From my discussions with others in the construction industry, it is clear that commercial construction is in a challenging, and in some ways, unclear time. There are insecurities and irregularities in the business “playbook” created by both provincial and federal governments.

Province-wide business challenges have been created by an inconsistent and unstable commodities market, through challenges created by trade legislation changes and insecurity. These trade instabilities influence both the supply of construction products and our customer’s access to markets.

All of these things play into the fact that last year and into the foreseeable future will continue to be challenging. In our area there is a wide range of expectations for the coming year and some of the specific markets are looking forward to a strong year ahead. The area around Lethbridge, and therefore our members, are greatly impacted by the strength of the agricultural market. At this time, this seems to be the most optimistic and stable influencer in the local economy.

All in all, the business expectations for the next year seem to be wide and varied, and a bit unclear.

One of the main benefits of the Lethbridge Construction Association (LCA) is to help create stability and strength for our members so that they can best manage the variables in the economy. The LCA works to create stability and fairness in the market through the role we play with the customers of the construction industry. The LCA is working towards improving industry practices that are advantageous for both the owners and the contractors. We meet regularly with the City of Lethbridge to discuss both owner and contractor concerns, and have made a lot of progress to find mutually beneficial solutions to procurement, permitting, and general business practice. I believe both the city managers and the LCA board would agree that there will always be more to be done, but that we have a good working relationship that positions us for success. Thank you to city senior management for making this a priority.

Member stability and strength in the construction market is also aided by the LCA’s active role with various local, provincial, and national boards. As a voice with the Workers Compensation Board, Alberta Construction Safety Association, Alberta Construction Association, and Economic Development Lethbridge, we need to speak to and hear from these groups that greatly influence commercial construction business practices and our business market.

The LCA provides training for our members in order to help our members meet the requirements of these associations and of the industry in order to strengthen our businesses so that we are all equipped for success.

We provide input and feedback as part of the constant review and adjustment of CCDC contracts and supporting documents. The implementation of CCDC documents has become the standard for much of the industry in Canada and these documents have influenced construction contract law throughout the country. LCA members, owners, and contractors have and should make use of these documents in order to help with the stabilization of the expectations and requirements for their projects. Industry stability and strength are enhanced by our involvement as an association in all of these varied roles.

Your LCA board is made up of business owners and representatives just like our membership. Recently, the current LCA board discussed the value of membership support with an increased acknowledgment of the common challenges of operating a business in the construction industry. Many of our board discussions have heightened value and importance when the members focus on the issues that are common to many of us around the table. It is apparent that while our membership includes general contractors, trades, suppliers, consultants, and owners, there are common issues that are evident through the whole industry. Without discussing trade secrets, there is great value in realizing that the challenges of operating a business in this industry at this time are not limited to our individual companies, but are fairly common throughout the industry. The LCA can have a positive, supportive role in the management and function of our individual businesses. The board is looking at increasing the opportunity for these types, supporting networking interactions with all of our members.

Even though this year will have its challenges, history proves that businesses that come through challenging times are better because of the lessons learned. Efficiencies and education make all of our businesses stronger. There is a part of every entrepreneur that sees the challenges and navigates a path through, around, and over them. The LCA is one of the tools that can assist its membership so that their individual businesses and the industry as a whole is better equipped to navigate today’s business challenges and also be ready for the future. u

On behalf of Lethbridge city council, it is my honour to congratulate the Lethbridge Construction Association (LCA) on its valued contribution to the ongoing growth of our community.

While much of Alberta continued to deal with a challenging economy in the past year, I am pleased that the economy in Lethbridge has remained strong. Investments in Lethbridge remain almost equally balanced between the private and public sectors. This means that companies continue to choose Lethbridge as a place to operate a business because it offers their employees an attractive quality of life. In 2018, our population reached 99,769, an increase of 1.6 per cent.

When it comes to growth, West Lethbridge continued to lead the way in 2018. Two key arterial road projects were completed to help manage this growth with the twinning of the west end of Whoop-Up Drive and the new section of Métis Trail between Walsh Drive West and Whoop-Up Drive. City council fasttracked these projects to deal with pressure on our transportation network in West Lethbridge. Planning work is well underway for the next road construction project – the twinning of University Drive from the Community Stadium to Sunridge Boulevard.

In 2018, we broke ground on our newest capital project in downtown Lethbridge. Using precast concrete blocks, the Regional Park ‘n’ Ride Transit Terminal has quickly taken shape.

This facility will help address convenience and safety challenges in the downtown core. This project also includes a three-level parking structure (293 stalls) which will help relieve some of the downtown parking pressures.

The number and value of building permits issued each year is an excellent barometer of the strength of our local economy.

In terms of new construction, Lethbridge continues to have very steady, sustainable growth.

When it comes to economic growth, city council’s decision to acquire the Lethbridge Airport from Lethbridge County has to be the most significant change in 2018. Changes to expand and enhance services at the airport will be critical to our economic future. The Lethbridge Airport welcomed WestJet in the summer of 2018, and we are now actively looking to tap into opportunities for business and land development to support expansion.

There are even more exciting things on the horizon for Lethbridge for 2019. Cavendish Farms will open their new frozen potato processing facility. The Destination Project at the University of Lethbridge will open this year. The ATB Centre – Phase 2 will open this spring making the entire complex a destination leisure facility. Two new agri-food facilities will open in the Sherring Industrial Park.

The LCA plays a vital role in fostering a strong, safe, and resilient workforce. I would like to commend members of the LCA for the continued innovation in deconstruction and demolition practices. This work drastically reduces the amount of waste generated from redevelopment. Thank you for making environmental stewardship a priority. As an organization, you can be proud of your continued position as a strong community partner, giving back through fundraising, apprenticeship, and scholarship opportunities, and I believe this support will only grow in importance in the years to come.

By Mary Van Buren President, Canadian Construction Association The Canadian Construction Association’s (CCA) centennial anniversary year put in motion several strategic initiatives in support of our five-year plan, and more importantly, to deliver on our vision to “build a better Canada”.

Increasing our influence with government Prompt payment Following a strong representation from the CCA, and as part of the ongoing reform to the procurement system, the government committed in the fall economic update that legislation introducing prompt payment for construction contractors and subcontractors on federal projects on federal lands will be forthcoming, as well as adjudication of payment issues.

Investor confidence in Canada

The CCA expressed concern on the dwindling investor confidence in Canada exacerbated by the hurdles and project delays

from Trans Mountain, the steel tariffs, the less favourable tax environment compared to the U.S., and the threats to fair procurement process through “community benefits” requirements. We continue to press these issues with the government and recognized their modest steps to improve Canada’s competitiveness by introducing accelerated depreciation, something the industry has been requesting for some time.

Expanding member & COO engagement Hill Day Late in November 2018, the CCA organized a Hill Day with over 100 members and COOs who met with members of parliament and senators to raise the profile of construction.

Inclusive workforce The government responded to our requests in the fall economic update by including funding for women, as well as for Indigenous and recent immigrant women entrepreneurs, apprentices, and workers.

The CCA facilitated a small workshop to discuss the opportunities and barriers of under-represented segments. The CCA is forming a working group to create a baseline of perceptions of a career in construction, help educate owners and employees on the benefits of inclusivity and celebrate leaders in diversity.

Enhancing member services Gold Seal online The Gold Seal Certification program’s transition to online exams included everything from an update to the application portal to the actual exams themselves. Moving to a digital platform enhanced experience, as well as enables faster marking and collecting feedback.

New CCDC documents CCDC documents are a great example of how the industry – from owners to architects and contractors – work together. After substantial discussion and co-creation, we have issued a few new and revised CCDC documents:

CCI – innovation strategy The CCA in partnership with Canadian Construction Innovations (CCI) submitted a proposal to receive funding for 1,000 science, technology, engineering, and mathematics (STEM) co-op placements. The CCA was advised that we will be “first in line” should the fund be topped up in March 2019.

Becoming a best-in-class association Over the years, the CCA’s board has grown to 90 directors, well outside of what is recommended for optimal and effective decisionmaking. Based on a COO and board member survey, analysis of CCA’s bylaws and related documentation, as well as observation of our March meetings, 10 recommendations were made and discussed at the CCA board meetings. The expectation is that the complete renewal will take several years to ensure there is time to seek input, socialize options, and make decisions.

Alberta Construction Association Update

By Ken Gibson, Executive Director Led by 2019 chairman Ian Reid (vicepresident, Bird Construction, Calgary), the Alberta Construction Association’s (ACA) board has approved three priorities: Influencing the government’s policy agenda; Support development of member capabilities; and advance industry interests with government procurement.

Influencing government The Government of Alberta has responded to the ACA’s call for a review of construction payment legislation. A review will be welcomed throughout the construction value chain, if it leads to improvements in the flow of payment. The ACA presented the association’s concerns in a first meeting with Service Alberta.

Building on reviews undertaken in

Ontario and by the federal government should speed a review that takes into account the unique nature of Alberta’s legislation and market.

With a provincial election imminent, the ACA will once again develop an election website to raise awareness of the issues of importance to our industry. It is important to remember that many Alberta families rely on a healthy construction industry, as one-in-10 working Albertans directly earns their living in construction (240,000+ workers), with thousands more employed in related services and manufacturing. That’s a big chunk of the electorate.

The ACA will of course continue to play a non-partisan role. However, it is important to help equip your employees with questions that reflect concerns they feel about

job security and the ability to earn income to support their families, questions that they can raise with every candidate that knocks on their door or that they encounter through the campaign. The ACA is developing such a candidate questionnaire, and will be asking ACA member firms to distribute to your employees.

The ACA remains non-partisan so that we can represent your interests irrespective of which political party forms government after any election. It is a fact that the current government has extensively updated laws and regulations affecting your employees and your firms – including Employment Standards, Occupational Health and Safety, the WCB, and tendering requirements. The ACA continues to hear from members that not all of the changes fit the unique nature of construction work – weather conditions, remote locations, project-based work where the role for one trade may be affected by the completion of work by other trades. Our advocacy focus remains squarely on two themes – advocating for sustainable, predictable investment so that our employees have steady predictable careers of choice, and advocacy to minimize unintended consequences that reduce the opportunity for our workers to earn the incomes they need to support their families. This advocacy will not change whoever forms government. To do an effective job in this advocacy we need members to contact us to tell us what isn’t working and why, for example, banked overtime rules. Supporting member capabilities The construction trade press and industry commentators sound on an almost daily basis that the construction industry

will be subject to more change in the next five years than the last 50 years.

The ACA is undertaking a number of inter-related projects to help our membership respond to technological change.

In partnership with Alberta Economic Development, BuildWorks Canada, and local construction associations, the ACA is undertaking a market validation study.

The ACA will be seeking the views of selected owners to determine their expectations of industry capabilities in terms of BIM, lean, IPD, etc. Based on the findings, BuildWorks will look to add data fields to their industry directory so that firms will have the opportunity to market themselves based on selected capabilities.

The ACA has also initiated a project with other construction employer associations, labour unions, BuildForce Canada, and the Alberta Ministry of Labour to map out a strategy to assist construction workers to upskill in the face of changing construction technologies.

CBA procurements. The ACA believes that the inclusion of CBA deliverables should be written so as to not interfere with the integrity of the bidding process, be achievable within the contract term, and focus on the project and not on changing the operations of the contracting team.

Government procurement The ACA continues to engage Alberta Infrastructure and Alberta Health Services in dialogue to ensure efficient and fair procurement, and project delivery processes.

The ACA’s workshops on the implications of onerous non-standard contract terms moves into Phase 2, engaging in dialogue directly with owners to better understand how the contracting industry prices onerous terms, and dialogue to find winwin solutions of protecting owner interests while providing fair and profitable project opportunities for industry.

Community Benefit Agreements (also known as social procurement) have emerged with some public tender authorities in Alberta. Alberta Infrastructure is piloting CBAs in the Reynolds Museum project. The intent of a CBA is to incorporate locally identified needs, such as local employment or local suppliers, as part of the project deliverables. While the ACA believes that Alberta’s construction industry already pursues local hiring, the association has expressed its interest in partnering with the government to develop tender language and resource documents to ensure our small-to-medium-sized enterprises can successfully participate in

It requires candidates to demonstrate work experience, industry knowledge, and education to make sure that those who earn the certification do so proudly.

With over 10,000 Gold Seal Certification (GCS) holders, the program’s strong reputation needs to make sure it remains a leader with modern-day best practices. Over the past few years, this iconic program has undergone a major modernizing transition by offering all the exams online.

“Offering the exams online was a huge win for the Gold Seal Program,” says Kees Cusveller, chair of the National Gold Seal

Committee. “It not only modernized the program, but it allowed us to provide the exam writers with a better user experience.

In the future, we will be better able to manage our exams and be more agile in making sure they remain up to date with the latest industry best practices.”

The transition to online exams included everything from an update to the application portal, where applicants can sign up to write the exam, to the actual exams themselves. This transition has had many benefits for both the program, as well as the writers.

An enhanced writing experience.

The new exam portal provides writers with features, such as a timer and question reminders, which helps them succeed in the exam.

Faster results. With traditional paper and pencil, exam writers have waited up to eight weeks to get their marks. With

the new online exams, marking and providing feedback will happen at a much faster pace.

Collecting feedback. To help improve the program it is important that ongoing feedback is collected from Gold Seal writers. The implementation of a post-exam survey provides several insights on where the exam can be improved.

The transition to online exams did not happen overnight. In fact, the January 2019 exam was the first session offering the exam exclusively online. In 2018, there were two pilot sessions where the exams were offered both online and on paper, but with success at both sessions, all future exams will only be online. While exams are still written at the local construction associations, exam writers need to supply their own laptop.

To access the exam, there are a few technical requirements the writers’ laptop must satisfy. Internet Explorer is not supported, so the laptop must have the most up-todate version of Chrome, Firefox, Safari, or Edge. It is also highly recommended that the device has an 11-inch monitor or larger, a physical keyboard (on screen not recommended), and a mouse or touchpad. The laptop must also be able to connect to the local construction association’s wireless access point.

Now that the exam is online it opens the door for new ways for the program to remain a leader in the industry. Continuous improvements to the program, such as additional support for exam writers, making sure industry-focused education and training courses are available, and the ability to update exams more quickly, are just a few of the tasks that lie ahead for Gold Seal.

Storm clouds or silver linings?

By Trevor Lewington, Economic Development Lethbridge On the risks of economic prognostications, there’s a quote that states “an economist is an expert who will know tomorrow why the things he predicted yesterday didn't happen today”.

Nonetheless, we at Economic Development Lethbridge are forging ahead by offering some data on key economic indicators for local businesses to consider as we move into 2019.

The consensus forecast is that the Canadian dollar will remain in the 75 to 79 cent U.S. range for the duration of 2019, picking up where it left off in 2018 where it averaged between 75 and 78 cents. This forecast represents a continuation of current patterns rather than an abrupt change. This buffer between the Loonie and American dollar should help make Canadian exports more attractive in the global marketplace. It also means that prices for imported supplies or inputs should remain stable, assuming there are no unexpected changes to tariffs as a result of trade policy.

Projections for this year suggest the Alberta’s Consumer Price Index, also known as CPI, will increase by 1.9 per cent, roughly in-line with the national figure. As a proxy for inflation, this is slightly lower than the 2.4 per cent annual rate we saw in Alberta in 2018. In general, this means we can expect costs of inputs (such as labour) to be slightly lower than they were last year.

The Bank of Canada has now increased interest rates five times since the summer of 2017 and has indicated more hikes could be on the way. Continued rate increases, along with increasing costs of financing, may have spillover effects on both housing market activity and business expenditures, and put added pressure on businesses and consumers that are already leveraged. More recently, however, the Bank of Canada has also expressed growing concern about the uncertainties remaining with global trade, so there are a growing number of economists who predict a prime rate reduction in 2019.

Indications are that the labour market in our area will continue to be tight after a year in which the unemployment rate in the Lethbridge-Medicine Hat region dropped by 0.6 per cent over 2018 to 5.1 per cent. While part time work is down 4.8 per cent year-over-year, full-time employment was up by 1.2 per cent in 2018 over the previous year. On a sector-by-sector basis, there has been sizeable employment growth in the construction, information, culture, and recreation, as well as transportation and warehousing industries. On the downside, the agriculture,

health care, and social services sectors have experienced the largest reduction in employment in our region. These sectors witnessed declines at the provincial level as well, although the Lethbridge-Medicine Hat region has felt the pinch more acutely due to the important role these industries play here.

Looming large over the landscape for Alberta and Canada in 2019 are the upcoming federal and provincial elections. From a provincial perspective, businesses will want to carefully examine party platforms and question candidates on areas of interest like proposed changes in personal or corporate tax rates, changes to investment tax credits, government spending, carbon levies, and adjustments to labour or safety laws. The status of pipeline capacity and access to overseas markets continues to loom large for Alberta’s oil and gas sector with depressed oil prices continuing to put pressure on government revenues. The national election also promises to play a prominent role in shaping the economic agenda over the course of the next year. The proposed national carbon tax seems likely to play a central role in the election campaign with the Liberals and Conservatives already carving out diametrically opposed perspectives on this issue. Other issues likely to rise to the forefront campaign include immigration levels and workforce development strategies, infrastructure funding, and industry competitiveness within new global trade agreements.

Elections provide an important opportunity for business owners to challenge candidates on party policy and ensure that agriculture is front and centre during an election. Attending debates, joining constituency associations and directly engaging with individual candidates to better understand their platforms is crucial to make an informed decision on how to cast your vote. Alberta’s last general election saw voter turnout of just 53.7 per cent, which was actually a record high when compared to many prior elections.

The economic fundamentals in Lethbridge remain strong but there is increasing uncertainty ahead as major capital projects near completion. The amount of change and uncertainty on the horizon for our country and province brings to mind another famous quote: “May you live in interesting times”. Through all of this, Economic Development Lethbridge will continue to be here to support local entrepreneurs and businesses, as well as promote our community as a place where businesses and citizens can thrive. u

Thank you to everyone who was able to attend our annual general meeting. It was great to hear from Bramwell Strain, Lethbridge city manager, who provided a brief update on what we can expect in 2019. We also heard from Ken Gibson of the Alberta Construction Association (ACA) who spoke on the state of industry in Alberta, the upcoming provincial elections, and some of the goals and objectives of the ACA in 2019.

This year, we said goodbye to board members Nathan Neudorf, Bruce Topolnisky, and Shawn Pasemko who have all stepped down from the board.

CCA 100th

In November 1918, 191 construction industry delegates representing general contractors, trade contractors, and manufacturers got together with a noble purpose. In the words of H. Elgie of Toronto: “We want to make the building industry of Canada the best industry of Canada. It is worthy of it and we should consider it our duty.” From these early meetings held at the Château Laurier in Ottawa, the Association of Canadian Building and Construction Industries was formed. This name was kept until 1928 when they became the Canadian Construction Association (CCA).

CCA on the Hill Day

Last November, LCA executive director Erin Low attended the CCA's 100th anniversary celebration in Ottawa. While there, she had an opportunity to partake in the CCA on the Hill Day where delegates from construction associations across Canada met with members of parliament to promote and advocate for issues affecting the commercial construction industry.

She was fortunate to have met with two MPs, Peter Forseca, MP for Mississauga East, and our very own Rachael Harder, MP for Lethbridge, and press upon them the importance of consistent, sustainable funding for infrastructure projects.

10 key questions to ask your consultant before hiring…

1. What is your safety management philosophy? A credible consultant should be able to explain their philosophy and values toward safety. Find out as much as you can from your consultant, ask for specifics, ask questions if you are unsure, and ensure that they are using your time and money invested wisely.

2. Will you provide the scope of work, timelines, and deliverables in writing? A true health and safety professional that is experienced and knows what they are doing will provide you with exactly what they will deliver, by when and at what price.

3. Will you work with anyone? A good health and safety professional will not just work for anyone. Management, supervisors, and workers must be included in and responsible for your health and safety program. “We’ll do it all for you” is hazardous to profit and your due diligence requirements. They will have requirements that they understand are imperative to your success and to meet the requirements of Alberta health and safety legislation.

4. How do you measure success in an organization you are working with? Aside from budget pressures, being able to demonstrate the value and the impact of your safety program is crucial to help build momentum and support for future initiatives.

Without the support of management, supervisors, and workers, safety programs will not reach their full wide-ranging impacts or help drive a cultural shift.

5. What education and professional certifications do you have?

Ask for a resume and health and safety related certificates from your consultant. Don’t just take their word for it. This will determine experience not just that your consultant has health and safety certificates, but their resume is their experience.

Consultants and safety professionals can all pay for a safety designation and pass a test, but experience is the key.

6. What experience do you have in the field of occupational health & safety (OH&S) management and training? Find out what experience your consultant has. Do they have work experience in your industry? Many high-quality consultants may be generalists and refer to specialists as required. Others will stick to certain specialties such as occupational hygiene or ergonomics, so ask what their specialty is. Find out how long the consultant has been working in the industry and doing what.

7. Can I have references? Best way to get honest information. A great consultant will be more than happy to give you a list of references of previous and ongoing clients.

8. Do you have errors and omissions and third-party liability insurance? This question speaks to the consultants’ own professionalism and the way that they manage their own due

diligence. A professional consultant will always be prepared to protect both you, the client, and themselves should their work prove faulty. If the consultant is teaching due diligence then they should be practicing it themselves.

9. How do you keep up with current legislation and industry best practices? All true professionals will update their knowledge on an on-going basis through on-going education and belonging to different affiliation boards. All good-quality consultants will have reputable sources for information pertaining to your specific questions and concerns.

10. W hat documentation do you provide? As the saying goes in safety management, “If it isn’t written down then it didn’t happen”. All professional consultants will understand the importance of making sure you have proper documentation. This includes documentation of worker involvement in the development in any part of your safety program, training records, including sign-in sheets with names, dates, and signatures of all participants, copy of the course materials, and competency tests.

The last question is one to ask yourself: What’s your overall comfort level after speaking with the consultant? You wouldn’t buy a pair of safety boots without at least trying them on to see if they’re comfortable or the right fit. The same concept holds true when selecting a safety consultant. Set up an interview, ask the right questions, and follow your instincts for a good fit. After these 10 questions have been answered to your liking, the decision to hire or not should be much easier. Don’t settle for someone who makes you uncomfortable – it’s worth the time to do some homework. u

Continuous improvement will not be a new concept to anyone flipping the pages of this magazine. In our day-to-day we are constantly trying to improve, whether in our professional roles or in our lives as parents, friends, and neighbours at home.

BuildWorks Canada is no different as we constantly try to stay ahead of the curve and provide value to members across Western Canada.

The BuildWorks Canada partnership of local construction associations across Manitoba, Saskatchewan, and Alberta was born of a desire to work together and improve our service offering to the 4,500+ member firms across the prairies. We had specific goals to improve our technology, create a directory, and generate new revenues through advertising. These are all tangible items that we can control, measure, and report on which is extremely helpful in our growth. Less tangible is how we are improving our service through the collaboration our partnership creates.

By working together as three provinces, we are aligning our processes, learning from each other, and taking best practices from each region to implement across the platform. Our

experience and resources have expanded three-fold, allowing us to improve and assist member firms faster and more accurately. Our depth of knowledge has increased, so we are not making the same mistakes already experienced and learned from in the past. Removing these provincial barriers is allowing us all to do our jobs more effectively and efficiently. The flow of information and the pursuit of opportunities does not respect provincial borders, so in our own way, we are removing these false borders to add member value across our partnership.

Continuous improvement is an endless pursuit and can often be dismissed as obvious or common sense. We see it as a clear path to growth and domination of the construction information and opportunity space we occupy. By working together and improving our service every day, we solidify our relevance and value in the marketplace.

Park ‘n’ Ride Transit Terminal, which will be a multi-level building aimed at expanding regional transit service, as well as adding more parking stalls to downtown.

Once the structure is officially complete and open to the public later this year, it will help to alleviate the parking shortage in the downtown area, as well as be a hub for those wanting to travel by bus to surrounding communities.

The project, which is located on 5th Avenue South between 7 and 8 Street, was initiated to relocate the existing downtown transit terminal point for the city buses to a safer location so passengers don’t have to cross the street

to change buses. The building will feature lease space on the ground floor and second floor, with a three-level pre-cast parking structure above with a capacity of 293 stalls.

The lower level of the project will have space for five buses on an interior drive-thru, which will pick up and drop off passengers, as well as five buses on Fifth Avenue. The Red Arrow Transit Service will also occupy space on the ground level, offering bus service to other communities and will have designated parking for their riders in the parkade above.

Construction started at the end of 2017 and included demolition of the existing Bompas Street parking lots. The scheduled completion date is at the end of June 2019.

The project is budgeted at just over $18 million for construction costs and is being funded by grants from the federal and provincial governments. Graham Construction is the construction manager on the project.

“Construction itself is good. There was lots of preplanning into the precast structure, so piling went in then and the precast structure went up in August 2018 and then was completed in November 2018,” says Nathan Shields, site superintendent for Graham Construction, who adds that their biggest challenge is the fact that they are building to the property line on all four sides. “An issue is the space, being able to have adequate space for site storage and the trades to off-load building material and space to do exterior works. We have had to set up all the traffic management and close one of the city streets completely off so we have proper access for the trades and crane to deliver and erect the building with the large crane.”

The construction team chose to go with precast construction to speed up the project. Shields mentions that it took them a matter of a few months to put the structure up, whereas if they did it with cast-in-place construction or cast-in-steel, it would have taken them much longer. By choosing this route, it not only allowed them to put the structure up faster, but it was less of an impact on the community.

Once the structure is officially complete and open to the public later this year, it will help to alleviate the parking shortage in the

downtown area, as well as be a hub for those wanting to travel by bus to surrounding communities.

“We have had interest expressed from a couple of different downtown businesses looking for staff parking, which will potentially result in a number of monthly leases for parking since there is so little downtown parking available,” says Ric Johnston, project manager for the City of Lethbridge. “We expect that the public response to this will be good as it will provide improved parking availability to access downtown businesses.” u

Senator Joyce Fairbairn Middle School officially opened to students at the beginning of the 2018/19 school year.

A place to collaborate Senator Joyce Fairbairn Middle School opens in West Lethbridge Students in West Lethbridge now have another option when it comes to choosing a middle school.

Senator Joyce Fairbairn Middle School officially opened to students at the beginning of the 2018/19 school year and is located at 301 Rocky Mountain Blvd. on the western side of the city. The Lethbridge School District No. 51 spearheaded building the school since the area’s other middle school, GS Lakie built in 2002, was overcrowded.

“We have an increased student population on the west side of Lethbridge, as well as access to middle school students with the expansion of the north and south, as well as the west,” says Daniel Heaton, director of facility services for the Lethbridge School District No. 51. “The access to GS Lakie was starting to cause us concerns, so the board decided that a new middle school in West Lethbridge was necessary.”

The middle school was built since the area’s other school, GS Lakie, was overcrowded.

The $23.9 million school is named after Lethbridge-born journalist Joyce Fairbairn, who was legislative assistant to former Prime Minister Pierre Trudeau and the first woman to be named government leader in the senate. The school is divided into six pods, each with its own collaborative space, so that students from each grade have their own area to work together.

Opening into each pod are five classrooms and one maker space with a sliding glass wall, which is designed to be more conducive to project-based learning with its connection into the group area that the five classrooms surround. Between each pod of five classrooms there is also an outdoor classroom to facilitate outdoor learning during the fringe seasons. Also adjoining these permanent pod teaching spaces are 10 modular classrooms with the capacity to add more and increase the overall student capacity of the school.

The school is divided into six pods, each with its own collaborative space, so that students from each grade have their own area to work together.

The administration office, gymnasium, drama room, band room, and cafeteria all branch off of this space and many of them are connected to the gathering space by large sliding partitions so multiple functions can occur at once. For example, the band and drama rooms each have a sliding wall that can open into the gathering space and they can perform at the same time with the audience members sitting centrally.

“We felt that it was important to bring students together on a daily basis. The gathering space makes it more conducive to developing community in the school.

It also goes with the educational goals for Alberta Education right now, which includes developing ethical citizens,” says Dan Westwood, principal with FWBA

The school was funded through Alberta Education and Alberta Infrastructure. The City of Lethbridge also provided money to the school district through the joint-use agreement to create a gymnasium that is larger than most new middle schools. The gymnasium will be used to accommodate community functions such as badminton groups, volleyball groups, and more.

The school is designed to attain LEED Silver certification, which is mandated by the Province through the Canada Green Building Council. The school features several sustainable elements, such as an improved building envelope, daylight harvesting through an abundance of windows, energy-efficient lighting,

and energy-efficient mechanical systems, which includes state-of-the-art boilers.

Dawson Wallace were the general contractors on the project, and other LCA members included ISL Engineering and Land Services Ltd., Inland Screw Piling Ltd., Ground Breakers Construction Inc., Rite-Way Fencing Inc., Brincon Construction Ltd., Burnco Rock Products Ltd., Maverick Concrete Ltd., Steve’s Urethane Inc., Shanahan’s Alberta Ltd., Lethbridge Door Systems Inc., KDH Painting, Allmar International Ltd., DMT Mechanical Ltd., Charlton & Hill Ltd., and Neu-lite Electrical Inc. Construction on the project began in January 2016, and although it was scheduled to be completed in May 2018, it was not finished until August of that same year.

There were several challenges that the contractors experienced on this project.

“We had to figure out a way to gain access to the site since there were no roads yet

developed so that during construction [the contractors] could gain access to the site,” says Westwood, adding that they had to set up fire protection and coordinate with the fire marshal since there was also no water service to the area. “The city and contractor were good in terms of working together and collaborating so these programs could be figured out in a way that maintained safety to the site and allowed for construction to occur.”

Now that the school is officially open, the school is helping to alleviate overcrowding at GS Lakie and has been a very welcome addition to the community.

“People are very excited about it and the building is bright, light, and airy,” says Heaton. “The amenities provided in it are 21st century because it’s the first middle school we have built since GS Lakie opened. It has capacity for modern curriculum in it, less traditional in some senses, and a lot more collaborative.” u

Métis Trail expansion in West Lethbridge makes travelling through the area easier

Residents in West Lethbridge and those passing through now have a more efficient thoroughfare thanks to an expansion on Métis Trail.

Officially opening on October 26, 2018, the Métis Trail expansion included the construction of the first two lanes of the ultimate four-lane arterial Métis Trail from Walsh Drive W. to Whoop-Up Drive W., including all intersections. It also included an intersection improvement at University Drive and Walsh Drive W. in order to handle increased volumes.

“We were looking at our overall West Lethbridge road network and this was part of a missing link that would connect multiple neighbourhoods in the west side of our city,” says Craig Richter, senior project administrator for the City of Lethbridge, who adds that it was advanced by city council because of the growth happening in that area of the city. “A big driver of traffic was the construction of the ATB Centre. The existing road network would have been unable to handle that increase in traffic without some major congestion and delays.”

an increased capacity for traffic that was generated by the ATB Centre and the Crossings commercial development, provides better access to schools, and improves emergency response times.

The project started in spring 2017, with Stage 1 constructing the road between Jerry Potts Blvd. and Caledonia Blvd., including the construction of Caledonia Blvd. between Métis Trail and Aquitania Blvd. Stage 2 saw the completion of Métis Trail from Caledonia Blvd. W. to Whoop-Up Drive, and the remaining stages included the stretch between Garry Drive W. and Walsh Drive, as well as improvements at the Walsh Drive/University Drive intersection.

These stages were done in such a way that would allow traffic to keep moving on the west side of the city. At the same time, Whoop-Up Drive was undergoing a twinning project, which the City had to coordinate construction around as well.

“Whoop-Up Drive really is the main east and west trunk in West Lethbridge that connects a lot of those existing neighbourhoods, and they were going to twin that at the same time that Métis Trail was constructed,” says Richter. “The staging provided a lot of relief for when road closures and lane narrowing and things like that were happening on the Whoop-Up

project. Challenge-wise, that was probably the biggest thing, but we were able to mitigate it through a lot of planning and careful staging.”

The expansion was part of the City of Lethbridge’s Capital Improvement Program. Richter says that the project was supposed to be built in 2020, however, city council advanced it since they saw a need due to rapid development on the west side of the city.

The project was budgeted at $9.7 million and was constructed for just over $8 million.

Tollestrup Construction Inc. were the general contractors for the project. Jonathan Hamilton, chief operating officer for the company, says they hired a lot of local subtrades to try to provide cost savings in a tender to the city. Other LCA members that worked on the project included Whissell Contracting Ltd., D.A. Electric Ltd., Bos Scapes Inc., and Tetra Tech Canada.

“It was a multiphase project and just the sheer size of it and the complexity of some of the phasing required a lot of teamwork on a lot of the subtrades, ourselves, and the city and consultants,” says Hamilton.

Hamilton says that they completed two multi-lane roundabouts, six intersection tie-ins, established new multi-turning lanes on University Drive and Walsh Drive, which included widening them out and providing acceleration and deceleration lanes, as well as brand-new traffic signals.

Although the project was completed on time and under budget, they still experienced a number of challenges, including dealing with existing utilities in the area, as well as extreme heat and smoke from the 2017 forest fires that impacted crews being out in the elements. With that being said, since 2017 was a very dry year, they were able to get a lot of construction done ahead of schedule. Hamilton adds that they also had weekly meetings to deal with any other complex problems that arose during construction. He mentions that with any of the tie-ins for the existing subdivisions or traffic movements, they had to create a

traffic plan to help them get in and out of where they needed to go each day and get construction done in a timely fashion.

Now that the expansion has been officially open for several months, the City is starting to plan for the next stage of Métis Trail, which is the south portion from Temple Blvd. to Rocky Mountain Blvd.

Richter says that they have seen a lot of great

feedback from residents using the roadway.

“We’ve seen a lot of people using it and they are happy that they are able to have a high-capacity roadway which takes them north and south, instead of having to use University Drive primarily for that, or 30th Street, which was a gravel road,” says Richter. “The community has been very happy with it.” u

Building on a legacy in Lethbridge Celebrating the 90th anniversary of FWBA Architects

FWBA Architects (FWBA) is a Southern Alberta firm established

by H. William Meech in 1928. Although the company has changed names and evolved over the years, it has never lost touch with its roots in Lethbridge.

Building on this 90-year legacy, principals Dan Westwood, Christopher Babits, and David Cocks have strong ties to the region.

Westwood, born and raised in Lethbridge, became a partner in 1999. Babits, who relocated from Ontario to Alberta 20 years ago, became a partner in 2008. And Cocks, who hails from Medicine Hat, started as a technologist with the firm and eventually became a partner in 2016.

Since the beginning, the firm has specialized in institutional buildings throughout Southern Alberta. It is impossible to walk through downtown Lethbridge without seeing a building designed by the firm. The Rehabilitation of The Bar U Ranch

Nitro Construction Ltd. was awarded the restoration work on two of the historic buildings at The Bar U Ranch National Historic Site, an unassuming grouping of bright red buildings established in 1882 depicting the evolution of ranching from the 1880s through to the 1960s.

Physical restoration work began in the spring of 2017 on the slaughterhouse and implement shed. These buildings have been designated by the Federal Heritage Buildings Office (FHBRO) under the Historic Sites and Monuments Act. The cultural value of these buildings was taken into consideration every step of the way throughout the restoration. Our goal for the project was to repair the buildings to ensure stability over a long life cycle, while allowing people to visit the ranch as it would have been over 100 years ago.

One of our first tasks was figuring out how to replace the entire foundation of the implement shed and the slaughterhouse while ensuring the integrity of the structure. The original building consisted of a rectangular wooden frame with board and batten exterior siding. Over the years, two additions were added. The first addition consisted of a steam tractor garage to the west side of the original building, and the second addition in 1948 was made to house more vehicles. Suffice to say, we had one chance to get this right!

Months were spent developing an engineered lift plan that would allow us to access the foundation in its entirety. When all looked good on paper, it was time to put it into action. On March 2, 2017 we removed the buildings from their foundation to be set aside while we accessed the foundations for repairs with the help of cribbing, lift beams, jacks, winches, and machinery.

We were informed that we would come across original sandstone bases under parts of the building, exact amounts unknown as most of which was buried below grade. Found sandstone was to be catalogued and used in the new foundation systems. With the help of an archaeologist, we came across sandstone and cultural materials, such as machinery parts, bones, agricultural implements, and pieces of hand tools. These artifacts contribute to the rich history at The Bar U Ranch.

Throughout the entirety of the project we documented the construction means and methods for each building. We used two major excavation methods: shallow depth machine excavation, and manual excavation using hand tools. Prior to any work taking place with machinery, our team and the archaeologist came up with hand signals for each other to use throughout the process to ensure no damage was done to artifacts that came to the surface.

Next, we moved on to complete the remainder of the rehabilitation. This work included replacing damaged wood-batten siding, replacing the cedar roof, and paint treatments of the structures.

The siding had several different profile types which we had to replace in-kind to ensure the new versus the old could not be differentiated. This required us to document every board, determine and mill the correct profile, and butt the edges of boards to respect original board ends.

This project had its challenges, including weather and timing work to avoid disrupting species at risk, such as barn swallows and little brown bats. Overall, it was an honour to be apart of bringing a piece of Canada’s history back to life for years to come at the Bar U Ranch National Historic Site. u
