Message from the Northern Regional Construction Association CEO

Scott Bone

The Northern Regional Construction Association was looking forward to celebrating many things in 2020 and 2021; however, our industry, like so many others, was affected by the global pandemic. Although in our plus-50 years in the northern region of British Columbia as the voice of the construction industry, we’ve never encountered anything like COVID-19. Indeed, it seems that amidst the global pandemic, our members and community leaders adapted through difficult times to ensure safety of their workers and meeting the continued need of construction activities. As an organization, we continue to build on the strengths of our partnerships to further inspiration, support and resilience. As we all navigate the uncertain future brought on by COVID-19, there is one thing we know with certainty: our collective focus remains on the key issues affecting the construction industry. To that end, it’s been important that we keep our attention on long-term planning and innovation that provides the construction industry a sense of steadiness and pride, we continually focus our ongoing efforts in NRCA to boost advocacy on key issues such as prompt payment and consistent fair and open bidding practices in the public sector. Construction procurement in B.C. continues to shift to the activity of pursuing strategic opportunities for a business or organization, identifying new markets for products or services, or cultivating partnerships with others. The new BidCentral platform implemented in mid-2020 continues to support immediate access to public and private projects throughout B.C. In B.C., the level of public sector projects underway coupled with proposed projects is valued at $125BN, and the major projects in Northern B.C. account for $57BN or 42 per cent of that total. The construction and operations of the major projects, such as LNG Canada, Site C Dam and Coastal Gaslink, continually to generally significant economic and social benefits through out Northern B.C. through job creation, economic development and ancillary infrastructure to support the demand of workers in the region. Your professional team at the NRCA office continues to serve you well, and to provide the much-needed services and programs for members as possible to ensure we got it right. Thank you to our members and partners for their continued support and desire to engage in your association. As we look to the end of a long and difficult time in our lives, it’s important to remain vigilant and safe. l

B.C. is still lagging behind other provinces on the introduction of prompt payment legislation. BCCA has kept the pressure on B.C.’s Attorney General David Eby, partnering with ECABC and MCABC to communicate industry concerns alongside the impact and realities of lack of payment. We’ve made it crystal clear that we expect legislation within the next 12-month period and have proposed a clear and simple plan for moving ahead. The Attorney General has agreed to town hall meetings across B.C. early this fall. The first episode of BCCA’s “Inside Construction” podcast is “Prompt Payment or Bust” and lays out the case for legislation with real-life stories from well-known B.C. contractors. when it comes to operating an essential construction business in 2021. All wheels need the grease. All the time. This year has brought contractors and those who work for them no shortage of urgent and unique challenges. In the Southern Interior, as the industry has pivoted and collaborated to manage COVID-19 during extreme heat and wildfire, those fresh challenges rightly demand your urgent attention. In the background, the underlying serious challenges to the productivity and resilience of our industry have not moved to the backseat. They still ride right up front, demanding attention because they have the power to derail what you’ve worked so hard to build. That’s where the BC Construction Association (BCCA) and Regional Construction Associations like the Northern Regional Construction Association

CBA introduced in July 2018. BCCA has fought the CBA’s mandatory unionization of workers on the grounds that it infringes on the rights of Canadians to Freedom of Assembly under the Charter of Rights and Freedoms, and we’ve been glad to see the rollout of the CBA much more limited than what was originally anticipated. That said, these new diversity hiring requirements on smaller public projects will include financial penalties for contractors not meeting those requirements. BCCA is working to manage the scope and complexity of the plan and has made a robust and detailed recommendation to Infrastructure BC. The rise of subjectivity in procurement practises is a blight on the construction sector that adds unnecessary risk for all parties, from owners to contractors and service providers. There is new urgency: as infrastructure projects lead our economic recovery after COVID-19, public sector procurement should be conducted according to the best practices that help to ensure every taxpayer dollar goes as far as it possibly can. Public owners who use fair, open and transparent procurement processes will get the best value for the taxpayer dollars they spend, and will be known as an “owner of choice”, attracting the highest quality contractors to their projects and delivering the best outcomes. To support these outcomes, BCCA is launching a new B.C. Construction Documents website with brand new construction management guidelines and documentation, plus the existing BCDC2 documentation currently available at www.bcdc2.ca. These documents were developed by BCCA with input from industry stakeholder groups, and in consultation with design consultants, public owners, construction supply chain/procurement

You’d have to heat the ground and use tarps. People would have to shovel and heat the ground again.” The endless cycle of shoveling out and reheating led to a tenting system over the nine-metre concrete pads, but that wasn’t good enough. Eventually, JEN COL created a system to cover the entire area, making the open trench 12 feet wide to construct the tents over. They worked 200 feet at a time, heating each end and one in the middle, while running fans to allow the heat to circulate within the tented area. As a result, the employees were able to work through the winter weather with little impact from outside conditions. “The canopy system kept the snow out of the construction trenches for the

Mr. Gillen says there are several unique cybersecurity challenges for the construction industry in Northern B.C. notes. BidCentral is free to project owners, general contractors, architects and consultants, which ensures a steady stream of new projects are being posted. “One of BidCentral’s most notable features is the invitation to bid,” advises Addlestone. “This is a really important network and opportunity builder. A general contractor can use the BidCentral directory to find subtrades and invite them to bid on projects with them. For example, if I’m in Prince George but I see a project in Williams Lake and don’t have the resources in Williams Lake, I can find an electrician in Williams Lake to bid on the project with me as a subcontractor.” The BidCentral contractor directory Addlestone mentions above allows companies to create a business profile, enabling others to invite them to bid on projects or to request a quote from them. Addlestone works closely with the Northern Regional Construction Association (NRCA) on the service. “We value the partnership we have with NRCA. They do a great job of advocating for the construction industry in the North and making sure relevant projects are on BidCentral. Members of NRCA get a 60 per cent discount on their BidCentral subscription,” he says.

Part of Ledcor’s commitment is the company’s acknowledgment that prime contractors have both the ability and responsibility to influence positive change on important safety issues. “Safety is a small world and as members of this industry we feel a sense of moral obligation to promote safety that goes beyond proprietary needs,” he says. “When we contribute our resources through the PCTAC, we have the ability to help create resources that smaller contractors may not be able to access on their own. One of the best examples was our ability to act as a trusted resource for COVID-19, where we jumped in with everything we had, from sharing our time and expertise to our financial resources to keep us all working safely.” Cori Coutts, HSE & HR manager at Knappett Projects Inc. has been a committee member for about five years. She enjoys digging deep into individual topics, including COVID-19, isocyanates and the Silica Control ToolTM. PCTAC meetings are held in Vancouver, but represent the entire province. BCCA Employee Benefit Trust supports construction workers’ mental health The British Columbia Construction Association Employee Benefit Trust (BCCAEBT) says it’s about time that mental health receives the same level of recognition and importance as physical health. Established over 53 years ago, the BCCA Employee Benefit Trust is an initiative started by a group of employers that wanted to cover their employees that weren’t on a union benefits plan, according to Arthur Chung, chief executive officer of the Trust. As a result, they created a fund that paid out health expenses incurred by those employees and their families. In 2004, the fund became a health and welfare trust. Eventually, the British Columbia Construction Association (BCCA) passed on the management of the Trust to a handful of employee benefit firms. In 2009,

Chung explains. “We administer health,

dental, and pooled benefits, which are group life insurance, accidental death, critical illness and disability. Things like that.” Chung says the goal of the Trust is to encourage employers to look at benefits not as a perk of the job or a cost, but as a necessary part of the total compensation package for employees to stay healthy and productive. It is the employer’s responsibility to ensure employees’ mental and physical health are looked after, and the BCCAEBT helps employers do that. For example, when the COVID-19 pandemic started in early 2020, the Trust anticipated, and later

chology benefits from $300 to $500 per year, but the Trust bumped it up – with no cost to the employer or employees – to $2,000 a year. That’s almost four times the original allowance. “That’s a number we are flexible with,” Chung says. “If we see claims where people are starting to pay out of pocket, we’ll adjust it. It’s not a fixed support we are providing at this point.” Another initiative the Trust put forth is therapy via a partnership with MindBeacon, which offers internet-based cognitive behavioural therapy (iCBT). However, the Trust is doing things a little differently than most benefits providers. Normally, when one visits

WESTCANA ELECTRIC A conversation with Taylor Manhas and Doug Enstrom

“I think our values align. It’s the way we want to run our company, the way we want to treat our employees, and it’s the way I want to be treated.” That’s how Doug Enstrom, vice-president of construction at Westcana Electric, sums up why the Builders Code has become such an important part of Westcana’s company culture. “The construction industry is moving toward much more positive job sites and work experiences for everybody. The culture is changing because people are finally seeing the benefits of what a

good culture brings to a company, to a project, to its employees. Good culture, positive culture, benefits people in so many ways – right to the bottom line. It’s the way to go,” says Enstrom. The Builders Code is a baseline code of conduct standard that’s helping to improve the culture of B.C.’s construction industry, so that all workers can work to the best of their ability without fear of hazing, bullying or harassment. “Most people in the construction industry have been on the receiving end of some hazing or bullying at some
