PART I HISTORY OF SUTTLE LAKE RESORT BACKGROUND Suttle Lake is a popular, full time resort area in Central Oregon since the European settlers moved into the area in the id 8 ’s. It has had a olorful history from the time the first owner applied for a permit in 1923 to build a recreational resort complex. There have been several changes of ownership of such a resort since then. There still remains a strong influence in this area by Native American Indian Tribes since this area was the homeland to their ancestors. Since 1923, there were a series of forest fires and resort reconstruction efforts . Suttle Lake Resort “LR is nestled in a beautiful and splendid forest backdrop th at continues to attract many guests and visitors each year. It offers recreational opportunities for Central Oregon and even as far as Eugene and Salem, Oregon. It is located 15 miles north of Sisters, Oregon with dir ect access to US Highway 20. It is situated on the northeast bank of Suttle Lake. The property is 19.5 acres of which 3.0 acres were developed. The rest remains as open spaces. The land parcel is irregular in size and the us age is limited in activity and development. A portion of the property is set aside for public usage and parking. In 1999, the US Forest Service issued a preferred development permit PDP to the then owner of Suttle Lake Resort for best use for the development of Suttle Lake Resort and the Marina an expanded lodge of approximately 10,000 SF as well as 12 separate cabins and a restaurant. Modification and design changes would follow. That pl an was superseded in 2003 by a Site Master Development Plan Pla su itted y the urre t o er of “LR, Ronda of Suttle Lake Resort &Marina LLC. The U.S. Forest Ser vice approved that Plan in April 2003 (henceforth the De elop e t Pla . The leasehold i pro e e t per it f ro the U“ Forest “er i e is for years; it is set to expire December 31, 2022 with renewable options. Under the Development Plan, SLR was significantly expanded during the period (2003 to 2005). During that time, a new Mountain Lodge and six (6) cabins were newly built an d added to the existing restaurant building, three (3) historic cabins and six (6) rustic cabins. This brough t the total lodging capacity to 26 units (I Lodge and 15 cabi ns) within the Resort complex of one Lodge (11 suites), six (6) rustic cabins, six (6) waterfront cabins, one (1 ) Guard Station cabin, one (1) Falls cabin and one (1) Pointe Cabin. Site improvements included asphalt paved access road, a small marina, concrete walks/decks and fire pits as well as public parking areas and common restrooms. The Resort industry and competition in general in the C entral Oregon area are still suffering; steady revenues and profits due to the recessionary situation of the econom y. Tourism is generally also down. There are only a few resorts that can compete somewhat and to a lesser extent with SLR for recreational opportunities viz. Lake Creek Lodge in Camp Sherman which is within 10 miles from SL R and Black Butte Ranch that is 8 miles from SLR. which has a larger area footprint with approximately 1000 private homes, two golf courses but has no lake feature. A close lake side resort competitor to some degree is Cultus Lake Resort. It features 23 cabins, several of which are located on the lake, and the remaining just footsteps aw ay. The cabins are nestled in a wooded area adjacent to the lake. The amenities are simple and unpretentious.. Cultus Lake Resort is not opened the full year as is SL R.

Suttle Lake in front to the Mountain Lodge Suttle Lake is a natural lake near the crest of the Cascade Range in Central Oregon. The Lake covers 253 acres. In the 1920's, European settlers established the Lake as a favorite spot for outdoor activities such as boating, fish ing and family picnics. Suttle Lake was one of only two lake systems in Oregon that supported historic runs of soc keye salmon. Because of the lake's beautiful forest backdrop, many generations of Oregonians have enjoyed Suttle Lake's splendor, and continue to do so today. It is als o a place where the Native American tribes indigenous to this area remain reverent to the land of their ancestors and of its Spirit that is seen in the animals and wondrous natural beauty.

SLR is also a very special place for weddings Built in the summer of 2005 in the style of National Pa rk Service lodges, the two story Mountain Lodge is quite impressive with its log-framed construction, large stone fireplace and Native American ambiance. The current lodge is the fourth to be built on the site. The first was built in the early 1920s, the second in 1931 and the third in 1941. All were destroyed by fire, the last one in 1974 just a week before the newly remodeled lodge was to reopen. SLR installed a word carving on the front door of the Mountain lodge that to capture the Native American spirit and nature of the property. It is stunning!

New cabins were added (6) during the 2003-2005 construction period as shown below to bring the total lodging count capacity to 56 bed nights. It still remains the inte ntion of SLR to provide the most complete lodging package within a rustic and elegant mountain surrounding environ ment in the Northwest Unoit3d States and certainly Oregon. NATIVE AMERICAN INFLUENCE ON SUTTLE LAKE RESORT When SLR first had its opening ceremony in October 2003, the land and the Resort complex were blessed by represent-atives from the Confederated Tribes of Warm Springs. The land at Suttle Lake historically was used by the Native Indians to camp, fish and hunt and continues to have archeological significance today. This land was saved from the devastating fires nearby in 2003. A Salmon Bake and Indian dances were part of that opening ceremony focus. The Confederated Tribes of Warms Springs is a federally recognized confederation of Native American Tribes who live and govern the Warm Springs Reservation in Warm Springs, Oregon about 40 miles from Suttle Lake Resort. Today, almost nine (9) years later in September 2012, that same blessing, Salmon Bake and traditional Indian dances returned to SLR officiated by the same seni or representative of the Confederated Tribes of Warm Springs, Wilson We Wa (Northern Paiute Indian) as seen below addressing the guests at the recent Salmon Bake at SLR. He specifically gave thanks to SLR for the opportunity to promote the long established Native American culture established in the Central Oregon region and e xpressed his willingness to return annually to SLR as part of this fostering event. It was a further vestige of commemorating their spirit and land at Suttle Lake. As before in 2003, there were several traditional Indian dances that were performed by members of the Confederated Tribes of Warm Springs. The Welcome dance seen below is depicted below. difficult historical experiences, "says W. Richard West, Jr., Director of the Smithsonian Institution's National Museu of the A eri a I dia . Dance reflects the vast capacity of native peoples to endure culturally and to continue as a vital contemporary cultur al phenomenon." SLR and the Confederated Tribes of Warm Springs in 201 2 agreed that the Salmon Bake and dance ceremony would become an annual event at SLR to perpetuate the Native American culture and involvement. It is with honor and privilege that SLR acce pts this responsibility and takes the partnership with the Confederated Tribes of Warm Springs in this r egard very seriously. Part of this partnership requires that SLR remains strong financially and in good operating condition.

Sisters Profile Nestled at the foot of the Cascades, Sisters is a town right o ut of the Old West, complete with 1880's turn-of-the-century storefronts and authentic annual downand-dirty rodeos. Perhaps one of the most picturesque bac kdrops in the Pacific Northwest, it is not hard to see why the town has become a destination for visitors, retirees and new businesses. Population The political borders that form the incorporated city of Sisters currently contain just over 1,800 residents; however, within a five mile radius, an additional 10,000 residents live in the outlying neighborhoods, acreages, and resorts . From 1985 to 2005, the town added less than 300 residents, the result of a lack of municipal sewer system. Since then, charming and innovative residential communities have be en created within the city limits, more than doubling the to ’s populatio . Development Sisters offers a variety of development opportunities inc luding manufacturing, office and light industrial uses. Two business/industri al parks and numerous commercial centers offer new and existing businesses a place to call home. Sisters has several employers that offer excellent job opportunities. Metabolic Maintenance Products, relocated from southern California, is a local manufacturer of vitamin supplements, including prescription amino aci d dietary supplements for ph si ia s a oss the ou t . The O’Keeffe’s Co pa , a lo all g o manufacturing company, is expanding its employment as sales for its specialty hand and foot care creams catch on nationally. Bird Gard LLC, designs, manufactures and markets a complete line of programmable bird control products. Fluid Images, Inc., inventors of the Strada Camera Crane used in many feature film and sports productions, is also a top-notch film an d video production company. With its outstanding desirabi lity as a place to live and work, Sisters expects to attract additional employers in the light manufacturing and technology sectors.

Towering Ponderosa Pines, grassy valleys, and the closeness of Cascade Mountain peaks makes it an aesthetically surreal location. But more importantly, Sisters has a strong sense of community, friendliness, and true small town charm. The district takes a holistic approach, starting with Kindergarten, and incorporates character education into curriculum. Residents of the community are also actively involved in education. History The original settlement of the Sisters area actually began 4. 5 miles north of the current town site, at Camp Polk in 1865. Polk was a military installment built for the protection of s ettlers, but with few Indian attacks, the base was closed a year after opening. In 1875 a post office was established at the Hindman Homestead, which was later moved to the John Smith General Store in 1888. Soon thereafter nearby residents were asked to p o ide suggestio s to a e the e post offi e, a d Th ee “iste s e ei ed the nod, minus the three. (It is interesting to note that at th is time the Three Sisters each had names – Faith, Hope, and Charity.) I hat is o side ed the to ’s offi ial establishment, Alex and Robert Smith platted the town in 19 01. By this time the community had grown into a service center for travelers over the Cascades as well as for the growing wood products and agricultural industrie s. In 1923 half the town was destroyed by fire, only to see the remaining half burned to the ground the following y ear. Expected by many to become a ghost town, residents instead stayed and rebuilt, and the town was officially incorporated in 1946.
