Message from MLA of Lethbridge-East
NATHAN NEUDORF
It is my honour to bring greetings to all members of the Lethbridge Construction Association on behalf of the Government of Alberta. Never before has it been so apparent that we are truly a part of a global economy. The spread of COVID-19 has certainly been on the top of everyone’s mind lately and the impact of it has certainly caused rumblings around the globe. Earlier this year, Alberta had numerous signs of economic recovery, investment was finding its way back to the province, capital spending was moving ahead getting ready for the summer season, and the hints of an early spring igniting the hopes of “getting into the ground” was a distinct possibility.
Now, just a few short weeks later, much

You can be assured that this Government is working hard on getting Albertans back on jobsites all across our province. As your representative for Lethbridge-East and as someone who worked throughout the commercial construction industry, bringing good jobs to Alberta and getting Albertans back to work is of the highest priority to me. It is my vision that Lethbridge can continue to grow as a hub for investment

But I would encourage all of our commercial construction industry to remember the strong economic foundation that has been set, remember the positive indicators of a month ago, and stay the course. Spring is coming, many, many capital projects need to happen and more will likely be added to the list – we can have

Congratulations on another busy year building community in Southern Alberta and on your 65th anniversary serving our community. Last year we saw the completion of the Park ‘n’ Ride Transit Terminal, the grand opening of Phase 2 of the ATB Centre, and many more much-needed updates to local infrastructure. These are projects that the public depends on, the economy depends on, and the employment sector depends on, all funded in part by provincial capital. On behalf of Lethbridge City Council it is my pleasure to congratulate the Lethbridge Construction Association on their new publication, DIRT magazine – Discussing Ideas Around Construction. While much of Alberta continues to deal with a challenging economy, I am pleased that the economy in Lethbridge remains comparatively strong. This can be attributed in part to the adaptability of our local construction industry and the leadership of the LCA. The construction industry is ideally positioned to respond to the needs and demands of our growing communities.

Influence. Engage. Deliver. CCA looks back on 2019 By Mary Van Buren, President, Canadian Construction Association
Year two of our five-year strategic plan was one that had the Canadian Construction Association (CCA) focused on increasing its profile as a trusted thought leader and strong industry advocate on issues that matter to our members. Together we are creating a more proactive, responsive, and engaging association.
The power of the industry in influencing the government #Construction4CDNs Being an election year, 2019 was a great opportunity to elevate our issues of concern to the government. We launched our campaign, #Construction4CDNs, and its associated website (construction4cdns.ca), to call attention to the importance of strengthening investor confidence, supporting innovation and technology, planning and funding a long-term infrastructure strategy, and attracting a skilled, diverse and tech-savvy workforce. Over 1,000 letters were sent to candidates – demonstrating the strength of working together to the benefit of the industry. Hill-at-Home These four issues also formed the basis of our Hill-at-Home initiative – a first for the CCA – that had members meeting with local MPs in their ridings to amplify the industry’s voice in the summer leading up to the election campaign. The CCA held 58 meetings, six

of those with cabinet ministers and one with the leader of the official opposition. National Construction Day Tuesday, November 26, 2019 marked the CCA’s first annual National Construction Day. In collaboration with our partner associations, this day recognized and celebrated the dedicated, hard-working men and women instrumental in building and connecting our communities through infrastructure. Over the course of the day, we are proud to say that #Construction4CDNs was trending in Canada – cracking the top 10 at midday on Twitter! A video highlighting the exciting and diverse careers and people that make up our industry was launched in connection with National Construction Day, and as part of our larger Talent Fits Here initiative. There will be more to come on this inspiring new campaign in 2020, but we invite you to visit cca-acc.com/ national-construction-day to watch the video. Thanks to everyone who helped make Construction Day a success. Your tweets and re-tweets highlighting all the wonderful initiatives of our partner associations and members throughout the day was inspiring. Prompt payment The CCA advocated for and was successful in having the government use a consultative process prior to finalizing legislation on federal prompt payment. Following the report in June
Lethbridge Construction Association
2018, which addressed CCA’s concerns and recommendations, prompt payment legislation was officially introduced on April 8, 2019 as the Federal Prompt Payment for Construction Work Act, a sub-section of Bill C-97, the Budget Implementation Act of 2019. We are proud to announce that the Federal Prompt Payment for Construction Work Act received royal assent on June 21, 2019. The date of its official enactment remains undetermined, but, according to various related documents, is designated to come into force “on a day to be fixed by order of the governor-in-council.” The CCA will be working with the government on the development of policies that would make the legislation as efficient as possible.
Enhancing member services CCDC documents CCDC documents are a great example of how the industry – from owners to architects and contractors – work together. We have issued a few new and revised CCDC documents: • Revised CCDC 23 - A Guide to Calling Bids and Awarding Construction • New CCDC Master Specifications Division 00 • New CCDC 30 - IPD Contract In late 2019, the CCA piloted an introduction to CCDC documents webinar that has been viewed by over 350 people. Using technology strategically to share knowledge with more people, this webinar was a

compliment to our face-to-face seminars and is an important step forward in being digital first in communications, content, and services. Gold Seal online The Gold Seal Certification program’s transition to online exams included everything from an update to the application portal to the actual exams themselves. Moving to a digital platform enhances the experience, as well as enables faster marking and collecting feedback. Becoming a best-in-class association The CCA’s board has grown to 90 directors, well outside association standards for optimal and effective decision-making. At a special general meeting in September, CCA board and members unanimously endorsed the final recommendations brought forward by the governance renewal working group. The new model will result in a
smaller board; a new national advisory council to represent five sector voices, including civil, trade contractors, general contractors, manufacturers, suppliers and services, and local construction associations (LCAs); and two new board committees (audit/finance and nominations/governance), leading to increased opportunities to engage more people with the CCA.
Elevate the industry’s image: Use #CDNConstructionGives Through the CCA’s #CDNConstructionGives campaign, we have highlighted the charitable and community initiatives that companies, individuals, and partner associations across the country have undertaken in their regions. From local charity fundraisers to volunteering time and equipment for community projects, our industry is an integral part of the neighbourhoods in which they work. Our industry also continues to promote the
skilled trades as an excellent opportunity for all Canadians to consider as a career path. The government and Canadian public, however, are not aware of how much you do in support of your communities; whether it is hiring atrisk youth or organizing food drives. With over 4.5 million impressions since we started the campaign last summer, together we are raising the profile of the industry as a good corporate citizen and an employer of choice! See all #CDNConstructionGives action on ccaacc.com/cdnconstructiongives.
Let’s stay in contact Please email me at mvanburen@cca-acc.com if you have any feedback or comments on how the CCA can serve you better. ALBERTA CONSTRUCTION ASSOCIATION UPDATE By Ken Gibson, Executive Director, Alberta Construction Association The Alberta Construction Association’s (ACA) 2020 chair Frederick Vine leads the ACA board in pursuing three priorities: Influencing the government’s policy agenda; support development of member capabilities; and advance industry interests with government procurement. Influencing government The ACA advocacy is rooted in the fact that many Alberta families rely on a healthy construction industry, as onein-10 working Albertans directly earns their living in construction (240,000+ workers), with thousands more employed in related services and manufacturing. Since the 2019 provincial election, the ACA has written the premier and key ministers aligning their platform of efficient government, red tape reduction,
creating jobs, and delivering on a transparent long-term capital plan with industry issues. The ACA has met with new ministers to advance our advocacy: • Service Alberta to advocate for a review of construction payment legislation • Advanced Education to propose revitalizing the apprenticeship board • Infrastructure to discuss the proposed act, P3s, and possible red tape reduction initiatives • Labour to advocate for changes to OHS and WCB, and to propose partnerships for workforce recruitment, development, and retention In each case, government ministers have been receptive to ACA advocacy, with the opportunity for the ACA to play a major role in consultations anticipated for 2020.

The ACA is pleased to note that past chairs Paul Verhesen, Paul Heyens, and Colin Ward have each received appointments to the Skills for Jobs Task Force, charged with finding ways to expand and strengthen apprenticeship education and skilled trades opportunities to meet market demand. Service Alberta has commenced a review of the Builders’ Lien Act and prompt pay, and the ACA is working closely with local construction associations and other stakeholders to achieve much-needed reform to ensure improved speed of payment. The ACA supports the reintroduction of the option of banked overtime at 1:1 and is now providing input to government about changes to the averaging agreements. The ACA is also working with the government to revisit changes introduced by the previous government to Occupational Health and Safety and the WCB. The ACA continues to hear from members that not all of the changes fit the unique nature of construction work – weather conditions, remote locations, project-based work where the role for one trade may be affected by the completion of work by other trades. Our advocacy focus remains squarely on two themes – advocating for sustainable, predictable investment so that our employees have steady predictable careers of choice, and advocacy to minimize unintended consequences that reduce the opportunity for our workers to earn the incomes they need to support their families. The ACA has submitted

Gold Seal Certification – the nationally-recognized industry standard for certification of Canada’s construction management professionals – brings many benefits to the individuals who attain it, from skills development to industry credibility, career advancement, solid connections, and more. Gold Seal for individuals – certified excellence Gold Seal construction management professionals have attained the highest standard of excellence in the industry, have proven industry experience, and are held in the highest regard. For them, their GSC means a lot. “Having my Gold Seal Certification shows the dedication I’ve put into my
career and profession. It goes a long way on-site with being taken seriously. The Gold Seal Certification helps solidify who I am, my experience, and it helped me feel confident when I returned to work post-leave,” says Danielle Moe, GSC, safety manager for Ward Bros. Construction Ltd. Earning excellence When you earn your Gold Seal Certified (GSC) credential, you earn a lot: you demonstrate excellence through certified experience and nationallyrecognized validation of your skills, competence and knowledge; you build trust by gaining valuable ethics knowledge; and you keep pace with the industry through professional development, skills development, leadership development, and other ongoing education and growth.

Gold Seal for companies – showcasing excellence When you fill your roster with GSC professionals, you’re showcasing your own professionalism to the world and highlighting the excellence of your employees. “In my family business, the GSC has always been an important aspect for the company because it’s an asset for the company. We value it immensely and know it’s a great thing to have for ongoing education,” said Teri Urban, GSC, safety coordinator for her family’s general contracting firm. “I’m going out and I’m making sure I have the extra education and that I’m striving to be my best, which in turn helps the company get projects.”

Attract and retain excellence Companies that build Gold Seal Certification into their hiring and training practices demonstrate that they are committed to the professional development of their employees and show that they are willing to invest in the ongoing education and advancement of their staff. That’s good for recruitment, and great for retention. Make a difference with GSC At the end of the day, Gold Seal Certification can make all the difference at decision time. Tim Casler, GSC, agrees. “When the company I work for is pre-tendering or applying for a project, having a GSC supervisor is a pretty big thing,” said Casler. Is Gold Seal for you? that Lethbridge and Southern Alberta have to offer.

In construction specifically, the forecast was tracking a bit above average in 2020
with a projected $459 million in the region, up from $435 million in 2018. Jobs in the region were forecasted to remain steady with an estimated 7,300 individuals employed in the construction sector in 2020. That number will have a higher percentage on the residential side considering the amount of housing starts and decrease in non-residential projects throughout the city in 2020. So overall our region’s economy was expected to grow and diversify. But as I sit here writing an article on the local economy, I can’t not mention how world events are and will shape what happens locally here in Lethbridge. The COVID-19 situation has reached the state of a global pandemic and although the risk of being infected in Lethbridge and Southern Alberta is low right now, preparing for the economic impacts of what could happen is a tough path to predict. When we think of a virus, many people’s first concern and rightfully so is on a human level. How will this affect me, my family, my staff and people
The Conference Board of Canada in their latest mid-sized cities report stated “Lethbridge’s economy has fired on all cylinders” in 2017 and 2018 and will continue to experience projected moderate growth (2.7 per cent GDP) through 2020. needed for my business to succeed? One of the best courses of action suggested is number one, be prepared, and number two, don’t panic. Having a plan in place that addresses a remote work force, physical and mental well-being of your staff, supply chain disruption or demands, and a worst-case scenario financial outlook will help ease panic at a time when questions and rumours will run rampant. Honestly, none of these things are easy to do, and chances are a decision made in the planning stage may need to be altered or amended, or scrapped altogether depending on how the world pivots on any given day. Ideally you have a plan and never need to use or
discuss it, but the piece of mind it will give you and your employees will help if the system starts to break down. Making these plans will dramatically help keep the local economy as stable as possible in an uncertain time and will also keep the city’s businesses and industries working to be at a better place once the uncertainty ends and things get back to normal. This crisis will pass. So, to sum things up in a few words, I’d say we’re in a good place overall as the fundamentals of this market remain strong, but there is definite uncertainty in what lies ahead. There will be a long recovery period and for now we must wait to see how governments, markets, and consumers respond. s

Sunny side up Airtech Heating & Air Conditioning Ltd. installs solar panels to be more environmentally conscious and see savings on energy use By Shayna Wiwierski
Airtech Heating & Air Conditioning Ltd. installed solar panels on their building in August 2019 in order to produce less carbon and see more of a return on their energy use.
Airtech covered their roof with 392 solar panels for a 150 kW system, the equivalent of their annual electrical use.

If your company could save money on your energy bill every month and produce less carbon emissions, would you make the switch? That was the question that Airtech Heating & Air Conditioning Ltd. asked themselves before converting their power over to solar. The Lethbridge-based company, located at 451 39 Street N., installed solar panels on their building in August 2019 in order to produce less carbon and see more of a return on their energy use. Dwayne Huber, president of Airtech, says that they have been considering the switch for a few years but were trying to figure out the numbers, how well it would work, the cost savings, and what they would pay for power. “When we first looked at it, the numbers didn’t seem to make it an attractive investment, but as we talked to other companies who have gone solar and gathered more information, it made more sense to revisit it,” says Huber, adding that they considered it more seriously in January 2019 and had the system active by August of that year. As a result, Airtech ended up covering their roof with 392 solar panels for a 150 kW system, the equivalent of their annual electrical use. Solar energy works by taking the sun’s rays to generate electricity from solar photovoltaic (PV) panels. The system is widely known to provide a return on investment for businesses, while also reducing their environmental footprint. Since the sun is a renewable resource, it is known to produce energy in a clean, quiet, and consistent manner over a number of years. Airtech was able to take advantage of Energy Efficiency Alberta’s Residential
and Commercial Solar Program, which provides financial incentives to Alberta homeowners, businesses, and non-profits who install PV systems on their homes, businesses, and facilities in the province. For commercial businesses, the program provides a $0.75/watt incentive to commercial systems and the maximum grant amount is the lesser of 35 per cent of the eligible system cost, or $1 million. “What helped rejuvenate [the idea] was, under the previous government, there was a rebate program that also helped make it more attractive, a 35 per cent rebate,” says Huber, adding that the total cost was close to $250,000 before rebates. “We also spoke with another company in town that has solar and I asked a simple question, ‘would you do it again?’. His answer was ‘Absolutely!’. So, that got us more interested.” Huber also mentions that there are low interest rates, so they were able to finance the project at roughly the savings it was generating for them, making the cost neutral. As well, he says that Revenue Canada adds to the incentive by accelerating the tax savings to help reduce risk and speed up the return of the PV panels after they are installed. After five months or so, Huber says that they have already seen financial benefits in switching to solar.
Airtech Heating & Air Conditioning Ltd. was able to take advantage of Energy Efficiency Alberta’s Residential and Commercial Solar Program, which provides financial incentives to Alberta homeowners, businesses, and non-profits who install PV systems on their homes, businesses, and facilities in the province. The electrical provider that Airtech uses is Get Energy, which allows them to switch rates any month. Seven months of the year they are on the higher rate and then five months a year they are on the lower rate. The higher rate is when they are producing more solar than they are consuming, and the lower rate is when an inverse happens, where they are consuming more than they can produce. For example, in the middle of summer, when they are producing more than they would be consuming, Airtech actually sells power back to the utility grid. “Our power consumption is pretty level and we have data that shows what our solar production is,” says Huber. “So we know that in January, February, October, November, and December we don’t produce enough power. Those months we stay on the lower rate, and then from March to September we switch to a higher rate since we are selling more power to the grid than we are consuming.”
After five months or so, Airtech already saw financial benefits in switching to solar.
Huber says that the PV panels, which were purchased and installed by Solar Optix Energy Services in Lethbridge, are supposed to last about 25 years. At that time, they are still expecting to generate 80 to 90 per cent of their initial rating. As a result, over that period of time they are paying about four cents over its lifetime per kW hour. He also adds that although he has seen a return on investment in switching to solar, smaller buildings may not get the same results so quickly since it goes by cost per panel. “When you factor the installation and everything in, you still have to tie it into the electrical system. So, whether you are tying it in for one panel or 400 panels, that cost is the same,” says Huber, adding that if other companies are looking into switching to solar, they should try to get the best information possible since there are a lot of opinions and misinformation out there. “If it’s a bigger scale or project, it makes it more beneficial.” Although they have definitely seen a positive outcome to their energy costs, installing the PV system has also provided a way for Airtech to practice what they preach. Not only will their power rates not go up for the next 25 years, but they will also not be producing greenhouse gas emissions either. “It’s another way that Airtech stands out from its competitors,” says Huber. “There’s a lot of talk about being environmentally conscious and doing your part, but you can’t stand on the sidelines and wait for everyone else to move. We needed to be bold and lead by action rather than wait on everyone else to act on it. That’s just the right thing to do.” s DIRT | 2020 51

Justin Fisher is breaking the stereotypes on what it’s like to be a plumber By Shayna Wiwierski
Justin Fisheris a journeyman plumber, gasfitter, and supervisor at Simpson Plumbing who followed in his family’s footsteps and will one day take over the reins to the family business.
Since there are so many different aspects of plumbing, Fisher says that you really can create your own opportunities and choose how far you’ll succeed in the profession.
52
Lethbridge Construction Association
For Justin Fisher, plumbing runs in his blood. The 24-year-old journeyman plumber, gasfitter, and supervisor at Simpson Plumbing followed in his family’s footsteps and will one day take over the reins to the family business. His grandfather started Simpson Plumbing in 1983 with his father, Roger Simpson, acquiring the company in 2003. Growing up surrounded by trades, Fisher wanted nothing more than to carry on the family business. He said it was initially difficult when others were exploring different career paths, though noted that he “decided to go for it, and it’s been a good thing ever since”. Fisher’s career started at Picture Butte High School where he began plumbing in the Registered Apprenticeship Program (RAP). From there, he went to Medicine Hat College to complete his apprenticeship training. He was selected out of his class to compete in Skills Canada Alberta and thrived in the competition. Fisher competed three consecutive years, placing in the top three each time he participated. Due to his success, he qualified for the Skills Canada National Competition and later advanced to WorldSkills Abu Dhabi in 2017. Competing in WorldSkills Abu Dhabi was one of Fisher’s greatest highlights of his career thus far. Although he did not place, he had the opportunity to not only expand his knowledge of the trade, but also build connections while travelling the world. According to the Government of Alberta, a journeyperson in plumbing makes anywhere from $28 to $37 an hour, plus benefits. Although it pays well, Fisher says that the profession does

have a bit of a stereotype attached to it. He adds that the trades were, at times, presented as an easier alternative if university education was not pursued. As for what a plumber actually does, Fisher says it’s more than just fixing toilets. He says you can do everything from residential to commercial and industrial plumbing, such as the new Cavendish Farms plant that was recently built in Lethbridge. He notes that Simpson Plumbing has a broad presence in the community. “We try to apply ourselves to everything that we can,” says Fisher. As for Fisher’s job in particular, he says he is in a transitional period right
now as they are making some changes in the company. He looks after the day-to-day responsibilities with their employees and ensures that everything is scheduled and running smoothly. He also helps with small quoting, bidding processes, as well as ordering, coordinating material for sites, and more. Of course, he’s also in the field getting his hands dirty when extra plumbers are needed on the job too. Since there are so many different aspects of plumbing, Fisher says that you really can create your own opportunities and choose how far you’ll succeed in the profession. Hard work and determination are qualities that
Fisher possesses and ones that he looks for when hiring new employees. He says that he sees a lot of people who think they want to get into the field but are not prepared for what it takes and the work ethic required. He adds that setting goals, some hard work, and perhaps a little bit of talent can get you far in the trades. “As far as wanting to branch out, you can make those steps from you becoming an apprentice, to a journeyman plumber, and then become a project manager,” he says. “Once you have that experience, there’s definitely a lot of possibilities.” s

Since opening its doors in 1957, Lethbridge College has been providing the education that students want, while meeting the needs of employers and industry in southern Alberta. And that effort couldn’t happen without the generous support of individuals and industries who see the value in providing students with high-quality, high-tech, hands-on education close to home. In September 2017, with unprecedented community support, Lethbridge College opened the doors to its new Trades, Technologies and Innovation Facility (TTIF), which currently houses 14 programs within the Centre for Trades, and many others within innovation, technology, research, design, and engineering technology programs. The generosity of donors – including the Lethbridge Construction Association and its members – made the dreams of this facility a reality, thanks to their involvement in the college’s Possibilities are Endless campaign. This transformative fundraising campaign was the largest in the college’s history and raised $27.8 million to support a diverse group of essential and innovative projects, programs, and priorities. A total of $10 million of this campaign was directed to the construction of the TTIF facility, the single most important capital investment for trades and technologies human capital training in southern Alberta in over 50 years. “We are so grateful to the Lethbridge Construction Association and its members, who together contributed nearly $2 million to the project,” says Dr. Paula Burns, Lethbridge College’s president and CEO. “And their donations keep on making a difference, as they

BUILDWORKS
working smarter with buildworks canada By Curtis Griffith, Director of Business Development, BuildWorks Where the Work is. This is our brand promise. I’d like to dig a bit deeper into that promise and how we deliver it to you in three simple ways. The first is Pre-Bid or Design & Planning stage information, the second is our traditional Active Bid or Open Opportunities, and the third is our Directory and Invitational work. Through the Pre-Bid information, we want to connect you to information relevant in your business before it’s too late. We know that often once a project is ready to tender, the opportunity for your organization to get involved and win the work is already gone. The earlier BuildWorks Canada can connect you to information about upcoming construction, the better equipped you are to engage, collaborate, plan, and win the business. We act as reporters and journalists in this space to be the singular source of upcoming construction news and information across Western Canada.
Open bidding will always have a place in construction procurement, and we will always work to inform you of these opportunities. Our Active or Open Opportunity information is the bread and butter of BuildWorks Canada. As important as pre-bid or design and planning stage information is, we absolutely understand that money gets made and projects are won on bid closing day. We work to aggregate and input as much information as possible on active bidding opportunities to connect you and your business to them. We also gather valuable details such as the estimated project value, bid results, proponent lists, and award information that help you make educated decisions on who to call and when to call them. Open bidding will always have a place in construction procurement, and we will always work to
inform you of these opportunities. Our directory was about 18 months old when we transitioned to our new software provider. In the near future we will be launching a new and improved version of our directory with a focus on connecting you to new business and opportunities. We know invitational private work is key to growing your business and your upcoming launch of an improved Invitation to Bid service will allow general contractors across Western Canada to find and invite your company to bid based on your experience, service regions, and key qualifying information. Our directory is the largest database of quality partners with real prequalification information such as COR®, WCB, scope of work, service regions, and past project experience. Being included in our directory connects your company to new opportunities—and gets you on the list to be invited and win the job.

Southwest Design & Construction Ltd. is celebrating its 40th year of business in 2020 and as much as its designs have evolved and the materials and technology have advanced over the years, the company’s core values have remained. Its people are at the forefront of everything they do – from design to build to handing over the keys, they set the standard and fulfill their promise of your building your way. Founded in 1980 in Medicine Hat, Alta., the company started out servicing the agricultural sector by providing high-quality farm building solutions. With a no-nonsense, honest approach, it quickly established a reputation for understanding and delivering on its clients’ needs. In short order, the company expanded into the commercial and industrial markets, and by 1983, a sister company was established in Lethbridge, Alta. The Lethbridge expansion significantly impacted the company’s footprint in southern Alberta and laid the foundation for future growth opportunities. “Looking back, that was a very significant move in a pretty short time frame,” says Blayne Janssens, general manager of Southwest Design & Construction Ltd. “That was a testament to the quality of the product we were building and the way our people were connecting with our clients. We were meeting them on their terms and out of that grew the motto we still go by today, ‘ Building Your Way’.” The move into commercial and

Founded in 1980 in Medicine Hat, Alta., the company started out servicing the agricultural sector by providing high-quality farm building solutions. They now work on all types of projects in the commercial and industrial markets in Alberta and as far north as the Arctic.

industrial building may have been quick, but it was done in a strategic manner, leveraged by the company’s expansion into the Lethbridge market that essentially gave Southwest a blanket presence across southern Alberta. That would serve as a platform for the
company to establish its footprint over the next 20-plus years. “We were really focused on solid, steady, and sustainable growth,” says Janssens, noting Southwest now has additional offices in Calgary, Grande Prairie, and Inuvik. “We were evolving as

a company and focusing on continually improving our product, raising standards not just for us, but for the industry as a whole.” What was considered a signature design and build for Southwest in the early 1980s might pale in comparison to the work the group is doing today, but the same essential elements applied. “It starts with our people. We really put a lot of time and effort into bringing the right people into our company and training them on the Southwest Design way of doing business,” adds Janssens. “Safety is one of our key priorities and that extends to all the companies that work with us. We are COR Safety certified and all of our employees are trained and prequalified before they ever enter one of our work sites.” Of the projects Southwest Design is involved with today, one wouldn’t think it all began by supplying agricultural steel storage structures some 40 years ago. Take, for example, the Axis 28 apartment building in South Lethbridge. A five-
storey wood structure consisting of two-, three-, and four-bedroom suites to primarily serve the needs of Lethbridge College students, the basic concept seems quite simple. A look inside the building and its technical specifications reflect just how far Southwest Design has evolved over the years. Measuring 100,000 square feet, the structure features 80 units, each with a shared kitchen and living room area, as well as shared laundry on every floor. The entire building is equipped with card access door security, including each bedroom door. Smart door locks connect wirelessly to a smart heating and cooling system. This system has occupancy sensors that detect if there is no activity for a pre-set amount of time, whereupon it automatically switches to economy mode to save energy. The building’s roof has a torch down SBS membrane and four-foot-high parapets. Its exterior consists of a combination acrylic stucco, easy trim and Hardie panels, custom-profiled metal siding, and aluminum composite panels. Even the building’s construction schedule was strategically planned and executed in three distinct phases. The first started in fall 2018 and consisted of 20 units in the middle third of the building. Its deadlines were critical with its target tenants, college students, set to move in for the fall 2019 semester. It was completed in August, just in time for the first intake of tenants. Subsequently, Phases 2 and 3 of the build are just as time sensitive, with the remaining two-thirds of the building to be completed in time for tenants to arrive in advance of the fall 2020 semester. The confidence and experience of Southwest Design will ensure that it happens. Likewise, the group’s work on the Six08 Health building in downtown Lethbridge reflects Southwest’s ability to take an existing structure and redevelop it to meet the vision of a very unique client. When completed, the revamped
structure will bring together a diverse suite of health-care professionals, ranging from acupuncture, massage therapy, chiropractic and physiotherapy to dental, pharmacy, and patient childcare. It’s the kind of challenging concept that, when completed, will alter the face of an entire downtown block and play a role in transforming the downtown community.
“The work we do in the projects we design and build help shape our community,” says Janssens. “It was that way 40 years ago and it remains today, and that’s a responsibility we take very seriously. We believe the quality of our people is reflected in the quality of our work, which will stand the test of time.” For Southwest Design & Construction Ltd., 40 years is testament to that belief. s

Lethbridge College celebrates 50 years of electrician apprenticeships
Historical photo from the 1980s from Lethbridge College’s Electrician Apprentice program. Seen here is instructor John Vermeer with a student.
Lethbridge College’s Electrician Apprentice program opened in 1970 as part of the School of Technical and Vocational Education. Today, the program is part of our Centre for Trades, housed in the new Trades, Technologies and Innovation Facility (TTIF), the largest construction project in the college’s history. The facility is home to state-of-the-art Lab-Volt equipment, four fully outfitted lab classrooms, and a 36-computer testing centre for our electrician apprentices. The delivery of instruction, like the equipment, has certainly changed over time. The college offers a traditional eight- to 12-week on-campus apprenticeship program, but it also has a self-paced distance option ideal for apprentices living in remote locations. Training is delivered online with students coming to campus to complete lab work. The time on campus varies from just two to five weeks depending on the stage of training the student is at. Along the way, all students get hands-on training in residential, commercial, and industrial applications from our experienced instructors. s

Westco Construction announces new general manager By Derek O’Connor assistant general manager, Westco Construction
Having had Theo Vanee as an incredible partner for almost 30 years and understanding his passion for new ideas and innovative thought processes, it was no surprise to see that his son Jason has those same traits. Succession. We hear the word often these days and for many of us the mere mention of the word sends shivers down our spines and sets us racing off to some other incredibly boring or difficult task to prove we are still needed and an essential part of our organization or family. When the word or idea is brought up by ourselves it is considered forward thinking and taking a proactive approach to our business. However, when brought up by others in our organization, it is interpreted as a sign that you are about to be put out to pasture. I am claiming to have opted with the first part of the statement; although sometimes it seems I may have been the master of my own demise! When I first broached the idea of succession planning in the Westco family about four years ago it was part of a larger management discussion, and to be perfectly honest, was prompted not only by a vision of a company continuing to grow for another 20 years, but about how to continue to develop and grow the amazing young, entrepreneurial people we had in our organization. Over the years we have made people development one of our guiding strategies and this is still the case today. The enthusiasm and energy that the next generation 68
brings forward every day has been truly impressive and continues to drive our success. To incorporate new technology, new products, and new novel ideas into today’s construction business is essential if you are to continue to grow your business. Having had Theo Vanee as an incredible partner for almost 30 years and understanding his passion for new ideas and innovative thought processes, it was no surprise to see that his son Jason has those same traits. This also comes with many years of construction experience and a ton of energy to top it all off. Jason started with Westco as soon as he left school in 2003 and completed his journeyman ironworker certification in 2005 before moving into a foreman position. He then moved up to a project manager position before moving into the construction manager position in 2012. Jason showed a passion for sales and has worked closely with Theo over the past few years while continuing to manage field employees, clients, and suppliers as the construction manager. It soon became apparent that Jason’s knowledge of the industry, ability to solve problems, and his great people skills were exactly what Theo and I felt Westco needed in our leader for tomorrow. When
Lethbridge Construction Association
I suggested to Jason that he would be a great fit to take over my position as general manager his first reaction was “why on earth would I want to do that?”. His second reaction, a day or two later was, “I guess we are going to be spending a lot of time together over the next year!” Jason is the first to agree that the experienced people Westco has in place are every bit as important in driving success as the energetic and enthusiastic young workforce we presently have. Keeping a balance between experience, innovation, and energy is a challenge for all managers in today’s fast-paced environment, and is very important to continued success. Many of you in our local construction industry already know Jason, but for those of you that don’t, feel free to reach out and meet one of the upcoming leaders in not only our industry, but community. Jason’s commitment to family, faith, and community will ensure Westco Construction Ltd. continues to grow and prosper. So rather than being “put out to pasture”, I am still being kept busy in the business, but the idea of assisting with growth and development rather than leading the charge is invigorating, and watching the evolution of new ideas and the continued development of people is exciting. Of course, the succession plan is ongoing and the initial discussion, although it may be difficult to start, is important to all our businesses. Remember, it is never too early to start this discussion! s

MAKING THE UNCOMMON COMMON For the University of Lethbridge’s Science Commons project, our team worked diligently to build a facility that promotes interdisciplinary collaboration, fosters innovation, and provides the public with a firsthand look at the university’s research initiatives. To meet the university’s sustainability aspirations, the project incorporated cutting-edge building management systems throughout the building, like the double curtain wall that passively pre-conditions air, to promote sustainability and innovation – truly putting science on display.
