Tell me about yourself and how long you have been president of the GPCA for. Previously, how were you involved with the GPCA and for how long?

There are also a number of large dealerships which were just completed, like Windsor Ford and Hansen Ford, and they are just starting construction on the new Dodge dealership, Nor-Lan Chrysler Jeep Dodge. As well, the hospital will finally, after 10 years, be finished this year. Given the economy right now there isn’t a whole lot on the go, so it’s exciting that there are any projects. Especially with the car dealerships, these are some of the biggest ones in Western Canada, if not all of Canada. This hospital is also a state-of-the-art facility; I’ve toured it a little bit and it’s really nice inside there.
What are some initiatives and main priorities for the association this year?
Lots of businesses seem to be struggling at the moment as well.
It’s always growing and we are looking at more members. We are trying to do the best we can. We do a lot of behind the scenes stuff that our members don’t directly see, such as when we advocate and lobby within the government and stuff like that. We are trying to now focus more on the stuff that our members get direct benefit from and can see, so we are looking at trying to offer some sort of a benefits package similar to what the chamber of commerce has. We also want to focus on networking, that is part of the evolution that has been ongoing in my time with the association. Directly, people don’t see what we do since it’s mostly behind the scenes, but a lot of people are chomping at the government’s doorstep to keep things good for construction and we have a lot to do with prompt payment legislation that recently got put through. Also, with our BuildWorks
We will continue to advocate for our industry and employers of our members. I’m looking at trying to restructure BuildWorks a little bit along with the joint ventures we partner with. We are working with the other construction associations to re-establish that as a better platform for our projects. We are trying to look into diversifying our association a little bit and branch into more networking and things like that, trying to give more to the members and offer more services.

That’s usually the biggest event of the year, we are looking to year if COVID allows that, but we are struggling a little because of that. We are hog tied to what we are allowed to reopen, so it’s a questionable year for what the future holds. l

A few stats from 2020: we had 195 projects closed in our BuildWorks plan room and membership ended at 175 companies. BuildWorks Alberta had to make a very quick switch to a new platform early in the year. This was a learning curve for both members and us an association. I think that we can all agree that the COVID-19 pandemic really affected our events, classroom use, general office operations, and meetings. We had a brief period where the office was only open half days but felt we could continue to operate regular hours with increased safety measures to best serve our members. We thank each and every one of you for being cooperative and understanding as we were all figuring out the new safe work procedures.
We fortunately were able to host the appreciation barbecue in June and the golf tournament in September. We had to make some alterations to both to accommodate the COVID restrictions, but they were both still well attended and successful. Building now, and for the future Budget 2021 brings very welcome news for Albertans and the construction sector. I am pleased to share that a record $1.7 billion has been slated for 2021-2022 infrastructure spending. Over the next three years, this money will create opportunities for the private sector and translate into hundreds of construction projects across the province that will employ 50,000 workers in direct jobs, and a further 40,000 indirectly. These projects will bring long-term benefits to communities, strengthening Alberta now and into the future. Last year, government added $1.4 billion to its capital plan, which helped create thousands of jobs. Employers adopted stringent measures so that workers would be safe from COVID exposure, and in the grip of the pandemic, government-funded construction projects have stayed on course. I commend all the companies and workers who followed precautions and kept the industry working. In total, the 2021 Capital Plan will invest $20.7 billion in construction and maintenance of schools, roads, hospitals and other projects to get Albertans back to work while building important infrastructure that communities need. This unprecedented investment in infrastructure is a flagship piece of govern-
ment’s plan to protect lives and livelihoods. The construction of new roads and public works will put Alberta on track to be the best place for companies to do business. Private investment in every sector will support economic growth and diversification. A necessary part of Alberta’s recovery plan is to take steps to support northern municipalities with infrastructure investments that foster job creation, both during and after construction. Northern communities have paid the price of the pandemic, fires and floods, and closures and layoffs in the energy sector due to the crash in oil prices and lack of market access. Nevertheless, construction of important projects remains underway or has been completed. In Grande Prairie, the long awaited hospital is speeding toward the day when it will open its doors and begin accepting patients. Alberta Health Services will be recruiting and training staff, and Alberta Infrastructure has begun work on an additional 28-bed mental health unit and 32bed medical unit. Once commissioned, the hospital will play a critical role for health care in the Grande Prairie area, providing patients with world-class medical care closer to home. It’s been 20 years since the Grande Prairie high school saw upgrades, which is why I was pleased to sign off on a nearly $80 million replacement school on the corner
of 112 Avenue and 105 Street. The new school will have a capacity of 1,600 students and support dynamic and collaborative learning in a wide range of academic and non-academic subjects. This is in addition to three other school projects currently being worked on in Grande Prairie: Harry Balfour School Replacement, O’Brien Lake West, and St. Patrick Catholic School. This represents a combined investment of more than $160 million for schools in the Grande Prairie area. These are examples of infrastructure investment that support communities where they need it most. Each project generates local jobs, both on and off the worksite. Local manufacturers, suppliers, and trucking companies experience a jump in business. Local restaurants and grocery stores gain new customers. Contractors can hire staff and skilled Albertans will be able to work at their trade. The COVID-19 pandemic has dramatically changed lives and livelihoods throughout the province. Government’s funding in Budget 2021 protects both. Targeted infrastructure investment from government and private companies are essential to Alberta’s recovery. I am confident that with this increased investment, construction and other tradesrelated industries will have a healthy future in the Grande Prairie area and across the province. l Building the Grande Prairie & Peace Region 2021 11

It is my pleasure to bring greetings to Building the Grande Prairie and Peace Region magazine and its readers. Anyone who has lived in the Peace Region knows that we embody a strong and resilient spirit. It is with certainty that the COVID-19 pandemic challenged our spirit, but I am glad to share that as of January 2021 there are indicators of economic recovery in Grande Prairie and region. January 2021 housing starts and building permit values are up compared to January 2020, prior to the pandemic. The local real estate market remains stable, regional unemployment has dropped, and provincial upstream oil and gas investment is forecast to increase in 2021 after record lows in 2020. Combined with the ongoing COVID-19 vaccine roll-out, these tell us that the economy will recover. In 2020, the City of Grande Prairie quickly realized the importance of economic recovery and allocated $1 million to the COVID-19 Economic Recovery Fund to support grants and programs to local businesses that serve as immediate economic relief and provide direct economic stimulus. One program resulting from the fund is the COVID-19 Economic Recovery Grant Program that includes the Beautification and Patio Grant, Local Marketing Grant, resulting in a total $500,000 of the Economic Recovery Fund allocated.
To stimulate the economy in 2020, the City approved many shovel-ready construction projects, resulting in an additional $14.8 million planned investment in capital infrastructure than originally budgeted. Looking forward, the City of Grande Prairie has embarked on an ambitious 2021 construction season, with many exciting projects coming to the community this year. Notably, the Downtown Rehabilitation and Streetscapes Project returns with the replacement of underground infrastructure with bigger pipes that prepare our city centre for higher density development. The aboveground upgrades will also help create a modern, walkable, pedestrian-friendly streetscape that attracts regional shoppers to Grande Prairie. This summer, the City of Grande Prairie is investing approximately $54.5 million in other capital projects including roads, sidewalks, trails, bridges, recreation amenities, a new activity and reception centre, and more. It is our largest capital plan in history and city council and I look forward to seeing the long-lasting impact of coming together to build much-needed, high-quality infrastructure in Grande Prairie. In closing, I thank each and everyone of you for what you bring to our community. Your contributions and resilience in years past have supported Grande Prairie in establishing itself as an economic engine in the province. l

The world in 2021 looks very different from what many of us could have imagined just over 14 months ago. COVID-19 has highlighted our resiliency as an industry. Companies and their employees adapted quickly to new ways of working and continued to deliver the essential services that Canadians rely on every day. This is a point of pride we all share as we forge ahead, focused on economic recovery.

Now is the time for provinces and industries across Canada to work together in our pandemic economic recovery efforts. The benefits of free trade are well known. Removing trade barriers reduces the cost of doing business, which will increase investment and jobs.
We are advocating that part of the federal government’s strategy to accelerate economic recovery across Canada must include infrastructure investment supported by training. While billions of dollars have already been earmarked through the Investing in Canada Plan, these funds are sitting in limbo between layers of government. These billions, while necessary, are not sufficient to address the serious deficit of our aging infrastructure, as we have outlined in the Canadian Infrastructure Report Card.
Academic studies suggest that for every dollar spent on infrastructure there is a three-dollar return on investment.
The funding must also be better planned, ensuring that municipalities, provinces, and the federal government are lined up, and that project tenders and the related new build, maintenance, or retrofit flow smoothly. Canada needs year-over-year consistency and a longer-term strategy to promote economic stability and boost employment, so a 12-year plan is not enough. Infrastructure operates on a 25-year cycle, which is why the Canadian Construction Association (CCA) has been calling on the federal government to commit to a 25-year plan for infrastructure investment in Canada with prescribed annual commitment levels. A clear, fair, balanced, and flexible program will create jobs, enhance communities, and ensure stability in the Canadian economy over the years to come. Part of the plan must include the swift rollout of existing funds from the Investing in Canada Plan and greater flexibility in how funds are allocated to meet specific provincial and municipal needs. With improved coordination, communication, and transparency between all levels of government, infrastructure investments can be delivered more efficiently, speeding up the start of projects and getting people back to work. The recent announcement of Canada’s first-ever National Infrastructure Assessment is a step in the right direction. While the federal government has shown leadership in reimbursing for COVID-19 costs on federal projects, provincial and municipal governments should follow. Maintaining a free-flowing system of trade and labour mobility between provinces has never been more important, both within Canada and externally. Interprovincial trade barriers and “buy-local
As Canada looks to revitalize its economy in the wake of the COVID-19 pandemic, investing in infrastructure is now more important than ever. Large infrastructure projects – things like roads, bridges and pipelines, light-rail transit construction, schools and hospitals, and wastewater management – all contribute to a country’s economic prosperity, quality of life, job creation, and international competitiveness. These investments provide an opportunity to reshape our communities and strengthen the construction sector. With an estimated 300,000 jobs needing to be filled by 2028, the CCA and our members are focused on securing the right skills for the industry, now and in the future. The CCA is looking for ways to partner with the federal government on our Talent Fits Here initiative. The need for workers is strong, and Canada needs a larger supply of qualified people to fill these roles. Investing in programs to address these labour shortages will provide a viable and inclusive employment sector for Canadians, while also attracting a diverse and skilled workforce. Together, we can reach more Canadians to demonstrate the breadth of opportunities available within construction, place more apprentices, and absorb some of the talent from harder hit sectors who may have found themselves unemployed because of COVID-19. The CCA believes passionately in the sustainability and vitality of Canada’s construction industry and the industry’s pivotal role in building a better Canada. The industry provides jobs, injects socioeconomic opportunities and life into a community, and creates infrastructure critical to keeping the country moving forward. The world is changing, and the industry is changing with it.

ACA Advocacy Update By ken gibson, executive director alberta construction association
The Alberta Construction Association (ACA) advanced member interests on numerous advocacy fronts in 2020. ACA advocacy for increased flexibility in overtime averaging agreements paid off with the passage of Bill 32, Restoring Balance in Alberta’s Workplaces Act. The ACA partnered with the Alberta Trade Contractors Coalition and the GC Alliance of Canada to lead the commercial construction industry response in Prompt Pay consultations. There is strong alignment among industry groups to adopt much of the Ontario legislative approach for prompt pay. Bill 37, Builders’ Lien (Prompt Payment) Amendment Act was introduced in the fall 2020 sitting. The Government of Alberta accepted the ACA’s recommendation to put the detail in the regulations, as it is difficult to change Acts of the Legislature once enacted. The ACA has been invited to provide a technical expert to assist with the drafting of the regulations over the next few months. • Bill 37 has been amended to mandate progressive release of holdback. • Bill 37 has been amended to mandate a payment cycle of 28 days, seven days, seven days etc. down the contractual chain. • Amended Bill 37 also now mandates an invoicing cycle not to exceed 31 days. These amendments address ACA concerns and are positive developments for industry. Some of the items that require greater work through the regulations: 14 Grande Prairie Construction Association
• Concrete has a special carveout with a liens period of 90 days, with the rest of the commercial industry at 60 days. Careful thought will be required to ensure lien rights and progressive release of holdback remain workable and equitable when one part of the contractual chain operates with a longer timeframe. • The ACA recommended disputes between prime and subconsultants be included, Service Alberta believes this can be addressed in the regulations. • Bill 37 reaffirms and adds to an existing provision where persons within the contract chain can demand reports on payment from owners and general contractors. Careful consideration will be required in drafting the regulations to balance transparency and administrative burden. • Bill 37 mandates adjudicator decisions as final and binding, unlike Ontario where adjudicator decisions are interim and binding. The ACA has lobbied the minister but it appears that the government believes our concerns can be addressed through regulations. Beyond supporting development of the regulations, the ACA will continue to work with partners to become an authorized nominating authority for appointment of adjudicators for May 2021. The ACA, ATCC, and GCAC are advocating to be a nominating body for payment dispute adjudicators, to ensure industry expertise and affordable cost for industry. The ACA successfully lobbied for the ap-
pointment of three former ACA chairs to the Skills for Jobs Task Force – Paul Heyens, Paul Verhesen, and Colin Ward. The Skills for Jobs Task Force has been appointed to find ways to expand and strengthen apprenticeship education and skilled trades opportunities to meet labour demands. The task force final report supports a number of ACA recommendations to promote trades education. Last summer, the Government of Alberta launched a review of the Workers’ Compensation Act to ensure job creators and workers benefit from a workers’ compensation system that is fair, affordable, and sustainable. The ACA’s submission highlighted changes to return WCB to a no-fault insurance system rather than a social program funded by employers. The Government of Alberta also invited stakeholders to submit comments to inform potential legislative reform of OHS legislation and its associated regulations to improve health and safety outcomes, while enabling innovation and competitiveness. The ACA’s submission highlights the need for evidence-based regulation that demonstrates actual improvements in jobsite safety, not burdensome administration. With the fall 2020 sitting of the legislature, the Government of Alberta introduced Bill 47: Ensuring Safety and Cutting Red Tape Act. Upon initial review, the Alberta Construction Association supports many of the proposals of the Bill:
Occupational Health and Safety proposals • Added ACA’s recommended definition of a construction worksite. • Increase flexibility on multi-employer work sites with more than 20 workers by requiring prime contractors to have an OHS contact on-site to liaise with workers and employers on health and safety matters in lieu of a health and safety committee. • Maximize flexibility in OHS programs by removing most prescriptive requirements in the OHS Act. The ACA’s recommendation to eliminate reporting of potentially serious incidents was not accepted, but Bill 47 proposes to clarify and streamline reporting requirements and prohibit the information from being used in enforcement actions including prosecutions. The ACA met with OHS in March to further discuss implementation of the new legislation.

The ACA lobbied the government for recognition of COVID-related costs in current and future procurements, including a presentation to the Standing Committee on Alberta’s Economic Future in summer of 2020. The ACA continues to advocate for fair allocation of unknowable COVID risks with specific recognition for recognition of cost and/or schedule impacts. In February, the ACA wrote the premier to meet to discuss industry concerns on this issue.
ACA former chair Paul Verhesen was appointed co-chair of the Red Tape Reduction Industry Panel for the Construction Sector and Ken Gibson appointed to chair the Vertical Construction sub-group. The panel provides advice to the GOA on regulatory burden with the view to eliminating red tape that is costing Alberta business. The panel reported in late 2020. A key ask of the ACA was to revisit allocation of risk in government contracts. In February 2021, the government announced a review of its procurement policies.
The ACA was pleased with the Canadian Infrastructure Bank announcement of $2 billion for energy retrofits for buildings. The ACA has lobbied the CIB directly and sought the support of the Canadian Construction Association for this advocacy. The ACA is now supporting a new energy retrofit program of the Alberta Urban Municipalities Association which will bring much-needed work for our members across the province. The ACA also continues dialogue with the Canada Green Building Council and other partners to advocate for additional investment in building retrofits. l
The ACA provided input on the Alberta Infrastructure Act and 20-Year Capital Plan. The Act is intended to serve as a legislated governance framework for capital planning in Alberta. The 20-year plan is intended to be a visionary document that considers long-term trends and priorities for provincial infrastructure. The ACA recommends economic criteria to determine priorities, incenting private capital for public infrastructure, and looking beyond

The Gold Seal Certification program is changing Those existing applicants who applied as GSIs and were approved as such before March 12, 2021 will have a special form to submit their GSC application for $525 plus applicable taxes. Those applicants who applied as GSCs but were approved as GSIs as an intermediary step can submit their applications for final review free of charge. There are no changes to our highest level of the certification, the P.GSC credential.
New ethics course A new, consolidated Construction Industry Ethics course will be available starting in April 2021. It will replace the requirement for the online and in-class/virtual portions of the course. Once the course is launched, new applicants will be required to take the revised course. Applicants who took the previous online and in-class/virtual courses will be given the same number of credits and they will not be required to take the new course. However, if applicants are missing either of the original courses (online or in-class/virtual portion), they The Gold Seal Certification program certifies estimators, foremen, owner’s construction managers, project managers, safety practitioners, and superintendents working in, or with, Canada’s non-residential construction industry. When you earn your Gold Seal Certified (GSC) or Professional, Gold Seal Certified (P.GSC) credential, you demonstrate excellence through certified experience and nationally-recognized validation of your skills, competence, and knowledge.
Application framework and new tools Starting on March 13, 2021, all applicants will enroll into the Gold Seal program at $425 plus applicable taxes and be approved as Gold Seal Interns (GSI), giving them up to five years to meet the Gold Seal Certified (GSC) application requirements and challenge the Gold Seal exam. The same minimum requirements apply (one year of Canadian experience in the designation, or two years in an assistant’s role directly related to the designation). Applicants enrolling into the program will be able to take advantage of new tools to identify the areas that they should get training on to maximize their chances of passing the exam, as well as to estimate their credits to know whether they are ready to apply for their GSC. When the applicant meets the GSC requirements, they can fill out a GSC application for $100 plus applicable taxes. Approved applicants can book an exam within a year from GSC application approval for $125 plus applicable taxes. 16 Grande Prairie Construction Association

The Gold Seal Certification program, a committee of the Canadian Construction Association (CCA), will adopt CCA’s branding later this year, which means changes to the certificates. We were able to get in a few 2020 events, not to the capacity we would have liked due to COVID, but the few we had were well attended. 2021 events are being planned, but will be determined on the provincial restrictions of COVID and gatherings.
Chili Cook-Off 2020 marked three years of the Chili Cook Off. We had three guest judges this year: Chris Thiessen (City of GP councillor), James Claggett (Northern Metalic) and Larry Gibson (Chamber of Commerce). 11 participants competed in the cook off, which was our highest number of competitors to date. We once again had the Cartwright family in attendance and collected money for the Fight for Hope. Unfortunately, we will not be able to do the Chili Cook Off this year, but we will bring it back again hopefully in 2022.

Annual Golf Tournament The 34th Annual GPCA Golf Tournament was very different last year. Our date was pushed to September so that we could accommodate a better number. We had to cut back on the number of participants but still had a great turnout of 100 golfers. Tee times were booked to prevent too large of crowds and the evening dinner had to be cancelled. The event was held at The Dunes Golf & Winter Club for the third year in a row, and as always the staff was personable, professional, and helpful. We had great prizes and perfect weather. The winners were: The Odessa Doors team (Colby Dunham, Michael Baker, Cory Klein-Gebbinck, and Leslie Jones). #WeWalkTogether Steps for Life is the primary fundraiser for Threads of Life, the Association for Workplace Tragedy Family Support. For 2021, Peace RegionGrande Prairie Steps for Life is planning a blended walk, with options to walk in-person or on your own virtual walk. If someone asks you what 2020 was like, what would you say? Apart? Maybe alone? That’s the answer most of us would give. Not 2021. 2021 is the year of togetherness for our annual Steps for Life – Walking for Families of Workplace Tragedy events across the country. Even if we cannot walk in the same area, #WeWalkTogether. We will still build community and connection for those who need us and walk every year. Membership Categories: General Contractors - General Contractors are responsible for the day-to-day management of a construction site, coordination of vendors and trades, and communication of information to all involved parties throughout the course of a project. General Contractors Affiliate Members are a full member in good standing of another Alberta Local Construction Association where provincial fees have been paid. Trade Contractors - A sub-contractor who specializes in a particular aspect of a construction project such as: Electrical, Plumbing, Framework, etc. Associate Members cannot hold a seat on the Board of Directors, vote at the Annual General Meeting and do not have access to BuildWorks Canada. Manufacturers/Suppliers - These businesses provide materials and manufactured goods necessary for construction or rental equipment. Full Members are eligible to be on the Board of Directors (maximum of 2 seats) Associate Members cannot hold a seat on the Board of Directors, vote at the Annual General Meeting and do not have access to BuildWorks Canada. Allied Professionals - Professionals serving the industry in roles tangential to the construction of a project such as architects and engineers. Major changes coming Alberta’s upcoming Prompt Payment and Construction Lien Act By Tom Brookes, Construction Group, Gowling WLG (Canada) LLP
The construction industry in Grande Prairie and across Alberta is about to change significantly. In October 2020, the Alberta Legislature tabled Bill 37, the Prompt Payment and Construction Lien Act, which will make the first substantial amendments to Alberta’s Builders’ Lien Act in almost 20 years. The new legislation will become law on July 1, 2021. This article highlights the critical changes. The following comments reflect the present wording of the new Act, but much could change in light of the forthcoming regulations to the new Act, which are currently being developed by Service Alberta. The whole construction chain is encouraged to keep abreast of these significant
Secondly, the new Act will also require the contractor to invoice the owner every 31 days at the latest. By requiring prompt invoicing and prompt payment, the new Act intends to speed payment down the construction chain. Thirdly, the new Act disallows making the contractor’s “proper invoice” contractually conditional upon prior certification or approval. This means, for example, that an owner must pay the undisputed portion of a proper invoice within 28 days from receipt even if the amounts have not been certified by the project consultant. Fourthly, the new Act will require prompt notification of disputed amounts. If the owner disputes some or all of the proper
invoice, the owner must furnish a notice of dispute within 14 days in which the owner specifies the amount of the invoice that the owner will not pay, and the reasons why. Any undisputed amount must be paid to the contractor. If the owner does not furnish the notice of dispute within 14 days, the owner must pay the full amount of the invoice within the 28-day deadline. Lastly, the new Act requires the owner to progressively release the holdback throughout the contract – either at a minimum yearly, or on a phased basis as agreed in the contract. Subcontractors will want to negotiate their subcontracts to incorporate terms that provide that the contractor releases the holdback the contractor re-
changes that will unquestionably impact Alberta’s construction industry.

Prompt payment In a welcome change for contractors and subcontractors who struggle to get paid in a timely manner, the new Act enforces prompt payment through several mechanisms. Firstly, the new Act requires an owner to pay a “proper invoice” within 28 days of

The contractor must pay the subcontractor within seven days of receiving payment from the owner, and the subcontractor must pay sub-subcontractors within seven days of receiving payment from the contractor. nancing enables them to comply with the payment requirements of the new Act. These prompt payment mechanisms will require all parties to adapt their administrative processes. Companies will have to ensure that their accounting department can issue and pay invoices according to these new timelines and will need to revise project documents, like contracts, purchase orders, and invoices, to align them with the prompt payment requirements,

The second significant change made by the new Act is adjudication. Adjudication is intended to provide quicker and more economical resolutions to disputes during the undertaking of the work. If a party refers an issue to adjudication, the other party must participate. Disputes are not limited to payment issues. Though the timelines for the adjudication process are not yet known, we can expect the forthcoming regulations to require that the adjudication of the matter in dispute be addressed in a very tight timeframe during construction, and not at the end of the project after the work has been completed. Adjudicators will be trained and certified as qualified by nominating authorities. Adjudicators will likely include construction industry professionals, consultants, experts, and lawyers. All parties to a construction project should therefore be prepared for an adjudication: keep on top of the status of the work, know who will lead an adjudication response, and have project files quickly accessible.
Other matters The new Act will impact different sectors of the construction industry differently. For the concrete sector of the industry, the Act makes an explicit change: the Act extends the lien registration date from 45 days to 90 days for improvements relating to the furnishing of concrete as a material or as work done in relation to concrete. Improvements to oil and gas wells and well sites will continue to attract a 90-day lien period. For all other improvements, the Act will increase the statutory lien period from 45 days to 60 days. As builders’ lien legislation applies to any “improvement”, the new Act will apply to other firms too. For example, home builders and home renovation firms are bound by the present Builders’ Lien Act, and will be bound by the new Act. These industries will face particular challenges: individual homeowners building new homes will need to clearly follow the new Act’s payment timelines. Architects and engineers may also find themselves subject to the new Act’s requirements if they provide lienable services – typically, work that is intrinsically part of the work actually construct-

Grande Prairie’s long-awaited regional hospital will finally open to patients later this year. Phase 1 of the Grande Prairie Regional Hospital finished construction in June 2020, which was a long time coming since the project originally broke ground in 2011. The 63,272-square-metre hospital came to a price tag of $850.3 million, nearly $100 million overbudget, according to CTV News Edmonton.

The new regional hospital and cancer centre will help more northern patients receive specialized and complex care. This hospital will also function as a regional referral centre, providing health services to northwestern Alberta residents, and will also increase ICU spaces and allow for growth to the emergency department. The new hospital will provide capacity for up to 243 inpatient beds, in addition to outpatient and emergency spaces, which is more than the current 161 at the Queen Elizabeth II Hospital (QEII), also in Grande Prairie. The state-of-the-art cancer centre features radiation vaults and will bring radiation therapy services to the community and the surrounding region. The cancer centre is part of a province-wide strategy to open a corridor of cancer care treatment centres across Alberta. Once open, Grande Prairie will become the fifth city in the province to offer radiation therapy. The province granted possession of the hospital to Alberta Health Services (AHS) in June 2020 and immediately AHS began work on the operational planning and commissioning phase of the project.

“The operational planning and commissioning phase is crucial to ensuring the building and medical systems, and our health care teams, are all fully prepared to provide safe and quality care to our patients prior to opening the facility,” says Stacy Greening, AHS senior operating officer, Grande Prairie. “This includes detailed cleaning of the entire building, as well as ordering and installation of furniture and equipment. Training our staff to use the new medical equipment and systems, and thorough testing of all the medical and operational systems is necessary to ensure everything is safe and working properly before we begin providing patient care.”
The new hospital will provide capacity for up to 243 inpatient beds, in addition to outpatient and emergency spaces, which is more than the current 161 at the Queen Elizabeth II Hospital (QEII), also in Grande Prairie.
Greening adds that a few major installs currently underway include linear accelerators for radiation therapy in the cancer centre, which is a first for the north zone of the province, as well as parallel analyzers in the lab, which is the second of its kind in Canada. The commissioning process of the hospital will also include the implementation of their new Connect Care provincial health information network. This network will allow health-care providers and patients to have easy and comprehensive access to up-to-date patient information in a single patient record, a first for the region. Connect Care is already in use in some areas of Alberta and will gradually be implemented in all health-care facilities and jurisdictions across the province. AHS is also working with Alberta Infrastructure once again on the second phase of construction at the hospital, which is currently underway. The construction includes a 28-bed mental health unit and an additional 32-bed medical unit which is being built-out in a previously shelled space in the facility. “The mental health unit at the new hospital will increase mental health inpatient spaces for the region and will consist of 14 adult spaces, six psychiatric intensive care spaces, four youth spaces, and four geriatric spaces,” says

Greening. “The QEII Hospital currently has 18 mental health inpatient spaces which will be relocated to the new hospital once Phase 2 construction is complete.” Construction on Phase 2 is set to be completed this fall. In addition, they have also begun work on two new operating room suites, supported by the Alberta Surgical Initiative. These two new suites will bring the total number of operating rooms at the site to 11, which will also include a dedicated obstetrical OR in the maternity ward. Edmonton-based Clark Builders were the general contractors on the project for Phase 1, who took on the project in November 2018 after the original contractors, Graham Construction, were removed from the project in September of that year. Graham Construction were let go from the project due to a public dispute with the ministry over cost overruns and construction delays. Other companies involved with the hospital project include Stantec, WSP, Aon, Colliers Project Leaders, Tetra Tech, Morrison Hershfield, DIALOG, ISL Engineering and Land Services, and the Canam Group. In addition, at the peak of construction, there were over 400 trades and construction workers on the site daily. Once the hospital fully opens to the community later this year, it will provide heightened health services to not only Grande Prairie, but to the entire northern Alberta region.

The Peace River Bridge and Twinning Project is almost completed. The new bridge opened to the public last year and they will be starting construction on the old one this year. The bridge needed considerable upgrades since it sees over 17,000 vehicles a day, including industry and agriculture traffic.

Since the nearest alternate route to cross the Peace River itself was a 70-kilometre detour, they chose to construct a new bridge and twin the existing structure.

“There is only one crossing at the Peace River in the town and that was built in the early 1960s and it was getting to the end of its life, so it needed a major rehabilitation,” says Tyler Wilson, bridge manager for Alberta Transportation. “This project was a two-fold. We were able to construct a new structure to allow the rehabilitation of the existing one to be undertaken. “The town has been flooded a few times for breakup; so there were some considerations with regards to the access berm for in-stream construction. That, coupled with the bridge’s size became challenging for a conventional girder erection off of a berm, so we decided to launch it,” says Wilson. “The regional soils are also problematic due to the sand and silt content, which was an issue for slope stability and groundwater at the approaches and embankments.” Aside from the natural features that posed a lot of challenges, they also encountered some gas pockets while they were doing pile drilling, as well as a CN rail blockage and strike, a global pandemic, and international supply chain issues. Now that the new bridge is open and the retrofit on the existing bridge to start shortly, the project will bring an increased flow of traffic for those passing
along it. It will also help with emergency access for those travelling to the Peace River Community Health Centre, since it is located on one side of the river with schools, fire, and police services on the other. Formerly, there was an issue with access for emergency services going to the hospital since there were often traffic delays and congestion on the bridge. Wilson says that this project is being put forth as one of the top partnering projects in North America due to the fact that the teams were able to come together and overcome its various challenges. “We can go through the list of challenges that the project team was able to overcome. No one really plans for a rail strike, rail blockages, unseasonal weather, or a global pandemic, however these things happen,” says Wilson. “We were able to work together and overcome these issues and it is huge success. We were still on time and on budget.” l

Highway 40 in the MD of Greenview to start twinning project this spring
The MD of Greenview will start a highway twinning project this year. The project covers a stretch of 19 kilometres from 68th Avenue in Grande Prairie to just south of the Norbord Plant on Highway 40.
By Shayna Wiwierski Those traveling Highway 40 through the Municipal District of Greenview will soon be doing it much safer. A new project commences soon that will twin a portion of the highway with additional safety improvements to areas like bridges, lighting, and walkways. In early 2020, the Municipal District of Greenview passed a motion to fund half of the project costs for the twinning of Highway 40 South. The twinning covers a stretch of 19 kilometres from 68th Avenue in Grande Prairie to just south of the Norbord Plant on Highway 40. This stretch of highway services the oil and gas economy, and in pre-COVID times saw up to 10,000 users daily. Although the road sees a variety of vehicles, recent studies have shown heavy truck traffic as the majority. “The studies we have done for vehicle 56 Grande Prairie Construction Association
counts say approximately 30 per cent of that traffic are heavy trucks, tanker trucks, and low boys and sand trucks, all of which are heading south,” says Dale Smith, the reeve for the Municipality of Greenview. “We have a major river to cross, the Wapiti River, which is six, seven miles south of the city of Grande Prairie, and you have a hill on each side. Although trucks go slow up there, pick-up trucks like to go faster, which has been deadly.” Smith says that the fire and rescue department operating out of the Hamlet of Grovedale has responded to a significant number of calls for the accidents that happened on that stretch of road. He adds that back in 2019 there were around 20 calls, which takes a toll on the volunteer fire and rescue department. Since this was a huge concern for the municipality,
in order to move the project up the provincial government’s list of priorities, they pledged to put forward 50 per cent of the project costs for the twinning of the highway for approximately 20 kilometres up to and including the intersection of TWP 700 not exceeding $60 million with funds to come from the road infrastructure reserves. The total cost of this project is $120 million and the municipality provided $20 million in 2020 and pledged to pay another $25 million in 2021. The County of Grande Prairie will also be committing $10 million over the next three years towards the project. tions, upgrading the existing lighting to LED, and a median vehicle inspection station to help with overseeing the safety of the commercial trucking industry. “Where the twinning will end is Township Road 700, which is a major intersection for accessing the Norbord plywood plant and also heading west down to another section to the oil and gas fields. It’s just a way of making traffic flow easy and safely, that was one of our major concerns there; to improve safety on the bridge and going up and down the hill until it got onto a more level ground,” says Smith. “Also, the provincial government, in the last two years here, did more passing lanes further south on the way to Grande Cache. So, we are making improvements to facilitate the safety of workers going to their jobs and back.”
