Terminal 2 is now in the hands of the feds.

Port Metro Vancouver has submitted its comprehensive environmental document for T2 to the Canadian Environmental Assessment Agency, which will launch a lengthy review process.

The environmental impact statement summarizes the results of 77 studies undertaken over four years, with contributions from more than 100 professional scientists and more than 35,000 hours of field work, according to the port.

The port notes this research formed its assessment of potential environmental, economic, social, heritage and health effects of the project, including cumulative effects. The environmental impact statement includes proposed mitigation measures to reduce, avoid or offset potential effects and describes the monitoring and follow-up program that would be undertaken to ensure mitigation measures are effective.

It took Port Metro Vancouver more than four years to prepare its environmental impact statement but critics claim the section on biofilm is woefully incomplete.

As far as the environmental impacts, the document covers a range of topics from air and marine water quality to marine vegetation, including the much talked about issue of biofilm, a critical component of shorebird habitat.

The proposed three-berth container terminal won’t result in significant adverse residual or cumulative effects to marine vegetation at Roberts Bank, according to the impact statement.

“Overall, net productivity of marine vegetation is

expected to increase with the project, without mitigation, and would be further increased with the implementation of environmental management plans and the creation of habitat,” the report states.

During construction and operation, changes in productivity of eelgrass, biofilm and biomat are predicted to be negligible.

The port’s review also concludes the project “is not expected to result in measurable incremental adverse cumulative effects

to coastal birds.”

Against Port Expansion is critical of those conclusions, saying the report’s section on biofilm needs a complete re-working because it’s woefully incomplete and has many information gaps. The baseline information lacks sufficient detail for the panel to properly understand the port’s predictions, said APE’s Roger Emsley, noting the port hasn’t provided information on how it arrived at and supports its predictions.

“The interpretation of so-called scientific results is suspect and the reason for stating that there is no impact is not supported; there is no explanation of the differences between freshwater and marine biofilm; the model appears to lump all biofilm types together,” Emsley said.

There are many research papers on biofilm that were not used, he added.

While the debate about the validity of the port’s environmental assessment for T2 is ramping up, the Corporation of Delta is expressing other concerns to the Canadian Environmental Assessment Agency, including what it says is the exclusion of local and regional road and rail impacts.

The assessment “clock” for the project has stopped after the Canadian Environmental Assessment Agency requested additional information from the port related to marine shipping, information the port says will be submitted in late August.

The review isn’t expected to be completed until at least sometime after 2017.

MLA dumbfounded at province’s non-response

Delta South MLA Vicki Huntington says the B.C. Environmental Assessment Office is failing to protect B.C.’s interests in the ongoing environmental assessment of Port Metro Vancouver’s proposed Terminal 2 project.

“I was profoundly disappointed that the EAO said the port’s environmental impact statement was ‘complete’ and that they had no comments,” said Huntington. “It’s their responsibility to protect

areas of provincial jurisdiction and they are failing miserably in that duty to the people of B.C. “Light, noise, air quality, agriculture, provincially owned and designated lands and ecologically protected areas are all directly affected by this project, yet the B.C. Environmental Assessment Office had no comment on the thoroughness of the port’s impact statement.”

Dozens of individuals and organizations submitted

comments on the completeness of the environmental impact statement as part of the federal environmental assessment process.

Huntington said her office provided a multi-page submission, as did Health Canada, Environment Canada, Fisheries and Oceans Canada and the U.S. Environmental Protection Agency.

“B.C. alone decided the Port of Vancouver did a thorough job, which is ludicrous,” said the inde-

pendent MLA. “There were significant omissions in the data and it is the job of the B.C. EAO to demand the information be part of the impact statement. I am stunned that in thousands of pages the EAO couldn’t find one subject where it wanted more detail.

“Federal bodies and even a U.S. agency had no trouble asking for more information and my office found multiple provincial issues where information was lacking.”

Huntington said the Environmental Assessment Office’s position is consistent with the government’s approach to port development in the Fraser River estuary.

“From day one the province has given this project the green light,” she said.

“When the Roberts Bank Wildlife Management Area was created in 2011, huge swaths of habitat were excluded in order to support the future development of T2.”

Delta residents aren’t going to be subjected to a colourful clutter of campaign signs for a few more weeks.

Unlike most municipalities that have federal election signs already strategically placed on the sides of busy roadways for all to see, Delta’s sign bylaw that dates back a dozen years sets a strict time limit on when they can be erected.

Regardless of the level of government, political signs in Delta can be displayed for no more than 30 days prior to the date of an election or referendum. They also must be taken down within seven days after the vote.

Hugh Davies, property and compliance manager for Delta’s bylaw department, said civic staff asked the organizers for one of the candidates to take down some signs after receiving a compliant. The bylaw department issues a 48-hour notice to remove a sign that is prohibited or Delta will remove it, but candidates

wouldn’t have wanted to see signs up for over two months, said Coun.

Anthony Devellano felt a need to step up politically to stop Stephen Harper.

That’s what the Green Party candidate had to say about his decision to enter this fall’s federal election race in Delta.

The party announced last week that Devellano, who lists his background as sales, marketing, tech support, management, training, business analysis and website building, was chosen to run in Delta.

“Anthony has felt the need to step up politically since Steven Harper introduced Bill C-38, the omni-

bus bill that destroyed most of Canada’s environmental protections and set the template for treating people who care about the environment as enemies of the state,” his website states.

“Harper has declared war on Canada’s environment and anyone not directly employed by or subservient to the petroleum industry.”

Devellano also says a Green Party member of Parliament “will never be whipped to vote one way or another. They will be free to vote for whatever is best for your particular riding; not what is best for (Justin) Trudeau or (Thomas) Mulcair.”

The party’s platform also includes a ban on supertankers on B.C’s coast, embedding the right to a healthy environment in the Constitution and repealing the government’s controversial omnibus security bill.

In 2011, May made Canadian political history by becoming the first Green to win a seat in Parliament, representing the riding of Saanich—Gulf Islands. The party got a second member two years later when NDP MP Bruce Hyer crossed the

As far as Delta, the Green candidate in the 2011 election finished fourth with just under five per cent of the vote in RichmondDelta-East, which has now been reconfigured into a new Delta-only riding.

The offending driver indicated she had accident insurance but when police attended they found the offending driver did not have insurance and as a consequence she was given a ticket and her vehicle was towed from the scene.

Ladner • Aug. 10, 7:32 p.m., 5000-block of 36th Avenue: Police attended a single-car accident. A vehicle traveling east hit a hydro pole, causing approximately $10,000 in damage. The passenger suffered whiplash and was transported to hospital for assessment. The driver could not provide an explanation as to why he went off the road. No indication of alcohol or drug consumption. Police officer observed takeout food on the passenger side, which could have accounted for possible distracted driving.

• Aug. 14, 9:29 a.m., 5200-block of Augusta Place: Complainant reported he had received a fraudulent voicemail claiming to be the CRA stating he was about to be sued and he should contact 1-613927-9687 for further information. An online query of

Enticed by lower prices, added amenities and the prospect of a new bridge, out-of-town buyers fuel South Delta’s real estate market

t’s relatively tranquil and not used to seeing rapid change, but those days could soon be coming to an end.

Like it or not, Tsawwassen and Ladner appear poised to become the region’s next red hot real estate market, transforming the community sooner rather than later, according to those in the real estate game.

Noting the desirability of South Delta will intensify due to a number of factors, including increasing population, stratospheric housing prices in Vancouver and Richmond, and limited supply here, real estate agent Fraser Elliott said he’s seeing many prospective buyers that wouldn’t have considered moving to the area even a year ago discovering South Delta.

“We’re going to continue attracting people out here from Richmond and Vancouver and a large portion of the buyers for homes in Ladner and Tsawwassen right now are com-

ing from north of the Fraser River,” said Elliott, who has been the top realtor in South Delta for five years running.

“I would say more than half of the buyers coming out are coming from Richmond and Vancouver. They’re getting a lot more value for their money and I predict it’s going to continue on this trend. We’re only five minutes across the river once the new crossing (bridge) is in.”

House prices in Ladner and Tsawwassen, as well as the rest of the Lower Mainland, continue their upward climb, according the Real Estate Board of Greater Vancouver, noting July sales of homes jumped 30 per cent in the region compared to the same time last year.

With about 5,000 to 6,000 fewer homes on the market compared to the number available five years ago, sales of detached homes in Metro Vancouver jumped by nearly 18 per cent last year, with the average price more than $1.14 million.

In Ladner, the so-called “benchmark price” of a single detached home was $753,400, a 19 per cent increase from one year ago. In Tsawwassen, the benchmark was $892,200, up 20.4 per cent from 2014.

Saying buyers should expect those sharp increases to likely continue, Elliott said people elsewhere in the region looking for better deals are finding them here.

“A lot of young families are coming out still finding it more affordable. It’s great value even at these prices compared to Richmond, if you can find it. And in Vancouver, you can’t even buy that size of lot,” he said.

The landscape-changing mega malls at the Tsawwassen First Nation and a new bridge across the Fraser River will increase that desirability even more and are already drawing a lot of extra attention to South Delta, Elliott said.

Construction on the bridge to replace the antiquated George Massey Tunnel is slated to start in 2017, while the huge mall complex, which will rival the size of Burnaby’s Metrotown, is set to open in October of next year.

Long-time South Delta agent Bob Chancey said it’s a given the added attention that will come with a new bridge and major malls will result in real estate prices being driven even higher.

Adding to that, Chancey said, the limited supply in South Delta will make the existing product even

more expensive.

“When demand picks up with the opening of the new malls, we will only have a limited amount of product with less than 14,000 houses,” he said. “Even with the development that’s coming in and what they’re building at the TFN, you’re still less than 18,000. That’s nothing.”

Thomas Davidoff, an assistant professor with the Sauder School of Business at UBC, said generally when a place is seen as a better substitute for a downtown, buyers will start seeing higher prices.

The price for living in a suburb will become less severe because the commute time is cut down, so more will prefer to live there, he said.

Don Campbell, a founding partner of the Real Estate Investment Network, a Langley-based company that provides housing market research, said the new bridge will do for South Delta what the Golden Ears and Port Mann bridges did for once quiet bedroom communities like Maple Ridge and Pitt Meadows, which are seeing big increases in development interest.

noting that doesn’t even take into account what the malls will do for real estate prices.

“I’ll tell you what’s going to happen: Right now we’re seeing a lot of jump-the-gun speculator buyers that are moving in. That’s what you’re seeing right now. Then it goes quiet for a while, then construction starts and it goes crazy again for a while. It might die down during the construction period and about a year after the bridge is complete you’ll see a lot of homeowners, who measure distance in time and not kilometres, say they’ll skip Richmond and go straight into Delta.

“That’s going to be the flow in the next five or six years,” he explained.

“People will find that that Ladner corner of the world is a pretty amazing part of the Lower Mainland and it won’t be flying under the radar anymore. Most people don’t know about it and haven’t gone there and the tunnel has protected it amazingly well.”

Campbell said his firm is in the process of doing an updated report on South Delta and what it’s already

finding is that a change in outlook will be needed when it comes to densification.

A red hot market for the bedroom community, which is pretty well built out, likely means a cavalcade of redevelopment applications. It’s a fact of life in the high-priced neighbouring cities of Richmond and Vancouver, but that change is on a collision course with the sensibilities of many of South Delta’s 50,000 residents.

Even in the past couple of years residents have appeared before municipal council arguing against higher density housing developments, as well as seemingly radical changes to area plans, saying they moved to the area because they prefer its lifestyle and character.

Detached housing now makes up about 80 per cent of the stock, while apartments account for about 15 per cent and townhouses around five per cent. That spells bad news when it comes to future affordability, said Vancouver-based real estate agent and consultant Bob Bracken.

A South Delta resident, Bracken said the Corporation of Delta’s historic reluctance to allow more housing types has now left people stuck with an extremely limited supply that is constrained by the Agricultural Land Reserve.

Delta had the

chance to allow greater variety over the years but now finds itself built out with a limited supply that will drive up prices. The fact it’s predominately single-family houses with big yards will keep a lot of home buyers out of South Delta, Bracken said.

“Delta is not ready for what’s about to come. The problem we have down here is that the planning department is stuck in the ‘70s and basically all the major planning that’s happened in South Delta has been developerdriven. Century Group and Shato Holdings put forward projects and caused the planning department to follow them. They set the agenda with the projects they got approved and the Corporation of Delta’s planning department has had to scramble to keep up,” Bracken said.

“What is lacking, in my opinion, in Tsawwassen, and a lesser extent Ladner, is affordable, semi-detached townhouse and rowhouse-type development which can be produced and sold at an entry level cost for young families” he said. “I don’t see any real evidence of real planning or anticipating the scale of growth and growth pressures that we are going to be under within five to 10 years.”

The “no growth” argument is an old one in Delta, which didn’t see its first condo project built until 1969.

Area homeowners fought hard to block passage of that zoning amendment and, later that year during a council discussion on a study on the effects of condominium housing, then-mayor Dugald

Morrison remarked, “What most councils are afraid of is that they will become slums.”

Later that year, during a council debate about another condo proposal that was defeated, then-alderman Harold Savage warned, “Condominiums would mean five times the number of children per acre.”

The arguments against higher density, which have created a division in the community, could still be heard with the more recent Southlands and Marina Gardens applications, which had their fair share of support and were eventually approved.

Still, many other projects that could provide much needed variety and affordability get a rough ride, showing how South Delta has the most entrenched NIMBY attitude in the Lower Mainland, said Bracken, who was a strong supporter of the Century Group’s Southlands proposal.

“We are going to see all kinds of opposition pressures because Tsawwassen is basically the NIMBY capital of Canada and nobody ever wants anything to change. Anyone on council who wanted densification, that was basically the kiss of death. We’ve never really had the leadership and the planning department is caught between a rock and a hard place,” he said.

“They’re caught between the NIMBY factor on one side and uninformed politicians on the other.

So they rely on (Shato Holdings president) Ron Toigo and (Century Group president) Sean Hodgins to lead them and battle to get something built one way or the other.”

Mayor Lois Jackson, who has been on council since the early 1970s when Delta still had plenty of room to grow, said Richmond was very much like Delta in that they were both fishing and farming communities, but so much development and densification in Richmond occurred so quickly many have said they had to get out.

People moved to South Delta, and Ladner in particular, for the lifestyle because it reminded them of what Richmond used to be, she said.

Jackson said she hopes that whatever changes come, future councils continue to stand firm on the farmland issue, including not allowing parcel splitting that would make them less viable As far as speculators, the concern about them holding onto parcels of farmland hoping for redevelopment is not a new one, she added.

MURPHY’S LAW They’re sticking to their plan.

Much has been said and written about the Fraser Health Authority over the last year with regards to its reluctance to restore the surgical program at Delta Hospital, and even though the community has rallied behind doctors in their call for action, little headway has been made on that front.

This would lead many to believe Fraser Health doesn’t give a darn about our out-of-the-way hospital, but the announcement last week about planning getting underway for a new residential care facility on hospital grounds would appear to poke a hole in that theory. It would seem that health region officials are indeed willing to spend money on Delta Hospital, but they will do so on their own terms.

You see, the residential care project announced last week is part of a long-term master plan for the hospital, a document that had a new medical imaging and laboratory wing as its first priority. The Peter C. & Elizabeth Toigo Diagnostic Services Building is moving along as the Delta Hospital Foundation nears its fundraising goal.

I suspect the community, via the foundation, will be expected to pick up a significant portion of the tab for the residential care facility, as has been the case for the diagnostic wing, so how committed Fraser Health is to Delta Hospital is likely dependent on the generosity of its supporters.

So while the health region can be criticized for forcing the community to dig into its pockets to fund hospital upgrades, you have to give it marks for actually sticking to a plan. How many times do you see governments make a fuss about creating some sort of planning document only to see it end up sitting on a shelf collecting dust?

There’s something to be said for charting a course and then sticking to that path. If Fraser Health follows its plan, it means we’ll see a doubling of the medical beds and the introduction of mental health services over the next decade or so. A community health centre is also in the cards, although that’s a longer term proposition.

The only mention of the surgical program is a planned growth of outpatient surgery, which suggests Fraser Health is looking to build on the local hospital’s reputation as a day surgery centre, not necessarily restore what was once here.

As refreshing as it is for a government entity to heed its agenda, it wouldn’t hurt to see the plan evolve just a little to address an issue doctors at the hospital feel is important.

Diverse Delta fishing heritage is definitely worth preserving DOUG HUSBAND

COMMUNITY COMMENT The lives of William and Thomas Ladner are well documented. Following their business ventures in gold mining near Boston Bar and Yale with a stopover in New Westminster, they settled in Delta in 1868.

Their professional histories are a precursor to Delta’s resource development from farming and fishing.

William ventured into farming and local politics. Thomas found business opportunity in the fabled salmon runs and the selling and distribution of canned salmon and ultimately the formation of B.C. Packers.

Delta’s infrastructure of roads, dikes and fresh water necessarily supported the farm industry. The forefathers of Delta’s incorporation in 1879 were land owners from the farming community. For 70-odd years, Delta’s local council almost exclusively represented agricultural interests.

Less well documented, but no less important, was the role of the

fishing industry in Delta’s heritage.

The first harvesters of Fraser River salmon for food supplies were natives of the Coast Salish and Chewassen tribes. In the mid-1800s settlers arrived en masse from Europe, Great Britain, Greece, Italy and Scandinavian countries.

Fishing communities were established in Sunbury and Annieville, Deas Island, Ladner’s Landing, Port Guichon and Canoe Pass. The first cannery opened in Annieville in 1870 and the business of harvesting salmon for profit and the industry of shore workers, fish packers and unions was underway.

Within 20 years there were 12 to as many as 16 canneries situated between the mouth of the Fraser and Annieville. The Norwegians and Japanese established their community at Sunbury and Annieville.

The Greeks set up their community of scow homes and fish boats adjacent Deas Island and its cannery.

European immigrants located at Ladner’s Landing, Port Guichon and Canoe Pass.

For three-quarters of a century the commercial salmon fishery was the dominant face of the Fraser River. Due in part to suspect management of wild salmon stock, pollution and the 1913 rock blasting for a rail line and resulting obstruction of millions of spawning spring salmon at Hell’s Gate, fish stocks were depleted for decades.

In the early to mid-1900s the commercial fishing runs lasted from early spring to late fall. Now the Fraser River has very limited openings after a full closure in 2005. First Nations continue their food fishery. The great oolichan runs are no more.

The Mighty Fraser is now viewed mainly as a conduit for trade and commerce and perhaps an inspiration for the art community. That’s not to say we shouldn’t do more to preserve and display Delta’s early history of native and commercial fisheries in its preeminent days.

There are generations of Delta and First Nations families forever linked together from their labours and lifestyle on the Fraser. The gillnetter is and has been the signature face of Delta’s Fraser River commercial fleet.

It is the desire of the Fishing Heritage Society to preserve and display one of those hardy and resilient hand crafted examples of Delta’s rich and colorful heritage. In the interest in preserving this segment of our fading past, collaboration is necessary with First Nations, the Fishing Heritage Society and the Delta Museum.

Early Christmas present not what it seems

Editor: I have done some reading on the recent “Christmas in July” child care benefit announced by federal Employment Minister Pierre Poilievre. I have also spoken with the Canada Revenue Agency in Ottawa.

Not all is as it may appear.

The Canada Revenue Agency website offers information on benefits available to parents of dependent children up to and including the age of 18.

If I understand the informa-

tion therein correctly, there are several benefits: * The Canada Child Tax Benefit: this is a tax-free monthly payment made to eligible families to help with the cost of raising children. Eligibility is based on the adjusted family net income, the number of children in the family and the province of residence. * The Universal Child Care Benefit was “introduced in 2006 as a taxable benefit to help balance work and family life.”

It was available only for children under the age of six; it was dependent upon income, and the previous amount was $100 per month. * In January of this year, this amount (now called the Enhanced Universal Child Care Benefit) has been increased up to a total of $160 for each child under the age of six. It also now covers children aged six through 17, with the benefit amount up to $60 per month for each child.

* The previous Child Tax Credit has simultaneously been withdrawn.

I am struck by how complex this benefits information must be for parents to decipher. Even staff at the Canada Revenue Agency had trouble answering my questions. For your information, the number to call is 1-800-387-1193; press the star button if you want to talk to a real person.

What is interesting is that the minister has not stated the Enhanced Universal

Child Care Benefit (UCCB) is taxable. Parents have been given examples of what they may use their cheques for but have not been advised this benefit may increase their income tax payable.

The minister also stated the Enhanced UCCB replaces the Child Tax Credit. Does it make sense that a credit is replaced with a taxable benefit? Isn’t this double talk?

Liberals promise change but fall back on the status quo

Editor: Re: Challengers stress change, Aug. 5 Is there a more bland election slogan than “It’s time for change”? Change is mostly about perception until particular policies begin to affect you directly.

“We will see it when we believe it,” declared the demagogue extraordinaire Saul Alinsky.

The Liberal party has governed Canada for the majority of its existence, presiding over some of the most notorious transgressions in the nation’s history, and is devoid of credibility when making bold prom-

ises of reform. Instead, the Liberals always recognize how beneficial the status quo has been to them and renounce their pledges because of circumstances — allegedly — beyond their control.

I would presume that many Liberal politicians of the 19th century and early 20th century would be repulsed at the permissiveness and fecklessness of the modern Liberal party and probably affiliate with the Conservatives.

The NDP has governed six provinces and one territory. Ontario and B.C. are the salient examples of their

imbecilic strategy of making social policy paramount to economic expansion; the reverse is actually the proper course. We must wait and see after their aberrant victory in Alberta how badly they bungle the oil industry to the detriment of every other sector.

Meanwhile, the national NDP’s Quebec caucus is tainted by separatists, the only politicians who have vowed to visibly “change” — or disfigure — Canada.

The sheer incompetence and indifference of U.S. President Barack Obama (an undeclared socialist) should serve as a warning

against electing a national NDP government: Obama has allowed the U.S. debt to double; millions of people have lost their health insurance and not registered under his shambolic plan; racial animosity has been exacerbated; he is also trying to destroy traditional industries, like oil and coal extraction, through his quixotic crusade against climate change. Canada is far better managed compared to the orchestrated atrophy of America.

Editor: When lunching at the local White Spot last week, I received a very gracious and positive response to my suggestion that water should only be offered on request.

I wonder how much water could be saved if we all made the same request when dining out?

Nylander remembers his time as Tory MP Former Tsawwassen Legion manager represented Saskatchewan riding in Joe Clark’s government BY

There’s a former Tory MP living in South Delta, but it’s not John Cummins, Stan Wilbee or Tom Siddon.

Terry Nylander, best known in these parts as the former manager of the Tsawwassen Legion, recently sat down with the Optimist to discuss his short time in office from decades ago.

The 69-year-old, who now lives in Ladner, served one term as the MP for the northwestern Saskatchewan riding of The BattlefordsMeadow Lake. He served in Joe Clark’s Progressive Conservative minority government that lasted from mid-1979 to the early part of 1980.

Nylander had a back-

ground in small business, but no previous political experience, when he got elected.

“I’d never been a mayor or reeve or involved in any politics whatsoever,” he said. “But it just happened I was fairly well known in the community.”

He said he had a good understanding of the riding, having been born and raised there, and working in farm equipment sales allowed him to get to know a lot of people in the area.

Nylander remembers Saskatchewan voters elected 10 Progressive Conservatives in the 1979 election. The New Democrats were the only other party to win seats in the province, taking the remaining four.

Nylander said he was

“surrounded by cabinet ministers,” including his friend Don Mazankowski, the former minister of transport.

Having a rapport with ministers helped make an impact, he noted.

“I’d get to go in and make a phone call to CNR right from the minister’s office,” he said. “It was pretty nice to be able to just walk into those offices and get things done.”

He said being on committees provided some highlights of his time in office. He recalls running from one meeting to another to ensure the party had a quorum.

Nylander, who said the job of an MP was engrossing, said he spent a lot of time traveling between his constituency and Ottawa.

Nylander came to the South Delta in the early 1990s.

Asked for his thoughts on the current federal political situation, he said it’s going to be a really interesting campaign to watch, noting the recent election in Alberta woke up Tories there.

“My feeling is to have public money to spend on social programs, you need a strong economy, which is why I was considered what they would call a Red Tory.

I knew we needed social programs and pensions and health care and all of those things. But to have the money for those we needed

a strong business community, a strong tax base,” he said.

“If your business community isn’t successful and paying tax, you can’t provide social programs. They go hand in hand.”

He was defeated in the 1980 federal election by the NDP’s Doug Anguish by less than 500 votes and subsequently got into the oilfield service business.

Asked if one term was enough or if he ever thought about getting back into politics, Nylander said he thought he did better personally and financially a businessman.

“While it was great exposure and a good experience, I’m too old for it now,” he said with a laugh.

$220,000 project is expected to open next spring Patients at Delta Hospital can expect to see improved pre-admission care in the near future thanks to a $220,000 Delta Hospital Foundation and Delta Hospital Auxiliary joint renovation project.

The current surgical daycare waiting room is being renovated to include two patient exam rooms and an office space to prepare for new admitting processes designed to improve patient care.

Patients will visit two to three weeks prior to their scheduled surgery to meet with an anesthesiologist and pre-admission staff that will review medical and surgical history, and ensure required pre-operative procedures and tests are ordered and completed. Patients and their families will also have the opportunity to ask questions they may have and receive post-surgery recovery information.

“Having surgery can cause a lot of anxiety for people,” says Karen Nichvalodoff, patient care coordinator for surgical services at Delta Hospital.

“With the pre-admission clinic up and running we hope to alleviate some of the stress that patients and their families might feel, and ensure that once they are home, they have the tools and knowledge to make a quick recovery.”

President of the Delta Hospital Auxiliary, Robbi Schultes, is excited for the upcoming development.

“Our volunteers are often the first people that greet those coming in for surgery, and they do a great job of getting patients settled in the surgical daycare waiting area,” Schultes says.

“Often patients have questions that can only be answered by a medical professional however, and having a dedicated pre-

admission clinic will go a long way in improving the patient experience.”

Almost 9,000 surgeries were performed at Delta Hospital over the past year, with many patients coming from outside Delta for their procedures. The hospital performs a wide range of general surgeries, eye, plastic and orthopedic surgeries, as well as a number of colonoscopies and gastroscopies every year.

“We have some of the best post-surgical outcomes not only in B.C. but across the country, and the new pre-admission clinic will help us maintain outstanding results for our patients,” says Veronica Carroll, Delta Hospital Foundation’s executive director.

With design preparations currently underway, construction is expected to start in January of next year, with services beginning in April.

Eulogy virtues With the start of another school year just around the corner, I am grateful for our schools whose mission it is to equip our children with the skills they will need for individual and career success. Someone recently named these skills the résumé virtues.

But in order to achieve a meaningful life, another set of virtues is needed — the ones that are talked about at your funeral.

Virtues like honesty, kindness, faithfulness are considered the eulogy virtues.

As my granddaughter begins Grade 1 in a few weeks, my prayer is that she will not only gain resume skills but also begin to cultivate some of those eulogy virtues.

Although I want her to grow and develop as an individual, I also want

her to learn that no one achieves success on his or her own. I want her to develop deep relationships that will sustain her through the good times and bad.

As she learns to complete assignments on time and achieve measurable goals, I hope that a desire will be kindled for something more. I hope she will learn the value of goals that cannot be measured but that are eternal.

By the time she graduates I hope she will want to commit to something greater than herself that can’t be completed in her lifetime.

My granddaughter and her classmates are just beginning their spiritual journeys, but you are never too old to cultivate a rich inner life and practice gratitude, humility and selfforgetting love.

Throughout the year, a number of Delta businesses and residents host their own fundraising events to support the work of Delta

Building.

Over the past few generations, the Husband family has shown a deep commitment and support for Delta Hospital. Robert Husband, beloved husband, father and grandfather, was a resident of Mountain View Manor, Delta Hospital’s residential care unit, for almost nine years until he passed away in 2010.

Several years ago, Kevin, current owner of Emma Lea Farms, suffered a brain hemorrhage and was rushed to Delta Hospital’s ER. “Without our local hospital being so close, Kevin probably wouldn’t be here today to farm and grow these fruits and veg-

emorial Park will be teeming with critters of all shapes and sizes during the seventh annual Delta Community Animal Expo Sunday.

“It’s going to be really fun. We’re really excited about it,” says Delta Community Animal Shelter manager Sarah Jones.

The family-friendly event will feature pet organizations and services, exhibits, activities and lots and lots of animals.

The only animal they couldn’t get this year was a cow, Jones says with a laugh.

“We like to keep it interesting and change it every year a little bit and make it interesting for people who have come back every year.

This is our seventh year doing it.”

The Vancouver Rabbit Agility Club, a group people definitely look forward to seeing, Jones says, will be at the expo.

The club’s website notes rabbits can be taught to run a course of jumps, tunnels and walkways, adding it’s fun and good exercise for the rabbits and the handlers, who run with their pets.

Between activities, talks and demonstrations, the expo has a busy schedule.

“We don’t want people to be shy. We want them to actually play them,” says Jones.

A crowd favourite sees dogs bobbing for wieners.

“It’s hysterical.”

Nosework for dogs will be among the demonstrations held throughout the day.

It’s something that a lot of people don’t realize they

can do with their pets at home, Jones says, adding it enriches the dog’s life and allows the owner to have a much better behaved dog.

The event is a fundraiser for the animal shelter’s Tollie Fund. The fund is used “to aid in improving the lives of the animals (to reduce stress) while they are living in the shelter and to provide medical care so an animal that requires a little more help can have a chance at adoption,” the shelter’s website explains.

Jones says last year 77

animals used the fund at a cost of $21,000.

“The Tollie Fund helps us, and me, not have heartbreaking moments and have to say no to an animal and potentially euthanize it,” she says.

Bambi, a one-and-ahalf-year-old Cavalier King Charles Spaniel, is a “spokesdog” for this year’s event, says Jones.

Bambi, who required knee surgery, is an example of the fund in action.

“We’re able to say yes, we’ll put $3,000 from the

Tollie Fund into fixing her knee, so she can have a future and have a healthy adoption and she deserves that life.”

The animal expo takes place Sunday from 10 a.m. to 4 p.m. at Memorial Park, 5010-47th Ave., Ladner.

It’s a tomato celebration Festival set for next Saturday at Earthwise Farm in Boundary Bay

Celebrate the taste of juicy, sweet tomatoes at the Earthwise Tomato Festival next weekend.

Set for Saturday, Aug. 29 at the Earthwise Farm in Boundary Bay, this year’s family-friendly event will showcase 25 varieties of organic heirloom tomatoes.

Tomatoes are important to cuisines from around the world. Guest chefs will include David and Jen Shackleford from Dragonfly Cafe and Catering, who are partnering with Coastal Olive Oils to prepare a tomato salad and other gluten-free dishes. Jini Aroon from Jini’s Ethnic Gourmet will also be on hand to prepare a dish from India.

Samplers will be available to buy after the demonstrations.

Chef Derek Bothwell from Chill Winston will prepare gourmet pizza in Earthwise’s handmade cob oven.

The success of Earthwise tomato crops is largely due to the efforts of Maja and Graham Willoughby of Tsawwassen. Their love and passion for tomatoes is evident to anyone who meets them.

Live music will provide a backdrop for the event.

Drop by Earthwise’s bee yard and chat with apiarist Janet Wilson who will answer any questions around bees and beekeeping. Local honey will be on sale at the Earthwise Farm Store along with locally milled flour and other organic, seasonal produce fresh from the farm.

The Ladner May Queen and court will be on hand to judge an Allotment Garden Contest (prettiest plot and ugliest vegetable) and the Kids Zone will have face painting, story time courtesy of the Tsawwassen Library and a “Farmer’s Olympics” games section.

The Tsawwassen Town Centre Mall is set to host its Outdoor Movie Night & Block Party featuring a showing of Cinderella – 2015, the non-animated Disney remake of the cartoon classic. The movie is rated G and is approximately 90 minutes long.

A fundraiser concert for the Cross Border Coalition to Stop the Towers is scheduled for Sunday in Point Roberts.

Concert to benefit radio tower fight

Craig Jacks and the Nuevo Mighty Jackalopes headline the Benefit Concert at Seabright Farm this Sunday in Point Roberts.

The concert, a fundraiser for the Cross Border Coalition to Stop the Towers, is scheduled to run from 1 to 5 p.m. on a bluff

overlooking the Salish Sea. Three other acts are also scheduled to perform at the event.

Admission is by donation and parking is provided.

Seabright Farm is on APA Road near the southeast corner of the Point.

Going with the flow in France Travelers roll with the punches during unplanned bus trips on river cruise

When Mother Nature opens her floodgates, all you can do is go with the flow. Two years ago my husband and I were on a Viking European river cruise, but because of high waters we bussed more than we boated.

Although it had been disappointing, the company did everything it could to make sure the trip was memorable and gave us a partial refund to use on a future booking. Well, here we are, back again, this time to cruise southern France.

“The Saône River is too high,” the Viking rep explains after we arrive at Chalon-Sur-Saône, the city of departure. “We’ll be shuttling you to Lyon, the second stop on your itinerary.”

It’s impossible to hide our shell-shocked faces.

“Don’t worry,” she says, nonchalantly. “It will all work out.”

Clearly, these unplanned occurrences happen more than we realize, something that’s not boldly outlined when booking one of these pricey holidays. No point in shedding tears. There’s already enough water flowing around here.

partake in a wine-tasting tour. Or go even further to Cluny, for a paid optional tour. Lastly, and our choice, is a leisurely day on board with shopping in nearby Lyon. No bustle and no buses.

Although we’d rather be cruising, there’s plenty to do over the next two days in this country’s third largest city. Trendy shops border the crooked streets and nearly 2,000 restaurants offer gastronomy delights.

Lyon is also known for textiles and silk production. I walk away the first day with three colourful scarves.

Also being home to

many historical landmarks, some dating back to Roman Times, it’s no surprise that

SPEECH SINGING MUSICAL THEATRE ACTING PLAYWRITING

A labyrinth of ancient laneways branch away from the epicentre where the Roman-Gothic cathedral of St. Jean proudly stands.

And connecting them are over 300 passageways, known as taboules.

“These were used to transport looms during the era of silk production,” we’re told by our Viking guide. “They were also escape routes during the Second World War.” Speaking of escaping, on Day 3 we finally cast off.

Soon we’re breezing out of the city, scooting beneath bridges and dipping down into concrete locks. Over a dozen of these engineered

marvels are lodged along our route today, making the river levels passable.

In spite of the hiccups, Viking maintains its reputation for cuisine excellence throughout our voyage, from breakfast buffets to full-course meals, topped off with complimentary wine and beer. They’re even able to accommodate my special dietary requests with delicious and beautifully-presented meals.

Although we’re now cruising, a lot of water travel on this route is unfortunately done at night, so there’s little opportunity to enjoy that iconic river cruise experience. And

even when we’re coasting, because of the higher water levels, the top-viewing deck never opens while we’re on the move.

But we have three ports of call over the next three days and all the land tours are great. In Vienne, we explore an amazing Roman museum.

In Tournon, we ride a steam train, offering postcard views of flourishing gorges. And in Viviers, we wander the lamp lit streets of this community that dates back to the Middle Ages.

Our itinerary indicates there is one more port, an overnighter in Tarascon, but we’re told by the staff this stop is only done on the return route. Another disappointment. Instead, while spending the final two days docked in Avignon, we’re bused back to that area for a tour of Arles, a Vincent Van Gogh favourite.

As a grand finale, we end up cruising one more short time, up the Rhone, to the famous Avignon Bridge.

Lights illuminate the four arches on this structure, built in 1345. It’s a perfect backdrop for one last photo and an au revoir to newfound friends.

Though there have been glitches along the way, some wonderful memories and friendships have been made. And over the past eight days, while voyaging southern France, we’ve all managed to go with the flow.
