Chamber meets by Judy Wells The October meeting of the Deloraine Chamber of Commerce was held on October 1 at the Country Garden Inn with a good attendance. Shirley welcomed everyone and asked for a review of the minutes. Business Arising In lieu of a direct donation from the beer garden
fundraiser, the Ag. Society requested Chamber make a donation to the new stretcher fund. Old Business Community Celebrations This event was scheduled to take place on October 22. Nomination ads ran in the paper for two weeks and unfortunately the only nominations received were for the youth category. The Committee decided to cancel the event and have some discussions about its future.
Chamber welcomes suggestions about what to do going forward. The plaques in the library need to be updated. There was also discussion about the importance of volunteer recognition and a suggestion that a few of the plaques might be displayed in the Legion. As well, it was suggested the Citizen of the Year might lay a wreath on Remembrance Day. Lite Up For Christmas This annual event will be

held on Friday, November 13. An addition to this year’s event will be an inside space set up for family photos perfect timing for Christmas cards. Tracey Santo, formerly stationed in Deloraine will once again be organizing the Fair parade on behalf of Chamber and the
Ag. Society. Reports Liza reported there will be Haunted House tours at “The Dead & Breakfast” (Country Garden Inn) for three days including October 29, 30, and 31. Chamber meets Continued from page 1 building on Broadway. This may be for a couple of months. There is a proposal for an LPN program in Boissevain. There are already 34 people on the list with a tentative start date of November 13. ECE (Early Childhood Education) courses may be held in Deloraine. Glenys Bertholet, manager of Wee ‘R’ Special Daycare is working on this project. Deloraine School Principal Tony Franklin reports there are 229 students enrolled at Deloraine School for the 2015-16 school year. He also spoke about Career Technology Studies and related that Herb Horner is the liaison between the School and the community. This program is open to Grade 11 students and any business that wishes to take part. The students work for free. Tony says there has been lots of success with this and kids interested in exploring various avenues. The student does the book work with Herb (about 30 hours) and works the hours with the business (about 80 hours for 110 hour total). This is all free of charge. Municipality of DeloraineWinchester (Councillor Jeff Johnston)

All usable items have been removed from the hall and have been put into a shipping container for storage. • The water plant is on track. • Whitewater Lake waiting on surveyor report, then it goes to environment. It is an ongoing process. • Flood avoidance Johnston says council are meeting with government (MIT) about future work around Deloraine for more flood avoidance. • Questions about Chamber. As the Municipal representative on Chamber Johnston has been approached with questions. What does Chamber do for the Town? And suggestions (because of a healthy bank account) that Chamber should be giving some back. Recreation/EDO (Liza Park) Liza reported she is working on getting a karate program started. She has also been promoting the “Fractured Fairy Tales” at the Bed and Breakfast. All funds collected go to the new curling rink project. The next meeting will be Thursday, November 5 at noon at The Rendezvous Restaurant.
RCMP report The following is the RCMP report to October 20, 2015. This reporting period, police responded to the following calls for service. Operation Impact over the Thanksgiving weekend was very successful with 30 charges being laid. Stay safe out there on our highways. Police received several calls over the weekend where messages were left on the answering machine. Calling our emergency lines will not dispatch 911 but just dispatch to the officer while he is on the road and/or away from the office. Don’t feel like you are bothering anyone by calling the emergency line. This is how our officers will get sent to your location.......RCMP would like to remind the public after hours and on weekends to use the Police Emergency Line for your local office or 911. The administration line may not be checked until the following day or possibly the Monday following a weekend. Members may be in another community or on the road. Do not leave a message if you require immediate police assistance, you must dial 204-523-7255 (Killarney), 204-534-7261 (Boissevain), 204-747-2575 (Deloraine) or 911 to have a Police Officer respond to your call. October 13, 2015 • A report of a lost camo bag with several items of clothes inside was received. If anyone has found the bag, please let Killarney RCMP know. • A message was left on the Killarney RCMP machine over the weekend regarding suspicious persons in Baldur. RCMP report Continued from page 2 October 14, 2015 • Police received a report of a theft from a residence in Killarney. The homeowner wanted the suspect spoken to with no charges. • Sgt. Porter, Cpl. Beveridge, and Cpl. Robinson attended an RM meeting in Waskada and want to thank Council for their continued support. It was noted that a new school - 30 km/hr - zone was put up in Waskada and is not being adhered to. It was assured to Council that members will be conducting radar in that area but this article in the paper will act as the educational portion and school zone speeds will be enforced. Secondly, it would appear there has been some gas thefts in the Waskada area and all may not have been reported to Police. Anyone with information is asked to contact our office. October 15, 2015 • Police assisted with a matter under the Municipal By-laws in Deloraine regarding barking dogs. October 16, 2015 • Police received numerous complaints regarding vandalism and stolen bikes in Boissevain overnight. These matters are under investigation. • Police received a report of a male that was failing to comply with an undertaking in Deloraine. The matter was deemed unfounded.
• Police received a report of found bike in Boissevain. The bike can be claimed at the Boissevain Detachment. • Police received a report of a dangerous driver in the Municipality of Deloraine-Winchester when he passed a fire truck on its way to a fire call. License plates were taken and the matter is under investigation. • Police received a report of an unknown male hanging around Ninette, the male was at Terry Fox Park next to small fire. Police attended location and the male was gone. A small fire smoldering in designated firepit was noted. Police patrolled Ninette extensively with negative results. October 17, 2015 • A report of mischief in Killarney. Video footage was obtained and the matter is under investigation. • Police assisted with a matter under the Family Relations Act in Waskada. • Police received a report of a break and enter in the RM of Argyle. Two off-road vehicles were stolen from the yard site and the matter is being investigated. • Police received a report of mischief to a truck parked at a business in Killarney. The drivers side window was smashed. The matter is under investigation. • Police were dispatched to a tractor fire in the Deloraine-Winchester area. The fire was deemed accidental. October 18, 2015 • Police received a report of a mischief at the Deloraine Golf Course. Police attended and
it was learned that two Yamaha golf carts were used Friday night for a joyride. Saturday night the suspects came back and used two Club Cadet carts and ultimately rammed them together causing significant damage to both on top of the other damage to the course. Whereas, the Southwest Regional Water Co-op has adopted a policy for disconnecting services and reconnection of same-it would be sensible for the Municipality to have the same policy. SWRWC policy reads: “Property owners will be charged $100 to disconnect services at the curb stop and have meters removed, and will be charged $300 to have a service and a meter restored”; Therefore be it resolved that the Municipality of BrendaWaskada pass the above policy as well. Carried. Municipal Tank Loads water quality will continue to be tested but only twice per year. Ratepayer to be invoiced for tractor tire repair. Gary Williams will represent our Municipality on the Boundary Trails Heritage Region. Narrowing of the Medora Creek channel in Medora to be discussed with TMCD. Delegation to meeting: Sergeant Porter and Corporals Beveridge and Robinson for a discussion of local policing. Odds & Ends Attention: All little (and big) goblins and ghosts, you are invited to tour the “Dead & Breakfast” (Country Garden Inn Bed & Breakfast) for a “Fractured Fairy Tale” tour on October 29, 30 and 31. Every year, for many years, Jim and Peggy Sanders and helpers open up their transformed Bed and Breakfast to everyone. It is their way of community spirit and generosity. Each visitor receives yummy treats and a tour of the “haunted house”. There will be a silver collection this year with all money going to the Curling Club project. A big shout out to Peg, Jim and company for creating so much fun for all and providing an opportunity to raise some funds for a great cause! • • • Congratulations to Jenn More who got her first professional hockey goal on September 28. Jenn is in Switzerland and plays hockey in the Swiss Pro Women’s Hockey League. Her team is called Ev Bomo Thun. Jenn’s first goal was in the first game played in Reinach, Switzerland. She said they had nine skaters and a goalie and it was a big adjustment for her lungs after not playing for a few months. They won the game 6-0 and Jenn also posted two assists. Way to go, Jenn! • • • So the 2015 election is over and Canada has a Liberal majority. Larry Maguire was re-elected for Brandon-Souris and will be in an opposition position. He says, “I was in opposition during my time as an MLA in the Manitoba Legislature and I know what it takes to work with people to get results and that’s what I plan to do for BrandonSouris in working with the new Liberal government.” Conservative Leader Stephen Harper announced he’ll be stepping down as party leader following the defeat. • • • Are you interested in learning to play an instrument, being part of a community band or community choir? There will be an Information/ Sign-up Session about a Deloraine Community Band and Deloraine Community Choir on Monday, October 26 at 7:00 p.m. in the Music Room at Deloraine School. Be sure to check it out. • • • I just read some good news about the winter forecast from AccuWeather: “El Nino to Promote One of the Warmest Winters on Record” What’s in store for us? AccuWeather says dry, mild conditions will dominate the season in the Prairies as the polar jet stream gets displaced farther to the north. This pattern will greatly limit the amount and duration of Arctic air masses that normally impact the region. Average temperatures could be as much as 3°C (5.5°F) above normal this winter in cities such as Edmonton, Calgary, and Regina. Significant snowfall events will be few and far between across the region as the primary storm track will generally remain farther south across the central and southern US. • • • Trivia anyone? CARD OF THANKS I would like to thank the ambulance drivers from Hartney and surrounding areas and to doctors, nurses and staff at Brandon, Deloraine and Souris Hospitals after my hip surgery in January. I would also like to thank everyone for the food, cards, well wishes and phone calls while I was recovering at home and especially to my family. A special thanks to Slim for the kindness shown to me since my surgery and for just being there. I would also like to thank my family for putting on the surprise 90th birthday party on July 29. A huge thank you to everyone who attended and brought gifts and cards and for all the phone calls - it was all wonderful. I want to thank Murray Haggard and Carol Thomas for the beautiful music and the Carr families for the 90 beautiful roses and all the other beautiful bouquets and gifts - it was an unbelievable sight. Thank you for the wonderful meal my family organized and served, it was all so gracious. A big thank you to Melissa for the picture taking as they will be remembered for a long time to come. Canada’s largest indoor farm show gives back Manitoba Ag Days Inc. is pleased to announce their Community Giving Program. Manitoba Ag Days is a three day agricultural show bringing together all levels of the industry and highlighting the newest products and innovations. 500+ exhibitors and 50,000+ patrons gather in Brandon every January to take in Canada’s largest indoor farm show. Branded as 100% Pure Farm, the organization has taken it one step further by launching the Manitoba Ag Days Community Giving Program. “As a not for profit organization we want to continue to positively impact the lives of our exhibitors and patrons”, stated Dave Laudin, board chair. In the past, Manitoba Ag Days has supported the educational component with a number of scholarships available through the University of Manitoba, Assiniboine Community College, and the Manitoba chapter for Agriculture in the Classroom. “The educational component is still very important to our organization and we will continue to support our youth in the industry. We are now taking our commitment to agriculture one step further and have added a Community Improvement category. We want to share some of the show’s success with the individuals who make it successful by allowing communities
and organizations the opportunity to apply for funds to help support valuable projects and initiatives in the heart of our agriculture industry,” said Laudin. In 2013, the show started the 50/50 raffle which has raised over $34,000 in the last two years. Proceeds from the raffle have directly gone to organizations such as STARS Air Ambulance, 4-H Manitoba, Manitoba Youth Beef Roundup, and to the Manitoba Rural and Support Services. The community improvement category is made up of Capital and Upgrade Projects, Agriculture and Heritage and Safety and Emergency Services. “As a Board, we felt these were three areas that are necessary for rural communities to continue to grow and thrive,” identified Laudin. If your community has projects such as playgrounds, renovations to recreation facility, emergency services needing new equipment or an annual fair or event that need supports, please apply. Farmlink Marketing by Marvin Mills What does the TransPacific Partnership (TPP) deal mean for Western Canadian grain and oilseed farm operations? It is being touted as the most comprehensive trade agreement in the world. There is no doubt the Trans-Pacific Partnership (TPP) will deepen Canada’s trade ties in the Asia-Pacific region and will add opportunities with NAFTA partners. The deal includes 12 countries (Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States, and Vietnam), collectively a market of nearly 800 million people and a GDP of $28.5 trillion. With the new partnership Canada has now concluded free trade agreements with 51 countries, with access to 60 percent of the world’s economy. The agreement has a number of facets, but the true winner in this deal is canola. In Vietnam, tariffs of 5 percent will be eliminated within five years.
The most significant agreement was the elimination of Japanese tariffs on canola oil of up to 13.20 yen/kg also within five years. Japan has been taking an average of 2.250 million tonnes of Canada’s canola per year over the last five years. They are the second largest export market for Canadian canola, however, the 15 percent tariff on canola oil has discouraged Canadian canola oil exports. As canola oil tariffs are eliminated, it’s expected that they will continue crushing 2.2 to 2.3 million tonnes of canola seed per year from Canada and we will also begin exporting canola oil. The volume of potential exports in unknown, but it will undoubtedly be higher than current volumes. In respect to barley, feed barley in Japan will now be duty-free and quota-free upon entry into force. Food and feed barley moving into Japan previously fell under a quota system with tariff costs. Japan imported an average of 355,000 tonnes from Canada per year over the last five years, with the majority being feed barley. Japan is the largest buyer of Canadian feed barley and the sec-
ond largest overall export destination behind China, who mainly import Canadian malt barley. The mark-ups applied to the price of food barley by Japan will be reduced by 45 percent within eight years. Canada will also have access to a TPP-wide quota for food barley which starts at 25,000 tonnes and grows to 65,000 tonnes within eight years. Although the quantity is not remarkable, it is a start at improving market
access. Feed wheat to Japan will also become dutyfree, quota-free upon entry into force. Vietnam, another important wheat market, will have tariffs of up to 5 percent on all wheat eliminated upon entry into force.
