Sean Hodgins had many supporters for his Southlands vision.
A lot of work still has to be done before final approvals are granted and construction can begin on the Southlands. Civic politicians this week approved extending the date for fourth reading of the Tsawwassen housing plan until next May, the second time an extension has been

granted to the Century Group. A report to council noted Century Group has made “significant progress” in such areas as infrastructure preparation and landscape concepts. Additional work is underway on detailed architectural design guidelines, an environmental monitoring plan, a detailed site survey and subdivision plan, as well as other conditions set by Delta.
The majority of that technical work is expected to be completed by the end of this year, but an extension was needed to complete the legal end of things, which can be more efficiently undertaken once all the technical drawings, survey plans and studies are finalized. Century Group president Sean Hodgins told the Optimist the engineering design has taken

longer than anticipated and they only started design work after the regional district’s approval last year. “It made sense to delay it but I don’t think it really — in practical terms — delays us much as I don’t think we would have started work until next summer anyway,” he explained. Girls raise money with shaved ice stand to help peers in Africa BY
JESSICA KERR
jkerr@delta-optimist.com
Two life-long friends have started fundraising to help improve life for children in one African village. Tsawwassen’s Cooper Anderson, 11, and Brienne Wing, 12, have been friends since they were babies. Their fundraising efforts started out small. Two years ago, they set up a shaved ice stand that raised $50. Last year, they stepped up their efforts, advertising the stand and selling baked goods and crafts along with the shaved ice. They raised $150 and decided to use the money to help girls their age in Rwanda. The girls, who just started Grade 7 at Beach Grove Elementary, were inspired by family friend Claudine Kalinda Hubbard. She was born and raised in a village in Rwanda but fled the country in the 1990s during the genocide. Cooper’s mom, Rachel Russell, said Hubbard returns to her village every six months to try and help
out. Brienne and Cooper had both recently received sewing machines, and decided they wanted to make dresses for the young girls in Hubbard’s village. They used the money they raised to buy fabric and a pattern and made a dozen dresses between the two of them. However, word spread about the project and family and friends were soon sewing as well. In all, more than 40 dresses were made and are now on their way to Rwanda where Hubbard, who is also on her way, will personally hand them out. At $304.54, this summer’s shaved ice stand raised more than the last two combined. They stepped up the advertising this year, spending two hours making posters and then distributing them around the neighbourhood. Cooper and Brienne say they plan to use that money to buy school supplies. Hubbard will find out what is most needed and the girls will head out shopping.
SOUTHLANDS from page 1 A start time of summer 2016 is anticipated for work on sewer, water and access roads, which will take about 15 months to complete. That includes connecting to the Pebble Hill water reservoir and a sanitary sewer connection to the Gillespie pump station in Beach Grove. This is in addition to significant on-site work. Hodgins noted construction will likely start on the
first phase of housing and other buildings in the summer of 2017. That work will focus on the Market Square area with housing immediately to the east and fronting 3rd Avenue, close to Boundary Bay. Hodgins added he hopes some of the first phase of housing will be completed by the end of 2018, after about 18 months of construction.

Cooper Anderson and Brienne Wing raised more than $300 at this year’s annual charity shaved ice stand. They plan to use the money to buy school supplies for children in Rwanda. The two said when they started the project, they
knew they wanted to do something for charity but
wanted it to be a little more personal.
It’s been a long road for Hodgins to develop the 215-hectare (537-acre) property, a process that began back in 2006 when he started consultations through Smart Growth B.C. His subsequent vision was something very different than the type of housing the community has seen before, following concepts of new urbanism and agricultural urbanism. After several twists and turns, what he finally got approval for was a project
that will eventually see 950 housing units built on 20 per cent of the site in an area that reportedly has the poorest soil quality. The remaining 80 per cent would be given to Delta, much of it for farming. His plan to develop the site, which has had a long history of controversy, including a record-breaking public hearing a quartercentury ago, faced stiff opposition this time around as well, but also received a significant amount of sup-
port. A lengthy public hearing was held in Delta in the fall of 2013 before council gave the go-ahead. It was then forwarded to Metro Vancouver, where despite a regional staff report recommending rejection, the majority of the board approved the plan. However, due to the size and complexity of the application, time is still needed to complete all the technical and legal work before final approval is granted.

Passengers miss boat, refuse to pay cabbie Police advise suspects of potential criminal charges, which prompts them to pay the fare without issue
The purpose of the Crime Beat is to educate and inform the public about some of the property crime trends occurring in South Delta and other files of interest. If you see anything occurring that you believe to be suspicious, call 911 for in-progress crimes and emergencies or 604-9464411 for other assistance. The following are some of the calls the Delta police responded to in the previous week: Tsawwassen • Sept. 9, 9:30 p.m., 5B Avenue: Complainant reported an unknown person had stolen a parcel from her residence after it had been delivered. The complainant left her home at 3 p.m. and saw the parcel by the door but when she returned several hours later, the large parcel was gone. • Sept. 10, 12:10 p.m., ferry causeway: Complainant reported vandalism had occurred to his vehicle after he had had an altercation with another driver in the ferry line up in Victoria. While he was away from his vehicle, a vulgar note was left criticizing his driving and acetone was spilled on the vehicle, causing paint damage. Complainant unable to provide suspect details and the incident occurred in Victoria. • Sept. 12, 1:25 a.m., 12th Avenue and 56th Street: Complainant reported that several youth had opened a fire hydrant

Listening station to monitor ship noise
Port Metro Vancouver project gets underway this week in an effort to improve conditions for at-risk whales
Port Metro Vancouver, with support from the University of Victoria’s Ocean Networks Canada and JASCO Applied Sciences, has deployed a hydrophone listening station that will monitor underwater vessel noise in the Strait of Georgia. Underwater noise has been identified as a key threat to at-risk whales. The hydrophone listening station deployment and monitoring activities are part of the Enhancing Cetacean Habitat and Observation (ECHO) Program. The program aims to better understand and manage the impact of shipping activities on at-risk whales throughout the southern coast of B.C. “Port Metro Vancouver is mandated by the Canada Marine Act to accommodate Canada’s growing trade demands in a way
that is sustainable,” said Duncan Wilson, vice president of corporate social responsibility at Port Metro Vancouver. “We are working together with scientists, shipping industries, conservation and environmental groups, First Nations individuals and government agencies to take proactive action to improve conditions for whales.” The newly deployed listening station is located under water in the inbound shipping lane of the Strait of Georgia, and will be monitoring and reporting on ambient noise levels, marine mammal detections and passing vessel noise. Working in collaboration with the Pacific Pilotage Authority and the British Columbia Coast Pilots, the intention is to maneuver as many deep sea vessels as possible over designated way-points in order to capture associated vessel noise

accurately. This information will help scientists understand the different levels of underwater noise created by different types of vessels. It will also allow for the future testing of possible mitigation. The hydrophone listening station was maneuvered into position this week during Ocean Networks Canada’s annual expedition using the exploration vessel Nautilus and its remotely operated vehicle Jason. “Monitoring and understanding sound and its impact on marine mammals is a crucial aspect of good ocean management,” said Kate Moran, president and chief executive officer of Ocean Networks Canada.

Seeds of doubt surround application More delays for West Coast Seeds’ proposal to relocate its operations to historic Pybus Residence in Ladner BY
SANDOR GYARMATI
sgyarmati@delta-optimist.com
The question of what should be considered a legitimate farm use on agricultural land has once again arisen following Delta council’s decision Monday to defer a controversial rezoning application in Ladner. Discussion on a proposal by West Coast Seeds Ltd. to relocate and expand its operations to a property at 5300-34B Ave. was halted after correspondence was received from several neighbours that claimed the application conflicts with an existing farming covenant. It won’t go back to the council table until the legal question has been answered. Council agreed last summer to send the application to the Agricultural Land Commission because the seed operation technically is a non-farm use application as most of the product is not locally grown. The commission approved the application subject to a number of conditions in July.
The proposal, however, has drawn the ire of some that complain it is more of a commercial or industrial operation than a real farm use. It also drew concern from the Delta Farmers’ Institute, which stated it would only support the application if a number of conditions were met, including increasing the amount of locally grown product handled at the site and meeting ALC requirements of a minimum 50 per cent produced on the farm for processing, packaging and storing. “It is our understanding that the majority of seeds that the company packages and sells are not locally grown. To sustain strong business farming operations in the Agricultural Land Reserve (ALR) and in Delta, we want to see an improvement on their proposal toward more local seed production,” DFI president David Ryall stated in a letter to council. Ryall, however, said he was encouraged by the company’s plan to have seed trials and growing demonstration plots that

West Coast Seeds is looking to move its distribution side to a farm property on 34B Avenue in Ladner. The proposal has prompted concerns over non-farm uses on farmland. will increase the knowledge base for the agricultural community. When council agreed last year to postpone a decision until it forwarded the application to the land commission, Mayor Lois Jackson voted in favour of getting that comment but had misgivings.
“With all due respect, I, like many others, think that West Coast Seeds does a fabulous job and certainly I’ve supported them. But because we know the people, does that mean we have to go against what our own set of requirements are?” she asked. At the time, Craig
Diamond, owner of parent company BC Turf Ltd., told the Optimist the company, which has a retail outlet on Elliott Street in Ladner Village, simply wanted to move from its current distribution site at an agricultural property on 64th Street, which it doesn’t own, to a newly purchased location to
be able to have on-site seed trials and a demonstration garden. Noting most of their product comes from the U.S. and much of that is sold to local farmers, he said the operation would only take place on a relatively small area that’s currently not being farmed. The application includes part of the farm being leased out to organic farming and actively farmed. The property is also occupied by the historic Walter Pybus Residence and barn. The applicant proposes to renovate the barn for counting, sorting, testing and packaging seeds, as well as shipping and receiving, storage and other uses. The residence would be used for sales and marketing purposes at the upstairs level, while the main floor would be used as a display and education area. If approved by Delta, one of the conditions would be having the buildings placed on Delta’s heritage register. The application would also have to go to a public hearing.

TED MURPHY
MURPHY’S LAW The optics don’t look good. When the first all-candidates meeting of the federal campaign took place last Saturday afternoon at the Ladner Community Centre, three of the four hopefuls vying for your vote in the reconfigured riding of Delta were in attendance. The empty seat at the front of the room belonged to Conservative incumbent Kerry-Lynne Findlay. The official line from the minister of national revenue for her absence is that she had a scheduling conflict. When your job at this point in time is to get re-elected, it would seem to me that attending an all-candidates forum would trump just about anything else that might populate your calendar. When one of our reporters inquired as to what exactly was keeping Findlay from the meeting, we received a list of events she attended over the weekend. There’s no doubt the Conservative candidate was busy pressing the flesh at a variety of functions and on doorsteps, but it didn’t appear from her itinerary there was anything that specifically precluded her from attending the all-candidates forum. The two events that could have possibly posed a conflict were Day at the Farm and the open house at the McKee Seniors’ Recreation Centre, yet both of those started at 10 a.m. so she had ample time to make appearances and still get to the meeting by 1 p.m. Given the seniors’ centre is across the parking lot from the all-candidates venue, it couldn’t have been any more convenient. Funnily enough, our photographer got to both events, as well as to a function at the Ladner Baptist Church, and still managed to make it to the all-candidates meeting. It’s painfully obvious that Findlay’s Conservatives aren’t the party of choice for the vast majority of those that filled the seats at the community centre last Saturday, so she wasn’t likely to win many votes with her presence. However, these are constituents with legitimate questions about federal issues that deserve to hear from all those seeking office, particularly an incumbent representing the sitting government. It’s also painfully obvious that Findlay could have attended and that her socalled “scheduling conflict” was nothing more than a poorly crafted excuse to avoid a potentially uncomfortable situation. If she had really wanted to be there to address a room full of voters, there was an ability to fit the all-candidates forum into her schedule. The fact she didn’t bother to do so doesn’t look good on her.
Tory incumbent misses out on great exchange of ideas IAN ROBERTSON
COMMUNITY COMMENT Last Saturday a federal all-candidates meeting took place at the Ladner Community Centre. Over 300 attended the two-hour session at which I was invited to chair the debate. Many questions about the environment and the impact of various developments and proposals on our lifestyle and health were asked to the candidates. The questions included: • Why is coal from Wyoming being transported to Delta for shipping overseas when Washington state has prohibited it? • Why is Port of Vancouver setting its own environmental standards for what it is doing and planning? • Why the lack of support from
the federal government in opposing a massive radio transmitter site being set up on the border at Point Roberts? • What’s the need for Delta’s container port doubling in size? Each candidate had a chance to express both party and personal positions on these issues. Following these questions the floor mic was open to questions for over an hour from the audience, resulting in a truly complete debate and exchange of positions. You can view a summary at https://www.youtube.com/ watch?v=Q6kvKOSV5N4. It was complete except for one thing — an empty chair. Our member of Parliament, Conservative candidate Kerry-Lynne Findlay, was absent. Did the organizers fail to invite her? No, she was invited many weeks ago when this event was first being organized. Did she reply? Well, sort of. She apparently had to check (with head office in Ottawa?), but the day before the event she finally indicated she had a “scheduling conflict.” With her absence there was no

one to respond to questions about the current government’s position on these matters. Not even someone or even a note to offer apologies. Strangely, while this meeting was going on Findlay was seen next door having tea at the McKee Seniors’ Recreation Centre. Did our MP get lost on the way to the community centre or did she deliberately snub the meeting? So tea time is a “conflict of scheduling” such that 300 citizens attending an all-candidates meeting are left without responses to issues bearing on the campaign? I have been a PC and Conservative supporter and a voter several times in the past many years. Never before have I seen such arrogance, contempt and willful disregard for the folks whom she is pledged to represent. Honourable member of Parliament, please enjoy your tea. September 18, 2015 The Delta Optimist A9 Letters to the Editor
Voter offended Conservative candidate skipped forum
Editor: The all-candidates meeting at the Ladner Community Centre last Saturday was successful and well attended by Delta voters. I believe it was standing room only. The meeting did focus on the environment but there were several other topics that entered into the question-and-answer period. All three candidates did well and answered the questions in a straightforward and
professional manner. It was democracy at its best. Many thanks to the organizers, Citizens Against Port Expansion (CAPE), Against Port Expansion (APE) and the Dogwood Initiative, as well as candidates Anthony Devellano (Green), Carla Qualtrough (Liberal) and Jeremy Leveque (NDP). Unfortunately, incumbent Kerry-Lynne Findlay was a no-show and is
obviously complying with the prime minister’s gag order. It is truly unfortunate the Conservatives have imposed this restriction on their candidates for this federal election. Let me just say I am offended and disappointed by the actions of the Conservatives. Unfortunately our current member of Parliament lacks the courage and intestinal fortitude to oppose this guideline that compromises
her ability to meet voters, answer questions and discuss important issues with Delta voters. If we believe the polls, they show the NDP, Liberal and Conservative parties running neck and neck at this point in time. Any one of the parties could win this election. If this trend holds, it will be the 20 per cent of undecided voters that will likely determine the outcome. Based on the
Strategic voters should look to the NDP if they hope to unseat incumbent in new Delta riding
Editor: Re: Tough to follow that strategy, Murphy’s Law, Sept. 11 Your editorial has captured what is in the minds of many of us as we choose where to lend our support. So how do you choose in a close election? Should it be NDP or Liberal? Both political parties have nominated excellent candidates
in Jeremy Leveque for the NDP and Carla Qualtrough for the Liberals. If you want to make your choice based on which party is most likely to defeat the incumbent, you may want to look at the results of the previous election in 2011. Although the boundaries of the riding have changed, the results for Delta as a
whole were approximately as follows: Conservatives — 22,000 NDP —13,000 Liberal — 9,000 Green — 2,200 To achieve a different result this time around, there needs to be a shift of 5,000 votes away from the Conservatives. If the shift goes to the Liberals, it would increase their
standing but not defeat the incumbent. If it goes to the NDP, the incumbent will be defeated. So if you want a change in representation for Delta at the federal level, the logical choice is the NDP. Including the Green vote in the shift would make the result more definite. The choice is yours. Inger Kam
Editor: While attending the all-candidates meeting in Ladner last Saturday, I was initially impressed with the “they NDP’d our money away” party candidate’s promise. Jeremy Leveque “promised” everyone that, if elected, he would represent the citizens of Delta in Ottawa rather than rep-
resent Ottawa in Delta (not exactly an original line, but at least he looked good saying it). This was “a promise” and he emphasized that he was prepared to “face the ire of his party” by voting for the wishes of his constituents. Sounded good, but then my expectations were
blown to Hades when a caveat was added to his promise. This would not apply to votes on budgetary or financial issues; in which case he would be forced to forgo the wishes of us great unwashed and bend to the party whip. I guess when it comes to financial issues, Leveque embraces the philosophy
that “they NDP’d our money away” party knows how to spend our money better than we do. If Leveque is elected, he will fit in just fine with the rest of our representatives. Don’t you love the progressive mindset and ain’t selective democracy jus wunnerful? Paul Mumby
Single-use cups and bottles don’t show much of a green side
Editor: Re: Environment takes centre stage as candidates square off, Sept. 16 I find it ironic that on the table in front of the candidates are plastic water bot-
tles and what appear to be Starbucks disposable cups. Single-use, throwaway food and beverage containers are one of my biggest peeves, especially ones made of plastic (as most are). Think of the petroleum
used to make these items as well as in their transportation? Perhaps they arrived via the port? I suggest that organizers of this “environmental” event could have provided glass jugs of water and
glasses from which to drink. If I’d been able to attend the event and had seen this, I would have raised the question. Do the candidates really care about the environment? Jean Wightman

Michelle Michelle and her sister Marie were abandoned with 3 other small animals at a rural home in Delta. Michelle and Marie came to us as a young bonded pair of suspected sisters that would love to find a home together. Although they had a troublesome start to life both bunnies seem to be well handled and took to shelter life without missing a hop! They are Harlequin rabbits and they should be almost fully grown, they live from 8-10 years. Rabbits eat fresh greens (kale, lettuce, ect) and must have access to hay at all times. Do you have room for these two sweet girls in your home? The girls will need to be paired back together after their spay surgeries and can then go home.

Participants walk and talk in Delta Hospice program
Bereavement Walking Group begins later this month Walking and talking seem to go together naturally, so with that in mind, the Delta Hospice Society is once again offering a Bereavement Walking Group. It runs Wednesdays at 10 a.m. from Sept. 30 to Nov. 25 (excluding Nov. 11). The walking group is for people who have lost a loved one within the last year. Rain or shine, the participants will meet for eight weeks, check-in, walk and talk, return to the Delta Hospice Society’s
Supportive Care Centre for a snack, and then check-out. During the sessions, the participants have opportunities to share thoughts and feelings at their comfort level or say “I pass” and receive the nonjudgmental support of the group. “Participants tell us they appreciate the kind, supportive group and enjoy the opportunity to walk in a relaxed environment,” says Jean Logan, a recent addition to the counselling team at Delta Hospice Society. If you’re interested in
Jean Logan joining this eight-week walking group, preregister by calling the Delta Hospice Society’s Supportive Care Centre at 604-948-0660.

Program offers help and hope to stroke survivors
Reclaiming one’s life after a stroke can be a huge challenge, but with the support of family and friends it’s achievable. In 2001, Carolyn Carter had a hemorrhagic stroke when she returned to England to arrange her wedding. “Our marriage had to be delayed a few months but it was a wonderful goal motivating me to work hard with my physio and occupational therapists.” Fourteen years later, Carter believes volunteering is an opportunity to give
back and help others going through similar experiences. Now, South Delta stroke survivors have a new place to go for help and hope: the Heart and Stroke Foundation’s Living with Stroke program, which is designed to help stroke survivors and their families improve their quality of life, cope with challenges and connect with others. Led by volunteer facilitators such as Carter and provided free in B.C. communities, the program is comprised of seven weekly, two-hour sessions. Topics
Pepe parties with the puppies!
include: impact of stroke; physical changes and keeping active; dealing with emotions and relationships; reducing future risk; and nutrition. All stroke survivors and their families are welcome to register. The Living with Stroke program will run on Wednesdays, Oct. 7 to Nov. 25, from 1 to 3 p.m. at the Ladner Pioneer Library. To register, call 1-888473-4636. For more information on stroke resources and the program, visit www.heartandstroke.bc.ca/ livingwithstroke.

Spiritual water The rain appears to be arriving. It’s been a drought-filled summer. We’ve all learned restraint and have come to accept “brown” as beautiful. It’s been wonderful to see our community come together and steward our natural resources so well. Sometimes in life we experience spiritual droughts. We run into times of loneliness, frustration, and we grapple to find a purpose for our lives. Jesus Christ offers a remedy in the form of spiritual water that will never run out. Throughout his earthly ministry, the Lord stressed the fact that he offered life to anyone that followed him. He said in John 4:14: “But those who drink the water I give will
never be thirsty again. It becomes a fresh, bubbling spring within them, giving them eternal life.” The metaphor of living water refers to the person of Christ. Jesus is offering a chance to fill the emptiness that we feel during spiritual droughts. Through repentance of sin, and an acknowledgement that Jesus is the Son of God, we can drink spiritual water that leads to a life that will never end. Droughts are hard, whether in the front yard or deep within our soul. Spiritual droughts can be very dark and lonely. But Jesus is there and maybe he’s calling you to drink from His well.

Local dancers from Deas Island Dance are returning home from a busy summer. Students from the Ladner dance school auditioned and were accepted to several international summer programs, including the National Ballet of Canada, Alvin Ailey American Dance Theatre, San Francisco Ballet, Alberta Ballet, Toronto Sundance and the Rock School of Dance Philadelphia. Deas Island Dance students were chosen to attend prestigious dance schools from amongst hundreds
of hopeful students across North America. “To be accepted to these programs is such an honour for our dancers,” said Deas Island Dance director Lesley Benham. “The experience has had such a positive impact on our students both as dancers and as young people.” Naomi Kawamura, 14, attended programs at San Francisco Ballet as well as the National Ballet School and at the end of the summer was offered acceptance letters to both companies’ full-time training programs.
Kawamura has settled on Toronto where she will be living and training at Canada’s largest ballet program. This talented young dancer received scholarships from the National Ballet School as well as an award from the B.C. Arts Council. Other recent graduates from Deas Island Dance will be carrying on with their dance careers on the East Coast. Maddie Burnett has been accepted into the full-time training program at Alvin Ailey in New York City and
Annelise Bucher is entering her second year at the Boston Conservatory of the Arts. “It is truly exciting to see these local dancers pursuing their passion and they certainly have been an inspiration for our young dancers at the school,” said Benham. “Whatever path our students end up taking, whether it be the arts, academics or other professional programs, dance offers so many benefits and will have played such a positive role in their lives.”

Hitler’s massive air attack on England. One hundred Canadians were among them. Dubbed the Battle of Britain, it was the first decisive clash of Second World War and the first battle in history to be fought exclusively in the air.

New ownership kicks up the technology
Sands & Sons Automotive is one of few shops in region to feature state-of-the-art tire balancer and changer One local automotive shop has taken tire maintenance to a whole new level. Robert Sands, his wife Kumiko and their sons took over at South Delta Motors back in March. He changed the name to Sands & Sons Automotive and has spent the last several months giving the business, which has been in Tsawwassen for more than 30 years, a new lease on life. He’s upgraded the equipment, including a new, top-of-the-line Hunter Road Force Touch tire balancer and tire changer. The technology is mostly seen at higher end car dealerships, said Alex Bilesky, a Hunter equipment specialist, and there are only a handful in the Lower
Mainland. The new equipment also gives Sands & Sons the ability to balance bigger tires, giving drivers of trucks and larger vehicles a smoother ride. Conventional tire balancers can only accommodate rims up to 23 inches in diameter. The Road Force Touch balancer can accommodate rims up to 30 inches in diameter and tires up to 40 inches. Many of today’s vehicles come equipped with low profile radial tires mounted on alloy wheels or regular standard wheels that can be easily damaged by curbs, potholes and bumps in the road. This damage can result in vibration problems that cannot be easily diagnosed using conventional

that can apply up to 1,400 pounds of force against the rotating tire, and then recommends needed corrections, including the position of balancing weights and even tire positioning on the car, to help reduce vibrations, pulling and provide a smoother ride. Once the correct weight placement is set, the system locks the tire in place, and a laser indicates the exact positioning, while the technician attaches the weight. The system can also make the process a lot faster for technicians, eliminating the need for repeated test drives. However, Sands said it’s not about speed. “It’s not about time, it’s about perfection and client satisfaction.” Sands & Sons Automotive is located at 5646-12th Ave. Call 604943-1158.

Ready to feel the rush Ladner filmmakers in pre-production for short

F
ilmmakers Steve and Kelsey Baran have an Indiegogo campaign up and running in support of their short film project. The couple, who live in Ladner, are working on 5 Minute Rush and hoping to use the action/crime short as a pitch piece for a feature film. “It’s action packed. It’s a very ambitious project,” says Steve, the film’s writer and director who is acting in it as well. Kelsey is acting in the project as well as serving as a producer.

She says the film is currently in pre-production and that they’re working towards getting things like props, making sure locations are ready, doing set decorating and hiring makeup artists. They plan to begin shooting in November with the majority of it taking place in Ladner. Steve estimates postproduction work to last six to eight months. “We’re going to aim for the festival circuit first and

then we’re going to start pitching it once it’s made its debut in the circuit,” he explains. He says they’re very passionate about the project. “I wake up in the morning and it’s the first thing I start working on.”
Their Indiegogo crowdfunding campaign, which has less than a week to go, has a target of $30,000. Steve says they’ll make the independent film if the goal is reached or not. “We’re making this film either way. If we can reach
the goal, then great. If not, we’re passionate, that’s what good filmmakers do, they find solutions.” He says the inspiration for the film’s story, which sees enforcer Braden Vasco embroiled in a struggle between two crime empires,
came from a darker time in his life when he was “running with the wrong crowd” while living in Alberta. He says he was attacked and badly hurt. “Obviously I built a fictional story around it but I know what it’s like to be in
that scenario when you’re facing death and you have to fight for your life,” he says. The film’s Indiegogo page can be found at https://www.indiegogo.com/ projects/5-minute-rush-thefilm--7#/story.

Marty Allen will be at Black Bond Books in Ladner with his debut novel next Sunday. The novel, titled Cordelia, is the first in a crime series about RCMP Cpl. James Vaanes. “I’d say he’s kind of a stubborn character who does things his own way. He’s also having to get used to being back in a town he
grew up in from almost 20 years ago,” explained Allen. The novel sees the main character return to his hometown on Vancouver Island to head up major crimes for the first time in his career, Allen noted. Vaanes is forced into the spotlight when a young Aboriginal woman is murdered under his watch, according to the book’s back cover. “The disturbing discovery divides the tight-knit community and
plunges Vaanes into a web of tangled secrets that leads to unsolved cases in his past,” it reads. Allen, who lives in Steveston and counts crime writer Ian Rankin as an inspiration, said the second book in the series is “basically done.” Allen will be at Black Bond Books on Sunday, Sept. 27 from 1 to 3 p.m. He has a Facebook page at www.facebook.com/ Vaanesseries.

Hunting competition at final stage
Episodes of Extreme Huntress to start airing online next month BY
JESSICA KERR
jkerr@delta-optimist.com
The competition is over and the judges’ scores have been tallied, so now Shannon Lansdowne has to wait for the public to cast its votes to see if she will be named the 2016 Extreme Huntress. Lansdowne, who grew up in Ladner but moved to Nanoose Bay on Vancouver Island in 2013, was among the six finalists that traveled to the famed 777 Ranch in Hondo, Texas, in July for the 2016 Extreme Huntress Competition. The finalists competed in a series of challenges over six days. The days were long, Lansdowne said. Each day began with a hunt starting at 5:30 a.m. In the afternoon, the women took part in different skills competitions followed by another hunt in the evening. Every step of the way,
the competitors were followed by a cameraman documenting all the action, a judge and a ranch guide. “It was non-stop and you didn’t know which way was up or down,” Lansdowne said. The 777 Ranch is more than 6,000 square acres and every animal on the ranch was born and raised there, she said, adding that some of the animals included zebras, impalas and elk. The activities included everything from having to mount a scope of a rifle and running a biathlon challenge at noon in the stifling Texas heat, to shooting an AK47 and having a take down a simulated charging cape buffalo. “It was intense,” she said. “The challenges were nerve wracking, stressful, but in the end they were awesome.” The competitors were also subject to daily interviews as well as random questions from the camera-
man throughout the challenges. In the beginning, Lansdowne said the six finalists presented a united front, refusing to show any competitiveness. That soon waned as the scores came in. “The last few days it turned into a competition, it got intense,” she said, but adds she forged lifelong friendships with her fellow finalists. The final scores will be based 40 per cent on the judges’ scores, 30 per cent on the skills competition and 30 per cent on public voting. Lansdowne said she is most nervous about the public voting. “I just hope that the episodes speak for themselves,” she said. Lansdowne is one of two B.C. women who made it to the final. The other four finalists all hail from the United States. Lansdowne was intro-

The Tsawwassen Rotary Club’s fourth annual Oktoberfest includes classic entertainment, food and beverages, followed by dancing.
Rotary brings back Oktoberfest est Oktoberfest in the Lower Mainland,” says Shane Todhunter, president of the Rotary Club of Tsawwassen. Todhunter says ticket sales are ahead of last year’s pace so he encourages anyone thinking of attending to get them soon. “People may not realize that this event is the biggest fundraiser we have all

The service club uses money raised at Oktoberfest to fund projects and events in the community throughout the year, including last month’s movie night at Diefenbaker Park. ADVICE FROM THE PROS QUESTION:
QUESTION: Are there alternative services offering affordable rides to medical appointments?
HOW IS THE “HIGHEST AND BEST” USE OF LAND AND PROPERTY DETERMINED?
ANSWER:
ANSWER: If vacant the appraiser determines if the land should be developed and if so what improvement should be built. If left vacant, when would future development be financially feasible? • Should the existing improvements on the property be maintained in their current state, should they be altered in some manner to make them more valuable, or should they be demolished to create a vacant site for a different use? • If renovation or redevelopment is warranted, when should the new improvements be built? Daniel M. Jones To determine highest and best use, the appraiser must analyze data, CRP, AACI, P.App., not just compile it. As an analogy, in applying the direct comparison FRI, CMR, RI approach the appraiser does not just compile a list of comparable sales Business Coordinator/ from the market data; he or she analyzes the relevant sales. It is critical President that a careful highest and best use analysis precede the application of the approaches to value. Otherwise, there is a high likelihood that serious errors will be made in the valuation process. www.Depreciationreport.com
Organizing safe, reliable transportation for yourself, spouse or loved ones to various appointments can be a frequent reality. This applies if you no longer drive, don’t drive into the city, have mobility challenges, require out-patient care, or escort home from a medical appointment, to name a few. The recently announced cancellation of the Canadian Cancer Society’s volunteer ride program will also have patients seeking alternatives. Options could include: • Friends & family

Question: ICBC Wage loss benefits
We were thinking of putting our home on the market, but someone has offered to purchase it privately and is trying to convince us we can save commission if we deal directly with them. We would feel safer using the services and expertise of a REALTOR. Please give us your professional opinion on what we should do in this situation!
Answer: If you have been injured in a car accident and have lost time from work, you may be entitled to Part 7 Wage Loss Benefits from ICBC. Section 80 of the Insurance (Vehicle) Regulation provides for payment of total temporary disability (TTD) wage loss benefits if a motor vehicle accident prevents an employed person from working. There are a number of requirements under the Insurance (Vehicle) Regulation for entitlement to benefits, some of which can be summarized as follows:

We can think of many examples where sellers have received enormous amounts of money in excess of their “private” offers by putting their home on the open market and utilizing the full marketing power of our massive network reach and comprehensive online and print campaigns. We understand the power of leveraging ALL potential buyers in the open marketplace and have the experience to create a competitive scenario, if possible, instead of simply offering a home to one single buyer. We remind sellers that we may often have buyers ready to buy our own listings, but in the best interest of our sellers, it is usually advantageous to let the entire market know their home is for sale so as they can maximize their profits. Unfortunately, we hear too many instances of sellers that sell privately thinking they have saved commission fees but have left HUNDREDS of thousands of dollars on the table. We also have numerous instances this year where we have SAVED our clients HUNDREDS of thousand of dollars by allowing our proven marketing systems to work for them instead of taking the private offer they may have had on their property. Call us today if you are considering selling, we would love to set up a strategy meeting with you to discuss how you can optimize your real estate profits! high

market. With extremely low inventory in comparison to recent years and bidding wars seeming like commonplace every day, potential buyers are desperately trying to purchase homes directly from homeowners if they get a chance before they hit the market. We feel VERY strongly against this for sellers and advise our listing clients that this is NOT a good idea in a SELLERS market. Every week in South Delta, we are pleasantly surprising sellers with how much their home has increased in value in the last 12 months. More often than not, the seller thought their home was worth considerably less than it is in today’s market. Additionally, more than ever before, and due to the lack of available homes for sale, we are seeing multiple offer and bidding war scenarios where sale prices are pushed significantly higher than listing prices. Evidence of a true sellers market.

A person has to have been employed at the time of the accident (note that they need not have been physically working when the accident actually occurred, but must generally have been employed around the time the accident occurred). The claimant must be totally disabled by the accident from working a job for which the claimant insured is reasonably suited by education, training or experience. The total disability must arise within 20 days of the accident. Benefits are payable for the duration of the total disability, or 104 weeks, whichever is shorter. The amount of the benefits is capped at $300 per week. There is a waiting period before payment of benefits starts. It is recommended while awaiting a decision from ICBC on approval of disability benefits, that a claimant make a claim under EI Sickness benefits. If both EI and ICBC approve benefits, you must choose one out of the two, not both.

ADVICE FROM THE PROS Q
QUESTION:
Are we better off Renovating or Re-Locating? That’s the Big Money question!
I want to straighten my teeth but I don’t want to wear braces (brackets & wires). Is there any other option?
ANSWER:
49% of adults would not have their teeth straightened if braces A (brackets & wires) were the only option.
DR. RAJ DHIMAN
Having crowded teeth can cause other health problems. Gum and bone loss lending to tooth loss is the result of crowded teeth which trap plaque and food. Wear and fractures of teeth also result from crowded teeth. Dentists now have the technology to straighten teeth without braces. Teeth can effectively be straightened with clear aligners called INVISALIGN. Virtually invisible from 5 feet away INVISALIGN can effectively straighten the teeth in a short timeframe.

For obvious reasons your realtor will make a good case to simply re-locate (ah, but not so simple!) Conversely, a good Renovator can take that existing house and make it your Dream Home! In my opinion there are 3 main factors to consider: 1. Do we enjoy living in our present location, as it is a lot of work and expense to re-locate. 2. Can we work with this existing house and bring our ideas to life here. 3. How long do we foresee ourselves in this location. All very important considerations indeed! First is going to be personal for each family and I just take into consideration the upheaval involved to re-locate. Second is where consultation with a professional Renovator can help you in the re-configuration or addition to your existing layout. Third and most important with regards to your investment in any renovation is your commitment to location. If you have a short 1-3 year plan in mind then cosmetics and immediate repairs only or you risk losing most of your investment. If you foresee a 5-10 year stay then I feel you are safe in the 50K to 150K investment into your property upgrades as you are now renovating to increase the value in your home plus adding livability and quality to your lifestyle! Beyond that time frame it’s only about wants vs. needs and the total affordability of your Dream Project! MRP Renovations is here to solve all your renovating Want’s and Need’s! QUESTION:
I heard that there was a special commemorative $20 Bill coming out. Do you know anything about it?
Does a biweekly payment really save me money?
ANSWER:
On September 12, 2015 Queen Elizabeth broke Queen Victoria’s record of reigning 63 years 218 days as British monarch.
ANSWER:
Lisa Manwaring AMP
To commemorate Queen Elizabeth II becoming the longest reigning monarch in British history the Bank of Canada has released a special commemorative $20 bill. The difference in our regular $20 bill and the commemorative is in the holographic strip. The regular $20 holographic strip has the Queen’s current picture and the parliament buildings on it.
Jim Richardson, owner Western Coin and Stamp
The commemorative bill has a 1952 picture of the Queen and a commemorative inscription in a circle. These notes were issued starting on Thursday with a printing of 10 million pieces. It may seem to be a lot of notes but there will be a lot of them used without anyone noticing the difference. Also there will be quite a few sent to the U.K. , Europe and Asia to meet the demand of banknote collectors.

QUESTION
Designing an Effective Ad
Q A
How will I know if I have a hearing problem? ANSWER
How can you help in designing an ad that will get the readers’ attention amongst the other ads and the articles in the paper?
Because hearing loss is a gradual process that rarely causes discomfort or pain, it’s common to adapt to a hearing loss in yourself or a loved one without even noticing it. Ask yourself the following:
Here are the five most important points in creating a good ad: 1. Lead with a strong headline. It should be interesting and try not to be too cliché. Is not everyone tired of all the “Best Kept Secrets” that are in every marketplace today? 2. Use a graphic element that ties into the product(s) being sold - that will attract attention. Preferably a photograph. 3. Make sure your ad copy describes at least one benefit for the potential customer. Why should they buy that product now and/or why should they buy it at all? 4. There should be a call to action. Create a sense of urgency so the reader has a reason to act on the information in the ad. 5. Make it easy for readers to find you.Tell them who you are and where you are. Design a strong logo and use a font relevant to the business you are in. Always include your address, web site, phone number etc.

We are “Red Seal” Certified Journeymen. Don’t risk your greatest asset to those who aren’t.
QUESTION:
Yes as long as they are done the right way. In order to save you possibly thousands in interest what you want is an “accelerated” biweekly payment. By taking your current monthly payment and dividing it in half you now have your accelerated biweekly payment amount. This is then paid ever 2 weeks. On a $300,000 mortgage at a rate of 3.50% the end balance after 5 years is $8,250 less by paying biweekly.

Teacher, singer and sportsman, died September 9th at age 82. This personable, kind, friendly, gentle man with a twinkle in his eye and humour in his heart will always be remembered by his wife Marion, son Brian (Connie), grandsons Matt (Charissa) and Nick, brother Tom (Kelly), sister-in-law Muriel, nieces Susan (Thereon) and Alyson, nephew Tommy, sister-in-law Audrey (Murray), brother-in-law Rich (Mavis), and nieces Melanie (Edwardo), Shannon (Mike) and Lara. Richard was born in Calgary, attended UBC graduating with a BA and becoming a successful, well respected teacher (Social Studies, English, French and Music) in North Vancouver, touching the lives of thousands of students over the years. In 1963 he was accepted for a teacher exchange to England where he taught school and had the opportunity to study voice with the renowned tenor Joseph Hislop. Returning to Vancouver he continued teaching as well as being a full time member of the Vancouver Opera chorus, a regular performer on CBC radio and TV, performing with the Vancouver and Victoria symphonies and recording a number of record albums. He and his wife Marion were long time members of the Canadian Memorial United Church choir where they met many lifelong friends. After retiring from teaching he became busier than ever recording, performing concerts and singing on cruise ships to Alaska and the Caribbean. His passion for family and music was only matched by his love for sports. He played Junior A hockey and as well at UBC. He had a passion for tennis and was an avid player at Jericho, the Arbutus club and Western Indoor. He also loved playing golf. He merged his passion for music and hockey in 1970 when he began singing “O Canada” before every Canuck’s game where he became a mainstay for over 2,000 games over 40 years. He also sang national anthems for the Vancouver Giants, BC Lions and Vancouver Whitecaps over the years. He loved performing the anthem and he did it with grace and gusto, singing with respect and dignity whether it was in a professional sports arena or at his grandsons Ladner Minor baseball game. He sang the way he walked through life, treating everyone with respect having a smile and a kind word for everyone. In 2011 shortly after his beloved Vancouver Canuck’s went all the way to game 7 of the Stanley Cup playoffs he suffered his 2nd stroke and was presented with many challenges including acute Aphasia. This did not stop his spirit and determination to work hard every day to improve his communication, singing and the will to travel like he had done. Although he did not reach all of his goals his recovery was amazing. There were so many people who helped him work and get better and the family thanks all of you for your support. We would specially like to mention his amazing wife Marion who walked in his shoes, was there by his side holding his hand every day to help him. We would also like to thank Kathleen, Brenda, Samantha, Donna and “Odd”.
Phyl was predeceased by her husband Alf (2007), her daughter Jeanne (1971), her granddaughter Courtney (1990) and her sisters Bette (2011) and Maggie (1941). She is lovingly remembered by her children Barry and Pauline Cashmore, Rob and Lynn Cashmore and Lynne and Michael Smith. She was a loving grandmother to her grandchildren Heather, Steve, Doug, Sharon, Dustin, Alicia, Brad and Michael Cashmore and Kimberly, Janine, Rain, Jason, Marielle, Tallisen and Simon Smith. Phyl will also be missed by her nieces Marg Peppinck and Audrey Dewan, nephew Harvey Cashmore and their families.
