COLONEL (CA) MICHAEL L. HERMAN CALIFORNIA STATE MILITARY RESERVE
COL Michael Herman was appointed Deputy Commander, Army, of the California State Military Reserve in October 2013. He previously served as the Vice Chief of Staff for the California Military Department since January 2011, and as the Director of Facilities and Engineering for the California National Guard from 2007 to 2010. He commanded the Engineer Brigade, 40th Infantry Division (Mech) from February 2004 until its deactivation in September 2007. COL Herman joined the California Army National Guard in 1990. His early Guard service was with the 579th Engineer Battalion, where he has served as a staff officer, S-3, Executive Officer, and Battalion Commander. From May 2006 through May 2007 he mobilized along with HHD Engineer Brigade, 40th ID, and served as the Deputy Division Commander of the Gulf Region Division, US Army Corps of Engineers, Multi-National Force Iraq, in Baghdad, Iraq during Operation Iraqi Freedom. COL Herman was commissioned a Second Lieutenant in the Regular Army following graduation from West Point in 1979. After completion of Airborne and Ranger training, he was assigned to US Army Europe. His six years in Germany included tours with the 82d Engineer Battalion, where he commanded a company, and with the Army Corps of Engineers. He then transferred to the Presidio of San Francisco, where he served as Chief of the Engineer Team in the Readiness Group. His final active assignment was as Deputy Post Engineer for the Presidio. COL Herman is a registered Civil Engineer in California. For over ten years he worked as a designer, project manager, and construction manager for
CSW/Stuber-Stroeh Engineering Group in Novato, California. Prior to returning to full-time service with the Guard, he worked for two years as a project and construction manager and quarry engineer with Lunny Grading and Paving in Nicasio, California. From 2002 to 2007 he served as the Chief of Planning, Programming and Construction in the Facilities Directorate of the California National Guard. COL Herman has been honored as a Distinguished Graduate of the Engineer Officer Advanced Course, Combined Arms and Services Staff School, and Command and General Staff College. His awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Humanitarian Service Medal, Iraqi Campaign Medal, Global War on Terrorism Service Medal, and the California Legion of Merit. He wears both the Parachutist Badge and the Ranger Tab. He has been awarded the silver deFluery medal by the Army Engineer Association, and is a Fellow of the Society of American Military Engineers. In addition to his Bachelor’s Degree from the United States Military Academy, he holds a Master of Science in Project and Construction Management from Golden Gate University. COL Herman is President of the Sacramento Post of the Society of American Military Engineers. He is a long-time member of the Association of the US Army, the Army Engineer Association, the National Guard Association of the United States, the National Guard Association of California, and Rotary International. A native of South Dakota, he resides with his wife Deanna and two children in El Dorado Hills, California.

THE SERGEANTS MAJOR ASSOCIATION OF CALIFORNIA The Sergeants Major Association of California was officially organized on October 19, 1968 by the Sergeants Major of the California Army National Guard. Although the organization primarily consists of Senior Noncommissioned Officers of the California Army and Air National Guard, membership is open to all Senior Noncommissioned Officers of the reserve and active components of the United States Military. (Enlisted ranks of E-7 through E-9) The Executive Board Members of the Association are elected to their posts by the membership. The Association is divided into three chapters representing the Northern, Central and Southern regions of the State. Each Chapter elects its own officers, holds meetings and participates in local projects. The Association holds two regular meetings each year. The first is the mid-year conference in the spring at Camp San Luis Obispo, home of the California National Guard. The second is the annual conference that is held on the Columbus Day weekend in one of the chapter areas. The Sergeants Major Association was formed and dedicated to improving the status and image of the National Guard and promoting the well being, welfare and qualifications of the enlisted members of the National Guard. It also provides a forum for Senior Noncommissioned Officers to meet and share ideas and experiences to improve and maintain the professionalism of the Noncommissioned Officer Corps. Because of its importance to the professional development of the soldiers of the California National Guard, continuous support of the NCO Schools has always been a primary concern of the Association. Since its organization, the Association was instrumental in the establishment of the NCO and Enlisted Clubs at Camp San Luis Obispo, Camp Roberts and Fort Irwin for use by the enlisted personnel of the California National Guard. A recreational vehicle park was constructed at Camp San Luis Obispo, by the Association members, for use by all soldiers and airmen of the California National Guard. Other noteworthy areas of support by the Association include funding of college scholarships for enlisted personnel of the California National Guard, donations to the California Vietnam War Memorial that has been built on the Capitol grounds in Sacramento, financial support of the State Chaplain’s Fund for Guard personnel in need as well as Operation Cornerstone to support the California Military Museum. In recognition of outstanding merit, the Association presents, annually, a U.S. Savings Bond to the State Army National Guard Noncommissioned Officer of the Year and the State Air National Guard Noncommissioned Officer of the Year. A framed Certificate of Achievement is awarded to the State Soldier and Airman of the Year. The Association’s Auxiliary, comprised of the members’ spouses or individuals sponsored by a member of the SMA. It provides philanthropic support to the California Veterans Home inYountville and Barstow as well as funding for scholarships for California National Guard enlisted members and the State Chaplain’s Fund for Guard personnel in need.

PROTOCOL & TOASTS Protocol is a system of rules that explain and describe the correct conduct and procedures to be followed in formal situations. For our purposes protocol is a comfortable blend of etiquette and good manners along with military traditions and courtesies. One of the traditions we will follow tonight is the tradition of offering formal toasts at the beginning of our evening.
