The Fraser Health Authority has the right to take over operations at Delta Hospice. That’s what Mayor George Harvie said as he read from a letter, written by Delta council, at Monday’s council meeting, that will be sent to Health Minister Adrian Dix and health region CEO Dr. Victoria Lee. Opposed to offering medical assistance in dying (MAiD), and set to lose its provincial funding Feb. 25, the Delta Hospice Society board last Friday said it had no choice but to issue layoffs to employees at the 10-bed Irene Thomas Hospice in Ladner. Harvie said the lease and service agreement between the FHA and the Delta Hospice Society will terminate, but the health region is entitled to take over the hospice residence to continue hospice and palliative care services. Delta council is urging the FHA to exercise that right, said Harvie. “We understand that due to the current legal stance of the Delta Hospice Society, there may be a disruption for Delta residents who are seeking access to services at the Irene Thomas Hospice,” said Harvie. “This would be a very disruptive time for Delta residents who worked so hard and contributed

In a news release issued to society membership and members of the media last Friday morning, the current society board stated it regrets taking the layoff action. The board also stated it accepts that the provision of MAiD is an elective, legal service, however, nothing in Canadian law requires medically assisted death to be made available everywhere, including their private society. The move has drawn angry reaction from the community as well as the Thomas and Savage families, major donors who helped get the hospice facility built a decade ago. Health Minister Adrian Dix last February announced the society would lose its funding but also promised hospice services would continue in Delta. Fraser Health said it has tried repeatedly to work with the society’s board on a transition plan. The Delta police have promoted within and looked outside the organization in naming two new deputy police chiefs for the department. On Friday morning, DPD announced that current DPD Supt. Harj Sidhu is being promoted to Deputy Chief – Operations, and Supt. Michelle Davey, currently with the Vancouver Police Department (VPD), will be taking on the role of Deputy Chief – Administration. “The Police Board was extremely pleased to approve the appointment of both of these well-regarded and highly qualified policing leaders,” said Mayor George Harvie, Chair of the Delta Police Board. “This is also a milestone for the Delta Police Department. Supt. Sidhu will be the department’s first South Asian Deputy Police Chief, while Supt. Davey is the first woman to be named to Deputy Chief here in Delta.” The appointments were necessitated by the recent departure of deputy Chief Norm Lipinski who was named the inaugural Chief of the new Surrey Police Force. “I am proud to be selected as the first Deputy Chief from a diverse background,” says Sidhu. “I’m also excited about the opportunity to work alongside the exemplary women and men of this department. My goal is to continue to serve the citizens of Delta by providing a community centered policing approach that focuses on building safe and healthy communities.” Sidhu was instrumental in introducing

DPD Counterattack yields fewer impaired drivers IAN JACQUES

Delta saw fewer impaired drivers – down about 16 per cent from last year. That’s according to Counterattack road check statistics released to the Optimist this week by Delta police. According to DPD spokesperson Cris Leykauf, during the Christmas period from Friday Dec. 11 through Jan. 1, officers took 31 drivers off Delta roads who were believed

to be impaired by drugs and/or alcohol. This includes drivers who refused to blow into the Approved Screening Device. (Refusal has the same penalty as fail.) “Throughout this time police also conducted Counterattack roadblocks and active vehicle stops. Checks were conducted throughout Delta – on busy roads and highways, as well as on quiet streets,” said Leykauf. “Compared to last year during the same time frame, Delta saw fewer impaired drivers - numbers are down about 16 per cent.”

Leykauf said these figures echo what DPD is seeing overall this year in terms of the number of impaired drivers. “Our preliminary numbers show we are down 13 per cent in 2020, compared to 2019,” she said. “However, we did have a greater number of impaired drivers overall in December 2020 compared to November. And although the holidays are over, we’re not letting up the gas. We will continue make taking impaired drivers off Delta roads a priority in this New Year.”

They came back from the holiday break exhausted with worry, carrying the fatigue of knowing that it could hit at any time. That’s how Delta Teachers’ Association president Susan Yao is describing the angst among local teachers as they face COVID-19 exposures in the school district. “For instance, one counsellor I was talking to, they don’t know when it’s going to hit them. Of course, counsellors work with kids in multiple cohorts and most of our elementary school counsellors work in more than one school as well,” said Yao. “They’re exhausted, they’re scared, and we have teachers who work in Delta, but live in other school districts, so

their kids go to school in other school districts like Surrey. They’re feeling like they don’t know where they’re safe.” Twelve B.C. Teachers’ Federation local presidents, that represent teachers who work within the Fraser Health region, including Yao, released a statement last week calling on the health authority to improve health and safety standards in schools. The locals are calling on the health authority to work with the provincial government, the office of the provincial health officer and school districts to make a series of changes, including reducing density in classrooms and introducing a mandatory mask policy. Noting just one recent example is an entire North Delta elementary having to self-isolate after an exposure, Yao told

the Optimist there’s also much concern about the new coronavirus variant, which is reportedly more contagious and has a lot of unknowns. “Understandably, teachers are concerned about that and wanting the kids to wear masks, but that’s not in the provincial mandate,” she said. Describing health and safety standards as inadequate, inconsistent or unsafe the statement from the locals makes other recommendations including ensuring educators and school staff are appropriately prioritized to receive vaccinations as soon as possible and provide a clear definition and rationale for the threshold to declare an outbreak in a school. “Too many people in our schools feel unsafe. In addition, parents are worried about the

health of their children and COVID-19 entering their homes because of transmission at school. More needs to be done to improve preventative measures. Many schools in the Fraser Health region are not safe enough and the status quo is unacceptable,” the statement reads.

Another COVID-19 outbreak declared at KinVillage IAN JACQUES

KinVillage in Tsawwassen is dealing with two current COVID19 outbreaks. The first involved three residents on the third floor of South Court. KinVillage said no staff have tested positive. In an update posted on their website, KinVillage said the point Prevalence Testing (Nasopharyngeal) for third floor residents and staff completed on Jan. 4 was repeated again on Monday and will be repeated again on Jan. 18 to hopefully confirm clear results for a two-week period from when the outbreak was declared on Jan. 3. KinVillage says the first and second floors are not affected by the outbreak. Residents of these two floors, along

with staff, who wanted to be vaccinated against COVID-19, were to be immunized last Monday, Jan. 4. Residents of the third floor had an opportunity to be vaccinated on Monday, Jan. 11. On Saturday, Fraser Health also declared an outbreak in West Court after three staff tested positive. KinVillage said no residents in West Court have symptoms and the three affected staff are self-isolating at home. As directed by the Medical Health Officer, swabbing was being done on all West Court staff. KinVillage says in addition to existing public health and Fraser Health infection control measures already in place to prevent the spread of COVID-19 (twice daily monitoring of all residents and staff; enhanced cleaning

protocols), the following measures were put in place on Jan. 7: * Enhanced monitoring of residents and staff for symptoms. * Residents need to remain in their rooms. Group activities have been suspended. Room service for meals is being provided. * Visits including inperson, glass-door and window visits have been suspended. * Admissions to the care home are on hold. This is now the third outbreak at KinVillage in the past five months. Fraser Health declared the first outbreak at KinVillage Sept. 3, after a staff member tested positive. COVID-19 outbreak at Waterford is improving IAN JACQUES

There are encouraging signs coming from staff who are working diligently to contain a COVID-19 outbreak at The Waterford in Tsawwassen. After the weekend, which saw a slight uptick in positive cases, bringing the total to 59 residents in the Independent Living community, Bria Communities, who manages the seniors’ community, said in an update Tuesday night on its website, that of the original 53 residents who tested positive, the vast majority are now feeling well and are coming off self-isolation. “We have a handful of residents who continue to experience some COVID19-related symptoms and remain in isolation until those symptoms have resolved,” said Bria. “Two

of the seven staff who were identified as positive have recovered and returned to work.” The outbreak was declared by Fraser Health in late December. Bria said the Medical Health Officer has advised the following to those residents coming off isolation: “Once you have been directed to come off isolation by Public Health, you may leave your suite and resume normal activities as you can’t spread the infection to others. Until the outbreak is declared over by Public Health, do not engage in any social activities or congregate with other residents/staff in the building.” Bria says they are encouraging residents coming off isolation to continue to self-isolate until the virus is eradicated from the building. However, if residents

leave their suites, they are to wear a mask, practice thorough hand hygiene, diligent social distancing and abide by the current health order. “Self-isolation is the best way for residents who have tested negative to continue to protect themselves,” added Bria. “The Fraser Health LPN will continue to check negative residents for symptoms and residents who display symptoms are tested immediately. All negative residents and staff will be re-tested Thursday. Fraser Health will declare the outbreak over when there are two consecutive weeks with no positive tests. “As a result of the diligence of our entire staff team, the outbreak has not spread to the Care Centre. A vaccination clinic for Care Centre residents is scheduled for Thursday.”

Deltans to pay more in utility fees this year SANDOR GYARMATI

Delta homeowners will be paying an extra $27 on their utility bills this year. Council on Monday gave preliminary approval to the flat rate utility bill, which is to see an increase to $1,157 for a single-family home. Last year the utility bill increased by $40 and in 2019 it went up by $30. According to Delta staff, major costs include the purchase of services from Metro Vancouver, contractual costs for garbage and recycling programs, contribution to capital for water and sewer distribution system improvements and operating costs to maintain the systems. The water rate is going up by $20 and sewer by $7, while the solid waste

charge remains the same. A staff report notes the 2021 Metro Vancouver regional water and sewer costs have increased by 4.7 per cent and 1.6 per cent respectively, resulting in a $22 increase to the regional portion of the flat rate utility bill. An additional $5 increase covers Delta costs. Concern was expressed about Metro Vancouver’s increasing rates, which Coun. Lois Jackson described as becoming “unbelievable and may not be sustainable for taxpayers” over the next 10 years. The report notes that the cost increases are driven predominantly by Metro Vancouver’s expanding capital programs. Staff will continue to work with Metro Vancouver to ascertain the long range financial

planning strategies and how this will impact Delta residents and businesses. Mayor George Harvie said representatives from the regional district, including board chair Sav Dhaliwal, will be asked to meet with council to discuss Metro’s future rates. Coun. Bruce McDonald said he’s not alarmed by the charge as Metro is able to ensure probably the cleanest drinking water in the world. When it comes to solid waste utility services, the report notes Delta entered into an agreement with Recycle BC last year, which resulted in cost savings for recycling services. However, increased costs are anticipated for green waste disposal for the upcoming year.

estaurant owners are in survival mode as they try to stay afloat amidst the COVID-19 pandemic. In a story published this week by Business in Vancouver (available on our website at www.deltaoptimist.com), reporter Glen Korstrom takes a look at restaurants, tourism and hospitality business owners and the loss of business due to the pandemic. According to his report, before the pandemic, the province’s restaurant industry was the third-largest private-sector employer, generating $15 billion annually. Now it is estimated that about 20 per cent of the province’s restaurants have been forced to close and that number could rise even higher – to 30 per cent by the time some of the restrictions ease. Here in Delta, thanks to the support of the business community, it’s economic recovery taskforce, Delta council and lots of ingenuity, restaurants have managed to pivot offering additional patio space for in-house dining options, enhanced take-out options and other ways to serve their customers. Many of our restaurants are familyowned and operated, employ locals and have played a huge role in the social connectivity of this community. I sure hope that all of our restaurants find a way to survive. I try and support locally as much as possible and have been very impressed with the service and the health and safety protocols at our local eateries, so when a note from a reader last week came into my in-box, I was quite surprised. In part the note read: “My teenager works at a local restaurant and she has been sworn at and treated rudely by members of our community who feel they’re entitled to things they are not. Be kind, be patient, be respectful and if you can’t - stay home.” No one should be treated like this – at the best of times – let alone during a pandemic. Let’s all remember to, as this reader suggests, be kind, be respectful and support our local restaurants.

Patients caught up in Hospice Society dispute are the biggest losers

I

t was hard to watch last weekend’s television interview with Cecil Hardy. Hardy is a 78-year-old South Delta resident dying of cancer who spoke from his hospice bed in Ladner last Sunday. The interview will break your heart. Hardy is distraught over layoff notices given out by the Delta Hospice Society board, who in an unnecessary display of theatrics, have terminated hospice clinical staff as of Feb. 24. Hospice Society president Angela Ireland says they had no choice in anticipation of Fraser Health taking over the facility, after the society refused to provide medical assistance in dying on religious grounds. I say that’s a lie. If she and her board have one ounce of compassion they will recognize the anguish they are causing Mr. Hardy, residents and staff of the Irene Thomas Hospice. Ms. Ireland, do the right thing and resign as board president and let Fraser Health take control of the hospice immediately. Ms. Ireland, you and your board know it’s a done

deal. Minister of Health Adrian Dix has spoken, you have lost the hospice and now it’s the patients who are suffering. My deceased husband, who died of pancreatic cancer in 2007, was fortunate to pass at home, but hospice was always an option. Having cared for someone at end of life, any added stress surrounding care would have sent me over the edge. The palliative teams’ job is extremely challenging, so it’s imperative their work environment is calm and supportive. Staff and families already have to deal with the immense stress of a pandemic, and now it’s clear the current board is not making the transition easy.

Fraser Health says, “We have made repeated efforts to work with the current Society to ensure that hospice care, including the staff, can continue seamlessly at the existing facility. These efforts have been unsuccessful.” According to MLA Ian Paton, Fraser Health will be shutting down the hospice on Feb. 25, but no staff will be laid off, they will be offered positions in other areas of Fraser Health. The 10 beds will be shuttered for the meantime. Fraser Health will, “restructure the hospice”, and reopen at a time yet to be announced. This all could have been avoided if the society’s board had approved medical assistance in dying, and failing that had genuinely worked to put patients first. Mr. Hardy says it best, “All I am trying to do is live my life for as long as I can, for my family.” Ingrid Abbott is a freelance broadcaster and writer who believes in MAID and the importance of hospice care in a loving and compassionate society.

Chicken bylaw is absurd

Editor: Re: Backyard chicken bylaw moving forward (Optimist, Jan. 7) This is absurd. You have people that cannot put out garbage properly without driving through it because of raccoons.

Keep chickens out of single-detached residential lots. Because of my neighbor throwing food waste into her garden; this attracted raccoons which tried to get into my attic.

You want chickens - go live on a big farm. It is $300 per call for a roofer to check your roof and attic. Keep chickens where they should be - cooked or in a bucket. B. Bingley

Sherwin column hit the mark Editor: Re: Community Comment, Optimist, Jan. 7 Hurrah, hurrah for Brad Sherwin. Halfwit politicians, how many more of them are out there? Traditional visits to holiday destinations, saving for years to visit family that they have not seen for a period of time.

Bad judgement doesn’t begin to explain their behavior. I have a few friends who could not go oversees to hold and kiss goodbye to their dying mothers. I too, have grandchildren overseas whom I have not seen for 18 months, one of whom had to self-isolate recently due to a COVID-

19 contact. I too had a tradition to visit them every Christmas, but not this time. (What a blessing Facetime is). As you said Brad, dumb people help elect these politicians. Look no further than the 49th parallel, and it’s only six km from my front door. Clive Dixon

So much for buying local gas Editor: So last week I was in Richmond, and noted gas prices were between $1.249 and $1.269 and all full serve. I returned to Tsawwassen at 2:30 p.m. to find they were $1.359, and all the sta-

Forever grateful to my guardian angel Editor: It was Nov. 28, 2020, a perfectly clear, sunny afternoon. While riding a motorcycle over to a friend’s house, I found myself in a sudden life or death situation. A farm truck had cut right in front of me on Deltaport Way while attempting to make a U-turn. I was forced to lay my bike down to avoid crashing into the back of the steel box attached to the truck. I’m not sure what exactly happened or how on earth I avoided the truck,

but I found myself on the pavement, with no idea of which way I was facing, where I was on the road, or where the bike ended up. The only thing I remember is a woman sitting behind me holding my head and keeping anyone from moving me until the ambulance arrived. She sat with me, kept me calm, and was the only source of comfort I had. This brings me to needing to reach out to her and the fire department who put on the

back board while waiting for ambulance transport. We don’t realize how important these acts of kindness are until they are faced head on. I will never take for granted all of the people who give so selflessly to help others. I will be forever grateful to my guardian angel on that November day. I would love to be able to thank the person who kept me calm while waiting for the ambulance. If you are reading this, I’d love to buy you a coffee. Matt McQueen

Momentum continues to grow for a grassroots slower speed advocacy group. The ‘Always 30 in Beach Grove residents’ group was started in November. The self-funded campaign is designed to serve as a reminder to drivers to respect the community’s

speed limit of 30 km/h. In the early days of the initiative, 60-plus signs were posted throughout the community and in recent weeks, three new large signs were erected. The first is at 16th Ave. by Gillespie, to catch folks cutting through to 12th Ave. and down to Boundary Bay. The second is at 58A and 17a Ave. by Beach Grove

Elementary and the third is on Morris and Gillespie to catch folks turning off 12th Ave. to cut down Morris, Enderby or Farrell. To date there are 115 lawn signs in front of Beach Grove homes that each resident purchased for $20 a sign. The group was created almost entirely through social media shortly after the summer with

support from the City of Delta and the Delta Police Department. The Always 30 in Beach Grove team is comprised of four people who are a good cross section of what makes up the Beach Grove community: Yvonne Anderson, business owner, Steve Simpson, communications consultant, Peter Lunt, retired senior, and

Alana Golub, wife and mother of two young children. Simpson said the campaign was designed to have three components. “Residents of Beach Grove are always walking the streets of our neighbourhood. While an increase in vehicle volume passing through the community is a reality of growth on the Tsawwassen peninsula, speeding through our streets is not acceptable,” said Simpson. “Beach Grove streets are narrow, winding, unlit and most do not offer sidewalks as an option, therefore, pedestrians share the streets with cars. This is why the City of Delta reduced our speed limit to 30 km/h. The lawn sign component of our campaign was designed to let others in the community know there is growing support for a campaign to slow down when on our streets.” Simpson said the money raised for the lawn signs paid for the recently erected larger road signs. He added that the City of Delta and Delta police have been supportive of the campaign since its inception. “The third compo-

nent of this campaign is to have the City and DPD put some tangible support behind their verbal encouragement in the form of increased enforcement, tools such as speed radar signs that tell drivers they are over the speed limit and better yet, traffic calming measures on key streets such as 16th Avenue, Beach Grove Road and Gillespie. Traffic humps on Gillespie and Beach Grove Road are insufficient to deter higher speeds,” he said. “We would also suggest that the official Community Plan for Tsawwassen (and liveable community plan for Beach Grove) be revisited by the City (as they are more than 25 years old) and present road and infrastructure projects underway might be contradictory to the intent of the original OCP.” Anderson said the Always 30 in Beach Grove group have been approached by residents in English Bluff, Boundary Bay and Ladner communities to get more information on their campaign. Cowell Foundation donates $250,000 to Delta Hospital The Cowell Foundation, created, and funded, by the Cowell family who also own, and operate, the Cowell Auto Group, recently made a generous donation of $250,000 to the Delta Hospital and Community Health Foundation. The funds will be put towards Delta Hospital’s most critical equipment including surgical and long-term care needs. Jennifer Keskula knew something must be wrong. For the fifth time in the past couple of months, the Boundary Bay resident found a dead Pine Siskins underneath a Douglas fir tree in her wonderfully maintained backyard. “Occasionally, a bird of any variety can fly into your window because we have such beautiful views here and a lot of us have windows all along our houses, so I have gone through a lot of trouble to put stickers up for the birds to see and even had bird netting up on my glass deck,” explained Keskula. “When I find a bird dead further from the windows I started to ask myself why?” What Keskula learned was an alarming trend well beyond her neighbourhood. The Wildlife Rescue Association of B.C. says it has recently admitted 78 Pine Siskins from across Metro Vancouver due to a potential and rapid outbreak of something called salmonellosis. “Pine Siskins, a songbird found in the Lower Mainland are common to suffer from salmonella and the disease can spread because of its congregating behaviour in backyard feeders during the winter,” says a news release. “Once a bird is infected, mortality rates rapidly increase among all birds who contact the feeder. Distressed birds must be handled safely and with care to prevent the spread through animals and humans.” Wildlife Rescue says it is working with

Canadian Wildlife Services to confirm the disease. Former Optimist nature columnist and Delta Naturalist Society member Anne Murray says backyard feeders don’t necessarily have to be taken down. Murray is concerned the lack of feeders could impact other species this winter. Bird enthusiasts just need to be aware of what species their feeders are attracting and the seed they are using. “If there are any dead or sick birds in your garden take the feeders down, sterilise and dry carefully. Wait a couple of weeks to put up again at the very least. Do not use any seed mix with Nyjer that attracts siskins,” explained Murray. “If big siskin flocks are in your garden you may want to remove feeders for a week or so to deter them gathering. These birds have natural food sources in Delta so will be okay. If you don’t use Nyjer or Nyjer mixes and haven’t got pine siskins in your yard you are likely fine to continue feeding chickadees, nuthatches, etc.” Murray adds there are many more pine siskins in the area this winter compared to other years and it is possible sick birds are attracted to feeders as an easier option. “They are a small streaky brown finch which is irrupting in big numbers from the north right now. They can get their food from alders, Douglas-fir and other seed trees,” she said. If you find sick or infected birds, call the Wild Rescue Support Centre at 604526-7275 for safe-handling procedures to bring the animal in for assessment and removal.

54-year-old local club recognizes five students as 2020 recipients The Canadian Federation of University Women (CFUW) founded in 1919, is a non-partisan, self-funded organization with 97 clubs across Canada and affiliation with Graduate Women International that strives to improve the status of women and promote human rights throughout the world. CFUW believes in the power of women working together to ensure that all girls and women have equal opportunities and access to quality education within a peaceful and secure environment. The South Delta club, founded in 1966, supports this mandate and works with other local groups on projects that enhance life in our community. Every year local women are helped through its Bursary Program to achieve their dreams. 2020 was no different with $7,000 awarded to five young women: Rachel Garrett, Senja Lieumen, Sara Glennon, Maggie Munro and Sena Kholmatov. Garrett grew up in Tsawwassen and graduated from South Delta Secondary. After graduating with honours from UBC she entered the

Peter A. Allard school of Law to study human rights while advocating to establish an antihomophobic policy in our local schools and universities that would improve access to justice for marginalized groups. She was awarded the CFUW South Delta Laura Fowler Scholarship. Lieuwen is presently working on a Bachelor of Science in Psychology. Her goal is to study brain injuries and become a clinical neuropsychologist. Glennon is presently working towards a Bachelor’s degree in Child and Youth Care specializing in early learning for children with difficulties. She believes that by empowering children they can reach their full potential. Munro is working towards an honours Bachelor’s degree in Political Science. Her dream is to study family law and advocate for victims of domestic violence. CFUW South Delta awards local high school students with a $1,000 bursary each year. The 2020 recipient from Delta Secondary was Kholmatov who was accepted into UBC for the September semester.

HUB Cycling gives back to local greenhouse workers Members from the cycling advocacy and education group, ‘HUB Cycling Tsawwassen Delta’, recently donated more than 170 rechargeable bike light sets and reflectors to migrant greenhouse workers employed by Houweling Nurseries and Westcoast Vegetables. In addition, Tony Dales of The Rusty Nut Cycle and Mobility, Cap’s South Shore Cycle and Karon Trenaman of ICBC donated bike accessories. Good visibility on the road is extremely important, particularly in the darker winter months. The bike lights and reflectors will help ensure each worker is seen by vehicle drivers, so they may travel throughout Delta in as safe a manner as possible. Hub Cycling also asks all vehicle drivers to drive with care as they share the

road with vulnerable road users. Cycling provides the main mode of transportation for these essential food production workers. Bicycles are often obtained from Delta’s annual ‘curb side spring clear out’ of used goods. And some bikes are received as donations from locals. They are often patched back together by the workers - along the same lines as how cars are fixed by Cuba’s ‘magician’ car mechanics. These hard-working migrant workers leave home (generally for eight-month work stints) to earn money to support their families back in Mexico and Guatemala. This year, due to COVID-19 risk, the workers must be extremely careful to follow all COVID-19 safety protocols in their close quarters at work and in bunkhouses. Each worker also

quarantines in Richmond for 14 days prior to arriving at the greenhouse. When the pandemic ends, the local ‘migrant farm workers soccer league’ will resume. And we anticipate the very successful annual barbeque/soccer tournament coordinated by Delta Police will be held again. At that event, HUB Cycling, with assistance of Dave Houston of ‘South Delta Bikes Mobile’, intends to provide bike maintenance and distribute used bikes and bike accessories - obtained from our community. In the meantime, please consider donating bikes, helmets, or inner tubes/parts - directly at any of our local greenhouses. Workers bike or walk a far distance to get to town or a bus stop. Many of Delta’s greenhouses will be

expanding their workforce in the next two weeks. This past year has seen a huge increase in people cycling on Delta roads and the growth in E-bikes has been nothing short of phenomenal. Bike maintenance providers and bike dealers were pushed to their limits this past summer trying to service the explosive growth in cycling. HUB Cycling, with assistance of Delta City Council and Delta Engineering, are making tangible progress in creating safer cycling infrastructure. “It’s time we all recognize that the time for serving flags is gone.” That’s what an old college friend of mine said in relation to the frenzy around the Electoral College voting last week. He is American. He has been a chaplain in the U.S. military and his comments remind me how strongly patriotism and Christianity are intertwined in the U.S. It was startling to me because serving any flag has never entered my mind. I sing the anthem, I pray for our country, but I cannot relate to such language. This interchange reminded me of a few important items: the first is to guard against judging that about which I know so little. I find it irritating when Canadians state emphatic opinions on what is

I am also reminded that Christians are citizens of two kingdoms. We have a queen in England for Canada and we have a Lord in heaven for the Church. I have never doubted that I am first and foremost a child of God and a citizen of heaven. This dual citizenship means that I do not have to be anxious over what happens here because the greater kingdom is unshakeable. My friend’s first statement rattled me a little, but his next statement was something with which I readily resonated. He said, “We serve the Cross, and the God who died on that cross for us, and rose again, and is coming again… soon.” To which I might add the words of John, the beloved, “Even so Lord Jesus, come quickly!”

Delta Sun Devils football standouts have earned invites to the 2021 College Gridiron Showcase slated for next week in Fort Worth, Texas. Linebackers Charlie Moore and Grant McDonald are among five members of the defending Vanier Cup champion University of Calgary Dinos chosen for the Showcase which is the first major all-star event of the college football post-season featuring top senior players, selected by a panel of football experts. At the 2020 College Gridiron Showcase, scouts from 31 of the 32 National Football League teams, all nine Canadian Football League teams, and other professional leagues were on hand. McDonald and Moore have prominent roles in the Calgary defence as starting linebackers. Both helped South Delta win its first ever provincial title at the “AAA” level in 2014 The 6-foot-3, 225pound McDonald joined the Dinos in 2018 after spending his freshman season at the University of Maine. He was a Canada West all-star in 2019 and a second team U Sports AllCanadian. He is ranked 18th in the upcoming 2021 CFL Draft. Moore was among Calgary’s top tacklers in 2019, earning Canada West player of the week in the team’s win over rival Alberta.

For a season that has brought nothing but frustration thus far, Eduard Epshtein can see light at the end of the tunnel. It just happens to be in the spring of 2022. The Delta Ice Hawks owner and team president is hopeful his team will be able to host that edition of Cyclone Taylor Cup provincial junior “B” championships after the 2021 tournament, slated for early April in Ladner, was cancelled last week by BC Hockey due to the COVID-19 pandemic. That announcement by BC Hockey wiped out all of Ephstein’s work with the City of Delta and other user groups to host the weekend showcase for the first time ever. However, the hope is his efforts were not wasted with the three leagues (Pacific Junior, Vancouver Island and Kootenay International) and BC Hockey initially agreeing the tournament should stay with Delta in 2022. “The good news is all three leagues and BC Hockey are fully supportive of Delta being the frontrunners for next year. Obviously we have to go back to the city, get their feedback and just go through that whole process again,” said Ephstein. “If it’s successful, then we will be able to host it in 2022 and it will be the full experience for the players. This year we were looking at you can’t have spectators, you can’t even have a team dinner. It would have been nice to have, but it’s a lifetime experience for the players and you want it to feel that way.” Ephstein needed the cooperation of Ladner Leisure Centre

The cancellation of the Cyclone Taylor Cup actually helps the PJHL potentially salvage a 2020/21 season. The extension of the latest provincial health restrictions mean cohort play can’t continue until at least early February and teams can only practice. Now there is at least no cup deadline to determine a champion. “It does give the league flexibility in that it opens up March, April and maybe even May. We can still have a meaningful second half of the season,” added

OBITUARIES BAYNE, William (Bill) May 10, 1936 − December 24, 2020 It is with heavy hearts we announce the passing of William (Bill) Bayne on December 24, 2020. Bill was a loving Husband, Dad, Pop−Pop, Brother, Uncle, Cousin, and cherished friend to so many. Predeceased by his parents and his brother, Robert. Bill will be dearly missed by his wife of 43 years, Carla; his daughter, Kristy (Eli); his grandchildren, Miles and Theo; sisters−in−law, Candace, Diana, and Ralphene; and many nieces and nephews.

JOHNSON, Kathryn Elaine March 26, 1988 – December 26, 2020 Our beloved Kathryn (Kit Kat, KJ) passed away in her sleep, age 32, on December 26 at home with her family. Kathryn was predeceased by her grandfathers William (Bill) Johnson and Walter McConville. She is survived by her grandparents Gwendolyn Johnson, Eileen McConville, and Anthony Haneveld; her parents Mark and Rae; her siblings William (Kristina), Barbara, Johanna (Giuseppe), Ashley (Brian), Cody, Amanda, and Tyler; her nieces Emmlin, Alexis, and Celista and nephew Parker; and her large extended family. Born in Vancouver, Kathryn lived in Tsawwassen and Victoria. She swam for many years with the Winskill Dolphins Swim Club, setting many club records, some still standing. She was on a pre-Olympic training team, but a shoulder injury ended her dream of competing in the 2004 Olympics. She continued to be an outstanding athlete completing several triathlons and half marathons. After graduating from UBC’s Sauder School of Business in 2011, Kathryn achieved her CPA in 2014. She started working at BC Ferries in 2006 onboard the vessels and then after getting her degree she moved to the accounting department where she worked her way up to become a Senior Business Analyst. Loving to travel, Kathryn studied for a semester abroad in Australia and made many trips around the world. Our beloved dolphin’s last trip was a cruise to Antarctica in 2020, where she visited penguins. Kathryn was an extraordinarily self-less person who loved her family and friends immeasurably. She was a wonderful hostess who enjoyed bringing people together. She was “cool Auntie Kathryn” to her nieces who brought her deep joy. She will be forever remembered and missed by all those who loved her, especially by her family who feel incomplete without her. Kathryn will always be with us.

Born and raised in East Vancouver, Bill spent most of his childhood moving to new houses and schools while gaining lots of friends and interesting stories along the way. He also spent a lot of his childhood with his family in Point Roberts, Washington. He often spoke fondly of his years down at "The Point" and all the amazing summers spent at Maple Beach at the cabin. At the young age of 16, Bill began working on the CP steamships which served the coast from Washington to Alaska. He was working onboard the SS Princess Kathleen when it capsized off the coast of Alaska in 1952. A longtime member at Beach Grove Golf Club where he was recently honoured for his contributions, Bill served as Club Captain during the ’60s, was an avid golfer in his younger years and continued on as a social member. In recent years he was proud of his work assisting with maintaining and researching historical records. A lot of his hard work is found in the book "Beach Grove Golf Club, The First 80 Years" written by Eric Dwyer. Bill is also known to many as "Coach" as he devoted nearly 30 years to coaching women’s fastpitch.

On December 2, 2020, the family of Tore Hansen said goodbye to their loving father, FarFar, and friend after he suffered a short illness. He was preceded by his wife, Lynda (2013) and daughter, Heidi (2016) pictured. Tore came to Canada from Tromsø, Norway as a young man to spread his wings and seek adventure. Though he did return, Tore once again found himself back in Canada and finally settling in Ladner in the 1960s, which he considered home. MATSUMOTO, Ken S. January 3, 1935 − January 3, 2021 Kenneth Sadao Matsumoto of Ladner, BC, passed away peacefully at Royal Columbian Hospital on January 3, 2021, at the age of 86. Born in Honolulu, Hawaii, Ken worked most of his life as a bellhop in Waikiki hotels then moved to BC where he worked in maintenance at the Delta Hospital until his retirement. Ken was known for his infectious smile and friendly disposition which he shared with his coworkers, customers and many friends. He will be greatly missed by wife, Lois; sons, Todd (Heather) and Kirk (Jan); daughter, Debbie (Darryl); sisters, Barbara (Howard) and Emi; grandchildren, Kali, Kate, Ava, Nicholas, Sean, Allen, Ian, Sarah, Keoki, and Kyle; and many great−grandchildren. De MATOS, Josê Daniel G January 9, 1934 - January 7, 2021 Josê, “Joe” passed away peacefully at the Irene Thomas Hospice in Ladner, in the morning of January 7, 2021. Josê is survived by his loving wife Maria, of 55 years, his 3 sons; Walter (Mary-Anne), Daniel (Shannon), Steve (Katelyn) and grandchildren; Dustin, Reece, Mason, Lucy and Avery, as well as numerous family around the world. Joe immigrated to Canada in 1960 from the Azorean island of São Miguel where he moved from Castlegar to Ladner. Joe had a great career in the lumber industry and went on to retire at an early age of 55, so he could enjoy camping and most of all fishing. Any time he could get out on the water was a great day for him. You will be missed dearly by all who had the pleasure of knowing you. Rest in Peace.

SPRATT, Samuel Robert February 18, 1932 − December 18, 2020 Samuel Robert (Bob) Spratt, our Dad passed away peacefully on December 18, 2020, surrounded by his daughters. He is now reunited with our Mom, Delta, who predeceased him four years ago. He is predeceased by his parents; sister, Sheila of Winnipeg; and many friends. He is survived by his daughters, Linda McCabe (Paul), Diane Hansen (Brett), and Roberta Leevers (Michael); his granddaughters, Emily McCabe (Chad) and Laura Hansen; and his lifelong friend, Harry Erickson of Vancouver. His love of sports led to his coaching and managing baseball, softball and hockey teams in Tsawwassen and Richmond. He was also a Canadian Minor Football Official for 20 plus years in Winnipeg, Toronto, and the Lower Mainland. Dad was a tireless volunteer. Volunteering and giving back was a big part of his life. He gave his time to the BC Cancer Society, the Masonic Driver Program for Cancer Patients and was a long−time blood donor to the Red Cross. He supported Covenant House, Delta Hospital Foundation and many other causes close to his heart. Dad loved politics! He volunteered, managed election campaigns and never shied away from a lively political discussion. Dad was a member of the Masonic Lodge from 1962 and served as Grand Master of Tsawwassen Lodge 185. He was also a founding member and past President of the T.O.O.B. Dad and Mom spent their retirement years travelling and cruising the world. Dad’s last years were spent at the Waterford Retirement Home with the last two years on the Care Floor. He received loving care and support from the nurses and care aides for this last part of his life for which we are so grateful. We will miss him greatly.

It is with deep sadness that we report that John Ranger passed away in his sleep, peacefully and without pain, early in the morning of Saturday January 9th, 2021, aged 89. He joins his beloved wife of 63 years - Joyce. He leaves his much loved and only child, Lesley (Bob) and his 2 adored grandchildren and their spouses; Kate (Ken) and Nick (Andrea), and his 5 very special great grandchildren; Shep, Ophelia, Elsa, Jake and Abilynn. John was born in London, England, and spent his early teen years in the London Blitz. He married Joyce as soon as he was de-mobbed after the war. He then developed a career in the print industry, ending up with his own company, Ludo Press of Earlsfield, London. In 1996, on his 65th birthday, John and Joyce left England to move to South Pointe in Ladner, to be closer to their daughter Lesley and her family. Desmond, their faithful dog, was with them for 17 years. John volunteered as a cancer patient driver, and served on the Board of McKee Seniors Recreation Centre for a few years. John and Joyce were ardent regulars at the McKee Bridge Club and made many friends there. John also taught Bob and Nick golf, a game of which he was an expert in his day.

It is with great sadness we share the loss of Dale. Dale was one of a kind and to know him was to like and love him. He exuded kindness, humour, and warmth. He loved nothing more than to make other people laugh and smile. He would talk to anyone and everyone and did not care who you were, he would crack a joke and make you laugh. He grew up and spent most of his life in Ladner. Many of his Ladner friends were still in touch and part of his life. He always had a can−do outlook and was adventurous. He played all kinds of sports growing up and loved riding his dirt bike sometimes where he wasn’t supposed to. During his youth, his zest for sports and adventure made him a frequent visitor to the hospital and he was on a first−name basis with the ER staff. As an adult, Dale enjoyed his job working with Kwantlen First Nation as an archaeology fieldworker. He was very proud of his work and would be so thrilled when he or his co− workers found an artifact. He valued and respected all the people he worked with and was so grateful that he was able to do this work. More recently, Dale lived in Maple Ridge. He wasn’t shy about sharing his struggles with addiction and his fight for sobriety. He was very involved with organizations that helped people. He dedicated a lot of his time to try and help others who were struggling, and always made time for anyone that needed it. Dale was not defined by his struggles and he fought hard. He was an amazing person and loved by so many people. He will leave a huge hole in all of our hearts and lives. He was dearly loved by his family and friends. He is survived by his parents Carol and George (Gail); sister Laura; niece and nephew Tiffany and Liam. He was also loved by his aunts, uncles, cousins and so many friends and colleagues. We will miss you, Dale; you are with Grandma and Grandpa now. Until we meet again... A celebration of Dale’s life will be held in the future. John loved his last year at the Whitecliff Retirement Home in White Rock, and his family are also deeply grateful for the wonderful care he received there.
