delawareans in developing a new plan for the next decade—A Vision for Education in Delaware in 2025 (ED25)—which will be released in early 2015.

Beyond its work in Delaware, Rodel strategically invests in national partners who are working to catalyze change on a broad scale and whose work aligns with Rodel's mission. These investments demonstrate Rodel's commitment to seeding the good work being done here in other public school systems around the country. “We feel a huge sense of urgency in this work because the bar has risen,” Mr. Herdman said. “America's not slipping; the rest of the world is just moving faster.”

“However, Delawareans are up for the challenge, and we're confident that we will reach our goals because of our collective will to provide every student with the opportunity to succeed,” he said. “We hope that our work here can inform a national conversation.”

Our Investment Philosophy

Our goal is to maximize preservation and growth of capital over time, while minimizing risk and volatility. Investment Committee

The DCF Investment Committee oversees the investment and management of the Foundation's assets with a long-term investment horizon to maximize resources available for the good of the community. These assets, currently at $255 million, are invested in a highly diversified portfolio of global equities, fixed income, flexible capital and real asset investment strategies. DCF Investment Committee members are local finance and investment experts who volunteer their time to direct the DCF's asset allocation strategy to achieve a balance of return and risk. The committee receives advice from Prime Buchholz & Associates, Inc., an investment advisory firm specializing in not-for-profit endowments.

Boots On The Ground In Kent County

he DCF opened the new office in partnership with the CenDel Foundation, a DCF fund that focuses on developing lasting charitable funds to benefit Central Delaware.
