Shaped by a childhood and professional career that highlighted the inequalities amongst Americans, Keisha led her Administration in undertaking several major initiatives that would seek to eradicate systemic issues facing Atlanta, while creating a model for all cities to follow.

 Leveraging a whole of government approach to add over 7,000 units of affordable housing, including multifamily, senior-living, and single-family developments.

While navigating these unprecedented challenges, the Bottoms Administration was able to remain focused on the resilience of Atlanta, negotiating and closing the largest real estate transaction in the history of Atlanta, and one of the largest in the Southeast United States, delivering millions of dollars in community benefits to people across the Keishacity.took proactive measures to deal with the impact of the COVID-19 pandemic on the City and its agencies.

The major initiatives included:

Keisha Lance Bottoms is a CNN Political Commentator based in Atlanta, Georgia, where she served as the 60th Mayor. She is a visionary leader in bringing equitable outcomes to the forefront of government and commerce. Keisha became the first Mayor in Atlanta’s history to have served in all three branches of government, having previously served as a Judge and a City Council Member. As Mayor, she committed herself to realizing her vision of “One Atlanta” – an affordable, resilient, and equitable Atlanta.

Sworn in on January 2, 2018, Keisha served as Mayor during one of the most challenging times in the history of Atlanta. In the midst of a global pandemic and a racial justice movement, Keisha became a leading spokesperson regarding the challenges and opportunities facing cities and leaders across America.

As a result, during one of the worst economic downturns the world has ever faced, the Bottoms Administration delivered four years of balanced budgets, without resorting to property tax increases, layoffs or furloughs of City employees. At the conclusion of her term, the City’s reserves remained at a near high of $181M, far exceeding the requirements of the City Charter.

 Closing the City Jail to U.S. Immigration and Customs Enforcement detainees, eliminating cash bail bonds for non-violent offenders, and leading the transformation of the City’s jail into a diversion center that prioritizes providing individuals with the human services they need to make permanent change in their lives versus an endless cycle of incarceration.

 Taking the landmark decision to remove members of the Atlanta Police Department from joint operations with the United States Department of Justice due to DOJ’s refusal to allow officers to wear body cameras. Shortly after taking this action against the Federal government, the United States Department of Justice announced that Federal agents would be required to wear body cameras when executing search warrants or making pre-planned arrests.

 Welcoming nine Fortune 500 companies that established a global or regional headquarters in Atlanta, helping the city add $11 billion to its total economic output and attracting $4.5 billion in total capital investment. Also ensuring that developments that would reshape Atlanta included historic levels of community benefits that would lift up Atlanta’s most vulnerable.

Establishing the “HomeFirst” $50 million investment ($25 million public and $25 million private). Projects funded include the creation of 550 permanent supportive housing units, over 1,000 shelter beds, housing for single women and families experiencing homelessness, and legal assistance for eviction protection for over 250 families.

 Ensuring several of Atlanta’s historical inequities were respectfully remembered, including the Atlanta Child Murders and the preservation of the Chattahoochee Brick Company land.

 Opening three new police precincts, two new fire stations, two new EMS facilities, and two new @Promise Centers to provide all Atlanta residents, regardless of neighborhood, with access to critical services.

Tracing her family’s roots to a slave plantation in Georgia, it was Keisha’s highest honor to be named the 2020 Georgian of the Year by Georgia Trend Magazine. She also was named one of Glamour Magazine’s Women of the Year and was named a member of Ebony Magazine’s prestigious Power 100 List. She has also been honored as a BET 100 Entertainer and Innovator of the Year and was named the Smart Cities Dive’s 2020 Leader of the Year. Keisha was also the recipient of the Distinguished Civil Rights Advocate Award presented by the Lawyers’ Committee for Civil Rights Under the Law in recognition of her equity-driven leadership to help guide and protect marginalized communities.

Engaging with Partners for Home to execute the LIFT Initiative, providing more than $17 million in funding for emergency hotels and rapid rehousing. This resulted in the placement of nearly 1,000 people experiencing homelessness into permanent housing.

Keisha’s steadfast leadership and equity-focused philosophy have led to numerous accolades and leadership positions, including having served as the Chair of the Community Development and Housing Committee and the Census Task Force for the United States Conference of Mayors and as a Trustee for the African American Mayors Association. She was also selected to Chair the Platform Committee for the 2020 Democratic National Convention and serves as the DNC’s Vice Chair of Civic Engagement and Voter Protection.

Utilizing innovative and resourceful leadership, the City financed infrastructure projects totaling over $3.59 billion for airport, water and wastewater, and multi-family / affordable housing projects. This included the opening of Westside Park, Atlanta’s largest greenspace, which features a 2.4-billion-gallon water reservoir that increases Atlanta’s emergency water supply from three days to up to 90 days.

Leading Hartsfield-Jackson Atlanta International Airport, traditionally one of the busiest in the world, through the COVID-19 pandemic by quickly reducing operating expenses, implementing budgetary reductions, utilizing federal relief grants to stabilize finances, and restructuring debt for near term savings, amongst other cost cutting measures.

Successfully hosting College Football Playoff National Championship Games, the Major League Soccer All Star Game, the National Basketball Association All Star Game and Super Bowl LIII, which included unprecedented community benefits – a $2.4 million renovation of John F. Kennedy Park on Atlanta’s Westside, more than 20,000 trees planted throughout the community, and the seamless coordination of 40 federal, state and local public safety agencies.

Ensuring diverse opinions and perspectives were brought to government processes by creating the City’s first Office of Equity, Diversity, and Inclusion, the Office of Violence Prevention and appointing the City’s first Director of LGBTQ Affairs. Creating government transparency and fostering trust with the public by creating the Office of the Inspector General and rollout of the most far-reaching financial transparency platform in the City’s history – Atlanta’s Open Checkbook.

The University’s Nursing Program is accredited by the Accreditation Commission for Education in Nursing, Inc. (ACEN). The Social Work programs are accredited by the Council on Social Work Education (CSWE). Most Teacher Education programs are accredited by the Council for the Accreditation of Educator Preparation (CAEP). The Accounting, Economics, Finance, Management, Marketing, Hospitality and Tourism Management (HTM) and other Business Administration programs in the College of Business are accredited by the Association to Advance Collegiate Schools of Business, International (AACSB). The HTM program is also accredited by the Accrediting Commission for Programs in Hospitality Administration (ACPHA). The Law Studies program has American Bar Association (ABA) approval. The Coordinated Program in Dietetics is accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND). The Master of Occupational Therapy program is accredited by the Accreditation Council for Occupational Therapy Education (ACOTE). Chemistry programs are approved by the American Chemical Society.

24 Delaware State University 2022 Undergraduate Commencement Ceremony

On July 1, 1993, Delaware State College turned another chapter in its history when Governor Thomas Carper signed a name change into law, thus renaming the College to Delaware State University. Since 1957, the University has grown in stature as a center for teaching, research and public service. The purpose of the University has broadened in keeping with changing times. While recognizing its heritage, the University is among the premier Historically Black Colleges and Universities (HBCU) in the country, while serving a diverse student population. Undergraduate studies are organized into four colleges that contain a total of 17 academic departments, which offer 46 bachelor’s degrees, 21 master’s degrees and six doctoral degrees.

In 1944, the College received provisional accreditation by the Middle States Commission on Higher Education (MSCHE). In 1947, the name of the institution was changed to Delaware State College by legislative action. At the end of the 1951-52 school year, the High School Division was discontinued. In April 1957, the College was accredited by the Middle States Commission on Higher Education. The Middle States Commission on Higher Education in 1962, 1972, 1982, 1987, 1992, 1997, 2002 and 2012 reaffirmed this accreditation. The University is fully approved by the Delaware Department of Education.

History of Delaware State University

The Delaware College for Colored Students, now known as Delaware State University, was established May 15, 1891, by the Delaware General Assembly under the provisions of the Morrill Act of 1890 by which land-grant colleges for blacks came into existence in states maintaining separate educational Becausefacilities.there was already a private Delaware College (now the University of Delaware) located in Newark, Del., to avoid confusion new state legislation was passed and enacted in early 1893 to change the black school’s name to the State College for Colored Students. That would be the institution’s name for the next 54 years.

Through the conservative and practical planning of the Board of Trustees appointed by Delaware Gov. Robert J. Reynolds, the College was launched upon its mission of education and public service on February 2, 1892. Five courses of study leading to a baccalaureate degree were offered: Agricultural, Chemical, Classical, Engineering and Scientific. A Preparatory Department was established in 1893 for students who were not qualified to pursue a major course of study upon entrance. A three-year normal course leading to a teacher’s certificate was initiated in 1897. The College graduated its first class of degree candidates in May 1898. The normal course of study (teacher education) was extended to four years in 1911 and the Bachelor of Pedagogy degree was awarded to students upon satisfactory completion of the curriculum.

In the 1916-1917 school year, the Preparatory Department was phased out, a Model School was established, and a high school diploma was granted on completion of a four-year course of study. In 1923, a Junior College Division was added. Four-year curricula in the Arts and Sciences, Elementary Education, Home Economics, Agriculture and Industrial Arts were established in 1932. The College graduated its first class of four-year, baccalaureate degree candidates in June 1934.

Dr. Maurice E. Thomasson served as Acting President from 1949 to 1950 and from 1951 to 1953 Dr. Claibourne D. Smith served as Acting President from September 2008 to January 2010 Dr. Wilma Mishoe served as Acting President from January 2018 to June 2018

The University’s physical infrastructure has expanded from its 1891 beginning as a 100-acre property with three buildings to a beautiful 356-acre pedestrian main campus with more than 50 buildings and four outdoor athletic fields. The University also has locations in downtown Dover, Wilmington and Georgetown, DE, and two farm properties in Kenton and Smyrna, DE. The Airway Science Program maintains its fleet of planes and base of operation at the Delaware Air Park in Cheswold, DE, approximately five miles from the main campus.

Mission Statement

The University Mace

The mace is a traditional symbol of authority which dates back to the Middle Ages. The use of ceremonial maces by education institutions began in the 17th century when Cambridge and Oxford universities in England adopted the mace as an emblem to be carried in ceremonial occasions. In keeping with the tradition of many colleges and universities in the United States that began using ceremonial maces in the 20th century, Delaware State University adopted the mace in 1963 as an emblem of authority to be used at especially significant University affairs. The Delaware State University mace was designed and constructed in 1963 by the late John McCollough, assistant professor of art education at the institution. At Commencement, the entry of the mace signifies the beginning of ceremony.the

The University Bible was presented to Delaware State College by the Class of 1942. It is located in the Office of the President. Chain of Office (The Medallion)

A time-honored tradition of great dignity, the wearing of academic apparel is a survival of the ecclesiastical garb of the late Middle Ages — in turn, a survival of still earlier civilian fashions. The academic gown, necessary for a scholar’s warmth, and the hood to protect his tonsured head were apparently first regularly adopted in the 13th century at the University of Cambridge (1294).

The concept of the medallion began in the biblical days as a symbol of authority. During the Middle Ages, the medallion signified membership in the religious orders and guilds and, later, in the elite order of knighthood or government office. It is customary today for medallions to be made for chancellors and presidents of universities to wear at Commencement and other academic events that require regalia. The University Medallion symbolizes the authority that the Board of Trustees entrusts to the President of Delaware State University.
