In the summer, I cherish soaking up the sunshine while enjoying fresh fruits, vegetables, and handmade goods at our Farmers Market—it’s truly a highlight of my week!

Northeast Region Community Awareness Emergency Response (NRCAER) is a mutual aid emergency response associa�on of industrial and municipal response professionals in a 700 km2 boundary that includes the Alberta Industrial Heartland area. Members meet regularly to train, review plans and share best prac�ces for emergency response and mi�ga�on, should a large-scale emergency or incident occur.
Within the NRCAER membership of 31 industries and 8 municipali�es there are:
• Nearly 700 firefighters, 325 with specialized training in HazMat, rope rescue, confined space, collapsed space, water rescue, ice rescue and traffic control
• Over 300 unique response units and equipment
• SAFER System release modeling
• 20 cer�fied drone operators
Since 2003, our members have kept the community informed via the UPDATEline, a 24-hour recorded information line with messages about non-routine activities residents may notice.
Located at key locations entering our region are 7 digital message signs and 3 static flashing signs to notify motorists of any emergency impacting local roadways. Signs are equipped with cameras that can be viewed on the 511 Alberta network.

Shelter in Place is a safety action that protects people from a hazard outside their shelter or building. It is used in extreme weather, active shooter scenarios and hazardous material or chemical releases.
The Fort Saskatchewan & District Chamber of Commerce has a rich and vibrant history that mirrors the evolution of the community it serves. For 120 years, the Chamber has been the voice of business in the region, fostering economic growth and supporting local businesses.
The Fort Saskatchewan & District Chamber of Commerce, as it is known today, got its origins from the Fort Saskatchewan Board of Trade. This Board of Trade was established on the evening of January 25, 1904, when 17 concerned businessmen got together to form a group that would guide the economic development of the community for decades to come. At that time, just six years after Fort Saskatchewan was established as a town, the community was a small but growing settlement with deep roots as a
North-West Mounted Police fort, established in 1875. The formation of the Chamber reflected the ambitions of local entrepreneurs and business leaders who wanted to create a collaborative platform to address shared concerns, promote commerce, and advocate for infrastructure and services needed for growth of the community.
In the early years, the Board of Trade played an important and influential role in the development of the village and concerned itself with all phases of the community, including governance. Despite its hopes that the population would grow with the arrival of the railroad in 1905, the population of Fort Saskatchewan would remain mostly unchanged until the arrival of industry in the 1950s.
In the mid-20th century, Fort Saskatchewan underwent a dramatic transformation with the establishment of large-scale industrial projects, particularly in the petrochemical sector. The Chamber was actively involved in advocating for policies that supported industrial expansion while ensuring that local businesses also benefitted from this economic boom. The arrival of companies such as Dow Chemical and Sherritt Gordon Mines in the 1950s marked a turning point for the community, driving population growth and creating new opportunities for local entrepreneurs. During this time, the Board of Trade evolved to the more modern Fort Saskatchewan Chamber of Commerce. With more industry and jobs arriving in the region, the population grew and became a city in 1985.
How we evaluate workplace health and safety is changing.
The Alberta Construction Safety Association (ACSA) is modernizing Certificate of Recogniton (COR) and Small Employer COR (SECOR) programs to keep them practical, relevant, and adaptable for our industry.

In November and December 2024, your ACSA is hosting multiple ways to share your experiences and insights. This includes the launch of MyEngage where you can participate online.
Every perspective is important, from workers with boots on the ground to those developing safety policy.

As Fort Saskatchewan transitioned from a small town into a bustling
city, the Chamber adapted to the changing economic landscape. By the 1980s, the organization had broadened its mandate to include tourism, environmental stewardship, and small business development.
The Chamber’s events, such as the annual trade show and networking luncheons, became vital forums
for local businesses to connect, collaborate, and grow.
Today, the Fort Saskatchewan Chamber of Commerce continues to be a driving force in the local economy. The Chamber works closely with government officials at the local, provincial, and federal levels to ensure that the interests of its members are represented.

The Fort Saskatchewan & District Chamber of Commerce hosted its prestigious 40th Annual Business Awards in October, celebrating the spirit of entrepreneurship, innovation, and community involvement that drives the local economy. What an extraordinary year it has been for the City of Fort Saskatchewan! At this time, I am pleased to share a few exciting results of our collaborative efforts and strong partnerships:
• Over $11 billion in new industrial investments has poured into our community, generating hundreds of new jobs and sparking a wave of new business growth.
• Our city’s population has reached nearly 30,000 people, reflecting a remarkable growth rate of 4.3 per cent.
• More than 1,600 businesses are currently operating in Fort Saskatchewan, and that number is growing every day.
• Over 97 per cent of local businesses expressed satisfaction in owning and operating a business in the Fort, and more than 88 per cent of local businesses would recommend the Fort to other businesses as a place to locate and grow.
These numbers are more than just statistics. They symbolize the fruits of our shared efforts to build a welcoming, inclusive, dynamic community. Together,
we’ve created a business-friendly environment that supports industry and is ready for the challenges and opportunities that lie before us.
I am incredibly thankful for the invaluable contributions of our residents, our local businesses, and our industry partners. Dow’s commitment to its Path2Zero project to build the world’s first netzero Scope 1 and Scope 2 emissions ethylene and derivatives complex has brought global attention to Alberta’s Industrial Heartland and, more specifically, to the city of Fort Saskatchewan.
“This is a massive amount of capital, one of the largest ever in the history
of Alberta’s Industrial Heartland,” says Mark Plamondon, Executive Director, Alberta’s Industrial Heartland Association (AIHA). “The fact that Dow has chosen Fort Saskatchewan as the location of what will be the world’s first net zero polyethylene manufacturing facility sends a strong signal. It shows to the rest of the world that a leading global company can meet both its economic and

environmental objectives here in Alberta. That’s a strong statement.”
Dow’s USD$6.5 billion project includes building a new ethylene cracker and increasing polyethylene capacity by two million MTA, as well as retrofitting the site’s existing cracker to net-zero Scope 1 and Scope 2 emissions. The company expects the investment to deliver USD$1 billion of EBITDA growth
per year at full run rates over the economic cycle, while decarbonizing 20 per cent of the company’s global ethylene capacity.
The project will also be a boon to Fort Saskatchewan – both the Industrial Heartland region and the city itself.
Plamondon speaks to how the multibillion investment will spur future investment and growth for the area.
“Alberta’s Industrial Heartland is already Canada’s largest hydrocarbon processing region,” he says. “The entire cluster is quite integrated. Having a larger project like this one will only enhance the industrial cluster and increase the competitiveness of the whole region. This will then fuel more economic growth and activity.”

The fact that Industrial Heartland is already home to some of the lowest cost ethane feedstocks in the world certainly played a part in Dow’s decision, as did the region’s existing carbon sequestration capability.
The company reports that the Fort Saskatchewan site was selected for its access to highly cost-competitive
natural gas (relative to other regions), as well as cost-advantaged ethane, a key feedstock for ethylene production.
“At full run rates, the site is expected to be one of Dow’s most competitive in the world,” states Dow. “The region also features access to existing CO2 transportation and storage
infrastructure with available capacity to fully support decarbonization of the project. It is also home to a talented workforce.”
The Dow project is expected to leverage an additional USD$2 billion of investment from third parties for clean hydrogen, CO2 capture, and other infrastructure assets in the region.
To that end, Linde recently announced that it intends to build a USD$2 billion clean hydrogen and atmospheric gases facility in Fort Saskatchewan, as part of Dow’s Path2Zero Project.
Premier Danielle Smith and Minister of Energy and Minerals Brian Jean say that the Linde project alone will create 750 temporary construction jobs and 60 permanent jobs.
Dow has stated that its Path2Zero Project will create between 4,5005,500 jobs during peak construction and between 400 and 500 full-time jobs once operational.
Additionally, Dow has committed to more than $9 million in community investments. This will include $6.8 million to support the design and construction of the City of Fort Saskatchewan’s new aquatics facility and the Access for Everyone program, the latter of which is to provide equitable access to recreation, culture programs, and city facilities.
More than $2 million of the community investment fund will go toward the Fort Saskatchewan
Nourishment Centre, including $1.2 million for the building fund, additional resources for the building of a community kitchen, and funding for a refrigerated vehicle to help expand delivery services so the most vulnerable residents can more easily access services.
Also included in the community investments is $350,000 to Ducks Unlimited to support conservation efforts for the Prairie Potholes near Lacombe, as well as a $150,000 grant to support STEM and skilled trades education pipelines for Indigenous students.
“These collaborations reflect Dow’s belief that our actions should positively impact the communities
where we operate and the environment we share,” says Don Cameron, Dow Alberta Operations Site Director. “As we continue with our Path2Zero expansion project, we embrace this responsibility and strive to actively create meaningful and positive change to help our communities thrive.”

Located just 15 minutes northeast of Edmonton along the North Saskatchewan River in Alberta, Fort Saskatchewan is a growing community that is seeing significant infrastructure developments aimed at enhancing community amenities.
Currently undergoing modernization with a completion date slated for next summer, the Jubilee Recreation Centre (JRC) is seeing a great deal of change that will be greatly welcomed by residents. The JRC was constructed in 1965 and has had no comprehensive renovations since then.
The $17.8 million project includes 12,900 additional square feet that will increase the off-ice area by a whopping 100 per cent modernizing both the internal and external appearance and function of the facility.

The lobby will be expanded and reconfigured with views into the ice area.
“The project is progressing well and remains on schedule and on budget,” says Grant Schaffer, Director of Fleet, Facilities and Engineering at the City of Fort Saskatchewan. “Delnor Construction is the general contractor. The project involves demolishing and replacing all office areas of the JRC, and all areas are being reconstructed to meet current codes and expectations for a modern arena.”
The project will feature a new main floor, which includes a larger lobby with direct viewing of the ice surface, new concession, new and expanded washrooms, new community meeting room, and an accessible ramp to lower-level change rooms. The change rooms have been
enlarged with seven in total, the addition of two universal change rooms, as well two new expanded referee rooms.
To date, all structural work is complete. Interior concrete block in the change room areas is complete, and mechanical systems are currently being roughed-in with framing of the main floor spaces.
Schaffer says the biggest challenge
was keeping the facility open during the entirety of construction.
“Temporary change rooms and washrooms were brought in to accommodate the users so that the arena could continue to be used. I would also like to thank the user groups for working with us and understanding the short-term inconvenience for the long-term benefits on what will essentially be a new facility when complete.” l

In a high-risk construction industry, safety is more than just compliance—it’s a shared responsibility.
With over 56,000 member companies, the Alberta Construction Safety Association (ACSA), a memberfocused, industry-funded not-for-profit organization, is Alberta’s largest certifying partner. Recognizing that safety is a collective effort, ACSA works with members and industry experts to foster safety and business
excellence for more than 300,000 construction workers.
Since joining ACSA in 2023, Chief Executive Officer Mark Hoosein has focused on listening to members and understanding the industry’s evolving needs. He and his team are now actioning their plans, helping members reach and exceed their safety goals and adapt to industry changes.
“Our five-year strategic plan is about creating a safer, more supportive environment for our members, their employees and our partners,” Mark explains.
As Alberta experiences growth, the need for new and innovative safety solutions is rising. Mark points to Dow’s Path2Zero expansion project in Fort Saskatchewan, which aims to decarbonize manufacturing facilities while delivering low-emission products. The project will create up to 7,000 jobs during peak construction and approximately 500 full-time jobs once operational.
