Message from the President of the GPCA

DAVID BRINKMAN

I have been apart of the association for five years and this would be my first year as full-time president. My background is in fire protection, operating a local company here called Valor Fire Protection. We are excited to see major projects coming up and ongoing for the Grande Prairie area, such as NorLan Chrysler Dodge Jeep Ram, the QE2 Conference Centre fire alarm upgrade, St. Patrick Catholic School Replacement, Obrien Lake West School, and ongoing infrastructure upgrades. This year the association continues to work closely with the Alberta Construction Association (ACA) on ongoing commitments municipally and provincially. The GPCA is moving to a new platform internally to become a more relevant entity. In the past, our plan room was the meat and potatoes of our association, piloting our membership totals. Now that plans are at our fingertips, we are adapting to the times. The platform will consist of becoming a central hub for new businesses, employees, and employers. In short, we are creating a one-stop shop for new businesses looking to attain resources such as lawyers, accountants, bookkeepers, etc. It’s also great for employees that are looking for job opportunities, employers, training, and apprenticeships, and employers who are looking for skilled workers, safety resources, mandate policies, and contractors (members). We are also looking to create a bulletin board platform which would allow employees and employers to post jobs and resumes while also using it for a tool/equipment buy and sell within the membership. With this direction we have already adjusted our membership fees and look to attain members from all lines of work that directly benefit our members and the construction industry. Since I have been on the board, I think we have only just begun to evolve into a relevant entity for the times. Of course, the last two years have stunted a lot of progress for everybody, but we are optimistic of our direction and excited to roll it out in 2022. We also look forward to continuing with our regular events for our members. I think the association’s value will be heightened with our new direction and upheld with ongoing provincial government advocacy, prompt pay, apprenticeship programs, and local worker directives. l

Message from Minister of Infrastructure

PRASAD PANDA

On behalf of the Government of Alberta, I am pleased to extend greetings to the members of the Grande Prairie Construction Association. Alberta’s government is committed to protecting the lives and livelihoods of Albertans by investing in critical public infrastructure projects that will boost our economy and support job growth. The 2022 Capital Plan has invested over $20.2 billion over three years to build and maintain essential public infrastructure such as health facilities, schools, roads and bridges, and government buildings where important services and programs are delivered. These projects are expected to generate 19,000 direct jobs and 12,000 indirect jobs each year. Here in the Grande Prairie and Peace River area, there are a number of important projects that are under construction, in the planning and development phase, or have been recently completed. This includes Phase 1 and 2 of the Grande Prairie Regional Hospital which opened late in 2021, the new Grande Prairie Composite High School, and O’Brien Lake West School which are in construction. In Grande Prairie County the Harry Balfour School is in design, and in Peace River the Ecole des Quatre-Vents school is under construction.

Most importantly, projects like these are moving ahead throughout Alberta right now, and Alberta’s construction sector labourers, tradespeople, and employers are vital to our success. These projects are addressing local priorities, creating thousands of good paying jobs right now, supporting local businesses and attracting investment into our communities, laying the foundation for the private sector to grow and create thousands of good-paying jobs. These efforts have positioned Alberta to retake our rightful place as an economic leader in Canada. Alberta’s innovative competent construction sector is playing an important part of the development that is taking place here in Alberta. Each and every one of you are vital partners in the future of our great province and the work you do every day is making Alberta a better place to live now and for many years to come. The impacts of a world-wide recession and the COVID pandemic have only increased our resolve to build a stronger economy and position Alberta for an era of growth and Alberta Infrastructure is delivering on that commitment. Message from the Mayor of Grande Prairie

JACKIE CLAYTON

In 2021, the City of Grande Prairie shared an ambitious capital construction plan that was slated to be the largest capital year on record. I am pleased to report that over the course of 2021, the City invested $85 million in local infrastructure to improve and build new infrastructure and amenities. This was made possible in part through strategic investment from the federal and provincial governments. The Government of Canada’s Investing in Canada Infrastructure Program provided a way for the City to move shovel-ready projects up the queue and build them today. One project we are pleased to bring to the community is the Activity and Reception Centre, located in the Smith Subdivision. This facility fills a recreation gap in the community by providing affordable access to indoor dryland space on the city’s east side, an area that previously didn’t have nearby indoor recreation space. The Activity and Reception Centre also doubles as an emergency centre, where the City of Grande Prairie can support the region in the event of large-scale emergencies. Moving downtown to the heart of Grande Prairie, Phase 4 of the Downtown Rehabilitation Project is nearing completion. Phase 4 is a milestone as it is the last planned phase of the multi-year project to replace and improve underground infrastructure while creating a destination city centre that is accessible for all community members. Since 2016, all four phases of the Downtown Rehabilitation Project have resulted in the replacement of:

• 1,854 metres of storm pipe • 1,439 metres of sanitary pipe • 1,173 metres of water pipe • 3,680 metres of sidewalks • 1.84 kilometres of roads This summer we look forward to the final touches on Phase 4, including the installation of paving stones and landscaping. For 2022, the City of Grande Prairie seeks to set out on a sustainable path for infrastructure improvements to ensure the community has access to roads, sidewalks, and trails that help them live and prosper in Grande Prairie. We know it has been a hard two years for our community, our businesses, and our economy. Strong indicators continue to show our region is once again on an upwards trajectory, with recovery from the COVID-19 pandemic remaining a priority. Recent announcements and highlights include: • Over $14 billion in planned and proposed major industrial projects is being invested around the region. • 2021 ended with a 27 per cent increase in home sales from 2020. • The local unemployment rate dropped to 6.4 per cent. Thank you all for your continued commitment to building our community and region through strategic investments. We look forward to working and building together in 2022. l

Our initiatives include securing robust, long-term investment in infrastructure, positioning the industry as a first choice for careers and fair procurement There is no debate. The infrastructure we design, build, and maintain must anticipate a rapidly changing world, where future climate, technologies, and social needs will be very different from today. But to achieve this, we need a considered and coordinated national plan backed by a long-term investment strategy. Infrastructure enables trade, powers businesses, connects workers to their jobs, creates opportunities for communities and protects the nation from an increasingly unpredictable natural environment.

It also supports workers, providing millions of jobs each year in building, design and maintenance, accounting for over 1.4 million jobs in Canada. Our industry can be the path to green and the road to economic recovery. There are however some significant challenges to the industry realizing its full potential. As the industry’s national advocate, the Canadian Construction Association (CCA) has been working to support members in your continued success and to remove roadblocks.

The creation of an independent advisory body can align governments at the provincial and municipal level to address infrastructure deficits across Canada. The stability of having multi-year project pipelines, based on evidence and independent expert advice, would also enable the development of the necessary skilled workforce and encourage private sector investment. The CCA has also been working with partners and stakeholders to build a business case for increased investment in the trade-enabling infrastructure. The Western Canada Trade Gateways & Corridors Initiative (WCTGCI) brings attention to the


importance of the Western Canada trade corridor to Canada’s future economic growth. Sustained, predictable, strategic investments in trade-enabling infrastructure will propel the country forward as a place for foreign investment, building supply chain capacity, and supporting innovation and emerging technologies.

ACA Advocacy Update BY KEN GIBSON, EXECUTIVE DIRECTOR ALBERTA CONSTRUCTION ASSOCIATION

Prompt pay in force August 29, 2022 Prompt pay comes into effect for contracts signed after August 29, 2022. Together with local construction associations, the Alberta Construction Association (ACA) is coordinating education for members. This started with answers to frequently asked questions disseminated in early March. Consult your construction association for webinars planned for April. The industry consortium of the ACA, Alberta Trade Contractors Coalition, Alberta Urban Municipalities Association, and Consulting Engineers of Alberta continue to work towards submitting a proposal to government to act as a nominating authority to accredit prompt pay adjudicators and manage the adjudication process. The ACA is concerned that the proposed administrative responsibilities contemplated in the regulations run counter to the goal of affordable costs borne by parties to an adjudication. The ACA continues to lobby government to commit to comparable prompt pay and dispute resolution processes for projects under the Public Works Act.

It takes years of steady work to produce skilled design consultants, tradespeople, and project managers. Swings in infrastructure spending inevitably lead to periods in which industry capacity can’t meet demand without price increases at the expense of taxpayers. • Relations that are contractual and transactional rather than collaborative. • Inappropriate allocation of risk designed to ensure the negative single occurrence is never repeated. • Contractual terms that are unquantifiable, uninsurable, and/or infeasible for the contractor to meet. • The revision of GoA agreements removing all forms of alternative dispute resolution,

The three mutually reinforcing ideas to address common issues are: 1. Certainty 2. Partnership 3. Value Possible approaches to achieve certainty, partnership, and value include: • Specifying a predictable long-term capital plan with certainty and consistency of funding • Utilizing asset management planning to inform the capital plan • Funding the capital plan – a look back at the 2003 capital account • Utilizing a public utility model • Ongoing meaningful dialogue with industry to share multi-year capital programs; understand industry capacity, and receive industry input on appropriate selection of form of project delivery


• Moving to a suite of common contracts for the various forms of project delivery for vertical infrastructure across public owners. This common suite of contracts must address inappropriate risk allocation and onerous/infeasible contract terms by working towards modified CCDC contracts to ensure contracts are balanced across contracting parties

with retrofits achieving shallow rather than deep energy savings.

• Independent procurement/project management agencies

The ACA will be working with others to advocate that all three levels of government enact a coherent and mutually reinforcing policy framework and share of funding of a major building retrofit multi-year program with annual progress reporting to the target of a zero-carbon Alberta building stock by 2050. Retrofits should encompass resilience to natural disasters given the changes in climate. Sustained multi-year public and private investment is necessary to allow the development of a construction workforce skilled in delivering highperformance building retrofits along with the supply chain to provide the necessary materials and technologies. One promising program is offered by SOFIAC. SOFIAC is leveraging private and public funding to act as a super energy services company, that allows aggregation of small projects. SOFIAC is interested in expanding operations into Alberta. The ACA is advocating government incent SOFIAC as an additional funding source for Alberta projects.

Multi-year Major Retrofit Program essential The sixth Intergovernmental Panel on Climate Change working group report released August 2021 makes for sober reading. In the words of the panel: “It is unequivocal that human influence has warmed the atmosphere, ocean and land. Widespread and rapid changes in the atmosphere, ocean, cryosphere and biosphere have occurred.... Human-induced climate change is already affecting many weather and climate extremes in every region across the globe.” Alberta is Canada’s largest emitter of greenhouse gases. Alberta residential and commercial buildings are among the highest GHG emitters per square metre of building area across Canada. In the last 10 years, extreme flooding, hail, and wildfires have destroyed numerous Alberta buildings with insured losses of $7 billion. While there has been a promising start within Alberta and much success to build on, one national estimate is that current retrofit rates are below one per cent for low-rise residential buildings and 1.4 per cent of commercial building floor area,

Building retrofits generate employment and GDP, with benefits spread across the entire province. Annual public and private costs totaling $5 to $9 billion per year over the next 30 to 15 years can achieve a zerocarbon building stock for Alberta.

Workforce development Construction’s contribution to Alberta’s future prosperity is dependent upon the right numbers of skilled trades professionals with the right skills at the right time. The ACA plans to engage with industry to identify needed policies and gaps in programs to promote development of local sources of workers, improve interprovincial mobility, and optimize the use of foreign talent. The ACA is advocating for a stronger role for industry under the new Skilled Trades and Apprenticeship Education Act. Movember GPCA members once again participated in Movember last year. Movember is an annual event that involves the growing of moustaches or 60 kilometres of physical movement during the month of November. The event raises awareness of men’s health issues, such as prostate cancer, testicular cancer, and mental health issues, such as suicide. For 2021, GPCA members raised a total of $1,564 for this important initiative.

Chili Cook-Off Unfortunately, we were not able to host this in 2021, but we are going ahead with it for 2022 and combining it with the crib tournament.

Steps for Life –

We walk together What are your reasons for working safely? Most of us want to stay safe and healthy so we can come home to our families and loved ones, but that’s not always front of mind when we set off to our jobs each day. For families affected by work-related fatalities, life-altering injuries and illnesses, there’s no forgetting the reason for health and safety. It’s with them all the time. On May 7, the communities across the Peace Region-Grande Prairie region will walk together to support those families as they honour their loved ones, and promote the importance of health and safety for all of us. Steps for Life – Walking for Families of Workplace Tragedy is a fun five-kilometre walk planned for Muskoseepi Park in Grande Prairie and other communities across Canada. Steps for Life is the flagship fundraiser for the Association for Workplace Tragedy Family Support (known as Threads of Life). It supports those affected by work-related tragedies, and aims to keep workplace health and safety front of mind. Each year in Canada, roughly 1,000 families learn their loved one won’t be coming home from work due to a traumatic accident or occupational disease. Thousands more have their lives permanently altered by injuries at work. Since the Peace Region-Grande Prairie Steps for Life walk began in 2015, the community has raised close to $100,000 to provide these families with one-onone peer support, links to community support services, and the opportunity to take actions to help prevent similar tragedies to other families. Streetscape Project is a multi-phase initiative that started in 2016 to create a more modern and revitalized downtown through infrastructure upgrades and an updated streetscape design. “In 2015 there was a planning study completed, it was called the Downtown Infrastructure Assessment, Streetscape Enhancement, and Rehabilitation Project and this looked at the condition of the existing infrastructure, the age, and assigned ratings on the condition of the infrastructure,” says Conor Coney, project technologist for the City of Grande Prairie. “The key question was we knew

that we had to do something with the downtown, so how do we go about it and what is the best method to do it? Do we reconstruct the surface features only, such as the roads and sidewalks, or do we replace everything from the deep underground infrastructure up? From the study it was decided that we replace and reconstruct everything from the deep underground up to all surface infrastructure.” The project included underground infrastructure improvements, including sanitary, storm, and water facilities. The previous vertified clay tile (VCT) sanitary lines were installed in 1938 and the waterline was installed in 1975. The upgrades are aimed to replace the sanitary lines that were deemed to be in poor condition with new and oversized lines

to reduce the amount of storm and rainwater entering the sewer system. The oversized waterline also allows for higher density development in the downtown core. This part of the project also included traffic detours/management and pedestrian accommodation. The City worked with Aquatera Utilities Inc., who were the sanitary sewer and water authority on all stages and phases of the project. The entire project also includes upgrades to the roadways, intersections, curbs and gutters, sidewalks, and a complete streetscape revamp, including new surfacing, trees, benches, streetlights, and more. Phase 4 of the downtown rehabilitation project is budgeted at $14 million and Coney says that they aim to be complete this summer. Knelsen Sand & Gravel Ltd. are the general contractors on the project with ISL Engineering & Land Services as the consultants. Other GPCA members who are working on this phase include BGreen Irrigation Inc. and Green Acre Ventures Ltd. GPCA members Wapiti Gravel Suppliers worked on previous phases of the project.

“With that work you have to coordinate with the individual businesses and building owners to provide those temporary waterlines and then have those waterlines tested and make sure they are up to acceptable standards and meet water quality and testing requirements outlined by governing bodies,” says Coney. “We had to maintain sanitary flows through the downtown, so what the contractor did was keep old sanitary lines in place while they installed the new sanitary line parallel to the old one. Once that was installed, we were able to switch flows over to the new line and decommission the old line.”

Although this was the fourth and final phase, Coney says that they ran into a number of challenges they had seen before, including the planning of working in the downtown area since there are a lot of buildings and they had to maneuver in large pieces of equipment

Nick Hazelwood, project manager at Knelsen Sand & Gravel, adds that one of the biggest challenges for them as the prime contractors were the pre-existing economic factors. Since this project was happening during the COVID pandemic, a lot of businesses were already under stress, and adding construction around their location just added to the weight of issues they were already experiencing. Hazelwood says that they hired a full-time PR person to be on site and was there to communicate with businesses

and deal with any issues that arose. “They would have a nice smiling face they could give a call to when they had an issue and those issues were anything from a piece of equipment in front of the door to maybe some water draining in the wrong direction, maybe a sandbag was left behind in a parking stall, or maybe they have a large order of furniture coming in so is there any way we could reschedule this so we can prioritize things properly,” says Hazelwood. “Sometimes it’s a little difficult to know everyone’s priorities, not to mention actually tackle them, so that was really helpful for us. We didn’t want business owners or stakeholders to feel like they were being left out.” Once Phase 4 of the project is complete later this year, Grande Prairie will have a revitalized and more aesthetically pleasing downtown, something that has been years in the making. “It’s a more walkable downtown, more pedestrian friendly, and consistent. It provides for infrastructure for decades to come and showcases Grande Prairie as well,” says Coney. “Council and a lot of the public were looking at a green downtown. Trees and shrubs were planted, and having the greenery in an urban environment softens up a lot of the hard surface street elements like the concrete and stone.” l

Located on a 2,000-acre parcel of land in the MD of Greenview, the GIG is only 40 kilometres south of the city of Grande Prairie. It sits strategically on the Montney Gas formation, which has one of the largest quantities of natural gas in the western hemisphere, and is close to rail, as well as water. Not only will this project create thousands of jobs, but it will also be the next big industrial complex in Canada, which will also spur other economic opportunities for those in the region. “It has a direct feed stock corridor that has been set up by TC Energy. It also has direct access on the mainline of CN; we worked in partnership with CN to create a full detailed design of what that rail system will look like to handle refined goods created by processing natural gas,” says Reiling. “This then led to CN doing a full audit of the area. I believe we are one in 10 in North America that is designed to an industrial standard and capacity.”


Not only will this project create thousands of jobs, but it will also be the next big industrial complex in Canada, which will also spur other economic opportunities for those in the region.

The GIG is located on former Crown land and is near warehouses and forestry operations. This strategic location gives the project numerous opportunities, especially for biomass in the future for this region. Construction for the NPC complex is expected to start in late 2023 with completion in 2026. The complex will sit on 295 acres of land within the GIG and is expected to create 4,000 construction jobs. Once it is open, they expect to have 400 full-time permanent employees working at the facility. NPC is contributing financially to the majority of the construction for the $2.5 billion facility, with the provincially-funded Alberta Petrochemicals Incentive Project (APIP) supporting a portion of the project. Although only announced late last year, this project has been years in the making. Geoff Bury, president and CEO of NPC, says that the Calgary-based company was established in 2018 but its roots go back to 1994 when he and his business partner came up with the concept of a combined methanol ammonia facility. “To make a long story short, since that time we have been looking for a suitable location around the world to locate this facility. We have looked in the Middle East, we have looked in Africa, we have basically looked wherever there is a large gas supply, but that’s only one of the key ingredients. There is a lot more that is required in order to make the project successful,” says Bury. “In 2018, we decided that the best place to put this facility is right smack dab over top of a large accumulation of natural gas in Alberta. So, we selected

the Grande Prairie region as an area of interest for this project, and after doing our due diligence and research we found a new industrial park that is developed by the municipal district of Greenview called the Greenview Industrial Gateway as our ideal location for our facility.” Bury adds that the GIG made sense for this facility since it offers a plug and play scenario for a petrochemical project to develop. Since the GIG has the gas supply from the Montney formation, as well as its proximity to rail, access to water, and the support from both the Province of Alberta and the regional government, it was clearly the best site to locate this facility in the area. The project is expected to produce around two-million tons of blue methanol and blue ammonia per year, which will be shipped to markets in Asia. It will also generate over $3 billion of taxes which is paid to the facility over the project life. “We are talking about establishing infrastructure to achieve a netzero development, to help meet emission reduction targets and environmental standards. There are countless local business opportunities that come with a development of this nature, such as service industries, catering, janitorial, retail… they are all going to see net benefits from this,” says Reiling. “This is putting the GIG on the map in terms of industrial development and is already generating international inquiries on a daily and weekly basis from companies in Italy, Great Britain, etc. who are looking in this area. Harry Balfour School replacement to break ground this spring The Harry Balfour replacement school will be a two-storey building that will be similar in design to the Whispering Ridge Community School, which opened in 2018.

Construction on the Harry Balfour School replacement project is set to begin at the beginning of April 2022 and will see students moved from the original Harry Balfour School at 104th Street in Grande Prairie to the Five Mile Hall site in the County of Grande Prairie No. 1. The project was a need by the Peace Wapiti Public School Division (PWPSD) after a scoping session was completed seven years ago with Alberta Infrastructure and Alberta Education. It was noted that the current Harry Balfour School, along with the Peace Wapiti Academy, which is their high school, be moved outside city limits to make it more efficient for bussing, since their students come in from rural areas. Once construction is completed on the Harry Balfour School replacement, the current school will be turned over to the Grande Prairie Public School Division. The replacement school will be a twostorey building that will be similar in 54 Grande Prairie Construction Association

design to the Whispering Ridge Community School, which opened in 2018. The core building itself will be 5,275 square metres and will also feature eight modular classrooms, adding on another 678 square metres compared to the original Harry Balfour school. The building will feature lots of natural sunlight thanks to its west exposure, and it will have all the latest mechanical HVAC equipment in it, making it an energy-efficient building. They are also aiming for LEED Silver certification, which provides independent, third-party verification that a building is designed and built using strategies aimed at achieving high performance in location and transportation, sustainable site development, water savings, energy efficiency, materials selection, and indoor environmental quality. The school will open at a 650-student capacity, which is up from the just under 400 students it currently holds. The total approved budget for the replacement school is around $29.142 million and it is being completely funded by the Government of Alberta. Although the project

David Michalko, director of facilities with the PWPSD, says that the County of Grande Prairie had to bring water, wastewater, power, and natural gas into the quarter section of land. “That has certainly been a challenge of course, the power and gas. There was power and gas there but it wasn’t adequate enough to facilitate a school site. That’s all currently in the works of being upgraded,” says Michalko, adding that another challenge has been getting the project to budget since the cost of materials during the pandemic have increased. “Most recently, in [January] we have finally been able to get to where we needed to be so the government could approve it for the next stage. Now the government has it in their hands and are approving it.” Once the school is open – which they are aiming for 2024 – students will have a facility closer to home, as well as a larger space to learn. “It will certainly be much more efficient for our transportation side of things for students,” says Michalko. “It will also allow us to shorten bus ride times, as well as being able to have much more room to grow into that particular building where it’s located.” l
