Search and rescue volunteers ensure local boaters stay safe Volunteers from Station 8 – Delta of the Royal Canadian Marine Search and Rescue are dedicated to keeping the waters around Delta safe every day of the year. Dedication is definitely a key word as the trained crews of the all-volunteer group respond to calls within minutes of being paged, 24 hours a day, 365 days a year. Station leader Rob Gibson says 20 volunteers make up the station’s four crews that rotate coverage throughout the week. When a call is received, the unit’s boat leaves the dock no
more than 30 minutes later, so all volunteers must be ready to respond immediately. “We need dedicated volunteers, that’s for sure,” Gibson says. The boat is usually moored at the marina in Point Roberts to provide quicker access to the Strait of Georgia, but given the situation at the border due to the COVID-19 pandemic, the vessel has been temporarily relocated to Ladner Harbour. Gibson says marine search and rescue volunteers are dispatched to all manner of calls, everything from boats
running aground and those experiencing mechanical issues to persons overboard, injuries and health issues. All members have first aid certificates and some have BC First Responder classification. Volunteers also offer boating safety programs, provide pleasure craft checks and deliver lectures on boating safety. Volunteers receive extensive training in a variety of fields, from first aid and radio operations to navigation and radar. The non-profit society also has a dozen or so volunteers

that assist with administration and fundraising. The society is partially funded by a B.C. Gaming Community Grant but must fundraise as it costs roughly $100,000 a year to keep the crews equipped and the rescue boat on the water.

Now you don’t have to hide your wine or beer at select Delta parks this summer. Council on Monday approved the city moving ahead with a pilot program to allow responsible drinking at Diefenbaker Park in Tsawwassen, Memorial Park in Ladner and at North Delta Community Park from June 1 to Sept. 31. Drinking will be permitted seven days a week, from 11 a.m. to dusk, but there will also be no drinking zones at the sites. During the pilot project, the public can provide comments through a Delta online survey. Staff also proposed allowing drinking at Sunstone Park in North Delta but council decided not to allow drinking there. A report to council notes staff contacted the cities of Port Coquitlam and North Vancouver that launched similar projects during the summer of 2020. Both cities identified park sites that had onsite amenities such as washrooms, picnic tables and/or picnic shelters, and that are routinely inspected by city staff.

“During the pilot program, Parks, Recreation & Culture staff will work closely with Delta’s Bylaw Enforcement Officers and the Delta Police Department to manage the project onsite. Routine patrols will be required to attend each park on a daily basis and at varying times. In order to keep the parks free of excess litter, additional waste receptacles and recycling bins will be placed within each park’s designated area,” the report notes. Coun. Bruce McDonald said the move will simply permit many to do something they’ve been secretly doing all along, but until now they’ve been hiding their beverages in cups and coolers. Coun. Dylan Kruger agreed, suggesting that within 10 years almost all parks across Metro Vancouver will permit the responsible drinking of alcohol. Although she also voted in favour of seeing how things go, Coun. Lois Jackson expressed concern about neighbouring residents, especially if the program is eventually expanded. Concerned about current COVID19 restrictions on gatherings, Coun. Jeannie Kanakos noted it should be made clear Delta is not allowing large gatherings in parks.

Sudden COVID death of 46-year-old father at home leaves Delta family devastated

Growing up in North Vancouver, Reid Hance and Jeff Valair lived just down the road from each other. It was a carefree time to be young. Kids played on the street until dusk. “We’d ride our bikes down to the fish hatchery at 100 miles an hour and be back in time for dinner,” said Valair. It was a happy childhood, said Valair, despite the early deaths of both of Hance’s parents. “It didn’t stop him from living his life and pursuing his own happiness,” he said. As an adult, Hance found that happiness when he met his wife, Melissa and the couple settled in Tsawwassen. Every Christmas, the couple hosted a neighbourhood ‘Nog Fest’ in their home. When their two sons, Liam and Luke, were born, Hance immediately thrived in the role of being a dad. “He took care of us,” said Melissa. It was at spring break this year that their lives took a sudden turn, when the family was notified that they’d been exposed to someone with COVID. “We weren’t out being reckless,” said Melissa. Melissa and the two boys tested positive for the virus right away, but Reid did not. They wore masks and tried to stay as separate as possible. She didn’t tell people – even her parents – that the family had contracted COVID. “There’s shame associated with it,” she said. Also, “You think you’re going to get over it.” Five days later, Reid started coughing, said Melissa, a nagging cough that wouldn’t go away. This time, his COVID test came back positive. His symptoms were worse than hers. He started getting chills. Going up and down stairs tired him out. Melissa offered to take him to the hospital, but he was adamant he was fine. Reid, 46, wasn’t someone with underlying health conditions, said Melissa. “He could outrun someone half his age,” she said. But Reid’s symptoms weren’t getting better. On Tuesday, April 13, they made a doctor’s appointment for Thursday. Reid also talked to a nurse on the phone who asked if he needed medical attention. Again, Reid said he didn’t. Later that evening, Melissa said goodnight and left her husband sitting on the couch, where he had been finding it more comfortable. “It’s the only night I didn’t say ‘I love you,’” she said. “You think you have tomorrow.” She found him there the next morning. At first she thought he was sleeping. But Reid had died that night in his sleep, of COVID.

Melissa said afterwards, she had to push hard for anything that would help her understand what had happened. Eventually a postmortem chest X-ray showed both of Reid’s lungs had been heavily plugged with bilateral pneumonia. “My husband’s symptoms escalated so quickly,” she said. On Monday, Dr. Bonnie Henry, the province’s medical health officer, said there were 38 sudden deaths at home linked to COVID between March 2020 and March 2021. The issue is one that is on the radar of health officials. Last week, Ontario’s coroner highlighted a troubling trend of people who did not seem seriously ill suddenly dying at home of COVID. In B.C., Henry said on Monday, so far “we have not seen an increase in sudden unexpected deaths related to COVID” but added the coroner’s office is monitoring that. That’s cold comfort to Melissa Hance, now raising her two boys without their father. Friends have started a GoFundMe page to provide financial help to the family. “I hate that my husband is now a statistic,” said Melissa, adding she hopes people wake up to the need to stop the spread of the virus. It’s an illness that can turn deadly, even for young, healthy people, she said. “Nobody deserves to go out like this. Especially not Reid.”

The Delta Chamber’s 111th Annual General Meeting went virtual last week, another in a long-line of community events and activities that have had to shift its format due to the COVID-19 pandemic. On April 22, chamber members and invited guests came together on their computer screens to elect a new board of directors and hear from Mayor George Harvie, Delta MP Carla Qualtrough and the Port of Vancouver’s Duncan Wilson on a variety of business-related issues in Delta. The new board of directors includes a mixture of old and new blood and a diverse mix of business leaders from across the community. The executive committee includes: chair Rick Gibbs (Neutron Factory Works), vice-chair Rosanne Horner (BDC) and secretary-treasurer Dr. Joan Hansen (College of Optometrists BC). Directors include: past-chair Yvonne Anderson (Santevia Water Systems), David Payne, (Harbourlink Container Services), Danielle Guichon, (Backroads Family Farm Market), John Mancini (North Delta Business Association), Rob Allan (lawyer, Campbell Froh May & Rice), Nathan

The Delta Chamber of Commerce held its 111th Annual General Meeting last Thursday virtually, due to the COVID-19 pandemic. A new board of directors was elected, as well, participants heard from several guest speakers. Lauer (Seaspan Ferries), Tanya Corbet (Bella Concepts) and Matt Blair (Delta Optimist). In his opening remarks, chamber executive director Garry Shearer said the pandemic has produced many challenges for Delta’s business community. “Your contributions during these challenging times due to COVID-19 have been critical to the resiliency of our local economy that supports our
community of Delta,” he said. “I would like to thank each of you for your leadership and commitment to our community during these difficult times and for taking part in this gathering today.” As outgoing board chair, Anderson also expressed her gratitude to the business community, the City of Delta, the Ladner Business Association, Tsawwassen Business Improvement Association, the North Delta Business
Association and Tourism Delta. “I am so proud of our board of directors and the new members who will be joining us,” said Anderson. “Our board is more inclusive with more women and business sectors represented. Diversity and inclusion is an important part of our board strategy and we will continue to look for opportunities to add members who represent the diversity of our community.” Gibbs said he was excited to take on this new role. “I joined the board about six years ago. I felt I had a duty to support my business community,” he said. “I felt our chamber was a great place to start. I have been fortunate to build a network of political and community leaders in Delta over the years and I’m inspired to see so many of us with the vision to make Delta an amazing place to live and work. We have an opportunity in front of us to build Delta into the kind of community where our children and their children thrive in; a community where the environment is respected, business is welcome and development is a collaborative effort amongst all stakeholders in our community. “We have a lot of work to do, so let’s get too it. Overflow beach parking prompts tougher parking rules

Delta council this week approved the Boundary Bay Permit Parking Program returning for 2021. The restrictions will be in place from May 1 and Sept. 8 on weekends and holidays. The city will also undertake public consultation with residents on further traffic calming measures in Boundary Bay. The parking lot at Centennial Beach during nice weather has been exceeding capacity, resulting in long traffic queues, and illegal parking along Boundary Bay Road as well as spillover traffic entering the neighbourhood. Following many complaints and a survey of
residents indicting strong support for a pilot program, restrictions went into effect from last June to September. Boundary Bay residents were provided permits to allow them to park on the streets and boulevards without time limitations. Visitors were provided with approximately 65, three-hour time limited parking spaces along 4 Avenue, 3 Avenue, 1A Avenue by the boat launch and 66 Street south of 1A Avenue. In addition to the permit parking program, Metro Vancouver established a shuttle bus service to transport visitors between the South Delta Recreation Centre and Centennial Beach. Further consultation was undertaken by the city earlier this year and
the majority of respondents favoured maintaining the program. Some responses in support noted that the parking restrictions should be extended to include weekdays, and that vehicles parked in violation of the restrictions should be fined as opposed to handing out warning tickets to promote better compliance. The report, however, also notes other responses felt that time limited three-hour visitor parking was not long enough to enjoy the beach, that parking permits should be available for all Delta residents and that there were inadequate spots available near the 1A Avenue boat launch. Staff will review the program at the end of the year and report back to council.

City, police, school district launch campaign to end stigma around substance use IAN JACQUES

Delta is launching an awareness campaign to help end the stigma around substance use. The city, along with Delta Police and the Delta School District, have partnered to develop an educational campaign around substance use issues. They will utilize various available resources, including Delta’s social media, using advertising space at Delta’s bus shelters, and through other channels. In addition, in partnership with various community partners, an online depository of resources and supports will be available to Delta residents affected by substance use disorders. In 2016, following a significant increase in opioid-related overdose deaths from drug poisoning, a public health emergency was declared in B.C. Since then, almost 7,000 people have lost their lives to overdoses across the province. Delta is not immune to the
crisis. In the first 11 months of 2020, there were 15 overdose deaths and 166 overdose events in Delta attended by BC Ambulance Service. “The stigma surrounding substance use and addiction negatively impacts people who use substances, their families, and loved ones,” said Mayor George Harvie. “Our communities are impacted by the stigma around substance use. By partnering with Delta Police and the Delta School District, our aim is to reduce the stigma faced by people of all ages and remove barriers for seeking treatment and support. We all have a role to play in supporting those who use substances, and by educating ourselves on the issue, we can build a healthier, more caring community.” Stigma can have a negative impact on people who use substances and their ability to seek help. The End the Stigma campaign is designed to raise awareness about the overdose crisis in B.C. and the
stigma facing those who use substances, to educate citizens about the steps Delta has taken to support residents in need, and to inform residents about the various mental health and substance use supports that exist in the community. “As with all communities across Canada, Delta is not immune to this issue. Here in our own community people use illicit substances,” said Joanna Angelidis, Director Learning Services – Inclusive Learning with the Delta School District. “Until the stigma associated with substance use and addiction ends, our loved ones will continue to be lost to overdose. It is our collective responsibility to be compassionate and non-judgmental, and to provide access to mental health and addiction services. “Ending the stigma associated with substance use and addiction will mean that all members of our community, including students and their families, will reach out and ask for help when they need it.”

The Delta School District says it will take a “gentle, sustainable and measured approach” to balance its latest operating budget. The budget for 2021/22 has a $2.72 million shortfall due to a number of factors, including increased costs and reduced revenues, but no reduction in staffing levels are proposed to balance the books. “We’ve really tried and we are hoping very much that this will reduce some stress for students and staff and parents for this coming year which, of course, is still very challenging with the pandemic not being over yet,” said secretary treasurer Nicola Christ in a media briefing earlier this week. “We set ourselves a threefold objective to deal with the budget. “We’ve been trying to transition out of the pandemic gently. We’ve
been trying to reduce costs from our budget that have the very least impact, and we’ve been trying to protect the district from financial risk by not using reserves in a risky manner, but by using reserves for expenditures that will eventually, we believe, disappear again as a result of them being temporary.” The school district plans to balance the books in several ways including, among other things, using reserves, removal of newer contingency funds as well as realize savings in several areas including reduced academy staffing due to the pandemic. Because the school district also made general education classrooms more inclusive and equitable for students with unique needs, there has been reduced demand for transportation services to take students to resource rooms at other sites, according to the district, which notes the
removal of those funds from the budget will not have a negative impact to staff or students. Some of the other savings include adjustments to the Curriculum and Learning Support Grant costs to align with reduced Ministry of Education funding. The district anticipates a growth in enrollment of 35 full-time students for the 2021/22 school year, bringing the student total to 15,586. ride in the community and shame in the community is on my radar this week. For the past several weeks, a group of volunteers have been working on a significant makeover of the Holly Park Pump Track. Businesses have stepped up big time offering donated materials while other members of the community have dropped off donations of food and drink for the hard working folks who have been completing the work. Local resident Elliot Graham is the community champion who got the ball rolling when he approached the City of Delta. Another local resident Jason McCormick, president of Action BMX, a bike park in Surrey, has also been instrumental in the project’s success. My hat goes off to all involved who have worked countless hours to make this project a reality. It will be now up to the youth in our community to upkeep the park in the months that come. I hope they will show pride in the work and pride in their community to ensure that this is a legacy project that will be enjoyed be many for years to come. But, sadly as seems to be the case these days, one really good moment is tainted by the heartless actions of others. On Tuesday night, it came to our attention, that the lacrosse nets in the outdoor lacrosse box in Ladner were cut and stolen. The lacrosse community is naturally stunned that something like this could happen. The lacrosse box is another community-built project and is the envy of other lacrosse associations in the Lower Mainland. This theft and act of vandalism is a punch to the gut of an organization that is doing everything it can to survive and put on programing under COVID-19 health and safety orders. This is a senseless act and whoever is responsible should be ashamed of themselves.
Tax time is a reminder of the year that’s past

pril is a wonderful month. The blossoms are out, the weather is getting nicer, all my neighbours who have been hibernating come out of the homes and we all get to see each other again. Everything is perfect, except for one thing…the tax deadline. Ugh. Paying taxes is a responsibility we have as a citizen of Canada, but that’s beside the point. It’s compiling everything, looking through it, remembering what’s an expense and what isn’t, and putting it all down on the forms, or hire someone to do it for you. Either way, it’s a reflection of the year behind you, a reminder of what you did in the previous 12 months. And what a 12 months it has been. Looking at some things from January that seemed so simple at the time, but not possible or imaginable now. Dining out, going to a concert or a hockey game, even just going to Point Roberts seem so distant. Masks? Really? The bank threw you out if you wore one of those. I was on a cruise, celebrating

a 50th birthday for a friend at the beginning of February last year, just before things started getting nasty. We had planned it for over a year. Had we gone two weeks later, I may still be sequestered on that boat. The biggest fear on the cruise was a Norovirus outbreak. Lots of sanitizing stations, and lots of buffets. Oh, how things would change in month. Here we are, a year later, people walk around you. If you aren’t wearing a mask in a public place, you get a disapproving stare. Dr. Bonnie Henry is a household name, and we hang on her every word. There are only a handful of politicians we even listen to or show up in the news, we
only hear about them when they travel outside the restrictions in place or don’t wear a mask when they should. It’s a year we’d like to forget, but never will. Just like after 9/11, we won’t ever be the same. The next hint of a pandemic will bring travel restrictions, eliminating flights from the country of origin at the drop of a hat. Containment will be the protocol. Vaccines will become a regular occurrence to keep the virus, and any mutations, at bay. But hope is on the horizon. Vaccines are working, and the supplies are increasing. Maybe, just maybe, we’ll be able to enjoy a more normal summer. And God willing, the poor folks from Point Roberts can soon cross the border, and we go down and check our post office boxes again. Wouldn’t that be nice? Oh well, back to my taxes. More reliable bus service needed Editor: My name is Siena van Tol, and I am a Grade 11 student at Surrey Christian Secondary school. I am currently in the Composition 11 English class and the overall theme of our course is “Find Your Voice.” Our teacher has asked us to write a formal letter about a topic of our choice, in order to help us use our voices to bring awareness to important issues that impact the community. As a resident of Ladner, I am dependent on the school bus. My parents have jobs and if I were to miss the
bus or it was not able to reach me, I would have no other way of getting there on time. My only option to make it to school would then be public transit. Looking at TransLink, it would take almost two hours just to make it to Fleetwood, which is significantly more than the 35-minute drive by car. Not only that, but there are four different transfers along the way that are very unreliable. If one of the busses is late or too early, it would change the schedule of the route being taken because the wait for a next bus would add at least 30 minutes or
more onto the trip. Although there is the TransLink app, it is not reliable because the bus times are usually not correct. In my experience, the app either gives a time that is 20 minutes early, eight minutes late or shows a bus that does not come. I know many people in the South Delta community can relate to the difficult issue of travelling east on transit. At present, commuting to any community east of South Delta will take at least an hour and a half and must be improved for the efficiency of the community. Siena van Tol
Wildlife harassment, now it’s the garter snakes Editor: There has been a lot of publicity recently about photographers harassing wildlife by getting too close. Now we have a new situation – harassment of garter snakes. There is a large colony of garter snakes (a hibernaculum) in Boundary Bay Regional Park. Now that it’s getting milder and we’ve had some sunny weather, the snakes are coming out to warm themselves. A friend and I were dismayed one day to see a group of children picking up the snakes and
some of them were piling snakes in a bucket. It seems this is a regular occurrence on nice days. These snakes are not toys to be played with. They are wild creatures who deserve to be left in peace. Parents should be aware that although garter snakes are not venomous, they may bite if stressed and the bite may transmit bacteria causing the area around the puncture to become swollen and irritated. On rare occasions a serious allergic reaction may occur.

People should also know that all snakes in British Columbia are protected by the BC Wildlife Act and it is an offence under the Act to attempt to capture or possess wildlife without a licence or permit, as is harassment of wildlife. Children being interested in nature is a really positive thing, but they should be made aware that looking is good, touching is not. These slithery little critters should be shown the same respect as all other wildlife. Elizabeth Perrin
More green spaces needed for seniors Editor: Numerous condominiums, townhouses and more purposed for Evergreen Lane surround Memorial Park. Families and seniors have no safe, outdoor facilities in these complexes, and Memorial Park is the park in walking distance for their physical, mental and social needs, during COVID-19 and beyond. When 49-year-old Stephen came to Delta Hospital’s Emergency Department (ED), he was in “very poor condition,” recalls Dr Sia, ED Department Head. “He had heart palpitations, he was sweating, having trouble breathing and experiencing a tightness in his chest.” Dr. Sia and our ED team began working on Stephen immediately for what became an extended Code Blue. Stephen’s blood pressure had plummeted, and his heart rate was sky high. “We got normal sinus rhythm back, but then his heart rate surged, and he collapsed. We couldn’t even measure his blood pressure because it was so low. At this point, we began CPR, while continuing to give cardiac medications intravenously, including a lot of epinephrine,” says Dr. Sia. Initial Lab results showed Stephen had a dangerously low pH level which is life threatening. “We continued CPR, gave him medication to buffer his low pH. Finally, we were able to get his blood pressure and pulse back after about 45 minutes,” says Dr. Sia. “CPR is not usually done for so long,” he adds. “After just 10 minutes, there can be a danger of irreparable brain damage. Stephen’s blood pressure would briefly return to normal which gave us hope so we persevered. We were able to get him stable enough to be transferred.” Today, Stephen says, “My family doctor couldn’t believe I survived. They worked to stabilize my heart for over 40 minutes. They didn’t give up on me. If it wasn’t for the ER staff at Delta Hospital, I wouldn’t be here. I can never thank them enough.” This kind of expert care takes knowledge, dedication – and equipment. Equipment like the crash cart that Dr. Sia and our team used to treat Stephen. We have identified an urgent need for 2 additional Crash Carts, an Event Recorder and a Vital Sign Monitor – resources that are necessary to allow our staff to deliver the very best cardiac emergency care at Delta Hospital. Support needed, welcomed
Editor: It has come to my attention that both the Delta Police and Delta Firefighters have contributed to the Delta Stroke Recovery Society. Our first responders are offering support while society members cannot meet for therapy sessions during COVID-19. They are being supported by the volunteer leadership team which is creatively providing zoom sessions led by group coordinator, Susan McAlpine. These sessions include exercise, meditation sessions and brain games, which challenge stroke survivors to reach outside their comfort levels to improve their brain cells’ activities too. A speech technologist leads another session helping those with communication skills damaged through stroke,
resulting in different disabilities depending on where the stroke created the worst damage, each one different to the next. These sessions allow our members to keep connected and continue their therapeutic exercises via Zoom which has prevented isolation during their shut in experience during the pandemic. Without donations such as those received from our first responders and many other local community groups and individuals supporting us during this difficult time, we would be unable to continue working at our recoveries. As one member of many benefiting from the ongoing service provided by Delta’s Stroke Recovery leadership, I can attest to how impor-
tant it is to still feel connected during this time of being unable to see and meet our friends and relations. When we link up via Zoom for our weekly sessions it is a welcome sight to see all those recognizable, friendly smiling faces taking part in the programs designed for our improvement and enjoyment. The social opportunity is priceless and we are so thankful for the dedication of our volunteer leaders in partnership with funding support from our community and our partners: Stroke Recovery Association of B.C. and March of Dimes. To chicken or not to chicken
Editor: Re: Delta chicken bylaw I see we will have a say in how council will determine on how we can raise our four chickens if we choose to purchase some so as not to cause conflict with our neighbors. Now as I see it if hubby should bring home the said chickens and all is well
with the Misses until it is time to clean out the chicken coup and maybe spread the stuff on the front lawn well, you see my drift. Users should be able to share regional park
Editor: I am in total agreement with the letter from Paul Kuckein (Optimist, letters, April 22) questioning the bicycle ban on the trails at Deas Island Regional
Park. This was implemented years ago without any consultation from the public on the basis of a few complaints. There are so many parks in the Lower Mainland that are
shared by both pedestrians and cyclists, it’s beyond my understanding why Deas Island Regional Park can’t do the same. Carolien van Halderen

Thursday, April 15th marked a significant milestone for the Delta community, as Fraser Health opened the Irene Thomas Hospice to patients and their families, delivering on our commitment to provide these important services to people who need access to hospice care. This is a significant moment for the Delta community, and is a moment worth celebrating. Hospice care is multifaceted, and provides support to not only people nearing the end of their lives, but their loved ones, too. Though a person may never need access to hospice care, knowing that this service is available to them – or someone they care about – when they need it most is a fundamental component of our health care system.

I have heard from people in the community how integral the Irene
Thomas Hospice is to Delta and the surrounding areas, and I am so pleased that we have been able to deliver on our promise to open this facility. Ladner Village is seen as a good test area to potentially create pedestrian-only streets elsewhere in Delta. changes to liquor licenses for the rest of 2021. During their discussion, the idea of closing down Delta Street in the village to make it pedestrian-only during certain times was also brought up as an idea to be explored. Coun, Dylan Kruger agreed with Coun. Dan Copeland’s suggestion that it may be worth a pilot project to “activate” a street, perhaps on weekends, during summer. “I think cities that have done this, that have had street closures, usually found it’s been an opposite of a closure. It’s actually the opening of a street. It’s actually allowing street uses for everybody, not just for vehicles, and I think a place like Ladner Village is a great place to pilot something like that,” Kruger said, When things went into shutdown mode during COVID-19 last spring, city council directed staff to coordinate Delta’s efforts to help businesses with local groups, including the Delta Chamber of Commerce, Ladner Business Association, Tsawwassen Business Improvement Association and others, through the new Community Resilience and Economic Recovery Support Team (CRERST). The collaborative brings together networks and resources of each organization, coming up with new marketing
initiatives, while the City of Delta assisted in other ways including expanding the outdoor patio policy last summer. Saying her members appreciate the city’s willingness to work in a timely manner with local business trying creative responses to public health restrictions, and that the expansion of sidewalk patio permits will enable more restaurants and food services businesses to adjust, LBA president Jill McKnight told the Optimist her organization looks forward to discussing more ideas with Delta. “The restrictions and adjustments required during the COVID pandemic are creating opportunities to explore pilot projects which can enhance the shopping districts. The LBA looks forward to hearing proposed suggestions from the City of Delta and continuing discussions to explore opportunities for placemaking, vibrancy and unique experiences in Ladner Village,” she said. Delta Chamber of Commerce executive director Garry Shearer noted CRERST partners, the mayor, some councillors and civic staff met via Zoom recently to discuss further actions to support local businesses. “The topic of street closures came up, which we would support if it made sense for the local main street businesses that will be affected,” he said.

The B.C. government has made an initial funding request to the feds for the future George Massey Tunnel replacement. Delta MP Carla Qualtrough, Minister of Employment, Workforce Development and Disability Inclusion, confirmed to the Optimist a draft funding request was submitted to the federal government, but much work remains to be done. “I can confirm that within the past week, Infrastructure Canada did receive a draft business case from the province. It will wind its way through our process in due course. It was too late for Budget 2021, but that by no means suggests that we won’t support it. Every indication I get, as I have had for as long as I have been elected and on this file…the Prime Minister came to Delta and said he would support it, so now this just has to go through the process,” said Qualtrough. It remains to be revealed to the public how much B.C. is asking from Ottawa, which option will be selected and exactly how much the replacement project will cost. The province early last year, at an open house in Tsawwassen, unveiled

two possible crossing options, one being an eight-lane tunnel while the other is a bridge with the same number of lanes. A business case on the options was completed later in the year and is now in the hands of the transportation ministry. The province is reviewing that submission and will consult with partners and stakeholders. The business case will only be made public following the government’s decision. A task force of Metro Vancouver mayors had endorsed an eight-lane immersed tunnel, but the provincial government has the final say. Delta residents first got to see the province’s two options at an open house early last year. The transportation ministry noted the eightlane immersed tube option would have a similar grade as bridge, while having low property impacts. It would also be taller inside than the current tunnel, requiring a deeper trench in the river. The option would also be a shorter crossing, compared to a bridge, while having a comparable cost. The tunnel project would have an estimated three-year environmental review and require five years of construction.

The City of Delta is aiming to enhance the life of its playing fields. Council recently awarded a $125,788 contract for sport field natural turf maintenance services to maximize their use. During the mayor’s recent sport summits, several local sport organizations voiced the need for better playing turf on Delta’s sport fields. A report to council notes that in addition to making new investments in irrigation and drainage, the city has initiated other actions for better
quality turf management including, among other things, soil nutrient testing twice yearly at all sites through an independent contract. “A science based sport field turf maintenance program is necessary to ensure that these sport fields remain vigorous and healthy. The science behind growing healthy turf has evolved over the years with more information available about what is needed to ensure natural grass surfaces remain healthy year round. This is particularly relevant for multi-sport fields, such as those in Delta,” the report explains. The city currently
maintains approximately 75 acres of natural turf sports fields on a yearround basis. The report goes on to note, “The timing to undertake these described actions is critical in getting the greatest impact for the turf. The contract services are being recommended at this time in order to ensure application is done in early April in an expedited way to benefit the turf and to minimize the disruption to the community’s use of the fields. Delta’s existing equipment and workforce cannot fully deliver the program without assistance of contracted services.”

Business insurance squeeze tightens in B.C. HAYLEY WOODIN

When Clair Oates received an initial quote to renew her boutique hotel’s commercial insurance policy, she considered shutting down her business. Oates, who hasn’t had a paying customer at Clair’s Boutique Hotel in Ladner since September, typically paid around $4,000 pre-pandemic for commercial insurance. This year, she was quoted $9,000 and $22,800. “I don’t have the money,” she told BIV at the time. At Oates’ renewal deadline, a quoted premium price from Rand & Fowler Insurance Agencies Ltd. was just over $5,000. She also had to change her coverage to lower the quote. Oates said she has had only one claim in nearly 18 years of business and is unclear why the cost of insurance has risen so dramatically. “Something has to be done about these gouging insurance companies.” The industry cites a rising number of claims, payouts over climaterelated events and the cost of reinsurance – insurance for insurers – as reasons for insurance rate increases. Claims payouts related to COVID-19 costs and pandemic uncertainty have also driven rates up, said Gareth McDonnell, regional vice-president, Western Canada, at BFL Canada. In B.C., earthquake risk and fewer insurers operating in B.C. have further impacted prices. “Less insurers are providing less insurance. They’ve scaled back what they’re willing to offer,” McDonnell said. Underwriting profits have been narrowing for years, with insurers paying out for more claims than expected relative to the premiums they collect. This dynamic is exacerbated by rising replacement costs and, over the
past year, businesses shutting down and cancelling insurance policies. Tighter underwriting margins led a number of firms to stop taking on additional underwriting risk in B.C. “Underwriting results were poor. That then forced contraction or withdrawal of support, and then that led to the price increases in an effort to get underwriting profit,” McDonnell said. “Those that were left accepting the risk were able to charge more because they were being overwhelmed with demand.” Insurers also make money through investment, but tend to invest conservatively, McDonnell said, meaning record-low interest rates have generally resulted in lower-thannormal results. Insurance providers continue to try to balance risk while searching for yield, and with global uncertainty, rising costs and more catastrophic events, the result is higher insurance premiums. More than half of Canadian small and medium-sized business owners reported premium increases between October 2019 and October 2020, according to a Canadian Federation of Independent Business (CFIB) survey. One in six saw an increase of at least 25 per cent over the same period, as did 18 per cent of B.C. businesses. “When you’re already operating on such thin margins, even a slight increase in your costs can really have a rippling effect in terms of how you absorb that cost. And will your customers be able to take a price increase?” said Muriel Protzer, senior policy analyst with CFIB. “Back in 2018, insurance costs were identified as a top concern for about 40 per cent of B.C. businesses, and now our most recent data’s showing that that’s risen to about 56 per cent of business owners.” More than three-
quarters of CFIB’s nearly 4,000 survey respondents believe government has a role to play in ensuring businesses have access to reasonably priced commercial insurance. Yvonne Anderson, CEO of Santevia Water Systems Inc. and past chair of the Delta Chamber of Commerce, said a number of local businesses raised the issue of insurance in a pre-budget call with federal Minister of Employment, Workforce Development and Disability Inclusion Carla Qualtrough, member of Parliament for Delta.
Santevia renewed its insurance earlier this year. Anderson’s broker was able to obtain only one quote: it was from the policy provider the company was already using, and the cost was 42 per cent higher than the year before. “What it means is we have to make choices. So insurance goes up 42 per cent – maybe we don’t have bonuses. Or maybe we don’t get to hire that extra employee,” she said. “This doesn’t allow us to expand the way we would like to expand, because we’re putting dollars in an area that
is a must-have, because we cannot operate with our clients, especially our U.S. clients, without insurance.” Lawrence Kennedy, president of Rand & Fowler, said he regularly hears from companies desperate to find a quote they can afford. He believes insurance industry consolidation has contributed to the problem. Intact Financial Corp. is in the process of acquiring RSA Insurance Group PLC for $12.5 billion. Intact is the top underwriter in Canada, according to Canadian Underwriter’s 2020 Stats
Guide, with a 15 per cent share of the Canadian market. RSA Canada claims 10 per cent. “What it does to the end user is it further shrinks a smaller market. Coming back to Clair [Oates] – believe it or not – right now there is only one single insurer in all of Western Canada that will write their little business insurance,” Kennedy said. He believes the Competition Bureau should review Intact’s acquisition, which is expected to be completed in 2021’s second quarter, according to the firm’s annual report.

A new multi-purpose building in Ladner, that will include space for the South Delta Food Bank, has moved a step closer to reality. Delta council has unanimously approved an application by Pentecostal Assemblies of Canada for a development variance permit to build the new structure on space occupying what’s now the front Lighthouse Church parking lot at 5545 Ladner Trunk Road. The church site currently houses the South
Delta Food Bank and a childcare space, operating out of temporary buildings. Those services will be moved into the new 20,300 square foot building. The temporary buildings would then be removed. The first two floors of the new building will house the childcare and food bank operations while the third floor is designed as office space to accommodate general administration for the users of the site, as well as other community services. The owner is proposing to provide 84 parking spaces under
a joint-use parking scheme. A report to council notes that a parking demand analysis undertaken by the owner indicates that on-site parking would be sufficient with the exception of major holidays such as Christmas and Easter. For all other times of the year, the parking supply is expected to be in excess of demand.

Without a fee, there’s no consequence for noshows and no time to call wait list patrons. That’s the reason council last week approved a staff recommendation to reinstate the public swimming fee for the Ladner and North Delta outdoor pools. In 2020, the COVID-19 pandemic kept the outdoor pools closed until the beginning of July. Once the pools reopened, Delta swim clubs began their programs as well, public swimming was also offered. All outdoor public swimming was offered free to Delta residents last year, regardless of the day of the week. A report to council notes pre-registration was a requirement for public
or length swim time and close to 6,000 participants registered to utilize the outdoor pools. More than 90 per cent of all public swim times offered were sold out with many on wait lists. For the month of July, there were 3,928 people on the wait list and it was 5,348 for August. Approximately 500 patrons who pre-registered did not show for their swim time, the report notes. “Without any fee, there was no consequence to a no show and no time to call wait list patrons. When an entire family did not show, it left the appearance that there was significant capacity and that staff had not bothered to call wait listed patrons,” the report states. For 2021, staff recommend reinstating the $3 per person drop-in admission fee Monday
to Friday in order to provide an incentive to attend the booked time, while maximizing the use of the outdoor pools. The free Delta youth pass will still apply. “Staff understand and appreciate that cancellations are normal. Delta would refund anyone who informed staff of the need to cancel at least three hours before their registered swim time. A three-hour notice will provide staff the opportunity to call patrons who are on a wait list. Weekends would remain free,” the report adds. Staff also recommended public swimming begin on the weekends starting May 22, 2021, and then seven days per week beginning July 5. Delta residents will have a two-week advance registration before non-Delta residents.

National BMX head coach Adam Muys is impressed with the community spirit in Ladner that has led to a significant makeover of the Holly Park Pump Track. Muys, who is soon off to World Cup competitions in Italy and Columbia as Canadian riders prepare for the Summer Olympic Games in Toyko, stopped by the park last week for another look at the circuit he completely re-designed. It will eventually have completed tracks for cyclists of all ages and abilities. “I think we are doing really well. Phase one is done and we will work on phase two when I get back,” said the Maple Ridge resident. “It seems to be busy every day and there’s been good work creating stewardship with the riders of doing some of the work, so hopefully they will maintain it when I am off.” It’s taken the efforts of volunteers and the generosity of local businesses for the project to become a reality. “I never been involved in a community project where the community has been involved so much. Every day, people would even stop by and bring us a coffee or Tim Bits. It’s been amazing,” he said. It was local resident Elliot Graham who got the park upgrade rolling months ago when he approached the

City of Delta. The endless hours of work has pulled him away from managing his business, Mark’s at Tsawwassen Commons. Once completed, he says it will be the collective effort of the community to upkeep the park in the months ahead. “It will be up to the local riders to maintain this until such time we can create an association,” said Graham. “It’s now their time to rake, water and maintain the jumps. Once we get the
limestone (rock), get it paved and finish the pump track, I think we will be there. It won’t be a big bike park, but a really done well bike park that people will come to.” Graham also brought Jason McCormick onboard to oversee the project. He is another Ladner resident that is president of Action BMX, a bike park in Surrey. They have leaned on plenty of others including Tara Heathcote who has coordinated donations of build-
ing materials and even purchased some equipment herself. Businesses to contribute include Double R Rentals, Dunbar Lumber, Ponderosa Construction and BA Blacktop. The latter is donating about 6,000 square feet of asphalt that will be utilized in different areas of the park. Paul Beathcote and Kristin Vissher provided donations for fuel costs while the work of jump builder Wesley Sherrell and all the kids over the past few weeks has been much appreciated.

Some students at Delta Secondary School and their families, who need a hand up, will continue to receive food over weekends from a food pantry program. These two services to the community are being provided by Rotary Club of Ladner thanks to proceeds from a paper shredding fundraiser it organized on Saturday, April 10. The South Delta residents and business people who showed up in 130 vehicles over four hours with boxes and bags of confidential and other documents to the shredding site behind the Delta TV/ Eastlink building on Ladner Trunk Road, made the event a success with about $3,000 raised for the two community
service projects. Also making the event a success were 15 Ladner Rotary volunteers and four Rotary-sponsored Interact club members from Delta Secondary. Ideal Door and Envision Financial branch in Ladner contributed to the event’s success by sponsoring two ShredWise trucks which hauled away the equivalent of 300 boxes of shredded documents by mid-afternoon. “Once again we are delighted, but not surprised, by the generosity of our local residents and businesses which helped us raise these funds so they could join us in giving back to the community through the children’s story trail and high school food support program,” said Rotary Club of Ladner president Peter Roaf. “Last fall all the proceeds from our shred-

Kidsport Delta has taken a simple approach to try and replace the donations and overall interest generated from its annual gala that has been cancelled for a second straight year due to the COVID-19 pandemic. The fundraiser event was to take place on April 24 and goes a long way to providing for the non-profit organization’s objective of helping to remove the financial barriers in the way of Delta children wanting to play organized sports. This is done through grants, worth up to $500, per calendar that can be applied for through the Delta KidSport website: kidsportcanada.ca/british-columbia/delta. Fortunately, many of the gala’s main sponsors remain onboard and continue their financial support. Now the local chapter is looking to increase its grant pool through a monthlong awareness campaign that gets underway on May 1. Figuring the public has grown weary from a year’s worth of virtual presentations and Zoom meetings, the Delta KidSport board wanted to make a more lasting impression. “We have called it the ‘Gift

of Sport.’ It’s about helping to invest in these kids’ future. We can’t do it without you and every dollar counts,” explained chair Carlene Lewall. “It’s not only about making a donation online, it’s about recognizing our sponsors and making people aware of the program. “There are so many families now, because of COVID, that are in a financial situation
that maybe they are eliminating (organized) sports for their kids because they have to. They don’t know because they have never been in that world where they knew something was available to them like KidSport. This is about telling people we are here for you. It’s easy to apply.” The pandemic has made a significant impact on youth sports over the past year. From
an initial three-month pause to returning to training and eventually limited cohort play, it’s been back to training only since mid-November. “There were no sports for so long, but when everything finally started up, we issued almost as many grants as we did in 2019,” added Lewall. “That’s not bad given some sports didn’t even happen.” There is growing frustration as sports organizations await to do more once provincial health restrictions are eased. Even without games and tournaments, Lewall says parents and coaches need to remember the mental outlet sports provides for children. “It’s not always about the skills they are learning. It’s their mental health too. They are with people of their own like, typically in a new area to them and building their self-confidence,” she said. “Let’s invest in these kids and provide them with a healthy and social foundation.” Lewall added the awareness campaign will also include a “Why do you Love Your Sport?” video contest for kids and their teams. Gift certificates will be awarded to the top athlete and team submission. The contest runs from May 1-to-23.
Walk for Alzheimer’s in South Delta honors Harbott family The Alzheimer Society of B.C. is encouraging South Delta residents to show people affected by dementia their support by registering and fundraising for the IG Wealth Management Walk for Alzheimer’s. The event is the Society’s largest fundraiser, and this year, participants are encouraged to walk their own way throughout May, before joining together for an online celebration on Sunday, May 30. While participants are encouraged to participate in honor of people in their own lives who have been affected by dementia, they can also walk for the event’s dedicated honorees in South Delta: the Harbott family. Thirty years ago, Maureen Harbott started documenting her family history and stories. She encouraged her husband

Michael to do the same. Their collaboration took 12 years, then sat untouched for several years while Maureen’s symptoms of dementia progressed. Finally, Michael wrote the last chapter of their book, Our Fine Romance: “What a wonderful legacy to leave. It was an amazing achievement and I never

thought I could do anything like that. If Maureen hadn’t started writing I never would have done it.” Maureen now lives in longterm care, with support from Michael as well as their four children and many grandchildren who often visit. Michael attends the Alzheimer Society
of B.C.’s caregiver support group in Tsawwassen and donates a portion of the proceeds from the sale of their book to the Society to help ensure others have access to the same support and education they do. Funds raised for the IG Wealth Management Walk for Alzheimer’s help support Alzheimer Society of B.C. programs and services. In the early days following the Resurrection, Jesus appears to the disciples and different times and places. The disciples’ world is uncertain as they come to terms with Jesus’s trial and crucifixion. What is important to note however, is that despite the disciple’s fear and uncertainty, regardless of how many questions or doubts they may have had, Jesus still comes to them. Jesus is present with them making himself known to them in the breaking of bread, in them reaching and touching his wounds, Jesus is known to them walking along the road and realizing that their hearts are burning, and their eyes are opened in new ways. Jesus is there with them as they strug-

Jesus comes to us in our world as broken and chaotic as it can be, Jesus comes to us and says, “Peace be with you.” I am here, I am right here with you. As we come to terms with our changing and volatile world, perhaps the most faithful response from us to bear witness to the Resurrection is to keep on keeping on. Jesus is not looking for grand heroics, but rather a faithful response and answer to the call to follow him, even in a pandemic.

There are many reasons to get in shape. Weight loss is a prime motivator, as is reversing a negative health effect, such as high cholesterol or increased diabetes risk. Research published in the journal Immune Aging found that how people age is 75 percent lifestyle and only 25 percent genetics, which underscores the importance of the lifestyle choices people make. Cardiorespiratory fitness Many health experts say that cardiorespiratory fitness may be just as valuable a metric to determine overall health as blood pressure and lipid levels. People with a high aerobic capacity can deliver oxygen to tissues and cells efficiently to fuel exercise, according to data published in 2014 in the journal Aging & Disease. Making friends as a child or even as a parent to school-aged children is relatively easy. Classrooms and school functions facilitate the building of friendships. Steve Robinson only needs to look at the current scoring leaders of the Swift Current Broncos to be reminded of what happened to the 2020/21 Pacific Junior Hockey League season. Back in January, team captain Michael Farren and rookie Mathew Ward were still members of the Delta Ice Hawks as the club patiently waited for provincial health restrictions to be eased so the PJHL could resume cohort play that was halted in early November. Instead, the pair left to join the Broncos for an abbreviated Western Hockey League season and currently pace the team with 20 and 21 points respectively. The PJHL campaign never did restart and the Hawks concluded four straight months of practices at the end of March. “None of us had gone down that
path before so we never knew what was coming every day. It’s just been a load of nothing changing and a lot of talk,” said Robinson, the Ice Hawks head coach and general manager. “It was frustrating because you don’t control it and then you get little hope a couple times that you are going to start play again and that buys you another two weeks. We all want to believe it then something happens on the news next day and then there’s a pit in our stomachs again. It was maybe by February we were all resigned to the reality that it was more unlikely than likely we would be playing.” Robinson knows he will never see Farren or Ward again in Ice Hawk colours. Farren is a graduating 20-year-old who was lured to junior “B” in case the WHL didn’t have a season. It gave the Surrey native the opportunity to play alongside his younger brother Conner. Ward, 17, is one of the Broncos’ top
young players that also was looking for a competitive option if there was no WHL campaign. Robinson could still have a significant recruiting tool to attract talent for next season if the Hawks are rewarded the 2022 Cyclone Taylor Cup provincial junior “B” championships after COVID-19 wiped out the 2021 event. The decision will come from BC Hockey in the weeks or even months ahead, depending how quickly the province gets through the pandemic. Right now, Robinson would be happy if there was even limited cohort play with no fans in the stands come the start of next season. “Honestly given the current landscape of these variants I am worried about September,” he said. In the meantime, he has already started twice-weekly skating sessions at Tilbury with prospects that will continue until mid-June. Robinson always has his eye on the bigger picture and the

The Cyclone Taylor Cup, which features the champions of the PJHL, Kootenay International and Vancouver Island leagues, along with the hosts team, hasn’t been played since the 2018/19 season due to the pandemic.

She was born on June 5th, 1930 in Sunwui. In 1948, she married Fook Chin (George) and immigrated to Canada in 1956. Together they put down roots in Ladner and farmed 100 acres of turnips and potatoes, until they retired in 1998.
He was a devoted husband, father, grandfather, uncle, son, brother and friend. He touched the lives of many with his inherent gift of connection. He is survived by his loving wife of 44 years Sanjiv, his children Dr. Sonny Dosanjh, Dr. Rummy Dosanjh, Parveen Dosanjh (Dr. Jesse Gill), granddaughters Niyah, Azaria and Ariyana, his dogs Beast and Apollo.
She spent most of her time in the kitchen making her famous baos and har gows and in the garden growing countless fruits and vegetables.
Born and raised in New Delhi, India, he completed his Bachelors of Commerce and pursued his Masters in Economics at Delhi University while becoming the All India Champion in Hammer Throw. He immigrated to Ladner, BC in 1976. He spent the vast majority of his career working at UBC and loved teaching his yoga class for the last 20 years.
Her family will lovingly remember her candid spirit, and how she always made sure everyone was well fed.
He was passionate about spirituality, sports, martial arts, social justice and deep philosophical conversations. His hope was to inspire and help humanity. He could be found playing with his grandkids, working out in the gym, gardening, enjoying nature, meditating, building with his hands, or being the life of the party with his dance moves. She is predeceased by her son, Robert and survived by her husband, Fook Chin (George), children, Susie, Bruce, William, Elsie and May and her grandchildren.

SURKO, Alice Ann October 14, 1935 - April 19, 2021 It is with heavy hearts we announce the peaceful passing of Alice Ann Surko. “AKA DIAMOND LIL” Alice is survived by children Bill (Julia), Bonnie (Alan), Gerry and daughter-in-law Patty. Grandchildren Katherine, Matthew, Sean, Clayton, and Conner, and Sister Linda. Predeceased by husband George in 1990 and long-time partner Joe. Siblings Jerry, Lorraine, Shirley and Florence. Alice was born in Regina, SK. The family went on to reside in Vancouver, then moved to Ladner in 1972. Family and friends meant the world to her. She loved to travel, play cards, music, and dancing. Alice retired in 2000 after 30 years as a lab technician at BCCDC Heather Pavilion in Vancouver, where she bonded with numerous friends over the years. After retiring, she worked at Ladner Save on Foods as a demo lady; a job she thoroughly enjoyed. Special thanks to Dr. Long and Dr. Gemeinhardt and the wonderful staff at Kin Village West Court. Alice will be deeply missed by all, may she Rest in Peace. No service will be held at this time due to COVID-19. Ronald Herbert Halston June 22, 1930 - April 22, 2021 It is with sad hearts we announce the passing of Ron Halston after a short battle with cancer. He was a devoted husband to Gwen and birth father to eight children: Christine (late Ken Trimark), Valerie Burton (Merle), Clive (Patti), Mark (Maureen), Paul (Lorinda), Keith (Diane), Kathleen McDonald (Kevin), and Jennifer Waddell (Laurie). Giving him 27 grandchildren, eight great grandchildren and one great great. “Eight was never enough!” Most of his adult life he was a Dad to many many more, Caitlin, David, Kevin, Jason...
Ron was born in Westbere Canterbury, England. He completed an apprenticeship in refrigeration followed by two years of National Service as a Medic in Egypt. After getting engaged to Gwen before going into service, and then a long distant courtship they married in 1953. Upon returning to England his old job was no longer available but there was a need in the Prison Service for his skills. Later he attended University and became a Probation Officer. Ron always said, “My first job was keeping them in jail and the next was keeping them out.” His experience with this job enabled him to emigrate to Canada in 1971 with his wife and all his children living in Port Alberni until settling in Tsawwassen in 1979.
